1 Introduction

As a result of rapid growth in population and employment in the northwest suburbs and outlying communities of the Twin Cities metropolitan area, the Minnesota Department of Transportation (Mn/DOT), Anoka County, and Hennepin County identified a need to conduct an Origin -Destination (O-D) study of the three Mississippi River crossings. The results of this study will help gain a better understanding of the travel patterns and behaviors in the area. The focus of the study area was the three main Mississippi River crossings, specifically:

• Trunk Highway 610 between Brooklyn Park and Coon Rapids

• Trunk Highway 169 between Champlin and Anoka

• · Trunk Highway 101 between Otsego and Elk River

With a limited number of options for crossing the Mississippi River in this area, the amount of availab)e capacity and congestion on these bridges has become a viable concern. To better understand how these issues affect commuters this O-D survey was implemented. The results of this study will provide information about the travel characteristics and patterns in this region.

Figure 1-1 shows the approximate O-D study area.

2 Survey Process

2.1 Survey Methodology

The survey used in collecting the origin-destination information was a license plate videotaping technique. License plates were videotaped during the a.m. and p.m. peak hours (2 hours in each peak period) between Tuesday and Thursday during the month of August 2001. The six station locations and general study area are shown in Figure 2-1. Videotaping stations were located out of the travel lanes, collecting information for each direction of traffic near the bridges .

From the license plate information collected, home addresses of each vehicle's owner were collected in cooperation with the Department of Motor Vehicles. A survey instrument with an attached letter from Elwyn Tinklenberg, the Mn/DOT Commissioner, was mailed to the addresses gathered from the license plate survey.

2.2 Survey Instrument

One of the main goals of this study was to develop a survey instrument that would produce effective and efficient data from the respondents. Accurate and precise responses to the survey from the public provide the planning and engineering process a better assessment of the varying demands that are placed on the regional transportation network. The survey used in this study was designed with the assistance of Mn/DOT, Metropolitan Council, Anoka County, and Hennepin County . Previous successful survey instruments and recommendations in the Federal Highway Administration (FHWA) Travel Survey Manual were reviewed for content and included in this survey. The cover letter and survey are included in Appendix A.

The most important data gathered from the survey instrument was the origin and destination data and the bridge typically used when making such a trip. The zip code or city name for the origin or destination was specifically requested. This data, in addition to trip purpose and how many times they typically make this trip, will aid in the definition of typical travel patterns and behaviors in this region of the metropolitan area. Other information that was collected as part of this study included vehicle occupancy, changing travel choices or patterns to avoid the three river crossings, and an opportunity for the respondents to volunteer additional comments in regard to this study.

2.3 Sample Size Determination

To determine the number of samples needed to satisfy the statistical demands desired for each survey station, various calculations and assumptions were completed. The following methodologies were used:

• Traffic counts were completed during the day of each survey for 24 hours, which was assumed to be the Average Daily Traffic (ADT). Typically, the data collection system began counting vehicles before the actual survey and collected for a full 24-hour period.

• A one-way a.m. peak period volume was estimated by dividing the two-way ADT in half (assuming a 50 percent directional distribution). This was multiplied by 0.25 to calculate a 3-hour peak period (6-9 a.m.) volume estimate, assuming that 25 percent of ADT volumes were present in the 3 hour a.m. peak period.

• The sample size needed in each direction was estimated assuming a 95% level of confidence plus or minus 15% for error. An additional 20% was added to this estimate to account for survey error or confusion to acquire the sample size desired in each direction.

• To attain this level of confidence, it was recommended to, at a minimum, double the number of surveys to be mailed out to obtain a high level of response and to get the best information possible.

Table 2-1 documents the results of determining the number of samples needed to have a 95% level of confidence.

2.4 Survey Implementation

Over the course of this study, 23,000 surveys were mailed to addresses obtained during the videotaping survey completed at the TH 101, TH 169, and TH 610 bridge crossings. In response to the survey mailing, over 8,300 surveys were returned and tabulated. Data was edited and corrected for quality control purposes. Consistency checks were performed to obtain the most appropriate data. A Microsoft Access database was developed with all of the survey responses and reviewed by Mn/DOT. The data was then geo-coded into a Geographic Information System (GIS) at the zip code and city zonal level.

3 Bridge Crossing Survey Results

The primary purpose of this study was to gather information concerning travel patterns within the study area and specifically to identify the use of river crossings. The majority of the data collected will be used for future transportation studies in determining the location of potential new bridge crossings.

3.1 TH 101 Bridge Origins and Destinations

The TH 101 bridge is the northwestern most river crossing considered in this study. The ADT for this bridge was estimated to be approximately 39,400 vehicles. Over the course of this study, 3,177 survey respondents indicated that they use the TH 101 Bridge for different trip purposes.

From the survey results a list of the top 20 origins and destinations were identified. Table 3-1 shows the top 20 origins _of those survey respondents who use the TH 101 bridge. In general, over 80 percent of the trips using the TH 101 bridge originated in the top 20 origins. Overall, 30 percent of the respondents originated in the Elk River/Otsego and Anoka/Ramsey areas, which are immediately adjacent to the river crossing. Furthermore, most trips that used the TH 101 bridge originated on the north side of the Mississippi River.

Like that of the origin data, a high percentage of the destination trips ended in the Elk River/Otsego and Anoka/Ramsey areas as shown in Table 3-2. Over 80 percent of the destinations were accounted for in the top 20 destinations. A high percentage of the destinations are located in the core area of the Twin Cities, specifically Downtown Minneapolis, St. Louis Park, Hopkins and Golden Valley. In addition, many of the destinations recorded are located on the western edge of the suburban communities such as Maple Grove, Medicine Lake, and Plymouth. These trips are generally assumed to be work related.

An origin-destination matrix was created using both the top twenty origins and destinations for the TH 101 bridge crossing and is provided in the appendix. The connections between the following locations produced over 50 origin to destination trips from the survey:

• Champlin and Anoka/ Ramsey (73 trips)

• Elk River/ Otsego and Princeton (68 trips)

• Elk River/ Otsego and Downtown Minneapolis (63 trips)

• Anoka/ Ramsey and Downtown Minneapolis (60 trips)

• Saint Francis and Elk River/ Otsego (50 trips)

• Anoka/ Ramsey and Princeton (50 trips)

An attempt was made to distinguish between local and regional trips using the TH 101 bridge. For the purpose of this study a local trip was defined as a trip that originated in a zip code adjacent to the TH 101 bridge and was destined for a zip code adjacent to the TH 101 bridge. The zip codes selected for th is analysis were: 55301, 55303, 55327, and 55330.

A total of 291 survey respondents (who use only the TH 101 bridge) indicated that their trip originated in one of the four zip codes. Of th is total, 67 survey respondents indicated that their

destination was also to one of the four zip codes. This would indicate that approximately 23.0% of the survey respondents who only use the TH 101 bridge are for local trips and the remaining trips are regional.

3.2 TH 169 Bridge Origins and Destinations

The TH 169 bridge is the central river crossing located in the Anoka/Ramsey area. The ADT for this bridge was estimated to be approximately 41,500 vehicles. Over 5,100 survey respondents indicated that they use the TH 169 bridge for different trip purposes .

Table 3-3 shows the top 20 origins of those survey respondents who use the TH 169 bridge. Nearly 40 percent of survey respondents who use the TH 169 bridge indicated that their trip originated in the Anoka/Ramsey, Coon Rapids, or Champlin areas. Respondents from the Anoka/Ramsey area accounted for the highest percentage (18%) of the trips utilizing the TH 169 bridge. In addition, some of the trips that utilized this bridge were from a considerable distance north of the Twin Cities metropolitan area. Another interesting result is that over five percent of the total responses actually originated their trips in the Elk River/Otsego area, even though these survey respondents are adjacent to the TH 101 Bridge .

Table 3-4 displays the top 20 destinations for survey respondents using the TH 169 bridge. Similar to the origin data, the Anoka/Ramsey and Coon Rapids areas were the top two destinations. In addition, nearly one out of ten survey respondents (7%) indicated that they were traveling to Downtown Minneapolis. In general, most of the destinations are located adjacent to TH 169 between TH 10 and Interstate 394 .

Ultimately, Anoka/Ramsey, Champlin, and Coon Rapids .accounted for the highest origins and destinations, resulting in nearly 40 percent of the origins and nearly 30 percent of the destinations . By far, the highest number of trips that were made using the TH 169 Bridge is between Champlin

and Anoka/Ramsey with 242 trips. Other origin-destination connections using this bridge that were prevalent included:

• Anoka/ Ramsey and Brooklyn Center (120 trips)

• Anoka/ Ramsey and Downtown Minneapolis (108 trips)

• Anoka/ Ramsey and Princeton (107 trips)

• Anoka/ Ramsey and Champlin (82 trips)

• Princeton and Anoka/ Ramsey (80 trips)

• Champlin and Coon Rapids (77 trips)

• Coon Rapids and Downtown Minneapolis (75 trips)

An attempt was made to distinguish between local and regional trips using the TH 169 bridge. For the purpose of this study a local trip was defined as a trip that originated in a zip code adjacent to the TH 169 bridge and was destined for a zip code adjacent to the TH 169 bridge. The zip codes selected for th is analysis were: 55303, 55304, 55316, 55327, 55433, and 55448.

A total of 411 survey respondents (who use only the TH 169 bridge) indicated that their trip originated in one of the six zip codes. Of this total, 120 survey respondents indicated that their

destination was also to one of the six zip codes. This would indicate that approximately 29.2% of the survey respondents who only use the TH 169 bridge are for local trips and the remaining trips are regional.

In looking at specific origin zip codes the percentage of local trips can be around 80% of the total trips. Specifically, the 55316 (Champlin) and the 55327 (Dayton) zip codes had local trip percentages of 79.1 % and 81 .0% respectively .

3.3 TH 610 Bridge Origins and Destinations

The TH 61 O bridge is the southeastern most river crossing in this study and is located adjacent to the Coon Rapids area. This bridge has the highest ADT (over 60,000 vehicles) and the highest number of survey respondents who indicated that they use the TH 610 bridge.

Table 3-5 shows the top 20 origins of survey respondents using the TH 610 bridge. Over 80 percent survey respondents who use the TH 610 bridge were accounted for in the top twenty origins. Coon Rapids and Anoka/Ramsey were the highest two origins accounting for 25 percent of all trip origins. An interesting result from the origin data is that nearly ten percent of the survey respondents who use the TH 610 bridge were from the Elk River/Otsego, Dayton, and Maple Grove areas. These areas are located within a closer proximity to the other two bridges (TH 101 and TH 169) yet one out of ten survey respondents indicated that they use the TH 610 bridge.

Table 3-6 shows the top 20 destinations of survey respondents using the TH 610 bridge. The survey results indicate that the Coon Rapids and Anoka/Ramsey areas are the top two destinations. As noted for each bridge, a high number of respondents (approximately 9%) were destined for Downtown Minneapolis, presumably for work purposes .

The TH 61 O Bridge, which is the closest to Downtown Minneapolis, had the highest number of destinations into downtown of the three bridges with nearly 500 trips. In addition, Coon Rapids and Anoka/Ramsey had high number of respondents that were destined for these locations. Generally, this bridge had the most spread out locations of origins and destinations of the three river crossings. Coon Rapids, Anoka/Ramsey, Rogers, Brooklyn Park, and Champlin were the most prominent origins based on the survey results. The most prevalent connections from the TH 610 River Crossing included the following trips:

• Champlin and Anoka/ Ramsey (184 trips)

• Coon Rapids and Downtown Minneapolis (142 trips)

• Brooklyn Park and Coon Rapids (127 trips)

• Anoka I Ramsey and Downtown Minneapolis (117 trips)

• Coon Rapids and Brooklyn Center (115 trips)

An attempt was made to distinguish between local and regional trips using the TH 610 bridge. For the purpose of this study a local trip was defined as a trip that originated in a zip code adjacent to the TH 610 bridge and was destined for a zip code adjacent to the TH 610 bridge. The zip codes selected for this analysis were: 55432, 55433, 55434, 55443, 55444, 55448, and 55449.

A total of 753 survey respondents (who use only the TH 610 bridge) indicated that their trip originated in one of the seven zip codes. Of this total, 187 survey respondents indicated that their destination was also to one of the seven zip codes. This would indicate that approximately 24.8% of the survey respondents who only use the TH 610 bridge are for local trips and the remaining trips are regional.

In looking at specific origin zip codes the percentage of local trips can be as high as 66% of the total trips. Specifically, the 55443 (Brooklyn Park) and the 55444 (Brooklyn Park) zip codes had local trip percentages of 58.3% and 66.3% respectively.

3.4 Origin-Destination for Single Bridge Users

This section further analyzes the trip origins and destinations of those survey respondents who indicated that they only use one bridge or choose between the TH 169 or TH 610 bridge as their primary river crossing. Select origins north of the river were evaluated to determine what percentage of motorists are using only the TH 101 bridge, the TH 169 bridge, the TH 610 bridge, or are choosing to use either the TH 169 bridge or TH 610 bridge .

3.4.1 Single Bridge Users

Trips originating north of the river were analyzed to determine the number of survey respondents who use only one of the three river crossings on a regular basis. Of the total survey respondents, 3,011 reported that they use only one of the three river crossings. Of th is total, 1,223 (41 %) were respondents from the zip codes identified as north of the river. As shown in Table 3-7, the 1,223 single bridge users account for 36% of all the trips orig inating in the select zip codes north of the river. Stated another way, just over one out of every three trips originating north of the river have a pre-determined travel route that includes crossing only one of the three river crossings on a regular basis .

The highest percentage of single bridge users originating north of the river comes from the Blaine area (zip codes 55434 and 55449). Approximately 61 % of these survey respondents indicated that they only use one of the three river crossings. Further analysis shows that of the single bridge users originating in the Blaine area that 98% only use the TH 610 bridge. Approximately 2% indicated that they only use the TH 169 bridge.

The Coon Rapids area (zip codes 55433 and 55448) shows between 36% and 45% of the total trips originating in this area are single bridge users. Approximately 90% to 93% of these survey respondents indicated that they only use the TH 610 bridge while the remaining 7% to 10% only use the TH 169 bridge.

Survey respondents from the Andover area (zip code 55304) indicated that approximately 29% are single bridge users. Of these single bridge users approximately 58% use only the TH 610 bridge while 42% use only the TH 169 bridge. Similarly, survey respondents from the Oak Grove I East Bethel area indicated that approximately 27% are single bridge users with half using only the TH 610 bridge and the other half using only the TH 169 bridge.

The Anoka/Ramsey area (zip code 55303) had the lowest percentage of single bridge users. Approximately 24% of survey respondents from the Anoka/Ramsey area indicated that they are single bridge users. Of this total, approximately 85% use only the TH 169 bridge and 10% use only the TH 610 bridge. The remaining 5% indicated using only the TH 101 bridge .

3.4.2 Single Bridge Users and TH 169 / TH 610 Bridge Users

Further breakdown of the survey respondents was completed to identify the survey respondents who use a single bridge or choose between the TH 610 bridge and TH 169 bridge. Table 3-8 compares the number and percent of survey respondents who use a single river crossing to those survey respondents who indicated that they use either the TH 610 or TH 169 bridge .

Table 3-9 shows that survey respondents from the Coon Rapids (zip codes 55433 and 55448) and the Blaine (zip codes 55434 and 55449) areas generally use the TH 610 bridge as their primary river crossing. Between 32% and 42% of Coon Rapids survey respondents use only the TH 610 bridge while nearly 60% of Blaine area survey respondents use only the TH 610 bridge as their primary river crossing. In total, approximately 80% to 90% of survey respondents from the Coon Rapids and Blaine area use either the TH 610 bridge or the TH 169 as their primary river crossing.

Approximately 24% of survey respondents from the Anoka/Ramsey area (zip code 55303) indicated that they use only the TH 101 bridge, TH 169 bridge, or the TH 610 bridge. Thirty-two percent of these survey respondents indicated that they choose between the TH 169 and TH 610 bridge as their primary river crossing. The remaining 44% indicated that they use other routes with many of these respondents indicating that they choose to use all three of the river crossings .

Figures 3-1 through 3-5 display the river crossing used for trips originating in the Anoka/Ramsey area (zip code 55303), the Andover area (zip code 55304), the Coon Rapids area (zip codes 55433 and 55448), the Blaine area (zip codes 55434 and 55449), and the Elk River/Otsego area (zip code 55330). These figures graphically display the percentage of motorists who use either a single bridge (choose between TH 101, TH 169, or TH 610) as their primary river crossing or choose between the TH 169 and TH 610 bridge crossing.

Figure 3-1 shows that 556 Anoka/Ramsey area survey respondents indicated using a single bridge or choose between TH 169 and TH 610. The majority of these respondents (57%) indicated that they choose between the TH 169 and TH 610 bridge. Thirty-seven percent of respondents use only the TH 169 as their primary river crossing while 4% use only the TH 610 bridge.

With the exception of the survey respondents living in the Blaine area (zip codes 55434 and 55449) and the Elk River area (zip code 55330), the majority of survey respondents indicated that they choose between the TH 169 and TH 610 bridge as their primary river crossing. Sixty-nine percent of Blaine area survey respondents indicated that they only use the TH 610 bridge (see Figure 3-4) while 97% of Elk River survey respondents only use the TH 101 bridge (see Figure 3-5).

The purpose of dividing the study area into these origins and destinations was to analyze travel patterns of motorists whose trip begins north of the Mississippi River and ends south of the river at one of the major destinations. The majority of trips originating north of the river would likely use one of the three river crossings when traveling to destinations south of the river, specifically, the areas classified as Central Minneapolis, Downtown Minneapolis, and the West Side. In some cases such as the Blaine area and the Coon Rapids area it is possible that these residents would not use any of the three bridges.

Table 3-11 displays the total number of trips originating north of the river by zip code. The table also indicates the number of trips originating in each zip code north of the river with a destination of Central Minneapolis, Downtown Minneapolis, or the West Side. Only those trips that included both an origin and destination zip code were used in this analysis.

The analysis indicates that of the 3,366 trips originating in the zip codes north of the river that 519, or approximately 15%, are traveling to one of the three major destinations south of the river. The Anoka/Ramsey area (zip code 55303) had the highest total number of trips destined for one of the three areas south of the river. In total, 118 of the 984 (12%) trips originating in Anoka/Ramsey are destined for Central Minneapolis, Downtown, or the West Side. The Blaine area (zip code 55434) had the highest percent of trips destined for the major destinations. One out of every four survey respondents (56 respondents) whose trip originated in the Blaine area was traveling to one of the three major destinations. Seventeen percent of these respondents indicated that their destination was the Central Minneapolis area.

The Coon Rapids area (zip code 55448) had the highest percent of motorists who were traveling to the Central Minneapolis area. Of the 358 trips originating in the 55448 zip code, 80 trips or approximately 22% were destined for the Central Minneapolis area. A further breakdown of these trips indicates that 60 of the 80 trips (75%) were destined specifically to Downtown Minneapolis.

A third major destination analyzed was the West Side area. The Anoka/Ramsey area (zip code 55303) had the highest number and percent of trip origins destined for the West Side. The 55303 zip code had 38 trips or approximately 4% of all trip origins that were traveling to the West Side .

3.5.1 Trips Destined for Central Minneapolis

Trips originating north of the river destined for the Central Minneapolis area were further analyzed to determine which river crossing motorists most often use. Survey respondents who indicated that they only use one of the three bridges were identified along with survey respondents that use both the TH 610 and TH 169 bridges. Table 3-12 displays the breakdown of trips (by bridge) originating north of the river destined for the Central Minneapolis area. Figure 3-7 graphically displays the percentage of motorists using each bridge.

The analysis indicates that three out of every four survey respondents living in the Anoka/Ramsey area (zip code 55303) use both the TH 610 and the TH 169 bridges to travel to Central Minneapolis. Approximately 9% of Anoka/Ramsey area survey respondents indicated that they only use the TH 169 bridge to travel to Central Minneapolis. By comparison, approximately 14% of Anoka/Ramsey survey respondents use only the TH 610 bridge to travel to Central Minneapolis. Given that the TH 169 bridge is in very close proximity to Anoka/Ramsey area motorists one might expect the TH 169 bridge to have a higher percentage of motorists who only use the TH 169 bridge to travel to Central Minneapolis. However, the survey results show that a higher percentage of motorists are using the TH 610 bridge and in fact the majority of motorists are using both the TH 610 and TH 169 bridge.

This result provides an indication of the influence that traffic congestion may have on motorists route selection. Given significant congestion of the TH 169 bridge many motorists might choose

to use the TH 610 bridge. Of those Anoka/Ramsey area survey respondents who indicated that they use both the TH 610 and TH 169 bridges it is possible that these motorists select their route (or river crossing) depending on the time of day. If a motorist gets an early start the motorist might choose to use the TH 169 bridge before the heavy traffic congestion begins to build. If a motorist begins their travel later in the peak period that motorist might choose to use a less congested route such as the TH 610 bridge.

As one might expect, the only motorists using the TH 101 bridge to travel to Central Minneapolis are survey respondents from the Elk River/ Otsego area (zip code 55330). Nearly 88% of these survey respondents traveling to Central Minneapolis use the TH 101 bridge. The remaining 12% use the TH 169 bridge and no survey respondent indicated using only the TH 610 bridge.

Residents living closer to the Central Minneapolis area had the highest percentage of motorists using only the TH 610 bridge. Over half the survey respondents from the Coon Rapids and Blaine area (zip codes 55433, 55448, 55434, and 55449) reported using only the TH 610 bridge to travel to the Central Minneapolis area. Further analysis shows approximately 52% to 55% of survey respondents from the Coon Rapids area (zip codes 55433 and 55448) reported using only the TH 610 bridge to travel to Central Minneapolis. Approximately 67% of Blaine area (zip codes 55434 and 55449) survey respondents indicated using only the TH 610 bridge to travel to Central Minneapolis. The remaining 33% of Blaine survey respondents indicated that they choose between the TH 610 and TH 169 bridge to travel to Central Minneapolis. No Blaine area survey respondent indicated that they use only the TH 169 bridge or the TH 101 bridge .

In total, 415 survey respondents indicated their trip originated north of the river and ended in Central Minneapolis. Of these 415 trips approximately 50% indicated that they choose between the TH 610 bridge and the TH 169 bridge to cross the Mississippi River. Another 41% indicated that they only use the TH 610 bridge to travel to Central Minneapolis while 5% only use the TH 101 bridge. Only 4% (17 survey respondents out of the 415) indicated that they only use the TH 169 bridge. Given this low percentage tends to indicate that motorists recognize the TH 169 bridge as being congested and will choose alternate travel routes for their trips, specifically to the Central Minneapolis area.

Figures 3-8 through 3-12 display the breakdown of trips destined for the Central Minneapolis area . Figure 3-8 shows the breakdown of trips originating in the Anoka/Ramsey area destined for the Central Minneapolis area. The analysis of trips originating in the Anoka/Ramsey area destined for Central Minneapolis indicate that the majority of commuters (77%) choose between the TH 169 and TH 61 O bridges for their primary river crossing. Fourteen percent of survey respondents report using only the TH 610 bridge as compared to 9% who use only the TH 169 bridge as their primary river crossing. Given the proximity of the TH 169 bridge to the Anoka/Ramsey area one would think that the TH 169 river crossing would be a more desired travel route to Central Minneapolis as compared to the TH 610 bridge. However, when capacity issues are factored in it is easy to see that motorists will seek out less congested routes even if it requires a motorist to travel longer distances. The remaining figures show the travel paths to Central Minneapolis for the remaining zip codes north of the river.

4 Conclusion

This study was requested to determine the existing traffic patterns and behaviors in the northwestern part of the Twin Cities metropolitan area. To create a better understanding of these behaviors, an origin-destination study was completed at the TH 101 , TH 169, and TH 610 Mississippi River crossings. From the data that was collected from this study, matrices were created from the origin-destination pairs that were gathered from the survey respondents. The information that was collected in this study will be useful in future determinations of river crossing needs in this region of the metropolitan area.

Do you ever change your travel patterns to avoid crossing one of the Mississippi River Bridges? RESPONSES BELOW

• Yes! When living in Champlin I avoided the bridge at all costs including going to Anoka/Coon Rapids area to shop because of the bridge! All of our professional business (doctors, dentist, etc.) is done on the Champlin side of the river to avoid bridge traffic! Thankfully, the hwy 610 should be preferred once construction is complete.

• Yes, I frequently change my travel times in an attempt to not be affected by the heavy traffic that uses these travel corridors.

• To make it across the bridge as soon as possible and get out of the worst traffic. I will not stop to do anything until I am on the Anoka side of the bridge, the side I live on.

• 1 avoid the Ferry. St-highway 169 bridge at al I costs whenever l can due to intense congestin during rush hour. Get rid of the stoplights and we wouldn't have the problems. There needs to be more crossings. The north side can only get more populated it's time this state gets it's head out of the clouds and looks to and plans for the future needs of highways and bridges.

• l wish 1 could cross to get back and fo11h from work.WE should have more bridges like in St. Paul. They have three bridges. Lafayette Bridge(Hwy 52), Robert Street Bridge and the Smith Avenue crossing (High Bridge).

• Yes, like to leave at 8:00am instead of 7:30am to avoid congestion. Also 1 take the back roads home to avoid highway 169 bend in Champlin congestion.

• I leave home early in the morning or stay at work late to avoid some of the traffic. I also try to work from home at times. I travel opposite traffic otherwise it would be a stop and go commute to and from work. Lanes need to be 6 lanes at rush hour am and pm.

• Once I get across after work l stay on that side of the river. The new work on the 610 bridge is very nice, good job. Less train more bridges. How come the broadway bridge shakes? I cross the river twice to get to work highway 610 and broadway.

• l try not to travel when there will be a lot of traffic. Spend the mass transit money on more bridges. I will not use the mass transit system.

• Unless you travel at 4am and 8pm your facing bumper to bumper traffic across the hwy highway 169 bridge. As homes continue to be built north of the Mississippi and traffic continues to increase. l see no easy solution, but another bridge would help.

• Put up barriors lights and trees. Get real and get that bridge going.

• Leave early because of traffic congestion.

• Cross the Bridge everyday. Will there ever be a bridge between Dayton/NW and Anoka Co.?

• Yes, try to leave at different times to avoid rush hour traffic in the morning and late afternoon. Traffic is horrible across the bridge!!! Something MUST be done with the Anoka crossing. It's getting worse every month. HELP!

• Yes, but does not help. Too much traffic.

• Yes, depending on the time of day. I will avoid crossing from Champlin to Anoka between 4-5:30pm M-F. ·

• Yes. Only to go 4 miles total, but have on occasion chose to travel 20 miles instead to avoid the fustration of sitting in traffic. The time to go 20 miles is about the same as 4 miles.

• The Anoka highway 169 bridge. The proposed changes to highway 169 and county 81 will only increase congestion around the bridge by getting more cars there faster. Opening up highway 169 to 4 lanes thru Anoka or around Anoka is needed. Anoka is the plug until you solve that problem.

• Traffic congestion switched to 4 days a week Start earlier and work later to avoid traffic.

• At times on weekends, if I am going into Bloomington area I will take 252 & 94 thru downtown. Total congestion. Another bridge needs to be constructed bewteen Anoka & Elk River and bewteen Anoka and the 610 corridor.

• I try to leave early. This is my only way to work. I have no choice but to take this road. If I leave later traffic across the bridge is awful. It can take 20 minutes to cross the bridge. We need another bridge either between Anoka and Ramsey MN or between Anoka & Coon Rapids, MN. We definitely need another bridge.

• l use that route 5 days a week. I use it every morning. I try to take the back roads on the way home but I still have the congestion when I get tho the Champlin Bridge. Also crossing the bridge, there are homes on the left side and many people make a left turn there which also ties up traffic!

• Yes - sometimes l go through Champlin to get to Plymouth and other times I go through Ostego. I also go to Minneapolis and Brooklyn Center for social reasons.Cars try to beat the stop/go lineup by turning off side roads and getting to the traffic light at entrance to highway I 69 bridge going toward Anoka. It's aggrevating!

• Yes, my husband owns the gym in Elk River. Many times I would rather go to Elk River, spend a few hours at the gym vs. going home to cross the bridge, only to wait in traffic for approximately hour. Anoka-Champlin is a huge back log of traffic during rush hour in morning and evening. A ne.w crossing is needed to carry some of this traffic off highway 169 and hwy 1 OE.

• Not really. A bridge in Dayton is long overdue.

• Don't have a choice, must go over river to go to work. There should not be a left turn onto Benton Street in Anoka during rush hour - holds up traffic, causes major slowdowns. A lso, a light in Champlin right before bridge is too long for east-west traffic. Should be much shorter

• My husband and I carpool to and from work at least 4 out of the 5 days per week. We have to change our travel patterns depending on traffic, but we always cross the Mississippi as our destinations are on opposite sides. There is construction at or near all three crossings, which is very poor planning. Recently, it has been taking on half hour just to get out of Anoka, about 5-6 mile distance from our house .

• During Anoka's Halloween parade. Make the stop lights change faster for the lanes with the most traffic.

• I drive Hwy 610 bridge to and from work. Once there done with the road construction on Hwy 610 the traffic will move faster. Thanks

• I go across on Hwy 169 in the morning. 1 go across the Hwy 610 on the way home. There needs to be more ways to get across the river.

• Occasionally I park my car in Anoka, then ride I ride my bike across the river to work. Is there any interest in a shuttle bus service from somewhere in Anoka to the business from Champlin to Osseo?

• I travel to work using this bridge in Anoka/Champlin because it is the closest and most convient even though traffic is bad. But, I will take the 610 bridge home from work because even though it is a longer drive it takes less time. Seems to be a need for more bridges crossing the Mississippi river in the Anoka/Ramsey area.

It should have been 6 lanes l O years ago.

• There should be another crossing between Anoka and Champlin bridge crossing. It takes 1/2 hr to 45 minutes to cross during the week.

• If any percipitation then I take university across Hennipen Avenue bridge into downtown Minneapolis avoiding 610. Very congested where W River Rd comes into 610. It's worse when any type of percipitation is falling people trying to cross into far left lane and right lane is stopped.

• We avoid going thru Anoka to Champlin during morning rush hour and vice versa at evening rush hour. We also avoid crossing Hwy 610 W Bound in the morning and East Bound at evening time. We need another bridge crossing some where between Anoka and Elk River and not 10 years from now.

• Yes, l stopped using the 610 bridge to go to work in downtown Minneapolis, because of the traffic back-up. Also stopped using 94 to go home at 5pm because of traffic. l use East River Road now. Hwy 169 is a nightmare from Anoka to Champlin. It is always congested once you cross the river. I am hoping once construction is done on Hwy 6 I 0, traffic will flow better, I can start using it again to go to and from downtown Minneapolis.

No better from Otsego to Elk River.

Do you ever change your travel patterns to avoid crossing one of the Mississippi River Bridges? RESPONSES BELOW

• 1 try to cross over the Hwy 169 bridge before or after rush hour traffic. Makes it easier to get across the 169 bridge traveling to Anoka in the afternoon.

• 1 travel Hwy 10 to get to work to avoid Champlin/Anoka bridge. Mornings travel opposite coming home. Champlin/Anoka from 3:30 to 7:00 is a big traffic jam. With only one bridge going to Elk River to and from on 169-101 is stop and go early morning and late afternoon 6:00 to 9:00, 3:00 to 7:00.

• Cross 101 Bridge North bound every Monday 8am. Return trip on Tuesday on 5:30 pm. I cross Anoka Bridge for church on Sunday am. My trips are opposite tr::i.ffic congestion.

• Never, We don't need more bridges. We need the Engineers and Designers to build bigger and better bridges, so the traffic can flow.

• I'm in sales. I cross the Mississippi almost daily. Times and routes vary. Need more crossings.

• No. How do you avoid crossing the bridge? Problem isn't the bridge, but Main Street of Anoka and Ferry Avenue or 169. From Champl in to Anoka corner of main and Ferry has only 1 lane going straight thru. New work being done on 169 in Champlin making 2 lanes from Anoka going to Osseo will help a lot.

• I can not shop in Anoka during 3-6/7PM because of traffic congestion. I use 169 Champlin to Anoka and back daily, the traffic is terrible, the majority of the day especially Friday night, traffic out of town. If I take 610 to 169 then I am stuck in traffic going across the river from Champlin to Anoka, because l need to get to Dayton River Road, the I st turn South of the bridge. So either way traffic is backed up. Plus I live south of the Mississippi and my children go to school in Anoka.

• Never cross bridge between 5-6:30 p.m. weekdays. Why didn't Hwy 169 go right over Anoka and onto Hwy 10 with exit ramps to Main Street? Can't go to Champlin from Dayton. Hwy 169 too backed up.

• Yes, l also take the bridge to get from East Bethel to get to Northtown faster. I would much rather travel Hwy 610 then get off on 694.
