THE PRESIDENT'S PAGEIn these hectic days of reorganization,

it may seem that the modern college

president must keep rvmning faster and

faster, like the characters in Alice in

Wonderland, in order to keep standing

still. During the past decade there has

been increasing recognition that the col-

lege president needs help. At the Green-

brier Conference in 1958, it was gener-

ally agreed by specialists in educational

managment that the president needs help

not so much in making major decisions

as in seeing that they are carried out. Hedoes need help, however, in decision-mak-

ing in specialized-operational areas. Also,

he needs help in gathering facts on which

decision are based, in impressing internal

communications, and in his over-all func-

tion as first officer of the enterprise.

The function of all administration is

to maintain the college through coopera-

tive effort and distribution of the burden.

This function has been described by

many as getting things done and facing

the issues of the moment through the

efforts of other people. Progress and effi-

ciency in college administration has as

the "heart of the matter" the "efforts of

other people" and the "distribution of

work."

The Four Es+afes

Victor Hugo once said, "There is noth-

ing more powerful than an idea whose

time has come." Since educational ob-

jectives, as well as their concomitant

problems, have extended beyond aca-

demic affairs or training of the intellect,

and because of the tremendous growth in

numbers, it has become necessary to

adjust the administrative pattern of the

College. There now exists at La Salle

College what might be known as educa-

tion's Four Estates. Along with the area

of academic affairs, three other sets of

activities clearly have emerged: the ac-

tivities of the student personnel pro-

giam; the task of handling enormousfinancial affairs and physical properties,

and the many facets of public relations,

alumni, and development.

I would like to present four administra-

tors and their responsibilities in these

Four Estates at La Salle College. At a

later date I would like to add their

invaluable associates.

Academic Affairs

The many notes of emphasis that havebeen sounded in the past few decades do

not lessen the importance of the intel-

lectual development of the student. Theprimary reason for the existence of anyeducational institution of higher learning

is to pi-ovide students with a strong

curricular program.

This area of academic affairs is under

the administration of the Dean of the

College with three competent Deans, the

Dean of Arts & Science, the Dean of

Business Administration, and the Deanof the Evening School, who associate

with him as the first academic officers of

the college. They share responsibility for

the "tone" of the college, measured by

such intelligent student qualities as cor-

rect manners and dress, maturity and

academic competence. The Dean of the

College is Brother D. John, F.S.C., Ph.D.,

Vice-President and associate professor of

physics.

He has as his first responsibility a

continual appraisal of the academic pro-

gram, so that the objectives of the Col-

lege are attained as fully as resources

permit. In accordance with these objec-

tives it is his duty, also, to study and

plan the development of the faculty. TheCollege looks to his office for the super-

vision and improvement in instruction

through the schools, departments, library

and admissions office. Finally, institu-

tional studies, including admissions, and

the evaluation of instructions and out-

comes of the programs of study fall

among his duties. In general, he mustassume academic leadership of the fac-

ulty and give direction to the programsof instruction so that La Salle will pro-

vide the best possible undergraduate

education in Arts, Science, and Business

Administration to the many who look to

it for this service.

Student Personnel Affairs

A program of student personnel serv-

ices concerns itself with the development

of the total student. It implies that the

central effort of the College is of an aca-

demic nature, but it also recognizes the

need for educational experiences that

assist students in maturing physically,

emotionally, socially, and spiritually—as

well as intellectually. In addition to sup-

porting and supplementing the classroom

experience, the student personnel pro-

gram provides cei'tain out-of-classroom

experiences contributing to the full de-

velopment of the student.

The administrator of this second edu-

cational estate at La Salle College is the

Dean of Students. This program of per-

sonnel services has as its guiding factor

the philosophy of the College. Guided bythis philosophy, the Dean of Students

determines procedures and is responsible

for developing, supervising, and co-

ordinating the agencies which put the

College policies into effect. This educa-

tional estate includes the activities of

housing, student extracurricular organ-

izations, athletics, the health program,student aid, scholarships, the loan pro-

gram, religious activities, varied formsof counseling, and finally discipline. Eachof these areas has its director, who co-

operates with the Dean of Students in

the coordination of an area that hasbeen defined as the extension and deep-

ening of an educational program for the

development of the whole man to live in

a democratic society. The Dean of Stu-

dents is Brother Gavin Paul, F.S.C.,

Ph.D., former Director of Properties andassistant professor of sociology.

Financial Affairs

In the early days of higher education

in America, the president of a college

usually constituted the entire administra-

tive staff of the institution. Since his

appointment was usually based on his

career as a scholar, his qualifications for

administration of the business details

often were not considered important.

Of course, the problems of business

administration in those early days weremuch less complex than they are today.

The physical plant was much smaller,

and the budget only a fraction of whatit is today. Gradually, however, the needfor professional assistance became recog-

nized, and a third estate was established.

This third educational estate, withthe tremendous growth in student num-bers, has taken on enoi-mous proportions.

C.S.C, D.D., Archbishop of Philadelphia;

a statesman, and an editor of a national

magazine received honorary degrees at

the 96th annual La Salle College com-

mencement exercise on June 3, in Con-

vention Hall.

In addition to Cardinal O'Hara, whoreceived the honorary degree of Doctor

of Letters, the honorary degree of Doc-

tor of Law was presented to John J.

Hearne, Ireland's Ambassador to the

United States. The Rev. Thurston N.

Davis, S.J., editor-in-chief of A-mericct

magazine, received the honorary degree

of Doctor of Letters and delivered the

commencement address.

Cardinal O'Hara, recently appointed

a Prince of the Church by His Holiness

Pope John XXIII, studied at the Jesuit

College, in Montevideo, Uruguay, before

receiving his Ph.D. degree from the Uni-

versity of Notre Dame, and completing

post-graduate work at the Catholic Uni-

versity, Washington, D. C, and Holy

Cross College. He taught at Notre Dameuntil 1933, when he was appointed vice-

president of the University and in the

following year became the twelfth presi-

dent of the University. From 1939 to

1945, Cardinal O'Hara was auxiliary

bishop of the Army and Navy diocese,

and was bishop of Buffalo, N. Y., until

his appointment as Archbishop of Phila-

delphia in 1951. The Cardinal instituted

the movement for the exchange of stu-

dents with South American Universities,

and promoted the daily reception of

Communion by college men.

Ambassador Hearne is a graduate of

Ireland's National University and wasthe Irish delegate to the League of Na-tions in 1926, and served as legal advisor

to Ireland's Department of External Af-

fairs, Dublin, in 1927. He has been the

Irish Ambassador to the United States

since 1950.

Father Davis, a native Philadelphian,

was graduated from Georgetown Uni-

versity in 1937, and earned both his

master's degree and doctoral degree fromHarvard University in 1946 and 1947,

respectively. He entered the Society of

Jesus in 1931 and was ordained in 1942.

After serving as instructor in pre-

Socratic and Platonic philosophy at

Fordham University's graduate school of

arts and sciences, he became a contrib-

uting editor of America in 1953. In 1955,

he was named editor-in-chief of the

magazine.

TWO FROM '59 NAMED LA SALLEADMINISTRATORS

Two 1959 graduates of La Salle Col-

lege have been appointed by Brother

Daniel Bernian, F.S.C., President of the

College, to administrative posts on the

Olney Avenue campus.

Joseph L. Hanley, '59, has been ap-

pointed Director of Alumni and, with

this issue, assumes the editorial reins

of La Salle magazine. He succeeds JohnL. iVIcCloskey, '48, the alumni executive

since 1956, and Robert J. Schaefer, '54,

editor for the past two years.

McCloskey, Assistant to the President,

assumes direction of the administrative

area which will include development,

public relations, alumni, and placement.

John H. Veen, also '59, was appointed

Manager of the $2 million Student Unionnow under construction on the La Salle

campus for occupancy this September.

Hanley, 27, is a native of Indianapolis,

Ind., where he attended Cathedral HighSchool, and was graduated with high

honors in 1949. Early in 1951, he beganfour years of duty with the Navy, in

which he served 21 months aboard the

battleship, V.S.S. Iowa — which saw six

months of duty in Korean waters— andnearly two years of shore duty at the

Naval Communications Facility at PortLyautey, French Morocco. He had at-

tained the enlisted rate of Yeoman sec-

ond-class when he was honorably dis-

charged in 1955.

Hanley began simultaneously his col-

lege studies and work as student assist-

ant in the Alumni Office, a position he

held throughout his four years as a

student. He was co-recipient of the Cpl.

William S. Diamond Scholarship duringhis sophomore year. Hanley's extracur-

ricular activities, while majoring in Eng-lish-Education, included: treasurer of the

Italian Club; staff membership on the

Collegian; secretary of the EducationSociety; co-editor of the 1959 Explorer,

and vice-president of La Salle's chapter

of Lambda Iota Tau, the national litera-

ture honor society. He was graduatedwith Maxima Cum Laude honors, after

maintaining a Dean's List standingthroughout his undergraduate studies,

and now plans graduate studies in Eng-lish in Temple University's eveningcurriculum.

Veen, who received the Bachelor of

Arts degree in History, won the acclaim

of the La Salle faculty and student bodyfor his spirited leadership of the recent

campaign for the carillon system nowin the Olney Avenue tower. While presi-

dent of the Executive Board and of the

German Club, he coordinated the manyactivities that financed the $7,000 system,

which was dedicated to the late PopePius XII.

LA SALLE JUNIOR AWARDEDSUMMER RESEARCH TASK

A La Salle College junior, Robert J.

Rosemery, has been granted a National

Science Foundation award to take part in

' the 1959 Summer Undergraduate Re-

search Program at the University of

North Carolina.

A 1956 alumnus of La Salle HighSchool, attending La Salle College under

a National IVIerit Scholarship, Rosemery

was one of ten selected from more than

100 applicants across the nation. He is

majoring in Chemistry and has main-

tained an almost perfect scholastic

record.

The purpose of the summer program,

as outlined by the University of North

Carolina, is to provide undergraduate

students with "research experience of

the highest possible type with the hope

that they will be stimulated to pursue

their education beyond the college level."

The students are permitted to select a

research director from the University's

staff, and are assigned, in general, to a

problem which can reasonably be ex-

pected to be completed within ten weeks,

the duration of the program. In addition,

they attend conferences and seminars

in each student's field of interest. The

students are paid for their services on an

hourly basis, with tuition and fees re-

mitted by the University.

31 GRADUATES WINGRAD SCHOOL AWARDS

Thirty-one graduates of the Class of

'59, at this writing, have been awarded

scholarships, assistantships, or fellow-

ships for graduate school studies during

the 1959-60 academic year.

AFRICAN STUDENTS ELECT

LA SALLE SENIOR

George K. Dunye, of Liberia, and now

a member of the Class of '60 at La Salle

College, was elected president of the All-

African Student's Union of Greater

Philadelphia for the 1959-60 academic

year, at a recent Union meeting.

George K. Dunye

Dunye is majoring in finance at LaSalle under a grant-in-aid from the Li-

berian government. He has been vice-

chairman of the Union's publicity com-

mittee since 1956 and, in 1958, he founded

the Liberian Student's Association of

Philadelphia, and was elected its presi-

dent. He remains vice-president of the

latter. At La Salle, he is a member of

the International Relations Club, and has

been a member of the soccer team for the

past two seasons.

Dunye, who recently married an Amer-

ican girl, the former Edith I. Hamilton,

was graduated from St. Patrick's High

School, Liberia, in 1952, and, the follow-

ing year, flew to the U. S. at the invita-

tion of the American government. During

this visit, he worked at the U. S. Census

Bureau, and found time to visit NewYork, Cleveland, and Pittsburgh, whei-e

he toured the offices of IBM, Remington

Rand, the United Nations, and U. S.

Steel. He returned to Africa after six

months, with hopes and plans for fur-

thering his education in this country.

His dreams materialized when he again

crossed the Atlantic in 1956 to enroll

at La Salle, under the sponsorship of the

Institute of African-American Relations

and the Liberian government.

SAMUEL REGALBUTO MEMORIALSCHOLARSHIP ESTABLISHED

The Samuel Regalbuto Memorial

Scholarship, for four years of study at

La Salle College, was recently estab-

lished by Mrs. Florence Regalbuto,

widow of the former Commissioner of

Public Property in Philadelphia.

The full-tuition scholarship, provided

by a trust fund established by Mrs.

Regalbuto in memory of her husband,

will be awarded to the young man who

meets all academic requirements of the

College, while manifesting financial need.

It will be renewable annually to the

initial winners.

Mr. Regalbuto was born in Sicily,

where he began a career in pharmacy

which he continued briefly upon his ar-

rival here. Soon after, however, he es-

tablished the Western Flour Companyof Pennsylvania and of Trenton, NewJersey, to which over 35 years of his life

were devoted.

A veteran of the first world war, Mr.

Regalbuto was cited for his charitable

works by the late Pope Pius XII in

1952, and was awared the Star of Fi-

delity by the Italian government in 1955.

He was executive vice-president of the

Philadelphia Grand Opera Company, a

member of the American Legion, the

Variety Club of Philadelphia, the Penn

A.C., and the City Businessman's Club.

GROUND BROKEN FOR NEWLA SALLE HIGH

College High School, officiated at ground-

breaking ceremonies July 7 for the newLa Salle High, for which a $2.3 million

contract was awarded to James J. Clear-

kin, Inc.

Construction plans are set for oc-

cupancy in the Fall, 1960.

The new high school, which will be

erected at Cheltenham Avenue and Paper

Mill Road, Springfield Township, Mont-

gomery County, represents the third

major phase in the ten million dollar

Centenary expansion program at La Salle

College. Two other building are nowunder construction on the Olney Avenuecampus: a Student Union, scheduled to

open this September, and a Science

Building, set to open in 1960.

Construction of the new high school

on the 76-acre site, formerly the "Bel-

croft" estate of Clarence E. Brown, will

permit the College to utilize the present

high school building — now on the Col-

lege campus— to help accommodate its

expanding enrollment.

Designed by the architectural firm of

Nolen and Swinburne, with Mr. Victor

Kush in charge and Brothers E. Francis,

F.S.C., and David Albert, F.S.C., as con-

sultants, the new high school will be

one of the most modern of its kind in the

Philadelphia area. Planned to accommo-

date a minimum of 800 boys, with pro-

visions for future expansion, the edifice

will be of reinforced concrete and steel

construction. The exterior facing will be

of brick, glass, and metal curtain walls.

Brother Francis, principal of the high

school, said that the new structure will

include a three-story academic wing,

housing 32 classrooms and laboratories.

It will be separated from the huge audi-

torium and gymnasium areas by a low,

one-story air-conditioned administration

building and library, housing some 20,000

volumes. Both the administrative and

library units will face on interior, land-

scaped courts.

Cafeteria, kitchen, band room and me-

chanical services, will be under the audi-

torium and gymnasium, and will lead out

into a separate exterior recreation area,

which is partially covered to provide

sheltered areas during inclement weather.

Features of the new building will in-

clude exterior sunshades, and grey, heat-

absorbing glass, to reduce glare and heat

in all classrooms with southern exposure.

The gymnasium will be entirely top-

lighted, and corridors and stairways will

be located so that there will be no cross-

The fine, old "Belcroft" mansion on the

estate, will be altered and enlarged to

provide a complete faculty residence for

32 Brothers. A new chapel, to be shared

by the Brothers and students, will be-

come one of the new wings of the man-sion. Other structures on the property,

such as the carriage house, will be moved

and used for athletic storage after the

planned construction of complete outdoor

athletic facilities. Varsity football will

be played at 20th Street and Olney Ave-

nue until the new stadium is erected.

special degree at the ceremonies. Mrs.

Halpin, mother of eight children, will be

honored for her outstanding role as wife

and mother.

lege, with the assistance of his asso-

ciates, is responsibile for diverse func-

tions that make up this area. This diver-

sity he coordinates as the head business

officer of the institution. He is responsi-

ble for the College's financial accounting,

the preparation of the annual budget

and the financial reports, the collection of

revenues, the expenditure of institutional

funds, the management of the business

phases of auxiliary enterprises, the

planning for financing new building con-

struction, and the care of the physical

properties of the College. The admin-

istrator of this third estate is Dr. Joseph

Sprissler, D.C.S., former Director of the

Evening School and assistant professor

of business law and accounting.

Public and College Relations

Today a new area of administration in

higher education is developing which

merits recognition. There is a trend to-

ward coordination of the functions of

public relations, alumni affairs, and the

solicitation of funds for development.

This new area of administration is nowrecognized as a single entity in manycolleges. Although it is the most recent

of the Four Estates, its components will

become more and more important as the

college continues to develop and prosper.

The recognition of this new area in ad-

ministration grew out of the realization

that these activities have much in

common.At La Salle College, the Assistant to

the President (an unhappy designation

that gives a man a "staff" title for a

"line" responsibility) is responsible, in

cooperation with the different directors

of these areas, for the coordination and

progress of the alumni activities, the

work of the placement bureau, publicity,

public relations, and the fund-raising

for the development program. The As-

sistant to the President is John L. Mc-

Closkey, M.B.A., former Director of the

Alumni Association and assistant pi-o-

fessor of marketing.

Conclusion

The president of a college or university

receives a broad delegation of power and

responsibility for the operation of the

institution in all its phases. He, in turn,

delegates responsibility for broad areas

of administration to worthy men, retain-

ing for himself the primary responsi-

bility for unified and executive direction.

We all know that it is the president whomakes reports to the Board of Mana-gers; it is the president who gets quoted

in times of crisis, who announces the

progress and the new things that are

for the glory of the institution, and whosays the very appropriate words whenthe special occasion demands them. How-ever, behind all this power and re-

sponsibility and dignity lies a profound

principle enunciated by an astute and

witty man: "When you hire people

smarter than you are, you prove that

you are smarter than they are." Andas Emerson once wrote: "There is no

limit to what can be accomplished if it

doesn't matter who gets the credit." For

La Salle, there is no limit to what can be

accomplished.

Brother Teliow, F.S.C., Founder of La Salle College

The first community of the Brothers of

the Christian Schools in Philadelphia,

was established August 22, 1853, with

Brother Adelbert, F.S.C., as its first

Brother Dii-ector, and the classrooms of

the Assumption B.V.M. and St. Peter's

parishes for their initial classes. TheBrothers first settled in the former par-

ish, and later resided in St. Peter's at

Fifth Street and Girard Avenue.

In 1854, Brother Teliow, F.S.C., wasappointed Director of the Community,succeeding Brother Adelbert. Brother

Teliow, who came to America and set-

tled in Cincinnati as Bernard Fackledei,

entered the Brother's Novitiate in St.

Louis when 23 years old and received the

habit on June 21, 1851.

Upon assuming the responsibilities of

Brother Director, Brother Teliow strove

to enlarge the scope of the Brothers' ac-

tivities and, in September 1858, St.

Michael's Parochial School was opened

with the assistance and cooperation of

its pastor, Father McLaughlin. During

the vacation period of that year the

Brothers, now numbering six and teach-

ing 500 pupils, moved to St. Michael's.

Classes rapidly expanded under Brother

Teliow and, upon the opening of St.

Ann's School in 1859, he was Director of

17 Brothers and three schools, St. Peter's,

St. Michael's, and St. Ann's; the As-

sumption B.V.M. was relinquished. In

addition, in 1862, the Christian Brothers'

Academy was opened as a high school,

attached to St. Michael's, at 1419 N.

Second Street.

Deeply impressed by the sanctity and

learning of the Brothers, the Most Rev.

J. F. Wood, then Archbishop of Phila-

delphia, urged them to seek a charter for

the new high school and for a college, a

teaching level on which the Brothers

were to engage "at once." This aim wasrealized in 1863, when Brother Teliow

successfully applied to the legislature of

the Commonwealth for a charter for

"La Salle College in the City of Phila-

delphia."

Shortly after receiving the charter,

Brother Teliow was appointed Rector of

the New York Catholic Protectory, in

September, 1863. In 1870, he was invited

by the government of Ecuador to be con-

sultant on the establishment of training

schools for boys.

By now internationally recognized as

an authority on education and child wel-

fare. Brother Teliow was next summonedto France, and later assigned to Cali-

fornia. In 1879, he was in charge of St.

Mary's Training School, Feehanville, 111.,

and in 1884 he was assigned to St.

Joseph's Industrial School, Glencoe, 111.

His last post, before his death on Septem-

ber 21, 1900, was the directorship of St.

Francis de Sales Industrial School, Ed-

dington. Pa.

At the request of the New YorkCatholic Protectory's Board of Managers,Brother Teliow was laid to rest in the

cemetery adjacent to St. Raymond'sChurch, Westchester, N. Y., with his

faithful co-worker. Dr. Ives, founder of

the New York Protectory.

new set of bells rings out over

Philadelphia in memory of PopePius XII.

From the hilltop campus of LaSalle College, twelve miles fromthe city center, a fifty-bell me-morial carillon that strikes anhourly chime and the Angelus

three times daily, has been installed

at a cost of $7,200. Most of the

money was raised by the students

at the Christian Brothers' college.

Voting to have "one of the best

systems possible" to honor the late

Pontiff, the students chose a caril-

lon similar to one displayed at the

Brussels World Fair.

FRIENDS OF LA SALLE

La Salle College earnestly solicits the interest andsupport of friends to bring to a complete realization

the goals of the development program which will en-

able La Salle to render greater service to the youth

of our nation and, particularly, the youth of the City

of Philadelphia. There are a number of reasons whyLa Salle College is worthy of this interest and sup-

1. Ninety percent of the student body, now num-bering nearly four thousand, are from the city

of Philadelphia and its environs. La Salle Col-

lege is a Philadelphia college, in the city, and of

the city. A recent survey of the alumni reveals

that almost all of the graduates of the College

remain in this metropolitan area.

2. The College, in a practical and effective manner,is seriously concerned about making available

to young men of modest financial resources

men whose potential can be of great usefulness

because of a college education—an opportunity

to secure this education. Tuition fees at LaSalle College have been traditionally modest.

Student aid averages over $120,000 each year.

This amount is many times over the averageamount of assistance given annually by a col-

lege of similar size and character.

3. The College, in existence close to one hundredyears, has been preparing professional men,doctors, dentists, teachers, lawyers, account-

ants, etc., who have been serving metropolitanPhiladelphia.

4. Requiring military instruction of all physically

able students through the Reserve Officers

Training Program, La Salle is sharing fully in

the national effort to prepare youth to assumeits rightful responsibilities in our democracy.

5. La Salle College is rendering a large measure of

service to industry and business by providing,

in the Evening Division program, an opportun-

ity for men gainfully employed to secure a col-

lege education and in this way to prepare themto give a better and more efficient service to

their employers.
