EXECUTIVE SUMMARY ES.01 Necso-China State-Hip Hing JV (hereafter the NCHJV) was awarded the Contracts of East Rail

Extensions Ma On Shan (MOS) Rail TCC-200 - Tai Wai to Shek Mun and TCC-300 - Shek Mun to Lee On by the Kowloon-Canton Railway Corporation (KCRC).

ES.02 Action-United Environmental Services and Consulting (AUES) was commissioned by the

NCHJV to implement an environmental monitoring and audit (EM&A) program to evaluate the effectiveness of the implemented mitigation measures and to ensure acceptable environmental quality is maintained.

ES.03 This EM&A monthly report summarizes the monitoring results and audit findings of the EM&A

program during the reporting period from 1 to 28 February 2003.

Construction Progress ES.04 The major construction works in this reporting month included piling work, pile caps

construction, station structure construction, superstructure construction, utility diversion, parapet, segments construction and finishing works. Night work (segment erection) was undertaken from 10 to 12 and 24 to 26 February 2003 at the site from Pier 52 to Pier 53, with a valid CNP (GW-TN0528-2002) issued from EPD.

Environmental Monitoring Progress

ES.05 The EM&A program for the reporting month of February 2003 was undertaken according to the

approved EM&A manual. A summary of the monitoring activities in February 2003 are listed below:

ES.08 There were 6 observations raised for the Contract TCC-200, and one non-compliance and 6

observations for the Contract TCC-300. A total of 13 ECPA forms were issued based on the IEC and CET audit findings. Details of the non-compliances during the audit and subsequent inspection findings are presented as follows:

TCC-200 Wastewater inside the silt trap is overflowing onto the pavements between Pier 33 & 34 and at the site entrance C32 (ECPA No. 0425-TCC200).

Divert the wastewater to the sedimentation tanks before any discharge to the drainage system; Deliver on-site training and briefing to the concerned site staff to ensure no wastewateroverflow onto the pavements; Maintain the silt trap more frequently; and Inspect and maintain all drainage facilities and sedimentation system regularly to ensure proper and efficient operation at all times.

No wastewater overflowing onto the public roads was observedbetween Piers 33 & 34 and at the site entrance C32 during the subsequent site inspection.

Broken sand bags, rocks & rubbish are found inside the surface channel at Pier 56 (ECPA No. 0426-TCC200).

Site staff was reminded to clear the sand and rock inside the U channel regularly; Deliver on-site training and briefing to the concerned site staff to ensure proper house-keeping of the work site; and Inspect and maintain all drainage facilities and sedimentation system regularly to ensure proper and efficient operation at all times.

Broken sand bags, rocks & rubbish inside the U-channel were still observed at Pier 56. Re-audit is scheduled on 07 March 2003.

A truck is not cleaned of earth and mud before leaving the site at Pier 77 (ECPA No. 0427-TCC200).

Site staff was reminded to ensure all vehicle are undertake wheel washing within the construction area before they leave the work site; Deliver on-site training and briefing to the concerned site staff to ensure washing of vehicle wheels within the work site; and Wheel wash facilities should be provided for each construction site exit.

Vehicles were observed to have had wheel wash before they left the site at Pier 77 during the subsequent site inspection.

The haul roads are dry and unpaved at CKT and Shek Mun Station. Fugitive dust emissions are observed (ECPA No. 0428-TCC200).

Apply watering to the exposed loose soil surface of the work site to maintain a dampened condition; and Frequently water spraying activities will be performed, especially during the dry season.

Fugitive dust was still observed at CKT. Re-audit is scheduled on 07 March 2003.

No water spraying is provided for the concrete breaking activities at Shek Mun Station (ECPA No. 0429-TCC200).

Conduct water spraying to minimize the dust impact; and Deliver on-site training and briefing to the concerned site staffs on remedial action for concrete breaking activities.

Follow-up site inspection was scheduled on 07 March 2003.

Broken sand bags are found along the hoarding at Pier 43 (ECPA No. 0430-TCC200).

The Contractor was reminded to replace new sand bags along the hoarding to prevent seepage of surface runoff onto the public roads; Inspect and maintain all hoarding regularly to ensure they are in good working conditions; and Deliver on-site training and briefing to the concerned site staff on proper house keeping of the work site.

Replacement sand bags along the hoarding were observed at Pier 43 during the subsequentsite inspection.

Findings Proposed Mitigation Measures Environmental Outcome / Subsequent Observation

TCC-300 Small amount of silty water is pumped out from the foundation excavation and directly discharged into the drains at Pier 90 (ECPA No. 0431-TCC300).

Divert the silty water to sedimentation tank prior to discharge to the drainage system; Deliver on-site training and briefing to the concerned site staff to ensure no silty water is directly discharged into the drainage systems; and Inspect and maintain all drainage facilities and system regularly to ensure proper and efficient operation at all times.

No silty water discharge into the drains was found at Pier 90 during the subsequent site inspection.

Stockpiles at Pier 89 and between Pier 96 & 97 are dry and not covered. This may cause fugitive dust emissions (ECPA No. 0432-TCC300).

Frequent water spraying activities will be performed, especially during the dry season; Provide clean tarpaulin sheets to cover open stockpiles of loose material with a volume of greater than 20m3; and Apply watering to the exposed loose soil surface of the work site to maintain a dampened condition.

Covering of stockpile was observed at Pier 89 and Pier 96 & 97 during the subsequent site inspection.

Small amount of silty water is flowing onto the public road at Ma On Shan link bridge and discharged into the gullies on the public road (ECPA No. 0433-TCC300).

Divert the surface runoff to sedimentation tank before any directly discharge to the drainage system; Deliver on-site training and briefing to the concerned site staff to ensure no surface runoff is directly discharged into the drainage systems; and Inspect and maintain all drainage facilities and system regularly to ensure proper and efficient operation at all times.

No silty water overflowing onto the public road was observed at MOS link bridge during the subsequent site inspection.

A small amount of sand is found next to the haul road at HEO and fugitive dust emission is observed (ECPA No. 0434-TCC300).

Conduct water spraying to minimize the dust impact; and Apply watering to the exposed loose soil surface of the work site to maintain a dampened condition.

Follow-up site inspection was scheduled on 07 March 2003.

Black smoke is emitted from the crane at TSH (ECPA No. 0435-TCC300).

Check the crane to ensure that it is in good operating condition; and Inspect and maintain the facilities regularly to ensure they are in good working conditions.

Follow-up site inspection was scheduled on 07 March 2003.

Oil spillage is found next to the generator at Pier 108 (ECPA No. 0436-TCC300).

Clean up the fuel oil immediately; Dispose of the fuel oil to chemical wastes

collection area at CKT station; Check and maintain the generator regularly to

prevent oil leakage; and Deliver on-site training and briefing to the concerned site staff regarding the handling method of oil/fuel and chemical.

Small amount of oil spillage was still observed at Pier 108. Follow-up site inspection was scheduled on 07 March 2003.

No drip tray is provided for oil/fuel drums at Pier 123. Oil accumulated in the drip tray at Pier 107 and inside TSH (ECPA No. 0437-TCC300).

Clean up the fuel oil immediately; Dispose of the fuel oil to chemical wastes

collection area at CKT station; Provide suitable drip trays for free-standing

oil/fuel drums; Deliver on site briefing to the concerned site

staff on remedial actions in case of oil spillage; and Provide training to the concerned site staff regarding the handling of oil/fuel and chemical.

No free-standing oil/fuel drums without drip tray was found at Pier 123. No oil accumulated in the drip tray was observed at pier 107 and TSH during the subsequentsite inspection.

Environmental Complaints

ES.09 No complaint was received in this reporting month. Legal Implication

ES.10 No notification of summons with respect to environmental issue was received in this reporting month. Issue of Corrective and Preventive Action Request

ES.11 A total of 13 ECPA forms were issued in this reporting month:

• IEC Audit: 13 ECPA forms

ES.12 The remedial actions and outcome of the corrective action are detailed in each ECPA form.

Summary of Waste Management Issues and Audit Findings ES.13 The C&D material was disposed of public fill at Kai Tak and landfill site at the NENT/WENT.

The trip ticket for public fill at Kai Tak has not been received at the time of reporting. The quautity of C&D material to the public filling area will be reported in next reporting month. The volume of C&D waste disposal to landfill is 968m3 in the reporting month.

Impact Forecast

ES.14 In the coming construction months, the construction work will include piling works, pile cap

construction, allocation of construction equipment and construction of subways, station and viaduct. Piling works and wheel washing activities are anticipated to generate considerable volume of wastewater on site. Other potential environmental impacts may arise from the operation of sheet piling, pile cap construction, segments and parapet erection and possibly some dust emissions arising from general construction works in certain work areas.

ES.15 The NCHJV has been implementing the required mitigation measures as per the implementation

schedule to minimize environmental impacts arising from the above-mentioned construction works. KCRC website

1.0 Project Background Introduction

1.01 Necso-China State-Hip Hing Joint Venture (hereafter the NCHJV) was awarded the Contracts of

East Rail Extensions Ma On Shan (MOS) Rail TCC-200 - Tai Wai to Shek Mun and TCC-300 - Shek Mun to Lee On by the Kowloon-Canton Railway Corporation (KCRC). The Site Layout for these 2 Contracts is shown in Appendix A.

1.02 Action-United Environmental Services and Consulting (AUES) was commissioned by the

NCHJV to be the Contractor’s Environmental Team (CET) to develop and implement an Environmental Monitoring and Audit (EM&A) program in accordance with the approved EM&A Manual.

1.03 This report presents the monitoring results and site inspection findings in the reporting period of February 2003.

2.0 Project Information Project Organization

2.01 The CET was set up by the NCHJV as recommended in the approved EM&A Manual. Figure 2.1

shows the organization chart of the contractor’s management structure in dealing with environmental issues for these contracts. The contact details of key personnel are shown in Appendix B. Construction Progress in February 2003

4.0 Summary of Environmental Requirements 4.01 The impact EM&A requirements are stipulated in the approved EM&A Manual. A summary of

the requirements is shown in the following sub-section. Air Quality Monitoring Stations

4.02 There are 8 designated monitoring locations and they are shown in Table 4.1 and presented geographically in Appendix C. The 24-Hr TSP monitoring is currently carried out at six stations (AM2, AM4, AM5, AM7, AM8 and AM9) and 1-Hr TSP monitoring at all 8 designated stations.

Monitoring Equipment and Methodology Air Quality

24-Hr TSP

4.10 The 24-Hr TSP monitoring was undertaken in accordance with the Code of Federal Regulations Chapter 1 (Part 50) Appendix B. For all monitoring events, 24-Hr TSP was determined by drawing air through a pre-conditioned, pre-weighed glass fiber filter inside a high volume air sampler (HVAS) at a controlled flow rate for 24 hours ± 5 minutes.

4.11 The HVAS was calibrated once every six months in accordance with the manufacturers instruction using the NIST-certified standard calibrator (Graseby G-2535 Calibration Kit).

4.12 The 24-Hr TSP monitoring was carried out at six stations AM2, AM4, AM5, AM7, AM8 and AM9.

1-Hr TSP

4.13 1-Hr TSP levels were determined by using the 1-Hr TSP portable meter (TSI DustTrak Laser Dust Monitor), which is capable of measuring and recording 1-Hr weighted average dust concentration between 0.01 and 100 µg/m3. This portable dust meter was calibrated by the manufacturer before the instrument was shipped to the site. The zero response of the instrument was checked before and after each monitoring event.

4.14 All relevant meteorological data including temperature, rainfall, relatively humidity, wind speed, identification and weight of the filter paper, and on-site/off-site potential dust sources were recorded in details.

4.15 The calibration certificates of the 1-Hr TSP and 24-Hr TSP of air monitoring equipment were available for inspection upon request.

Noise

Noise Level: Leq (30 min.) by 6 consecutive Leq (5 min.) for Regular Noise Monitoring and Ad-Hoc Noise Monitoring Leq (15 min.) by 3 consecutive Leq (5 min.) for Restricted Hour Noise Monitoring

4.16 All noise monitoring works were undertaken using a Rion NL–31 IEC Type I sound level meter

and associated acoustic calibrator.

4.17 The sound level meter was mounted on a tripod at a height of 1.2 m and placed at the assessment point. The meter was oriented such that the microphone was pointing to the site with the microphone facing perpendicular to the line of sight. A windshield was fitted throughout all measurements.

4.18 All noise measurements were made with the meter set to FAST response and on the A-weighted scale. Consecutive six measurements of 5-minute equivalent continuous sound pressure level (LAeq5) readings were recorded over the monitoring period of 30 minutes at each station between 0700-1900 at normal weekdays. For other time period, consecutive three measurements of 5-minute equivalent continuous sound pressure level (LAeq5) readings were recorded, only when construction works of this project is carried out. In addition, L10 and L90 readings were also recorded.

4.19 The sound level meter was calibrated using an acoustic calibrator, prior to and after each set of measurements, measurements may be accepted as valid only if the calibration level from before and after the noise measurement agree to within 0.1 dB(A).

4.20 The calibration certificate of the sound level meter used for the noise monitoring works was available for inspection upon request.

Laboratory Analysis

4.21 All laboratory analyses in relation to the air quality monitoring were undertaken by a local HOKLAS-accredited laboratory.

QA/QC Procedures

4.22 AUES has implemented in house QA/QC procedures for all monitoring practices to ensure the validity of monitoring data. Blank filters samples were collected and delivered to the HOKLAS-accredited laboratory for QA/QC check.

5.0 EM&A Results Monitoring Progress for Environmental Monitoring

5.01 The EM&A program was undertaken in accordance with the approved EM&A manual. The monitoring schedule for February 2003 is presented in Appendix F. Air Quality Monitoring

Restricted –Hour Noise Monitoring

5.11 Night work (segment erection) was undertaken from10 to 12 and 24 to 26 February 2003 at the site from Pier 52 to Pier 53, with a valid CNP (GW-TN0528-2002) issued from EPD. The nearest designated noise monitoring locations NSR97 stand over 100m away from the work area, and so no representative noise monitoring could be carried out.

5.12 As per the discussion on restricted hour monitoring issues held in the environment forum with

IEC, RE and KCRC, the restricted hour monitoring, if any, will be carried out at designated monitoring stations from next month onwards.

Ad-Hoc Noise Monitoring Result

5.13 In this month, no examination was proceeding at S1, S2, S3 and S4. Therefore, ad-hoc noise monitoring was not requested in this reporting month.

Site staff was reminded to clear the sand and rock inside the U channel regularly; Deliver on-site training and briefing to the concerned site staff to ensure proper house-keeping of the work site; and Inspect and maintain all drainage facilities and sedimentation system regularly to ensure proper and efficient operation at all times.

Broken sand bags, rocks & rubbish inside the U-channel were still observed at Pier 56. Re-audit is scheduled on 07 March 2003.

0427-TCC200 24-Feb-03 A truck is not cleaned of earth and mud before leaving the site at Pier 77.

Site staff was reminded to ensure all vehicle are undertake wheel washing within the construction area before they leave the work site; Deliver on-site training and briefing to the concerned site staff to ensure washing of vehicle wheels within the work site; and Wheel wash facilities should be provided for each construction site exit.

Vehicles were observed to have had wheel wash before they left the site at Pier 77 during the subsequent site inspection.

Clean up the fuel oil immediately; Dispose of the fuel oil to chemical wastes collection area at

CKT station; Provide suitable drip trays for free-standing oil/fuel drums; Deliver on site briefing to the concerned site staff on remedial

actions in case of oil spillage; and Provide training to the concerned site staff regarding the handling of oil/fuel and chemical.

No free-standing oil/fuel drums without drip tray was found at Pier 123. No oil accumulated in the drip tray was observed at pier 107 and TSH during the subsequent site inspection.

7.0 Implementation of Mitigation Measures 7.01 In addition to the remedial action proposed/carried out as a consequence of ECPAs, the NCHJV

has implemented the required mitigation measures according to the EMIS. The implementation status of the mitigation measures is presented in the Appendix L.

8.0 Waste Management 8.01 Wastes arising from the construction work are classified into the following

Construction & demolition (C&D) material; Construction & demolition (C&D) waste material; Chemical waste; Dangerous goods; and General refuses.

8.02 The quantities of the construction waste during the reporting period are summarized in Table 8.1

9.0 Independent Environmental Checker (IEC) Audit 9.01 A joint site inspection was undertaken by representatives of IEC, KCRC, Resident Site Staff,

CET and NCHJV on 20 and 21 February 2003 respectively. The non-compliances and observations recorded by IEC are presented as follows:

Contract TCC-200 Observation made by IEC: It was observed that wastewater inside the silt tray was overflowing onto the pavements

between Piers 33 and 34 and the site entrance C32; Broken sand bags, rocks and rubbish were found inside the surface channel at Pier 56; A truck was not cleaned of earth and mud before leaving the site at Pier 77; The haul road was dry and unpaved at CKT and Shek Mun Station; and Broken sand bags were found along the hoarding at Pier 43.

Contract TCC-300 Non-compliance made by IEC: According to Section 4.10 of EM&A Manual for MOS Rail, sedimentation tanks of sufficient

capacity should be provided for settling wastewater prior to disposal. However, a small amount of silty water was pumped out from the foundation excavation and directly discharged into the drain at Pier 90. The contractor stopped the discharge on-site.

Observation made by IEC: Stockpiles at Pier 89 and between Pier 96 and 97 were dry and not covered. This may cause

fugitive dust emissions; It was observed that a small amount of silty water is flowing onto the public road at Ma On

Shan Bridge and discharged into the gullies on the public road; A small amount of sand was found next to the haul road at HEO and fugitive dust emission is

observed; Black smoke was emitted from the crane at TSH; Oil spillage was found next to the generator at Pier 108; and No drip tray was provided for the fuel oil containers at Pier 123. Oil was accumulated in the

drip tray at Pier 107 (Observation issued in January 2003, ECPA No.0416-TCC300) and inside TSH.

9.02 There are totally 13 ECPA forms issued based on the results of this site audit. The current status

and details of the existing ECPA are summarized in Section 7 and in Appendix K.

10.0 Environmental Impacts Forecast 10.01 The tentative construction program as well as the impact prediction and control measure for the

next three reporting period, ie. March to May 2003 are summarized in the following table:

11.0 Conclusions 11.01 The monitoring of air quality and construction noise continued at designated locations in

accordance with the EM&A Manual in the reporting month of February 2003. No exceedance was recorded in this reporting month.

11.02 Weekly site inspections by CET and monthly site audit by IEC were carried out in this reporting

month. Six observations were raised by IEC for Contract TCC-200 and one non-compliance and six observations for Contract TCC-300.

11.05 Regarding waste management issues, trip ticket system has been implemented properly and the

records are available for inspection. 11.04 There was no environmental complaint received in this reporting month.
