In taking the liberty of writing you again, I haTe in mind that perhapa you contemplate making a pereonal aurTey of the Central-!uropean situation prior to the firat meeting or the international group, which meeting I under­stand wi.ll take place in ITian-lea-Bains in July. By such a preliminary surTey it might be possible to ascertain the extent of the need for the serTice to be rendered, the general situation ot t he claeses to be aided (Jewe , Catholics and Protestants) and the attitude of the German Government in such a way that at the meeting of the international group not only the formal organization could be accompliehed, but that there would be a much more concrete baeia for laying out t he plana or the actual work, This would mean a Taluable saTing of time ,

The principal phaee of such a aurTey would conaiet ot confidential oonTtraationa, without any publicity, with the le&dera of the German Jewe ae well ae with repreaentatiTe peraona ot the Cathalic and Protestant faith. In addition to that it might be Taluablt to haTe aome informal conTere­ationa with t hoa t repreatnt&tiTea or the German GoTernment with whom the international organization would ooee into contact after it hae beJ.._ to function, ao that a general idea may be obtained w~thtr the international organization would meet with co-operation , neutrality , or obatruction on the part ot the German authoritiea.
