EXECUTIVE SUMMARY
The High Mountain Agribusiness and Livelihood Improvement (HIMALI) Project being
implemented by the Ministry of Livestock Development (MoLD) with grant assistance
from ADB intends to increase income and employment of high mountain people through
value chain development of their niche agricultural, livestock and MAPs/NTFPs. The
HIMALI Project (the Project) has considered environmental component to address
environmental issues of sub-project (SP) implementation. The IEE report of the HIMALI
Project has been approved by Ministry of Agriculture Development (MoAD) in August
2014. The SPs under HIMALI grant are category “C” project and do not require an
individual EIA/IEE level of assessment.
The environmental safeguard of GoN and ADB is satisfactorily addressed in SPs
planning stages. Project procedural requirements such as screening of business plans,
review of required documents and field verification are considered necessary during SP
approval and planning phase. The Project has included environment management
practice as a contractual document for approved SPs and grantees are oriented on
environmental issues during contract. The Project has provided environment mitigation
and monitoring plan to make the mitigation and monitoring more effective.
Environment compliance status of 640 SPs has been reported till June, 2018. Spoil
management, landslide control and drainage management are not the significant issues
in SPs. Compost pits are constructed by most of the SPs. It is reported that a total of
7,770 trees were cleared during construction and implementation stage of SPs.
1,40,742 number of trees are planted as compensatory and additional plantation by
these SPs. According to the data from district, about 48,532 fodder trees and 229,748
fruits plants and 19,797 Utis are planted by SPs of livestock, fruit cultivation and
cardamom respectively. Grass cultivation is reported in 103 ha of land by livestock SPs.
MAPs including Lokta and Argeli are cultivated on 70 ha of land (22 ha of private land
and 41 ha of community forest). MAPs such as Chiraito, Atis are cultivated in 97 ha of
land of which Chiraito contributes major percentage. Safety gears and work camp
facilities are considered by most of the SPs. No social conflicts and impact to
indigenous people were noticed due to SP implementation. The project has established
Grievance Handling Mechanism in PMU and respective DPC offices. Till date, DPCs
have received and redressed 24 grievances.
Few practices such as water source management, grass land and forest management,
land management, trees plantation, alternate agriculture practice, MAPs/NTFPs
cultivation, bio-briquette production, livestock waste management and integrated pest
and nutrient management during agri-business implementation have helped not only to
moderate harm of climate change but also to exploit beneficial opportunities for
mountain people to adapt changing climate. The project has received environmental
monitoring reports from districts until March, 2018.

Considering need of increasing green grass availability for livestock development the project has
distributed 4.9 metric ton of improved grass seed to government and NARC farms, and 10 project
districts during reporting period. Distributed grass seed include White clover, Alfa alfa, Cocksfoot,
and Rye grass. These seeds will increase availability of green grasses in coming season for the
livestock which intern contribute in increasing milk production in the districts.
The project through its Project Steering Committee meeting has coordinated with Ministry of Forestry
for policy level decision to implement HIMALI Project activities effectively in project districts.
Likewise, it has discussed and coordinated with forestry off district officials at department level in
solving issues like collection of raw materials for sub-projects from the forest.

1. BACKGROUND
The High Mountain Agribusiness and Livelihood Improvement (HIMALI) Project being
implemented by the Ministry of Agriculture Development (MoAD) (Now, Ministry of
Livestock Development-MoLD) with grant assistance from ADB intends to increase
income and employment of high mountain people through value chain development of
their niche agricultural, livestock products and MAPs/NTFPs. The project assists
farmers and downstream businesses to strengthen linkages and take advantage of the
gradual improvement in infrastructure in order to create demand for mountain products.
A demand driven approach has been used for mobilization of interested producer
groups, provision of support for quality improvement, value adding and product
aggregation into quantities of scale sufficient to attract demand-side business,
stimulation of private sector agribusiness development and reduction of risk exposure to
businesses investing in the high mountain districts. The project grants is being provided
to eligible entities for implementing viable agribusiness plans that demonstrate income
and employment benefits in the project districts. The project has three major
components; i) Mountain Agribusiness Development; ii) Value Chain Capacity
Development; and iii) Project Management.
2. ENVIRONMENT SAFEGUARD IN THE HIMALI PROJECT
The major objectives of the ADB on the environment are to incorporate environmental
component in development planning and integrate environmental safeguards across
ADB operations. As per Safeguard Policy of ADB (2009), HIMALI Project is classified as
environmental category “B” which requires preparing Initial Environmental Examination
(IEE). The HIMALI Project had prepared an IEE report which has been approved by
Ministry of Agriculture Development (MoAD) in August 2014. All the contracted sub-
projects (SPs) are category “C” project and do not require EIA/IEE level of assessment.
The agribusiness SPs under HIMALI project if not requiring an IEE study will be
subjected to preparation of Environmental Due Diligence report (EDDR). The HIMALI
project has considered environmental component to address environmental issues of
SP implementation. In order to address environmental issues, the project has
developed/adopted formats of environment assessment and management (EAM)
checklist with compliance to ADB’s environmental requirements. Environment is
considered during all phase of business plans (BPs) approval, agreement and
implementation.
The project procedural requirements such as submission of necessary documents
(approval letter, recommendation letter and agreement paper), incorporating
environment assessment and management (EAM) checklist, environmental screening of
BPs by independent Grant Assessment Committees (GACs), field verification,
incorporation of environment management practice during contract are considered
during SP approval and planning phase. Similarly, environmental monitoring to ensure
the compliance of mitigation measures during implementation stage is also considered
by environment safeguard of the HIMALI Project. Besides assessing ADB’s and GoN

regulatory requirements during planning and implementation phase, environmental
compliance monitoring also assesses project environmental requirements for awarding
grant, the compliances of contractual commitment made on environment and
implementation of environmental management practice. Compliance monitoring of SPs
will be carried out by PMU, District level project staffs and other line agencies (MoLD,
MoAD, DADO, DLSO, DFO, NPWCs, DDC etc.). The project is strengthening
environmental compliance monitoring and reporting by structured formats, follow ups,
feedbacks, orientations and training to the district team.
3. OVERALL ENVIRONMENTAL SAFEGUARD STATUS
The environmental safeguard requirements of GoN and ADB are satisfactorily
addressed in SPs planning and implementation stages. The project has adopted
procedural requirements such as environmental screening of BPs and EAM checklist
review during business plans evaluation. Public consultation meeting minute, land
ownership paper, required agreement papers, approval/recommendation letters (from
DFO, CFUG, DADO, DLSO and Offices of National Park and Conservation Area) are
also carefully assessed during BPs approval process. During evaluation, the project
may also require additional documents for public consent for resource utilization, waste
management plan, water source/demand, firewood source/demand and raw material
source/demand. The field verification is also conducted to assess provided information
in BPs and additional information suggested by the project. The SPs have also included
environment management practice such as compost pit, water management, organic
fertilizer, solar set, grass cultivation, trees plantation, MAPs/NTFPs cultivation etc.
Specific to the SPs categories, a simplified environmental management practice has
been prepared and included to the SP contract document as recommended by IEE.
There are 640 SPs of Livestock and Poultry, vegetables and spices, Fruits,
MAPs/NTFPs and Miscellaneous. The type of project and their number is provided in
Annex 3. Out of 640 SPs, 3% are categorized as large agribusiness (cost ranges above
NRs. 5 million), 27% are medium agribusiness (cost ranges from NRs. 2 million to NRs.
5 million) and rest are categorized as small agribusiness (Cost upto NRs. 2 million).
None of these SPs requires environment assessments (i.e. IEE and EIA). These large
SPs along with few SPs like meat processing, milk processing, MAPs/NTFPs
processing are recommended to follow Environment Management and Monitoring Plan
(EMMP) matrix as provided by the project.
The project has included the environment management related activities such as
compost pit, grass cultivation, MAPs/NTFPs cultivation, irrigation management, plastic
pond, bio-fertilizer, bio-pesticides, tree plantation, solar light set, solar drier and safety
measures in SPs’ activities. The project has also included grazing/pasture land
management, forage and hay production, additional trees plantation, promotion of
MAPs/NTFPs cultivation, compensatory trees plantation, organic farming, balance use
of recommended pesticides, use of personal protective wares and use of alternative

source of energy for drying/boiling/cooking and improved/modern drying methods in
environment management section of contract document. From the preliminary
calculation of SPs, around 5% of total NRs. 829 million (HIMALI Grant) is estimated for
these management practices. The project has also emphasized participation of women,
local people and inclusion of dalits, indigenous and deprived communities in SP related
activities. The project has also considered the issues of resource utilization and social
conflict management. No violations of local traditions, culture and indigenous people,
promotion of local labor, avoidance of under aged workers, written consent for utilizing
common resources, slope stabilization through engineering and bioengineering
measures, minimizing trees cutting (if unavoidable), adoption of balance cut & fills,
provision of first aid kit, spoil management and construction of compost pits, soak pits,
septic pits are considered during implementation of SPs. Grantees are also oriented in
environmental issues and management during contract. Specific to the SPs, EMMP is
also prepared and shared to the SPs during implementation.
The project has redressed the 24 grievances documented in districts. The project has
been receiving environmental monitoring reports from districts.
4. COMPLIANCE STATUS WITH ENVIRONMENTAL COVENANTS
There are 5 loan and grant covenants for safeguard specified for the project.
Environmental safeguard related activities are in compliance with grant covenants as
regular follow up actions are being taken according to approved PAM and IEE report.

5. INSTITUTIONAL ARRANGEMENT
Regarding to the institutional arrangement, the project has established project
management unit (PMU) in central level and District Project Coordination Office (DPC)
in respective districts to monitor and evaluate SP status including environment
safeguard compliance. MoLD has appointed a Class-I officer from the Department of
Livestock Services (DLS) as a Project Director to head the project management unit
(PMU). The PMU is responsible for implementation, coordination, monitoring and
evaluation of the sub-projects. The PMU comprises government deputed staffs,
contracted staffs and team of consultants to assist PMU and to monitor the SPs. For
each of the 10 districts, the MoLD has assigned the Senior Officer of DLSO or DADO as
District Project Coordinator (DPC) for district office depending on the predominant value
chains and program profile. The DPCs have the provision of a team of District
Monitoring Coordinator (DMC), District Agribusiness Monitor (DAM) and District Agro-
enterprise Specialist (DAES) to assist DPC and to monitor from district level. DLS/DoA
Regional Directorates of four regions (Mid-western, Western, Central and Eastern) have
been assigned limited responsibilities for their coordination in training and technical
services, monitoring and reporting, in addition to line agency functions between center
and district.

For planning stage environmental compliance, the project had the provision of
environment and social safeguard specialists in Grant Assessment Committees (GACs)
to screen environment requirements, necessary documents, environmental assessment
and management (EAM) checklist during evaluation. They recommended SPs to
incorporate additional information and suggestions. Along with the field verification
format and suggestions provided by PMU, DMTs and DPCs conducted field verification.
To ensure the safeguard compliance during planning and implementation stages, the
project has the provision of intermittent inputs of environment expert in PMU. Besides
SPs visit, the environment expert also prepares environment monitoring and reporting
formats and enhances the capacity of district team for monitoring and reporting. The
environment expert also coordinates with district stakeholders. With the help of
structured checklist, DMTs are mobilized for environment compliance monitoring of SPs
and their reporting to the project. The monitoring team in HIMALI project also includes
required environment status during their regular SP monitoring.
The project has established grievance handling mechanism (GHM) in project
management unit and district project coordinator offices of all working districts where
the grievances from stakeholders are documented, redressed and reported.
5.1 ENVIRONMENTAL COMPLIANCE MONITORING MECHANISM
Environment compliance monitoring mechanism is given in following chart.

5.2 ENVIRONMENTAL MONITORING MECHANISM IN DISTRICT
District Project Coordinators are the main responsible persons in district to monitor
environmental issues and their reporting. Each District has a team of DAES, DMC and
DAM under DPC coordinator to monitor the SPs’ environmental compliance status.
These teams along with concerned stakeholders from DADO, DLSO, DFO jointly
monitor the compliance status. These teams have already been provided environmental
trainings and provided a structured monitoring checklists and reporting formats along
with monitoring and reporting guideline in Nepali. Monitoring checklists are used during

visit and reporting formats are updated and sent to the project’s environment expert in
every three months. The environmental expert reviews and makes necessary
recommendation and compiles them to incorporate in quarterly, semiannual and annual
report as per requirement. DMTs are also oriented in environmental monitoring and
reporting in every six months. Now, the district teams are monitoring environmental
status of SPs and the project has been receiving environmental report regularly.
6. COMPLIANCE WITH ENVIRONMENTAL SAFEGUARD MEASURES
Compliance status of environmental safeguard measures for both planning and
implementation stage is provided in Annex 1a and Annex 1b (as prescribed by ADB).
The contracting period of new SPs is over, thus no new SP is contracted during the
reporting period of January to June, 2018. The planning stage compliance status of
contracted SPs was provided in previous Semiannual Environment Compliance
Monitoring Report (SECMR). Implementation stage compliance status is reported till
June, 2018. DMT of the respective districts use the formats to collect the information of
waste management, trees used, compensatory plantation, additional plantation, fodder
trees plantation and grass cultivation. Information on raw material used, their cultivation
status and firewood demand for MAPs/NTFPs processing SPs are also collected.
Number of fruits trees and area of cultivation in fruits cultivation SPs are also collected.
Utis plantation and area of cardamom cultivation in Cardamom SPs are also collected.
Besides these, social issues such as impact to indigenous people, resource use
consent, use of safety measures and grievances are also noted during visit. The
information are updated and sent to the Environment Expert of PMU in quarterly basis.
Environmental expert verifies this information and compiles/updates them to produce
semiannual environmental compliance monitoring report.
6.1 DURING PLANNING AND APPROVAL PHASE
The project has followed the project and the government’s procedural requirement
during planning stage. The format of environmental compliance status during planning
phase includes environment screening, environment categorization of SPs, EAM
checklist, public consultation minute, resource use consent and budget for environment
management related activities. Environmental screening is carried out for all the
contracted SPs. It is found that all the contracted SPs are "category C" project. Permits
from forest, DADO/DLSO and user groups, resource use consent paper, public
consultation minute, EAM checklist were submitted along with the proposal.
Environmental management practices are included in all SPs contract paper and
grantees were oriented on environment issues during contract and district level training.
NRs. 829 million of HIMALI grant is contracted which comes to be 73 % of total
investment cost NRs. 1132 million. 5% of such contracted grant has been utilized for
environment management related activities such as grass cultivation, solar use and
compost pit by contracted 640 SPs.

6.1.1 Project Procedural Requirement
Environmental screening of BPs by environmental safeguard specialists of GACs as per
the project environment requirement and field verification by DPCs and district team
were conducted during grant approval phase. The project procedural requirements were
conducted for all 640 contracted SPs.
6.1.2 Verification of necessary government’s approval
Agreement paper, necessary permits and approval letter from DFO, Community Forest
User Group (CFUG), Office of National Park and Conservation Area, recommendation
letter from DADO/DLSO were pre-requisite for the project evaluation and grant
approval. These documents were carefully screened by DPCs, GACs and PMU.
Potential impacts such as deforestation, loss of grazing land, resource use
conflicts/social conflict are being mitigated through these documents. The SPs such as
chiraito/satuwa cultivation, forest grazing dependent livestock husbandry, sea-buck
thorn juice processing have submitted the approval letter from forest, national parks and
conservation areas as per requirement.
6.1. 3 Environment Screening and categorization
All the contracted SPs were screened with reference of environment aspect. All SPs are
found under “category C”, thus do not require IEE and EIA level of assessment. The
environment expert suggested DMT to prepare EDDR for respective SPs.
6.1.3 Public consultation minutes and resource use consent
The project has assessed the community consultation minutes for all BPs during
evaluation. The BPs without these minutes were either rejected or recommended to
make community consultation and submit it with BPs. Thus, all the contracted SPs have
included community consultation minute. Besides few suggestions, these minutes also
include resource utilization consent from community. The new contracted SPs have also
submitted the necessary minute and consent letter.
6.1.4 Land Ownership
The project requires land ownership paper for construction activities. The activities such
as grass/MAPs/NTFPs cultivation, vegetable production also requires land ownership
document or written agreement for land lease. There is no land acquisition issue due to
SPs implementation.
6.1.5 Environmental Assessment and Management Checklist
The BPs without the EAM checklist is rejected. It is found that EAM checklists are
included in BPs all contracted SPs. As the environment management practices in the

submitted EAMs were not explained clearly and are insufficient, questionnaires have
been developed and adopted during monitoring.
6.1.6 Incorporation of environment management practice
The screening questionnaires of the EAM matrix and mitigation measures proposed
initially were insufficient to address the potential impacts and their mitigation measures.
The project has now started adopting SP’s specific environmental management practice
as a contractual document. The environmental issues were also discussed with the
grantee during contract.
6.1.7 Budgetary Activities
The project has allocated budget for activities such as grass cultivation, compost pit,
irrigation/water resource management, plantation, organic manure and solar set etc.
From the preliminary calculation of 640 SPs, about 5% (i.e. about NRs 40 million) of
total grant agreement cost has been allocated on these activities.
6.1.8 Environment benefits by MAPs, Fruits and Cardamom SPs
Till the reporting period, 97 SPs under MAPs, 81 SPs of fruits and 20 SPs of cardamom
were contracted. These SPs have great environment benefits in terms of land
management, increased number of trees and reduced dependency on forest resource.
The proponents have expanded the cultivated land area, number of fruits by their own
initiation and neighbours of the proponent are also attracted to these activities due to
market accessibility and technical assistance.
6.2 DURING IMPLEMENTATION STAGE
The compliance status of 640 SPs has been reported till June, 2018. A summary of
compliance status of implementation stage is given in Table 1 and detail status is
provided in Annex 1 b.

6.2.1 Soil erosion, landslide control, spoil management and drainage management
Soil erosion and landslide issues occur during construction and land preparation by
SPs. As there are no major construction activities in HIMALI funded SPs, the landslide
and soil erosion issues are not significant. However; the project has encouraged SPs to
adopt preventive measures to cope with those potential issues. All the generated spoils
from minor construction activities are managed by SPs themselves. Drainage is
considered for liquid waste and waste water from processing (Dairy/MAPs/NTFPs/Meat)
and livestock SPs.
6.2.2 Tree cutting and compensatory plantation
During the land preparation

6.2.3 Grazing land management
Besides getting prior approval from district forest office, community forest user group,
national parks and conservation areas for livestock grazing, few SPs have also
practiced grazing land management practices. The SPs have allocated budget for grass
cultivation in public and private land. The Project has supported for grass cultivation and
encourage for hay production for winter feeding for livestock. Among 312 visited SPs of
Yak/Chauri/Sheep/Chyangra/Cow, about 50% SPs are reported their own grazing land
and 20 SPs are under stall feeding. Grass cultivation on 103 ha (2019 Ropani) of land
and plantation of 48,532 fodder trees plantation are reported till date (Refer Table 1).
Proponents are encouraged for forage cultivation in marginal without compromising
food security i.e. no any forage cultivation at prime agriculture land. The coordination
with district forest office/National Park and Conservation Area is also made to assess
carrying capacity of forest grazing land. The details of grazing land
(ownership/approval), fodder tree plantation and grass cultivation in livestock SPs are
also provided in Annex 1b.

6.2.4 MAPs/NTFPs cultivation to reduce stress on natural resource
Sustainable harvestings of forest products (MAPs, NTFPs) are applied to maintain
natural regeneration capacity of products. For the SPs especially MAPs/NTFPs
processing, proponents are encouraged to cultivate these products in private/marginal
land to meet the raw material demand and to reduce the pressure on forest. To reduce
the impacts, proponents are provided trainings on sustainable extraction/harvesting of
raw materials. The practice of receiving approval letter from district forest offices to
collect raw material has also helped to minimize the impact. Moreover, the project
follows the recommendations from district forest offices and includes them in
environment management practice. The project has also allocated budget for their
cultivation in their private land. The SPs have also managed their private forest,
promote cultivation locally. From the available report from districts, Lokta and Argeli
are cultivated on about 25 ha (498 ropani) of private land 35 ha of community land by
13 SPs of Nepali handmade paper. Aromatic plant (Gaultheria fragrantissima-
wintergreen-Machhino in Nepali) is managed on 35 ropani of community forest land.
These SPs have received written approval for the raw material collection if the source
is forest or community forest (Refer Table 1). The project will coordinate with district
forest and have agreed to assess sustainable yield of these products. Besides, the
project has also supported 97 SPs for MAPs/NTFPs including Chiraito cultivation and
MAPs nursery which has also helped to reduce the stress on natural resource.
6.2.5 Land management by Orchard and Cardamom
The project has supported various SPs of Apple, Walnut, Pomegranate, Orange, Kiwi
and cardamom cultivation which add the greenery as well. About 50000 apple plants in
28 ha by Agro-manang and 10,000 pomegranate plants in 2 ha by Tamakoshi
agriculture farm of Dolkha are two major SPs in fruits cultivation. According to the
report, SPs of Orchard management, a total of 229,748 of apple, pomegranate, orange
and kiwi have been planted in 200 ha (3936 Ropani) of land. Nursery also sells 341,214
saplings of these plants. About 45 ha (898 Ropani) of land is cultivated by 16 SPs of
cardamom production (Refer Table 1). The project has also recommended SPs to use
vegetation as fencing if needed.
6.2.6 Waste generation and waste management system
According to the nature of SPs, wastes such as urine/manure from livestock, unused
parts of vegetables, used plastics/bottles, date expired material and degraded products
are generated. Compost pits are proposed for most of these SPs. Few SPs such as
piggery, cattle farming have taken self-initiation for urine/manure and waste water
collection pit. About 500 SPs have reported compost pit/soak pit. Organic degradable
wastes are composted by pit or pile method. It is reported that few livestock SPs have
practiced selling of manure and urine from which they are generating revenues.
According to record book, Kaka Khatri cow farming SPs of Sankhuwasabha generates
NRs 20,000 per month by selling 2 Tractor manure and urine. About 99,749 kg of
animal manure and 25,660 Litres of urine were sold per month. The SPs such as meat

processing, NTFP processing requires soak pit for waste water management. A
separate pit/or practice for non-degradable waste (plastic, bottles etc.) is suggested to
the SPs.
6.2.7 Waste water management
Water is commonly used in processing and cleaning activities. Waste water is common
in processing activities (Milk, Meat, NTFPs/MAPs and Juice) and livestock SPs. SPs are
now paying attention to waste water management even though not considered initially.
For example, meat Processing SP of Mugu has started collecting waste water in pit.
Besides encouraging individual waste management practice, soak pits are also
considered for processing SPs such as handmade paper, MAPs processing, fruit
processing, dairy, slaughter slabs and livestock. It is reported that all Nepali handmade
paper production SPs have constructed soak pit for waste water management.
6.2.8 Firewood Management
SPs such as Handmade Paper, Milk and Jadibuti processing, demand more firewood
for cooking/drying activities. Other SPs of milk production, livestock, cardamom drying,
also requires firewood for cooking activities. In season, about 4,013 kg of firewood is
daily needed by MAP/NTFPs processing subprojects. According to proponent, about 30
kg of firewood is required for drying 1 kg cardamom. About 11,400 kg/yr of firewood is
used for cardamom drying SPs. This firewood is derived legally from community forest
and private forest. SPs also require firewood for cardamom drying. SPs are
encouraged for solar drier, modern cooking stoves and trees plantation to reduce the
dependency on forest for firewood. Tora Juice SP of Mustang has been using electricity
instead of firewood. Dairy of Mustang, they are demanding electric machinery for
pasteurization process due to high cost of LPG gas and shortage of firewood. Dry fruits
processing SP of Marpha has installed solar drier for fruits drying. The cardamom drying
SP of Dolkha has constructed improved drier and the handmade paper SP of
Solukhumbu has demanded electric cooker. The project has also recommended SPs to
plant fast growing trees and additional plantation in private or marginal land to meet
firewood demand. During the visit, it is found that the proponents have also managed
their private forest for trees and wood, thus reducing the pressure on forest.
6.2.9 Water resource and irrigation management
Written consent of water source utilization from user groups has mitigated the potential
social conflict. SPs have allocated budget for construction of intake, reservoir tank,
plastic ponds especially for apple cultivation and vegetable production. The water used
for Trout SPs does not compete with community drinking water purpose. The trout SPs
of Rasuwa have received approval from Langtang National Park (LNP) for water source
utilization. Few SPs are provided budget for reserve tank, drip irrigation, sprinkle, water
resource management and plastic ponds. It is recommended that the conservation of

water source, assessment of alternative sources of water, water availability and water
requirement are needed for sustainable use of water.
6.2.10 Safety measures and public health
The project has made the provision of protective gears like mask, gloves, shoes, apron
etc. during SPs contract. Processing SPs of Lokta, Milk and MAPs requires operation of
machine. Few SPs have also allocated budget for gloves, mask and boots. Use of
gloves and mask while handling and applying pesticides is recommended by SPs. In
addition to the compulsory use of safety measures during performing work, it is
suggested that first aid box should be made available at the site.
6.2.11 Management of Chemical Fertilizer and Pesticides
The SPs of vegetable and fruit production use the chemical pesticides to kill unwanted
pests. Pesticides also kill the beneficial organisms like spiders, ladybird, beetles that are
the predators of plant pests. Residual effect of chemical pesticides may remain in
environment for long period and hence have harmful effects to the human health. So,
SPs are suggested to use only prescribed dose of recommended chemical pesticides
and sell their products only after pesticides effect is over. SPs have also allocated
budget for compost fertilizer and bio-pesticides. The Kiwi SP of Dolkha and vegetable
production SP of Humla, Jumla and Mugu are using bio-pesticides. If chemicals are
used, it is suggested to keep them safely in a closed cabinet away from the reach of
children.
6.2.12 Organic Farming
Priorities have given for using compost, animal manure and bio-fertilizers as far as
practicable. Soil and nutrient conservation techniques like cyclic cultivation, planting of
nitrogen fixing leguminous plants, mulching, plantation of hedgerows etc. are also
suggested to lower the use of chemical fertilizers. Awareness and training for
composting and organic farming are also provided to the farmers. The use of pesticides
is not noticed during visit as the SPs are located in high altitude and cold region.
6.2.13 Social Conflicts and adverse impacts to indigenous people
No major social conflict issues and negative impact to the life of indigenous people were
reported yet. It is found that the indigenous people are also benefitted positively in terms
of employment; entrepreneur and economic growth. The project has the provision public
consultation minute and source utilization consent which has reduced such impacts.
6.2.14 Work camp facilities
The construction activities are minor. Local people are used, thus, provision of
construction work camp is non-significant. Temporary labour camp with these facilities
will be considered if needed. During implementation, Few SPs have constructed a

guard room, store house or house for workers. These facilities should have toilets and
drinking water facilities. Thus SPs are suggested to construct toilets and provide
drinking water.
6.2.15 Child labor
No child below 16 years is employed as a labour in any SP activity.
6.2.16 Employment and wage discrimination
From the preliminary findings, the number employment per SP is 5. Till July, 2018 about
3300 employment opportunity is created by 640 SPs. About 10, 209 persons were
engaged in HIMALI subprojects as regular and seasonal employee.
No wage discrimination for women performing similar nature of work is reported yet.
6.2.17 Violation of laws and regulation of GoN
The project/SPs have followed the rules and regulation of GoN during their
implementation.
6.2.18 Coordination with offices of Forest, National Parks and Conservation Area
Aide Memoire Review Mission of May, 2016 has also recommended the project’s
environment expert to coordinate with District Forest Offices to assess the availability of
raw material of MAPs/NTFPs SPs and firewood requirement by SPs. Environment
expert has also visited offices of Makalu Barun National Park of Sankhuwasbha,
Lagngtang National Park of Rasuwa, DFOs of Sankhuwasabha, Dolkha, Jumla and
Mugu and shared the activities and environmental status. Representatives of these
offices have appreciated the project’s activities. They also suggested assessing carrying
capacity of grazing land, sustainable harvesting of raw material and their availability in
coordination with respective stakeholders.
6.2.19 Orientation on environmental issues to District Team, Stakeholders and
Proponent
Environment training was conducted to district stakeholders such as DADO, DLSO and
DFO. The orientation to the district team is a regular activity to be held every six
months. Now, environmental session is included in training to the district stakeholders
conducted by PMU and AEC. Environment expert also oriented business proponents of
Mugu and Jumla about environmental requirements of the project. Environmental
sessions are now also included to district level trainings conducted by AEC. Proponents
are also briefed by District Team and Environmental Expert during visit.

6.2.20 Field Visits by District Team
Total 640 SPs of implementation stages have been visited and compliance status has
been incorporated/updated (as given in Annex 1b). The photo during visit is provided in
Annex 4.
6.3 GRIEVANCE HANDLING MECHANISM
The project and DPC offices of all districts have started documenting, redressing and
reporting of received grievances. Grievances are also received during the SP
monitoring.
6.3.1 Institutional arrangement for grievance handling
DPC coordinator is the main responsible person in district to redress the grievances
received. In Project, the Project Director takes the responsibility for overall grievance
handling. The HIMALI team of districts and PMU will receive the grievances. DPCs,
DMCs, DAESs, DAMs and other stakeholders jointly deal the issues.
6.3.2 Grievances received and addressed
Till date, the PMU/DPC has received and addressed 24 grievances. No major
environmental grievances were reported during the reporting period of January to June,
2018. According to the report from districts, most of the grievances are for agreement
delay, budget reduction and financial release. The grievances such as delay in
reimbursement and partnership issues during implementation are locally resolved.
6.4 CLIMATE CHANGE ADAPTATION MEASURES
Few practices during agribusiness implementation have helped not only to moderate
harm of climate change but also to exploit beneficial opportunities for mountain people.
Besides considering poverty reduction and food security of mountain people, water
resource management, grass land and forest management, marginal land management,
additional trees plantation, bio-briquette promotion, livestock waste management and
integrated pest and nutrient management are few major practices adopted in
agribusiness activities of the project which add mountain people to adapt changing
climate. Improved crop and grazing land management to increase soil carbon storage,
restoration of cultivated peaty soils and degraded lands, improved livestock and manure
management to reduce CH4 emissions, improved nitrogen fertilizer application
techniques to reduce N2O emissions are few measures to reduce climate change
impact. Likewise, improved energy efficiency, mulch farming, cover cropping,
conservation tillage and water management are also considered important for climate
change mitigation. The project has considered organic farming, use of compost and
animal manure, organic fertilizer and bio-pesticides for the agriculture SPs.

There are 97 MAPs/NTFPs SPs in which 67 SPs are for MAPs cultivation and 5 for
nursery. Similarly, there are 13 SPs of Nepali handmade paper SPs, 4 SPs of Sea Buck
Thorn, 3 SPs of aromatic oil, 1 SP of essential oil, 2 SPs of Allo and 2 SPs of Jatamansi
Processing. These SPs are also promoting cultivation of these NTF products which has
reduced the pressure to the forest. Similarly, the project has also supported for the SPs
such as bio-briquette production, incense production and rainbow trout farming. These
SPs are also considered as an alternate agriculture practice to adapt climate change
impacts for mountain people. About 315 SPs of livestock such as cow farming, goat
farming, sheep rearing and yak rearing require forage and grass. The projects has also
considered for grass cultivation and fodder plantation to reduce the pressure on forest
and grass land. There are 38 SPs of apple/orange/pomegranate/walnut cultivation
production have increased the number of plants and helped combating soil erosion and
land degradation. 26 SPs of Kiwi fruits production and 15 nurseries of fruits have
attracted the local people for cultivation which could be the alternate agriculture practice
to increase their income. 20 SPs of cardamom has also helped to manage degraded
land. 59 SPs of vegetable production (within Tunnel) and water management and
source conservation may also help to adapt climate change impact. The project has
supported to construct water reservoir tank, drip irrigation, use of sprinkles, water
source protection which have helped as adaptation measures for potential water
scarcity. The DPCs have established 199 (MAPs/fodder/fruits) nurseries.
As the agriculture and forestry are the major potential for GHG mitigations, the project
will emphasize the agribusiness activities with biological diversity, ecosystem service
and forest and grazing land management to reduce vulnerability to climate change. The
project has coordinated with district forest office, district soil conservation office, national
park and conservation office for activities such as afforestation, reforestation, forest
management, reduced deforestation rate, forage management, land management,
water source/watershed management and conservation pond. The project will give
priorities on topping up of the SPs for increasing forest area, protecting watershed,
managing degraded land, forage nursery management and plantation activities.
6.5 ISSUES RAISED DURING REVIEW MISSION
Major environmental issues raised during recent review mission (Aide Memoire Review
Mission, January, 2018) are i) Management of Diseased Trout, ii) Environmental
Compliance Status of Satya Herbal Products iii) Food Saftey Issue in food/fruit
processing SPs. Preliminary finding on these issues are given in following headings.
Final status of these issues will also be dealt during next reporting.
6.5.1 Management of Diseased Trout in rainbow Trout sub-projects
There are 11 SPs of Rainbow Trout in Solukhumbu (1), Dolkha (1), Mustang (1),
Manang (2) and Rasuwa (6). As all the trout were dead, It is reported that the SP of
Dolkha is now inactive. The major environmental issues associated to these SPs are
water source availability, trout escape and management of diseased and dead trout. A

separate environment management practice is provided to each trout SP considering
the issues and proponents are provided awareness on the environmental issues during
contract. Environment Management and Monitoring Plan in matrix form along with
environmental management guidelines is also prepared and provided to district team to
monitor environmental issues effectively. The matrix and checklist also include possible
trout escape from raceway and its consequences to the environment.
ADB has suggested to consider issue of diseased trout management practice. From the
report from the district, the disease is a major problem in the trout farming. There is no
provision for separate raceway for diseased trout treatment in most of the SPs. These
diseased trout will be treated along with other healthy trout in same raceways. However,
the SPs of Himalayan rainbow trout of Rasuwa (Photo 1), Beni rainbow trout of
Solukhumbu (Photo 2) and Danakyu rainbow Trout of Manang have made a special
arrangement (photo provided) for diseased trout. The Himalayan rainbow trout has used
safety net at last raceway and has been keeping such trout which are recuperating
somehow. Similarly, Beni rainbow trout farm has constructed a pond (8 m× 5 m× 1.5 m)
to keep such trout. The pond also captures the escaped trout as well. According to him,
about 60 to 65 kg of trout per year are being captured. The Danakyu rainbow trout has
allocated one raceways for such diseased trout.
The proponents are suggested to adopt any of the measures as adopted by Rasuwa,
Solukhumbu and Manang according to their convenience. Preliminary status of 11
rainbow trout SPs has been provided in
Table 2. The final status after recommendation will be presented during final report.

6.5.2 Environmental compliance status of Satya Herbal (MW-002)
The major environmental issue from the implementation of Satya Herbal Products Pvt.
Ltd. (MW-002) is identified as raw material supply which leads the loss of Jatamansi
(Nardostachys jatamansi) due to untimely and over harvesting from forest. The industry
has included some of the concerns regarding to the sustainable supply of Jatamansi in
approved business plan. Based on the business plan, the SP demands 30,000 Kg per
year of raw Jatamansi from Karnali Zone primarily Mugu,Jumla and Humla. For this, it
has contracted locals for supplying raw material. It will also provide training to the local
collectors for collection, storage and deliverance these materials. It will also establish
resource centers for Jatamansi in respective HIMALI districts. It has also planned to
promote cultivation of Jatamansi through locals. From the report of other experts,
telephone communication, the SP is not able to get raw material, export the jatamansi
oil and has not practiced the cultivation of Jatamansi as well. According to proponent,
recently promulgated CITES Act, 2074 has played a crucial role for collection,
production and export. Regarding to the production, the industry has stock of 90 kg of
Jatamansi, 8 tons Marc and 30 kg of extract. However, from the the yearly export permit
for Jatamansi till April, 2017, other herbal industries of same district were able to export
but not by Satya Herbal.
Jatamansi is listed CITES Appendix II. According to CITES Act, 2074, Government has
banned the export of Jatamansi within the country. While reviewing CITES Act, the
Government has provision of sample collection for which an organization should get the
approval from concerned department (Department of Forest for Plant). Detail of the
environment compliance status will be prepared and submitted after visit. The project
will also monitor the progress of environment management action plan as
recommended by recent Aide Memoire of Review Mission.
According to the proponent, the SP has established the laboratory for quality control.
For waste management, the SP has constructed pit for non-decomposable waste. The
processing waste is being used for firewood supplement. The liquid waste (hot water) is
stored in storage tank and used for irrigation. It is informed by proponent that the SP
has planted 2000 trees of eucalyptus and mango. The SP has also the provision of
safety measures such as gloves, mask, boot etc.
The preliminary environmental management compliance status is given in Table3. The
initially prepared (in October, 2015) and provided environment management and
monitoring plan of Satya Herbal is also given in Annex 4 (It will be finalized after visit).

6.5.2 Food Safety Issues in food/fruits processing Sub-projects
There are 34 food/fruits/milk/meat/honey production/processing SPs such as local food
processing (2), honey bee (8), Bakery (3), dairy (3) cheese (4), meat processing (4),
Apple processing (5) and Dale Chuk (4), Herbal Tea (1). All these SPs will be monitored
for food hygiene point of view. During field, it was recommended that these SPs should
receive the certificate from Regional Food Technology and Quality Control (RFTQC) in
respective region. During visit, two SPs of Tora Juice of Mustang and Rasuwa, 1 SP of
bakery of Humla have received the certificate from RFTQC that should be renewed. The
status of food safety of these SPs will be presented during next reporting (Project
Completion Report).
As suggested in recent Aide Memoire of Review Mission, the food safety issue for
bakery items, dairy products, juice items and honey production will be focused in
coming days. The SPs thus identified for food safety concerns are provided in Table 4.
The proponents will be recommended and facilitated to receive certificates from
Department of Food Technology and Quality Control (DFTQC).

7. CORRECTIVE ACTION AND RECOMMENDATION
The project has focused on statistical information of environment related issues
such as tree loss, compensatory/additional plantation, grazing land area,
grass/fodder cultivation, waste/waste water management, firewood demand, raw
material (NTFPs/MAPs) requirement, grievances etc. The project will also focus
on recommendations given during Review Mission such as food safety,
environment management action plan, sustainable harvesting of raw material
and project completion report for coming days activities (Refer Table 5).

Considering need of increasing green grass availability for livestock development the project has
distributed 4.9 metric ton of improved grass seed to government and NARC farms, and 10 project
districts during reporting period. Distributed grass seed include White clover, Alfa alfa, Cocksfoot,

and Rye grass. Government farm which received improved grass seeds include Yak dairy farm,
Shyangboche, Solukhumbhu, Livestock farm, Jiri, Sheep development farm, Panchsay Khola and
Goat development farm, Chitlang. Similarly, the farms under NARC which had received the seeds are
Pasture Research Farm, Rasuwa, and Mountain Livestock Research Station, Jumla. Non-project
district like Taplejung, Panchthar, Terhathum, Bhojpur, Ramechhap, Sindhupalchowk Gorkha,
Myagdi and Kalikot are also given some amount of grass seeds. These seeds will increase availability
of green grasses in coming season for the livestock which intern contribute in increasing milk
production in the districts.
The project through its Project Steering Committee meeting has coordinated with Ministry of Forestry
for policy level decision to implement HIMALI Project activities effectively in project districts.
Likewise, it has discussed and coordinated with forestry officials at department level in solving issues
like collection of raw materials for the sub-projects from the district forest.

The Recipient shall ensure, and cause the Project Executing
Agency and the implementing agencies to ensure, that no activity requiring an environmental impact assessment is funded under the
project, and that before any Qualified Subproject or other activity
is approved for financing:
(a) such subproject or activity is screened to determine any
potential environmental impacts and risks, and their significance;
(b) if an initial environmental examination is required for any
such subproject or activity pursuant to the EARF, an initial
environmental examination is conducted and an environmental management plan is prepared for such subproject, all in
accordance with the EARF; and
(c) Such initial environmental examination and environmental
management plan is approved by MoAD and cleared by ADB.

Subprojects or implementation of other activities are mitigated; and in the event of any unanticipated adverse environmental

under local environmental laws, if applicable, is obtained should
