3.0. Overview of HRM’s health and safety issues:Whether one work in a hazardous environment or in a comparatively safer zone, workplace safety is important to prevent mishaps. Since one is spending most of his/her time at his work place, it must be safe so that no threat to health is posed. Thus, health and safety of employees are major concerns of an organization.

3.1. Importance of employee health and safety: Understanding the importance of safety at workplace should be the concern of the management. Certain norms are established that an individual should know to ensure self safety. There should be arrangement for first aid and health care services as well. Frequency of accidents taking place due to negligence in safety measures have been reported to a large extent. If the safety measures are executed properly, then cost incurred in recovery could also be eliminated because chances of mishaps are considerably reduced.In Bangladesh, as in most countries in the west the responsibility for health and safety at work is placed on the employer, although the government has some kind of occupational health care services and safety standards. Occupational health services are provided as benefits by employers and generally are separate from other community health services. In the developing countries, many of which are undergoing rapid industrialization, the importance of occupational health is increasingly realized. It is of concern that in Bangladesh like other developing countries pre-existing malnutrition and a high incidence of infectious disease, however, frequently compound the problems of exposure to occupational hazards.

3.2. Core elements of managing for health and safety: Safety Organizations will have management processes or arrangements to deal with payroll, personnel issues, finance and quality control – managing health and safety is no different. To help you comply with the law, HSE encourages a common-sense and practical approach to managing health and safety. It should be part of the everyday process of running an organization and an integral part of workplace behaviors and attitudes. Whatever your industry, or the size or nature of your organization, the core elements to effectively managing for health and safety are:

o Leadership and management; o A trained/skilled workforce;o Environment where people are trusted and involved.

HSE advocates that all of these elements, underpinned by an understanding of the profile of risks the organization creates or faces, are needed.

3.3. Health and Safety Executive:As a minimum, you should have the processes and procedures required to meet the legal requirements, including:

o a written health and safety policy (if you employ five or more people);

Page 7 of 22

Safety

o Assessments of the risks to employees, contractors, customers, partners, and any other people who could be affected by your activities – and record the significant findings in writing (if you employ five or more people). Any risk assessment must be ‘suitable and sufficient’;

o arrangements for the effective planning, organization, control, monitoring and review of the preventive and protective measures that come from risk assessment;

o providing employees with information about the risks in your workplace and how they are protected;

o instruction and training for employees in how to deal with the risks;o ensuring there is adequate and appropriate supervision in place; o Consulting with employees about their risks at work and current preventive and protective

measures.

3.4. Linking HRM to health and safety issues:From the elaboration of HRM we know that HRM means the management of human resource in an effective and efficient manner. To ensure the health and safety concern in a company HRM does a variety of things. Those are

4.0. Employees safety and health at GSK Bangladesh Ltd.:It is the intent of GlaxoSmithKline to provide a safe and healthful working environment. It is their responsibility to ensure that work is performed in a safe manner that is in compliance with these Safety Guidelines. Work being performed in an unsafe or hazardous manner is unacceptable. GlaxoSmithKline is proud of its safety record and wants you to be a contributor. The security practitioner in the pharmaceutical environment must plan for a wide range of potential security situations and scenarios, and develop and implement a suite of performance-based security measures commensurate with the identified risks for each critical facility.

4.1. Health and Safety measures at GSK Bangladesh Ltd.:In GSK safety measures, apart from providing physical safety, are also necessary for maintaining one's internal health while working. They are equipped with every kind of medical facilities that prove useful in emergency situations. Mobile vans having all types clinical systems patrol mines and factories. Experienced doctors and nurses are always present to offer first aid. Corporate sectors also have health care facilities for offering instant treatment to employees. Thus, creating an environment that would be conducive for employees should be one of the most coveted goals of an organization. To communicate more effectively with employees on health and safety, we simplified our online health and safety information in 2012 and made it more consistent across the business. We are streamlining health and safety policies and standards to reduce bureaucracy and make it easier for each part of the business to focus on key priorities.

4.1.1. Health promotion and disease prevention:In 2012 GSK became the first multinational employer to commit to provide comprehensive preventative healthcare services to all employees and their dependants worldwide over the next five years. This commitment is part of its mission to help people do more, feel better and live longer. Called Partnership for Prevention, the new program provides access to affordable healthcare and prevention services for employees even in countries where healthcare provision is expensive or inadequate. The programmed will expand access to 40 services including immunization, cancer screening, smoking cessation programmed and HIV screening and treatment – that are not covered by health insurance. Most services will be provided through community healthcare networks or at GSK sites.In 2012, the programmed was piloted among 5,000 GSK employees and their families in Ecuador, Ghana, Nigeria and Romania. Results will allow it to develop a global approach.

4.1.2. Healthy, high-performing, resilient workforce:Our Energy for Performance and Personal Resilience (E4P) training programs provide employees with support to reduce stress at work and at home, and to improve energy levels and productivity. In 2012 an additional 6,400 employees* took part in one or more resilience programs. In 2012, a study of E4P graduates in the US sales force showed an increase in productivity, with eight more calls per month

Page 9 of 22

achieved in comparison with a control group. Its programs to manage attendance ensure that employees receive proper medical care and support to help them return to work safely and quickly. In the USA, our attendance management programs saved approximately £3.24 million by reducing time away from work due to disability and by returning employees to work sooner than the industry average, as measured by Employer Measures of Productivity, Absence and Quality.

4.2. GSK’s Management role for safety:Supporting GSK’s EHS and Employee Health policies is a comprehensive set of 64 Global EHS Standards that establish specific requirements for the company worldwide. The Standards also establish a management system approach to legal compliance, continuous improvement and the management of key EHS-related business risks which is consistent with internationally recognised management system standards, such as ISO 14001 and OHSAS 18001. They were developed in consultation with internal stakeholders, and approved by J P Garnier, in 2001 and came into effect on 1st January 2002.4.2.1. EHS SystemEHS Guidelines are key components of GSK’s EHS Framework. They support the Global EHS Standards by providing further information on the requirements of the Standards and by setting out an approach for achieving compliance that has been approved by EHS and Employee Health functions. They incorporate existing good practice, from both within and outside GSK. Draft Guidelines for each Standard were prepared and circulated for internal consultation in 2002. Approved versions incorporate feedback received and are published on the EHS intranet site. They will also be available in print in 2003.4.2.2. Supporting Technical InformationSupporting Technical Information at times EHS professionals in GSK may need a more detailed and technical level of information than the EHS Guidelines provide. EHS technical experts prepare tools covering technical areas that impact EHS, including technical information guides, training packets, business process explanations and product stewardship guides. The technical information guides and training packets cover a wide range of subjects from general information such as Managing Health and Safety at GSK to highly specialized technical information such as Confined Space Entry. They cover environmental information such as Waste Management and health and safety information such as Ergonomics. The product stewardship guides cover information related to handling products and other materials and expand the information included in Material Safety Data Sheets. These tools are distributed primarily on the intranet with limited paper copies.

4.3. Environment, Health and Safety Policy:The GSK Environment, Health and Safety policy was one of the first policies the Corporate Executive Team approved for the new company. The policy outlines the broad principles that GSK expects all operations to live by to achieve the EHS vision. The EHS policy and EH (Employee Health) policy cover complementary aspects of the principles underlying responsible treatment of the environment and for the employees. It developed the EHS Plan for Excellence, a strategic plan with aspirations that are directly aligned with business drivers. The plan systematically addresses key risks, moves toward leadership by enhanced EHS performance in all aspects of the business and ultimately leads to competitive advantage and sustainability.4.3.1 PurposeTo achieve the GlaxoSmithKline Environment, Health and Safety vision.4.3.2 Scope This policy applies to all GSK employees worldwide.4.3.3 Policy

Page 10 of 22

Reflecting its commitment to global leadership and excellence in Environment, Health and Safety, GSK requires all operations to:

o Protect the health and safety of our fellow employees, contractors, visitors and others affected by our operations;

o Operate our business in an environmentally and socially responsible manner; o Commit to continuous improvement of Environment, Health and Safety performance;o Comply with legal requirements and global GSK Environment, Health and Safety Standards;o Make Environment, Health, Safety and Loss Prevention integral to all GSK business processes,

planning and decision making;o Establish business practices and Environment, Health, Safety and Loss Prevention strategies that

optimally utilize resources and prevent pollution to ensure the long-term sustainability of GSK and the global environment;

o Adopt a comprehensive approach to product stewardship, which includes key suppliers and contract manufacturers;

o Interact and cooperate actively with key stakeholders in resolving issues and improving performance.

GSK will use effective systems, metrics and goals in the management of all of our Environment, Health and Safety activities.

4.4. Responsibilities The Corporate Executive Team is responsible for ensuring the health and safety of GSK’s employees and the protection of the environment and the communities in which GSK operates. The primary responsibility for implementation of this policy rests with local executives for each business unit. Employees are encouraged to participate actively in, and accept individual responsibility for environment, health and safety matters and work in partnership with management to assure compliance and support continuous improvement

4.5. Top management’s role for health and safety concern in GSKDirectors and officers of undertakings who authorize and direct work activities are responsible for ensuring good safety and health as part of their corporate governance role and they must consider the following key elements when doing so:

o Their leadership role in establishing the correct safety and health directiono The standards and objectives they set for management on safety and healtho The extent to which they give managers responsibility, accountability and support for safety and

health managemento How they hold managers accountable for the safety and health responsibilities given to them o How they oversee internal control for safety and health

In setting the strategic aims for the business, directors must have an understanding of the role that safety and health performance plays in the overall running of the business. In accepting corporate responsibility for safety and health, directors need to be proactive in developing a positive safety and health culture for the workplace(s) they control. Directors do this by:

o Ensuring that safety and health is an integral part of the management processo Setting clear safety and health values and standards o Thinking strategically about corporate safety and health responsibilities o Being open and constructive about safety and health regulation

Page 11 of 22

o Rewarding good safety and health behavior. Creating a culture of integrity about and responsibility for safety and health mattersDirectors can exert considerable influence over the businesses they run, shaping the way things are done, determining how managers interpret safety and health policies and promoting a positive safety and health culture among the workforce. The employees’ commitment to safety and health is influenced by their perception of ‘your commitment to safety and health’. Visible and active support, strong leadership and commitment from all directors and senior managers are essential for successful safety and health management.4.6. Occupational health and safety law in GSKThe Occupational Safety and Health Act (OSH Act) has changed HRM’s role in ensuring that physical working conditions meet adequate standards. As the Civil Rights Act altered organizational commitment to affirmative action, the OSH Act has altered organizational commitment to affirmative action; the OSH Act has altered organizational health and safety programs.OSH Act legislation established comprehensive and specific health standards, authorized inspections to ensure the standards are met, empowered the Occupational Safety and Health Administration (OSHA) to police organization’s compliance, and required employers to keep records of illness and injuries and calculate commerce accident ratios. Those organizations not meeting the interstate commerce criteria of the OSH Act are generally covered by state occupational safety and health laws. The safety and health standards the OSH Act established are quite complex. Standards exist for such diverse conditions as noise levels, air impurities, physical protection equipment, the height of toilet partitions, and the correct size for leaders. Furthermore, OSHA researchers such areas s repetitive stress (or motion) terminal use, ergonomics, and problems of inadvertent needle sticks in health-care activities. OSHA also develops training and education programs for businesses. However GSK follows the entire major act according to Occupational Health and Safety Act law.

4.7. Rights and responsibilities of employers and employees for health and safety In GSK:Employers and employees have responsibilities to each other; they should also expect their rights to be upheld. These rights and responsibilities relate to areas such as Health and Safety, the provision of Terms and Conditions of Employment, Equal Opportunities and the right to be paid a Minimum Wage. The Health and Safety at Work Acts set out responsibilities and rights for both employees and employers. Employees are expected to carry out their work in a way that has regard to the safety of others. Employers are expected to abide by a range of requirements governing such aspects as providing safe machinery and equipment, carrying out regular health and safety checks, ensuring the training of employees in health and safety issues, and carrying out a risk assessment to assess the dangers of particular work activities. There are also specific regulations about the way in which potentially harmful substances should be used and stored. There are a number of requirements about the minimum temperature at work, and other aspects of working conditions.

4.7.1. Terms and conditionsEmployees are expected to receive the terms and conditions of their work setting out when their work commences, what their main duties are, who they are accountable to, rates of pay, and other entitlements.

4.7.2. Equal opportunitiesEqual Opportunities legislation sets out that all employees should receive the same pay and conditions for carrying out the same or broadly similar work. There are also laws against sexual, racial and disability discrimination.

Page 12 of 22

4.7.3. Meeting legal requirementsEmployers and employees are expected to meet minimum legal requirements for such areas as Health and Safety at Work, and minimum standards and conditions related to hours, and the treatment of people in the workplace. Along with rights for employees there are corresponding responsibilities such as the expectation to work in a safe way and to have regard for the safety of work colleagues.

4.8. Causes of accident at GSKThe cause of an accident can be generally classified as either human or environmental. Human causes are directly attributable to human error brought about by carelessness, intoxication, daydreaming, inability to do the job, or other human deficiency. Environmental causes, in contrast, are attributable to the workplace and include the tools, equipment, physical plant, and general work of this environment. Both sources are important, but the human factor is responsible for the vast majority of accidents.Unsafe conditions are another main cause of accidents. They include things like:

o Improperly guarded equipmento Defective equipmento Hazardous procedures in, on, or around machines or equipmento Unsafe storage- congestion, overloadingo Improper illumination- glare, insufficient lightso Improper ventilation- insufficient air change, impure air source, etc.

4.8.1. Workplace health hazards at GSK:Most workplace health hazards are not obvious like unguarded equipment or slippery floors. Different health hazards at GSK are described in below:

o Typical exposure hazards include for instance, chemicals, biohazards, and improperly designed equipment.

o Managing exposure hazards like those comes under the area of industrial hygiene, and involves recognition, evaluation and control.

o Stress, burnout, and depression are more serious at work.o Violence against employees is an enormous problem.

4.9. Prevention of accident in workplace at GlaxoSmithKlineGSK has good to make an accident free environment. A main objective of safety engineers is to scrutinize the work environment to locate sources of potential accidents. In addition to such obvious hazards as loose steps or carpets, oil on walkways, or a sharp protrusion on a piece of equipment at eye level, safety engineers will seek those less obvious—like mold or dust particles . GSK is doing their best to locate the major accident criteria in their office, most importantly in the factory where many workers are trying at their level best to maximize their revenue day after day. They also make the better solution to minimize their accident rate at a zero level.

4.9.1. General Safety and Security Rules to prevent accident:o The following are some of the reasons for which an employee of a contractor may be

temporarily or permanently removed from GlaxoSmithKline premises.o Possession or use of alcoholic beverages, regulated drugs not prescribed by a physician,

explosives, firearms, ammunition, other weapons, cameras and recording devices

Page 13 of 22

o Deliberate violation of safety or security ruleso Smokingo Illegal dumping, handling, or disposal of hazardous materialso Sexual harassment of any individual or group while on GlaxoSmithKline premiseso Destruction or removal without written permission of any property belonging to

GlaxoSmithKline, the property owner, employee, or other contractors or employeeso Abuse, defacement, or destruction of property, as well as posting of unauthorized signs, notices,

or solicitationso Intimidating, threatening, harassing, impeding or interfering with an inspector, security officer,

or GlaxoSmithKline employeeo Not obeying posted speed limits and other traffic signso Using entrances to the site or a building not designated by your supervisoro Using emergency exits other than for emergencieso Falsifying reports, forms, or using another person’s ID badgeo Falsely starting or making claims of injury or failure to report an injury on the day of occurrenceo Failing to allow vehicle, parcel, locker, gang box, or lunch box inspection while on

GlaxoSmithKline propertyo Loitering, roaming, or leaving assigned work areas without authorizationo Fighting, creating a disturbance, or horseplayo Careless, uncooperative conducto Misuse of fire prevention and protection equipmento Unauthorized removal or destruction of a safety barricade, handrail, guardrail, warning sign, fall

protection, or other warning devices

4.9.2. Safety Permits and Procedures:Vulnerability assessments should be conducted annually at each facility to identify security requirements, and to develop and implement site-security plans with guidelines that address the physical security needs for each type of facility. It has some limitation which should be aside from its’ name. Those are the unbiased observation writing about the full purpose of the report and obviously drag the solution for the problem in rest-

These laws have provisions on employee hygiene, employee diseases, industrial accidents, protection of women and young persons in dangerous occupations and also cover conditions of work, working hours, welfare facilities, holidays, leave etc. But most of the laws are lacking in standard values and not specific rather general in nature. So there should be given much concentration on it.
