Letter from the Director

The dawn of the New Year brought about great times for the FINISH Society. The organization made great strides in achieving its many goals. The first being the completion of 5, 79,769 individual sanitation systems across the ten states that FINISH Society works at. It's a privilege to have contributed to a cleaner India.The year also saw the victory of the human grit, determination and motivation as 44 Gram Panchayats in the tribal district of Dungarpur achieved the feat of becoming Open Defecation Free within a span of 100 days. The difficult and hilly terrain of Dungarpur and other vagaries of nature and resources could not deter the spirit of the people who, armed with the support of the District Administration, UNICEF and FINISH Society changed their behavior, built toilets and used them to make their region cleaner and greener.As the Society moved towards its goals, the most important leap was made in Uttar Pradesh. FINISH forayed into the Open Defecation Free Drive in Uttar Pradesh through the district of Mirzapur is Eastern UP, along with the support of UNICEF and the District administration and was given the task of making a block in Mirzapur, Shikhar, Open Defecation Free by March. After several hiccups, challenges, learnings and roadblocks, Shikhar did become Open defecation Free and not only that, it became the first ever Block in Uttar Pradesh to become ODF.The teams of UNICEF and FINISH toiled relentlessly for a period of four months and succeeded in making the Block ODF. The sanitation journey continues with FINISH training Government officials and Community members on Community Lead Total Sanitation (CLTS) practices in various other districts of Uttar Pradesh and in Dungarpur, Rajasthan. Even as the road to a cleaner and greener India is being mapped by FINISH, the next frontier for FINISH Society is opening it's doors to Solid and Liquid Waste Management. This is because FINISH looks at end to end solution to sanitation and goes beyond CLTS approach to extend it to CLTS ++ approach with not just clean homes and surroundings but cleaner water sources. This foray will ensure community engagement and sustainability to sanitation practices as well as provide resources recovered from waste. The process has already kickstarted with two pilot projects running on solid and liquid waste management in Orissa and Tamil Nadu. OUR UNIQUE APPROACH TOWARDS SANITATION

Shikhar Block in Mirzapur district of Uttar Pradesh became the first ever Block to become Open

Defecatio Free(ODF) on June 5, 2016.

Background

Mirzapur is a city in the Ind ian s ta te o f Ut tar Pradesh, roughly 57 km from Varanasi. It has a population of 233,691 (2011 census ) . The c i t y i s

surrounded by several hills and is the headquarters of Mirzapur District. It was once the largest districts in India before the split of Sonebhadra.

Shikhar block of Mirzapur has 18000 households and had

a v e r a g e s a n i t a t i o n coverage of 50 percent, wherein the usage of toilet varied between 50 to 90 percent. The block had been selected to become ODF in the financial year

2015-2016. The District Water and Sani ta t ion Committee had released funds for construction of remaining 4500 household toilets.

Rational for UNICEF Support

Mirzapur is one of the focus districts of UNICEF. Since the government had already released funds for household toilet construction and sanitation coverage and the usage was better than the state average of 25 percent, UNICEF support(software activities) decided to help the district to become the first ODF block of the state. The achievement can help in advocating the chief minister in bringing sanitation in his prime agenda which is missing right now.

Key Support:

Following were the key intervention of the partnership proposal:

Rationale of FINISH as technical Partner:

UNICEF involved FINISH Society to undertake the CLTS Training Sessions and provide hand holding support to the district administration to achieve ODF Status.

District level officers worked hard and left no stone unturned to make the workshop successful. They took active part in the workshop activities despite their busy schedule.

To mention a few highlights of the training:

?Three villages- Medhia, Lalpur and Mavahiya became ODF within three days of the training period, with Lalpur becoming ODF during the Training Period.

?A large number of natural leaders emerged from the five

day training session who later helped in making their v i l l a g e a n d G r a m Panchayat, ODF before Holi.

?The representatives from the Block swore to make their Block the first ever Block to become ODF in Uttar Pradesh and succeeded.

?Nigrani Samit is o f women, men and children were formed in all Gram Panchayats during the duration of the training session itself who have been toiling hard and continuing with morning and evening follow-up s e s s i o n s u n d e r t h e guidance of Nodal Officers

On the behalf of division level committee verification It has been announced by Mission Director SBM(G) UP Sri Amit Gupta that SIKHAR block is the first ODF block of our State.Online reporting regarding this has been done from State Level but due to some repairing work on website on Govt of India all the GPs are not showing. Request has been sent to GOI in this regards. They assured us that very soon it will be available on line.

Panchayati Raj, U.P. ,Confirmed Shikhar becoming First ODF Block in UP

UNICEF is providing support to Department of Panchayati Raj, Pratapgarh (UP) to accelerate rural sanitation in Pratapgarh District. As a part of this initiative, a five day training of trainers was conducted by FINISH SOCIETY, during 4th - 8th April, 2016 at Pratapgarh District (UP).

Department of Panchayati Raj, District & block level officers, block coordinators, DPC and Safai karmies and local influential leaders, SHG leaders from every Panchayat. Also, there were participants from Allahabad and Fatehpur Districts referred to by Shri Amit Gupta (Mission Director-Uttar Pradesh State)

A training of trainers workshop on community led total sanitation (CLTS) was held at Zilla Prashikyan Kendra Sidhipur, karanjakala block, Jaunpur, during 13-17 March 2016. The workshop was facilitated by FINISH SOCIETY, on the request of Shri Bhanuchandra Goswami, District Collector, Zilla Panchayat, Jaunpur. And it is supported by UNICEF-Utter Pradesh. The workshop has been a successful beginning in initiating the process of behaviour change in rural Jaunpur District towards making it an open defecation free (ODF) and fully sanitized district. The first batch training aims at covering 11 panchayat only from 3 blocks (Dharmapur- 6, Sahaganj-1 & Sirkoni-4) the team of decision-makers in the Zilla Panchayat under the leadership of the District Collector is committed to achieving this goal. The Chief Planning Officer, Zilla Panchayat and the entire key functionaries-about 18 District level senior officer attended the 5days CLTS training with selected natural leaders from the 11 villages. All the District level officer had worked hard and left no stone unturned to make the workshop successful. District Collector himself took active part in the workshop activities and was present in entire 5 days training

Despite his busy schedule. To mention a few success highlights: On the last day of the workshop, large number of natural leaders came to the workshop venue and 2 villages (TARGAHENA & SAREMO) committed to make their villages open defecation free before HOLI festival otherwise they would not celebrate the festival OF COLOR and about 15 Master Trainers emerged from the training p r o g r a m m e a n d a l l committed to make ODF of entire 11 villages within next 1 month. Even during morning follow up Children in villages made their commitment to persuade their parents to construct toilets and stop OD.

1. Today Dungarpur has 44 Open Defecation Free Gram Panchayats created over a period of 4 months.

2. A total of 44984 households in 44 GPs have toilets which are being used.

3. From a total household toilet coverage of 4.52 percent on 31/08/2015 it has increased to 22.70 percent today.

4. The coverage was 4.34 percent within the 44 GPs at the initiation of the 44 GPs in 100 days programme. Today, all 44 GPs have achieved ODF status with 100 percent coverage.

5. A total of 20,000 new toilets have been constructed by the community.

6. A total of 20 new vendors/suppliers with a collective capacity of around 5000 toilet material has come up.

Duration: September-December 2015

Within 100 days FINISH Society, under a project with Dungarpur district administration and UNICEF, facilitated 44 GPs in four blocks of the district to become ODF. With CLTS approach and intensive handholding support to DRGs, PRI workers, field staff and natural leaders were identified and trained to take accountability, create awareness and to do regular follow ups. The ODF mission took following broad steps in order to achieve the goals:

?Planned triggering exercises were done in all GPs.

Update on district Dungarpur in Rajasthan:

?Constitution of Nigrani/Follow up committee.

?Formation of youth clubs, engaging around 2000 youth from all villages to be a part of the project.

?Trainings for DRGs - master and refresher trainings on CLTS for around 40 persons.

?Mason training - covering 500 masons from the area to train on safe sanitation with practical on ground trainings and also got trained for demand creation.

?Workshop was conducted to mobilize Govt. nodal officers, Sarpanchs, secretaries etc to implement SBM-G.

?School led total sanitation was rolled out in schools from the villages.

?To encourage communities to achieve the last mile of the ODF journey, Gaurav Yatra (Journey of Pride), rallies were organized involving each and everyone from the villages.

More than 38,000 toilet construction was done in 44 GPs. All the toilets are being used. Dungarpur becomes the first tribal block with more than 30% GPs ODF. The coverage was 4.34 percent within the 44 GPs at the initiation of the 44 GPs in 100 days programme. Today, all 44 GPs have achieved ODF status with 100 percent coverage. The Dungarpur story was well documented and released by the Chief Minister of Rajasthan.

The project is now being scaled up with support from UNICEF to other blocks for which 15 training sessions on CLTS are underway.

An effective monitoring system will b e e n a b l e d a t S c h o o l s /Anganwadi level. The program is being implemented in 150 schools in Dungarpur district of Rajasthan with support from

UNICEF. This program is des igned to educate children on best WASH practices and develop them as change agents of society. There are lots of activities done under the program involving mothers, s t u d e n t s , S c h o o l Management Committee, teachers etc so that the

Till now in the project around 11,000 children from 110 schools from 43 villages have access to and regular use of Child Friendly WASH, with access to hygiene education and practices. An effective monitoring system is established in 110 schools with trained teachers and SMC members to evaluate the progress of WASH-in-School (CFS). Mass hand washing units also have been created for enabling students wash hands regularly before and after mid day meals and after use of toilets. Schools have been supplied with adequate hand wash materials. For motivating children, Bal-Veer award is given to student found active for practicing and promoting WASH practices. Several events like competition, role plays, rallies etc have been organized to mobilize schools/ Anganwadis/families led by schools. Going a step further, other aspects such as waste disposal, tree plantation, clean drinking water are being advocated with children and SMC to integrate other developmental agendas.

FINISH Society is implementing a project for construction of 20,000 toilets under Swachh Bharat Mission with support from district administration and Cairn India Ltd in Barmer, Rajasthan. The demand for toilets will be generated by bringing behaviour change in the community and educating people on safe sanitation needs. The project is very challenging as Barmer being geographically difficult area and construction of toilets needs lot of efforts. However, the FINISH team is committed to overcome the challenges and increase sanitation density in Barmer. CIL will be supporting the construction as CSR support apart from the subsidy from Zila Parishad, Barmer. Around 3000 toilets have been constructed in Barmer project areas where INR 3000 per toilet is coming as CSR support from Cairn and rest as subsidy from the local Govt.

Creating Sanitation Foot Print in selected GPs of Bhokardan Block of Jalna District (2015-2016), Maharashtra

FINISH society with support from UNICEF has been working in Bhokardan Block o f J a l n a d i s t r i c t i n Maharashtra since 2014 with an aim to increase access of toilets. In the second phase in 2015-16, the aim of the project was to "enhance safe sanitation densities with financial inclusion tools, development of an alternative supply chain development and facilitation of State & Central Government's support to impact community health standard, in turn enhancing the quality of life of the communities living in project service area. Financing for sanitation systems were facilitated through Govt. subsidy and also from client's contribution.

The main target was to establish alternate supply chain with a capacity to add 500 toilets per month and construct 10,000 toilets in

the service area.

Following activities were undertaken in the project:

§ Open Defecation Elimination Plan (ODEP) as the roadmap for making 37 GPs open defecation free were made with participatory approach and with help from UNICEF.

§ A range of IEC tools in the form of film shows, wall paintings, posters, leaflets etc were designed and executed to sensitize communities along with IPC activities focusing on sustained usage.

§ Awareness through capacity building of SHGs and Youth groups: Total 6208 SHGs members from 583 SHGs and 51 villages were given the knowledge and awareness about safe sanitation. As a result of these sessions additional demand of 1006 precast toilets were received. Various meetings with adolescent girls and youth were done to encourage them in participating towards ODF journey.

§ As a part of alternate supply chain a production center and Rural Sanitary Mart was set up to cater to the demand generated and masons were trained. The production center has also helped in bridging the back ended subsidy gap by installing the units with an initial contribution by the client. Apart from pre cast regular brick toilets have also been constructed. In order to speed up and meet the increasing demand, another entrepreneur was brought in for adding up pre cast toilets. A total of 6699 toilets were constructed till April 2015 in 51 villages. With 5021 systems constructed last year, total of 11,720 safe sanitation systems were made available for the end users.

§ Two entrepreneurs -Ajinkya Infra and Pooja Industries were engaged in the sanitation business which added to livelihood creation for around 500 people in areas such as production, transportation, installation etc.

§ One target area to for financial inclusion was to promote micro health insurance could not progress much. Under the program the aim was to encourage adoption of improved sanitation practices by giving the end users a suitable insurance product. To facilitate this, we approached some of the insurance companies, and trained people for becoming MI agents.

Tata Power CSR Sanitation Project in Maval Block, Pune -Maharashtra

With support from Tata P o w e r C o m m u n i t y Development Trust under their CSR support, FINISH Society is promoting safe sanitation towards creating Shirade village in Maval Block of Pune district open defecation free. The project commenced in February 2016 wi th an a im to construct 79 toilets attached with bathroom for all families and encouraging regular usage. Financial support for

the infrastructure is provided by Tata Power along with support for behavior change programs.

bathroom. As an integral part of our sanitat ion programs, 10 masons were trained on our training module from the village areas. Till May 2016, 52 toilets with bathrooms were constructed and rest of the systems will be installed by July.

Ajmer, Rajasthan

For improving status of WASH in Schools in selected schools of Ajmer, F I N I S H S o c i e t y h a s undertaken an innovating programme for school sanitation with support from PwC India Foundation w h i c h i n t e g r a t e s c o n s t r u c t i o n a n d refurbishment of school toilets, training & capacity building for adoption of good hygiene practices along with pi lot ing a sustainable operations and maintenance model. First phase of the project started in January 2016 for 6 schools and will get over in June followed by a second phase in another 6 schools in Ajmer City. This project has also expanded FS reach and experience in implementing urban school s a n i t a t i o n p r o j e c t .The project activities started with a baseline study fol lowed by software activities creating awareness o n i m p r o v e d WA S H practices, training teachers

and SMCs, demonstrated hand wash practices and awareness on menstrual hygiene practices.

90 days hand wash activity was conducted for bringing sustained behavior change for hand wash practice. Construction and renovation of toilet blocks were done for 6 schools along with hand wasing unite.

Solid and Liquid Waste Management:

Community toilet linked biogas plant at Papampatti, Tamil Nadu

As a part of sanitation support services, a project is underway in Papampatti, TamilNadu on the generation of biogas from a community facility and in the 2nd Phase the monetization of gas. The project is for constructing a bio-gas plant linked to community toilet, with provision for distribution of gas direct to users by pipe or pressure-packed in gas cylinders for distribution to potential users. Gas is being produced from the system now and it will be quantified to assess the energy production followed by usage for cooking etc. Trials are being done to explore another opportunity of producing and selling charcoal from the gas, which has high demand and can be commercially viable.

This Plant is designed to produce vermicompost using inputs of liquid and organic solid waste for agricultural market in Odisha. The Project aims to establish a scalable and replicable model for Integrated Sustainable Waste Management (ISWM) through Vermicompost production. It is at the core of this 1-year Pilot Project to identify factors ofcontinuity and scaling-up of vermicompost production to commercial scale with the implementation of ISWM.
