My most heartfelt felicitations to the Philippine Public Safety College (PPSC) for the release of the PPSC Journal 1st Quarter 2020 Edition bannering the theme “Nurturing Patriotic and Caring Leaders.”

As your institution gears up in realizing the revised PPSC Legacy Plan 2020-2030, I take pride in the accomplishments, best practices, and innovations highlighted in this publication. I also appreciate your initiative to trumpet the efforts and activities of the PPSC among government agencies, your clientel, stakeholders, and the citizenry through this printed material.

All of which clearly and loudly resonates the unrelenting drive of the PPSC to equip our uniformed personnel, their respective counterparts, and other professionals whom we look up to lead us in responding to the challenges of our current set-up. As evident on each page of this Journal, the College has remained unyielding and relevant in arming professionals with the necessary skills, training, and mindset as well as in coming up with the responsive solutions that help put our foot forward in these challenging times.

With this, we continue to bank on the PPSC’s dynamic role in paving wider roads of capacity-building, education, and guidance for our public safety personnel. We count on the institution’s continued drive and commitment to shore up our strategies as a nation especially now as we grapple with a global pandemic and its harrowing impacts to our constituents.

It is then my hope that the accomplishments touted in this journal inspire the College and other government officials and employees, and the Filipino people to work arm in arm with us in laying firmer foundations to a safer, more peaceful, and more progressive Philippines.

From the President’s DeskAs we enter the year 2021, we were confronted with plethora of challenges --

the most complex of which being the third wave of COVID-19 global pandemic. Newer and more lethal variants of the coronavirus began emerging from countries such as Brazil, South Africa, United Kingdom, India, and the Philippines causing more infections and casualties as well as wreaking greater disruption and dislocation into an already fragile global economy.

Amidst the challenges brought about by the ongoing pandemic, the Philippine Public Safety College (PPSC) proved its resilience as the premier training and educational institution that plays a critical role of capacitating our public safety and security practitioners who are at the frontlines of helping contain the spread of COVID-19 whilst maintaining the peace, law and order in our communities. Such institutional resilience would not have been possible if not for the collective efforts and initiatives our academic staff and administrative personnel who remain animated by the spirit of “SIKLAB: Sulo Iwagayway, Dala ang Karunungan at Lahi ng Ating Inang Bayan”, guided by the “Disiplina Muna” mantra of the Department of the Interior and Local Government, and committed to providing the best quality of education to our clientele mainly from the Tri-Bureaus and other government agencies, bureaus and offices within the larger public safety enterprise.

At the start of the first year of the “Golden Era” of PPSC, we immediately hit the ground running by introducing innovations into our curriculum in order to be more responsive to the challenges of our time. Some of our accomplishments involve the utilization technologies and methodologies such as our Flexible Learning Management System. We also sought to further establish systems and procedure in order to make huge strides towards the empowerment of our personnel.

This issue of the PPSC Journal with the theme, “Nurturing Patriotic and Caring Leaders” highlights the accomplishments of our venerable institution during the first quarter of 2021 and the crucial role of the PPSC in molding and honing uniformed officers.

With our unbreakable unity of effort, strong determination, and ardent faith in the Lord Almighty, I am highly confident that we at PPSC will be able to turn the ongoing pandemic crisis into an opportunity to soar to new heights like an eagle while remaining grounded like the metal ox. Together, let us accomplish more as “One PPSC”, and continue to inspire our public safety and security officers to lay down a strong foundation for a pandemic-resilient nation.

Editor’s NoteThe past year came as an immense surprise to everyone with the

COVID-19 pandemic affecting countries on a global scale. It was as if the entire world stood still. But as author J.R.R. Tolkien stated in his book ‘The Fellowship of the Ring’, “All we have to decide is what to do with the time given us.”

Despite a period of uncertainty, various nations started getting back on their feet and resumed life as they knew it albeit slowly at first.

With that in mind, the theme for this year’s first edition of the PPSC Journal is a nod to one of the most basic functions of the Philippine Public Safety College (PPSC) – “Nurturing Patriotic and Caring Leaders,” as PPSC continues to remain committed in molding honest, efficient, and incorruptible officers in uniform.

The articles in this issue also include those that transpired during the latter part of 2020. These are further testaments to the dedication of PPSC officials and personnel, not only of the Head Office but also of the four (4) Constituent Units (CUs).

For the Cover Story, PPSC “Juanas” take the center stage with the celebration of the National Women’s Month. These features aim to highlight the hardwork and sacrifice women make in the name of service both in line of their duties as public servants and as vital members of their families.

Contributions from the different CUs are also taken into account. They have proven that with continued resilience and determination, one can adapt to the current situation and still perform their responsibilities to the best of their abilities.

As such, the accomplishments for the beginning of this year are also enumerated on the second half of the publication.

It is our fervent aspiration that the articles from this issue can further inspire readers to carry on despite the struggles and to hope for the best in the coming days ahead.

at Lahi ng Ating Inang Bayan” which encapsulates the desire of the PPSC to bring out the fire of not just the individual but as a united organization – as ONE PPSC.

Likewise, the “Disiplina Muna” campaign of the Department of the Interior and Local Government (DILG) headed by the Secretary for the Interior and Local Government Eduardo Año sets us into the right direction.

In his New Year’s Message, the SILG also reminded us that we should not let our guard down given that we are still in a pandemic. It is everyone’s responsibility to be vigilant and continuously practice our health and safety protocols.

The past year may have delayed some of our plans but our SIKLAB and its sulo, which signifies the light in each person, afforded us with the right mindset. Our collective efforts and determination to still perform our mandate to the best of our ability saw us through.

Thus, I am reminded of what an eagle has to go through in its lifetime. Eagles can live up to several decades but in order to remain as an apex predator, it will come to a point where the eagle needs to undergo the process of molting or the removal of its feathers. This is a gradual and somewhat painful process

but the eagle can choose to go through it or die. When the process is over, the eagle emerges stronger than ever.

Much like the eagle in my story, our resiliency will be instrumental in our assurance of a brighter future as we “Recover as One.”

At this juncture, let me thank all of you for contributing to the achievements of the PPSC for the past year. Bigyan po natin ang bawa’t isa ng isang masigabong palakpakan. I would like to emphasize that every one has a role to play in the success of the PPSC. Walang malaki or maliit na papel or trabaho.

With 2021 being the year of the Metal Ox, it is the perfect time for us to act. As I have said earlier, we need to channel SIKLAB and bring out the fire in all of us. We have to continue to innovate in order to strengthen our competitive advantage. We need to develop leaders who possess the right knowledge for critical thinking and attitude to respect diversity and inclusiveness.

Let us continue to soar high towards greater heights this 2021!

PPSC Welcomes 2021 with Hope and Optimism

The Philippine Public Safety College (PPSC) ushers in the “Golden Decade” of the College as it welcomes the year 2021 with hope and optimism despite the COVID-19 pandemic.

The traditional New Year’s Call with the PPSC President was held on January 9, 2021. However, certain modifications were made to ensure the implementation of health and safety protocols

In his message, the PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. emphasized the resiliency shown by everyone as the College navigated the challenges of the previous year.

Hereunder is his message during the event.

““Good morning and happy New Year to all of you.

I would like to begin on a high note by congratulating everyone for successfully surviving 2020. As mentioned in a quote widely distributed on social media, 2020 was not the year to get everything you want but it was the year that helped us appreciate what we have.

In this light, I am happy that despite several of us tested positive for the virus, there were no casualties and severe cases. We managed to prove our resiliency even with the unprecedented challenges that we faced.

As an example, just before we went on our holiday break, we opened four (4) classes of our Master in Public Safety Administration. We have one in Bicol, one in Davao, and the Executive Class and PSOSEC-Ladderized here in Balara. This is a far cry from having no PNP uniformed personnel in the second batch of MPSA when we revived it in 2016.

PPSC Institutionalization of Pandemic Preparedness and Response

Dr. Maria Leonora G. Tuibeo, MPSA

Policymakers and researchers are beginning to admit that COVID – 19 is here to stay. This is due to the rapid emergence of virus variants and slow pace of global vaccination. The government should plan for the persistence of the coronavirus and prepare for the emergence and reemergence of infectious diseases, which could lead to future pandemics.

In 2018, Johns Hopkins researchers ran a simulation of the next disease outbreak, with all very experienced and knowledgeable participants. The outcome was tragic: the most catastrophic pandemic in history with hundreds of millions of deaths, economic collapse and societal upheaval. According to the analysts it reflected the fact that the global community failed to make the necessary long-term investments in the capabilities needed to respond to such an outbreak. One of the potential solutions forwarded was to ensure that the national security community is well prepared to prevent, detect and respond to infectious-disease emergencies. 1

In the same year, one of the studies presented during the annual Philippine Public Safety College (PPSC) Research Forum was the serious risk presented with the emergence of a new infectious disease in humans that could lead to a pandemic in a highly interconnected world. Dr. Maria Leonor Tuibeo, the proponent of said research also discussed the threat of an engineered pandemic due

to the increasing access to technology that could be exploited by non-state actors for terrorism. It was based on Global Challenges Report on Global Catastrophic Risks 2018 where Pandemics was listed as top 5 in global risks and considered rare but very disruptive. The report aimed to provide intimate knowledge of the threats to help policymakers/leaders begin to work on models that could help manage, reduce and preferably eliminate the greatest threats to humanity more rapidly, effectively and equitably. 2

The PPSC through the leadership of PDDG Ricardo F De Leon (Ret.), Ph.D. paved the way for capacitating its constituent units on pandemic preparedness and response. President De Leon together with other PPSC personnel attended the First National Conference on Biosafety and Biosecurity and forged a partnership with the University of the Philippines National Institutes of Health (UP-NIH). PPSC also established linkage with the United States Department of Threat Reduction Agency (US-DTRA). These partnerships and linkages have enabled training of key personnel on biosafety and biosecurity and participation of students to opportunity lectures and symposia.

Recognizing the need for sustainability and ensuring the culture of safety and security, one of the Constituent Units of the PPSC, the National Police College (NPC) under the leadership of Dr. Romeo S. Magsalos also institutionalized

biosafety and b i o s e c u r i t y by integrating these subjects in the programs of studies. The College conducts periodic review and enhancement of the curricula to make them more relevant and responsive to the evolving public

safety environment. In the Academic Forum held on January 2020, the PPSC Vice President for Academics, PMGen Cedrick G Train (Ret.) initiated the review of the Programs of Studies. Throughout the course of pandemic, continuous curriculum review and enhancement was conducted and subjects on pandemic response were added. A module on Public Safety during Health Emergency was developed and integrated to the programs of studies of all NPC courses. It is composed of 1) Fundamentals of COVID -19 and other Infectious Agents/Organisms; 2) Government’s Response to Pandemic/National Strategy to fight Pandemic (Policies and Legislations/Strategic Direction and Operational Framework); 3) Community Responses and Best Practices; and 4) Lessons Learned and Implications to Public Safety. The Standard Learning Package was developed through incorporating updated knowledge from several subject matter experts on the field of Microbiology, Epidemiology, Public Health and Public Safety.

For the first quarter of 2021, a total of 810 student-officers have completed lecture-workshops on Public Safety during Health Emergency. The students acknowledged the importance of this subject in their program of study for them to be better equipped while serving as frontliners. They understood the relationship of public safety and health security, and the competencies for biosafety and biosecurity needed to become effective and efficient public safety professionals.

There is much more that can be done to address the health crisis other than what is being undertaken now. What is essential is for all sectors of society to work together in order to overcome the COVID-19 pandemic (UP CIDS, 2021).

PPSC and PNP Cooperation in PPSC and PNP Cooperation in Harmonious Transition Efforts for Harmonious Transition Efforts for

the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) from the in view of the issuance of the Rules and Regulations implementing the provisions of Republic Act 11279, mechanisms were put in place for the smooth and orderly transition of functions and responsibilities.

The PPSC Inspectorate and Legal Office (ILO) under the Office of the PPSC President in close coordination with the PNP Directorate for Human Resource and Doctrine Development (DHRDD) conducted the turnover of all case folders including appealed cases involving cadets, students, and trainees with various administrative charges on January 6, 2021 at the PPSC Head Office in Katipunan Avenue, Quezon City.

The Chief, ILO, Atty. Alvin S. Ocampo presented the boxes full of documents and case folders to PMaj Zardel B Jastiva, official representative from PNP DHRDD who formally received the documents on behalf of the PNP. Also present are PCMS Domincris T Allayban also from

PPSC is now a CPD ProviderThe application of the Philippine

Public Safety College (PPSC) to the Professional Regulatory Commission (PRC) as a Continuing Professional Development (CPD) provider for Criminology has been approved.

This request was granted on January 18, 2021. This initiative was

pushed through in line with the PPSC’s continuous efforts to level-up course offerings in line with its PPSC Legacy Plan 2020-2030 and the Ten-Point Strategic Goals of ACCELERATE.

Relatedly, a meeting with the PNP Command Group and members of the Directorial Staff was held on February 2, 2021 at the PNP Main Conference Room to discuss the transition of the budget and resources of the PNPA and NPTI. The Deputy Chief, PNP for Administration, PLtGen Guillermo T Eleazar presided the meeting on behalf of the Chief, PNP.

As an off shoot, a small group discussion to further confer the fiscal

concerns of both parties was held on March 2, 2021 at the PNP Directorate for Comptrollership (DC) conference room with the key officers and staff of the DC and the PPSC’s Financial Management Division.

The PPSC President, PDDG Ricardo F. De Leon (Ret.), Ph.D., the Vice President for Administration, PBGen Ferdinando G. Sevilla, and the Chief, FMD, Ms. Mylene G. Rondina formally handed the documents to the DC.

The Philippine Public Safety College (PPSC) Program on Awards and Incentives for Service Excellence (PRAISE) is established to encourage and recognize employees whether individually or in groups for their exemplary performance, innovative ideas, outstanding accomplishments, heroic deeds and extraordinary acts of service that contribute to the organization’s efficiency and productivity.

Recognizing such acts is imperative for any workplace as it boosts the morale and welfare of personnel. In this regard, the PPSC continues to cast its ardent desire of igniting the flame within personnel thus fortifying the

PSOAC-MCDRM Integration FrameworkPMGen Cedrick G Train (Ret.), CSEE

To maximize the academic privilege of Student Officers attending mandatory career course at the Philippine Public Safety College (PPSC), the Public Safety Officers Advance Course – Masters in Crisis and Disaster Risk Management (PSOAC – MCDRM) Straight Program was conceptualized. Target beneficiaries are those attending the PSOAC, with ranks of Police Captains and Majors or Senior and Chief Inspectors by reason of their assignment and exposure in the field or as Chiefs of Police and other operational responsibilities at the local level or territorial units and their functions require that they work closely and actively with local officials and stakeholders in all areas of public safety and security, including DRRM.

Concept

MCDRM Core Subjects are integrated in PSOAC Program of Study (given credit units via accreditation and equivalency) after which additional modules will be offered to complete the required academic units of the graduate program (which they will continue via online modality or blended learning after graduation). The Student Officers enrolled in the MCDRM will be evaluated and rated separately from the PSOAC sessions for the purpose of issuance of the Transcript of Records for the masteral degree. They are required to submit and present for oral defense an

evidence-based DRRM Plan of a specific LGU.

The Student Officers who enlisted for the straight program will be credited with a minimum of 12 academic units (within the PSOAC Curriculum) while undergoing self-directed but supervised and progressive practical exercises under the MCDRM program. The additional requisite modules will be completed in the field after graduation from PSOAC, consistent with the DRRM Plan formulation, submission and presentation (oral defense) to finish the graduate degree.

To highlight the convergence and utility feature of the program, Local Disaster Risk Reduction and Management Officers (LDRRMOs) [Municipal, City, Provincial] will be invited to join the course. Qualified members of the LDRRMCs (LDCs) and senior public safety officers assigned in local government units, government agencies, and civil society organizations whose mandates include management of disasters and emergencies are encouraged to participate. This will give them the opportunity to review their respective plans and practices, and come up with revisions on the basis of evidence and peculiarities, and their inclusion in their respective investment plans and executive-legislative agenda.

Delivery

Tasked to deliver the program is the National Police College, having the inherent mandate of administering the mandatory career courses for public safety officers. For purposes of integrated management and general supervision, and consistency in the implementation of the progressive learning track, it is logical and coherent to lodge the primary responsibility to the NPC. This will facilitate the maintenance of academic standards, institutional focus and accountability.

Implementation Guideline

The nine (9) modules for the PSOAC will be covered in the first 14 weeks of the program and the five (5) core modules for MCDRM equivalent to 12 academic units will be undertaken in the next 10 weeks, successful completion of which entitle the Student Officers to a Diploma in CDRM in addition to their PSOAC Certificate. The remaining modules (8 credit units) will be completed after PSOAC graduation. Case Studies and DRRM Plan equate to six (6) units each for a total of 42 units to finish the course.

SIKLAB Awards: “Sulo Iwagayway, Dala ang Karunungan at Lahi ng Ating Inang Bayan”College’s organizational goals amidst the pandemic.

To put the limelight to the champions and heroes who can bring out the fire and spark of change within the institution, the “Sulo Iwagayway, Dala and Karunungan at Lahi ng Ating Inang Bayan (SIKLAB)” Award was launched on December 2020. The award shall be conferred to any qualified member of the PPSC effective January 2021 to recognize the initiation of change and ingenuity with a purpose, inculcation of values to service, and introduction of novel programs.

The SIKLAB Award is classified into two (2) categories: Category A for PPSC officials and employees based on

the criteria of leadership (20%), out-of-the-box thinking (20%), enthusiasm (15%), impact and sustainability (30%), and replicability (15%); and Category B for PPSC Fellows, consultants, and/or students, which shall be recommended by the PPSC Vice President for Academics, Division Chiefs and Heads of Offices, and Constituent Unit Directors for the approval of the PPSC President.

The PPSC PRAISE Committee is determined to recognize the efforts and outstanding accomplishments and contributions of deserving personnel thus, supporting the advocacy of “One PPSC: SIKLAB Resilience to Recovery, Soar High 2021.”

NPC’s National Women’s Month Celebration 2021

The National Police College took part in the campaign to advance gender equality and women empowerment through the following activities:

• Hanging of 2021 NWMC official streamer/banner;

• Conduct of Essay Writing Contest for students with the theme: What was the biggest challenge in your life as a woman and how did you overcome it?;

• Updating of GAD Corner and set-up of exhibit booth at the Heroes Hall to increase awareness on Magna Carta of Women and Gender-based Sexual Harassment in Streets and Public Spaces and to honor Filipino heroines whose actions and achievements deserve to be remembered;

• Purple Mondays or the wearing of the NPC Advocacy Shirt on all the Mondays of March to signify support for women’s empowerment and gender equality;

• All-women speaker (NPC personnel and Students) during the all-

women led Flag Ceremony (March 1, 8 and 15 only);

• Distribution of Purple Kits (face masks and case, alcohol container, paper soap and wipes);

• Zumba to promote fitness among female students and personnel;

• Conduct of Film Showing to realize that women are strong independently, but they come stronger together; and

• Participation in the PPSC Webinar/ Info-drive on COVID-19 Vaccination Program with Dr. Putong.

One of the significant activities was the all-women led Flag Ceremony which served as a venue for women to impart their inspirational and motivational stories during the COVID-19 pandemic.

The speakers include Ms. Cynthia C. Dionco, MPSA, Registrar and Public Information Officer who spoke during the NPC’s Women’s Month Celebration Kick-off on March 1, 2021. She stated how this year’s campaign is different

from the previous ones because it is set in the COVID-19 pandemic backdrop, which posed both challenges and opportunities for women. Hence, this year’s observance highlights women’s participation in discussing the pandemic as well as discussing gender issues exacerbated by the pandemic. PCapt Kristine Joy Galvez of PSOBC Lateral 2020-03 spoke on March 8, 2021 and imparted her experiences as a medical practitioner, speaking on behalf of her fellow medical allied workers especially during the COVID-19 pandemic. I never thought that this pandemic will challenge me as a doctor and my faith in humanity. You will ask why faith in humanity? Because at the brink of the pandemic, people tend to be lucrative when it comes to masks, alcohol, and PPE’s rather than being selfless and the goal to help each other during these trying times.” PLt Agnes Angela Bueno of PSOBC 2020-01 followed on March 15, 2021. She boldly shared how the struggles of being a wife, a mother and a daughter can become one’s source of strength. “Mga Juana, sama-sama nating kakayanin ang mga pagsubok dahil babae tayo at hindi babae lang.”

Gender and Development (GAD) is a Millenium Development Goal, and among the agenda for Sustainable Development Plan. GAD is mainstreamed and at work in the National Fire Training Institute (NFTI). The Institute’s hands are full prior during the month of March with various activities in celebration of Women’s Month.

Other than the official tarpaulin prescribed by the NCW that was earlier strategically posted at the NFTI gate, some activities were incorporated during the Monday Flag-raising ceremony

Tasking of an all-woman uniformed personnel in the Battalion Commander and Staff line up, as well as those in-charge of the program.

In adherence to the IATF-EID protocols in these times of the COVID-19 pandemic, FSSupt Belinda B Ochave, the NFTI Director, has approved the programmed month-long activities which include the following:

• GAD Awareness and Sharing on March 1, 2021 during the Flag-

raising Ceremony and Recognition Rites for FBRC Class 2020-04 at the NFTI Grandstand and Open Field on March 1, 2021;

• Women’s Day and Soft Blessing/Unveiling of GAD Corner on March 8, 2021;

• Visit of PPSC President, PDDG Ricardo F De Leon (Ret.), Ph.D. on March 11, 2021. The PPSC President led the ribbon cutting of the GAD Center which is a first in the Institute’s GAD history;

• Participation on DILG Web Talks about Gender Equality, Disability and Sensitivity and Inclusion (GEDSI), and the Safe Spaces Act (Republic Act 11313) of 2019 on March 15 and 22, 2021, respectively;

Closing Ceremonies of the Modified PSOBC for PNPA Hinirang Class of 2021

National Police College (NPC), Camp Castaneda – On April 16, 2021, 254 members of the Philippine National Police Academy (PNPA) Hinirang Class of 2021 successfully finished the pilot implementation of Modified Public Safety Officers Basic Course (PSOBC) Classes 2021 – 01,02,03, 04, and 05 along with the Chief of Police Qualification Course (COPQC) by the PNP Directorate for Human Resource and Doctrine Development (DHRDD) through a virtual graduation

set up at NPC Heroes Hall and PNPA Mess Hall with PDDG Ricardo F De Leon (Ret.), Ph.D. as Keynote Speaker.. This pilot course ran from March 1 to April 16, 2021.

The Modified PSOBC was highlighted by various subjects and activities to include the Coursera Contract Tracing Course, Drug Operations by Undersecretary Wilkins B. Villanueva, Director General of PDEA, Smart Policing by PBGen Rodolfo G Azurin, PNP 9-Point-Agenda by former

Chief, PNP PGen Camilo Pancratius P Cascolan (Ret.), Ending Local Communist Armed Conflict (ELCAC) by the National Intelligence Coordinating Agency (NICA) 4A, and on Best Community Policing Practices.

The last stretch of the course was the COPQC conducted by the DHRDD on March 15 to 26, 2021. The COPQC is composed of subjects on Accountability, Document Management, Ethics, Functions of Chiefs of Police, ELCAC, and Disaster Management.

Emerged as the top Class Achievers are the following: Christopher Palpal Angdasan with an average of 93.407%; Joyce Ann Moni Kharil with 93.290%; and Mary Dhen Colisang Gerbolinga with 93.257%. Special recognitions were awarded to PLtCol Julie Cabrera, Assistant Dean of Academics and Prof. Jhamine

B. Rodriguez, the OIC Chief, Research Academic affairs Division (RAAD) for serving as Joint Learning Managers to ensure success of the pilot course.

In his keynote speech, President De Leon reminded the students that all these changes are being implemented with sincerest intent to uphold and raise the bar of competence, character, and charisma of public safety officers. The curriculum and seasoned resource persons are NPC’s best ways and means to prepare and nurture patriotic and caring officers who are compassionate and connected to the communities they will serve whether they choose career paths in the PNP, BFP or BJMP. Indeed, education is the best preparation in the future.

NPC 27th Anniversary Celebration: “NPC at the Forefront of Flexible Learning

in Public Safety Education Amidst Pandemic”

On February 16, 2021, the National Police College (NPC) joyously celebrated its 27th Founding Anniversary with the theme, “NPC at the Forefront of Flexible Learning in Public Safety Education Amidst Pandemic” with Senator Emmanuel “Manny” D. Pacquiao as Guest of Honor and Speaker.

At the onset, Senator Pacquiao led the Raising of the SAF44 Forest Park Perpetual Flag and the Blessing of a new dormitory, which can accommodate 200 student-officers and guests.

In his Welcome Remarks, NPC Director, Dr. Romeo S. Magsalos, MPSA narrated an annual accomplishment report which highlighted the revised curriculum program offerings, newly acquired equipment in observance of health and safety protocols, new training facilities, upgraded digital infrastructures and most importantly the heroism of NPC Staff and Personnel even Faculty who served as frontliners in the flexible/blended learning system.

PPSC President, PDDG Ricardo F De Leon (Ret.), Ph.D. emphasized NPC for what it stands in his crafted acronym “Nurturing Patriotic and Caring” leaders to continue to hone competence, character, charisma but more importantly compassion towards students and the community.

The event was further highlighted by the awarding of selected NPC personnel by virtue of service excellence in the past year voted by the NPC personnel themselves, the following awardees are: Mr. Jun Marin (Loyalty Awardee for 25 Years in Service), PLtCol Rodrigo Hernandez (Best Campus Director), PMaj Joseph Gonzales (Best Uniformed Personnel), Ms. Maria Monina Bragado (Best Supervisory Employee) Ms. Marie Grace N. Rogador (Best Rank-and-File Employee), Ms. Emily Bautista (Best Contract Employee), and Mr. Jimmy Casimiro (Best Utility Employee). A special recognition was also awarded to employees who successfully accomplished the Master in Public Safety Administration and Master of Science in Criminal Justice.

In his anniversary message, Senator Manny Pacquiao shared how the impossible became possible through God’s grace citing his life experiences and struggles from childhood to becoming a world-class boxer; from

earning eight (8) world-boxing titles to winning a seat in public office. He emphasized that poverty is not a hindrance to success and that one has to unceasingly improve himself through continuous education and training, acquiring new skills and talents, and gaining experiences to become better public servants in order to do more and to serve well. In closing, the good senator left with a strong message on public service, “Let us serve our people with humility and serve our country without apology.”

To cap the anniversary program, two (2) books were launched entitled “Ecology of Public Safety” co-authored by the PPSC President, PDDG De Leon and Professor Julia de Torre-Unger as well as the NPC Review Journal Volume IV.

The PPSC and NPC take pride and gratitude for the following personalities for gracing the graduation ceremonies and webinars with their virtual presence and words of wisdom and inspiration not just to the hundreds of public safety officers but to the academic institutions as well.

NJMPTI Battles COVID-19

The National Jail Management and Penology Training Institute (NJMPTI) in its fight against the COVID-19 global pandemic has never wavered on its goal to win over this health crisis by continuously implementing vital endeavors to uphold the welfare of its personnel as well as its students through their various infection prevention and control activities.

Reverse Transcription Polymerase Chain Reaction (RT-PCR) test have been a regular activity conducted at NJMPTI-Main to support the Surveillance and Control Program of the NJMPTI COVID-19 Committee. Out of the 29-scheduled RT-PCR activities conducted by the Health Services starting 1st quarter of the year, 26 were for the students,

and three (3) were for the Uniformed Personnel and Non-Uniformed personnel combined. In addition, RT-PCR was also randomly conducted to our Service Providers in the months of February and March 2021 and lectures on Infection Prevention and Control (IPC) to students and personnel were also completed.

Aside from the regular conduct of RT-PCR test, the Institute was also able to conduct other significant measures in its battle against COVID-19. Among them are the following:

- Coordination with UPLB Molecular Laboratory for the analysis of specimen;

- Coordination with DOH Central Office and

BJMP NHQ for the online registration and masterlisting of vaccinees;

- S u c c e s s f u l registration to the masterlist of vaccinees of the UP personnel and all students;

- Coordination with the local Health Office of Calamba City for the inoculation of A3 and A4 personnel and students;

- Orientation of 14 student/nurses on the National Vaccination Program of DOH;

- Orientation of the Vaccination Post actors (NJMPTI Personnel) as a pro-active plan for the proposed vaccination post in NJMPTI;

- Vaccination of the Four (4) NJMPTI-Main nurses qualified as A1 frontliners;

- Microplan with regard to the proposed Vaccination Post submitted to BJMP and DOH;

- S t r e n g t h e n i n g of Defenses by utilizing Rapid Antigen Test to the incoming students so as not to compromise the NJMPTI populace;

- Information drive through SMS and GC to provide awareness;

- Creating COVID-19 Guidelines and protocols for active implementation; and

- Establishing linkages with the CALABARZON Regional Government Center Mega Isolation Facility for our confirmed cases.

1 NFSTI Faculty Development Program A.Y. 2021: E-Lecture Series on Distance

Education: Theories on Distance LearningDuring the celebration of the NFSTI 25th Founding

Anniversary, the Faculty Development Unit under the Research and Academic Affairs Division (RAAD) has conducted an e-Lecture series on Distance Education, which aims to provide an avenue for the faculty and NFSTI staff to develop their teaching-learning methodologies, especially during this time of pandemic.

During the webinar-workshop, Mr. Job Vincent M. Arcebuche, the Resource Speaker for the topic “Theories on Distance Learning” was able to introduce the concept of distance education and differences on terminologies between online learning, blended learning, distance education and distance learning. Moreover, he was able to provide the relevance of learning on the different theories on distance learning and how it could help as a scaffold during the design of the instructional materials as well as the delivery of online discussions. He emphasized that days are gone where the Professor/Instructor is the main source of learning, as the task will now be relegated from instructor to facilitator of learning. The new trend in education nowadays will focus more on a student-centered classroom and experiential learning. The resource speaker was also able to present new trends in education technology and was able to introduce the concept of e-learning. He also presented videos on how these could be further executed in the Philippine setting. Also, Google Jamboard was incorporated during breakout sessions in which participants were subdivided into groups where they discussed their insights, opinions and reflect

on concepts revolving around current practices in encouraging communication and reflection among learners, and best medium or technology for communication.

Further insights were shared during the Open Forum particularly on how the knowledge acquired in the webinar will be relevant in the delivery of CRIDEC training by the faculty and NFSTI staff.

To conclude, the Resource Speaker was awarded a Certificate of Appreciation and token as acknowledgment of his support and service to the Institute while the attendees received certificates for their participation. NFSTI Chief, RAAD, Mr. Vergel O. Santiago delivered the Closing Remarks and expressed his gratitude, in behalf of the NFSTI, to the resource speaker and guest instructors for their presence and commitment to the Institute. He also gave due recognition to the contributions of the faculty members in intensifying the education and training offered by the Institute.

Hail to the 99 New Crime Investigators

National Forensic Training Institute held the virtual graduation ceremony for the Investigation and Detection Course (IDC) Class 2020-02 Alpha last May 7, 2020 through Zoom.

The PNP Deputy Director of the Directorate for Police Community Relations (DPCR), PBGen Harris R Fama was the Guest of Honor and Speaker during the event. In his inspirational message PBGen Fama emphasized the importance of the course as it is “a timely intervention in developing core competencies to keep our investigation and detection officers abreast with current laws, investigation procedures, and jurisprudence.” He also stated, “There is no fail-proof formula in dealing with uncertainty, and however, we can make ourselves ready by building our capabilities. A promotion or graduation does

not make experts out of us, neither does it give us a license to stop learning. A graduation is not an end, but a new beginning. There is no certainty to what lies ahead. Thus, I offer you a tool with which you can build your skills, both in investigation and leadership.” In summary, the guest of honor highlighted the word “SAPADAPPA,” which stands for Situational Analysis, Problem Analysis, Decision Analysis, and Potential Problem Analysis. According to PBGen Fama, it is a quick guide to make clear, sound judgment in times of uncertainties.

PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. also imparted words of wisdom to the graduates. “We should not forget the character because that will set the direction in looking upon the problems that we face.” He added that law enforcers should be good investigators and they should not be disrupted by the pandemic. Despite the challenges, the PPSC President also emphasized that uniformed officers need to be futuristic and complementary to see the needs and to address the gaps in the performance of their duties.

It is worth noting that the NFSTI offers a highly specialized course in Crime Investigation and Detection Course (CRIDEC) Program (CRIDEC). Investigation and Detection Course. Under the CRIDEC Program, students are provided with additional knowledge and skills pertaining to crime investigation and detection. NFSTI aims to deliver the latest and modern techniques in crime solution to investigators.

The year 2021 marks the 25th Founding Anniversary of the National Forensic Science Training Institute (NFSTI). The pandemic is not a hindrance for the Institute to celebrate this momentous event with the theme, “NFSTI@25: Security, Resilience, and Governance on Public Safety Digital Training.” The virtual program held on March 9, 2021 began with the Welcome

Remarks of the Acting Director, PLtCol Joffrey M Todeño and was followed by the presentation of awards under these categories: The Faculty Award is given to faculty members who have shown willingness to learn the learning management

systems and adjust their teaching methodology in the new normal brought about by the pandemic; The Loyalty Award is given to NFSTI personnel who have shown dedication and commitment to serve the NFSTI; while the Institutional Award is

given to different agencies that unselfishly allowed their personnel to share their technical expertise. Special Awards were also given to selected NFSTI personnel in performing beyond their duties and risking their health to assist infected students in their medical needs.

The Director of the PNP Training Institute, PMGen Alex B Sintin gave an Inspirational Message highlighting the importance of working hand-in-hand to pursue the Institute’s purpose and goal.

The PPSC President, PDDG Ricardo F De Leon (Ret.) Ph.D. also delivered a thanksgiving message expressing his grateful acknowledgement to all the staff who have given their effort and support to the success of NFSTI across the years.

The “WonderJuana“ of NFTI

Ms. Vebelyn L. Sumagaysay

There are so many firsts in the National Fire Training Institute (NFTI), but nothing can tip the scale when her name is mentioned — for being the first lady Director in the Institute’s history that spans 41 years.

FSSupt Belinda Baylosis Ochave is an epitome of an empowered woman. She is married with four children and whose strength and dedication contributed much to nation building specifically through the significant roles she held in the Bureau of Fire Protection (BFP).

Before her designation as NFTI Director, she

held various positions of significance at the national and provincial level. She was the Director of the Directorate for Human Resource and Development at the BFP National Headquarters. She also held the position of Acting Director at the Directorate for Personnel Records and Management; Chief of the Logistics Division, BFP NHQ and NCR; Deputy Director and Director for Personnel BFP, NHQ; Budget Officer, Chief of the Financial Management Division and Plans and Programs Section, Chief, Administrative and Chief, Operations Division of the BFP NCR; and other various designations such as

Chief, PIO of the Institute way back 1997.

She was a BS Statistics student from the University of the Philippines prior to entering the Philippine National Police Academy (PNPA) in 1994 and graduated with Vice Presidential Kampilan Award in 1996. She pursued studies at the Pamantasan ng Lungsod ng Maynila and graduated with the degree in Master in Government Management in 2014. She further took Master in Public Management in 2016 and graduated with the said degree from the Development Academy of the Philippines in 2017. She was

a consistent achiever from her early education to her PNPA days as an Academic Awardee.

Indeed, FSSupt Baylosis is NFTI’s “Super Juana,” setting the tone and significance during the celebration of the Women’s Month pioneering the inauguration and blessing of the new GAD Corner and the GAD Center Gazebo. The GAD board will also touch on the “Super Juans” of NFTI.

Brave SaF 44’S Fate: NOt a BattLe LOSt

“Our police is still made up of men and women who are willing to answer the call of duty even if it means the danger of their very own lives and families,” thus said PPSC President, PDDG Ricardo F De Leon (Ret.), Ph.D. during the sixth commemoration service honoring the death of

the SAF 44 on January 25, 2021 at the National Heroes Hall of the National Police College (NPC).

Speaking before the crowd composed of NPC staff, selected students, and NPC-wide audience via Zoom, PDDG De Leon said that

the PNP is still made up of a force that does not renege on responsibilities and that the majority still know how to live with bravery and honor.

PDDG De Leon further asserted that the SAF 44’s fate was not a battle lost, for

from them is the rekindling of greater bravery and respect for a more noble and principled PNP.

“SAF 44 have helped us recognize the need to serve and serve faithfully; this is our commission,” he exhorted.

As to the nature of the SAF 44 commemoration, the PPSC President doesn’t believe that the departed troop would want us to stay in our grief and loss.

“I believe if they can communicate with us, they will tell us to go on and preserve the public,” he said.

“Our task is still unfinished; the fight is on!” he added.

PDDG De Leon concluded his message by challenging the public safety officers to avoid slothfulness in the performance of responsibilities, stressing that pledge and duty cannot be set aside.

TEN-STRATEGIC GOALS

AFFIRM STATUS AS PREMIER INSTITUTION IN PUBLIC SAFETY AND SECURITY BY BUILDING AN ENDURING CULTURE OF ACADEMIC EXCELLENCEQUALITY MANAGEMENT SYSTEM

The continued institutionalization of the Quality Management System (QMS) based on ISO 9001:2015 has been one of the major programs of PPSC. For the first quarter of 2021, the PPSC Head Office and the NPC ISO 9001:2015 Certificates renewed by the CIP, Inc. The audit plans and programs for FY 2021 had been strengthened to cope with the demands of virtual external audits. Across the PPSC system, review and evaluation of the existing procedures and documented evidence had been initiated. Migration of these information to electronic copies are pursued to make it readily available and retrievable at the time of audit. Procedure for maintaining electronic copies was implemented to ensure the authenticity of the documents being used to support each functions.

Meanwhile, the NFTI, NJMPTI and NFSTI are on the preparations for their respective external quality audits to be conducted.by SOCOTEC Certification Philippines.

PUBLICATION AND IMAGE BUILDINGStrengthening its virtual presence and platform, PPSC has embarked on various initiatives to make the delivery of its mandate

accessible to its customer despite the restrictions and limitations caused by the pandemic. The PPSC Website has been revitalized and updated as the official virtual platform for publication. Active presence in various social media pages has been massively promoted beginning of 2020 as a way to reach communities and to help the national government spread important information on the health and safety protocols. An average of three (3) to five (5) posts/updates per week across all websites and social media accounts were evident.

Continuous image building campaign through publications of newsletters, journals, pamphlets, brochures, and magazines had been pursued by the PPSC Head Office and its CUs. NPC published the anniversary issue of “The Monitor”, its official newsletter last February 2021 while NFTI newsletter entitled “The Mainstream” is on 15% completion.

CATER AS LEADING THINK TANK IN PUBLIC SAFETY AND SECURITY THROUGH RIGOROUS RESEARCH AND DEVELOPMENTRESEARCH AND DEVELOPMENT

For the past few years, one of the areas that has become focus of the PPSC’s top priority plan is the conduct of robust research and development as a way to further uplift the current stature of the college in public safety and security training and education in the country. Research had moved faster in various fields and discipline particularly now that there are pressing needs and challenges that confronts every aspects of society. For PPSC, its quest towards continuously learning and seeking research-based solutions that could address the requirements of its customer is never ceasing. This is evident in the continuous conduct of institutional and academic researches and publication of research journals in consonance with the PPSC Research Agenda.

As of the period of review, a total of three (3) institutional research title has been approved and currently on progress:

Leveraging on the new discipline of forensics, NFSTI’s Digital Forensic Investigation Course (DFIC) obtained the approval of the PPSC Academic Board for conduct and implementation. This course was a result of the digital forensic investigation global training landscape desk research conducted by the institute which established both the theoretical and conceptual frameworks for the development of its POI. As part of the PPSC Cyber Plan 2020, it is envisioned that the

course will become one of the strategic advantage of the college in terms of building the digital expertise in the country.

Additionally, POIs for new courses -the Fire Safety Enforcement Course for Officers (FSEC) and Fire Safety Enforcement Executive Course (FSExC) of NFTI had been jumpstarted through coordination with the subject matter experts.

1) “Policy Paper on the Creation of the Proposed Fire and Rescue Academy of the Philippines”, 2) “Psychoeducational Intervention: A Structured Conceptualization of Systems, Design and Individual Needs”and 3)“The Vertehenist Approach in Understanding Public Safety Concepts and Context”.

Various mandatory courses which requires a research output as part of the coursework, had generated a total of 30 worthy papers duly presented to the panel of experts via online defense. Similarly, NPC was able to host online proposal defense for PSOSEC 2020-07 (Davao) on March 25-26, 2021 and action research final defense for PSOAC 2020-08 (Zamboanga) and PSOAC 2020-11 (Silang) last March 1-2, 2021 and February 25, 2021, respectively.

Forging of local and international partnerships was intensified in which 41 agencies has continuously supported the college in various projects and programs. LEVEL UP RATIONALIZED HUMAN RESOURCE DEVELOPMENT PROGRAM PERSONNEL COMPLEMENT

As of the first Quarter, the College is composed of 242 workforce – 142 of which are Non-uniformed personnel (NUP) while 100 are from the Tri-bureaus: PNP, BFP, and BJMP.

Furthermore, out of the 100 uniformed personnel on detailed service to PPSC, 22 are from PNP; 53 are from BFP; and 25 are from the BJMP.

HUMAN RESOURCE DEVELOPMENT PROGRAMThe institution recognizes the vital role of human resource in the delivery of its services which relies primarily

on the competency, skills, commitment and support of people performing each functions. Hence, PPSC continuously implements a responsive, efficient, and effective development plan to ensure that these skills and competencies are harnessed. From January to March 2021, a total of 19 activities such as webinars, trainings and seminars were participated by approximately 200 personnel and staff of the PPSC Head Office, NPC, NJMPTI, NFTI, and NFSTI.

MORALE AND WELFARE PROGRAMAmid the current pandemic, the PPSC ensured that the health and welfare of its employees is given due consideration. Several

initiatives were implemented to protect the employees from exposure to unsafe places and getting infected by the virus. Provision of shuttle services from PPSC to different drop-off points and billeting for stay-in personnel, regular distribution of vitamins and hygiene essentials, monitoring of employees health status, and provision of quarantine facility for those who tested positive were sustained throughout the first quarter. Adoption of alternative work arrangement were also implemented to avoid office crowding and mass gathering of people in the same area at longer durations. Protocols were strictly followed such as wearing of facemasks and face shields, temperature check and disinfection of office premises. Other activities and programs for morale and welfare of the employees were continuously implemented such as giving of awards and recognitions, and provision of meals, among others. A total of 191 employees were given awards and recognition to include as Best Employee, Special and Loyalty Awards during the NPC, NFTI, and NFSTI Anniversary Celebrations. Recognitions were also given to Monday Flag Raising Ceremony Speakers at PPSC Head Office.

NATIONAL WOMEN’S MONTH CELEBRATIONPPSC joined the national Women’s Month celebration for the entire month of March. It commenced with the

Hanging of the 2021 National Women’s Month Celebration (NWMC) Official Banner at the PPSC Head Office and its four (4) Constituent Units (CUs) and the PPSC wide remote and simultaneous launching activity conducted last March 8, 2021 with USec. Marjorie Jalosjos, Undersecretary for Mindanao Affairs and Special Concerns as the GOHS who delivered her message through a pre-recorded video. This was held at PPSC Head Office with the CUs monitoring via Zoom platform. Other activities on GAD awareness and women empowerment were also conducted.

Awareness Campaign Brief Description

GAD Corner • The PPSC Head Office and its four (4) Constituent Units (CUs) were able to update and revive its GAD Corner to display this year’s theme and other relevant information.

Infographic Materials • Display of info graphic materials to include facts, articles, news clippings about women’s month celebration and empowered women were initiated at PPSC Head Office, NPC, and NFTI.

• Exhibit booth at NPC Heroes Hall for awareness of Magna Carta of Women and Gender-based Sexual Harassment in Streets and Public Spaces.

Inspiring Women Speakers • Inspiring Women in their respective fields and Women Employees were invited by PPSC Head Office, NPC, NJMPTI, NFTI and NFSTI to share their inspiring stories during the conduct of Monday Flag Raining Ceremony for the whole month of March.

Purple Mondays • Wearing purple concept shirts, and uniform for whole Mondays of March was observed at the PPSC Head Office, NPC, NJMPTI, and NFTI to convey the message of gender-equality and women empowerment.

• Purple theme “building” was also observed by NFSTI every Monday of the Month.

• “Best of yourself” themed outfits were showcased by NFTI every Friday of the Month.

• NPC initiated Zumba for physical fitness and film showing to promote women empowerment.

• NJMPTI initiated honoring of women through giving of roses and serenaded women employees and students.

FACULTY ENHANCEMENT AND INTERVENTION

Since the implementation of the Flexible Learning Management System (FLMS) the CUs has been continuously orienting its faculty members to adapt to the learning modality. As of writing, they achieved an accomplishment of at least 20% of the total number of faculties who were invited to teach within the period. Several enhancement activities were conducted via online such as; 1) Capacity Building for Course Coordinators and Outcomes-based Teaching and Learning Webinar Workshop were initiated by NFTI, 2) Academic Summit: Seminar and Workshop on Theories on Distance Learning by NFSTI, and 3) Learning Online Teaching Pedagogy Webinar conducted by Bayan Academy with selected in-house instructors from PPSC Head Office and all CUs as participants.

As of the period of review, the PPSC faculty complement is composed of 673 subject matter experts. Among the 673 faculty members, 60 are in-house teaching personnel while 613 are guest lecturers/experts coming from various distinguished public and private institutions. In this distribution, NFTI engaged the highest number of instructors with 269; followed by NJMPTI with 226; NPC with 112; and NFSTI with 66.

REINFORCE EXTENSION SERVICES AND COMMUNITY PARTNERSHIP PROGRAMSPPSC E-CIP AND I-CARE PROGRAM

With the country’s current battle against COVID-19 and its effects in education, economy and communities, PPSC realigned its extension services to promote safety in the spirit of Bayanihan. Through the I-CARE Program of the PPSC, the NPC was able to facilitate the turn-over of 50 Laptop tables, facemasks and medicines to PRO5 for the underprivileged communities of the region. A tree planting activity dubbed as “Pulis Makakalikasan, of the PSOSEC 2021-01, in collaboration with the Rizal Police Provincial Office and the

nearby communities and barangays of Antipolo City in Mt. Purro, Brgy. Calawis, Antipolo on March 20, 2021 was also realized.

Due to restrictions of some areas for the conduct of community immersion, the NFTI supplemented the activities through a lecture related to Fire Safety at NJMPTI on March 18, 202. The Institute also responded to a Fire Call due to a grass fire that spread out in Purok 5 of Camp Vicente Lim on March 15, 2021 that could have escalated if it wasn’t immediately acted upon.

ASSURE HOLISTIC DEVELOPMENT TOWARDS PROFESSIONALIZED PUBLIC SAFETY AND SECURITY OFFICERS

Through its CUs, the college implemented various programs which aim for the holistic development of its students/trainees. Different physical, spiritual, social and cultural activities were conducted through online to ensure that every student/trainee will have a balanced life and well-being while under schooling/training. Despite the limitations of observing health protocols particularly on mass gatherings, a total of five (5) physical, four (4) spiritual, two (2) social and two (2) cultural related activities were carried-out via alternative modes.

TRANSFORM EDUCATIONAL, INSTRUCTIONAL, AND KNOWLEDGE MANAGEMENT SYSTEMS INTO STATE-OF-THE-ART TECHNOLOGYTECHNOLOGY-BASED PROJECTS

The realization of the SMART (Security, Mobility, Access control, Registration management, Tracking system) Campus and the Flexible Learning Management System (FLMS) enabled the PPSC to thrive in the virtual learning environment. Currently, majority of the on-going degree and mandatory courses are being conducted using the online platforms such as Schoology, Zoom, Webex, Viber, Messenger, Google Meet, and Google Classroom. Among the activities migrated in these learning modalities are:

• Registration and Enrollment

• Academic Instruction, Monitoring of classes, Submission of Course Requirement, Publication of Weekly Training Schedules, Assessments and Comprehensive Examinations

• Research Proposal, Final Defense, and Case Study Presentations

• Participation/enrollment to Massive Open Online Course (MOOC)

• Conferences and Meetings

• Faculty Monitoring and Evaluation

To ensure that data privacy of students are protected and the information shared in cloud are safe and will serve only the intended users, a guideline on the conduct of online classes was crafted by NPC. All CUs obtained 100% of their target for the continuous implementation of the Student Information System (SIS).

PPSC’s Interconnectivity Framework is a testimony of its commitment in implementing and promoting an environment that ensures the availability and accessibility to reliable and secure network and internet connectivity within the Agency and among its Constituent Units: National Police College (NPC) and its Campuses, National Fire Training Institute (NFTI), National Jail Management and Penology Training Institute (NJMPTI), and the National Forensic Science Training Institute (NFSTI).

The framework was designed to secure a fully redundant Internet service using bandwidth aggregation by making concurrent use of the most cost-effective communication resources available at a site location for increased performance and reliability. This will further enhance the skills and knowledge of students and trainees in the proper utilization of the modernity of information and communication technology to keep abreast with the challenges of the 21st century and beyond.

In view of the unabated spread of the COVID-19 virus and the ensuing economic disruption, the existence of a continuing national emergency is affirmed in the Bayanihan to Rise as One Act. The PPSC Interconnectivity Framework was crafted to optimize the use of science, technology and innovation in government’s response measures to the pandemic and makes communication timely and relevant.

Infrastructure development was focused on the vital facilities repair, rehabilitation, upgrading, and maintenance. NJMPTI reported 10% completion rate for its Repair and Maintenance of Government Facilities (RMGF) while NFSTI has 96% for its ongoing projects. Similarly, NPC reported an increase of 24% in the absorptive capacity of classrooms, and focused on the maintenance of the Heroes and the Lapu-Lapu Shrine. NFTI had also addressed the rehabilitation and maintenance to include the intended COVID-19 quarantine and isolation facilities within NFTI premises as proactive measures in case a personnel or a student would need it.

SURGE towards PPSC’s Golden Years| way forward

The continuing efforts of the PPSC to establish a legacy already kicked into high gear with the implementation of the PPSC’s Ten-Point Strategic Goals. For the past years, the foundation was laid out for the College’s “Golden Years.”

In line with SURGE (Sustain the gains of ACCELERATE; Upgrade academic relevance to public safety and security needs; Reinforce knowledge-based capability build-up with futuristic challenges; Generate students’ enthusiasm by providing enticing training programs; Enhance collaborative convergence with local government, defense, and other private education and training institutions), PPSC will continue to establish itself as a leading provider and exemplar of public safety education in the country, catering to clientele who need it most, not only the mainstream public safety and security providers, but the community at large and the social institutions within it. In the delivery of its academic programs via the integral function of instruction, research and extension, the standards of relevance, quality and equity are primordial considerations.

Endowed with academic privilege as the premier educational institution of the DILG, the College will carry on its mission to provide responsive public safety education and training and contribute to effective resource development.

In this light, the expansion of academic programs and introduction of innovations such as the conduct of the BSPS-OBC, OAC-MCDRM and OSEC-MPSA straight (ladderized) programs will cater to a wider audience via responsive certificate, diploma and graduate degree courses. The College is now robust and capacitated to open new courses to highlight its relevance and credibility.

It is also envisioned that PPSC can strengthen its extension services to be directed at community-based approaches to public safety governance and mechanisms to spur socio-economic growth in the localities for greater social impact.

The CUs are powerful resources to heighten the relevance of the College by maximizing their potential and making them national centers of excellence.

As the PPSC is nearing 30 years of existence, it must endeavor to stamp an imprint of institutional and academic distinction – it must transform itself to make a difference, not only in the public safety community and immediate stakeholders and beneficiaries, but in the lives of the Filipino people and in the flourishing of communities.
