2.1 TO NOTE THE ACTION TAKEN ON THE DECISIONS I RESOLUTIONS OF THE 62NDBOG MEETING HELD ON 318T MARCH 2016
The BOG noted the Action Taken Report of the 62nd meeting of the BOG held on March 31, 20 16 and approved.
3.1 REPORT OF THE ACADEMIC ACTIVITIES OF THE COLLEGE
The Board noted and appreciated the report on academic and other activities for the period from January 2016 to June 2016 presented by the MemberSecretary.
3.2 REPORT ON ALUMNI ACTIVITIES
The Member-Secretary apprised that the Alumni Network is very active and the registrations are increasing. The Member-Secretary briefed the following activities of the Alumni Network:
• The total alumni registration/membership is 16000; • 35% of the alumni connected to the network are living abroad (25% in
USA and remaining in other countries); 65% are in India

The Board took note of the activities conducted under Alumni Network and expressed its satisfaction on the progress made (Report enclosed at Annexure-I).
3.3 REPORT ON THE CHARTERS OF RESPONSIBILITIES OF PLACEMENT OFFICER, CONTROLLER OF EXAMINATION AND DEAN (ACADEMIC)
3.3.1 PLACEMENT OFFICER made a presentation on the range of activities like · Pre-Placement Training, Placement Procedures, Internships, Placement Statistics & Challenges faced (copy enclosed at Annexure-II).
3.3.2 CONTROLLER OF EXAMINATION (COE) made presentation on Assessment & Evaluation, BOE, Conduction of Examinations, Result Analysis, and Challenges faced (copy enclosed at Annexure-III).

4.1 REPORT REGARDING EXTENSION OF AUTONOMOUS STATUS
The Board noted the following with regards to Grant of Extension of Autonomous Status to BMS College of Engineering· by the University Grants Commission (UGC), New Delhi:
• The UGC Expert Committee conducted evaluation (on 15.12.2016 & 16.12.20 16) of the performance and academic attainments towards grant of extension of autonomous status to this institution.
• The Joint Secretary, UGC through covering letter No.F.22-1/2016(AC) dated 09.03.2016, cited under reference has conveyed grant of extension of post-facto approval for the period 2014-15 and 2015-16. In the said communication it has also been conveyed that a Committee shall visit the College to consider further extension and take cognizance of the Complaint received against the College".
• The UGC Expert Committee had however recommended to grant extension of autonomous status for a period of six years w.e.f. 2014-15 to 2019-2020.
• The UGC Expert Committee's visit is scheduled on 26th & 2ih August 2016.
4.2 REPORT ON HOSTING OF SEVEN INTERNATIONAL CONFERENCES IN THE COLLEGE
The Member-Secretary apprised that to commemorate the milestone of seven decades of journey of BMSCE, seven Conferences were held during 20 15and 2016.
The seventh International Conference on role of creativity in higher education in association with India Platform has been successfully conducted from June 10-11, 2016. In addition, one more International Conference on Advanced Materials and Applications was organized by the Department of Mechanical Engineering from June 15-17, 2016 under Central of Excellence- TEQIP Phase II.

The Member-Secretary presented the outcome/s of both the conferences on behalf of the coordinators/ organizing team (copy enclosed at Annexure-V).
The Member-Secretary also apprised the Board that though the Management had sanctioned Rs.50.00 lakhs for organizing seven international conferences, all the Conferences were conducted successfully by raising sponsorship and under self-financing mode (funds raised through registration & sponsorships).
The Member-Secretary on behalf of all the stake holders thanked the Management for their continued support and encouragement. He also thanked the Board for their support and guidance in successfully conducting all the Conferences.
While on the subject, the Chairman, BOG, expressed satisfaction over the conduction of the Conferences. The Board appreciated the efforts put in by the principal, faculty, staff, students and patrons and all the stakeholders.
4.3 REPORT ON FOURTH GRADUATION DAY HELD ON 24.06.2016- CLASS OF 2015
The Board noted that the Fourth Graduation Day was held in the Campus on 24.06.2016 for awarding Degree Certificates to the fourth autonomous batch of Engineering Graduates (2011-2015) and the third autonomous batch of ArchiteCture Graduates (2010-2015).
4.4 REPORT ON RELEASE OF COFFEE TABLE BOOK
The Member-Secretary apprised the Board that a Coffee Table Book has been published on the occasion of 70 years of BMS Engineering College. It consists about the progress of the BMSCE and BMS Institutions and contain most precious and rare photographs of BMSCE.

Further, the Member-Secretary informed the Board that the Coffee Table Book was released by Dr.B.S.Ragini Narayan, Donor Trustee and Member Secretary, BMS Educational Trust on 24.06.2016 during the Fourth Graduation Day Ceremony of BMSCE. 4.5 REPORT ON ADMINISTRATIVE REFORMS
The Member-Secretary apprised the BOG that the following changes/reforms were effected towards smooth administrative functioning. The details are provided hereunder:

The BOG noted and approved the above nominations. While on the subject, the Member-Secretary apprised that all the HODs of Engineering Departments except HODs of Science Departments are Non-vacation staff.
The Member-Secretary also apprised that since the College became Autonomous, three semesters are being conducted during the academic year. The services of Vice Principal, Deans, COE, HODs of Science Departments and Evening College Principal are very much required on all working days for monitoring the activities and they are not able to utilize the vacation. Since their services are required they can't be permitted to avail vacation.

In view of the above, it is proposed to consider Vice Principal, all Deans, COB, HODs of Science Departments and Principal, Evening College as Non-vacation staff.
The Board approved the proposal and resolved to consider Vice Principal, all Deans, COB, HODs of Science Departments and Principal, Evening College as Non-vacation staff with immediate effect.
4.6 REPORT ON RE-CONSTITUTION OF V ARlO US COMMITTEES AS PER GOOD GOVERNANCE DOCUMENT
The Member-Secretary apprised that Circular dated 15.03.2016 was issued informing all the faculty/staff members who are interested and volunteer to serve on various committees or take up responsible positions to submit their options limiting to a maximum of three. Based on their options, committees have been re-constituted.
The BOG noted the re-constitution of the Committees (listed at Annexure-VI) based on the choice opted by the faculty/staff members and also as per Good Governance Document (GGD). The Board approved the same.
While on the subject, the Member-Secretary informed the members that few faculty members have also preferred to serve as HOD and as faculty invitee to the Board of Governors. The Board resolved to take up the matter for consideration in the forthcoming meeting.
The Member-Secretary apprised that faculty members who have opted to serve on Board of Governors will be invited for the next BOG meeting on rotation basis.
The Board placed on record its appreciation to Dr.L.Ravikumar and Dr.Rudra Naik for the valuable services rendered.

4.7 REPORT ON FEEDBACK COUNSELLING AND CONDUCT OF FDP ON "ESSENTIALS OF PEDAGOGY"
The Board took note that faculty who got low feedback during the Even Semester 2015-16 has been counseled on 27.06.2016. The Member Secretary appraised the Board that all such faculty with low feedback rating have been provided with several opportunities to improve their Pedagogical and Subject knowledge skill by deputing them to several training programmes as per their request.
In addition to that, he further submitted that to improve the TLP, a Faculty Development Programme on "Essentials of Pedagogy" was also organized specially for them. The FDP dealt with basic concepts of learning, principles of learning with the emphasis on student expectation and teaching outcomes. The Board took note of the same and appreciated the effort made by the institution to help the faculty to improve their Pedagogical skills.
4.8 REPORT ON UPCOMING INSPECTIONSNISITS/AUDITS BY VARIOUS ATHORITIES
The Member Secretary informed the Board that few important visits are scheduled in the month of August, which are as follows:
• Performance Audit III (Final round) of TEQIP Phase II is scheduled from 22nd to 24th August 2016 by World Bank
• The UGC Expert Committee visit is scheduled on 26th & 2ih A~gust 2016.
The Board noted the inspections/visits/audits by various authorities in the month of August 2016.

5.1 IMPLEMENTATION OF DEARNESS ALLOWANCE FOR FACULTY UNDER AICTE SCALES OF PAY
The Board noted and approved the implementation of Dearness Allowance to the Teaching Staff members (both Aided and Management) who are on AICTE Scales of pay from the existing 119% to 12 5 o/o of the basic pay w.e.f. 01.01.2016 (GO No.FD 18 SRP 2016 dated 18.04.2016).

5.2 IMPLEMENTATION OF DEARNESS ALLOWANCE FOR THENON-TEACHING EMPIJOYEES UNDER STATE SCALES OF PAY
The Board noted & aptroved the implementation of Dearness Allowance to the non-teaching staff mem.bers (both Aided and Management) in the revised pay scales 2012 from the e~isting 32.5% to 36% of the basic pay w.e.f .. 01.01.2016 (GO No.FD 18 SRP 2016 dated 13.04.2016).

5.3 APPOINTMENTS MADE TO TEACHING & NON-TEACIDNGPOSITIONS
The Board ratified the appointments made to various teaching and Nonteaching positions (listed at Annexure-VII) on consolidated pay for a period of one year based on the recommendations of the sub-committee of BOA. The Board also suggested that the .services of the said staff members be extended from time to time based on their performance and subject to review by the BOA.

6.2 MINUTES OF THE 18th MEETING OF THE SUB-COMMITTEE OF BOG .OF TEQIP PHASE-II HELD ON 06.06.2016
The Vice-Principal and the TEQIP Coordinator-! apprised the Board that the 18th meeting of the sub-committee of BOG of TEQIP Phase-II was held on 06.06.2016 and the minutes has been circulated to all the members by email.
The Board noted the following points:
• Release of first installment of additional grants of Rs.250 lakhs by GOK; • Release of second and final installment of COE grants of Rs.166.67 lakhs
by GOK; • Approval accorded by the sub-committee for the release of Research
Assistantship and Teaching Assistantships; • Approval accorded by the sub-committee for various procurement and
academic activities; • Approval accorded by the sub-committee for conduction of 3rd version of
PhaseShift20 16 as part of the activities of IIIC
The Board noted all the activities conducted/approved by the sub-committee and approved the minutes (Annexure-VIII) of the 18th meeting of the subcommittee of BOG for TEQIP.
6.2.1. Financial Assistance to Dr.Gurumurthy Hegde:
Dr.Gurumurthy Hegde, Associate Professor, BMS R&D Centre has been invited to deliver a Keynote speech in the 2nd International conference on Science, Technology and interdisciplinary research being organized by the University of Lampung, Indonesia at Bandar Lampung, Indonesia during August 22-25, 2016. The BOG perused the recommendations of the internal and external screening committees and accorded approval for sponsoring Dr.Gurumurthy Hegde's visit to Indonesia, by providing financial assistance of about Rs.42,000/- from the funds of Centre of Excellence under component 1.2.1 ofTEQIP Phase-H.

6.2.2. Proposal for implementation of reduction of grants under GIA by the DTE
The Vice-Principal & TEQIP Coordinator-! informed the Board that the college received an amount of Rs.9.254 crores under TEQIP Phase-1 during 2005 to 2009. All the participating institutions ofTEQIP Phase-1 have signed an MOU with the state government on 26th August 2005. As per the MOU, it has been agreed for the reduction of grant-in-aid from 85% to 50% over a period of 20 years @ 2.5% per annum commencing after the completion of moratorium period of five years. The DTE informed the college through the letter dated 21.6.2016 that the reduction of grant-in-aid shall commence during the current financial year. The Vice Principal informed the Board that the institution submitted a request to the DTE/SPFU to consider the amount released under TEQIP I as grant and not as loan.
The Board took a note of the same.
6.2.3. Procurement of Solar PV Wind Hybrid with micro grid under TEQIP II
The Board took a note of the approval accorded by the sub-committee by circulation for procurement of 'Solar PV Wind Hybrid with micro grid for R&D activities of Department of Electrical & Electronics Engineering' at an estimated price of Rs.16 lakhs and accorded approval for the said procurement.

The Board noted the proposal to revise the financial assistance for the faculty attending Conference (India & Abroad) I Training Programmes I Faculty Development Programmes in view of increase in the cost.
After detailed deliberations, the Board approved the proposal to revise the financial assistance for the faculty attending Conference (India & Abroad) I Training Programmes I Faculty Development Programmes. The revised financial assistance is detailed below:

• A faculty must submit the request fot financial assistance at least three month before in case of International Conference (abroad) and three weeks before in case of conference (India) I Training Programmes_/ FDPs;
• The financial support provided shall be such that the total assistance received from all sources (external funding agencies) shall not exceed the total expenditure; self-certification regarding assistance, if any, received from other sources for the purpose shall also be produced;
• In case of conferences in India, the financial assistance is permitted twice in a year. However, only one author per paper is permitted;
• The Management reserves the right of recovering the financial support provided to the faculty in the event a faculty cancels the programme in the last minute due to any reasons, no further notice or intimation will be made in this regard;
• The financial assistance is on reimbursement basis subjected to the production of vouchers for registration fee, travel tickets, other bills and more importantly the Report on the outcomes of the Conference/ Activity attended;
• The management reserves the right of deputation/sponsorship;
6.4 CONSIDERATION OF ENHANCEMENT OF MATERNITY LEAVE FROM 135 DAYS TO 180 DAYS
The Board noted that the State Government has enhanced the Maternity Leave from 135 days to 180 days to the State Government employees vide GO No.FD 4 Se Ni 2012 dated 14.06.2012. The Board resolved to extend the Maternity Leave from 13 5 days to 180 days to the female employees working under GIA & Management as per the above said GO.

The Board noted the proposal to establish Endowment at BMSCE by individual or group or industry or others for awarding students, establishing facilities or promote research/innovation etc. The Board also noted the following policies/conditions to institute an Endowment:
1. Any endowment shall carry the person's name or his/her choice who is establishing it;
2. The endowment name will carry the subject or purpose of the endowment as desired by the Donor/Management;

3. The minimum amount of donation is Rs.2,00,000/- and above; 4. The endowment amount shall be kept in a bank and the interest earned
i.e., proceeds, will be utilized to operate the intended endowment request;
5. The interest amount will be utilized for giving the award/scholarships and the expenditure incurred towards the services/programme rendered;
6. The endowment award amount may be given to any student/s of BMSCE or as desired by the Donor and be utilized .for academic purposes such as developing laboratories or promoting R&D activities or any such activities as desired by the Donor;
7. Once an endowment created, it cannot be withdrawn back by the donor and the amount will remain as BMSCE Corpus Fund and no claims will be entertained thereafter;
8. In the absence of clear direction from the Donor/s, the Endowment Fund will be added to BMSCE Corpus Fund and utilized for award/scholarships and institutional developmental activities as decided by the College Committee. In such cases the decision of the Committee is final and binding on all the parties concerned.
After detailed deliberations, the Board approved the proposal to establish Endowment at BMSCE (various Endowment Titles are shown at Annexure-IX). While on the subject, the Chairman directed to collect the donation amount in convenient installments, if any donor is unable to make full amount at once.

6.9 REPORT ON SMT.D.SHARADAMMA, FDA, STORES SECTION (NOW UNDER SUSPENSION)
The Member-Secretary drew the attention of the Board with regard to the status of the disciplinary action against Smt.D.Sharadamma, FDA, Stores Section (now under suspension). He submitted the following action taken by the Office:
• As per the directions of the Board, DO letter addressed to the DTE has been sent on 02.05.2016 and a reminder on 19.05.2016 (enclosed at Annexure-X).
• In response, the DTE vide letter dated 05.07.2016 sought to provide the final show-cause-notice and the explanation submitted by Smt.D.Sharadamma.
• Accordingly, ·the documents have been furnished vide letter dated 19.07.2016.
Further, the Member-Secretary informed that Smt.D.Sharadamma submitted her resignation letter on 04.07.2016 (in person) stating that she is resigning to the post of FDA voluntarily.
The Member-Secretary further stated that she has made a request to accept her resignation and she has left the date of acceptance of the resignation to the purview of the Institution/Management.
He also informed the Board that in the same letter, she has requested copies of some documents which have no bearing on to her request for resignation nor connected to her resignation.
The Member-Secretary further informed that since Smt.D.Sharadamma has submitted resignation to the post of FDA voluntarily and has left the date of acceptance of the resignation to the purview of the Institution/Management. Alumna Vanditha Mukund(1982 Electrical) accompanied by her family handed over a cheque towards the Civil engineering topper in memory of her Late father and our alumnus Late Shri T. V. Chidambariah who was a fourth batch engineering student graduating in 1952.
The second cheque sponsored by Sri. G. Venkataram Reddy (Alumnus 1957 Civil) toward Civil Engg topper in the subject of Irrigation was also disbursed at this event.
Graduation Day 2016 The BMSCE Alumni Network Office coordinated all email communications and registrations of the 2015 batch for the Graduation Day in 2016. An all time high of 785 registrations were received this year.
Alumni Reunions:
The Fourth Annual Alumni Day was held on the 19th of December 2015 with much celebration during which 1000 plus alumni were in attendance along with their families. There were 85 of our senior alumni from the batches of 1951-72 who were felicitated.
Our alumni of the 1965 had a second reunion in the college campus on the ?'h of May 2016.

Dr.G.N.Sekhar, TEQIP Coordinator-! and in-charge Principal, informed the members that
Dr.K.Mallikharjuna Babu, Principal and Convenor has sought leave of absence from the
Chairman, sub-committee of BOG as he has to stay away from the college owing to certain
exigencies. With the permission of the Chair, Dr.G.N.Sekhar presented the agenda for
discussion.
1. Ratification of Minutes of 17th meeting of BOG sub-committee by the BOG
The members noted that the BOG has approved and ratified the minutes of the
seventeenth meeting of Sub-committee, in its 62nd Meeting held on 3Pt March 2016
[Annexure-1].

2. Presentation in workshop at New Delhi
The members noted that the World Bank and NPIU had organised a workshop for the
benefit of institutions and affiliating technical universities {ATUs) of Bihar, Jharkhand,
Madhya Pradesh, Chhattisgarh, Uttar Pradesh, Rajasthan, Orissa states during 6th Joint
Review Mission (JRM} of TEQIP-11 on 11th March 2016 at New Delhi and Dr. G. N. Sekhar,
TEQIP Coordinator-! made a presentation on "EAP and improving transition rate at
BMSCE' on invitation by NPIU.
3. Action plan for utilization of additional grants received under TEQIP-11 (1.2):
The members perused and ratified the revised action plan submitted to the SPFU &
NPIU on 4th March 2016 for utilization of grants (unspent & additional) sanctioned for
the period March 2016 to October 2016 [Annexure-2].
4. Post Procurement Review (PPR} of TEQIP-11 & COE for 2015-16 by World Bank
appointed auditors:
The committee noted that Post Procurement Review (PPR) for 2015-16 was conducted
by M/s Global Procurement Consultants Limited on behalf of the Wor1.ld Bank on 27th Oct
2015 at NPIU, New Delhi and Dr. M. 5. Dharmaprakash, Procurement Nodal Officer and
Sri. R. Balaji, Procurement manager represented the college. The committee also noted
that the two procurement packages of the college: (i) Procurement of Digital Repository
[TEQIP-II/KA/KA2G04/217] and (ii) Procurement of Scanning Electron Microscope {SEM)
[TEQIP-II/KA/KA2G04/216] were randomly selected for audit. Further, the members
perused the response furnished by the college on the overall observations of the
auditors and expressed satisfaction.
5. Release of first instalment of additional grants:
The members took a note that the first instalment of TEQIP II additional grants· of Rs.250
lakhs has been received by the college on 17.5.2016.
6. Award of Teaching Assistantship under TEQIP II
The committee noted that 101 non-gate M. Tech. students admitted during 2015-16
have submitted applications for the award of teaching assistantships and noted that the
allocated funds for this purpose have to be utilised before completion of the project
i.e., tentatively fixed as October 2016.
The committee accorded approval for the award of teaching assistantship of Rs.8,000/-,
per month to all 101 M.Tech students as per the list enclosed at Annexure-3 with effect
from pt January 2016 till October 2016 or till the allocated grants exhaust whichever
earlier.

7. Award of Research Assistantship under TEQIP II
The committee took a note of the application submitted on 1.6.16 by Ms.
Sowmyalakshmi B.S., who has registered for full time PhD under the guidance of Dr.
Shambhavi at the department of ISE for the award of research assistantship and
accorded approval for the award of research assistantship of Rs.18, 000/- to her with
effect from 1.6.16.
8. Fiscal Incentive provided to UG Students and reimbursement of research project
expenses provided toM. Tech. students:
The committee noted that the TEQIP office is receiving requests for sanction of fiscal
incentive being awarded to UG students for their research project from Rs.20,000/- per
team to Rs.30,000/-. The committee accorded approval for the award of fiscal incentive
to a maximum of Rs.30,000/- to UG students per batch based on the recommendation
of the faculty committee & HOD with effect from the academic year 2015-16. The
committee accorded approval for reimbursement of expenses incurred by PG students
to the maximum extent of Rs.30,000/- towards their Research project on
recommendation of the HOD with effect from the academic year 2015-16. The
committee authorised the Principal for consideration of proposals above Rs.30,000/- in
exceptional cases.
9. Sanction of COE grants :
The committee took a note of the NPIU communication dated 28.3.16 about the release
of 50% of the second instalment of COE grants of Rs.83.335 lakhs to the state
government with a direction to release the same to the college by providing matching
grant of equal magnitude and also noted that the release of the said grants to the
college is awaited.
10. Visit of delegates to the COE:
The members noted that the SPFU had organised a national conference on "Sharing of
Achievements and Innovative ideas of CoE" at Siddaganga Institute of Technology,
Tumkur during April 21-23, 2016 in collaboration with other _COEs of the state and the
following faculty members from the college have participated in the said conference.

The members also noted that COE coordinators of the college made a presentation in
the conference on the progress made by the BMSCE-COE and as per the conference
schedule, the delegates from all COEs in the country visited the Centre of Excellence at
BMSCE on 23rct April 2016 and was concluded with a valedictory function at BMSCE
premises.
11. Audit of accounts by Internal auditors & SPFU appointed auditors:
11.1 The committee took a note of the report of M/s Agarwal A. Kumar & Associates,
Chandigarh, Chartered Accountants nominated by SPFU for the audit for the
period 1.4.15 to 30.9.15 and also noted the auditors' statement that 'there are no
key areas of weaknesses regarding procedural lapse and also have accepted the
compliance submitted by the college on their previous audit observations'.
11.2 The committee noted that internal auditor for TEQIP funds nominated by the
college, Sri.B.N.Jayaram, CA & his team have audited the TEQIP II & COE accounts
for the year 2015-16 and are finalising the financial statements.
11.3 The committee also noted that SPFU nominated internal auditors, M/s Agarwal A.
Kumar & Associates, Chandigarh audited the accounts for the period 1.10.15 to
31.3.16 on 30.5.2016 and the Statutory Auditors, M/s GRSM & Associates have
audited the accounts of 2015-16 during 1-2, June 2016.

The committee noted that the NPIU through its communication dated 29th April 2016

13 Revision of pay of Data Entry Operator
The committee noted that the consolidated pay of Smt. P. V. Padmini, working as Data

received by circulation for deputing students to attend various programs under TEQIP II
placed at Annexure-6.
(c) The TEQIP Coordinator-! briefed the committee that two international conferences are
scheduled to be held in the college during June 2016. He informed the committee that
the Department of Mathematics & Humanities of BMS College of Engineering, India
Platform and the Ghent university, Belgium are co-organising the international
conference on 'Liberal education and the future of the University' at the college during
June 10-11, 2016 with focus on the university and the crisis of the social sciences and
humanities since the cold war, the disintegration and liberal education in the west,
impact of colonialism on Indian education and introducing Indian culture in higher
education. The committee noted that the college proposed to meet expenses towards
conduction of the conference and local hospitality for the resource persons and invited
speakers and accorded approval for the same. Dr. M. Ramachandra, Coordinator of
COE in advanced materials research briefed the committee about the arrangements
being made for the conduction of the international conference on 'Advanced Materials
and Applications-ICAMA2016' during June 15-17, 2016.
(d) The committee noted that the college is deputing technical staff members for training
programs conducted by the Ministry of skill development and entrepreneurship,
Directorate General of Training at Apex Hi-Tech Institute and by paying the required
registration fee and travel allowance to the deputies as per the norms. The committee
also noted that college has initiated conduction of training programs for the
administrative staff on communication skills by hiring the local experts. The committee
accorded approval for the same.
(e) The TEQIP Coordinator-! informed the committee that the arrangements are in progress
for conduction of 'PHASE SHIFT 2016' during September 2016 as an activity of Industry
! nstitution-1 nteraction.
(f) The Committee took a note of the proposals and accorded approval to the faculty for

With the permission of the Chairman, Dr.S.Raghunath, Professor-CV has made a brief
presentation of his proposal for bringing out a handbook documenting the various details
about construction of houses based on the regional, climatic conditions etc., The
committee after perusing the proposal accorded approval for meeting the expenditure
towards transportation for survey and data collection. While appreciating the proposal, the
committee opined that his work will be useful to the society only when it is publicised and
training is provided for the concerned in using the data book. Further, the Chairman

6.2 MlNLJTES OF THE 17TH MEETING OF THE SUB-COMMITTEE OF BOG OF TEQIP PHASE-II HELD ON 23.02.2016
The Vice-Principal and the TEQIP Coordinator-1 presented a brief repo11 on activities of TEQJP ll along with component wise details of expenditure incwTed under the Project for the period from September 2015 to March 2016.
The Vice-Principal and the TEQlP Coordinator-! apprised the Board that the 17th meeting of the sub-committee of BOG of TEQIP £1 was held on 23.02.2016 and the minutes has been circulated to all the members by email. The Board noted the following points:
• Prof. B. S. Sonde conducted third mentoring of TEQIP Phase Il activities of the College on 61h & 7rh November 20 15 and has noted as Good Progress;
• The college received the last instaUment of Rs.l50 lakhs out of the total grant of Rs.l250 lakhs under TEQlP II and submitted the action plan for utilization of the same to SPFU;
• Out of Rs.500 lakhs sanctioned for COE activities, so far Rs.333.33 lakhs has been received by the College. The NPIU has informed the college that Rs.83.335 lakhs (50% of grants due) has been released to GOK for releasing the grants due to the College by adding its share of 83.335 lakhs (50%). The fund allocation has been re-appropriated.
• In the 58ih & 591h meeting held on 08.04.2015, the Board was informed that the SPFU had requested all the institutions to prepare a separate Institutional Development Plan for additional grant and the College had complied with the SPFU's directions. The NPIU through its mail dated 28.12.2015 has informed about the release of 50% of first installment of additional funds i.e., Rs. I 25 lakbs to the State Government with a direction to release the same to the College by providing matching grant of equal magnitude.

Based on the oral assurances received from the SPFU about release of additional grants during April 2016, steps have been initiated for implementation of action plan drawn for utilization of additional grants. As per NPIU communication, all procurement activities needs to be completed by 30.04.20 16;
• Dr. Chandasree Das, Associate Professor, Department of Electrical Engineering & Principal Investigator, COE in Advanced Materials Research has been permitted to present her research paper titled "Switching Studies on Ge,5lnsTes6Ag24 Thin Films" in the International Conference on "Glass Science & Technology - ICGST 20 16'' organized by the World Academy of Science, Engineering & Technology at New York, USA scheduled from June 6-7, 2016 with a financial assistance of Rs.2.32 lakhs;
• An Intemational Conference on "Advanced Materials and Applications (ICAMA-20 16)" is permitted to be organized under the Center of Excellence in Advanced Materials Research from June 1 5-l 7, 2016 with a financial assistance of Rs.27 lakhs
• The college proposed to conduct one national conference and four workshops on domain areas of the Center of Excellence in Advanced Materials Research during April to July 2016

With reference to this office letter dated 27th February, 2016 regarding completion of procurement activities under this project. In this connection, it is to inform that the procurement completion date has been extended to 301h June 2016, on request of various institutions and recommendation for the same by the SPFUs.
Now that the PMSS is also in operation and all the procurement activities should be carried out through PMSS only.
Kindly note that adherence to the given deadline is important and take action accordingly.
