Based on tip-off that a loadman was trying to sell the tusks, a forest official posing as a buyer ap- proached the worker and offered to buy them for Rs 80 lakh. When the deal was struck, the official and others from the forest department caught hold of the loadman and his two accomplices. Preliminary inquiry revealed that the tusks were given for sale to the three by a person five days ago. IGP-Crime Branch Gursharan Singh Sandhu, known for his clean and professional service record, would supervise the working of the four-member team which will be headed by an IPS officer, Rahul S. The other members are AIG Ranjit Singh and DSPs Raghbir Singh and Amanpreet Singh. IG Sandhu’s supervision of the SIT means he will take a call on the line of action and ensure the SIT works within its mandate and remains on course. The actual investigation on the ground and question of accused or witnessed will be done AIG Rahul S and his team, an official explained. The previous SIT was a three- member team headed by AIG Balraj Singh. The SIT was formed to probe allegations against Majithia based on an FIR lodged under various sections of the NDPS Act on December 20, 2021. Director Bureau of Investigation B Chandershekhar has issued the or- ders regarding the formation of the new SIT. The 49-page FIR was based on an inquiry report by ADGP Harpreet Singh Sidhu, head of the STF against drugs. Sources said ADGP Sidhu was not happy with the progress made by AIG Balraj’s team and had conveyed this to his superiors. Further, AIG Balraj was also caught in a controver- sy on out-of-turn promotion of his son in the police department. On or- ders of then DGP Sidharth Chat- topadhyaya, AIG’s son Princepreet Singh was promoted as Inspector a day after the FIR against Majithia. The AIG had defended the promotion saying his son was denied the due rise in rank earlier. Onlookers gather asa large python getsstuck in canal nearChhchhrauliR K KASHYAPCHHCHHRAULI: According to the in-formation received, a large pythonwhich was floating in the waters of thewestern Yamuna canal got stuck in thewater due to the rapid flow of water.For a long time, the animal remainedtrapped even as the villagers from thesurrounding places gathered aroundthe spot.Jaisingh of Deodhar said that he alongwith other persons was going toChhchhrauli via Jayadhar and stoppedfor some work near western Yamunacanal where they saw a python stuck inthe fast flowing water. Seeing them,passersby also started gatheringaround the spot. On the other hand,some masons tried to extricate thedragon from the trouble but failed to doso due to the fast flow of water.After many hours, the python managedto free itself from where it had got stuck.The sight of a large python has left theresidents of nearby village worried.They say that the western Yamunacanal is passing near the village anddue to the scorching summer the chil-dren of the village bathe in the canal.Fearing for the safety of the children,the concerned residents have appealedto the villagers to not to let their childrengo near the canal.

Holi celebrated in Laxmi Narayan templeSADHAURA (PRITI SAINI): Holi of flowers was organised on Friday with Bhajan Kirtan in the ancientLaxmi Narayan temple located on Torowala pond. RANVIR PARASHARKAITHAL: Two accused were arrested by the Special Detective Staffwhile solving the mystery behind the murder of a person found in apond of Kotda village. Both the accused were presented in the court onSunday, from where police remand was obtained from the court for 2days for extensive interrogation and recovery from the accused. Givinginformation during the press conference on Sunday afternoon, DSPRavindra Sangwan said that according to the complaint given to the po-lice in Pundri police station, Suman, a resident of Bhana, said that hisbrother Suresh was unmarried and lived in the village.Jaswinder had accused his brother of stealing Rs 60,000 a few monthsago and also assaulted his brother. On March 18, on the day of phag,the body of his brother was found lying in the pond of Kotda village.There were many bruises on his brother's body. Jaswinder, Rohit, Man-ish and others killed his brother and threw the dead body in the pond todestroy the evidence. In the police station Pundri, the accused werebooked under other sections including the murder section. The DSPsaid that while investigating the matter thoroughly and diligently by thejoint team of Police Station Pundri Manager SI Shiv Kumar and SpecialDetective Staff in-charge Inspector Sombir, SI Bijendra arrested bothaccused Jaswinder and Rohit, resident Bhana from Pai.

Long and winding roadHome is where the heart is, or so goes the adage.

But the human heart did not always crave a stillhearth. In fact, before the emergence of agrarian

societies, the early humans journeyed along the roadstaken by their prey — hunter-gatherer societies weremobile and the road was their life. But with the rise ofagrarianism, humans learnt to put down their roots and alife of journeys became something to be frowned upon.Yet, vestiges of the wandering spirit persist. In the year,2000, Herman and Candelaria Zapp set out in a car fromBuenos Aires to travel the world. The Zapps’home is theroad — literally and proverbially. They have had fourchildren in different countries, and in an era of strict visaregimes and rising insularity, managed to treat bordersas what they truly are — arbitrary and artificial lines ona map. The world was a different place when the Zappsset out — there were no smartphones, the internet was inits infancy, a site of knowledge and hope rather than dis-information and division, the twin towers towered overNew York, and Russia was a diminutive shell stripped ofits Soviet grandeur. It is tempting to imagine that theZapps hummed Kishore Kumar’s immortal song,“Musafir hoon yaaron, na ghar hai na thikana”, as theycovered great distances across a changing world.

The Zapps, interestingly, are not an anomaly. Latestestimates show that over one million Americans live per-manently in recreational vehicles with no permanent ad-dress. Many are retired, but many others work part of theyear, just long enough to keep them going for a fewmonths or so. It is easy to romanticize the lifestyle andthe idea of freedom that it brings. But in most countries,people without a stationary home are subjected to in-tense legal scrutiny. Law enforcement institutions areeven prejudiced against specific communities. For ex-ample, in the United States of America, there are legis-lations that make it illegal to sit on the sidewalk, to campor sleep anywhere in a downtown area or to hang aroundin a public place without an apparent purpose. The intentseems to encourage sanitization of space of some kindsof human presences. These laws are not unique to theUS. Anti-vagrancy laws have existed for hundreds ofyears — think of the persecution of gypsies across Eu-rope. In the old United Kingdom, vagrants could be putin jail, sold as slaves, or sometimes even killed for noother reason than wandering. Colonial India, too, hadwitnessed the purge of nomadic communities, most no-tably under the guise of the campaign against thuggees.But the road is retaliating along with the rise of liberal-ism. There are now movements across Europe and theUS fighting for squatters’ rights to be made universal.

The five Assembly elec-tions concluded recent-ly have two clear-cut

lessons. The first is that theBJP has emerged as the clearwinner. Its victories in UP andin Uttarakhand are particular-ly noteworthy.

However, a win in UPshould not be seen as a semi-final before the parliamentaryelections of 2024; nor shouldone assume that 2024 is adone deal. In 2012, MulayamSingh Yadav swept UP, withthe BJP getting only some tenper cent of the votes; in 2014,the BJP swept UP, trouncingthe SP. Politics is a dynamicprocess. Nothing can be as-sumed until the fact. In 1971,just after the defeat of Pak-istan and the creation ofBangladesh, Indira Gandhiappeared invincible. By 1974she was in serious trouble,and in 1975 she had to declarethe Emergency. Similarly, Ra-jiv Gandhi with over 400 MPsin 1984 seemed undefeatable.Yet, by 1987, in just threeyears, his government was introuble, and he lost the nextparliamentary elections in1989.

The second lesson is thatthe Congress, as currentlyconstituted, is in deep trouble,if not beyond redemption. Itlost badly in every election itfought, reinforcing a verifi-able trend since 2014 of anear irreversible decline. For

it to get only around two percent of the vote in UP andonly two seats, is an unmiti-gated disaster. What is worseis that it appears to beadamant not to change. Itscustodians seem to believethat a couple of band-aids willdo, when the party needs ma-jor transformative surgery.

The BJP’s victory runneeds analysis. To my mind, ithas three strong elements inits narrative which it uses tothe full. The first is politicalHindutva, which is, simplyput, the use of religion to di-vide votes for political gain.The second is hyper-national-ism, whereby it claims a mo-nopoly on matters of nationalsecurity, and berates anyone

who questions it as anti-na-tional. The third is welfarism,whereby it has achieved suc-cess in partially assisting thepoor, through direct benefittransfers, the distribution offree rations, and through theuse of other schemes such asthe PM Awas Yojana andUjjwala. A fourth element, es-pecially in UP, was the pro-jection that Yogi Adityanathwas the guarantor of betterlaw and order. Finally, theparty must be credited withefficient social engineering. Itsuccessfully co-opted the up-per castes, and it mustered thesupport of the non-YadavOBCs, which account forsome 32 per cent of UP’s pop-ulation. To all of this, it had an

effective organisation, withthe RSS cadres on the ground.

Akhilesh Yadav put up aspirited fight, but the chinksin his armour were obvious.Firstly, he started his journeyto power too late.

To take on the organisa-tional might of the BJP, heshould have started in thevery next week after his de-feat in the parliamentary elec-tions of 2019. Secondly, hisvote base was narrow. Eightper cent Yadavs, and some 16per cent Muslims, at the coreof his effort, do not constitutea large enough social base towin UP. Thirdly, he lacked aconvincing counter-narrative.It is not enough to critique theBJP; people also want to

know what is it that you areoffering. And, finally, his or-ganisational apparatus on theground was no match to themicro outreach of the BJP.

These facts show not thatthe BJP — as we have arguedearlier — is invincible, butthat the Opposition has to befar better prepared to take iton. The BJP has been defeat-ed innumerable times in stateelections. Charismatic stateleaders have held on to theirbastions in spite of the deter-mined predatoriness of theBJP. But the BJP’s strengthlies in the national elections,where an organised, planned,grass-rooted, coordinated andcredible challenge, with aface, a narrative, and organi-zational vigour, does not yetexist to harness the legitimateand widespread discontentsof the people. This is the realchallenge for 2024, and thegauntlet lies at the thresholdof the Opposition.

A very significant part ofthis challenge is to find a sub-stitute for the Congress. Thisis not to devalue the impor-tance of the Congress. Theidea of the Congress, and itsoriginal vision for India are, ifanything, even more relevanttoday. The problem is that theCongress as it exists today isunable to fight to preservethat idea of India, and is un-willing to do anything tochange this state of affairs.

This has emerged as a veryserious weakness in the com-bined aspirations of the Op-position, since the Congressis the principal opponent tothe BJP in some 250 seats. Insuch direct fights, the BJP’sstrike rate against the Con-gress is around 96 per cent.The Congress’s weakness isthus the strength of the BJP.

What then becomes abun-dantly clear is that some newentity must emerge, especial-ly in the north and the west in-cluding the Hindi heartland,which can more effectivelychallenge the BJP.

This may well happen inthe coming days, since poli-tics, like nature, cannot sus-tain a void. The relentless ero-sion of the Congress has cre-ated precisely such a void. Ifsuch an entity, working on itsown, or in the right strategicalliances, does emerge, it can-not be seen mechanically ascutting the vote of the Con-gress, since the Congress hasin any case where little left tobe cut.

The second step in thereinvigoration of the Opposi-tion must be more cohesivenational coordination be-tween all parties opposed tothe BJP. This cannot be anarithmetical unity, merely aconglomeration of Opposi-tion leaders on a stage, norcan it be held hostage to van-ity or one-upmanship.

The three-judge bench of the Kar-nataka high court has flatly reject-ed the petition of the six girls from

the Pre-University Government Collegein Udupi and others from Kundapur andBengaluru that the hijab is an “essentialpart” of Islam. The court had to limit it-self to the narrow ambit of the words ofthe Quran and arrive at a reasonableconclusion. Religious scholars and lin-guists can always argue that the wordsof the Holy Quran’s text mean more orless than what they stand for, and thereare implicit meanings. The judges didwhat they could. The petitioners hadperhaps posed the wrong question.

This entire controversy was notabout what is essential or not essential tobe a true Muslim. This is about the so-cial practices of lower-middle-class con-servative families in Mangaluru andmany other places in India. Long-held

social practice should be respected noton the grounds of what the religioustexts say but on custom. In every type oflaw, from the Anglo-Saxon common lawwhich we have adopted in India to other

kinds of codified religious laws, therules are partly based on written textslike the scriptures and often on unwrit-ten social customs. But here we are notreally discussing the finer points of

scripture, law and custom. Things aremore convoluted and confusing becausewe have this muddled definition of sec-ularism, where we do not know whetherall religions are to be kept out or all re-ligions should be allowed. It is not sur-prising therefore that everyone grabs theaspect that serves their purpose best.

The Udupi-Mangaluru-Bengaluruquestion about the hijab is a political is-sue. And we must get at the facts as towhy and when the issue became a con-tentious one.

It is surprising that no one has askedas to what the practice has been all theseyears? Did the girls who wanted to wearthe hijab wear it in the prescribed colourof the uniform, or did they start to wearit only recently? This does not mean thatthe girls involved in the matter cannotchange their minds and choose to wearthe hijab when they want to, and it

would not be right to say that since theydid not wear it earlier, they cannot wearit now. When they choose to change isthe right of all individuals. Also, whendid the school authorities decide thatthey would not allow the hijab as part ofthe uniform.

Is there is a government circularabout uniforms, with the specific indi-cation that the hijab is prohibited.

The political motives are such thatno one seems ready to clarify these is-sues. It can only be conjectured that theHindu communal elements in the schooladministration chose to act against thehijab, and the six students chose to defythe order. It is usually the case that Hin-du communal elements praise thevirtues of secularism when they want topin down the Muslims, and the Muslimson their part ironically use secularismeither to defend their religious identity

and defy secularism when they feel thatit intrudes upon their perceived religiousidentity. This political tussle between re-ligious groups should not be a surprisebecause this is the stuff of social and po-litical struggle for domination.

The Mangaluru belt has been wit-nessing communalism, and it would befutile to argue about who started it first.The Hindu communalists have beenranting about “love jihad” and the Mus-lims and Christians in the region havebeen complaining about discriminationas the hands of the Hindu authorities.

Given the basic hostility that hasbeen foisted on the relations between thecommunities, every issue is turned intoone of confrontation. So, a Muslim boycannot love a Hindu girl, and a Hinduboy cannot love a Christian girl if the fa-natics in all communities were to havetheir way.

In a major landmark decision,the Punjab Cabinet in itsmaiden meeting has given agreen signal for providing25,000 government jobs to theyouth in various departments,boards and corporations of thestate government.

A decision to this effect wastaken during a maiden Cabinetmeeting chaired by ChiefMinister of Punjab, Mr.Bhagwant Mann here at ChiefMinister Office(CMO).

Disclosing this here aspokesperson of the CMO's saidthat this historic decision wouldopen new vistas of employmentfor the youth by providing thejobs to them in governmentsector through a transparent andmerit based mechanism. Out ofthe total 25,000 governmentjobs, 10,000 would be offeredfor various posts in Punjab

Police whereas the remaining15,000 jobs would be given inother departments. The processof advertisement andnotification of these jobs wouldbe initiated within a month,spokesperson added.

Likewise, the PunjabCabinet also cleared thepresentation of supplementarydemands for grants for the year2021-22 to be presented in theensuing Vidhan Sabha Session.This decision would provide

budget for additional or excessexpenditure incurred by variousdepartments during thefinancial year 2021-22 toliquidate the pending liabilities.Further, in accordance with theprovisions contained in Clause(3) of Article 203 of theConstitution of India, theCabinet also gave approval topresent the supplementarydemands for the grants of theGovernment of Punjab for theyear 2021-22.

Similarly, the Cabinet hasalso given approval forpresentation of the Statement ofEstimated Expenditure (Vote onAccount) from April 1, 2022 toJune 30, 2022 of the State ofPunjab for the year 2022-23mandated to be presented in theState Assembly in the ensuingPunjab Vidhan Sabha as per theprovisions under Rule 164 ofthe Rules of Procedure andConduct of Business in thePunjab Legislative Assembly.

during football match in KeralaNEW DELHI : Over 200 peoplewere injured after a makeshift audi-ence gallery suddenly collapsed be-fore the start of a football match inthe Malappuram district of Kerala.The incident took place on Saturdaynight when a local football tourna-ment was underway at Poongod.

According to the police, morethan 1000 people had climbed overthe stands without any safety con-cern, which led to the accident.

A terrifying video of the inci-dent has also been shared by newsagency a news agency, where onecan see the temporary galleryfalling on the people who werewatching the match, triggering pan-ic inside the stadium.

Notably, all the injured peoplewere taken to nearby hospitals, andfive people are said to be in seriouscondition.
