Message
I would like to extend my warmest greetings to the Municipal
Planning and Development Office of Real, Quezon. It is with pride that I
congratulate the barangays up your municipality for actively and
successfully participating in the LGU’s CBMS-Based Barangay Planning
and Budgeting Module (Module III).
As a government committed to uplifting the lives of its people, we believe in the
importance of continuously improving our programs and services. And in this undertaking, it is
pertinent to make use of technological advancements and scientific approaches in order to stay
competent and effective.
CBMS, or Community Based Monitoring System, is a process of data gathering,
processing and validation whose output is used to create responsive developmental programs.
This evidence based approach ensures accuracy in managing and remedying each of the unique
concerns present in Quezonian communities, and makes impact-monitoring of government
initiatives more efficient.
I believe that we are on the right track towards true and lasting progress as we work in
making this system mainstream in the province. With the steady support of LGUs and other
partners in the grassroots level, the Provincial Government of Quezon will surely be able to
create a bright future for all its citizens.

Message
Greetings!
Poverty alleviation, as one of the biggest challenges in a third
world country like Philippines has been a top priority of our leaders.
Different strategies have been used by our national government to lessen
poverty incidence in our country thru diverse programs and projects. But
still, poor families are increasing in number, many are still suffering from
malnutrition, lack of education, unemployment and other basic needs which is vital to achieve
quality of life.
The Local Government Unit of Real thru DILG technical assistance and in partnership
with AKI-CBMS, the Community Based Monitoring System (CBMS) project was launched in
February 2014 which aims to address the root cause of poverty by way of knowing the gravity of
poverty in our locality, identify who are the poor, where they are and the reason why they are
poor. As the Local Chief Executive, the result of CBMS data is a very essential tool in order to
have a clear picture and broader perspective of our present situation and most importantly
identify appropriate interventions in addressing the needs in our community.
In my administration as municipal mayor, I will make sure that my five point agenda are
aligned in poverty reduction. First is the strong collaboration between municipal and
barangay governments through direct participation of all stakeholders in governance and
formulation of development plans. Second, transparency and accountability of all local
government officials and employees. Third, economic development by means of strengthening
economic enterprises, efficient management of all local government owned facilities such as port,
public market, slaughterhouse and others. Fourth, sectoral engagement to help promote

creation of community-based projects for the barangays to augment development funds from
municipal government like education, health, livelihood, etc. Fifth, disaster preparedness,
mitigation and climate change adaptation to strengthen the mechanism on preparedness,
mitigation and adaptation on all disasters, environment protection and conservation.
I accept the challenge to fight poverty, but I cannot do this alone. I need your full
support and cooperation to achieve our goals for the general welfare of every Realeños... God

Message
Greetings!
I would like congratulate the Barangay Government of Kiloloron for
completing its Barangay Development Plan which will act as its
framework on the development direction of Barangay Kiloloron. The
need to prepare a Barangay Development Plan (BDP) is in accordance
with the budgeting principle that “local government budgets shall operationalize the approved
local development plans’’ as mandated under Sec. 305 of R.A. No. 7160. Without the priority
programs and projects embodied in the plan, there is no basis for the programming of funds and
therefore no basis for budgeting.
The 17th Municipal Council is expecting that the said plan will not just be a mere document in
the book shelve intended just to comply the requirement of higher government authorities but a
reference contributing to and serving a reference for the future actions of the Barangay
Government.

Good day!
First of all, I would like to extend my sincerest appreciation and
recognition to the efforts of the members of the Sangguniang Barangay
in their full cooperation and support extended to me as the Chief
Executive of our Barangay that resulted to the success of all desired and planned Barangay
programs and projects. Continuous improvements of social services like Livelihood Programs,
Educational Program Health & Nutrition programs etc. was made possible and the Barangay’s
Vision, Mission and Objectives have been overwhelmingly delivered and achieved.
Our mandate is our task; our task is what we perform. We adhere to serve our people with

It was in 2014 when the Community Based Monitoring System (CBMS) started at Brgy.
Kiloloron. The major objective of local government unit of Real, Quezon in implementing
CBMS as a tool is to help in poverty alleviation. It challenges to build and strengthen the capacity
of the local planners and program implementers by means of collecting organized information at
the local level in order to determine the nature, extent and root cause of poverty. This tool aims
to identify and target eligible beneficiaries and come up with effective anti-poverty initiatives and
to track the impact of programs and projects being implemented especially to the barangay level.
The CBMS has 13+1 indicators that show the magnitude and proportion of households
or individuals, with either met or unmet needs, in the area of health and nutrition, shelter, water
and sanitation, basic education, income, employment and peace and order. Aside from numeric
data analysis, CBMS utilizes the advancement of technology by using Geographic Information
System (GIS) in creating maps to make figures more understandable and facilitate identification
of poor.
Brgy. Kiloloron would like to extend sincerest appreciation to its benevolent partners,
the local government unit of Real, Quezon headed by our Municipal Mayor, Hon. Diana Abigal
D. Aquino, the Sangguniang Bayan members headed by the Municipal Vice Mayor, Hon. Joel
Amando A. Diestro, Municipal Planning and Development Coordinator Rommel A. Poblete and
staff, Department of Interior and Local Government (DILG) thru DILG Cluster Head Mr.
Gerardo G. Gabin and MLGOO Mr. Pierre Vladimir Palogan, AKI-CBMS and to all the
Baranggay Officials, Civil Society Organizations (CSO’s) and other stakeholders who worked
tirelessly and contributed their time to make this Barangay Socio-economic Profile and

ay back then, there was a little community under the rule of Binangonan del Ampon
formerly known as Infanta, Quezon. The people were living harmoniously. They belong
to different ethnic groups like Dumagat and Tagalog. Fishing, planting and collecting
almaciga were their primary sources of living.
While the Japanese and Spaniards were already starting to colonize our country there was
some Spaniards who accidentally came into the central part of Binangonan Del Ampon. On the other
hand, the Dumagat Tribe was approaching from the mountains with their sacks of almaciga as their
trade. Because of their desire to know the name of the place, the Spaniards try to ask the people but
they didn’t understand with each other, then suddenly they heard a man screaming, “TAYO NA,
MAGPAKILO ROON”.This means they have their almaciga to get weighed.
The Spaniards thought that the name of the place is KILOROON because of what they’ve
heard. As time goes by, the name becomes KILOLORON.
WHEN KILOLORON BECAME A BARANGAY
Way back then, Kiloloron was a sitio under Barangay Real. That time Philippines was not
under the Japanese colony. After America seized the Philippines from Japan there were someone who
lead Kiloloron.
Early 1940 when Kiloloron had already its Tenyente Del Barrio ( Formerly called to Barangay
Chairman) named Mr. Ebong Florante and Mr Alejandro Ungriano as his auxiliary. It was followed by
Mr. Vicente Sigue. In 1945, Mr. Jose Villarosa was appointed as Tinyente del Barrio. He has the
longest period term of office among others, but he died when he was imprisoned. Mr. Gabriel Rubio
ruled for almost six months only because he was worried about the HUKBALAHAP. He was then
replaced by Mr. Bonifacio Viaje.
The celebration of Barangay Fiesta is every 15th of May. San Isidro Labrador is the Patron
Saint of Brgy. Kiloloron, An image of San Isidro Labrador was brought by the Balquiedra family from

Paete Laguna to Brgy Kiloloron. Farming is one of the sources of income of the people in the
barangay. San Isidro Labrador is a Patron Saint of the farmers
After liberation, an election was held on December 15, 1960 and Mr. Isabelo Poblete won
when it was formerly enacted as Barangay Kiloloron under the Executive Order No. 410. Kapitan
Poblete was replaced by Mr. Napoleon Carranza then Mr. Braulio Florante then Mrs. Juanita Cereneo,
and Mrs. Nicasia Pacaigue. In 1988, when kapitana Nicasia Pacaigue died, she was replaced by kapitan
Rodelo Sollestre (1989-1995) as his successor. Kapitana Leonides Bartolome was elected in 1995, she
served the barangay for 3 terms from 1992-2007 . In October 29, 2007 election, Mr. Jaime T. Yu was
elected as the Punong Barangay , he served for almost 8 years but unfortunately died in December 13,
2015. Mrs. Cristina M. Ordinario as 1st vote kagawad became the successor and she was appointed as
Punong Barangay on December 15, 2015.

arangay kiloloron is one of the coastal barangay of Real situated 3 kms away from the town proper. It covers 4,034 hectares of land with pictures quell nestled along above the shore of Lamon Bay and the down skirt of Sierra Madre Mountain. Barangay Kiloloron is politically subdivided into seven (7) Purok namely Atis, Balimbing, Duhat, Kaimito, Lanzones Mangga
and Santol. Barangay Kiloloron is bounded by Poblacion 1 in the north, Capalong in the south,
Lamon Bay in the east and Tagumpay in the west. There are also tourism accommodations
present in the barangay; the Club Manila East and Princessness.
Interfaith Organization
There are four chapels in the Barangay: Two (2) Iglesia ni Cristo Chapels, San Isidro Labrador
and The Born Again Christian Chapel.

Brgy. Kiloloron has two (2) educational facilities. One (1) of which is public elementary school
and one (1) Day Care Center. Basic health care services and service facilities are also present in the
barangay however, majority of these services are located in 3 urban barangays (Pob.1, Pob. 61 and
Ungos).
Barangay Kiloloron is approximately 5 minutes away from Real town proper. Aside from
jeepneys, there are also tricycles and busses being used as public transportation in the barangay.
Some credit institutions present in the barangay are KUMARE Inc. and Hardin ng Kalikasan.

Quezon Electric Company II (QUEZELCO) provides the electric service in the barangay. In
terms of water distribution, the barangay Water System provides the water for the residents. Other
source of drinking water is from the nearest water stations 3 kilometers away from the barangay.
Every Friday of the week at 7am, our garbage was being collected by Municipal Waste
Management System. Barangay Kiloloron complies with the Republic Act 2003 Known as the
Ecological Solid Waste Management Plan of 2003.
Barangay Kiloloron is one of the safest Barangay among 17 barangays of Real, Quezon
because of the police visibility (414 PNP Camp). Aside from that, there are 16 appointed Barangay
Police that conducts regular intensive rounds within the barangay vicinity to maintain peace and order.

he Community Based Monitoring System (CBMS) of Brgy. Kiloloron was initially
spearheaded by the Municipal Government of Real, Quezon thru Department of Interior
and Local Government (DILG) in partnership with AKI-CBMS. A Memorandum of
Agreement between AKI-CBMS, DILG and LGU-Real, Quezon was signed last February 24, 2014
for the implementation of the said project. In accordance to the agreement, Hon. Joel Amando A.
Diestro issued Executive Order No. 002 Series of 2014 organizing the TWG of CBMS and later
revised the composition of TWG thru Executive Order No. 003 Series of 2016 designating its focal
person with the following members:

CBMS Module I: Training on Data Collection and training of thirty one (31) enumerators
were conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal Government of Real
shouldered the training expenses for the TWG and enumerators.
The data collection/interview started May 12, 2014 and concluded December 12, 2014. The
Municipality allocated twenty five pesos (P25.00) per household surveyed.

13+1 core indicators in table 2 shows that a high percentage of unmet needs in households
with income below poverty threshold with a total of 198 or 47.37% and households with
income below the food threshold with a total of 126 or 30.14% .

Health and Nutrition
No child died under 5 years old, no woman died due to pregnancy-related causes and there
were 35 malnourish children with a proportion of 12.15% whose aged 0-5 years old. BHWs conduct
regular home visits to every purok and massive information campaign about wellness of children 0-5
years old. As part of intervention, it is important to continuously monitor and conduct home visit to
avoid death of children and pregnancy-related causes incidence.
Shelter
A total of 10 households living in a makeshift housing with a proportion of 2.39% and 13
households who are informal settlers with a proportion of 3.11%. Many of the residents who are
living in makeshift houses and informal settlers are migrants from other municipalities. Financial
problem is one of the major reasons why they cannot afford to construct sturdy houses. Identification
of resettlement area is one of the possible interventions.
Water and Sanitation
A total of 56 households with a proportion of 13.40% has no access to improved water
source and 18 households do not have access to sanitary toilet facilities. Provision of clean and safe
water through SALINTUBIG Project could address this issue. For sanitary toilet facilities, Brgy.
officials will conduct dialogue to land owners to give permission the occupants to build such facility.
Sourcing out national and international funding agencies for provision of toilet bowls and
construction materials can also be done.
Basic Education
Children aged 6-11 years old not attending elementary has a magnitude of 20 with 7.38%
proportion while a high percentage of children aged 12-15 years old not attending high school with 64
individuals and proportion of 41.29% . A significant increase of children aged 12-15 years old can be
attributed to financial problem, distance to school and majority of them are already working. In order
to address the issues, different interventions were identified by the community such as home
visitation, Alternative Learning System (ALS) and prioritize the family to be a 4P’s beneficiary.

Income
A total of 198 households or a proportion of 47.37% with income below poverty threshold
and 126 households with income below the food threshold. This data shows a high poverty
incidence in Brgy. Kiloloron because of unemployment, inadequate job opportunities and job skills
mismatch. Before, many of the resident sources of income are charcoal making and logging. Since it is
prohibited, they were not able to provide adequate basic needs such as food for the family.
Identification of appropriate livelihood and skills training program were identified as intervention on
this incidence.
Employment
The member of the labor force whose unemployed is 73 or 13.01%. Majority of the residents
are engaged in fishing since it is a coastal barangay. Aside from inadequate job opportunities, there are

Peace and Order
No person is a victim of crime. Presence of police detachment (414) is helpful in keeping the
peace and order in the barangay as well as active rounds of Brgy. Tanod and close coordination with
law enforcers.

arangay Kiloloron is composed of seven (7) purok namely Balimbing, Duhat, Lanzones, Mangga Kaimito, Santol and Atis. Based on CBMS survey in 2014, it has a total population of 1,800 with 418 households and an average household size of 4. Among the 7 purok, Purok Kaimito has the largest population with a total of 551 or 30.61% while the least
populated is Purok Atis with 89 individuals or 4.94%.

In purok level, three (3) purok (Balimbing, Duhat and Lanzones) are dominated by female and four (4) purok (Mangga, Kaimito, Santol and Atis) have male majority.

In Table 15, it shows the number of informal settlers/squatters in the barangay. A total of 13 households or 3.11% are informal settlers. Majority of them are living at Purok Kaimito with a total of 8 households followed by Purok Lanzones with 2 while no households who are squatters in Purok Santol and Purok Atis.
Table 16 illustrates the number of children aged 6-11 years old who are not attending elementary school. It shows that there is 12 male and 8 female who are not attending school in the whole barangay with a total proportion of 7.38% out of 271.

There is no household who is a victim of crime in the past 12 months that’s been recorded at Barangay Kiloloron based on Table 20 data. Generally, Barangay Kiloloron is peaceful because of the intensified rounds of Brgy. Tanods and cooperation of the residents and also with the help of 414 PNP.

Table 26 shows the Types of Program Implemented in the last 12 months. In Small
Livelihood Program 2 or 0.11% benefited in the barangay. They are from Purok Lanzones and Purok Mangga, the rest of the purok has zero beneficiaries.
In food for school program 16 or 0.89% benefited in the barangay wherein the highest magnitude comes from Purok Duhat with 7 beneficiaries, meanwhile none from Purok Lanzones and Purok Kaimito benefited from this program. On the other hand, only one member benefited from food for work program. This individual was from Purok Santol.
There are 7 beneficiaries for Senior Citizen for Indigent Senior Citizen majority comes from Purok Lanzones. In 4P’s program, 118 or 6.56% benefited in the barangay wherein the highest magnitude comes from Purok Kaimito with 46 beneficiaries followed by Purok Duhat with 30 individuals.
There are 11 (0.61%) member of Philhealth. Majority are in Purok Mangga and Purok Kaimito both with 4 individuals each.

Table 27 shows other types of program implemented in the last 12 months. In
Medical/Health Insurance Program 17 or 0.94% benefited in the barangay wherein the highest magnitude of beneficiaries comes from Purok Duhat with 12 while Purok Balimbing, Lanzones and Atis have zero beneficiaries.
In Supplemental Feeding Program only 4 or 0.22% benefited in the barangay, they are from Purok Kaimito, the rest of the puroks has zero beneficiaries from this program. On the other hand, 11 or 0.61% benefited in Scholarship/Education Program. Majority of the beneficiaries are from Purok Kaimito with 6 individuals or 1.12%.
In Livelihood/Skills Training Program, 8 or 0.44% benefited in the Barangay. They are from Purok Kaimito with 3 and Purok Atis with 5 individuals. Meanwhile, 5 members or 0.28% benefited in credit program and they are from Purok Lanzones. Other program with 2 beneficiaries was not specified.

graph, there are 5 households who are engaged in livestock raising at Barangay Kiloloron. Two (2) in Purok Kaimito and one (1) household each in Puroks Balimbing, Santol and Atis. However, 2 of these households experienced decreased livestock raised. These households are from Purok Balimbing and Purok Santol.

Graph 3 shows the number of households engaged in fishing. Based on the graph, there are 30 households who are engaged in fishing at Barangay Kiloloron. It is in Purok Mangga with the highest number of households with a total of 9 and the least is Purok Balimbing and Duhat both with 1 household each. Unfortunately, 20 of these households experienced decreased fish catch. Majority are from Purok Mangga with 5 followed by Purok Atis with 4.

households or 7.17% out of 418 total households in the barangay who are engaged in fishing since it is a coastal barangay. 20 households or 66.66% experience decreased fish harvested. Major reasons for low harvest are increase in fuel prices and decrease in fishing area due to competition.
