In the wealth of literature that now exists on public

administration there is still a void when we look at the subset

of minority public administration. Until such time when scholars

and publishers produce this literature, we have to look at the

present literature of specific minoritf-es. Conceptually, we

then bring this to bear on the complex problems that face public

administrators uho work with minority people. Whether they,

themselves, are minority or otherwise.

Black, native, and Spanish speaking Americana are the three

main minorities mostly considered in this selected bibliography.

With the upward rise of Equal Opportunity legislation and the con-

comitant rise of the Women 's Movement, any current bibliography

that fails to deal with women as a minority is saneuhat pretnurptious.

Therefore, the fourth minority included herein is women.
