• The Commission continues to draft landmark protection language for properties that have achieved "Historical Landmark Status."

• The Commission continues to work with the city's Neighborhood Resource Coordinator in identifying and mapping historic neighborhoods.

Planning and Zoning Commission• The Unified Development Code Final Assessment was

presented and discussed at the April 6, 2021 meeting.• The Commission will review and discuss the 2022 CIP

budget and project list on May 4, 2021.

Alliance for Commerce in Englewood (ACE)At the April 14 ACE meeting, the owners of Broadway’s Shot Spot and Apex Combat Academy will provide members with a virtual tour of their respective business and discuss their business in greater detail.

Board of Adjustment and AppealsOn April 14, 2021, the Board will consider a variance to fence height in the front setback at 681 East Belleview Avenue.

Historic Preservation Commission• The Commission has applied for a grant from the

Colorado State Historic Fund to complete a city-wide historical structure survey. This is a non-competitive grant opportunity with a maximum award of $15,000.

E-Permitting• City staff is currently testing the first round of software

configuration for electronic permit submittals.

Short Term Rentals (as of March 23, 2021)• A survey has been released to gather feedback about the

process at the one-year anniversary of the Short-Term Rental (STR) Ordinance being adopted by City Council. The survey has been sent to those who have obtained and applied for STR Operating Permits.

• Approved STR Permits – 17• Properties ready for Inspection – 4• Inspections Completed / At Business License Phase – 3• Complete Applications Under Initial Review – 0• Applications requiring addition/revised info - 0• Notice of Violation Update – To date, nearly all properties

that have been issued NOV’s have come into compliance and have removed their property from STR websites. A total of 8 property owners have been issued summons. All 8 property owners whose cases have been referred to Code Enforcement have come into voluntary compliance.

• New STR NOVs – 5 new STR advertisements were identified and mailed NOV letters. .

Title 16 Community Assessment• The final report on the initial community outreach portion

of the project was presented to City Council on March 22 and Planning and Zoning Commission on April 6.

• A Request for Proposals was issued on March 23, 2021 for the full update and rewrite of the Unified Development Code, with the project estimated to be underway by early summer.

Small Business Week & Englewood Business Resource ExpoThe US Small Business Administration named the first week of May as "Small Business Week." In partnership with the Aurora-South Metro Small Business Development Center and the Greater Englewood Chamber of Commerce, the City is hosting a free, virtual Business Resource Expo on Wednesday, May 5, 9:00 am - 10:00 am. This event will feature presentations by key economic partners and will showcase resouces to support small businessess. The event is for entrepreneurs who want to support their business growth and expansion, and businesess recovering from the pandemic.

Business TrainingEnglewood partners with the Aurora-South Metro Small Business Development Center to offer training workshops, and free one-on-one consulting to assist startup and operating small businesses. The attached flyer details the 2021 training opportunities.

Restaurant), 3800 South Broadway, is interested in a Business Initiation Grant to support tenant finish expenses for their new location.

• Approved: Colore Italian Restaurant and Pizzeria, 2700 South Broadway, received a Business Initiation Grant to support the construction of a 4-season patio.

Other Business ResourcesArapahoe County launched a $7 million grant program targeted at small and medium sized businesses within Arapahoe County that are behind on commercial lease payments or mortgage payments due to the pandemic. The delay in rent payments must be due to impacts of the pandemic on normal business operations. Applications close April 16, 2021 at 5:00 pm or earlier if funds are exhausted.

Downtown Development Authority • The formation election for the Englewood

Downtown Development Authority (EDDA) took place on November 3, 2020. The mail-in ballot election was only for qualified electors within the DDA, shown here, including Downtown property owners, business owners and residential tenants.

• Based on the election results, the EDDA is now established and it has the authority to collect and spend revenues. However, the EDDA did not gain voter approval to issue debt or to assess a mill levy to fund EDDA operations.

• In December of 2020, City Council authorized proceeding with the appointment of the EDDA Board and other steps to activate the Authority. The Board will consist of 6 qualified electors from the District and one City Council member. Council interviewed the 13 qualified candidates who submitted applications on March 8 and the resolution appointing the Board members was approved on April 5, 2021. The EDDA Board will conduct its first official meeting later in April.

• Hilarie Portell of Portell Works is serving as the interim Executive Director of the EDDA. Hilarie was a member of the Downtown Matters consultant team and she is coordinating the various tasks required to formally establish the EDDA. She is also coordinating a search for grants to help fund EDDA operations, in addition to a working capital loan the city may extend to the EDDA. An e-newsletter was sent out mid-March to update downtown stakeholders on the formation of the EDDA. With the input of many prior Steering Committee members, a vibrant logo for the EDDA was recently selected.

Englewood CityCenter • SKB continues to work closely with city staff in planning the redevelopment

of key portions of CityCenter. SKB was selected by the City Council in 2020 as the preferred master developer to partner with in redeveloping the property depicted in blue which is owned or controlled by the city and/or the Englewood Environmental Foundation (EEF).

• Due to the negative real estate market impacts of the COVID-pandemic, the current Preliminary Development Agreement with SKB is expected to be amended. The amendment will be presented for City Council consideration on April 19, 2021 and it would enable SKB and the city until late 2021 to finalize a Master Development Agreement.

Former Weingarten Property• Staff continues to coordinate with LNR Partners about their plans to sell

the former Weingarten property (depicted in red). City and LNR representatives have been negotiating a “Framework Agreement” which would define the steps for terminating the underlying ground lease, which would facilitate future redevelopment of this portion of CityCenter.

• In order to support future redevelopment the Framework Agreement will include a commitment by the city to consider rezoning the site to the zoning that was in place prior to the construction of CityCenter. Community Development staff are coordinating the development of a rezoning proposal for the CityCenter area from PUD to MU-B-1 (the mixed-use zoning for the downtown area). A virtual public information meeting to review and comment on the rezoning concept is scheduled for April 27. The Framework Agreement is tentatively scheduled for City Council consideration on May 17, 2021.
