1. (U) USS KlTTY HAWK (CV-63) began 1981, i t s twen t ie th year o f serv ice t o the nat ion, prepar ing f o r a 1 A p r i l deployment t o the Western P a c i f i c and lndian Oceans. During January and February, KlTTY HAWK p a r t i c i p a t e d i n two readiness exerc ises (READIEX) culminat ing i n an 18 t o 21 February opera t iona l readiness eva luat ion (ORE). The month o f March was spent i npo r t San Diego prepar ing f o r overseas movement.

2. (U) KlTTY HAWK departed San Diego 1 A p r i l enroute Pearl Harbor, Hawaii and p a r t i c i p a t e d i n an ASW Exercise (SHAREM 43) and COPE RAINBOW p r i o r t o en te r ing p o r t on 12 A p r i l . With the Secretary of the Navy, the Honorable John LEHMAN embarked, KlTTY HAWK departed Pearl Harbor on 16 Apr i 1. SECNAV p a r t i c i p a t e d i n f l i g h t operat ions, addressed the crew and was honored by a pass-in-review conducted by the ships o f COMDESRON SEVEN. The wester ly t r a n s i t enroute Subic Bay took n ine days and included an a i r defense exerc ise (ADEX) w i t h the re tu rn ing USS RANGER (CV-61) and Soviet TU-95 BEAR reconnaissance i n the v i c i n i t y o f Wake Island; operat ions and the conduct o f a combat readiness assessment exerc ise (cRAE) i n the v i c i n i t y o f Guam; and For t ress Warr io r / l NCHOPEX 81-6 (BEAVER SNARE) exerc ise near the Ph i l ipp ines . RADM R. KIRKSEY, CTF-70/CTF-77 embarked i n KlTTY HAWK on 3 June f o l lowing a successful h igh speed (22 k t ) t r a n s i t o f t he San Bernardino S t r a i t .

3. (U) KlTTY HAWK a r r i v e d i n Subic Bay on 6 May and comnenced a resupply o f massive q u a n t i t i e s o f ma te r ia l i n p repara t ion f o r the lnd ian Ocean. On 13 May KlTTY HAWK departed enroute Singapore, conducted several exerc i ses west o f the Ph i l ipp ines , encountered Soviet TU-95 BEAR reconnaissance i n the south China Sea and rescued t h i r t y Vietnamese refugees a t sea.

4. (U) Fol lowing a f i v e day p o r t c a l l i n Singapore (20-24 May), KlTTY HAWK commenced a wester ly t r a n s i t o f the s t r a i t o f Malacca, entered t h e lnd ian Ocean and proceeded t o the Northern Arabian Sea. Weather cond i t ions were extremely unfavorable due t o the southwest monsoon, and constant ly tes ted the pro fess iona l c a p a b i l i t i e s o f av ia to rs and shiphandlers. On 1 June USS AMERICA (CV-66) turned over operat ions i n t h e nor thern Arabian Sea t o KlTTY HAWK whi l e Soviet I L-38 MAY ASW A i r c r a f t conducted the f i r s t o f many reconnaissance missions against the b a t t l e group. During the next t h i r t y days KlTTY HAWK conducted near-continuous f 1 i g h t operat ions, performing ocean survei 1 lance and t r a i n i n g evolut ions. On 24 June AMERICA returned and p a r t i c i p a t e d i n a mult i -phase la rge scale exerc ise (GONZOEX 81-4) w i t h KlTTY HAWK p r i o r t o reassuming the duty c a r r i e r ro le.

5. (U) KlTTY HAWK departed s t a t i o n i n the Arabian Sea enroute A u s t r a l i a on 1 July. During the t r a n s i t t h e embarked a i r wing p a r t i c i p a t e d i n two exerc ises which would a f f o r d them t h e i r only a i r - to-ground weapons d e l i v e r y t r a i n i n g i n the lnd ian Ocean. "Weapons Week" was conducted i n the v i c i n i t y o f Diego Garcia f o r four days (4-7 Ju l y ) and consisted o f a MINEX, SAREX, ALPHA s t r i k e , a e r i a l reconnaissance, war-at-sea exerc ise (WASEX) and o ther weapons del i ve ry t r a i n i n g . Upon a r r i v a l o f f the western A u s t r a l i a coast, KlTTY HAWK p a r t i c i p a t e d i n the two day U.S./Australia "Beacon South" exerc ise which included a i r - to-ground weapons d e l i v e r y on the Lancel in gunnery range no r th o f Perth, air-defense exercises and alpha s t r i kes . Both these exercises proved h i g h l y b e n e f i c i a l i n r a i s i n g t h e p r o f i c i e n c y o f the a i r wing crews.

6. (u) Fol lowing a most enjoyable seven day v i s i t t o the Fremantle/Perth area of Aust ra l ia, KlTTY HAWK departed f o r t he r e t u r n t o the Arabian Sea. While enroute RADM HARD l STY CTF-70/CTF-77 (RADM KI RKSEY I s re1 i e f ) departed and RADM J. BARTH, COMCARGRU THREE embarked on 31 July. Upon a r r i v a l i n the Arabian Sea, KITTY HAWK and AMERICA conducted ADEX 81-4 and turnover operat ions.

7. (U) KlTTY HAWK operated i n the Arabian Sea from 6 August t o 16 September when re1 ieved by the AMERICA f o r the l a s t t ime f o l l o w i n g GONZOEX 81-5. Captain R. C. TAYLOR r e l i e v e d Captain F.S. TEAGUE as Comnanding O f f i c e r o f KlTTY HAWK i n a hanger bay ceremony on 25 August. Operations dur ing t h i s second pe r iod i n the Arabian Sea were s i m i l a r t o the f i r s t pe r iod w i t h the exception t h a t the weather was much improved. KlTTY HAWK departed enroute Singapore on 16 September, a r r i v i n g i n p o r t 26 September.

8. (U) During the four day t r a n s i t o f the South China Sea enroute Subic Bay (1- 4 October), KITTY HAWK again encountered Vietnamese refugees (43) and Soviet TU- 95 BEAR reconnaissance. Add i t i ona l l y , an ADEX was conducted w i t h the newly a r r i v e d USS CORAL SEA (CV-43) b a t t l e group on 3 October.

9. (U) The 5 $0 23 October Subic Bay in -por t pe r iod was devoted t o r e v i t a l i z i n g KlTTY HAWK'S mate r ia l cond i t i on which su f fe red somewhat dur ing the Indian Ocean p o r t i o n o f the deployment. Although the crew had performed magn i f i cen t l y i n keeping the ship clean, the absence o f r e p a i r f a c i l i t i e s i n the Indian Ocean requi red t h a t many necessary repai r s be conducted i n Subic Bay i n prepara t ion f o r the r e t u r n t o conus.

10. (U) During the pe r iod 24-29 October , KlTTY HAWK conducted a b r i e f so journ t o Hong Kong f o r a fou r day v i s i t and returned t o Subic Bay on 1 November f o r a 4 November departure enroute conus. The r e t u r n conus t r a n s i t spanned twenty days and included an ADEX w i t h the westbound USS CONSTELLATION (CV-64) i n the v i c i n i t y o f Wake Is land and reconnaissance by Soviet TU-95 BEAR a i r c r a f t . KlTTY HAWK a r r i v e d i n Pearl Harbor, Hawai i on 16 November and embarked 716 Tiger r e l a t i v e s and guests f o r a most enjoyable s i x day t r a n s i t t o San Diego, Ca l i f o rn ia . On 22 November, a l l A i r Wing FIFTEEN crews f l e w o f f t o t h e i r respect ive home bases on t h e West Coast. KlTTY HAWK a r r i v e d i n San Diego t o a tumultuous welcome on 23 November.

11. (U) The year ended much the same as i t had begun, w i t h KlTTY HAWK i n San Diego. Preparat ions were being made f o r an e a r l y January 1982 t r a n s i t t o Puget Sound Naval Shipyard, Bremerton, Washington f o r COH. For her a c t i v i t i e s dur ing the 1981 deployment, KlTTY HAWK and her crew were awarded two Humanitarian Serv ice Medals f o r Vietnamese refugee rescues and the Navy Expedit ionary Medal f o r t he lnd ian Ocean operat ions. Other s i g n i f i c a n t events included the loss o f an A-7E a i r c r a f t and p i l o t from VA-94 i n February; the loss o f an SH-3H from HS-4 and an F-14A from VF-51 (crews recovered) i n June; and the loss o f a second F-14A (crew recovered) due t o a f l i g h t deck accident i n September. Also the ship hosted a luncheon f o r over 500 Hol iday Bowl f o o t b a l l game p a r t i c i p a n t s and guests on 16 December and a huge th ree ship (KITTY HAWK, CONSTELLATION and RANGER) Christmas p a r t y on 19 December. During 1981, KlTTY HAWK had indeed demonstrated her pro fess iona l prowess t o "Steam, Fly, F i g h t and Win" and "Press On".

c. (U) Special Services. KlTTY HAWK was deployed t o WESTPAC fo r the m a j o r i t y o f 1981 and personnel were ab le t o p a r t i c i p a t e i n a wide v a r i e t v o f recreat iona l events. an^ KlTTY HAWK took 'advantage of the excel'lent tours o f f e r e d i n Subic Bay, Singapore ( tw ice) , Perth, and Hong Kong. There was a huge 3 day p i c n i c p r i o r t o re tu rn ing from Subic i n October which was a l so we l l attended by a l l hands. KlTTY HAWK was w e l l represented i n sports w i t h t h e basketba l l team going undefeated, the soccer team p lay ing i n every country v i s i t e d and w i t h a f i r s t and second p lace showing i n WESTPAC i n t e r s e r v i c e boxing tournament. On re tu rn from WESTPAC, f r e e s h u t t l e bus serv ice was provided from Pearl Harbor t o the Hale Koa ho te l i n Waikiki . During the cru ise, Special Services a l so made over $8,000.00 i n emergency loans t o crew members. On r e t u r n t o San Diego i n November, Special Services resumed a 50% refund (up t o a maximum o f $15.00 per t i c k e t ) f o r a l l recreat iona l events o f f e r e d i n the San Diego area. I n December, KlTTY HAWK teamed w i t h USS RANGER and sponsored a ch i l d rens Christmas p a r t y which was a l so f o r USS CONSTELLATION, then deployed.

d. (u) Post Of f ice . The KlTTY HAWK Post Of f ice processed over 800,000 pounds o f incoming mai l and over 167,000 pounds of outgoing ma i l dur ing 1981. F inanc ia l l y , stamps were i n excess o f $109,787, and over 87,000 money orders, valued a t more then $24,300,000 were sold.

e. (U) Le a1 Off ice. KlTTY HAWK'S Legal and D i s c i p l i n e o f f i c e processed 1045 mast c a h m m a r y courts-mart ia ls , and 53 specia l cour ts -mar t ia ls dur ing the year 1981. I n addi t ion, the Legal O f f i c e handled approximately 3000 lega l assistance cases, 100 admin i s t ra t i ve discharges, numerous powers o f attorneys, b i l l s o f sale, a f f i d a v i t s o f support and l e t t e r s o f indebtedness.

f. (U) Pub l ic A f f a i r s O f f i ce . During calendar year 1981, the Pub l ic A f f a i r s Of f ice cont inued t o f u l f i l l i t s mission o f both i n t e r n a l and ex terna l information, as we l l as p rov id ing entertainment t o the sh ip ' s crew through three rad io s ta t i ons and two t e l e v i s i o n s ta t ions . A combination o f a l l missions was f u l f i l l e d through the "Flyer" newspaper and KlTTY HAWK "Family-Grams."

( 5 ) (U) Radio. Although bas ica l l y a volunteer operat ion, KHWK Radio was on the a i r f o r approximately 2,200 hours. g. (U) Q u a l i t y o f L i f e . The KITTY HAWK h a b i t a b i l i t y program made s i g n i f i c a n t s t r i d e s dur ing 1981. Increased manning from e i g h t t o twenty-one al lowed the Q u a l i t y o f L i f e D i v i s i o n t o expand and i n t e n s i f y i t s e f f o r t s a t improving shipboard h a b i t a b i l i t y . F i ve "R" D i v i s i o n personnel were incorporated i n t o QOL f o r the s p e c i f i c purpose o f head t roub le c a l l maintenance.

( 1 ) Four heads were completely renovated p r i o r t o WESTPAC '81. Because o f mater ia l l i m i t a t i o n s wh i l e deployed and the des i re t o minimize crew discomfor t due t o excessive c losure periods, a decis ion was made t o renovate those heads deemed unsa t i s fac to ry w i t h minimum tearout ; instead i t was decided t o apply e f f o r t t o pa in t i ng , deck app l ica t ion , a greater u t i l i z a t i o n o f replacement par ts , etc. This p a r t i a l rehab proved t o be a v i a b l e a l t e r n a t i v e and enabled QOL t o upgrade a greater number o f heads i n f a r less time. The head t roub le c a l l team, lead by an aggressive second c lass HT and r e v i t a l ized w i t h eager FRs, e l im inated a l l major and most minor problems found i n sh ip ' s heads. The c u t t i n g and c leaning o f numerous d ra in l i n e s and the i n s t a l l a t i o n o f unions reduced t h e number o f incoming t roub le c a l l s . The Qua l i t y o f L i f e D i v i s i o n i n s t i t u t e d an

e l e c t r i c a l t roub le c a l l team t o e l im ina te e l e c t r i c a l problems i n heads and ber th ing spaces. I t was manned by an EM3 and an FN s t r i k e r who were kept busy w i t h l i g h t i n g and o u t l e t i n s t a l l a t i o n , rewi r ing , f i x i n g o f appliances, etc.

(2) A program t o resu*riace or reseal decks i n heads and passageways was es tab l ished but slowed because of ma te r ia l shortages i n the Indian Ocean and t h e uncer ta in ty surrounding the upcoming COH. An epoxy ch ip system was ins ta l l ed , but t he r e s u l t s were not sa t i s fac to ry . Ceramic t i l e was layed i n several heads w i t h mixed resu l t s . Use o f ceramic t i l e should be r e s t r i c t e d t o smaller o f f i c e r s heads t o reduce the p o s s i b i l i t i e s o f t i l e breakage. QOL should concentrate on upgrading deck l ongev i t y and appearance by exp lo r ing o ther ma te r ia l op t ions i n CONUS.

(3 ) When faced w i t h a c r i t i c a l be r th ing shortage because o f increased manning p r i o r t o deployment, QOL was responsib le f o r t he i n s t a l l a t i o n o f e igh ty - f o u r ber ths i n var ious l oca t ions throughout KITTY HAWK. Great care was taken t o ensure t h a t adequate lounge space was preserved and h a b i t a b i l i t y s p e c i f i c a t i o n s not v io la ted. Tota l r e h a b i l i t a t i o n was completed i n th ree spaces encompassing fo r t y - two berths. I n i t i a t i v e s included: v e n t i l a t i o n red i rec ted and lagged, l i g h t i n g i n s t a l l e d , decks underlayed and t i l e d , and i n one compartment a bulkhead formed t o lower excessive temperatures.

(4) The QOL o f f i c e r , d i v i s i o n o f f i c e r , and LPO are .members o f the H a b i t a b i l i t y Board and ensure i t s other members are advised o f pending p lans and problems t h a t requ i re discussion. The board met f i v e t imes dur ing the year. Topics o f s ign i f i cance included:

- D iv i s ions w i l l p rov ide TAD personnel t o vent team t o a s s i s t w i t h vent cleaning.

- V e n t i l a t i o n t r a i n i n g and coord inat ion r e s p o n s i b i l i t i e s l i e w i t h the Engineering Department.

- QOL assumed t o t a l r e s p o n s i b i l i t y f o r head t roub le c a l l maintenance. - QOL i n t e n s i f i e d i t s po l i c e p e t t y . o f f i c e r (PPO) t r a i n i n g and encouraged

d i v i s i o n o f f i c e r attendance. - QOL coordinated stateroom improvements. - E l im ina t ing scouring powder as a c leaning agent due t o c logg ing d r a i n

(5) A Q u a l i t y o f L i f e program was i n i t i a t e d which provided amp l i f y ing l ec tu res on v e n t i l a t i o n t r a c i n g and cleaning. I t was determined t h a t t h e Engineering Department should assume r e s p o n s i b i l i t y f o r the program p r i o r t o deployment.

( 6 ) The Q u a l i t y o f L i f e D i v i s i o n O f f i c e r conducted weekly head inspect ions on a random basis. Resul ts were forwarded t o department heads v i a the Executive Off icer.

( 7 ) I n order t o perform requ i red rehab i 1 i t a t ion, scheduled maintenance, and/or major cleaning, i t was necessary t o secure compartments, passageways, and ladders a t unspeci f ied times. QOL regulated t h i s t o ensure t h a t the crew was not deprived o f necessary f a c i l i t i e s f o r excessive periods.

(8) QOL was the pr imary hand t o o l ( l e s s e l e c t r i c a l ) i ssu ing f a c i 1 i t y i n KITTY HAWK. Required r e p a i r p a r t s such as spuds, f l usho meters, e tc , were d i s t r i bu ted .

(9) I n order t o b e t t e r acquaint PPOs and compartment cleaners w i t h c leaning and maintenance techniques, QOL conducted lec tu res on maintenance and repa i rs . Th is i n s t r u c t i o n enabled PPOs t o b e t t e r resolve problems wi thout having t o invo lve QOL.

(10) The comnand devoted a great deal o f e f f o r t i n upgrading crew h a b i t a b i l i t y aboard KITTY HAWK. The Commanding O f f i c e r and Executive O f f i c e r conducted frequent inspect ions o f the sh ip ' s spaces. The CO requ i red PPOs and compartment cleaners t o document a1 1 descrepancies (complete w i t h t roub le c a l l numbers) w i t h i n t h e i r spaces. He requ i red t h a t they post a reasonable d a i l y c leaning schedule i n a conspicuous place. Guidance from the enjo ined department heads, d i v i s i o n o f f i c e r s , and c h i e f s was requ i red t o ensure t h e i r spaces were p roper l y maintained.

(11) KITTY HAWK was very i n te res ted i n crew sa t i s fac t i on . The CO persona l ly met a1 1 newly r e p o r t i n g personnel w i t h i n the f i r s t 48 hours and was adamant about the crew rece iv ing i ndoc t r i na t i on . I n WESTPAC, a message was sent t o each man's pr imary next o f k i n s t a t i n g he has ar r ived, what h i s m a i l i n g address was, what d i v i s i o n he had been assigned to, and h i s d i v i s i o n o f f i c e r ' s name. New men were p a i d on a r r i v a l and assignment o f a clean rack and locker w i t h bedding and a temporary lock was mandatory.

SUPPLY DEPARTMENT

1. (u) S-1 Stock Control D iv is ion .

a. (u) The beginning o f 1981 found the S-1 D i v i s i o n hard a t work g e t t i n g ready f o r the upcoming Western P a c i f i c and Indian Ocean deployment. The SRA per iod ended and preparat ions began for the f i r s t o f two work-up cruises. Predeployment conferences were he ld monthly a t COMNAVAIRPAC w i t h the a i rw ing and s h i p ' s company (AIMD and Supply) i n attendance. AVCAL shortages were discussed along w i t h new i tems t o be supported such as A7 FLIR, SH-3H he lo w i t h the new TACNAV systems and the SLEP MD3 Tow Tractor f o r GSE. A f t e r the work-up c ru ises which were he ld i n January and February, t he ship entered the pre-deployment pe r iod f o r the month o f March and deployed on 1 Apr i 1. Due t o U1500 computer problems, reorders f o r bo th AVCAL and COSAL were delayed u n t i 1 t he f i n a l week before deployment. A COSAL reorder was forwarded t o NSC Pearl Harbor i n A p r i l . I n May, bo th AVCAL and COSAL reorders t o t a l l i n g more than 28,000 l i n e items were forwarded t o NSD Subic Bay v i a COD. The f i r s t i npo r t per iod i n Subic Bay found t h e Supply Department busy loading mate r ia l s f o r t he next at-sea per iod. The ship l e f t Subic Bay on the 13th o f May headed f o r the Indian Ocean v i a a short stop i n Singapore.

b. (U) While operat ing i n theX1.0., there was a no t i cab le lack o f AFS support. AO/AE support w i t h h u l l load 1 i s t items was excel l en t , bu t was not adequate t o support a CV w i t h a f u l l a i rw ing embarked.The S-1 O f f i c e r was designated as the Mater ia l Control O f f i c e r f o r Task Force 70.2. A t o t a l o f 809 urgent mater ia l screens were processed w i t h a t o t a l of 220 issues made f o r a 28% f i 1 1 ra te . An urgent ma te r ia l request program was set up w i t h NSD Subic Bay which proved very he lp fu l . An a c t i v e NMCS/PMCS v a l i d a t i o n team helped t o f u r t h e r enhance squadron supply support. The va l i dat ion team was made up o f two sharp AK1 ' s from the S-1 Program Management Branch (PMB). With the except ion o f the U- 1500 problems, the S-1 D i v i s i o n operated we l l . On t h e average, about 600 r e q u i s i t i o n s were processed per day, w i t h CASREPS averaging about 70 o f f sh ip requ is i t i ons .

c. (u) The 1981 c r u i s e ended on 23 November and preparat ions f o r the COH a t Puget Sound Naval Shipyard went i n t o f u l l swing. SFOMS has been set up and r e q u i s i t i o n s placed on order w i t h some rece ip ts already received. During 1981 COSAL support was about 86% and AVCAL a t about 75%. I n s p i t e o f t he many unforseen problems, the S-1 d i v i s i o n had a good year. A way i s always found t o procure and de l i ve r , even when i t seems impossible.

2. (u) S-2 Food Service D i v i s i o n

a. (U ) Overal l t he Food Serv ice D i v i s i o n completed a very successful 8 month deployment i n the lnd ian Ocean and Western Pac i f i c . As a morale booster the crew enjoyed many specia l meals such as B i r thday dinners and New Fathers

I n add i t ion , t h i s SRA per iod was u t i l i z e d t o send personnel t o F i r e f i g h t i n g and Damage Control schools i n Subic Bay. Upon completion o f the deployment f i f t y percent o f S-2 personnel were granted a much deserved leave pe r iod i n t ime t o enjoy Thanksgiving and the Christmas Hol idays w i t h t h e i r f am i l i es . Add i t i ona l l y , i n p repara t ion f o r t he upcoming COH, a l l the p lans t o completely renovate the g a l l e y p r i o r t o the next deployment were stated. A team o f experts i n the areas o f food service, a draftsman, and an a r c h i t e c t were contracted f o r and brought aboard t o p lan the renovation of the E n l i s t e d Din ing F a c i l i t y Gal ley A f t , Bakeshop, Butcher Shop A f t and Forward, Vegetable Prep Room Forward, and A f t and the Mess deck areas forward and A f t f o r maximum space u t i l i z a t i o n . The O I C o f the Food Management Team and Master Chief STROTHERS were a l s o c a l l e d upon i n these extensive e f f o r t s t o renovate the En l i s ted Din ing Faci 1 i ty .

3. (U) S-3 Sales D iv is ion . The year began w i t h an in tens ive e f f o r t t o execute an e f f e c t i v e and comprehensive loadout o f merchandise, par ts , and serv ice suppl ies t o ensure maximum serv ice throughout West Pac '81.

a. (U) Sales. P r i o r t o the cru ise, the T o i l e t r y S to re ' s shelv ing capaci ty was increased 100 percent by adding a twenty-one f o o t d isp lay case fo r the sa le o f small p i l f e r a b l e items. This allowed f o r a greater l i n e o f merchandise and resu l ted i n t r i p l e the d a i l y sales i n t h a t o u t l e t . A new convenience store, t h e Hawk's Nest, was es tab l ished t o c a r r y t o i l e t r i e s , tobacco products and snacks. This o u t l e t proved t o be popular, espec ia l l y among o f f i c e r s due t o i t s convenient locat ion . Add i t i ona l l y , the gedunk hours o f operat ion were extended t o prov ide twenty-two hours o f continuous service. A l l new video games and soda machines were i ns ta l l ed , rep lac ing o l d and de te r io ra ted machines. Throughout the deployment the ship ' s s tores were adequately stocked, however i t was d i f f i c u l t t o mainta in an adequate supply o f T - s h i r t s and b r i e f s . Three la rge orders o f f o re ign merchandise were purchased, valued a t $700,000 wholesale. Gross sales f o r the calendar year approached $3.5 m i l l i o n which provided over $280,000 t o the Sh ip 's Welfare and Recreat ion Fund.

b. (U ) Services. I n the th ree months p r i o r t o the s t a r t o f WestPac 81, a l l barber equipment was inventor ied and any shortages o f equipment o r suppl ies refurbished. The same app l ied i n the laundry, d ry c leaning and t a i l o r shop. Remodeling o f a l l three barbershops was completed and a l l down equipment i n t h e 1 aundry was repa i red. Continuous equipment problems were encountered i n the dry c leaning p l a n t and, as a r e s u l t , o v e r a l l d ry c leaning serv ice was marginal. I n the laundry, numerous equipment problems were experienced, bu t through the p e r s i stence o f "El' and "R" d i v i s ions, repa i r s were accompl i shed expedi t ious l y

They accomplished t h i s job i n conjunct ion w i t h regu la r l y scheduled work i n a most ambit ious and commendable manner.

c. (u) Storage Space. Storage cont inued t o be bare ly adequate. An ino rd ina te l y la rge order o f f o re ign merchandise requ i red a hangar bay sa le because there was not enough storeroom space ava i lable. A1 though h i g h l y successful, i t was not the p re fe r red manner because o f t he s e c u r i t y problems associated w i t h open storage o f h i g h l y p i l f e r a b l e merchandise.

d. (u) Personnel. Generally, SH manning was s u f f i c i e n t w i t h 55 SH's and 30 TAD personnel. An emphasis on v e r s a t i l i t y and job r o t a t i o n provided t r a i n e d personnel dur ing peak load per iods t o work i n a given o u t l e t o r f a c i l i t y u n t i l the peak subsided. Men o f ten had t o work extended hours t o accomplish underway replenishments but i t was ra re t h a t such evo lu t ions ever a f fec ted the amount or q u a l i t y o f service. I n summary, t he Ship 's Servicemen performed i n an exemplary manner.

4. (U) S-4 Disburs ing D iv is ion . During the w in ter and spr ing o f 1981, the Disbursing d i v i s i o n was i n the process o f prepar ing f o r the upcominq deployment. I n Apr i 1 CVW-15 came aboard b r i'ngi ng over -2000 pa; accounts. ' I n order t o handle the workload, d isburs ing o f f i c e personnel worked twelve t o s ix teen hours a day. The o f f i c e was manned twenty-four hours a day f o r a l l k i nds o f business t ransact ions ( t r a v e l claims, pub1 i c vouchers, emergency pay, specia l pay, e t c ) . During t h a t per iod the d isburs ing o f f i c e processed 2,800 t r a v e l claims, 200 emergency pays and 210 specia l pay ro l l s . Thousands o f OCR documents were processed w i t h a very h igh l eve l o f accuracy of over n ine ty -n ine percent. A f t e r re tu rn ing from deployment i n l a t e November, d isburs ing o f f i c e underwent a major turnover o f d isburs ing personnel w i t h the d isburs ing o f f i c e r and LCPO both being t rans fe r red i n the same month. There was a l so a loss o f two second c lass p e t t y o f f i c e r s w i thout replacement. Although there was no major upgrading o f f a c i l i t i e s i n the d isburs ing o f f i c e , concentrated e f f o r t s t o mainta in t h e o v e r a l l appearance o f the f a c i l i t y were noted. A new t r a v e l c la ims computer was i n s t a l l e d i n an e f f o r t t o upgrade o v e r a l l t r a v e l c la im service. Throughout the period, the d isburs ing o f f i c e cont inued t o prov ide outstanding, responsive and courteous serv ice t o a l l customers.

5. (U) S-5 Wardroom D iv i s ion . The mess b i l l f o r 1981 cont inued t o be kept a t $85/month desp i te ever increasing food costs. This was made poss ib le by a c r e a t i v e and resourcefu l MS s t a f f which c a r e f u l l y planned and executed Wardroom operat ions. The mess share averaged $16.00 w i t h the t o t a l membership o f j u s t over 400 o f f i c e r s . The Wardroom hosted a specia l dinner a t the Cubi Po in t O f f i c e r ' s Club f o r t he Seventh F l e e t B a t t l e Force Group which was attended by over 750 o f f i c e r s and guests and was an overwhelming success. From t ime t o t ime t h e Wardroom provided specia l amenit ies f o r ret i rement ceremonies and o ther specia l occasions and prepared and served formal dinners onboard f o r the Marine

Upon completion o f the 1982 COH, the Hawk Wardroom a n t i c i p a t e s t h a t t he physical improvement w i l l g r e a t l y enhance the performance, e f f i c i e n c y , and q u a l i t y o f t he o f f i c e r ' s food serv ice operat ion.

6. (U) S-6 Av ia t i on Stores D iv is ion .

a. (U) With the end o f the SRA per iod i n January, S-6 began making f i n a l p repara t ions f o r the upcoming Westpac/lndian Ocean deployment. January and February saw two predeployment work-up per iods w i t h March having the f i n a l i n p o r t period. During the work-up underway periods, S-6 i n i t i a t e d the " K i t t y Hawk Express" program under which requ i red a v i a t i o n par ts , not a v a i l a b l e on K i t t y Hawk, were ordered v i a the home a i r - s t a t i o n f o r shipment t o the ship. A lso dur ing the month o f March, S-6 performed a "Repair and Return" o f a1 1 non-RFI repa i rab les belonging t o CLAMP and Rotable Pool w i t h the home a i r - s ta t i ons . However, 80 percent o f these were returned t o K i t t y Hawk s t i 1 1 i n a non-RFI condi t ion.

b. (U) Upon deployment, S-6 D i v i s i o n had a ro tab le pool range o f 95 percent, depth o f 86 percent and CLAMP range o f 96 percent, depth 92 percent. Rotable pool and CLAMP range was considered t o be 100% w i t h cross-deck ac t i ons from the USS RANGER i n the l a t t e r p a r t o f A p r i l . At Subic Bay the Supply Department became inundated w i t h ma te r ia l from the f i r s t and second re-orders. Many days were spent between Subic Bay and Singapore stowing t h i s mater ia l . High e f fec t iveness ra tes i n the CLAMP and r o t a b l e pool u n i t s began t o d e t e r i o r a t e t o unacceptable l e v e l s dur ing July. The major c o n t r i b u t i n g f a c t o r f o r t h i s d e t e r i o r a t i o n was the amount o f U1500 downtime p r i o r to, and during, t he e a r l y stages o f t he deployment. This downtime negat ive ly a f f e c t e d our a b i l i t y t o t rack usage, monitor reorders, and manage onboard inventor ies. While opera t ing i n the Indian Ocean the l o g i s t i c s p i p e l i n e s were s t re tched t o t h e i r maximum. However, t he mater ia l f low, al though slow, was consistent . The average turnaround t ime f o r the ma te r ia l a v a i l a b l e i n the system va r ied g r e a t l y depending on COD serv ices and a b i l i t y t o UNREP. During the month o f November S-6 had an a s s i s t v i s i t by the Av ia t i on Supply O f f i c e ' s Repa i rab les Accounting Management Ass i s t Team (RAMRAT). The team was ass is ted by the CLAMP representa t ive f o r COMNAVAIRPAC. The corrment upon t h e i r departure was " K i t t y Hawk's CLAMP records and accounting f o r CLAMP mate r ia l i s as good o r bet ter" , than any c a r r i e r they had been on.

c. (U) Upon our r e t u r n t o San Diego, S-6 began t o o f f l o a d AVCAL, CLAMP, and Rotable Pool one week a f t e r a r r i v a l and cont inued through the month o f December.

7. (u) S-7 ADP Div is ion . S-7 began 1981 w i t h ser ious equipment problems. The o v e r a l l system avai l a b i 1 i t y was less than f o r t y percent throughout t h e predeployment per iod and even through the c r u i s e i t s -e l f . A newly recondi t ioned CPU was i n s t a l l e d p r i o r t o the deployment, and wh i l e the machine a v a i l a b i l i t y d i d improve i t remained extremely low throughout the year. Despite the equipment problems, the S-7 D i v i s i o n had an exce l l en t year. A t r a i n i n g program was

a key p r o j e c t which resu l ted i n successful on the job q u a l i f i c a t i o n o f n ine operators and t h i r t e e n keypunch operators. Production, severely r e s t r i c t e d by poor equipment avai l a b i 1 i ty , was conf ined t o SJUMPS and SUADPS w i t h a l i m i t e d amount o f a v i a t i o n 3-M. The a v i a t i o n 3-M runs were backlogged throughout the deployment. Keypunch product ion was exce l l en t w i t h over 210,000 documents processed monthly dur ing the c ru ise .

8. (u) S-8 Mater ia l D iv is ion . From January through March 1981, be fore the ship deployed f o r Westpac and the Indian Ocean, S-8 D i v i s i o n received and loaded thousands of l i n e items and tons o f ma te r ia l aboard ship. While the ship was deployed, S-8 d i v i s i o n personnel were involved i n underway replenishments/vertreps an average o f every fou r t o f i v e days. Replenishments ranged from rece iv ing a few p a l l e t s o f compressed gases/lube o i l s wh i l e alongside a T-AO, t o mul t i -sh ip , mult i -comnodity replenishments w i t h f o u r CONREP s t a t i o n s r igged and simultaneous VERTREP. The la rgest replenishment t o t a l l e d approximately 1,100 p a l l e t s and was composed o f fresh, frozen, d ry prov is ions , s h i p ' s s to re stocks, sodas, f i l l and h u l l items, f l e e t f r e i g h t , and mai l . During p o r t v i s i t s , S-8 d i v i s i o n personnel d i d not have much l i b e r t y and demonstrated a "can-do" a t t i t u d e . F lee t f r e i g h t was received aboard ship and ret rograde shipped t o designated overhaul p o i n t s (DOPIS), thus r e q u i r i n g shipping and rece iv ing personnel t o remain aboard ship dur ing l i b e r t y hours. Upon a r r i v a l i n San Diego i n l a t e November, Supply was involved i n o f f l o a d i n g the a i rw ing (450 p a l l e t s ) and AVCAL (290,000 lbs) o f mater ia l , which, once again requ i red S-8 d i v i s i o n personnel t o remain aboard ship. F i n a l l y , i n mid-December, S-8 was able t o a l l ow some much deserved leave f o r t he d i v i s i o n .

3. (U) Counseling and Assistance Center (CAAC). Workloads on the CAAC continued t o increase i n p o r t s w i t h h igh l eve ls o f drug a v a i l a b i l i t y . AIRCRAFT INTERMEDIATE MAINTENANCE DEPARTMENT

1. (u) During the e i g h t month 1981 cru ise, AlMD inducted 44,600 items. O f t h i s number, 40,736 items were processed w i t h 32,849 items made Ready For l ssue (RFI) an RFI r a t e o f 80.6 percent. The average number of items processed monthly (5575) exceeded the previous c r u i s e ' s peak month (3500 i tems processed) by 2075 items o r 59 percent. For t h i s e f f o r t , AlMD received a congra tu la tory message from the Comnander, Task Force 77.

3. (U) COH-82 p lanning began i n the l a t e f a l l i n p repara t ion f o r t he i n s t a l l a t ion o f numerous new support systems. The systems scheduled f o r i n s t a l l a t i o n (by SHIPALT) were: An AAM-60 update t o support A-6E TRAM; i n s t a l l a t i o n o f t he E-2C Advanced Radar Processing System (ARPS); an extensive mod i f i ca t i on t o e x i s t i n g VAST spaces t o prov ide expanded stowage f o r F-14, S-3, and E-2C t e s t program sets and adapters; and i n s t a l l a t i o n of equipment t o support deployment o f the F-14 Tac t i ca l A i r Reconnaissance POD System (TARPS).

(U) The Department supported the comnunications requirements o f the ship, CTF-70/77, CVW-15 and CDS-7 whi l e deployed t o the Western P a c i f i c and Indian Ocean from 01 A p r i l t o 23 November 1981. A r r i v a l i n San Diego on 23 November 1981 marked the culminat ion o f a successful KlTTY HAWK deployment, dur ing which KlTTY HAWK Comnunications processed over 251,000 incoming and outgoing naval messages w i t h a d i s t r i b u t i o n o f over 7 m i l l i o n copies.

DECK DEPARTMENT

1. (U) Deck Department exper ienced minimum personnel turnovers dur ing the Western P a c i f i c and lndian Ocean deployment. However, even w i t h the small turnover, there was a c r i t i c a l shortage o f ra ted Boatswain's Mate's.

2. (U) The operat ional s ta tus o f a l l deck machinery and equipment was good t o exce l len t . Due t o the h igh tempo o f WESTPAC and lnd ian Ocean operat ions, a v a r i e t y o f minor problems were experienced w i t h the winches. A1 1 winches are expected t o be overhauled dur ing COH.

3. (U ) Deck Department conducted a t o t a l o f ninety-one UNREPS; s i x t y - f i v e dur ing the 1981 deployment.

4. (U) The OUTRIGGER i n s t a l l a t i o n on the forward fac ing o f e levator three was completed a t Singapore i n May. The i n s t a l l a t i o n was t o be used f o r t he t r a n s f e r o f heavy engines dur ing the Indian Ocean p o r t i o n o f the deployment. However, t he OUTRIGGER was not requ i red due t o a v a i l a b i l i t y o f the new heavy l i f t strongback c a p a b i l i t y on several a u x i l i a r y ships operat ing i n the area.

NAVIGATION DEPARTMENT

1. (U) KITTY HAWK completed two at-sea per iods i n the SOCAL opera t ing areas dur ing January and February, and a standdown POM pe r iod i n March, i n prepara t ion f o r the deployment on 1 Apr i 1. The Navigat ion Department received a grade o f outstanding f o r a l l events dur ing the February Operational Readiness Evaluat ion (ORE).

2. (u) During the 1 A p r i l t o 23 November deployment, KITTY HAWK completed passages through severely r e s t r i c t e d waters i nc lud ing two passages through t h e S t r a i t s o f Malacca and San Bernardino S t r a i t s , and anchorages i n the f o l l o w i n g por ts : Singapore (2) ; Fremantle, Western Aust ra l ia ; and Hong Kong. A l l nav igat ion compet i t ive exercises requ i red dur ing the c r u i s e were completed w i t h grades o f outstanding. The Navigat ion Department was commended by t h e Commanders o f Car r ie r Groups THREE and FIVE f o r nav igat iona l and shiphandl ing expert ise.

3 . (U) Extensive t r a i n i n g o f quartermasters was conducted throughout the year. A l l personnel who were e l i g i b l e , went up f o r r a t e and were subsequently advanced.

3. (U) During the t r a n s i t from Subic Bay t o Singapore, the medical s t a f f p a r t i c i p a t e d i n the h i g h l y successful rescue of 30 Vietnamese refugees. The KITTY HAWK medical s t a f f a l so provided serv ices t o the Vietnamese refugees rescued by other elements o f t he B a t t l e Group. The senior medical o f f i c e r CDR

and LCDR were f lown t o the USS FANNl NG f o r the successful treatment o f a sever ly dehydrated Vietnamese c h i l d . A l l refugees were subsequently t rans fe r red t o the USS WABASH f o r t ranspor ta t i on t o a refugee camp i n Singapore. During t h i s same t ime frame, a myocardial i n f a r c t p a t i e n t was cared f o r on the ward and t rans fe r red t o NRMC Subic Bay v i a Singapore i n May.

4. (U) During Ju ly the KITTY HAWK crossed the equator and i n i t i a t e d POLLYWOGS i n t o King Neptune's Realm. No s i g n i f i c a n t casua l t i es were noted. Captain T. ENGINEERING DEPARTMENT

1. (u) KITTY HAWK steamed over 100,000 m i 1 es dur ing the year. The Engineering Department performed numerous r e p a i r s underway t h a t would normally be c a r r i e d ou t inpor t . The repa i r s included: rep lac ing number 1-7 l i n e sha f t bearing; t ak ing number one main machinery room and number one auxi 1 1 i a r y machinery room down t o co ld i r o n f o r valve repa i rs ; rep lac ing the "U" bends i n the economizer i n 2A and 48 b o i l e r s ; and r e p a i r i n g the bottom blow p i p i n g i n 48 b o i l e r . EDTA waterside c leaning o f the b o i l e r s was i n s t i t u t e d w i t h exce l l en t resu l t s .

2. (u) During the deployment the Engineering Department provided technical support, motor \rewind service, i n t e r i o r comm~~nicat ions support, welding, and o ther r e l a t e d serv ices t o elements o f the B a t t l e Group. While opera t ing i n the Indian Ocean, KITTY HAWK had repeated problems w i t h contaminated f u e l ; however, the contamination disappeared once the ship l e f t the Indian Ocean.

3. ( U ) The work def i n i t ion conference f o r the 1982 COH was conducted i n October wh i l e i n p o r t Subic Bay, R. P.. I n December, personnel from Puget Sound Naval Shipyard, Bremerton, Washington, a r r i v e d i n San Diego t o make p re l im ina ry access cuts. They a l so began removing asbestos and equipment from Number one main and number one a u x i l l i a r y machinery rooms. Number one shaft was uncoupled i n preparat ion f o r t h e Bremerton T rans i t and preoverhaul inspect ions o f the main reduct ion gears and tu rb ines were conducted.
