Foreword

I am delighted to welcome you to the Department for International Trade (DIT) ‘Export Hub’ at SPE Offshore Europe 2019.

The UK oil and gas supply chain has an excellent reputation worldwide and remains the global partner of choice in the subsea and oil and gas industries. However, the Energy Industries Council (EIC) ‘Survive and Thrive’ report continues to highlight the fact that export is the least used business development solution by UK supply chain companies. DIT and partner organisations can help to identify, manage and mitigate these challenges and it is gratifying to note that awareness of the support available from DIT, SDI, UKEF, EIC, Subsea UK and others has risen, but there is still a lack of understanding of where the best markets for energy exports around the world are, how to do business abroad with the right local partner.

So, there is work to do and that is why the Government introduced an ‘Export Strategy’ to help UK exports rise from 30 to 35% of GDP. The strategy sets out a range of actions DIT are undertaking to assist your efforts to win international business and I urge you to take a look and get involved. To help this become a reality DIT aim to achieve three things at this year’s OE19:

• To increase UK companies’ knowledge of DIT’s offer through the use of the Export Hub as a facility for DIT activities.

• To introduce UK suppliers to high-level purchasing delegations of operators and contractors from around the world: Azerbaijan, India, Kazakhstan, Argentina, Brazil, Mexico, Guyana, Kenya, Uganda, Nigeria, Ghana, Senegal, Mauritania, Norway and Russia.

• To introduce the very best UK innovative technologies through ‘Technology Innovation Workshops’ on the DIT Export Hub to overseas purchasers.

• In addition UK Export Finance will provide advice on project financing options and there will be an extensive programme of one to one meetings with international buyers and DIT officials from around the world.

The markets mentioned offer some of the best fits with the UK sector strengths and your capabilities are held in the highest regard in these, and other markets. Case Study: JDR Cables

JDR Cable Systems is a provider of subsea technologies and services connecting the global offshore energy industry. They design, engineer and manufacture subsea power cables, production umbilicals and a variety of other control systems and technologies for the oil and gas and energy sectors. The majority of the firm’s output – more than 80% – is exported to overseas markets including Asia Pacific, the US, West Africa and Europe.

The Export Control Joint Unit (ECJU)

The Export Control Joint Unit (ECJU) issues licences for the export of ‘strategic’ goods.These can include:• Military equipment• Dual-use goods (can be used for

both civil and military purposes)• Radioactive sources

Other types of open licences Open Individual Export Licences (OIELs) cover multiple shipments of specific controlled goods to named destinations.

Open General Trade Control Licences (OGTCLs) control trafficking and brokering activity between one third country and another where the transaction or deal is brokered in the UK or by a UK person.

Open Individual Trade Control Licences (OITCLs) allow a range of activities, such as the trading of specific goods between any numbers of specified countries.

What kind of licence do I need? Open General Export Licences – Available for a range of goods and destinations. If your goods are controlled and not covered by one of the OGELs, you must apply through SPIRE for an Export Licence. Open Individual Export Licences (OIELs) cover multiple shipments of specific controlled goods to named destinations. There are also licences covering transhipment and trade control (trafficking and brokering) activities.

Greg Quinn took up the position of British High Commissioner to the Co-operative Republic of Guyana and Non-Resident Ambassador to Suriname in February 2015 succeeding Mr Andrew Ayre. He joined the FCO in 1995 and has served overseas in: Tallinn; Accra; Minsk; Baghdad;

Eric Olanya is the Country Director for the Department for International Trade at the British High Commission – Kampala responsible for supporting trade between the UK and Uganda. He is sector lead for infrastructure and oil and gas with oversight responsibilities for agritech and renewables. His main role involves developing strategic partnerships with UK companies to deliver large projects.

Eric has been UK Export Finance champion for the East African region, is involved in a number of projects under development, with key success in an airport project in Uganda’s oil region. Roxana is the International Trade and Investment (ITI) Officer for DIT in Havana, Cuba. She has been working for DIT for almost 3 years and has experienced wide expertise in several sectors. Roxana leds on Agri-tech, Communications, and RE Sectors during the first months in DIT, and currently the Energy desk in Cuba. Her main role is to introduce British companies to the Cuban market and to provide support

to facilitate the wining of new businesses. Among other tasks, Roxana provides effective support to the British Group based in Cuba throughout the year, coordinate, and organise events and trade missions to the UK (now focus on O&G and RE). Claire has been with the Export Control Organisation for nine years and leads the work of the Business Awareness Unit.
