Global success stories

Joint Project 2077 (JP 2077) Military Integrated Logistics Information System (MILIS)Australia

MILIS is designed to provide standardised logistics processes across the Defence supply chain via a single system and improved decision-making support through reliable, accurate and timely data. In addition, MILIS has become the financial system for managing General Stores Inventory and Repairable Items.

The scope of JP2077 includes future phases aimed at improving deployed logistics support and enhance engineering and maintenance activities. MILIS and its predecessor, the Standard Defence Supply System (SDSS), are based on software provided by Mincom (now Ventyx).

Aurecon was engaged by Mincom to conduct a review of the MILIS Training Needs Analysis in accordance with Defence training standards and stakeholder requirements.

Aurecon was then engaged to support the design, development and delivery of MILIS Training including the piloting of courseware. In preparation for ‘Go-Live’ Aurecon delivered user training to 15 000 Defence attendees. This required a team of 68 logistics information systems trainers who were certified and held appropriate Defence security clearances.

Waterkloof Air Force Base RunwaysSouth Africa

Waterkloof Air Force Base required upgrading to international military and commercial standards to accommodate the Airbus A400M and Boeing 747-400, as well as other large bodied heavy aircraft. Aurecon was appointed as the consultant for the electrical design and construction supervision services required for the upgrade of the runways, taxiways and hardstands for the base. As part of a joint venture, Aurecon was also responsible for the geometric design and pavement review.

The project scope included the construction of a compass swing bay and instrument calibration facilities, and associated civil services, as well as facilities for planned aircraft operations. This included lighting, fire fighting, communications, electrification, drainage and soil stabilisation activities. Other activities undertaken were runway and taxiway paint marking, dolomitic remedial actions required by risk management procedures, dynamic compaction of critical airside pavements and the construction of a runway end safety area.

Joint Project 2048: Amphibious Warfare Competencies ProjectAustralia

With the Navy introducing new amphibious assault ships, existing amphibious tactics, techniques, procedures and training needed to be upgraded. Aurecon was engaged to conduct a full Training Needs Analysis of the amphibious warfare competencies. Based on our findings Aurecon went on to design, develop and pilot, in accordance with the Defence Training Model (DTM), all courseware packages, including an e-learning package and lesson and assessment guides.

Aurecon provided a team of Defence training, communications, ship mission systems, aviation operations and amphibious training specialists to work with the client. Our team’s indepth understanding of the Defence Training Manual meant Aurecon was able to apply it flexibly and adapt it to meet complex Defence and stakeholder requirements.

Aurecon worked collaboratively throughout the project’s duration with Defence and key stakeholders to produce high quality training products and packages on time and under budget.

Defence Strategic Reform ProgrammeAustralia

Aurecon was engaged to identify current inputs, processes, cost drivers and emerging projects, and recommend support system improvements across the Australian Defence Force’s electronic systems. The purpose was to deliver long term, sustainable cost savings without reducing end user system operational availability, as well as determine the storage, maintenance and distribution facility requirements for a future transition to new equipment systems and contracting models.

Aurecon worked closely with stakeholders to develop a detailed review which identified that current systems and procedures were not sustainable, making the case for change inarguable and highlighting inefficiencies and priority areas. Phase 2 of the study required the development of a Future Support Model and Transition Plan that allows Senior Practitioners to analyse the actual performance of the support network and model the impact of network changes and new equipment systems. Aurecon also provided coaching and mentoring support to Defence staff.

Multi-role Tanker Transport Facilities Relocation ProjectAustralia

Aurecon was engaged as Project Manager to deliver new facilities and infrastructure to accommodate the relocation of multi-role tanker transport facilities at the Royal Australian Air Force’s Amberley base. Construction of new facilities, including a maintenance complex, aircraft parking apron and fuel hydrant system, as well as upgrades to the main runway, and portions of the parallel runway had to be undertaken without interfering with flight operations.

Focusing on quality and understanding the client’s and end user’s needs, Aurecon provided a project team and approach that promoted relationships and team building to achieve desired outcomes. Aurecon developed a design brief that was definitive enough to provide a cost plan with an acceptable level of certainty but still allowed flexibility in meeting the requirement. We also developed procedures for assisting the contractor with the programming and management of handover and commissioning activities for the various facilities including aircraft pavements, service infrastructure and structures.

Australian Super Hornet Facilities ProjectAustralia

The Royal Australian Air Force had to build new working, logistics and training facilities to accommodate the introduction of the new Super Hornet aircraft into service. Aurecon was appointed as the Project Manager, supervising the delivery of new and refurbished facilities through the use of the client’s managing contractor contract.

Aurecon was also responsible for the preparation and administration of tender documents for a managing contractor contract and an environmental consultant, as well as facilitating and managing comprehensive and structured value and risk management reviews across the life of the project. To produce successful outcomes, Aurecon structured a team that was able to draw on our extensive experience in managing and administrating Defence projects and infrastructure contracts. Aurecon also resourced the team to meet the tight environmental, time, cost and quality requirements of the project.

Defence Health Pharmaceuticals Prime VendorAustralia

The Health Pharmaceuticals Prime Vendor programme was established to consolidate the supply, warehousing and distribution of pharmaceuticals to the Australian Defence Force with the aim of improving demand satisfaction rates and reducing procurement and inventory management overheads. As Project Consultant, Aurecon’s role was to provide specialist technical advice and procurement and contract management services.

Our team provided a holistic view of the supply chain, identifying opportunities to maximise the use of electronic ordering, tracking and payment, while significantly reducing procurement and inventory management overheads.

Upon implementation, Aurecon’s recommendations delivered an electronic procurement and inventory management system that provided batch management and entire supply chain visibility, over AUD 1.1 million savings in the first three months of operation, reduced order lead time from an average 11 days to a maximum 48 hours and improved the demand satisfaction rate from less than 62 per cent to more than 98 per cent.

Garrison Health Services Procurement ProjectAustralia

Aurecon was engaged to project manage, develop and implement of a consolidated suite of contracts for the delivery of Garrison and Allied Health Services to Defence Entitled Personnel. Responsible for project management, sector engagement, procurement management and evaluation, contract negotiation and transition planning, Aurecon worked collaboratively with the client, fully integrating staff with the client’s legal and probity contractors.

A key feature of Aurecon’s approach was to maximise the opportunity for sector related companies to provide innovative management and service delivery solutions, by developing a procurement strategy that used output specifications that described rather than specified service outcomes. Work was packaged into regional and service packages, while the contract model was designed so sector related companies could offer service models that streamlined management and contract procedures and reduced overhead cost.

Our approach to the review of industry capabilities provided valuable data for other projects to be pursued over the next three to five years.

The Common User Facility is a national strategic asset that is playing a key role in the building of the new Air Warfare Destroyers for the Royal Australian Navy.

Aurecon was the design consultant for this technically challenging and complex multidisciplinary project, which was delivered on time and constructed to the approved budget.

Work was performed on land, over water and under water, with much of it carried out on the edge of the Port River, requiring substantial preconstruction works. The Port River is a dolphin sanctuary and stringent environmental controls were enforced to ensure minimal impact on the river’s ecology.
