Le mercredi 3 mars 2010, linvitation de Monsieur le Maire, Nasrine Seraji prsente dans le cadre dune runion publique, le projet du quartier de la Trmelire. Pendant plus dune heure, les grands enjeux et principes de ce projet ambitieux pour la ville sont expliqus et dbattus. Deux jours plus tard, Ouest-France publie un article soulignant ladhsion dune majorit de lauditoire qui semble tre tombe sous le charme.

Un bailleur social (Archipel Habitat) et deux promoteurs privs (SOREIM et ARC) sont prssentis. Une premire rencontre est organise entre ces trois matres douvrages et ASAA.

Dun commun accord, il est convenu dtablir une liste commune de 5 ou 6 architectes puis lissue dun oral, dsigner les 3 architectes qui complteront lquipe de matrise duvre.

Le 22 dcembre, lissu de laudition des architectes short list, lquipe de matrise duvre est finalement au complet.

Le 10 mars 2011, dans latelier de CG Architectes Chartres de Bretagne, souvre le second atelier de rflexion pour le macro-lot n1.

Nasrine Seraji ouvre la discussion en prsentant 2 options diffrentes dorganisation pour le macro-lot n1 :

Nous avons pour cet atelier n2 developpe 2 organisations differentes qui reposent sur le meme nombre de logements et de besoin en place de

stationnements.

Ces 2 options cherchent a inventer differents rapport entre lhabitation, le paysage et linfrastructure.

Il est fondamental de trouver pour ce projet des relations toujours differentes entre linterieur du logement et lexterieur. Chaque

parcours quotidien doit etre different.

Cela nous a amene a proposer une organisation en V et une organisation en Y de la maison a voiture. Chacune de ces propositions engendre un

parc public dont les qualites spatiales sont differentes.

Introduction

The Penang Turf Club competition presents us with the challenge of re-question-ing the development of the Asian city.

With Chinas economic growth advancing much faster than in the US, Asia be-comes the target of urban growth at a much more rapid pace than ever expected.The economic and financial markets are the gage for urbanists of today ; any ar-chitect who ignores or denies this is in for an intriguing surprise.

Form does not suffice any more, nor do ideologies. The architect interested in the city and its development needs to have a clear vision of the economic world and potentials of development. Through careful considerations of the publics capac-ity to invest in a variety of values (spatial, real estate, ecological, environmental, architectural) the urbanist architect needs to respond to these challenges and envisage a better life.

Economic growth and buying power needs to be supported by infrastructure, capable of overcoming the risk of building without the necessary support system.

The fast reconstruction processes that followed World War II in Europe are the live witnesses of such thoughtless urban planninghere we would like to distinguish between planning and urbanism. These operations generated buildings devoid of any attention to scale, to use, to ground, with repetitive cheap prefabrication promising to be the future vision of countless families. Their places of living soon became the nightmare of any suburb of Berlin, Paris or London.

As the Lonely planet guidebook reminds us, Penang has always attracted adven-turers, dreamers, artists, intellectuals By virtue of this attraction for its natural beauty and geographic situation, Penang is highly potent.

The rich diversity of Penang could be a challenging competition for Singapore and Bangkok in terms of investment. Where both cities are attempting to have the image of a metropolis, Penang could

offer the alternative of a liveable Metropolitan Garden City (fig.1) with its many cultures as its hyper condition.

Ideas on infrastructure, landscape, climate and ecology

We have considered that our site is made of two types of landscapes: the dense forest of the existing Penang Hill (Bukit Bendera) and the flat turf club green as open space.

Penangs climate is humid and tropical: this allows for the most fantastic parks and vegetation. However this climatic condition also makes it difficult for the human being to enjoy all this beauty.

Our project takes advantage of this situation and draws a central park to increase exposure to a man made nature: with its three basins that are both functional and recreational, our PADANG LUMBA KUDA DAN PARK potentially creates a micro climate in the heart of our plan. The three retention basins are designed to be also water planes in the park. They are positioned according to the natural waterways of the site, which they expand.

The Chinese Garden (fig.1) has always had an axial organization that rein-forces the departure from Earth and arrival in Heaven. In the past, heaven was the temple. Today, here, it is a place at top of the hill, to be visited by tourists coming to the island, with restaurants and an exclusive hotel com-plex. The complex is reached by our public transport cable-car lift that is both environmentally friendly and able to accommodate mass transport at an affordable price, allowing the public to enjoy scenic views on their way to the Spa-swimming pool complex and finally stop at the panoramic view for a meal.

The Park becomes both a green lung for the density of buildings, a piece of urban nature, a place for the citizens. In three locations, it serves to cover the parking. Its 15 hectares add up with the 30 hectares of preserved forest on the hill as 45 hectares of dense patches of green space (fig.2). This amount is yet increased by the system of collective and private sunken gardens that pierce the vertically layered urban fabric on both sides of the park (see the Section paragraph).

The Park is developed at the beginning of the second phase, hence allowing the development of its facades to be delayed till the end. This methodology allows for the land adjacent to the park to gain value and for the city to ben-efit from a larger park from the start.

Ideas on urbanism

PLAN: Three (3) sequencesFrom the constraints of the site and phasing based on the exis-tence of the turf club, we developed an organization based on sequences.

The major Padang Lumba Kuda Dan Park (15 hectares) organizes our east-west axis. This park starts from a deck park at its eastern end, and continues to the western limit of our site. It in-terrupts the ground under the major PORR, climbing on the deck of our aquarium and the bird sanctuary to join the natural hills.

Sequence 1 - the multi modal transport hub -(fig.1)

The eastern tip of the site adjacent to the curve of Jalan Scotland is the main entry to our site from the city. Since the Cable car lift starts from this point (T1 station) the pulse of our infrastructure is connected to the monorail project of the city.

Since the Cable car lift can be constructed from day one as a people mover without hindrance to the existing Turf Club (see section on Phasing) we decided that the site needed to be acti-vated from the beginning. To this end we did extensive research with the POMA group in France who are a world famous Cable Car suppliers for ski resorts. Their study of our site shows (documents herewith at-tached) that the first three stations may be constructed in the areas designated for phase 1 of the project. The longest possible span is across the Turf Club

The seed of the project was planted.

Sequence 2 - the constructed topography -(fig.2)

The second station-T2 feeds two major hotels on either side of the Park plus service apartments, offices, a second medium scale shopping mall and a second large car park are the main pro-grammes.

Ideas on urbanism

The third station-T3 allows accessibility to the Philharmonic Hall, the Hotel, the Convention Centre, a large scale shopping complex and some offices without increasing road infrastructure.

The PORR gushes through our site: the only way to harness its huge scale was to surround it with large urbanism.At this point of the site we have the opportunity of making the infra-structure part of the every day necessity. Large office buildings face the PORR but also the most amazing views of the hill. They are located where they can possible bridge over the PORR, this to reduce the scale of the highway.

We also propose to negotiate the pulling apart of the highway at this juncture, to allow for 15 metres high voids to occur between the two roadways. The ground below would be lit through the vertiginous space opened between the two sides of the highway: rather than becoming a left over space, it becomes a public space, an integral part of the se-quence, and a transition between two natures: the park and the hills.

In Chinese architecture, the ground is untouchable; it is potent for crop.We have decided to leave the ground unwounded and take it as a fertile base for our park. The water canals existing on the site give us the possibility of using their exact positions as our reten-tion channels and water basins in the park.

MIDDLE = City (fig.2)Artificial groundAbove this natural ground, on eiher side of the Park, we create a second plane, an artificial ground which can afford the weight of architecture and provide outdoor promenade spaces for the public.Life in Malaysia happens mostly inside. Therefore we allow the inside to fold into the outside. Intelligent voids shall minimize the use of air conditioning and make the movements from inside to outside less burdensome.This is where most people arrive in to their homes, offices, shop, etc.

SKY = Metropolis(fig.3)Multiprogrammatic MetropolisAll the temples were high up on mountains. Towards the sky we create a density that is alive day and night. Offices function at day time; apartments, restaurants, bars and night life is the other (night) cycle. To avoid turning day and night lifes into sepa-rate ghettos, we superimpose and mesh our programmes, which means also a superimposition of economies.For instance, the tower of bars, restaurants, hotel and karaoke (at night) is an office building during the day, from its lobby on the 7th floor upward and a pool on the 25th floor.

UDG concerning Park front plots

All park front plots are destined to have large public terraces, this allows for a maximum number of persons to enjoy this urban park in the heart of Penang.

The southern edge of the park has all construction to be occupying the north edge of the plots (facing the park) and leave large surfaces of the deck space to the south free for all public amenities such as cafs, restaurants, shops, etc

UDG concerning all other plots

The UDG will prescribe a percentage of each faade (north, south, east, west) to occupy the lot, generally speaking all the buildings facing south will be proportionally lower than the northern buildings for shadow and light purposes. Les fermetures

se multiplient Pau

Le centre ville de Pau nest pas

au mieux de sa forme, si lon en

juge par les fermetures qui se

multiplient. Et pas des moindres.

Ainsi, ces dernires semaines

trois enseignes connues ont pli

boutique : Roche & Bobois,

Valmon (chaussures) et Nathalys.

ENTREPRISE

Un laminoir

sinstalle Tarnos

La zone portuaire de Bayonne-

Tarnos va recevoir le laminoir

Beltrame sur 7 hectares.

Lindustriel italien, qui hsitait

avec Bilbao, va crer 150 emplois

pour un dmarrage fin 2011. La

production de tles de grande

paisseur vise les marchs du

gnie civil, des btiments indus-

triels, de la construction navale

et de lolien sur tout le sud de

lEurope.

CLINIQUES

Redressement

Oloron comme

St Jean

Finalement, le Tribunal de com-

merce de Pau a mis la clinique

dOloron en redressement judi-

ciaire avec une priode dobser-

vation de six mois. Un dlais qui

laisse un petit espoir de trouver

une solution avec lhpital pour

garder une partie de lactivit sur

place. Lautre tablissement du

groupe Kapa Sant, Luz Cinic,

avait dj t plac en redresse-

ment judiciaire en novembre.

SALIES - Une nouvelle

directrice aux Thermes

Avec le dpart la retraite de

Daniel Boulin, cest Chantal

Manescau qui a t choisie pour

prendre la direction des Thermes

de Salies-de-Barn et pour mener

bien lambitieux projet de rno-

vation de ltablissement. Cela

aux cts des salines qui vont

prendre une nouvelle dimension

avec le Jambon de Bayonne.

Chantal Manescau tait PDG de

la clinique dOrthez, puis a

rejoint le groupe Kapa Sant qui

avait repris ltablissement. Les

Thermes veulent diversifier leurs

activits notamment vers le ther-

moludisme et le bien-tre.

MATIRES PREMIRES

Flambe des prix

agricoles

Lanne 2010 aura t marque

par la flambe du cours des

matires premires : le sucre, le

caf, le coton, le mas, le bl, le

colza, le caoutchouc ont battu

des records. Cette tendance est

due principalement des phno-

mnes mtorologiques qui ont

largement perturb les rcoltes.

Avec une offre tendue, la crainte

que la demande ne soit pas satis-

faite fait grimper les cours. La

scheresse en Argentine va

en gaz et en soufre les industries

locales, notamment dans le sec-

teur de la chimie du soufre. 30

nouveaux emplois vont tre ainsi

crs, mais surtout 1.000 vont

tre prenniss sur le bassin.

Total compte favoriser ainsi lim-

plantation de nouvelles entre-

prises permettant de reconvertir

ce bassin dactivit.

TOURISME

Trois sites labelliss

en Adour

Le Conseil rgional dAquitaine

a labellis plusieurs sites

majeurs dont 3 sur le bassin

de lAdour : Le chteau de

Morlanne, le chteau de

Montaner et Brassempouy

(Landes). Ils recevront un sou-

tien financier de la rgion.

RECYCLAGE

Trois entreprises

sunissent sur les PET

Les Miels Michaud, Roskoplast

(emballages de luxe) et Capsnap

(injecteur et souffleur) se sont

runis pour recycler les bou-

teilles en plastique. A partir de

cette rcupration, Capsnap

fabrique avec Roskoplast des fla-

cons de PET (polythylne

trphtalde ou bouteilles plas-

tiques) pour conditionner les

miels produits Gan (sud de

Pau). Cette dmarche innovante

a galement permis de relocali-

ser la fabrication dun emballage

alimentaire. Lobjectif est darri-

ver un flacon produit 90%

partir de produits recycls. Cette

initiative exemplaire pourrait

stendre dans la rgion.

CHATEAU DE PAU

La collection sortie

des greniers

Le Chteau de Pau a ouvert une

exposition trs intressante : 50

uvres et objets ont t sortis

des abondantes rserves (12.000

pices) enfermes dans plusieurs

btiments. On peut ainsi dcou-

vrir quelques-uns de ces ton-

nants trsors qui dorment

labri des regards. Lexposition

est gratuite. Renseignements au

AVIONS - Ryanair

ouvre la ligne

Lourdes-Milan

La compagnie low-cost irlandaise

ouvre une nouvelle liaison au

dpart de Lourdes. Deux fois par

semaine (mardi et samedi), il sera

possible de se rendre Milan-

Bergamo des prix imbattables,

partir du 29 mars. Ryanair vise

30.000 passagers par an et

annonce que 30 emplois directs

et indirects vont tre gnrs par

ce trafic. Une occasion daller

faire du shopping dans cette

capitale de la mode et du design,

daller la Scala mais aussi de

faire des affaires. Pour le lance-

ment, la compagnie propose des

tarifs 22,99 euros pour ceux qui

rserveront entre aujourdhui et

le 29 dcembre minuit sur

INVESTISSEMENTS

Audacia, un fonds

pour soutenir les PME

Comme nous en avons dj parl,

la socit Audacia propose dsor-

mais un fonds dinvestissement

en faveur des PME de la rgion.

Aprs avoir inject 120 millions

deuros dans 65 PME franaises,

la socit fonde par Charles

Beigbeder a essaim ici, avec le

Fonds Adour, Pyrnes,

Aquitaine , en partenariat avec

la CCI Pau-Barn. Lobjectif est

de rcolter 5 10 millions deuros

pouvant tre apports en fonds

propres dans des entreprises de

la rgion, afin de leur permettre

de financer leur dveloppement.

Ces investissements bnficient

de rductions dimpts trs

attractives. A noter que la pre-

mire leve de fonds se clture le

31 dcembre.

de la LGV vont redistribuer les cartes entre les territoires

comme jamais. Les villes les plus conqurantes dpasseront

les plus frileuses. Nous devons, chacun notre niveau,

russir nous transformer en des conqurants permanents

et enthousiastes, ayant le courage de foncer et de prendre

des risques. Mais pour cela, il est important que ceux qui

osent puissent sappuyer sur dautres personnes animes par

le mme esprit. Cest la solidarit indispensable des

conqurants ! LHEBDO+ sinscrit totalement dans cette
