The contracts of the existing service providers (SPs), Global e-Trading Services Limited and Tradelink Electronic Commerce Limited (Tradelink), for the provision of Government Electronic Trading Services* (GETS) are due to expire on 31 December this year. The Government has appointed three service providers to provide GETS from January 2010. The three appointed service providers are Brio Electronic Commerce Limited (Brio) and the current two SPs. Their contracts will start from January 2010 and last for seven years. The appointment of the third service provider will give users a wider choice and bring added room for healthy competition in the market.

All the three service providers will offer services for the submission of import/export declarations, dutiable commodities permits, and electronic manifests. Brio and Tradelink will also provide services for certificates of origin and production notifications.

The service providers are responsible for collecting data electronically from traders/carriers, confirming their identity, validating and transmitting the data to the Government’s computer systems. To cater for the needs of some traders, they are also required to provide services for converting paper into electronic submissions for transmission to the Government.

When analysis is made of economic or social statistics, it is quite common to compare the figures of a month or a quarter with those in the same period of the preceding year so as to eliminate the influence of seasonal factors. For instance, the external merchandise trade figures of a month to a certain extent depend on whether the month is an export peak period or has some seasonal festivals. The trend in trade performance is not easily discerned by directly comparing the figures of a month with those of the preceding month.

If one wishes to compare the trade figures of consecutive months without the effect of seasonal factors, the seasonally adjusted trade figures can be referred to. The latter series, which is compiled by applying statistical methods to remove the effect of seasonal influence, is useful for discerning short-term variations in trade performance.

Starting from January 2009, the X-12 ARIMA method has replaced the previous X-11 ARIMA method for performing seasonal adjustment of external merchandise trade statistics. The X-12 ARIMA method is an update to the X-11 ARIMA method with enhanced modelling and diagnostic capabilities. The X-12 ARIMA method has now been a standard method used by statistical offices in many countries/territories for performing seasonal adjustment of statistical series.

To facilitate analysis on Hong Kong’s external trade performance, the Census and Statistics Department includes the seasonally adjusted series in its monthly press release on external merchandise trade statistics. Such series is also available in two monthly publications, viz “Hong Kong External Merchandise Trade” and “Hong Kong Monthly Digest of Statistics”.

Road traffic has all long been an important means for transporting goods between Hong Kong and the mainland of China (the Mainland). This article provides an analysis of the road cargo statistics in 2007.

In 2007, 36 139 thousand tonnes of cargoes were transported by road, including 20 372 thousand tonnes (56%) of inward cargoes and 15 767 thousand tonnes (44%) of outward cargoes. (Chart 1)

Of the four boundary control points currently connecting Hong Kong and the Mainland, namely Lok Ma Chau, Man Kam To, Sha Tau Kok and Shenzhen Bay control points, Lok Ma Chau was the busiest control point through which cargoes were transported, accounting for around 70% of the total road cargo throughput in 2007. (Chart 1)

In 2007, containerised cargoes and break bulk cargoes accounted for 22 581 thousand tonnes (62%) and 13 148 thousand tonnes (36%) of cargoes respectively. The proportion of containerised cargoes was higher for outward cargoes (71%) than inward cargoes (56%). (Table 1)

Correct Use of Declaration Form

Under the Import and Export Ordinance (Chapter 60), a person who imports or exports any article other than an exempted article is required to lodge with the Commissioner of Customs and Excise an accurate and complete import/export declaration and pay the required import/export declaration charge within 14 days after importation/exportation of the article. Import/export declarations lodged are the source documents for compilation of trade statistics by the Census and Statistics Department.

Importer/exporters should ensure the correct form is used for declaration. Incorrect use of declaration form will affect the accuracy of trade statistics as well as bring about inconvenience to the declarants for subsequent application for refund of declaration charges.
