c) So long as the Exhaust Fan remains in the City right-of-way, High Class Deli & Grocery shall carry, at THEIR expense public liability insurance in an amount not less than $1,000,000/$1,000,000 for personal liability and not less than $1,000,000 for property damage in one accident and $2,000,000 in the aggregate. The liability policy must the name City of Schenectady as additionally insured to be saved harmless for personal liability and property damage and is subject to the approval of the Corporation Counsel of the City of Schenectady.

d) The City Engineer of the City of Schenectady reserves the power to revoke the permission granted and to require the removal of the Exhaust Fan except in case of a dangerous condition which shall be corrected immediately upon notification.

e) High Class Deli & Grocery complies with all rules, regulations and bUilding permits relating to the erection and maintenance of the Exhaust Fan.

f) High Class Deli & Grocery agrees to defend, indemnify and hold harmless the City of Schenectady, their officers, agents and employees from any and against any and all claims, suits, liens, judgments, damages, losses and expenses including reasonable legal fees and costs arising in whole or in part and in any manner from acts, omissions, breach or default of High Class Deli & Grocery, or their agent, related to their performance related to this revocable permit.

CITY OF SCHENECTADY LEGISLATION REQUEST FORM

SUBJECT: Contract with General CodelMunicity for Multi-City Code Enforcement Management and Information Sharing Software Solution And Regional Sharing Resource

Background Information:

In 2013, the City began partnering with the Center for Technology in Government on improving information in Code Enforcement. The research identified the heavy cost of vacant and distressed property . In 2014, the Cities of Schenectady, Amsterdam, Gloversville, and Troy submitted a Consolidated Funding Application to the State for funding to support a project to modernize Code Enforcement information and move toward information sharing between municipalities. In 2015, the Cities of Schenectady, Amsterdam, Gloversville, and Troy were awarded funding from the New York State Department of State's Local Government Efficiency Program to develop and enhance their information sharing capabilities as it relates to code enforcement and property information as well as work towards developing a statewide information resource.

In May of 20 15, the City Council approved contracts between the New York Department of State, the Center for Technology in Government, and the other three partner cities to begin work on this project. The Cities worked for over a year with the Center for Technology in Government to develop specifications that dealt with the needs of the four cities and would lay the groundwork for a larger information sharing platform. In March of 2016, the four cities and CTG received responses to the RFP process. The cities worked together to select a vendor based on a series of scripted demonstrations involving multiple staff members for each city and with the guidance of CTG regarding technical questions. The RFP represented the first step in creating and enhancing the technical infrastructure within the cities of Gloversville, Schenectady, and Amsterdam AND establishing a regional resource/clearing house for future information sharing as it relates to code enforcement and property information. It is the intention to create a scalable solution that will be used for broad code enforcement related data information sharing across municipalities beyond the four current members.

For the first three years of the Contract:

1. All permits applications would receive a "web-processing" fee of $6.00. This would include both permits applied for via the Municity Connect system and permits applied for in-office. For in-office permits the staff would collect an email address from the applicant and they would receive an email invitation into the Municity Connect system where they could check the status of their application/permit and get notification on things such as reviews completed, permit issued and inspection passed or failed.

2. Vacant Property Registration. For each vacant property registered a fee of $50 would be added. Similar to the permit applications the vacant property registrants will be registered in the Municity Connect system and they would be ab le to check on the status of their registration and receive notices about inspections or renewals.
