GSR Preamble: We are the General Service Representatives. We are the link in the chain of communication for our groups with the General Service Conference and the world of A.A. We
realize that the ultimate authority in A.A. is a loving God as He may express Himself in our group conscience. As trusted servants, our job is to bring information to our groups in order that
the group can reach an informed group conscience. Passing along this group conscience we are helping to maintain the unity and strength so vital to our fellowship. Let us, therefore, have
the patience and tolerance to listen while others share, the courage to speak up when we have something to share, and the wisdom to do what is right for our groups and A.A. as a whole.
A reminder for 7th Tradition contributions to CNIA: Don’t forget to include your group’s name, GSO ID and to sign the check! Please mail to: CNIA, P.O. Box 161712, Sacramento, CA 95816-1712
MARCH CHAIR REPORT
We held our first Area Committee Meeting of 2013 on Satur-
day, February 16th at the East Yolo Fellowship in West Sacra-mento. After a few of the usual reports, we went right into
our discussion topics. The first topic was the possibility of an appointed Young People in Alcoholics Anonymous (YPAA)
Chair. The participation was both passionate and emotional. It was decided that we don’t have to decide right away.
There are other options to evaluate. The beauty of the dis-
cussion was the fact that new ideas are surfacing on how we can help carry the message to the alcoholic who still suffers.
The second topic involved changing our process of how we inform our Delegate at the Pre-Conference Assembly. Most
of us felt our process is unique and wonderful and an awe-
some opportunity to give our Delegate our Group’s thoughts and opinions.
Just before lunch, Michael K, Alternate Chair, presented a DCM school. Michael emphasized the importance of Concept
IX and our responsibilities as links in the chain of communi-cation.
The highlight of our day was listening to our Delegate, Lela,
present the Final Agenda Items. Yay!
We only have a few weeks to distribute
our agenda items to
our groups and dis-tricts and get our
group’s and district’s ideas and opinions
back to our Dele-gate. Each DCM
received a CD con-
taining the Agenda background materi-

bly is hosted by District 47 and will be held in Lemoore on
April 6th and 7th. Please register early.
The rest of the day was devoted to the appointed chair,
area officer, and DCM reports. We really did have a lot of fun with lots of laughter. We are NOT a glum lot.
Just a couple of announcements: Don’t forget to register
for the 66th NCCAA Annual Summer Conference in Foster City on June 7th, 8th, and 9th. Our very own, Nancy M, DCM
from District 29, will be the Young People Speaker at 3:30 pm on Saturday. Please let me know if you plan on attend-
ing.
The second announcement concerns our liability insurance
situation. Our current policy expires at the end of March
2013. The insurance company informed us that our insur-ance needs exceed what their policy covers. The bottom
line is we need to find a new company that specializes in non-profit organizations. We are in the process of getting
estimates from several agencies and we will keep you in-
formed. More will be revealed!
I also want to announce we have a new Finance Commit-
tee Chair, Jon C, DCM from District 27. And our newest committee member to be appointed is Steve C, DCM from
District 9. Our Finance Committee is complete. Yay! We are still looking for a couple of people to participate in our
E-Services Committee. If you are interested, please see
me.
This is an exciting time in General Service. There is a lot of
work to be done. The two things I try to remember when it seems to get overwhelming is that we don’t do this alone
and we do the best we can.
Thank you for letting me be of service. Vikki L

THE ROLE OF THE GSR WITH
REGARDS TO THE GENERAL SERVICE CONFERENCE
Each day sober in Alcoholics Anonymous is a miracle, but
the period between December and the end of April is in-credibly special for those of us in General Service. This is
the time when we receive the Preliminary Agenda items
from our Delegate, followed soon afterwards by the Final Agenda. Keeping in mind that the Conference is a year-
round process, in many cases we’ve already been aware of some of the items. These are topics that affect A.A. unity,
health and growth. The GSR is responsible for providing
their group with enough information for it to develop an informed group conscience. The GSR then has the respon-
sibility to express their group’s opinions and ideas on those topics to our Delegate who brings them to the General Ser-
vice Conference. The GSR has the job of linking his or her group with A.A. as a whole.
This may seem like a daunting task at first. There is so
much information! Sometimes it is really hard to know
where to begin, what to emphasize and how to get people
involved.
I had a little over a year sobriety when I was elected my
group’s Alternate GSR. I was honored to be selected. (I didn’t know no one else wanted the job.) Then two weeks
later, our GSR resigned and I automatically became the
new GSR. This all occurred in February, about two weeks before PRAASA. Suddenly, I was given a lot of responsibil-
ity! My group expected me to attend every event at PRAA-SA and give them a full report. They expected me to know
what the agenda topics were and what they meant. They even had the nerve to ask me to make it exciting.
This is what I learned. In order for me to make the agen-
da topics “exciting”, I first had to be enthusiastic about them. It was my responsibility to show them how the
agenda items applied to them as a group, an individual, and Alcoholics Anonymous as a whole.
I did not attempt to discuss with my group EVERY agenda
item with ALL the background material. I allowed my group to decide what mattered to them the most. Then I
planned. Timing was important. I decided to have my Agenda Topic Meeting immediately following our business
meeting and I encouraged people to bring a dish or a des-sert. The meeting went very well. I gave them the infor-
mation they needed in order to form an informed group
conscience and I brought their ideas back to our Delegate. It was and is an amazing process.
Over the years, I have heard many other methods of con-ducting an Agenda Topic Meeting. It is important to find
out what your group would like to do. The more people
who participate, the better!
The bottom line is the General Service Conference is acting
for A.A. as a whole only to the extent that the GSR keeps the Group informed and can gather and communicate the
conscience of the Group.
The important thing is to not get overwhelmed. If you get stuck, do something really hard and ask for help.
When I was elected GSR, I had no idea how getting in-volved in General Service would affect my life. I was just
happy to be of service. Today I realize the other benefits: Maturity, integrity, responsibility, dependability, the thrill of
participating, lasting friendships, and a quality of sobriety
that I never thought I could have. I would not have missed it for the world.
With love and gratitude, Vikki L

At the Applegate meeting there was ongoing discussion and approval of a
motion regarding travel re-
imbursement (.15 / mile) for H&I com-mittee members. An ad hoc commit-

CCF – Tamera K, Assistant Chair – Spring Fling is at Doubletree February
22-24. The 2014 60th Anniversary for
CCF continues to be discussed by groups. We hope to have Sponsorship
and Teleservice Workshops through the CCF office; we are using PI/CPC to
get the word out. Volunteers are
needed to help assemble the By-the-Way each month.

Districts. Motion made to withdraw bid
for 2015 NCCAA in Fresno due to diffi-culties with the last conference. We

WACYPAA bid again this year and will vote next month whether to continue
bidding.
OLD BUSINESS
TWO DISCUSSION ITEMS
Possible Appointed YPAA Chair
Regina K – We are looking how the
budget will not be affected as much.
We anticipated $1500-$2200/year for
expenses depending on distance to various meetings. We thought there is
a possibility that the current DCM could be Chair of YPAA; similar to Alt-
Chair (formerly BTG), Alt-Delegate
(also PI/CPC), with the same rotation of 2 years. A recap of the responsibili-
ties for the position are:
1. Encourage groups, committees,
and/or districts to elect GSRs. 2. Maintain an updated list of Com-
mittee, District and Group YPAA
GSRs. 3. Maintain supplies of literature ap-
propriate for Young People in AA. 4. Correspond with active YPAA com-
mittees in Area 07 and be a gate-
way into Area service and partici-pation, helping others to get in-
volved. 5. Give written or verbal reports
monthly at Area Committee Meet-ings or at Area Assemblies, an-
nouncing YPAA committee meet-
ings, events, and conferences. 6. Set up displays at Area functions,
District functions, and other events that don't conflict with Area and
District.
7. Assist Districts and Local Entities in forming YPAA Groups and/or com-
mittees. 8. Coordinate with DCMs and Area
Officers to conduct and attend
workshops on Young People in AA. 9. Turn over receipts and mileage to
the Area Treasurer. 10. If requested, attend events other
than those budgeted for, inquiring about reimbursement of mileage
and/or lodging.
11. Attend all Assemblies
The main goal is to have more com-
munication fluency throughout the Ar-ea with Young People.
Pre-Conference Assembly Group Consciences on Agenda
Items Discussion Item made by Mary O, GSR, D20, Wednesday’s Women’s Big Book Study at Winter Assem-bly in January 2013 – I propose
that the GSRs send their meet-ing’s information regarding the
Agenda Items to the Delegate and the Recording Secretary two
weeks before the Pre-Conference
CNIA AREA ACCENTS Vol. 39 No. 3 Page 4 MARCH2013
Assembly. The information could
be tallied and distributed at the Assembly. Then the Pre-
Conference Assembly could be de-voted to discussing each Agenda
Item in depth for the Delegate to
take to New York. It would be more productive use of our time,
and the Delegate could get more complete information to take to
New York.
History and purpose of CNIA procedure
was given along with other comments.
To be continued with more discussion.
DCM SCHOOL by MICHAEL K
ALTERNATE CHAIR
Cynthia B, DCM D32, read the respon-sibilities of a District Committee Mem-
ber from the General Service Manual, page S-32. Mike K, Alternate Chair,
gave his experience(s) and examples
as a DCM. He emphasized the pur-pose of a Service Sponsor who has had
experience and one you can check out before taking whatever action. He
explained that the Area Handbook has
responsibilities throughout the sec-tions. More information is available on
Box 4-5-9; A.A.W.S. Highlights; aa.org Guidelines; Grapevine Archives; and,
Concept 9 in the General Service Man-
ual that describes the 4 attributes of a good leader – tolerance, responsibility,
flexibility and vision.
DELEGATE’S REPORT by LELA M
If you wish to inform me with your
thoughts on the Agenda Items via email you may do so. CDs are availa-
ble with the background. Please do
not post publicly or forward the infor-mation, there are 1st and last names
and other info only for A.A. members.
At the Pre-Conference Assembly I
would like to hear discussion, ideas,
concerns, minority opinions, love and every thought each person has about
the item. Since I am a member of the
Literature Committee, I especially want
your feedback on each of the items. Listed are some of the Agenda Items
and questions for your GSRs to discuss with their groups.
Agenda A and B – Come up with ide-
as and suggestions
CPC – A through D – how are we
doing and what works best?
Corrections – A and D – review draft
– what suggestions to the new text? How effective are we using BTG, H&I,
Intergroups/Central Offices? What
ways are we using to do the 12 Step work?
Finance – A and B and C – Cost is approximately $6,000/delegate for the
General Service Conference. Confer-
ence increased Area contributions from $1200 to $1600. Should CNIA in-
crease our contribution? Should we keep it the same? Self-support and
the spiritual focus – does it give new life to purpose and support? Sustaina-
bility? What can be effective to oth-
ers? Should we adopt a logo, symbol or phrase as a possibility? Do we rely
more on literature and not self-support? Concern of decline of contri-
butions – are we responsible? Could
changing the Sponsorship pamphlet help?
Grapevine – A thru C – Audio ad-missions began in January 2013 and
voicemail is a flat rate of $12 per
month. All members are invited to call in their story to Grapevine. LaVina is
not totally supporting yet even though increased contributions. Grapevine
book topics for 2014 could be Making Amends, How I found my Higher Pow-
er and Steps 4 and 5.
Literature – A thru F – There are 2 suggested titles for pamphlet on spirit-
uality: 1) AA is Spiritual but not Reli-gious, and 2) A Power Greater than
Ourselves, Spiritual Experiences of AA
Members. Be sure to read all the background for adding an index to Big
Book and subtitle ‘None Left Behind’. There is more background to consider.
Policy/Admissions – Changing the deadline for the submission of Agenda
Items from January 15 to December
15 gives GSO more time to assemble
and prepare for us. We will need to
send our ideas by December 15 in-stead of January 15.
Public Information – C thru E – Short Form of Tradition 11 – some
thoughts of revising. Currently there is
no mechanism in place for the whole world; therefore it would most likely
establish an ad hoc committee; and approximate postage cost would ex-
ceed $100K to conduct this. Public Information Committee has recom-
mended to not have a Facebook page
adhering to Traditions. A.A.W.S. is asking for permission to use online
stores to sell and distribute digital A.A. literature such as Apple/Barnes&Noble/
KOBO/Amazon, etc.
Report & Charter – A5 and A6 – Consider the text on “spirit of rota-
tion.” And that Area Registrar would be revised to update qualifications and
skills, time, management, computer, etc.
Special Needs – E and F – Meeting
places accessible to all alcoholics and helping groups to prepare for deaf/
hard of hearing alcoholics.
Trustees – GSB’s proposed plan for
AAWS and AA Grapevine Board chang-
ing current practices and participation by Directors.
Archives – A-C – Consider revising video Markings on the Journey, having
a 75th Anniversary Edition of 1st Edition
of BB for April 2014, and posting ar-chival audio recordings on GSOs web-
site.
APPOINTED CHAIR REPORTS
Accents Publisher – [email protected] -- Mary O – Last
minute additions and snags caused
some delays. Thanks to Luz Maria, Brent, Eddie and Tom the newsletter
was sent; however, US postal may be received late. The deadline for the
next Accents is February 22nd, due to
PRAASA on March 1-3 and the ACM on March 16.

terial from their District minutes, tapes, films that can be stored at our
Archives Center.
BTG – [email protected] -- Matthew L – In March, we have a BTG meeting
before the ACM at 9 a.m. for BTG group representatives. Thanks to the
Spanish Forum in Fresno, December 1st; it was a spiritual experience to lis-
ten to you via a headset. A BTG
presentation was given at D54’s 17th Anniversary in January. We hosted
about 75 people with discussions about H&I, mileage reimbursement,
etc. We are hoping to be able to use
H&I clearances into institutions with BTG. We had 11 contacts and one
was possibly successful.
Eservices – [email protected] –
Jenn D – Thank you to Tom A and the finance committee for our two new
computers that were given to the Ac-
cents Publisher and Secretary. We are working on getting the Assisted Listen-
ing System for the next Assembly. We are looking for 1 DCM, 1 Past Delegate
and 1 Spanish speaking member for
our committee. Thanks for the Ano-nymity Workshop and especially the
information about emailing. We are working with the Literature Appointed
Chair who is having difficulties with
orders to GSO and Internet Explorer.
Finance – [email protected] – Tom
A – Introduced the new chair of the Finance Committee, Jon C, DCM, D27.
Jon C, new Finance Chair -- we discussed the Delegate contribution
from the Area, filing of our taxes,
Treasurer job description and the bookkeeper and CPA as permanent
resources.
Grapevine/LaVina -- grape-
[email protected] – Connie G – Thank
you for sending me to PRAASA in Boi-se, Idaho! I am participating in the
General Service Workshop and Grape-vine at the International Women’s
Conference (IWC) in Reno. I will meet Grapevine chairs from other Areas.
Grapevine had 931 fewer subscriptions
in California and 1,052 monthly copies fewer than in 2011. Overall US and
Canada were down almost 11,000 cop-
ies. Other news: Spiritual Awaken-
ings I is available as an e-book; there are 15,385 subscribers for Free Daily

Celia B – I made presentations in D54, D19, and D11. Thank you for
asking me to participate. I am having difficulty with GSOs technology and
our Area’s literature orders to GSO.
Eservices, GSO and I are working to-gether to hopefully remedy this for us
and others who are affected.

We delivered copies of our videos, “It Sure Beats Sitting in a Cell” and “A.A.
in Correctional Facilities” and request-
ed pamphlets. The Calif Dept of Cor-rections is considering playing the vid-
eo “It Sure Beats Sitting in a Cell” on the prison inmate television system as
a public service. More will be re-vealed…. I will be participating in Con-
