GSR Preamble: We are the General Service Representatives. We are the link in the chain of communication for our groups with the General Service Conference and the world of A.A. We
realize that the ultimate authority in A.A. is a loving God as He may express Himself in our group conscience. As trusted servants, our job is to bring information to our groups in order that
the group can reach an informed group conscience. Passing along this group conscience we are helping to maintain the unity and strength so vital to our fellowship. Let us, therefore, have
the patience and tolerance to listen while others share, the courage to speak up when we have something to share, and the wisdom to do what is right for our groups and A.A. as a whole.

CHAIR REPORT-JAN13
Wow! It’s hard to believe it has already been a year since we started this panel! Where did the time go? The past 12
months have been both fun and productive. Our first assem-bly this year was in Merced. Everyone was brand new in
their service position, and we got the opportunity to get to
know each other. In April, we had our Pre-Conference As-sembly in Lodi. There we shared with our Delegate the voice
of the groups. And in May, we all met in Rocklin to hear our Delegate’s report. Our last assembly, Mini-PRAASA, was held
in Angels Camp, and a good time was had by all. Last month, we held our annual December Planning Meeting.
There we decided where we are going to have our assem-
blies in 2014. Not to mention, all the food that showed up for our potluck…Yum!
Over the past year, there have been a few challenges, mostly dealing with finances. But as an Area, we have come togeth-
er to meet our State and Federal obligations, and we’re work-
ing to finalize our 2013 budget (spending plan). At the Win-ter Assembly in Yuba City, we get the opportunity to elect a
new Treasurer. Please don’t take this responsibility lightly. As trusted servants in General Service, one of our most im-
portant jobs is to elect officers who exhibit leadership quali-ties and have a com-
plete willingness to
do whatever is asked. If you are
currently a DCM, you are eligible to stand
for this position with-
out personal nomi-nation. If you are
not a DCM, you will need to be nominat-
ed by a district.

Also at this coming assembly, we will get to hear the report-
back from the Area Inventory we took in October. We will have the opportunity to discuss the Young People’s proposal
to have another appointed chair position. We will discuss the motion regarding the Accents. It reads as follows:

This panel we have purchased needed equipment such as computers for our area officers and a new PA system to use at
our assemblies. There is still a lot of work to do. Although we have accomplished much, we cannot afford to rest on our lau-
rels. This coming year, we will be presented with new agenda items. It will be our responsibility to get our groups’ thoughts
and relay those thoughts to our Delegate. We will be faced
with yet more decisions regarding finances. And at the end of this year, it will be our privilege to elect a new group of offic-
ers for Panel 64. Please be mindful of this throughout this year.
I have just a couple of quick announcements. The first one is regarding the NCCAA Spring Conference which is being held in
Fresno on January 25th, 26th and 27th. Please register early. The other announcement is regarding PRAASA 2013 which is
approaching us fast. It is being held this year in Boise, Idaho
on the first weekend in March. All officers and appointed chairs are funded to attend. We hope that a number of DCM’s
and GSR’s will also be able to join us in Boise. So please, make your arrangements early and look for others you can
share expenses with.
In closing, I cannot put into words what this last year has
done for me. I have learned so much about cooperation, leadership and responsibility. But most of all, I have been
amazed at the camaraderie and the unconditional love we
have given each other throughout the year. I am so grateful.

DUTIES FOR TREASURER
(Job description prepared by Panel 40 Area Officers 1991/updated by Finance Committee 2003)
To remind and encourage the A.A. Groups of their financial responsi-bility to support District, Area, and GSO, and the spiritual sig-nificance of self-support.
To receive, record, deposit, and report all income received by the Area, acknowledging each in writing.
To maintain a list of contributions to be submitted quarterly to the DCMs.
To make disbursements for such purposes as determined by the ap-proved Area Budget and to maintain records thereof.
To maintain bank accounts with other Area Officers as signatories.
To submit monthly operating statements to include a summary of the Area’s receipts for publication in the Accents/Acentos, so that
they are available for review at Area Assemblies and Area Committee Meetings.
To prepare and present the proposed Annual Area Budget with assis-tance from the Area Officers and the Area Finance Committee.
To assure that proper tax reporting is performed as required. This includes updating the 501C3 form on an annual basis.
To serve as a member of the Finance Committee.
The following contains a brief job description of each of the CNIA Area Elected Officers. Described herein are the expectations com-mon to ALL of the offices (in addition to the corresponding sections of the A.A. Service Manual).
To attend all Area Committee Meetings, Assemblies, Officers’ Meet-ings, and special meetings as may arise concerning Area busi-ness as a participating and voting member.
To develop an ongoing awareness of matters affecting the Area and A.A. as a whole.
To continue reading and developing familiarity with A.A.’s Twelve Traditions and history as found in the A. A. Service Manual, the Twelve Concepts for World Service, A.A. Comes of Age, and other literature concerning A.A. history.
To maintain a willingness and availability to serve on panels put on by Districts and other A.A. entities, as requested. To attend Dis-trict Meetings as a CNIA Officer, when requested.
To cooperate with the Area Delegate and other Area Officers in dis-cussing the state and needs of the Area.
To regularly report to the Area any activity or information related to their position concerning Area business.
To maintain expense records with regard to mileage, lodging tele-phone, postage and other necessary expenses for reporting to the Area Treasurer. In June 2010, the Finance Committee put forth a “recommended guideline to submit receipts for reim-bursement to the Area Treasurer within 30 days.”
To be available to attend all Regional and Area service functions.
To give the incoming officers a written copy of the CNIA Service Mate-rial Book, including the detailed description of the duties of office and other Area Officers – prior to the new Panel term (January 1 of the year following the Election Assembly).
Be available to attend a separate orientation sharing session of the outgoing and incoming officers for the express purpose of exchanging information. This may be a special meeting after the December Calendar Planning meeting of the Area Com-mittee.
To provide the leadership necessary to foster a sound service struc-ture in the Area.

requested a letter of support for confer-ences they are bidding on the following
dates: December 5-8, 2012, December 12-15, 2013 and January 9-12, 2014. It
was unanimously approved to send a letter of support to WACYPAA for the
upcoming dates of their conferences.

attended the annual BTG in Minneapolis with Woody R, Past Delegate. We
learned what other USA and Canada BTGs are doing. 11/17 @ 9 a.m. was a
BTG meeting. Grapevine’s March 2013
issue will have a BTG issue and they need your stories by 2/15/2013.

work Solutions expires January 2013. We forwarded information to Finance
Committee for the purchase of 2 new computers for Officer’s. I attended D29
meeting sharing information about our
D15 website. If you are planning a web-site for your District and would like some

Finance – [email protected] – Tom A -- The Finance Committee met at Satur-
day. Reliable information is not available to present a Preliminary Budget this
weekend. We anticipate the budget will
be presented at the November ACM. A proposed 2013 Budget should be availa-
ble for the Winter Assembly at Yuba City in January. Our finances are reconciled
and balanced.
Grapevine/LaVina -- grape-
[email protected] – Connie G -- Most recent new books are Step by Step, Into Action, Happy, Joyous and Free and
Young and Sober. The Grapevine Quote of the Day is FREE and has over 13,000
email subscribers. I attended the Re-gional Forum in Alaska. Grapevine
Workshop was 10/27 at Gold County
Roundup in Plymouth hosted by D27. Grapevine display and books to sell were
at NCCAA in Sacramento on October 4-6. The theme for November/December La
Viña is “Crossing the Border While So-ber”. The Grapevine/LaVina website will
soon have an all Spanish shopping site. Holiday season is the time to think about
Grapevine subscriptions, calendars and
books as gifts. You can submit your photos for the 2014 calendar by
12/1/12; all photos are taken by A.A. members and will be have their first
name on the back of the calendar.

Celia B –·The updated booklet It Sure Beats Sitting in a Cell has specific and
direct suggestions on what to do before
release, how to hook up with the fellow-ship through Corrections Correspondence
and contacting GSO; and how to stay sober after release and what A.A. does
not do. New pamphlets: A.A. and the Armed Services has diverse stories with
recent military and active duty experi-ence. Understanding Anonymity has
been revised to include information on
anonymity in the digital age. A.A. Mem-bership Survey is a snapshot of our
membership. All literature is available in Spanish and English, including history of
the Serenity Prayer, A.A. Guidelines, etc. I am available for your events and will
bring literature for members to see and purchase.

other states, yet very willing to help. ·We translated at Un Nuevo Camino A.A.
Group in West Sacramento. The topic was PI/CPC with Alt-Delegate, Kelley M
as speaker. Servicepalooza requested translation Sunday, Nov 18, 9:30-2 p.m.
at St Mark’s Church. On Saturday, De-
cember 1st translation for the 11th Foro Hispano de Servicios Generales del Area
07 in Fresno, CA. Please let me know if you’d like to serve as a translator for our
Area.

the Panel 62 minutes. It had been al-ways considered under Discussion Topics

D-47 Request for D-49 Answering
Service Non-Payment December
2011-April 2012
Resolution and payment have been
made by D49. An invoice was received for the D49 answering service bill. A
previous D49 DCM read about it in the Accents and contacted Cheryl former
D47 DCM. The bill was forwarded by Cheryl to a D49 member and it is being
handled by D49 members. $78 was con-
tributed by other Districts when D47 asked for assistance. The money has
been returned to those who contributed. D47 thanked everyone for their generosi-
ty and efforts in assisting them in resolv-ing this matter.
Appointed YPAA Chair Possibility by
Regina K At January Assembly in 2012, several
questions were asked and answered re-garding YPAAs in the What’s On Your
Mind. In June 2012, Regina presented
the possibility of a YPAA Appointed Chair
be discussed and considered. No motion has been made as discussion continues.

opening for Non-Trustee Appointed Com-mittee Member on Corrections and Public

Box 459 is AAWS quarterly newsletter
sent to share what is happening within A.A. to groups.
Ebooks are NOT created on our own
website. A committee is looking at what is affordable and less difficult to manage.
Ebook sales of Big Books were 3492 and 3071 of 12 and12’s were sold. Ebooks
are not selling as much as the hard cover books.
Big Book sales are 33 million that in-cludes English, Spanish, and French
Updated Literature: Living Sober; It
Sure Beats Sitting in a Cell; Understand-ing Anonymity; and, A.A. and the Armed
Services.
General Service Conference will be
taking their GSC Inventory over the next 3 years.
Possible Agenda Items next year: Draft version of Circles of Love/Service;
Spirituality pamphlet; Sponsorship; and, 12 Concepts has not been determined whether to be added to the 12 and 12.
Regional Forums are held in one of the Pacific Region’s 15 Areas. Regional Fo-
rums were started in 1975 and designed

for AAWS and Grapevine staff to share
information and answer questions.
Local Forums were designed to bring
more A.A. information to remote loca-tions of A.A. CNIA may be interested in
requesting a Local Forum on a specific topic in the future.
The following are highlights of the Re-gional Forum in Anchorage, Alaska:
·There was a request for fellowship shar-
ing from the Public Information Commit-tee to consider sharing the language and
the effectiveness of the short form of Tradition 11 and the contrast with the
long form of Tradition 11 with your groups. The PI Committee would like
your comments by December 31st. ·Page 70 of the GSC 2012 Final Report
gave the contributions from CNIA includ-
ing number of members, average contri-bution, memorial contributions, etc. ·
The future of Grapevine structure, pur-pose and literature is being considered.
·Phyllis H, General Manager of GSO,shared that 1600 people visited the of-
fice this year. ·Board Chair, Ward Ewing, spoke of changing times. The Board
Inventory was of primary concern with
management and strategic thinking, print publications disappearing more and
more and looking at projections that are not positive. ·The decision regarding
rotation of Area’s hosting PRAASA will be voted on at the Pacific Region Delegate’s
luncheon at the General Service Confer-ence in May 2013. Our Area is first up in
the rotation, if approved. CNIA will be
placing a bid for the 2017 PRAASA in Area 07!

DISTRICT REPORTS
D-09 – Steve C, DCM, read by Lee O
-- On 10/6 our District meeting had 7 GSRs in attendance. We voted to move
our meeting time from 11:30 to 9:30 on
the first Sunday of the month. Post Con-ference Committee was established w/
Larry B as chair. Our last service work-shop had 25 attendees with topics on
coffeemaker, treasurer and Grapevine.
D-11 – Cindy C, DCM, read by Larry
Waters - D11 has enthusiastic members and holds quarterly workshops. Our
biggest workshop is on the Traditions
featuring the original AAWS Traditions Skit performed by REDYPAA and four
Area 07 Trusted Servant panelists.
D-15 – Jenn D, DCM – Our District
meeting on 9/22 had 1 new GSR and 1 new Alt-GSR. We changed our budget
from calendar year to fiscal year. I will be going to PRAASA. Our Treasurer is
unable to continue and the position is
open. PI/CPC spoke at Chico Treatment Center and had a table at Veterans
Stand-down. BTG committee is not ac-tive, but a couple new people in the Dis-
trict are interested. Our Web Committee is looking at options available for us to
be self-supporting.
D-17 – Jan H, DCM – We had a work-
shop with 3 different topics: Sponsor-
ship, PI/CPC, and H&I. Special thanks to our panelists and past CNIA 07 Dele-
gates, Lee W and Marianne H. I attend-ed the Regional Forum in Alaska and
came away with new perspective and appreciation for Box 459, AAWS, and our
Trustees who give countless personal hours of time for us!
D-19 – Judy T, DCM -- We welcomed
a new GSR. PI/CPC participated in Re-cover Health Happens sponsored by
Mental Health. Volunteers are needed for PI/CPC and the Winter Assembly. A
Marysville group had concerns for the safety of the female members being
threatened and requested suggestions.
Finance Committee presented three an-swering service options. The GSRs will
bring their groups’ choice to the next meeting.
D-20 – Dan L, DCM -- Unity Day 2012 was a success with great speakers, fel-
lowship and 240 meals served! Thanks
to SACYPAA who attended. We are look-ing forward to continuing unity.
D-21 – Betsy L, new DCM for Dick B, outgoing DCM – Thank you D30 for
what you’ve done for us! It is with great sadness that Dick B had to resign based
on personal health. Our District is wind-ing down from ice cream socials, work-
shops, etc. We need to elect an Alt-
DCM. We are working on our spending plan. I am looking forward to the new
position as DCM.
D-22 – Tom A, DCM -- District Meeting
was 10/10 with good attendance. Groups are reporting a decline in 7th Tra-
dition contributions. Becky B, Alt-DCM, and I are making ourselves available to
groups to discuss the importance of self-
support and the 7th Tradition. District Archives are moving to a new location.
H&I has many volunteers to cover all the facilities! The BTG Chair may be filled
soon. I am attending more group busi-ness meetings to inform the responsibili-
ties of general service work.
D-24 – Jon S, DCM – 9 trusted serv-
ants attended our 10/10/12 meeting.
We discussed our reimbursement for GSRs to attend assemblies and the
young people’s proposal for an appointed chair position. Sacramento Unity Day
Districts met regarding location and date. The location will be confirmed
when the facility is contracted.
D-25 – Deanna, DCM – D24 and D25
hosted a Post Conference Workshop with
CNIA Delegate Lela who created a fresh and new experience for the 15 at-
tendees. Elk Grove Fellowship is hosting a Traditions Workshop on November 10th
with Lela, Kelley & Jan. Paul S motioned for our District to create a budget (never
done before). We voted Mike M to Chair the Finance Committee.
D-27 – Lee P, DCM – District meeting
on 9/19 had 26 in attendance. ·We ap-pointed an Ad Hoc committee of 3 GSRs
to review the District Inventory report held in August, summarizing the com-
ments and suggestions given and report back to our next District meeting with
recommendations and action. ·We pre-
sented a proposed 2013 spending plan. ·We approved GSR scholarships for Mini-PRAASA. ·Reports were given from BTG, Grapevine and Acronym Workshop
chairs. ·BTG Workshop was September 29 with Jerry B, Mike S and Rick K; and

D-29 – Nancy M, DCM -- District 29
met on 9/24 with 19 in attendance; 2 new GSRs and a special guest Jenn D,
DCM D-15 and Eservices Chair of CNIA 07. Jenn gave us guidelines and practic-
es on how to start a group or District
website. Considerations were: informed
group conscience; cost per month and
precautions; maintenance each year; caution on links; anonymity; event fly-
ers with contact emails provided they are A.A. approved; person/people who
can access site; etc. All Sacramento
and Spanish District 54 met at Mini-PRAASA to plan for Unity Day 2013.
D-30 – Larry A, DCM – With heavy heart I have to resign as DCM. Thank
you to Area Officers who shared ideas
how I may continue practicing the Third Legacy of sobriety. We elected
new DCM Steve H of Valley Springs Fellowship and Local Committee Mem-
ber (LCM) for our District. Thank you to Titia A, past D30 DCM, Valerie D,
my service sponsor, GSRs and many
others who have given time, guidance and wisdom.
D-31 – Jim H, DCM -- D31 held its monthly business meeting on
10/17/12. 4 groups were represented.
Treasurer reported the total available balance was $899.30, including Pru-
dent Reserve. Group reports were given. Douglas gave service reports
for Delta Intergroup and PI/CPC. ·To
update the status of the proposed merger of D31 and D32, at Septem-
ber’s meeting it was decided to mail an invitation to all active groups in both
Districts to meet, discuss and possibly vote the group conscience regarding a
merger. On 10/17/12, the letter had
not yet been drafted. D31 wishes to move forward to a single District (if
affected groups in D31 and D32 vote to merge) at the end of Panel 62 al-
lowing for a smooth transition. It is
D31 intention to hear the opinions, including minority opinion, of all
groups in D31 and D32. We believe a mailed invitation to all groups will
serve as a communication to get a consensus of each group from their
GSRs, or an elected representative to
speak for their group at D31 and D32.
D-32 – Cynthia B, DCM – Septem-
ber’s District meeting had 4 GSRs, 1 Alt-GSR, PI/CPC and 1 member- at-
large, plus D31 members (DCM and 3 GSRs). ·D31 discussed the possible
merger of our 2 Districts. A letter was
proposed to send to all active groups in both Districts for feedback from the
GSRs. We were reminded that D31 and D32 had divided in 1987 because of
too many groups (54). Currently there are 24 groups in both D31 and D32,
some without GSRs or participation
from groups. It may be beneficial to merge two Districts to better serve
A.A. in our area. ·On 10/17/12 our District meeting met @ 7:30 p.m. with
10 attending. We welcomed 2 new Alt
-GSRs. ·Jim H, D31 DCM attended. We again agreed on an invitation to be
mailed to all active groups to discuss the merging our Districts. ·Several
groups are reading the long form of Tradition 11. ·We are continuing dis-
cussion regarding our District Invento-
ry. ·We asked GSRs to announce the need a Recording Secretary.
D-34 – Philip S, DCM – We had 7 GSRs present at the District meeting
on Wednesday, October 10. We are
sending 3 people to PRAASA in March. We were invited to represent A.A. at
an open house for the Probation De-partment and were invited again for
next year.
D-36 – Roy L, DCM – Unity Day was big success! We don’t have lots of
growth in numbers but the growth is in the hearts of our members.
D-40 – Pete C, DCM -- We had our annual Bass Lake Unity Day with ap-
prox 50 people, including a group from
Fresno. The Traditions Play was per-formed. I had the privilege of sharing
my experience, strength and hope and how it related to my service work in
AA. Our last D40 meeting was held in
Madera and 3 people attended. Oak-hurst Fellowship moved to a new loca-
tion. Oakhurst GSR moved and no Alt-GSR at this time.
D-42 – Brian W, Recording Secre-tary for Bill L, DCM – Our District
meeting had 5 GSRs. Sue A gave a
summary of Tradition 5. The 10th An-nual Common Solution Roundup, China
Peak Ski Resort is 8/16-18/2013. ACYPAA has lots of events preparing
for the conference in Fresno March
2013. Northpark Fellowship is asking what contributions should be used for
and increased Prudent Reserve. NCCAA will be in Fresno on January 25
-27, 2013.
D-43 – Rodney M, DCM – On 10/7/12 our District met in Kingsburg
to generate participation with ‘dark groups’. 3 GSRs attended plus 3 mem-
bers. It was discussed about merging with D41 and D42 if participation
doesn’t increase. We are preparing for
NCCAA in January 25-27.
D-47 – Sherry B, DCM – Thank you
D30 for hosting Mini-PRAASA! D47 met on 10/3/12 at 7 pm. ·Our Sep-
tember Service Event went well.
Thanks to Lela and Celia for sharing their experience, strength, and hope
with us. And, thank you GSRs, DCMs, CSRs, and H&I members that took to
the time to participate in the panel. Attendance may have been small but
the result was gigantic. A member-at-
large attended Mini-PRAASA due to the Service Event. ·The transition from
previous treasurer is complete and Cheryl will work with the Finance Com-
mittee to implement a budget. ·D47
has a website with anonymous emails set up for the DCM and Treasurer.

D-53 – Joel O, Alt-DCM – read by
Luz Maria G – At 10/17 business meeting we had 19 GSRs, 8 Alt GSRs
and 6 visitors. New Officers for: PI Committee: Coordinator Sandra,
Treasurer Anguel, Secretary Jose; and, CPC Coordinator Jose, Treasurer Mi-
guel, Secretary Martha. We agreed to
take one Friday a month for internal meetings.
D-54 – Pedro C, DCM – Our meet-ings continue to be the 1st and 3rd
Thursday of the month at 9 p.m. On
11/4 our Intergroup office will have the17th anniversary. Our District Anni-
versary is 2/3/2013 and we will have LaVina, BTG and Literature chairs.
5th Congresos in Gridley will be held November 23-25. We are also partici-
pating in the 11th Foro on 12/1 in Fres-
no. The District is working other Span-ish groups and with our local inter-
group to celebrate A.A.’s 78 birthday on 6/16! We have 8-12 GSRs at our

District meetings and we visit other
groups during the month.
D-56 – Martin C, DCM – After our
last meeting the GSRs received agenda items and requested information re-
garding the pamphlets and books that
have been approved. We have had a small number attending our meetings
and the change of rotation in groups has taken longer than expected. We
have continued to learn how general service works at the conference and
thanks to those at the Area who have
helped. This assembly a new GSR present and he is happy to receive all
the information he has received at this assembly.
