INFORMATION: ~. The California Department of Fish and Game

(Department) has filed an application with staff of the Commission for a General Permit - Public Agency Use, to develop .an ~rtificial fishing reef. The proje:t i~~olves the sinking of a surplus vessel in approximately 100 feet of water on sandy substr3te, near Point Vicente off Paios Verdes. The project would use a vessel of up tc SOO feef in length. The vessel will be selected on an as available basis, upon completion of the permit process. Any vessel that is used will be ~ubject to Coast Guard/Environmental ~rotection Agency certification as to cleahliness and a~ to whether it is oil fre 1e. I't wi,11 also be made safe. to m~nimize potential hazards for divers with the coope~ation and involvement of the Greater Los -~ngeles Area Council of OH1ers. ·

The proposed lease to the Depar~ment provides that-construction shall occur ·betwea.1 February l, 1990 and January 31, 1991. In additi~n. the proposed lease provi'des for the followin,g:

Prior to commencement of t~e const~uction or placement of thd authorized improvem.ents, the Department agrees to provide to the staff of the Commission, for its r~view and approval~ a description of the vessel fo be placed, including ·the name and registry of the ship, if ·,l ship is to be sunk, and a plan. of · • i.ns"".alclation, including a description of the equipment to be used for -i~stall~t~on, method of installation, timing for installation and time required to install the reef.

B. The Department shall submit to the Commission, within six monthi oF the date of this lease, a Monitoring Plan that will describe the following~ ,

1. the purpose(s) and ~bjective(s) for the reef;

2. ho~ the reef is designed to meet the purposes and objectives described in ( 1); ,

3. how this reef differs f~om other reefs installed by the Department;

4. 'how the D~partment will ~~nitdr and evaluate the effectiveness of the re~f in meeting t~e purposes and obj ec t.ives des crib~_d. in ( 1); and ·

5. a time schedule for monitoring, evaluating, and reporting on the effectiveness of the reef. The Department shall submit all fbrmal reports to thci Commisiidh. The Commission shall be advised of and hav~ access t6, on dem~nd~ to all field notes, s~rv~y d~ta; and any other information · collected for the above" Monitoring Plan or dur~ng the administration of the Department 1 s Artificial Reef Program.

C. The Depa~tment agrees to .pro~ide ~n "as-built" surv~y of the artificial· reef to the staff of the Commission upon completion of constructi6n and shall include the depth from ,the .. hi~~est point of the· reef at th~ iot~it low water.

The anriual rental value of' the site :.:s estimat~d to be $93,300.

This activity involves lands identified as possessing significant environmerital values pursuant to P.R.C. 6370, et seq.

Based upon the staff's consul ta"tion> with the persons nominating such lands and through the CEQA review process, it is the staff's opinion that the project, as proposed, is consistent with its use classification.

4. A Negative Declaration ~'s prepared and adopted for this project by the California Department of Fish and Game. The State Lands Commission's staff has reviewed such document and believes that it complies with the requirements of the CEQA. ·

21. Experience with similar projects suggests that there could be some major scouring the sand.·substrate around the immediate edge of the vessel. 'there may be up to one meter (3 ft) of sand moved all. around th(!perimeter.

34. There are no known cultural or historical aspects ~f the site. The project will have no impact on scenic aspects or land use. There mt.y be an increase in the amount of small boat .traffic due to .~he fishing activity. There will be an immedi< localized, mortality of the very few sand-dwelling organisms covered by the vessel when it i~pacts the substrate. There will also·be a ~ong•term impact on fish pcpu· lations. Artificial reefs, such as described in this.proposal, are, in reality, fiGh aggregating devices (FADS). Th~y function to attract fish by virtue of the shelter th~y provide a.nd the thigl!lotropic behavior of fish. This causes the fish 1

Palos Verdes Wreck Reef

I. The project involves the sinking of a surplus vessel in approximately 100 f.eet of water on s&ndy substrate near Pt. Vicente off P.~los Verdes, California. Similar projecta, notably the "Wreck Alley" project off Mission ~ach near San Diego and the PALUAN in Santa Monica Bay, are very popular. Diving and fishing trips to the "Wrack.~lloyn project are particularly successful with individunls traveling from man~ areas of California to enjoy the recreational opportunities provided.

This project would involve a vessel of up to 500 feet in length, such as the PALUAN. We would like to get ~ surplus Libert¥ ship if possible, bu~· we may have to settle .for something smaller, depending upon availability. Tne·~essel will not be decided on until tn.e permit process is e:iinpleted. Any vessel that is used will be"subject to Coast Guard/Environmental Protection i~gency certification for cleanliness and be certified as.oil free. It will also be made safe for divers. Both of 1these requirements were met for the wrecks we have placed in Sa.h Diego's "Wreck Alley". Diver safety requires cutting line-of-si.'.jht holes through the hull and compartments in all direct~'io~~ and removing or welding open any hatches.

The diver-safety preparationg:will be made with the cooperation and involvement of the Greater Los Angeles Area ~~ Council of Diver.s- ,(GLACD) and will minimize any potential • hazard to diver$. No·diver hazards or·vessel-caused diver injuries have eve~' occurred 0?1 any of the wrecks we have.· similarly prepareci.:~nd placed. The ·d.epth of water over ·the vessel (at least 30 feet - per Coast Guard requirements} eliminates any pote~tial hazard to rod• and reel-anglers.

II. Environment~! Impacts

3. Water

a. Minor changes in currents will occur within l or 2 meters of the vessel. This is due to the slight increase in water velocity that occurs immediately proximal to the vessel as the prevailing surge moves water against the hull. We'have observed the result of this action on eve~ wreck and rubble ,reef we have constructed. It is limited to the immediate l or 2 , meters of the vessels' perimeter and causes a slight depression around the hull. ·

s. Animal Life

a. Change in the diversity of species, •ate. The area •Selec~~d for wreck placement currently supports a relatively depauperate sand community. During siting survers, Department diver/biologists observed a few individuals of the following species: ·

The sinking of the vessel will cause the loss ot the individuals directly underneath. However, there will be a very significant increase in the numbers of hard substrate dwelling organisms as they recruit to, and develop on< the vessel's surfaces. Observations of other, similar, wreck reefs suggest that the populations of sand~dwelling organisms that were displaced eventually increase in density around the reef site, possibly in response to increased food availability in the form of plankton from the biota recruited to the vessel. ·

9. Natural Resources

a. Increase in the rate of use of any natural resources\ There will be an incr2ase in the catch of sport fish. Improved recreational f!shing is one of the primary goals of the project. Barred sand bass and kelp (or Calico) bass are the target speci~s.

13. Transportation

e. Alterations to waterboine traffic. The pro~ect will tend to loc3lize sport i~shinq vessel activity to the proximity of the reef. I~. is probable that there will be no measurable inc~ease in overall fishing boat traffic, but it is ~ossible that, at least initially, there will be a redirection of. boatinq activity to the project site. · ·

19. Recreation

Will the project result in an impact u~on the quality·or ~ant;ty of recreational .op~ortunities. Thez;e will ))e .an immediate and long-term positive impact on t!t~ quali.ty and quantity of recreational fishing and diving opportunities. This is one of the primary goals and objective::f .. of the project.

III. Discussion of Environmental Evaluation

The project is designed to provide enhanced recreational opportunities for sport fishing and diving. Similar projects in Santa Monica Bay and off San Diego have proven iwriensely popular with those 9roupso There is the potential added · benefit of the recruitment of giant kelp (Macro~lstis) to the vessel's UpJi>et" surfaces. This would signif1canty increase. the productlvity of the atea. .

There would be an increased harvest of some ·sport fish, species and"an increased number of species of )lard,bottom dwol!..1.ing:" · organisms. The site'.selected is currently a sand' plain with little extant bio·::a.
