CHAPTER 1

INTRODUCTION

This handbook is prepared in compliance with section 4 (1) (b) of RTI Act

1.2. Objective / purpose of this hand-book:

This handbook is meant to provide General information to the public about

the organisation and functions of Air Headquarters. 1.3. Who are the intended users of this handbook? :

General public including the service personnel.

1.4. Organisation of the information in this hand-book

The information is organised under 17 chapters as provided in the Act.

Since Air Headquarters comprises of six branches namely VCAS, DCAS, AOM, AOP, AOA and DG (I&S) under the CAS, the information is also organised branch wise.

1.5. Definitions (Please provide definitions of various terms used in the handbook).

The definition of various terms, abbreviations and acronyms pertaining to

Air Force are placed at Appendix ‘A’ to this handbook. 1.6. Contact person in case somebody wants to get more information on topics covered in the handbook as well as other information also.

A bonafide citizen of India can seek information which has not been

provided in the handbook by making an application to the Central Public Information Officer, Dte of PS, Air Headquarters (Vayu Bhawan), New Delhi-110106. The fee structure for the same is as provided for in the RTI Act, 2005 & the Rules made thereunder.

CHAPTER 2 PARTICULARS OF ORGANISATION, FUNCTIONS AND DUTIES

2.1. Objective/purpose of the public authority

(a) The Primary Objective / purpose of IAF is to defend the nation and its airspace against Air threats in coordination with Army and Navy. The secondary purpose is to assist civil power during natural calamities and internal disturbances.

(b) The objective/ purpose of Air HQ is to ensure efficient and effective functioning of the IAF as a whole.

2.2. Mission/Vision Statement of the public authority

To maintain high operational preparedness for defence of the Indian airspace

2.3. Brief history of the public authority and context of its formation

The Indian Air Force was officially established on 8 October 1932.Its first ac flight came into being on 01 Apr 1933. It possessed a strength of six RAF - trained officers and 19 Hawai Sepoys or air soldiers. Over these years, no less than twenty new aircraft types and sub-types entered the IAF's service including various strike fighters, third-generation supersonic interceptors, tri-sonic reconnaissance aircraft, strategic heavy lift transports, medium tactical transports, light transport aircraft, heavy lift and medium-assault helicopters, basic trainers, surface-to-air missiles and an array of sophisticated weaponry propelling the IAF, or ‘Bharatiya Vayu Sena’, into one of the world's best equipped air arms.

2.4. Duties of the public authority:

Air HQ has different PSOs assisting CAS in various functions. Duties of their branches are Attached as Appendix ‘B’

2.5. Main functions of the public authority

(a) The main function of Air HQ is to ensure smooth functioning of the IAF as a whole and work at a conceptual level.

(b) To achieve this objective, this HQ formulates, issues and reviews policies on various matters pertaining to the functioning of the IAF and exercises command and control through seven Command HQ viz. WAC, SWAC, CAC, EAC, SAC, TC and MC.

(c) Air HQ also interacts and liaises with Min of Defence Integrated Defence Services HQ and also other two sister services of Army & Navy.

2.6. List of services being provided by the public authority with a brief write-up on them.

Except for its primary and secondary functions as mentioned above, no services are provided to the public

The working hours of all Branches/ Directorates of Air HQ is as follows except for the Ops Room which is manned 24 Hrs a day 7 days a week:-

Morning hours of the office : 0900 to 1300 hrs & 1330 to 1730 hrs Closing hours of the office : 1730 to 0900 hrs (Next day) & 1300-1330 hrs (Lunch break).

Aeronautical Information Circular (AIC)

Circular

Aeronautical Information Circular (AIC) on various subjects is issued by Director General Civil Aviation (DGCA). The AIC on medical deals with various criteria for evaluation specified disability / disease for considering certification.

Civil Aviation requirement (CAR)

Civil Aviation requirement (CAR) is also issued by DGCA. The CAR on medical requirement is issued under section 7, Flight Crew Standards.

Medical Information Circular

Medical Information Circular (MIC) is issued by DGMS (AIR) to IAF, boarding Centers carrying out medical evaluation for issue of civil pilot license. These circulars deal with criteria for assessing various diseases/ disability in connection with medical evaluation of civil aircrew. The same criteria/ guidelines are forwarded to DGCA for issue as AIC whenever required.

PROCEDURE FOLLOWED IN DECISION MAKING PROCESS

9.1. What is the procedure followed to take a decision for various matters?

(a) All matters, notes are put up on file in the following chain of hierarchy depending on the organizational set up for decision. CHAPTER 10

DIRECTORY OF OFFICERS AND EMPLOYEE

Air HQ being a sensitive Organisation, the details of Officers and other employees employed at this HQ are considered to be sensitive information which if falls in the hands of anti-national elements may jeopardize the security of the nation. Therefore the directory of officers and employees are not published in this handbook in the interest of the security of the nation. However, relevant details can be made available to a genuine citizen of India with bonafide interest on a case to case basis in accordance with the RTI Act, 2005.

THE MONTHLY REMUNERATION RECEIVED BY EACH OF ITS OFFICERS AND EMPLOYEES, INCLUDING THE SYSTEM OF COMPENSATION AS PROVIDED IN REGULATIONS

Air Force Central Accounts Office (AFCAO) maintains the records pertaining to monthly remunerations of all employees of IAF. The records are variable, huge and sensitive in nature. Therefore it will not be feasible to catalogue and index such individual records of pay and allowances. However, any information requested by public in any particular case can be provided AFCAO as per records.

No Standard Application forms are available. Applications can be made on plain papers addressed to CPIO/ CAPIO.

Fee :

(a) Rs 10/- should be paid alongwith application, by way of DD/Banker’s Cheque (not personal cheque)/Indian Postal Order payable to ‘Air Force Public Funds Account, Air HQ(VB)’ or Cash against receipt from Accounts Section of any Air Force Station.

How to write a precise information request. Few Tips : A citizen is expected to specify the details of exact information / document required by him. He should not generalize. He should also write his correspondence details alongwith telephone number if any so that he can be contacted for payment of fees and providing the information without delay.

In case of denial of information or if the applicant is not satisfied with the information provided by CPIO, he/she may submit an appeal, within 30 days from the date of receipt of the reply from CPIO, to the first Appellate Authority the details of whom are provided below:-

DUTIES

VCAS BRANCH

Note. DICOST has been reorgainised into Directorate of Ops Space under the functional control of ACAS Ops (Space) and Air War Strategy Cell (AWSC) under functional control of CAS Sectt. ACAS OPS (SPACE) Dte of Ops (IEW)

1. The Dte is responsible for policy formulation, planning and control of IEW activities of the Air force. Dte of Ops (ATS)

2. The Dte is responsible for higher level interaction with Civil Aviation Departments including DGCA, AAI and MoCA on all matters pertaining to Air Traffic Services. Dte of Ops (MPR) 3. The Dte is responsible for policy formulation, planning and control of all tasks relating to Media Publicity and Public Relations. Dte of Ops (Space) 4. The Dte is responsible for co-ordinating space related activities of the IAF with other services and space related agencies. ACAS OPS (OFF)

5. The Dte is a nodal agency for policy formulation planning and control of entire Offensive Air Operations of the IAF.

ACAS OPS (AD)

Dte of Ops (AD) 6. The Dte is the only agency responsible for entire Air Defence of Indian airspace as mandated by the Union War Book.

ACAS (COM) Dte of Sigs (Air)

7. The Dte is responsible for formulation of policy and planning with efficient operation of IAF terrestrial, mobile and satellite communication networks. ACAS OPS (T&H) Dte of Ops (T&H) 8. The Dte is responsible for policy formulation, planning and control of the entire transport and helicopter operations of the IAF. ACAS (IT) Dte of (IT) 9. It is responsible for formulation of policies and planning with respect to Information Technology, Radio Communication Systems, Navigational Systems and Code & Cipher. ACAS (MET) Dte of (Met) 10. Dte of Met functions through three components viz. Forecasting, Air Force Centre for Numerical Weather Prediction (AFCNWP) and Central Met Stores (CMS). This Dte is responsible for procurement of Met equipment, policy formulation, planning and execution of the Met services for safe air operations in IAF.

ACAS (INT) Dte of Int 11. It provides security clearance for visit of foreigners to units, Ests and HQs in conformity with existing rules and looks after Int affairs of IAF. OPS ROOM Dir Ops Room 12. Director Ops Room is responsible for the formulation of policies pertaining to the function of Ops Room. .

DCAS BRANCH

1. Chief of Air Staff (DCAS) Branch is responsible for Perspective Planning, Financial Planning and capability building of IAF through acquisition of capital equipment & systems like aircraft (Fighters, transport and helicopters), Airborne and Ground Based Weapons, Avionics and Electronics Warfare Suites and their upgrades. The Branch is also responsible for contract management of aircraft and other systems after procurement from Indigenous as well as overseas sources besides planning & managing the expenditure of Defence Budget for IAF. The Branch is instrumental in giving a thrust to the modernization drive of the IAF in keeping with the latest advances in technology, rising aspirations of the nation and constantly changing global security scenario.

2. The Branch is function under following Assistant Chiefs of Air Staff (ACsAS) overseeing various areas of responsibility:

(a) Assistant Chief of Air Staff (Plans) (b) Assistant Chief of Air Staff (Projects) (c) Assistant Chief of Air Staff (Financial Planning)

3. These Assistant Chiefs of Air Staff are functioning through various directorates, each of which is placed under supervision of a Principal Director (PD). These directorates are as under: (a) Directorate of Air Staff Requirements (Dte of ASR) Under PD ASR.

Responsible for:-

(i) Identification of need for a new acquisition in consultation with user Directorates. Formulation of preliminary Staff Qualitative Air Requirements (PSQRS) based on feasibility study vis-a-vis Air Staff Targets (ASTs). Monitoring of indigenous development to ensure PSQR compliance and thereafter formulation of Air Staff Qualitative Requirements (ASQRs)/ Operational Requirements (Ors).

(ii) Indigenous Acquisition in consultation with the user Directorates, R&D agencies and Industry and Acquisition from abroad in consultation with Air Attaches (AAs) / Military Attaches (MAs) / Naval Attaches (NAs) abroad to identify suitable products and sources of supply.

(iii) Identification of equipment for upgrade and deciding upgrade architecture for the same in close liaison with DPSUs/DRDO and Defence Attaches abroad for identification of the suitable agency for undertaking the upgrade project and follow up equipment upgrade cases with MoD for formal/in-principle acceptance of the requirement.

(iv) Overseeing that the contracts for various Acquisitions are finalized in an efficient and time-bound manner.

(b) Directorate of Acquisition Under PD (Acq). Responsible for:

(i) Monitoring the progress of all Capital Acquisitions up to the value of 150 Cr from the stage of Services Qualitative Requirements formulation to Contract conclusion.

(ii) Overseeing the Capital Acquisition cases within the delegated financial power to Air HQ at evaluation and negotiations stages of procurement and process the cases for approval of the Competent Authority.

(iii) Processing scaling cases for scaling of equipment in IAF.

(iv) Providing secretarial support for staff Equipment Policy Committee (SEPC) and Air Staff Equipment Policy Committee (ASPEC) meetings.

(v) Coordinating and monitoring the progress of ‘Make’ project of IAF under chapter III and III – A of DPP-2016.

(vi) Coordinating and monitoring the progress of Technological Development Fund projects of IAF with DRDO.

(c) Directorate of Integrated Air Command & Control System under PD (IACCS). Is responsible for planning, monitoring and execution of project IACCS through working group and active involvement in discussions, consultations and lab demonstrations on all development activities of the net-centric warfare capabilities of IAF.

(d) Directorate of Plans under PD (Plans). Responsible for:-

(i) Formulating the 15 years Long Term Perspective Plan (LTPP), the Five Years Services Capital Acquisition Plan (SCAP) and the two year roll-on Annual Acquisition Plan (AAP) for the IAF and monitoring progress thereof.

(ii) Vetting of all Capital procurement schemes from the point of view of compliance with the Defence Procurement Procedure (DPP) and their integration with the long term plans.

(iii) Processing of all Capital procurement cases till the Acceptance of Necessity (AoN) stage through the SCAPCC/SCAPCHC/DAC/DPB.

(iv) Monitoring of the Capital Budget, in respect of all ‘New Schemes’ being processed.

(v) Providing specialist opinion for the co-ordination of Re-Equipment schemes, Unit Establishment (IEs), additional requirement of aircraft to sustain the UEs, action for withdrawal of aircraft from service, numbering of new units and disbandment/number plating of Air Force units in keeping with the future plans and programmes and obtaining Govt sanction for Key Location Plans of all Air Force formations/Units.

(vi) Replying to all Parliamentary Questions pertaining to Capital Procurement, observations by the Standing Committees of Parliament.

(e) Directorate of Projects under PD (Projects). esponsible for:

(i) Post contract management and inductions of various fighter, helicopter, transport and trainer aircraft and weapon systems. (ii) The Directorate is also responsible for upgrade projects on f ighter, transport and helicopter aircraft. The Directorate also processes Capital Procurements. (iii) In addition, the Directorate exercises functional control over the Aircraft Systems and Testing Establishments (ASTE) and Software Development Institute (SDI). The directorate is also the nodal agency on all matters related to HAL

(f) Directorate of Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance under PD (C4ISR). Responsible for identification of a need for a new acquisition, indigenous acquisitions and formulation of Air Staff Qualitative Requirements (ASQRs) / Operational Requirements (Ors) in consultation with user Directorates, MoD, various R&D agencies and DPSUs with respect to the C4ISR assets of the IAF.

(g) Directorate of Financial Planning under PD (Fin P). Responsible for:-

(i) Controlling and monitoring of allotment of funds under locally/centrally controlled heads and charged Air Force expenditure.

(ii) Examining the Air Force Plan Schemes & monitoring the cash flow. (iii) Forecasting of foreign exchange requirements, its working and utilization. (iv) Co-ordinating and handling of Draft Audit Para/ Audit Para / Performance Audit reports and Parliamentary Committee reports. (v) Examining and reviewing costing Policies of PSUs involving Air Force & offer recommendations besides rendering financial advice on all matters referred by MOD, IDS, Army HQ, Naval HQ and other Branch / Directorates of Air HQ / Comman (i) Preparation, examination, estimation, control and co-ordination of all matters relating to Air Force Revenue and Capital Budget. (ii) Compiling the data for fund requirements, assessing the requirements and compiling & projecting it to MoD (Fin). (iii) Allotment of funds, control and monitoring of expenditure under both Revenue and Capital Budget and Capital Procurements following Revenue Procedure. Also responsible for monitoring the cash flow of both Revenue and Capital Budget. (iv) Initiate and monitor aspects pertaining to Delegation of Financial Powers. (v) Monitoring IFA system in IAF.

(vi) Co-ordinate activities pertaining to Draft Audit Paras and Audit Paras. (vii) Cost analysis and reviewing costing policies of IAF. The task involves finalizing the external costing policies for DPSUs. Determination of cost of flying, training, repair and overhaul at BRDs. Render financial advice on matters referred by MoD and to other branches/Dtes at Air HQ/ Commands.

AIR OFFICER IN CHARGE MAINTENANCE (AOM) 1. The AOM is responsible for all maintenance and provisioning activities of all IAF aircraft, radars, missiles, communication systems and their sub systems. The AOM is assisted in performance of his duties by the Director General (Aircraft), Director General (System), ACAS (MP) and ACAS (Lgs). DIRECTOR GENERAL (AIRCRAFT) 2. DG (Aircraft) functions under the AOM and is responsible for administrative and functional control of the Sub Branches concerned with maintenance of aircraft system placed under him. 3. DG (Aircraft) is assisted by ACAS (Eng A), ACAS (Eng B) and ACAS (Eng T&H). The broad areas of responsibilities of these Sub Branches are as follows:-

(a) ACAS (Eng A) – Maintenance activities of all fighter aircrafts of Russian Origin. (b) ACAS (Eng B) – Maintenance activities of all fighter aircrafts of Non-Russian Origin, Vintage aircraft and RPAs. (c) ACAS Eng (T&H) – Maintenance activities of all Transports & Helicopters in the inventory of IAF.

4. Duties and responsibilities of DG (Aircraft) are as follows:-

(a) Maintenance Responsibilities:-

(i) To ensure that high serviceability of aircraft is maintained at all times for operational and training requirements.

(ii) To ensure timely formulation of proposal for life extension of weapon systems and equipment, their approval and execution.

(iii) To ensure contingency plans for the sub-branches placed under him are kept updated and in line with the contingency plans of the Maintenance Branch.

(iv) To ensure necessary coordination with higher echelons of the repair agencies (BRDs/HAL/OEMs abroad etc) to ensure that overhaul, upgrades and repairs on aircraft are completed in the desired timeframes.

(v) To ensure necessary coordination with various functionaries in MoD, PIFA, HQ MC and other branches of Air HQ, for processing financial sanction of cases relating to aircraft modifications, upgrades, improvements, test equipment and aircraft spares.

(vi) To exercise control through the respective ACsAS on all aspects of functioning of various directorates placed under them. (vii) To ensure that correct budgeting and strict budgetary control of the funds allocated to the sub-branch.

(viii) To ensure that all recommendations of COI/TI are implemented in totality, with a view to enhance aerospace and maintenance safety.

(ix) To ensure formulation of necessary policies on technical matters.

(x) To ensure formulation of replies to Parliament questions, draft audit paras, CAG reports, Quality Audits etc and briefs to be submitted to MoD.

(xi) To ensure necessary communication flow on all matters under his jurisdiction between Air HQ, Command HQ and bases, between Air HQ and MoD, Air HQ and OEMs, Air HQ and AA/DA and Air HQ and repair agencies.

(b) Specialist Advisory Functions:-

(i) He is responsible for rendering specialist advice to Ops Staff on optimum utilisation of aircraft systems.

(ii) To render specialist advice to Plans Branch on introduction of new aircraft systems.

(c) Liaison Duties:-

(i) To ensure continuous dialogue with HAL, DRDO and PSUs in connection with Maintenance of concerned aircraft systems.

(ii) To ensure necessary coordination with other DG/ACsAS of Maintenance Branch and will ensure necessary coordination with MoD, Army, Navy, PSUs and other concerned government/private sector departments/organisations.

ASSISTANT CHIEF OF AIR STAFF (ENGINEERING A) Role 1. The role of ACAS (Eng A) functions under DG (Aircraft) and is responsible for maintenance and sustenance of MiG 21 variants (T-96, T-75, Bison and T-69/69B), Mig-27, MiG-23 UB, MiG-29 and Su-30 aircraft. 2. ACAS (Eng ‘A’) is assisted by PD Eng A1 and PD Eng A2. 3. Duties and responsibilities of ACAS (Eng-A) are as follows:-

(a) To ensure that adequate number of aircraft are available for allotment to the flying units.

(b) To ensure that a high serviceability of these aircraft is maintained at all times, for operational and training requirements.

(c) To liaise with higher echelons of the repair agencies (IAF BRDs / HAL Divisions / OEMs abroad) to ensure that overhaul, upgrades and repairs on aircraft are completed in the desired timeframes.

(d) To liaise with various functionaries in MoD, PIFA, HQ MC and other branches / sub-branches of Air HQ, for processing financial sanction of cases relating to aircraft modifications, upgrades, improvements, test equipment and aircraft spares.

(e) To exercise control through the respective Principal Directors, on all aspects of functioning of various Directorates placed under him.

(f) To ensure that all recommendations of Courts of Inquiry / Technical Investigations are implemented in totality, with a view to enhance flight and maintenance safety.

(g) To monitor budget allocations progressively and ensure that requisite targets are met.

(h) To task Air Attache for procurement of supplies not available indigenously.

(j) To approve extension on aircraft servicing under extra-ordinary powers vested in Air HQ.

(k) To ensure communication flow on all matters under his jurisdiction between Air HQ, Command HQ and bases, between Air HQ and MoD, between Air HQ and OEMs and between Air HQ and repair agencies.

(l) Formulation of policies on technical matters.

(m) Vetting of replies to Parliament Questions, Draft Audit Paras, CAG reports, Quality Audits etc, and vetting of briefs submitted to MoD.

(n) Review of SRs / PRs, as applicable.

(o) Provisioning and procurement actions in case of AOG/ MCM/ PHU spares, as per delegated financial powers.

ASSISTANT CHIEF OF THE AIR STAFF (ENGINEERING-B) 1. ACAS (Eng-B) functions under DG (Aircraft) and is responsible for administrative and functional control of the directorates concerned with maintenance of aircraft system placed under him. 2. ACAS (Eng ‘B’) is assisted by PD Eng (J,M & LCA) and PD Eng C

3. Duties and responsibilities of ACAS (Eng-B) are as follows: -

(a) Maintenance Responsibilities:-

(i) He will control all aspects of maintenance i.e. servicing, repair, overhaul, reconditioning, storage, issue/disposal of equipment to ensure high percentage serviceability with optimum efficiency of all combat aircraft and their support equipment of the Dtes placed under him.

(ii) He is responsible for formulation of proposals for life extension of weapon systems and equipment, their approval and execution. He will formulate plans for indigenous development of spares and support equipment for weapon systems placed under him and execution of these plans in a time bound manner by concerned directors/project officers.

(iii) He will ensure contingency plans for the Dtes placed under him are kept updated in line with the contingency plans of the Maintenance Branch.

(iv) He will ensure that correct budgeting and strict budgetary control of the funds allocated to the directorates under him.

(b) Specialist Advisory Functions:-

(i) He is responsible for rendering specialist advice to Ops Staff on optimum utilisation of above mentioned aircraft.

(ii) He will render specialist advice to Plans Branch on introduction of new aircraft systems in Service belonging to non-CIS origin.

(c) Liaison Duties:-

(i) He will ensure necessary dialogue with HAL, Air India/Indian Airlines, DRDO, D Aero, DTD&P (Air) OEM and DGCA in connection with maintenance of concerned weapon systems.

(ii) He will ensure necessary co-ordination with other ACsAS of Maintenance Branch to achieve objectives and will ensure necessary coordination with MOD and other Government Departments.

ASSISTANT CHIEF OF AIR STAFF ENGINEERING (TRANSPORT AND HELICOPTER) 1. ACAS Eng (T&H) functions under the DG (AC) and is responsible for administrative and functional control of the sub branch with maintenance of aircraft system placed under him. 2. ACAS Eng (T&H) is assisted by PD Eng T and PD Eng H.

3. Duties and responsibilities of ACAS Eng (T&H) are as follows:-

(a) Maintenance Responsibilities:-

(i) To ensure that high serviceability of Transport aircraft and Helicopters is maintained at all times for operational and training requirements.

(ii) He will ensure timely formulation of proposal for life extension of weapon systems and equipment, their approval and execution.

(iii) To ensure contingency plans for the sub-branches placed under him are kept updated and in line with the contingency plans of the Maintenance Branch.

(iv To ensure necessary coordination with higher echelons of the repair agencies (BRDs/HAL/OEMs abroad etc) to ensure that overhaul, upgrades and repairs on aircraft are completed in the desired timeframes.

(v) To ensure necessary coordination with various functionaries in MoD, PIFA, HQ MC and other branches of Air HQ, for processing financial sanction of cases relating to Transport aircraft and Helicopters modifications, upgrades, improvements, test equipment and aircraft spares.

(vi) To exercise control through the respective PDs (T&H) on all aspects of functioning of various directorates placed under the them.

(vii) To ensure that correct budgeting and strict budgetary control of the funds allocated to the sub-branch.

(viii) To ensure that all recommendations of COI/TI are implemented in totality, with a view to enhance aerospace and maintenance safety.

(ix) To ensure formulation of necessary policies on technical matters.

(x) To ensure formulation of replies to Parliament questions, draft audit paras, CAG reports, Quality Audits etc and briefs to be submitted to MoD.

(xi) To ensure necessary communication flow on all matters under his jurisdiction between Air HQ, Command HQ and bases, between Air HQ and MoD, Air HQ and OEMs, Air HQ and AA/DA and Air HQ and repair agencies.

DIRECTOR GENERAL (SYSTEMS)

1. DG (Sys) functions directly under the AOM and are responsible for maintenance management of Weapon systems, SAGW systems, ADGES / Non ADGES Radars, GCA Radars, Ground Electronics Systems, EW equipment, Arrester Barrier Systems, Airfield Lighting Systems, Aviation Simulator Systems and Post contract management of ‘Systems’ related projects of IAF. 2. DG (Sys) is assisted by ACAS (Wpn) and ACAS (Sys). 3. The duties and responsibilities of DG (Sys) are as follows:-

(a) Maintenance Responsibilities:- (i) Formulation of proposals for life extension of radars, missiles and GCA systems, their approval and execution. (ii) He will formulate plans for indigenous development of spares and support equipment for weapon systems. (iii) Provisioning of spares, ensuring high percentage of serviceability,

supply order for systems under his office through respective ACsAS. (iv) Exercising budgetary control over maintenance expenditure in respect of ACAS (Wpn) and ACAS (Sys) Sub Branches. (v) Formulation of maintenance policies plans and execution of major maintenance tasks in respect of all ground based systems and SAGW systems under the control of respective ACsAS. (vi) Modification, Up gradation and Retro fitment of existing systems. (vii) Execution of major and minor projects pertaining to all systems under the purview of respective ACsAS. (viii) Formulation of policy guidelines and conduct of training for maintenance

personnel for BRDs and Field units at various dedicated TETTRAs. (ix) Scrutiny of all cases of accidents, incidents and formulate policies for

instituting appropriate remedial measures/safety precautions. (x) Ensuring that the contingency plans for the ACsAS placed under him are kept updated in line with the contingency plans of the Maintenance Branch.

(b) Specialist Advisory functions:-

(i) He is responsible to render specialist advice to ACAS (Plans) on introduction of new equipment dealt by him and ACAS (MP) for manpower planning in respect of different range of equipment.

(ii) He is to advice ‘P’ Branch in respect of manning levels selection and posting of AE (L) / AE (M) officers pertaining to systems and weapons stream.

(c) Other Responsibilities:-

(i) Govt approved annual task is issued to respective repair Depots in time and monitor their progress.

(ii) Staff visits are undertaken by officers of respective ACsAS.

(iii) Payments and budgeting is done as per instructions in vogue.

(iv) Contracts are followed up and registrations of firms are kept up to date.

(v) Warranty claims are actioned in time.

(vi) Policies, rules and regulations issued by the Govt/MoD/higher authorities are implemented by DG (Sys) Sub-Branch. (vii) Provisioning reviews are received in time and promptly actioned.

(d) LIAISON DUTIES:-

(i) Ensure necessary dialogue with HAL, DRDO, D Aero, DGAQA, HAL and DGCA in connection with maintenance of concerned weapon and ground systems.

(ii) Ensure necessary coordination with other DGs/ACsAS to achieve objectives and ensure necessary coordination with MoD, Army, Navy, PSUs and other concerned government/private sector departments/organisations.

ASSISTANT CHIEF OF THE AIR STAFF (WEAPON) 1. ACAS (Wpn) functions directly under DG (Systems) is responsible for the maintenance management of the weapon systems of IAF. 2. ACAS (Wpn) is assisted by PD ASE and PD GWM. 3. Duties and responsibilities of ACAS (Wpn) are as follows:-

(a) Formulation and implementation of the policies regarding all aspects of maintenance of SAGW Systems and other indigenous / future missile systems like Brahmos, MRSAM etc under induction into IAF.

(b) Indenting, provisioning and timely procurement of following items through appropriate agencies based on periodic review:-

(i) Test Eqpt and Test Benches of both Russian and Non Russian Air Launched Missiles.

(ii) Small Arms.

(iii) Small Arms Ammunition

(iv) Safety and Survival Equipment.

(v) Non aircraft explosives including initiators, pyrotechnics, demolition stores.

(vi) Escape Aid Explosives (EAX) and Power Cartridges.

(vii) Explosive Ordnance Disposal (EOD) Equipment.

(viii) Demolition stores.

(ix) NBC equipment.

Maintenance Responsibilities:-

(a) Issue of Government approved annual task for repair of safety equipment, armament stores and Small Arms to respective repair depots and monitoring their progress.

(b) Lay down policies and guidelines on maintenance aspects in respect of all SAGW system.

(c) To help in provisioning and procurement of components/ materials for the repair task through appropriate agencies.

(d) Formulation of policy guidelines for storage of air launched missiles, explosives Safety Equipment and other armament stores. Also Initiation and monitoring of projects for modification, defect repair and maintenance of ALM and their testers.

(e) Lay down guidelines for the formulation repair task of 7 BRD, 9 BRD (for NBC eqpt) and 16 BRD.

(f) Initiation of projects for life extension/refurbishment of armament stores, air launched missiles, safety equipment including formulation and issue of lifing policy in consultation with appropriate agencies.

(g) Formulation of policies for administration of bomb dumps, armouries and operation / maintenance of air & ground ranges as per weapon clearance accorded by Ops Staff.

(h) Scrutiny of all cases of accidents, incidents involving armament and safety equipment stores and formulate policies for instituting appropriate remedial measures/safety precautions.

(j) To analyse reported defects on Explosives, Small Arms, Small Arms, Ammunition and Safety equipment and initiate suitable measures to prevent their recurrence.

(k) Liaise with Ministry of Defence, Army, Navy & other Govt Departments and PSUs on matters connected with life extension/refurbishment /updation developments, production and evaluation of SAGW systems.

(l) Issuance and monitoring of repair and calibration task of testers pertaining to weapons dealt by the Sub branch.

(m) To arrange training of Air Warriors on armament stores and equipment, Small Arms and safety equipment dealt by this Sub branch.

(n) To be an ex-officio member of the Committee (STEC) and Chairman of the Fire Fighting Panel of the STEC.

(p) To lay down and ensure the maintenance philosophy in respect of MHE/VCE. Liaison duties:-

(a) To liaise with the DRDO, DGAQA, DGOF, HAL, PSUs, Trade, Ministry of Defence (MoD) and Ministry of Defence (Finance) (MoD/Fin) for indigenous development and further production of escape aid and power cartridges, demolition explosives, Small Arms and Safety Equipment.

(b) To monitor flight/ground trials for stage/final clearance of imported and indigenously developed armament and safety equipment.

(c) To liaise with BDL for life extension/refurbishment programme of ALMs.

(d) To coordinate the activities of this Sub Branch with other Sub branches of Air Headquarters.

ASSISTANT CHIEF OF THE AIR STAFF (SYSTEM)

1. ACAS (Systems) functions directly under DG (Systems) and is responsible for maintenance management of Ground ADGES and Non ADGES Radars, GCA Radars, Ground Electronics Systems, EW equipment, Arrester Barrier Systems, Airfield Lighting Systems, Aviation Simulator Systems and post contract management of ‘Systems’ related projects. 2. ACAS (Sys) is assisted by PD GL, PD EWAMS and PD Radar. 3. Duties and responsibilities of ACAS (Sys) are as follows:-

Maintenance Responsibility:-

(a) All aspects of maintenance including provisioning of spares, supply order for systems under this office through respective directorates, engineering and installation.

ACAS (MP) is assisted by PD MP, PD Indg and PD eMMS. 3. Duties and responsibilities of ACAS (MP) are as follows:-

(a) Maintenance Responsibilities:-

(i) To evaluate the new maintenance practices developed on the basis of modern management techniques for introduction of the same in the Air Force.

(ii) Formulation of policy and procedure for monitoring and improving the reliability and maintainability of aircraft aero-engines, rotables and ground support equipment.

(iii) Formulation of policy on long term maintenance plans for third and fourth line servicing of aircraft, aero-engines, rotables and ground support equipment. (iv) Formulate policies on preparation of publications and maintenance documents and control issue and revision of AFOs on Technical Administration, TSI Vol I Leaflets and promulgation of TSIs, SIs, STIs and modification through routine order Pt-III. (v) Formulate policies on indigenisation for upgradation of items required to be indigenised for all type of fighter/transport aircraft, helicopters, weapons and ground radars. (i) Liaise with other ACsAS of Maintenance Branch and obtain their advice in formulating maintenance plans.

Dte of Personnel Planning Air Force Reserve 1. “Air Force Reserve” is raised and maintained under Reserve and Auxiliary Air Forces Act, 1952. The competent authority may, by general and special order, transfer any officer or airman to `Air Force Reserve’, as and when constituted. For any officer/airman to be termed as a `reservist’, he/she should have served in the `Air Force Reserve’ if and when constituted. Merely being on reserve liability does not mean he/she is a reservist. The period of reserve liability for airmen is two years (after completion of service/release from service/superannuation). In case of officers, including SSC officers, the period of reserve liability is 5 years.

2. The following terms would elaborate the concept of `Reserve Service’ and `Reserve Liability’ more clearly.

(a) Reservist. Those retired officers and airmen under reserve liability and who are recalled for active duty during hostilities on constitution of `Air Force Reserve’ are called “reservists”. (b) Period of Reserve Liability As per Sec 7 of the Reserve and Auxiliary Air Forces Act, 1952, reserve liability means the period in which he/she was liable to serve in any ‘Air Force Reserve’ if and when constituted. (c) Period of Reserve Service Every member of Air Force Reserve shall be liable to serve in the reserve under Sec 5 of Reserve and Auxiliary Air Forces Act, 1952 for the period of his reserve liability. On constitution of Air Force Reserve by the competent authority, the period of service recall rendered by the retired officers and airmen after recall is called `reserve service’. (d) Quantum of Reserve Liability

(i) Permanent Commissioned Officers Permanent commissioned officers of the Air Force are placed under reserve liability for a period of five years from the date their service in Regular Air Force ends or upto the date on which the maximum prescribed age for superannuation in the rank, is attained by them. Officers of the rank of AVM and above are not placed under reserve liability.

(ii) SSC Officers SSC officers of Rationalized Scheme commencing from 17 SSC(W) F(P), 20 SSC (W) GDOC and 33 SSC (T) onwards, who have proceeded on release/premature retirement are placed under reserve liability. On completion of their service, the officers including those who have sought premature retirement/release will remain under reserve liability for five years extendable for another five years or till the age of 40 years, whichever is earlier.

(iii) Airmen Airman proceeding on discharge are being placed under reserve liability for a period of two years (extendable in such manners and to such extent as provided in the Reserve and Auxiliary Air Forces Act) from the date of discharge or on attaining the maximum prescribed age of 57 years, whichever is earlier.

1. What is difference between Reserve liability and Reserve service?

Ans. Reserve Liability - The period during which the retired officers and airmen are liable to be recalled and serve in the `Air Force reserve’, as and when constituted, is called `reserve liability’. Reserve service - On constitution of `Air Force Reserve’ by the competent authority during hostilities, retired officers and airmen are recalled for Reserve Service. On recall, the period of duty rendered by the retired officers and Airmen is called `Reserve Service’. 2. Is there a difference in reserve liability for SSC Officers? Ans. Yes. The last `Air Force Reserve’ was constituted in 1971 during the Indo-Pak War. 4. How will a retired airwarrior be informed about his reserve liability? Ans. The following is intimated:- (a) Officers. After AOP’s approval, intimation regarding the reserve liability is to be sent to the individual officer at his/her post retirement address, which is to be acknowledged by the officer. Cessation from reserve liability is automatic no intimation is sent to the individual on completion of the reserve liability period. (b) Airmen. Airmen are placed under reserve liability on receipt of the Discharge Order (DO) published by AFRO. . The placing of airmen under reserve liability would normally be the date on which regular engagement expired. On completion of reserve liability period no intimation is sent to the individual. 5. How will a retired airwarrior be recalled when `Air Force Reserve’ is constituted? Ans. During hostilities, on order by the competent authority MoD to recall the retired airwarriors, the retired officers and airmen would be intimated to report to their nearest assembly station by fastest communication means like Television/Radio and or individual letters by speed post. It is therefore, important that the contact details provided at the time of retirement/discharge are accurate. Any changes must also be intimated to DPP. This is in the interest of national security.

6. Where is an individual supposed to report in case of recall and what is an individual to supposed to carry in person to the reporting station? Ans. A notice of recall will be sent to the individual by speed/registered post on the post retirement address. Reservists are allotted to specific commands/assembly stations based on their permanent address and are to report to the designated Command/Assembly Station. The following documents are to be carried by `retired officers/ex-airmen under reserve liability’ when called up for duty:

(a) Retired Officer’s/Ex-Airman’s Identity Card. (b) Copy of Certificate of service. (c) Copy of Permanent Pension Order. (d) Two photographs of self. (e) Discharge Book & other documents such as Voter Card, PAN Card, driving

license etc 7. What will be the action against defaulters who do no report to the assembly station on recall?

Ans. If a recalled person fails to report to the specified authority by due date he may be apprehended by serving a warrant of arrest upon him through a civil authority. In case of failure of the called up `retired officers/Ex-Airmen’ to report to the assembly point/station within seven days from the due date, an absentee report from duty will be sent by DPP to the following for further action:-

(a) Provost Marshal, Air HQ (b) Provost and Security Unit in whose area the absentee’s home is situated. (c) Superintendent of Police of the district to which the absentee belongs.

8. On what grounds personnel going out of service are not being placed under reserve liability?

Ans. The personnel going out of service on the following grounds are not placed under reserve liability.

(a) Discipline (b) Medical unfitness (c) Resignation/Discharge at own request without NE benefits. (d) Superannuation (only in case of airmen)

AOA BRANCH

DIRECTOR GENERAL (WKS & CER) DG (Wks & Cer) is responsible for formulation and issue of policies on Org Instruction/Memo, Messes, FRW, Conservancy Contract, Catering, Printing of AFO and AFI, supply of office equipment, dress regulation, IAF Band, Co-ordination of Ceremonial Functions. In addition, he would be responsible for planning, prioritisation, processing, sanctioning and execution of works services in IAF and matters relating to schools, adventure and sports. The DG is assisted in his duties by ACAS (Org & Cer), ACAS (Wks) and PD SAS.

DGMS (AIR) 1. He keeps the DGAFMS informed of all general policy decisions and directions issued by the Chief of Air Staff; in as far as they affect the medical services of the Air force, the planning of hospitals, laboratories and other medical units and developments in preventive medicine and research.

2. He consults DGAFMS in respect of posting of all officers of medical, dental and nursing services of the rank of Gp Capt and above.

3. He is responsible to the CAS through the AOA for the following:- (a) Overall medical policy of the IAF in peace and war.

(b) For arranging posting, promotion, training and career planning of all medical and dental personnel. (c) Provisioning of medical stores for all medical units and medical sections of non-medical units in the Air force and formulating policy for its economic and judicious use. (d) Suitable recommendations regarding medical establishment, work services, budget planning and formulating policy thereof. (e) Periodical allocation of beds to Air Force Hospitals and Station Medicare Centers and to ensure adequate specialist over to the IAF personnel. (f) Formulating policy regarding medical examinations and Medical boards and categorization of all Air Force personnel. (g) Laying down guidelines, promotion and watching progress of Aero-medical research activities with the aim of improving flight safety. (h) Provisioning of efficient aero medical cover to flying personnel.

4. He is adviser to the Director General Civil Aviation on all medical matters pertaining to Civil Aviation and Civil Aircrew. He is the approving authority for all civil aircrew medical boards and act as President for Appeal Medical boards preferred by civil aircrew.

5. He is responsible for rendering advice to Pension Sanctioning authority in respect of IAF personnel.

6. He is member of the Medical Services Advisory Committee. He keeps the CAS and AOA informed of all-important decisions/discussions taken place in the MSAC.

7. He is responsible for implementation of the decisions of MSAC after their approval by the COSC.

8. He acts as member of the Selection Boards for grant of commissions and promotions of Medical, Dental and MNS officers as per the constitution of the selection boards approved by the Government.

9. He is the Chairman of the Air Force Research Advisory panel of the Armed Forces Medical Research Committee. 10. He liaises with the Director General Health Services Govt. of India, DGMS (Army), DGMS(Navy) and the Scientific Adviser to the Ministry of Defence on matters relating to health and treatment of Air Force Personnel, research and training.

11. He exercises the under mentioned Financial Powers:

(a) Inherent powers of Rs 4,00,000.00 and Rs.8,00,000.00 in consultation with IFA in respect of emergent medical treatment to service personnel and their families afforded treatment in Government/ Private hospitals as a life saving measures (Revised financial powers under DFPDS-2016).

(b) Rs. 6.0 Lakhs in respect of purchases of medical stores and Rs. 500.00 lakhs in consultation with IFA (as per revised financial powers under DFPDS – 2016.)

DIRECTOR OF AIR FORCE WORKS (BUDGET) 3. DAFW (Budget) is responsible for the following duties. (a) Finalisation of CWP & allotment of funds to Air Force Commands.

(b) Release of funds after issue of Admin approvals wherever applicable. (c) Periodical Reviews Monitoring of Capital and Revenue Funds for carry over works and maintenance services. (d) Monitoring of expenditure. (e) Forecast and preparation of budgetary provisions for land acquisition/ requisition/ hire etc. cases. (f) Control & monitoring of carry forward liabilities of works services. (g) Rendering advice on budgetary matters. DIRECTOR OF AIR FORCE WORKS 4. DAFW is responsible to the PDAFW for the following duties. (a) General administration of the Directorate and Supervision of working of

different sections.

(b) Control, supervision and co-ordination of work of all the JDWs/DDWs of the Directorate. All Files and correspondence from different JDWs/DDWs are to be routed to PDAFW through him. (c) Preparation/co-ordination of briefs for the CAS and AOA. (d) Representing air Headquarters on Inter Services Accommodation Advisory Committee. (e) Welfare matters of the personnel of the Directorate. (f) Progressing and actioning of points arising from: - CAS’s Weekly Meeting AOC-in-C’s Quarterly Progress Report Tour Reports of the CAS Tour Reports of the AOA Commanders’ Conference held in Air Headquarters. (g) Any other duty/task specially assigned by the PDAFW. ADDITIONAL CHIEF ENGINEER (LIAISON) : ACE(L) 5. The ACE (L) is an Engineering Officer of the rank of Col and is assisted by a Lt Col who is SO 1 (Works). The duties of ACE(L) are as follows. (a) Advising on all Engineering matters and coordinate all activities between the E-in-C's Branch and the Directorate of Air Force Works.

(b) Offer specialist advice/ comments on the BOOs and all technical aspects of work services to the various JDWs as and when asked for. (c) ACE(L) is also responsible for dealing with the following subjects. (i) Runway Rehabilitation Schemes. (ii) Position of Support Vehicles for Runway Rehabilitation Schemes (RRS).

(iii) All equipments/ tools connected with RRS. (iv) Procurement of Wheel Dozers, Track Dozers, etc. (v) Restructuring of MES and creation of new posts in MES for the Air Force. (vi) Monitoring of budgetary allocation pertaining to Dall Express Scheme and Runway Rehabilitation Scheme-76.

(vii) Matters pertaining reporting channels for ACRs in respect of MES personnel.

(viii) Airfield Grass Cutting Machines (Tractors & Jungle Jims). DIRECTOR AF ADVENTURE 1. The Director AF Adv has overall responsibility for the functioning of the Directorate of AF Adventure. He will carry out the following. (a) Liaise with Civil/Govt agencies connected with Adventure activities in the country.

(b) Organise Adventure Courses either through qualified instructions in the service or through Government/Civil agencies for AF personnel. (c) Plan adventure activities, get sanction/approval from concerned ministries. (d) Obtain budget clearance from AOA/MOD. (e) Supervision of finance and accounts. (f) Obtain clearance/exemptions of customs duty etc for purchase of equipment from abroad. (g) Co-ordinate with various agencies/command HQs/Units for Adm arrangements for all the expeditions. (h) Attend meetings of various civil/Govt. bodies in adventure sports.

(g) Arrange survey of routes and areas connected with mountaineering, treks, hang gliding, car rallies, cycling and other expeditions.

(k) Select AF personnel for various adventure activities. (l) Arrange press/TV cover for the expeditions. (m) Arrange for casualty evacuation of expedition members when necessary. (n) Arrange for flag-off and flag-in ceremonies for the expeditions. (o) Any other task allotted. 2. He is responsible for the following adventure activities. (a) Skydiving (b) Microlight Flying (c) Parasailing 3. Skydiving. (a) He is to plan, organise and execute all aspects of adventure parachuting and skydiving activity including courses, demonstration and competitions. (b) Organise all aspects of parachuting activity including air-effort, ground training, parachute packing and actual conduct of jumps. All aspects of flight safety and para safety are ro be adhered to. (c) Plan, obtain MoD sanction, procure and maintain all parachuting stores in proper condition. 4. Microlight. (a) He is to plan, organise and conduct courses/demonstration in microlight flying as authorised.

(b) He is responsible for maintenance, repairs and storage of machines as laid down in SOP. 5. Parasailing. (a) He is to plan, organise and conduct parasailing camps/demonstrations as authorised. (b) He is to maintain all parasailing stores in proper condition and carry out repairs when necessary.

(c) All safety norms are to be adhered to while conducting parasailing activity.

6. All flight safety norms are to be ensured while conducting the activity.

ACAS (P&D). 13. He is responsible for:- (a) The efficient functioning of the Dte of PM (Air) and Dte of PS.

(b) Coordination and formulation of policies, discussions with sister services, MoD and other Govt department on the subjects pertaining to Provost, Security, Vigilance, Personnel Services, GD, PAD & Trg on weapons/security & provost.

(c) Formulation of policies and ensure implementation of various measures

for Base Defence. (d) Provisioning of security related equipment for ensuring effective security

of AF installations. (e) Formulation of policies in respect of DSC and Dog Scheme in IAF. (f) Formulation of policy on matters of welfare measures of air warriors and

RTIs related to Air HQ & units under Air HQ. Formulation of policies related to maintenance allowances, implementation of Aadhar Card.

(g) Liaison with Directorate General of Resettlement, Kendriya Sainik Board,

Air Force Association and Air Force Welfare Association on welfare matters of serving personnel.

Provost Marshal (Air). 2. He will be responsible for:- (a) Formulation of Provost and Security Policy. (b) Establishment, administration and control of P&S Units and AFDTS. (c) Training of IAF Police tradesman. (d) Issue of Police Certificate and Provost Warrant Cards.

(e) Formulation of policy on vigilance matters pertaining to IAF and monitoring of vigilance cases.

(f) Progressing of Verification cases of Air Force personnel. (g) Ground Defence / PAD Schemes. (h) Verification of Cadets/Recruits. (j) Demand, receipt, issue and maintenance of record of Armed Forces Identity Cards. (k) Small arms: Scaling and investigation of losses.

(l) Provision of DSC platoons to Air Force Units against authorized establishments. (m) IAF Dog Scheme: Establishment, procurement, training and deployment. (n) Custody of Prisoners of War. (o) Investigation of unnatural/unusual occurrences/incidents. (p) To provide provost cover during ceremonial occasions as indicated by

Dte of Org (Ceremonials). (q) Coordination with TA and civil defence agencies. (r) Procurement of security related equipment.

DPS

1. Director Personal Services is responsible to AOA for advising on Welfare and personal matters of the Officers, Airmen and Non-Combatant (Enrolled) of IAF as well as ex-service men. He deals with the following subjects: -

(a) Personal Matters

(i) Marriage IAF Personnel-Policy and individual cases of Plural Marriages/Marriages with foreign nationals.

(ii) Debts by Air Force Personal-Policy and individual cases.

(iii) Living out permission to Air Force personnel, under their own arrangement without any financial aspect, Policy and individual cases.

(iv) Grant of Maintenance allowance to wives and children of Air Force personnel-Policy and individual cases.

(b) Property and Estates

(i) Property returns by Air Force personnel-Policy and individual cases. (ii) Disposal of Estates of deceased Air Force personnel.

(iii) Wills-Policy and procedure.

(c) Welfare Matters:

(i) Policy and individual cases. (ii) Liaison with Directorate General of Resettlement, Kendriya Sainik Boards, Air Force Association and Air Force Wives Welfare Association on welfare matters. (iii) Matters pertaining to Welfare Funds administered by Kendriya Sainik Board and National Defence Funds.

(iv) Electoral Rolls : Policy, procedure and liaison with civil and sister services.

(v) ACES grant and Air Force Reserve Fund.

(vi) Concessions by State Govts/Cash Award to Gallantry Award winners. (vii) Acceptance and retention of gifts by Air Force personnel in their individual capacity. (viii) Recommending financial assistance to the needy ex-IAF personnel from AF NPFs. (ix) Resettlement/Rehabilitation of Ex-Servicemen and war widows.

JAG (Air)

1. In terms of Section 4(xi) of the Air Force Act, 1950, JAG (Air) is ‘Chief Legal Advisor’ to the CAS to advise on matters relating to Air Force Law and to perform such other duties of a legal character as may arise in connection therewith.

2. He is responsible to advice the CAS, PSOs and Directors at Air HQ on various Legal and other related issues; liaise with the JAGs of Army and Navy on matters of Armed Forces Laws; inter-act and advise the MoD officials on the referred issues; advice on the pre and post-trial confirmation petitions ; issuance of JAG directives; control and guidance of the CJAs ; Legal training of AF personnel; and ensure central monitoring of all civil suits against the Air Force.

DIRECTORATE OF ACCOUNTS

ACAS (Accounts & Air Veterans) 1. He will be responsible to the CAS through AOA for the efficient and effective functioning of the IAF Accounts Branch of which he will be immediate administrative and professional head. He will also be responsible for the following.

(a) Render Financial Advice on all-important accounting matters. (b) Exercise functional control over AFCAO and Dte of AV. (c) Exercise admin & functional control over Dte of Accts, AFGIS, Dte of Air HQ NPFs and Air Force Pay Commission Cell. (d) Liaise with CGDA, DADS, CDA (AF), MoD, MoF etc. (e) Represent IAF in the Pay Review Committee (PARC). (f) Exercise financial powers as delegated by the CAS and AOA from time to time. (g) Monitor revision of establishment, manning and training of all personnel of Accts Branch and render advice in this regard to specialist Dtes whenever required. (h) Monitor training of all personnel of Accts for and equipping them with contemporary skills. (j) Function as Pr AO for the purpose of New Pension Scheme. (k) To vet and provide response to all Parliamentary (Starred / Un-starred) Questions. (l) Function/ represent in the capacity, as indicated against each of the following Institutions/ societies.

(i) AFGIS : Member BoT (ii) Dte of Air HQ NPFs : Member EC (iii) Defence Services Officers’ Welfare Fund : Hony Treasurer (iv) AFNHB : Member (Fin), BoM (v) JCM-III/Air HQ : Member Staff Side (vi) DPC at DDGCS for CSD Deputations : IAF Rep

Principal Director (Accounts) 2. PD Accts will be responsible to ACAS (Accts & AV) for all the matters pertaining to Dte of Accts. He will exercise both administrative and functional control over all personnel including civilians posted at Dte of Accts as well as all activities connected with the functioning of Dte of Accts. He will also be responsible for the following: -

(a) Formulate various policies and accounting procedures and issue clarifications on all subjects such as Pay & Allowances, Cash Services, Audit, Equipment

Accounting, Aircrew bills, Airlift Recoveries, HBA, NPFs and Computerisation of Accounting activities. (b) Render advice on important accounting matters referred to him by any functionary at Air Headquarters & Command Headquarters. (c) Act as Command Accountant Officer for all self accounting units placed directly under Air HQ. (d) General Administration, discipline and running of the Dte of Accts. (e) Liaise with various audit authorities such as CGDA, PDADS (AF) and other DAD Officials for issues related to audit and interpretation of rules/provisions. (f) Liaise with various functionaries in the MoD at appropriate level to expedite matters related to them. (g) Monitor and advice on activities related to automation and computerization of accounting at Units/Commands & Air HQ. (h) To monitor and advise on issues related to Airlift recoveries, NPS, EQUOLS, CSD and URC in IAF.

Principal Director (Air Veterans) 3. PD AV will be responsible to ACAS (Accts & AV) for all the matters pertaining to Dte of AV. He will exercise both administrative and functional control over all personnel including civilians posted at Dte of AV as well as all activities connected with the functioning of Dte of AV. He will also be responsible for the following: -

(a) Issue of PPO to officers/Airmen/NCs(E) proceeding on Superannuation/ premature from Pension sanctioing authority within stipulated time frame. (b) Liaison with PCDA (P) Allahabad/JCDA(AF) Subroto Park/AFCAO/JDMS (ME)/Dte of PO for all pension related matters. (c) Pursue all cases pertaining to NE benefits of Offrs/Airmen/NCs(E). (d) NE Benefits (Liberalised/Specialised/Ordinary Family Pension) including Ex-Gratia, DCRG to Retired / NOKs of deceased IAF personnel. (e) Efficient and smooth functioning of IAF Placement Cell and placement of Air Veterans in corporate sector and PSUs. (f) Family Pension to handicapped children of Air Veterans on death of parents in case they are incapable of their own livelihood. Family Pension to unmarried/widowed daughters of Air Force Officers/Airmen/NCs(E). (g) Policy matters relating to Pensionary awards. (h) NE benefits of NOK of Flt Cadets. (j) Disability Pension to all authorised personnel.

(k) Liaison with MoD/Service HQ/CGDA/Dy CDA (AF) seeking clarification on important cases/policies. (l) Submission of views of DAV to central organisation ECHS in formulating of policy letter to commands for implementation, matter related to 27 policlinics and on Regional Centres including manpower related issues establisment of new ECHS Regional centres & Polyclinics. (m) Pension Regulations & its revision/clarification etc. (n) Action on VVIP/VIP reference/Parliament Questions. (o) Welfare - Liaison and correspondence with three recognized Association viz. AFA, The Indian EX-Service League, Disabled war Veterans. All AGM correspondence with IAFBA and other issues related to welfare of AF Veterans.
