Topography

The soil classification in the North varies between very good on the coast and medium as we move further to the interior making it suitable for various agricultural needs.

Currently orchards and vines can be mostly found along the shore whereas field crops are situated inland.The geographical diversification of the North and the presence of rivers, natural zones, valleys and mountains make the region appealing to all kinds of investments, ranging from agricultural to industrial projects.

AGRO MAP PROGRAM (2004)

The Agro Food sector is a major contributor to the Lebanese economy. In 2011, it generated an estimated 26.3% of the industrial sector output (6.47% in the North) and around 2.2% of the country’s GDP (0.54% in the North), and accounts for 25% of the Industrial sector workforce (6.15% in the North).

Beneficiaries Any Lebanese producer of the following product: olive oil, dried fruits, canned food, jams, wine, and nuts

Lebanese government’s repayment of the Chinese loan will be managed by IDAL. Through this program, Lebanese producers will export their products to China, such as olive oil, wine, dry canned fruits and different types of Jam.

Key Objectives

The Chinese loan repayment program provide Lebanese producers of olive oil, dried fruits, canned food, jams, wine, and nuts with the opportunity to export their goods to China

Modus Operandi

Lebanese manufacturers of the mentioned products, wishing to export to China through this program, are requested to contact us for affiliation requirements and fill the relevant application form before February 20, 2016

1. Furniture and Carpet A $ 500,000 project led by UNIDO is seeking to revive the furniture industry in Tripoli by offering business coaching, modern design advice and access to international markets.

Furniture manufacturers in Tripoli produce around 19% of total Production. This volume could be increased with the availability of skilled and relatively cheap labor force.

3. Handicrafts and Jewelry Lebanon stands out as a leader in jewelry and gold production in the Middle East, employing 8,000 people at around 60 main workshops.

One labor hour in the jewelry industry in EU costs €100, whereasin Lebanon it costs $62.5.

The jewelry sector contributes to around 16% of Lebanon’s GDP.

Tripoli enjoys highly-skilled and low-cost craftsmen.

Software Development The software market value reached USD 34 million in 2014 and is expected to grow at a CAGR of 9.12% from 2015 to 2018.The predominance of services in the Lebanese economy has been beneficial to the software industry, which generate the largest part of total output. Solutions for Banking, Hotel management, Retail Trade, and Tourism.

2. Mobile Services and Applications The expansion of mobile broadband networks, the upsurge in smartphones penetration in the region and the young profile of the Arab population fuel the demand for mobile applications. The Lebanese talent base have successfully adapted the latest market trends to the local needs, languages and cultures.

3. E-ServicesWith the rising number of Arabic internet users, opportunities exist for Lebanese companies to develop local Arabic content for E-commerce, E-music and E-learning platforms.

Ratify amendments to Investment Law No.360 to increase investments in Tripoli: In 2012, IDAL made amendment to Decree No.9311 and 9326 that grant financial incentives to investors according to 2 incentive schemes. The amendments significantly lowered the requirements needed by companies located in the North to invest across all economic sectors to benefit from tax breaks.

The amendments also changed Tripoli to Zone B, thus increasing the range of incentives granted to the area.

Implement an aggressive investment promotion strategy led by IDAL in coordination with private and public stakeholders in the region to promote the region competitive advantages regionally and internationally.

Target diaspora organizations and members to invest in their homeland of Tripoli. IDAL is currently working with the EU to map these immigrants and engage them in investment programs in the area.

Foster the creation of specialized clusters / parks in the area though the prerogatives granted by Investment Law No.360 Article 6 point 10 to IDAL and which only require Council of Ministers approval: The article stipulate the role of IDAL in “ Participating in the capital of joint stock companies working in the field of IT, packaging, assembly, production, processing of agriculture and industrial goods, whenever international organizations request Government participation in accordance with a decree issued by the CoM”.

HOW TO FOSTER EXPORTS FROM TRIPOLI

Increase Support to the existing “Agri Plus” Program:Increase the components of the program, especially (1) taking part more actively in local and international trade fairs through the financing of Lebanese pavilions, (2) Modernizing packaging and storage houses (more specifically providing advanced machines to 50 packinghouses all over Lebanon), (3) Launching training programs to offer quality certifications to packaging houses and farmers, in addition to (4) conducting different promotional and marketing activities. Number of Estimated Beneficiaries in North = 32 exporters

Increase Support to the existing “ Agro Map” Program:Provide continuity to the program through ensuring funding support for promoting Lebanese goods in international markets mainly ensuring a presence of Lebanese goods in international fairs.

Increase Support to the existing M. Leb Program:Roll over the support program to at least one year or until the opening of the border areas and increase outreach to industrial exporters.
