Acknowledgement of Country and First PeopleThe municipal area of Campaspe lies within the traditional lands of the Yorta Yorta, Dja Dja Wurrung and Taungurung peoples.

Council acknowledges their unique cultural heritage, and pays respect to their ancestors, descendants and emerging leaders as the Traditional Owners of this Country.

We acknowledge their living culture and unique role in the life of this region, yesterday, today, and towards 2040. We are proud of our place names that are in the language of First Peoples, including Echuca (‘meeting of the waters’), Kyabram (‘thick forest’), Colbinabbin (‘where red and black soil meet’) and Wyuna (‘clear water’).

Our vision for our community is one in which:• The connection to country of Campaspe’s

Aboriginal people helps shape the identity of the broader community, with a greater understanding across the community of local Aboriginal history and heritage;

• There is greater visible recognition of Aboriginal contribution to the shire, through symbols like the Aboriginal flag, significant signage, active cultural tourism, and artwork and public spaces in Campaspe’s towns that reflect and celebrate local Aboriginal culture and heritage.

• Increased numbers of Aboriginal people are employed across the shire as a result of cultural training, deeper cultural understanding and respect, more culturally welcoming workplaces and employment targets.

Community Vision In 2040Our places are vibrant and sustainable; our people are strong and supportive.

PrinciplesWe are custodians and stewards, responsible for passing on a shire that meets the needs of generations beyond our own. Therefore, our work to create the Campaspe of 2040 is guided by the following principles:

Inclusion Everybody is included and has something to contribute to the community. Nobody is left behind. Everybody should have an equal chance in life.

Respect Respectful relationships are the norm between individuals and within communities. We respect the diversity in our community, and in particular, we respect the contribution of our older residents, our young people, and those with Aboriginal cultural heritage.

SustainabilityThis is at the heart of everything we do. Sustainability is a key factor in planning for future land use, advocating for additional educational facilities, approving a development, or making decisions around how we use our infrastructure.

How Our Vision Was Developed

Campaspe Tomorrow 2040 (Community Vision) is a long-term strategic plan for the future which has been developed from nearly 4,000 comments and opinions from more than 800 community members, staff and groups. We connected through community sessions, listening posts and walk-arounds, surveys and roundtables to gauge opinion on critical future aspirations.

A prosperous, diverse and resilient local economyThe community has a strong vision for our joint futures, which includes a prosperous, diverse and resilient local economy, with thriving businesses, including agriculture and tourism. Young people especially will be educationally catered for, especially in skills that are in demand locally. Land for residential and commercial purposes is available, appropriate and fit for use.

Vibrant townshipsOur people live in great places, with vibrant townships dotted amongst beautiful farmed and natural landscapes. Our streets, public spaces and facilities are managed to ensure they provide good amenity, are clean, safe, secure, accessible and cater to the needs of visitors, businesses and residents alike. Importantly, we are well connected too — with roads, trails and pathways enabling us to to get around, and telecommunications and digital infrastructure taking our businesses and social lives into the middle of the century.

A protected and healthy natural environment and sustainable practicesWe understand the role of the natural environment as a base for a healthy community. This means active management and protection where needed, ensuring clear waterways, well managed forests and roadsides. Importantly, our future is one where we use energy and water efficiently and cleanly, and where farmers use their land sustainably. We use Indigenous knowledge and land management practices to manage our natural environment.

Connected and strong communities where everyone is healthy and wellStrong economies and healthy natural environments provide the basis for healthy and well people. We have access to services, programs, places and spaces that support physical and mental health, wellbeing and a good quality of life. New development is pursued, however this is balanced with community spaces and social outcomes. Our open spaces are safe, accessible and welcoming of all. Our facilities encourage physical activity. We want to ensure that our citizens also have the opportunity to pursue creative and other pursuits and learning outside the formal education system.

What we heard was a resoundingly positive view of the future of our shire, which reinforces what we already know:

93% of Campaspe residents reported their community is a great place to live and Campaspe residents are more likely than the regional Victoria average to report they feel proud to live in their community and that ‘there is good community spirit around here.1’

This data has informed this Community Vision and the strategic and operational plans that guide Council’s work and collaboration with the community and other organisations.

The diagram below shows the relationship between the Community Vision and shorter-term planning mechanisms.

This vision, and its underpinning data is also vital for internal plans and strategies, such as Council’s:

• Advocacy Strategy: eg. increased tertiary education opportunities, improved access public transport, Colbinabbin/Toolleen community pipeline

Murray River forming its northern boundary.

Who we are

PopulationThe municipality has a resident population of approximately 38,000, with one-third living in and around Echuca, one-third in smaller towns (including Kyabram, Rochester, Tongala and Rushworth), and one-third not in townships, but in rural areas. All areas are experiencing modest population growth to 2040.

The existing population will remain stable, but some net migration into Campaspe will be the norm up to 2040.

Understanding our strengths and challenges today is key to achieving our vision for 2040.

A place where we belongWe want a future where every family and individual feels part of a community, whether that’s on the land, in a smaller town, or in a major centre.

Many are concerned about the rise in mental health issues, affecting all ages, but particularly our young people.

Our strength is in our unity, so we will work to ensure nobody gets left behind and can participate in community life.

By 2040 we want everyone to have the services and support they need to feel happy, safe, connected to others in the community and enjoy good physical and mental health.

To achieve this vision, our priorities are:

Community cohesionFacilitating events and social opportunities to foster social cohesion and inclusion, awareness and availability of services and activities that support connections between individuals, families and groups.

Mental healthEnsuring everyone stays mentally healthy as well as factors that contribute to this including alcohol abuse, family breakdown and violence. We will improve mental health service availability and reduce the stigma around mental ill-health and asking for help.

Physical activityProviding more opportunities for residents to be active through widely known and available sporting and fitness programs delivered through schools and sporting clubs, and improving availability of outdoor exercise equipment and connected walking tracks and bike paths.

Service availabilityAdvocating for services that residents need, particularly medical and allied health, as well as specialist services, like disability supports (NDIS) and Aboriginal community health services.

Support for familiesIncreasing availability of affordable services including maternal and child health and family violence services, childcare and before and after school programs, and support for vulnerable and disadvantaged families.

Support for our most vulnerable and disadvantaged residentsGiving a hand up (not a hand out) to those who need food security and safe housing, and supports such as disability, aged care accommodation and other services.

Young peopleActively supporting young people to be engaged in community life and supporting them to transition from school and home, to work and independence via appropriate youth and mental health services and activities.

Strengthening community organisations Ensuring that everyone benefits from an extensive network of volunteers and community organisations, so we have greater capacity to respond to needs and provide help in emergencies, and do so in culturally appropriate ways.

Towns and land that we loveOur places — infrastructure such as halls, sporting facilities and libraries, spaces such as parks and streetscapes, and landscapes, both farmed and natural — are the foundations of our communities.

They play an important role in bringing us together and building the capacity of our community and economy to grow and thrive. And, whether we are travelling by car, on foot or by bike, by rail or bus, we need to be able to get where we want, when we want.

To ensure that our places and spaces are safe and connected, and support our communities to grow and thrive in 2040, we will focus on:

GreeningEnsuring we have the right amount of green space across the shire by planting community gardens and drought resistant plants and advocating for an increased amount — and quality — of land to be put aside for public use, such as state forest and national parks.

Local facilitiesProviding well-maintained facilities such as local halls, public toilets, recreational facilities and public spaces that are accessible to all, readily available, and provide a high standard of amenity.

Township characterBeautifying our streetscapes and improving signage. We will ensure that Aboriginal culture, history and heritage are visible throughout the shire.

InfrastructureWorking to ensure critical infrastructure such as buildings, water infrastructure, drainage and internet services are fit for purpose and can support growing numbers of residents, businesses and visitors.

RoadsWorking to ensure that roads are high quality, well-maintained, connected and safe, especially those with high-use for commercial, farming, touristic and general resident use.

Land useEnsuring adequate residential, commercial and industrial land is available, so that Campaspe can continue to develop and grow.

FootpathsIncreasing the availability of safe, accessible, connected and well-maintained footpaths.

To ensure our recreation facilities can respond to a growing population and changing community needs in 2040 we will invest effort in:

Open spacesEnsuring that recreation reserves, parks and dog parks are readily available, well-maintained and accessible for all.

PlaygroundsBuilding well-designed and maintained playgrounds that facilitate safe, creative play for children of all abilities and are places for families to socialise.

PoolsReviewing requirements for pools based on costs, services provided, where people are using them the most, and where the majority can access them.

Sporting facilitiesUpgrading sports facilities so they meet changing demands in terms of safety and amenity (eg. changing facilities, playing surfaces and lighting).

Trails and bike pathsIncreasing the availability and awareness of connected, well-maintained trails and bike paths and their amenity (such as drinking fountains and bike racks) for users.

FishingRecognising the popularity of recreational fishing by improving access to rivers and lakes.

Key to this will be ensuring quality education and skills development opportunities are available at every level and every life stage and that Campaspe has an adequate supply of permanent tradespeople, key workers, professional and seasonal workers.

Specific skills will also be needed to ensure we can continue to develop a modern agricultural industry and that young people can secure employment in areas of growth.

Local business supportEnsuring that local businesses have the support they need to prosper and grow. Our key growth industries are high value agriculture, health care and aged care, manufacturing and food production, and tourism.

TourismRealising the untapped potential in our local tourism market, particularly in the areas of arts, agricultural, environmental and Aboriginal tourism. This will include improving the attractiveness of our streetscapes and standard of local facilities so they are welcoming for visitors. Ensuring that tourism information and signage promotes our local towns and attractions, Aboriginal history, tourist information and conveys a consistent brand and identity for Campaspe.

JobsSupporting young people into employment and training in areas of growth and future skills gaps, including apprenticeships and careers in modern agriculture.
