Shining the Light for Community-based Events—That the Parliament congratulates the Paisley Development Trust and everyone involved with the event, Renfrewshire Witch Hunt 1697; notes that the event took place across Paisley town centre on 9 June 2012 and included storytelling and numerous re-enactments; praises all of the volunteers who gave up time to make what it considers to have been a great and successful day; thanks especially the 250 people who donned historical garments to make the re-enactments as authentic as possible and the estimated 1,000 people from Paisley and Renfrewshire who came out in force to support the day; considers that community-led events such as the Renfrewshire Witch Hunt 1697 are a great way to engage communities, bring people to towns, spark interest in local history and culture and, more generally, provide locally based and produced entertainment and enjoyment for towns as a whole, and believes that more events like this in cities, towns and villages across Scotland would be of great benefit to local communities and would highlight the talent and imagination of so many throughout the land.

*S4M-03977 Patrick Harvie: Death Penalty in the Gambia—That the Parliament condemns the nine executions recently carried out in the Gambia and President Yahya Jammeh’s stated intention of having a further 38 prisoners executed by mid-September 2012; recognises the work done by Amnesty International to draw attention to the reported political nature of the charges against many of these prisoners, lack of fair trials, evidence of torture against them and history of human rights violations by the regime of President Jammeh; endorses the position taken by

*S4M-03976 Neil Findlay: Fauldhouse Supports Ovarian Cancer Research—That the Parliament notes that ovarian cancer can be hard to diagnose; understands that this is because the symptoms can be similar to quite common and less serious conditions and that, by the time of diagnosis, the cancer is usually at an advanced stage; believes however that, if detected early, the survival rate is over 80%; acknowledges that 7,000 women are diagnosed in the UK each year with the condition and that, of these, 70% are diagnosed at the later stages; notes that, in the last 20 years, survival rates have not improved and believes that the UK has one of the highest incidence rates in Europe; welcomes the fundraising efforts of Cathy and Steven Bryce, who, it considers, tirelessly raise funds for ovarian cancer research; recognises the efforts and support of the Fauldhouse community in supporting this good cause, including the businesses, artists and others who helped and participated at a recent music event fundraiser, and looks forward to further progress being made in the treatment of this disease.

*S4M-03974 Roderick Campbell: Beached Whales in North East Fife—That the Parliament recognises the sad beaching and death of 16 pilot whales on a beach near Pittenweem and Anstruther; understands that a pod of the mammals became stranded on the morning of 2 September 2012 and that teams of local vets and members of the British Divers Marine Life Rescue tried to keep them alive, with assistance from local police and fire services, Anstruther lifeboat, coastguard teams from St Andrews and Leven, SSPCA and several volunteers; understands that 10 whales were re-floated and monitored for 48 hours; praises the efforts of all those involved in trying to rescue the stricken animals, and hopes that their efforts ensure no other whales from this pod come to any further harm.

*S4M-03973 Graeme Dey: Arbroath and Angus, an Engineering Hub—That the Parliament celebrates the success of the Arbroath-based Angus Training Group in its record intake of students for 2012-13 in the engineering modern apprenticeship course, which amounts to a 50% boost in numbers from the previous year and marks the Angus Training Group’s largest intake of students in 30 years; notes that the 67 students beginning their apprenticeship come from a variety of locations in Scotland, including as far afield as Paisley and Peterhead; believes that this year’s record-breaker demonstrates that the desire for modern apprenticeships has increased and, where focussed courses offer schemes such as this, run in tandem with local further education colleges and engineering firms of international renown, including in this case 46 companies with local bases, can lead to a lifelong career in an industry much in demand across the world, and wishes the Angus Training Group, which has operated from the county since 1966, and this year’s students, good luck for the forthcoming academic year and success in advancing engineering skills and knowledge well into the future.

S4M-03952 Drew Smith: First Minister Favours Break-up of the BBC—That the Parliament notes with surprise the announcement made by the First Minister that an SNP-led administration would break-up the BBC and replace it with a separate public service broadcaster should independence be supported at the 2014 referendum; understands that there are now more than 100 television production companies in Scotland and that the industry employs around 15,000 people, particularly around the digital media hub at the Riverside in Glasgow; expresses its concern for those employed in the creative industries who, it considers, now face uncertainty due to what it believes is a lack of detail in the First Minister’s plans; regrets that such uncertainty comes at a time when job reductions are already being announced, with a reported 35 BBC Scotland posts, in its news, outreach and Gaelic departments, to be lost by March 2013; considers it strange that the First Minister is apparently in favour of keeping other British institutions, such as the monarchy and the pound sterling, yet wants to break-up the BBC; understands that, although the First Minister has indicated that the proposed Scottish public service broadcaster would be funded mainly by licence fee payers, raising an estimated £320 million, commercial avenues were ―not necessarily a problem in principle‖; believes that this would lead to a very different experience for viewers and that much of the programming schedule could be filled with adverts and imported programmes; notes that the First Minister has made comparisons with Raidió Teilifís Éireann (RTÉ), the Irish state broadcaster; understands that RTÉ has six minutes of advertising every hour; further notes that, based on population size, the First Minister has also made comparisons with the Danish Broadcasting Corporation; understands that Danish citizens pay as much as 60% more for their licence fee than those in the UK; hopes that the Scottish Government paper, which it understands will be published in 2013, will clarify whether viewers in Scotland will have to pay as much more for their licence and whether they would also have to pay extra for other BBC programming, such as BBC Radio’s 3 or 5 Live, and understands that, with programmes sometimes costing as

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.
