Purpose of role:
Key tasks and responsibilities:
The position of Monitoring, Evaluation, Learning and Accountability (MEAL) Officer is positioned in the Strategy and Performance Directorate, under the Performance and Evaluation (P&E) Department. The objectives of the Department are to:
• Deliver a robust organisation performance framework to monitor and report on the performance of the Brooke against its strategic goals
• Strengthen the processes of quality assurance and accountability of Brooke to its stakeholders
Reporting to the MEAL Advisor (Capacity Building), this is a key technical role which supports the development of a robust organisation performance framework to monitor and report on the performance of Brooke against its strategic goals. The role requires close collaboration with colleagues across Brooke in the UK and in the Country Programmes (CPs). It is an exciting opportunity to contribute to strengthening quality assurance and the accountability of Brooke to its stakeholders.
In all aspects of the work, the post holder will be expected to:
• Support Results-Based Management • Be pro-active in liaising with colleagues in all UK Directorates and in CPs to
provide appropriate support • Integrate MEAL good practices from the animal welfare and development
sectors
Specifically the role will focus on:
1. Performance of Brooke against organisational goals 2. Support CPs to implement MEAL plans 3. Under the guidance of the MEAL Advisor, manage centralised evaluations
Support the Head of Performance and Evaluation in monitoring performance of Brooke against organisational goals • Support monitoring progress on implementation of the Global Strategy • Support timely and accurate reporting information to the Senior Leadership
Team and the Board of Trustees • Support routine reporting across all Directorates against Brooke annual
priorities

• Work collaboratively with Fundraising and Communication colleagues on meeting the needs of donor reporting and developing Brooke capability to respond to institutional grant requirements, including the provision of high quality, technical input into concept notes and full funding proposals
Under the guidance of the MEAL Advisor (Capacity Building), support CPs in planning, monitoring and evaluation • Support CPs in developing their multi-year plan and budget (MYP&B) and their
monitoring and evaluation system in close collaboration with relevant colleagues in the UK
• Support CPs in developing MEAL for project proposal in alignment with their MYP&B
• Support CPs in developing and testing monitoring tools • Coordinate with relevant colleagues on developing a sampling plan for data
collection • Support CPs in preparing their quarterly monitoring reports
Under the guidance of the MEAL Advisor (Capacity Building), manage centralised evaluations
• Facilitate the participatory development of evaluation Terms of Reference • Recruit and manage independent evaluator or evaluation team • Ensure the quality of evaluation in line with international norms and standards • Facilitate follow-up on evaluation recommendation • Ensure dissemination of evaluation learning • Keep further developing and updating Brooke Evaluation Procedures in close
collaboration with relevant colleagues across Brooke

7 Track record of high level of motivation and initiative, with the ability to identify opportunities and deliver improved results
