VPAR’S PUBLIC POLICY COMMITTEE and LEGISLATIVE CONSULTANT HAVE BEEN BUSY REPRESENTING YOU IN OUR LOCAL GOVERNMENTS

and THE GENERAL ASSEMBLY! Local Issues Hampton

• The PPC held a “field trip” on December 18th to the Hampton Department of Economic Development for an informative briefing on the City’s business growth efforts!

• Legislative Consultant Susan Gaston and CEO Jim Wetzel, along with CNU’s Dr. Tom Hall, met on December 21st with Mary Bunting and her team in Hampton to present and discuss the VPAR Housing Study. The information was very well-received and will be helpful to the City in its 2040 Community Plan update and review.

• VPAR hosted the City’s Planning Department on February 8th as part of a gathering/brainstorming session on the City’s 2040 Community Plan. VPAR has been identified as a community stakeholder in this important goal-setting exercise and will continue to be an active partner.

• Legislative Consultant Susan Gaston attended the March 27th City Council meeting at the request of Community Development Director Terrie O’Neill. Susan and VPAR were given a shout out for their ongoing work with recurrent flooding issues in the City as part of the City’s ongoing RESILIENT HAMPTON effort. Susan will be VPAR’s eyes and ears on flooding technicalities as the City reviews its local ordinances.

• Peggy Todd and Larry Townsend will represent VPAR and the real estate community on the Hampton Development Services Center Customer Oversight Committee.

Isle of Wight County

• On June 20th, VPAR and the County will co-host a REALTOR® Day at a TBD venue in Smithfield! More details to come but this is a great opportunity to get to know the County better: its planning and housing efforts, its economic development efforts, its zoning and land use, schools, parks and community assets, etc.

Newport News

• The Legislative Consultant is working with NAR’s Wendy Penn on a Housing Opportunity Program (HOP) grant to update the Newport News housing study. The total funds for the update should be in the $2500 range given that there already is a baseline dataset. This grant will be included in the HOP grant for York County that VPAR is splitting with WAAR so that a total, single HOP grant application will be submitted in the amount of $5,000 with $2,500 each going to the Newport News and York efforts.

• The date for the next meeting with the City’s Economic Development Department tentatively is set to coincide with the June 11th PPC meeting.

• The Legislative Consultant has been notified that the NAR Smart Growth Poll intake request regarding the City of Newport News public opinion poll HAS BEEN APPROVED! VPAR will be working with NAR Smart Growth Director Hugh Morris and American Strategies, one of Washington’s best known and most highly respected polling firms on K Street, https://amstrat.com/ , to help outline a push poll for a sample of Newport News residents in order to assess their goals/likes/challenges with the City. The details then will be provided to the City as part of its Comprehensive Plan review process and to answer the request from elected officials to help develop a brand and marketing tag for the City. We will work with Joe and his team to outline the project, forge a timeline and begin the process of developing questions. This approval meets an NAR Core Standards requirement.

• The Boys and Girls Club Placemaking Grant continues to be on our radar screen, and the PPC is working hard to find sources of funds to make the facelift happen!

• Susan Gaston participated in a community town hall regarding the Denbigh-Warwick Area Plan on March 21st. Housing and flooding pervaded all aspects of how to reuse and readapt this historic part of the City. VPAR will be increasingly involved as the City begins to review ideas and concepts from the community and from its planning consultants. Poquoson

• The Poquoson Rental Inspection legislation patroned by Del. Helsel that would have amended the Code of Virginia to change the timing of the initial rental inspection, a bill requested by the City, was tabled by the Housing Subcommittee of the House General Laws Committee on January 22nd. The Subcommittee questioned why the City came to the General Assembly to “fix” a problem that had not yet been addressed at the local level, with a local rental inspection ordinance. Opposing the bill, VPAR and VR worked together to educate the Housing Subcommittee members on why the issue was problematic. VPAR worked with Del. Helsel to draft a letter to the City from the Delegate explaining the outcome of the legislation, and requesting that the City work with VPAR to develop a workable program in the City that mirrors the programs in Hampton and Newport News.

York County

• Tim Cross, Planning Director, has requested that Susan Gaston provide the Comprehensive Plan Steering Committee a presentation on housing at its August 2, 2019 meeting.

Regional Issues

• The bi-annual “check-in” with the Cities of Hampton and Newport News on their rental inspection programs was held on December 11th. Harold Roach, Director of Codes Compliance for the City of Newport News, and Phil Russell, Director of Property Maintenance for the City of Hampton, and their inspectors provided helpful details on their cities’ respective programs, where and what kind of violations are most prevalent, and how the programs can be improved.

• The Legislative Consultant is tracking proposed local government budgets to track any potential increase in the real estate tax. To date, no increase to the base tax rate has been proposed in any of our local budgets.

• Discussed the issue of the development of a Mega-Region between Richmond and Virginia

Beach that is being led by the Richmond and Hampton Roads Chambers. Susan Gaston has been asked to be involved in that effort through subcommittees that are being formed at this time.

• The PPC will host a brainstorming session for Hampton Roads Transit (HRT) on April 9th to

provide HRT ideas on new bus routes, on ridership marketing, on the connection between transit and housing, etc. The Chamber and the area Economic Development Departments will be part of this session as well.

State Issues • VPAR held a “mini” REALTOR® Day on the Hill at The Capitol in Richmond on January 29th!

Keeping our numbers small given the constraints of the Pocahontas Building, about 15 VPAR members, all of whom are PPC or Property Management Committee members, came to Richmond to lobby our delegation on our legislative agenda. And our General Assembly Delegation LOVES VPAR! Following the visits and legislative meetings, the members met at the VR Downtown Public Policy Office for its kick-off meeting.

• ALL of the REALTOR® Legislative Agenda was passed in the 2019 General Assembly Session that adjourned yesterday, April 3rd. From POA changes to evictions to adding flooding information to the Buyer Beware form, our legislative agenda passed with overwhelming bi-partisan support and has been signed by the Governor. https://www.virginiarealtors.org/legislative/legislativeagenda/

• One new and late-entry issue for us during this Session was Association Health Care Plans. Working closely with the Chambers of Commerce, VR and VPAR were able to lobby for passage of legislation that would have allowed small businesses and independent contractors like YOU to have access to affordable health care, creating the potential for nearly 8,000 of our statewide members to obtain comprehensive health care. The Governor substantially amended the bill, essentially removing any ability for independent contracts to obtain affordable healthcare; we opposed those amendments, which were rejected by the House and Senate yesterday. The Governor is expected to veto the original legislation, thereby putting us in the favorable position of being able to start fresh with a look to the 2020 Session. THANK YOU TO EVERYONE WHO RESPONDED TO ALL OF THE CALLS TO ACTION!!!!!

Federal Issues

• NAR has released its 2019 Advocacy Agenda for this session of Congress. • VPAR PPC member and VR PPC Chairwoman Peggy Todd will serve as a team member for the Federal Political Coordinator for Congresswoman Elaine Luria (D-2nd).

• VPAR PPC Chairwoman Chandra Patterson continues to serve as the Federal Political Coordinator for Congressman Bobby Scott. (D-3rd)

Elections

Join VPAR for an insightful morning at the April 16th for the General Membership Meeting that will feature Dr. Quentin Kidd, Director of the CNU Wason Center for Public Policy and a renowned political commentator who often is seen on CNN, FOX News, MSNBC and other media outlets. Dr. Kidd will focus on the peculiarities and environment of the 2019 General Assembly Session, as well as look toward the 2019 General Assembly elections.

• With November elections brewing in the General Assembly, as all 140 seats are up this year, and with York County Board of Supervisors also in the cycle, this will prove to be a busy campaign season for VPAR and the PPC. The PPC will conduct candidate interviews in September. Stay tuned as we work hard to support our REALTOR® Champions!
