Mayor Signorello called the meeting to order at 7:02 p.m. and said it was being held in
accordance with the Open Public Meetings Act and adequate notice of this meeting has been provided as
required by law.
All contracts awarded by Mayor and Council must comply with the affirmative action
requirements of P.L. 1975, C.172. (NJAC 17:27).
As required by the Fire Prevention Code, he indicated the fire exits and the procedure to be
followed in case of fire.
A statement was read by the Mayor indicating that use of electronic devices by members of the
Governing Body and Borough staff should be limited to Borough business. All communications are
subject to the New Jersey Open Public Records Act.
Borough Clerk Casais read a short prayer and asked for a moment of silence for Roselle Park
resident, Roger Spence, who died 50 years ago in the Viet Nam War, followed by the Pledge of
Allegiance.
Councilman Petrosky made a motion at 7:04 p.m. to move out of order to consider Resolutions
No. 116-19, No. 117-19 and No. 118-19; seconded by Councilman Connelly, all members present voting
Aye, said motion was adopted.

RESOLUTION NO. 116-19
WHEREAS, effective March 1, 2019 a vacancy has existed in the position of Police Captain of
the Borough of Roselle Park; and,
WHEREAS, the governing body recognizes that there exists a need to fill said position to ensure
the continuity of public safety within the community.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Roselle
Park, County of Union, State of New Jersey hereby promotes Lieutenant Manuel Jimenez to the rank of
Captain of the Roselle Park Police Department, effective March 11, 2019, at the prorated annual salary of
$123,850.09.
RESOLUTION NO. 117-19
BE IT RESOLVED that the Mayor and Council of the Borough of Roselle Park, County of
Union, State of New Jersey hereby promotes Detective Sergeant Dominick Frino to the rank of Lieutenant
of the Roselle Park Police Department, effective March 11, 2019, at the prorated annual salary of
$119,244.09.
RESOLUTION NO. 118-19
BE IT RESOLVED that the Mayor and Council of the Borough of Roselle Park, County of
Union, State of New Jersey hereby promotes Detective Richard Cocca to the rank of Detective Sergeant
of the Roselle Park Police Department, effective March 11, 2019, at the prorated annual salary of
$113,020.39.

Park from March 8, 2019 to April 1, 2019 advertising the March 30th Food Truck Festival.
3. A request from the Roselle Park High School PTSA to use the Roselle Park Youth Baseball
& Softball League parking lot on Saturday, March 30, 2019 from 11:00 a.m. to 6:00 p.m. for
a Food Truck Festival.

ORDINANCE NO. 2566
AN ORDINANCE AMENDING CHAPTER VI, SECTION 6-3.4
OF THE CODE OF THE BOROUGH OF ROSELLE PARK
ENTITLED “ALCOHOLIC BEVERAGE CONTROL, LICENSE FEES;
MAXIMUM NUMBER”
BE IT ORDAINED by the Mayor and Council of the Borough of Roselle Park, County of Union
and State of New Jersey that Chapter VI, Section 6-3.4 of the Code of the Borough of Roselle Park be and
hereby is amended as follows:
SECTION 1.
6-3.4 License Fees; Maximum Number.
The classes of licenses and annual license fees of licenses for the sale and distribution of
alcoholic beverages in the Borough shall be as follows:
a. License Fees.

b. Term.
All licenses shall be for a term of one (1) year from the first day of July of each year, and all fees
shall be paid in advance upon presentation of an application. accordance with the provisions of New
Jersey State law inclusive of Title 33 and the regulations promulgated by the New Jersey Division of
Alcoholic Beverage Control.
c. Qualification.
No license shall be issued to any person not fully qualified under the provisions of Title 33 of the
New Jersey Statutes Annotated as amended and supplemented.
d. Number of Licenses Limited.
1. No plenary retail consumption license shall be issued in the Borough of
Roselle Park unless and until the combined total number of such licenses existing in
the Borough is fewer than one (1) for each three thousand (3,000) of its population
as shown by the last federal census.
2. No new plenary retail distribution license shall be issued in the Borough
of Roselle Park unless and until the number of such licenses existing in the Borough
is fewer than one (1) for each seven thousand five hundred (7,500) of its population
as shown by the last federal census.
3. Provisions of this section shall not apply to the renewal of licenses which are issued
and outstanding, nor shall the provisions apply to the transfer of such licenses nor to the renewal
of licenses so transferred.
SECTION 2. Invalidity
If any section or portion of a section of this Code shall be invalid for any reason, such invalidity
shall not affect the validity of the remaining sections or portions of this Ordinance.
SECTION 3. Inconsistent Ordinances Repealed.
All ordinances or parts of ordinances, to the extent that they are inconsistent herewith, are hereby
repealed.
SECTION 4. Captions.
Captions contained in this Ordinance have been included only for the purpose of facilitating
reference to the various sections and are not intended and shall not be utilized to construe the intent and
meaning of the text of any section. Likewise, all strike through text should be considered a deletion, and

AN ORDINANCE AMENDING CHAPTER XXVII, ARTICLE VII,
SECTION 17 OF THE CODE OF THE BOROUGH OF ROSELLE PARK
ENTITLED “SEWER CONNECTION FEES”
BE IT ORDAINED by the Mayor and Council of the Borough of Roselle Park, County of Union
and State of New Jersey that Chapter XXVII, Article VII, Section 17 of the Code of the Borough of
Roselle Park be and hereby is amended as follows:
SECTION 1.
27-17 SEWER CONNECTION FEES
a. A Sewer Connection Fee shall be payable to the Borough of Roselle Park for all buildings,
structures, or premises, which hereafter connect to the Borough of Roselle Park sanitary
sewer. The purpose of the Sewer Connection Fee is to pay the cost of the physical
connection and a fair payment towards the capital cost of the Borough of Roselle Park sewer
system pursuant to N.J.S.A. 40A:26A-11. The Sewer Connection Fee, which is a one-time
initial service charge for the right to connect to the Borough of Roselle Park’s Sewer system,
is calculated in accordance with N.J.S.A. 40A:26A-11.
b. The Sewer Connection Fee for each unit or equivalent dwelling unit shall be $ 2,862.47.
$2,002.94.
c. The Sewer Connection Fee for a single-family home, not part of a real estate development,
shall be paid prior to the time of connection. The Sewer Connection Fee for any other real
estate development, shall be paid at the time the connection is made. of the final approval,
by the Roselle Park Construction Department.
SECTION 2. Invalidity
If any section or portion of a section of this Code shall be invalid for any reason, such invalidity
shall not affect the validity of the remaining sections or portions of this Ordinance.

ENTITLED “INTERVIEW AND VETTING OF EMPLOYEES”
BE IT ORDAINED by the Mayor and Council of the Borough of Roselle Park, County of Union
and State of New Jersey that Chapter II, Article VI, Section 2-63.3 of the Code of the Borough of Roselle
Park be and hereby is amended as follows:
SECTION 1.
2-63.3 Interview and Vetting of Employees.
a. Prospective employees of the Borough of Roselle Park who are subject to
appointment as a Department Head shall be solicited, interviewed and otherwise vetted by the
governing body, or any committee thereof, in a manner considered to be the most advantageous
to the Borough of Roselle Park.
b. Prospective employees of the Borough of Roselle Park who are subject to
appointment as staff-level personnel, or otherwise not a Department Head, shall be solicited,
interviewed and otherwise vetted by the head of the department within which the individual may
be appointed. Each Department Head shall be required to provide a written recommendation of
all prospective hires, along with supporting documentation, to the governing body for their
review prior to the final consideration of any appointment.
1. Members of the governing body shall may have no direct involvement in
the vetting of staff-level employees, including the interview of prospective employees.
Nothing in this Section shall be construed so as to preclude the governing body from
consulting with Department Heads to discuss recommendations, including matters of
budget, organization, efficiency and operation.
SECTION 2. Invalidity

BE IT RESOLVED by the Mayor and Council of the Borough of Roselle Park, County of Union,
State of New Jersey that the Borough of Roselle Park hereby supports and co-sponsors a 5K run/walk
event for Saturday, September 21, 2019 with United Service Organizations (USO); and,
BE IT FURTHER RESOLVED that USO shall work and coordinate efforts in furtherance of the
5K event with all appropriate Borough departments including, but not limited to, the Roselle Park Police
Department, Roselle Park Fire Department, Union County Division of Emergency Services, Roselle Park
Department of Public Works, and Borough Clerk’s Office.

RESOLUTION NO. 109-19
WHEREAS, there exists a need for one or more Part-Time Community Center Bus Drivers
within the Casano Community Center of the Borough of Roselle Park; and,
WHEREAS, the Community Center Director of the Borough of Roselle Park, has recommended
Wayne Caffrey for the position of Part-Time Community Center Bus Driver; and,
WHEREAS, the governing body wishes to fill the said position.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Roselle
Park, County of Union, State of New Jersey that Wayne Caffrey of 329 Jefferson Avenue, Rahway, New
Jersey 07065 be and is hereby appointed to the position of Part-Time Community Center Bus Driver for
the Casano Community Center, effective March 18, 2019, not to exceed 20 hours per week at a salary of
$16.61 per hour.

BE IT RESOLVED that the Mayor and Council of the Borough of Roselle Park, County of
Union, State of New Jersey hereby request permission of the County of Union to hang a banner
advertising the Borough’s 2019 Independence Day Fireworks Display from June 3, 2019 until July 8,
2019; and,
BE IT FURTHER RESOLVED that the Borough Clerk in authorized to execute a Hold Harmless
Agreement with the County of Union for the hanging of the above referenced banner
RESOLUTION NO. 111-19
BE IT RESOLVED that the Mayor and Council of the Borough of Roselle Park, County of
Union, State of New Jersey hereby request permission of the County of Union to hang a banner
advertising the Borough’s 2019 Car Show from August 1, 2019 until September 16, 2019; and,

advertising the Borough’s 2019 Arts Festival from September 16, 2019 until September 30, 2019; and,

WHEREAS, vacancies currently exist in the in the position of Alternate Crossing Guard; and,
WHEREAS, the governing body recognizes that there exists a need to fill said position
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Roselle
Park, County of Union, State of New Jersey hereby appoints Michael McElwain of 469 West 3rd
Avenue,
Roselle, New Jersey 07203 to the position of Alternate Crossing Guard to be paid $68.61 per day
effective immediately.
The following resolution was offered by Councilman Petrosky; seconded by Councilman
Connelly.
RESOLUTION NO. 101-19
WHEREAS, New Jersey faces a daunting fiscal crisis; and,
WHEREAS, for two decades, while county and municipal governments made the proper pension
payments, New Jersey governors from both parties severely underfunded the pension system for teachers
and State government workers; and,
WHEREAS, while local government pension systems are funded at the national average, the
State’s unfunded liability for pensions and retiree health benefits now tops $150 billion – four times the
size of the State budget; and,
WHEREAS, actuaries project the State will have to increase its pension contribution from $3.2
billion in this year's budget to $6.7 billion to reach the Actuarially Required Contribution (ARC) by FY
2023; and,
WHEREAS, health care costs continue to rise, and New Jersey and its local governments cannot
sustain the unparalleled platinum-level benefits that they provide to their employees; and,
WHEREAS, municipalities cannot address other major cost drivers, such as career-end sick leave
payouts in excess of $100,000, without relief from State government; and,
WHEREAS, the State must bring pension and health care costs under control before they crowd
out all other important spending needs, such as reinvestment in NJ Transit, making higher education more
affordable and properly funding state aid to school districts to hold down property taxes.
NOW, THEREFORE BE IT RESOLVED that the Mayor and Council of the Borough of Roselle
Park, County of Union, State of New Jersey expresses its support for the recommendations of the Path to
Progress report issued by the New Jersey Economic and Fiscal Policy Workgroup; and,
BE IT FURTHER RESOLVED, that a copy of this Resolution shall be forwarded to
Assemblyman Jon M. Bramnick, Assemblywoman, Nancy F. Munoz, Senator Thomas H. Kean, Jr.,
Senate President Sweeney, Assembly Speaker Coughlin, Senator Paul Sarlo, Senator Steve Oroho,
Assembly Majority Leader Greenwald, Assemblywoman Eliana Pintor-Marin, Senator Tony Bucco,
Senator Troy Singleton, Senator Dawn Addiego, the Governor of State of New Jersey, the New Jersey
Association of Counties, and the New Jersey State League of Municipalities.
Councilman DeIorio made comments about his review of the report referenced schools, shared
service talks, accounting and pensions. He noted that while he has concerns and disagrees with certain
aspects of the report, he supports the report and recommendation as a whole.

The following resolution was offered by Councilman Petrosky; seconded by Councilman
Connelly.
RESOLUTION NO. 122-19
WHEREAS, the Borough of Roselle Park (the “Borough”) entered into a lease agreement (the
“Lease”), annexed hereto as Exhibit A, with Timpat, Inc. (“Timpat”) dated September 19, 2018; and,
WHEREAS, Paragraph “J” of the Lease states that “[t]he Borough … shall have the right to
terminate the within Lease Agreement at any time upon sixty (60) days written notice to the
Landlord….;” and,
WHEREAS, the Borough no longer believes it is receiving any benefit from such Lease;
and,
WHEREAS, the Borough wishes to terminate such Lease pursuant to Paragraph “J” of the Lease.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Roselle
Park, County of Union, State of New Jersey that the Borough Clerk is hereby authorized to execute a
Notice of Termination and take any and all further steps necessary to terminate the Lease on behalf of the
Borough.
Exhibit A
Councilman DeIorio noted residents’ suggestions and stated that it appears that the program is
something that warrents further discussion, research and marketing. In the short-term Councilman DeIorio
suggested that the permit application be added to the Borough website to ensure it was widely available to
the public. Thinking in the long-term, he suggested that that residents interested in furthering the program
meet and brainstorm about ways that the program can be improved and made more successful.
Mayor Signorello stated that he agreed with Councilman DeIorio’s sentiments as long as there
was a sense that the program would be utilized and administered within the Borough’s means.
Councilman DeIroio suggested a one-month postponement on further consideration of the
Resolution so that planning could be organized and actions could be taken.
Councilman Petrosky made a motion to table Resolution No. 122-19 to the April 4, 2019
Regarding Meeting; seconded by Councilman Connelly.

Stated that the auditors had finished as much as they can on the Annual Financial Statement.
Stated that all municipalities were still experiencing problems with State FAST system;
further stated that he and the auditors were working with the State regarding a fix to the
problems encountered.
Andrew J. Casais, RMC – Borough Clerk
Stated that the deadline for Partisan Petition filing was April 1, 2019 at 4:00 p.m. in the
Clerk’s Office; noted that this was for Republicans and Democrats only.
Stated that he submitted 2019 Union County Infrastructure and Municipal Aid Grant to the
County on behalf of the Borough; noted that the grant application included improvements to
two blocks of Filbert Street and improvements to Gazebo Parking Lot / Lot No. 2; noted that
the turnaround time for award notification should be approximately 30 days.
Reminded all that the information Redevelopment Meeting for Sullivan Property
redevelopment and PILOT agreements was scheduled for Thursday, March 14, 2019 at 7:30
p.m. at the Casano Center. He thanks the Economic Development Director and the
Community Center Director for their help in organizing the event on behalf of the Borough.
MAYOR AND COUNCIL REPORTS
Councilman Mathieu
Stated that March 25th at 7:15 p.m. would be a Budget Meeting.
Discussed snow parking accommodations, municipal, Board of Education and County; asked
for suggestions from the public; suggested that the listing of snow restricted roadways be
added to the website in the future for the public.
Councilman DeIorio
Made note of certain activities at recent Board of Education and Borough Meetings.
Asked Councilman Mathieu as liaison to the Municipal Land Use Board to look into the
updated Wawa application for any amendments or deviations from the initial approvals
granted.
Councilman Mathieu stated he would look into the matter.
Stated that he attended the local LEAD program graduation hosted by the Roselle Park Police
Department as well as a “Hidden in Plain Sight” seminar; provided an overview of each event
and stated how beneficial and informative they were to all those in attendance.
Councilman Petrosky
Stated that he attended the most recent Finance Committee meeting; looked forward to the
upcoming Budget Meeting.
Stated that he attended the monthly Casano Center Committee meeting.
Stated that he attended the Junior Honor Society installation; stated how great it was.
Stated that he had a meeting with members of the Fire Department about the need for certain
maintenance in their building as well as general repairs.
Stated that he attended the monthly Historical Society meeting the same night as his meeting
with the Fire Department.
Stated that recreation basketball was almost over; would like to bring in the local wrestlers to
acknowledge their achievements.
Noted the upcoming Knights of Columbus’s St. Patrick’s Dinner as well as the Casano
Center’s dinner.
Provided a Roselle Park Youth Baseball/Softball League update.

Councilwoman Negron
Stated that the Diversity Committee held its first meeting.
Stated that he attended and took part in Read Across America at Sherman School.
Spoke about the importance of International Women’s Day; provided historical and current
information and women’s achievements in society. Asked if the Mayor would be willing to
issue a Proclamation for 2019 Women’s History Month.
Mayor Signorello stated he would be happy to issue a Proclamation at the next meeting
Councilman Connelly
Apologized to residents for parking tickets issued on certain streets in the 4th Ward due to the
most recent snow storm.
Made note about his progress with the Veterans’ Resource Center; encouraged by the idea
and the support he has received for the same.

Congratulated the Police Officers who were promoted.
Thanked the governing body for their support of the 2019 USO 5K.
Mayor Signorello
Congratulated the wrestlers recently in the news from Roselle Park.
Noted the March 14th Redevelopment seminar; encouraged all interested public to attend.
Provided an update on Hunter Property Redevelopment; stated that it was still moving
forward and more would be made public soon.
Provided a Transportation Advisory Board update.
Gave Raritan Valley Line / New Jersey Transit update; stated that New Jersey Transit appears
to be overwhelmed with the outpouring of support for and by the commuters on the Raritan
Valley Line. Noted that he and others continue to strongly push to the institution of a
permanent one seat ride on the corridor.

Stated that the Board of Education was planning its 2019 budget; noted that March 12th would
be public workshop.
Thanked Borough for hosting a recent meeting between professionals and elected officials;
stated it shows a real willingness to work together.
