BUDGET HEARING: Mr. Rowley asked for public comment on the 2007-2008 proposed budget. No public comment was heard. Mr. Robinson spoke regarding the large amount of money involved, and gave his
assurance that even though at this meeting there was not a lot of discussion, the budget process is lengthy; a great deal of time has been taken over the last year to look at connecting the budget to the strategic plan aims and to ensure the community’s reflection.
Mr. Rowley commented on the budget process, regarding the Efficient and Effective Use of Resources (E&E) Committee. Their work started last fall, studying the budget and examining a more effective process to determine priorities.

D-1. Certificate of Achievement for Excellence in Financial Reporting [Resolution: 06/07:113]
Mr. Rowley read the resolution and presented the Certificate of Recognition to Melissa Callahan de Vita, Executive Director of Support Services, and Nancy Paregien, Director of Finance/Payroll. This is the eighth consecutive year the Board of Education has recognized staff for being awarded the Certificate of Excellence in Financial Reporting from the Government Finance Officers Association.
D-2.Meritorious Budget Award, Association of Business Officials (ASBO) [Resolution: 06/07: 115]
Mr. Robinson read the resolution and presented the Certificate of Recognition to Melissa Callahan de Vita, Executive Director of Support Services; Vi Crawford, Budget Director; and Dianne Miller, Executive Secretary of Support Services, for receiving ASBO’s Meritorious Budget Award. This is the eighth year Mesa County Valley School District 51 has received the award.
Mr. Robinson conveyed the Board’s appreciation for the work involved to present the district’s complex budget in a format which is transparent and people can understand. This award brings pride and honor to the district.
Melissa Callahan de Vita recognized Dianne Miller for the contribution she has made to the district. Dianne is retiring after 28 years of service.
D-3.Kids Voting Mesa County, Finalist El Pomar Award for Excellence in Youth Development [Resolution: 06/07: 128]
Mr. Butler read the resolution and presented the Board’s Certificate of Recognition to the following Kids Voting Directors and Board Officers: Martha Graf, Executive Director; Bill Liggett, President; Stephanie Tuin, Vice-President; and Karen Edgington, past Director and Board Member. Two plaques for excellence from El Pomar were also presented; the plaques will be displayed at the District Office.
E. BOARD REPORTS/COMMUNICATIONS/REQUESTS: Mr. Robinson recognized the recent appointment of Dr. Tim Mills by Governor Ritter
to the P-20 Commission. Dr. Mills is among three superintendents selected to work with the 37 member state commission which will focus on educational reform. Mr. Robinson congratulated Dr. Mills on being selected from over 400 applicants.
Mr. Rowley reported on highlights of the New Century Schools Summit Conference he attended with Mrs. Kiesler and Mr. Butler. Conference keynote speakers included Willard Daggett, Raymond McNulty and Mike Schmoker. Presenters focused on what is proven to work in education. Board members had the opportunity to meet one-on-one with Mr. Daggett; a key-point of the discussion was centered on essential skills, noting that what is viewed as important items on the CSAP testing doesn’t necessarily have anything to do with essential skills. Mr. Rowley gave technical reading as an example, and acknowledged this alignment to teach essential skills and the skills needed on assessments continues to be an interesting conversation for education stakeholders. Mr. Daggett has offered to come to the District and do an essential skills survey.
Mr. Rowley spoke of the upcoming Board Election. There will be two seats open for election this year. Mr. Rowley emphasized there are time constraints involved in being a board member, and everything board members do is geared to educating themselves about best practices to make better decisions to be more effective in support of administration.

Mr. Robinson voiced his appreciation for Mr. Rowley’s comments, encouraged board
members to be available to candidates, and asked about the possibility of sponsoring a school board candidate training.
Board members discussed timing for such a workshop to occur in August or
September. Mr. Rowley has discussed a possible regional candidates’ forum with a representative from CASB. Mrs. Kiesler voiced her opinion that a session would be most valuable after election petitions are turned in, early in September. The Board Secretary will follow-up to schedule.
Board members commented on the recently purchased Redlands property site. Mr. Rowley has visited the Redlands site several times, and is encouraged the
site will serve the needs of the district, if the design is appropriate and the school sits toward the back.
Mr. Robinson has received a lot of emails on this topic. Research has been done and information reviewed regarding access, and he believes access would not be a barrier. The complaint has been voiced about the traffic on Broadway being a danger, and he understands the neighbors’ view regarding peace and quiet. He reminded the audience that it has not been decided a school will be built at this specific location. He will listen to all complaints.
Mrs. Kiesler commented the district has two pieces of property on that side of the valley, and when the time comes to look at possible construction, the issues voiced today may not exist. When construction is imminent, there will be much time dedicated to discussion.
F. LEGISLATIVE REPORT Mr. Robinson has heard there will be a lawsuit filed by Independence Institute,
regarding Senate Bill 199, relating to the mill levy freeze. At this time, Mrs. Kiesler has not heard of a lawsuit. Mr. Robinson asked if other districts are withholding funds. Dr. Mills is unsure what
other districts are doing around this issue, but gave assurance District 51’s budget has been prioritized, and the funds anticipated from Senate Bill 199 have been put on hold. Under the circumstances this is the prudent thing to do at this time.
Board members indicated their hope for a better way to fund education in the future.
G. AUDIENCE COMMENTS: Redlands Property Acquisition Alice Smith, 467 Wildwood Drive, Grand Junction, CO 81503
Ms. Smith addressed the Board, regarding access points on the newly purchased Redlands property. She asked when a school would be built.
Dr. Mills responded that the decision, type of school and where it would be built is not finalized. At the current time there isn’t funds budgeted to build a school. The Long Range Planning Committee guides the process; there may be a decision next November. Dr. Mills offered the possibility that the earliest a school could be built would be four or five years.
Patti Milius, 445 Wildwood Drive, Grand Junction, CO 81503 Ms. Milius voiced safety issues, regarding the Redlands property. She believes
the site is on top of bentonite. Her concerns included the inadequacy of roads to handle increased traffic in the area and flood plain issues. She encouraged the Board to consider another school site.

H. SUPERINTENDENT’S REPORT
H-1. District Accountability Committee (DAC) Report: Steve Schultz & Karen Foster Steve Schultz introduced Karen Foster, Co-Chair of DAC. The following information
was provided: DAC reported to the Board in the spring for an update. An annual report is
required. This report is considered as Part 2 of the report from previous information.
The AIMS Committees have presented to DAC and recommendations have been developed for those areas. A copy of which was given to the Board.
DAC has learned about the work accomplished in the AIMS committees, how the Baldrige Model works, committee goals and results.
Mr. Robinson acknowledged the DAC as the single most important committee in the district. He is impressed with the sustained interest, and asked how the Board could provide support.
Karen Foster outlined the process for recruitment of new members which included going out to school building accountability teams and inviting people to be involved with this district-wide effort. She encouraged the Board to give the DAC recommendations serious consideration.
Dr. Mills indicated next steps for the recommendations will be to work with the administrative team to determine how to respond through the AIMS structure. He appreciates the long-term commitment involved from community members in serving on DAC, noting the Individual School Improvements Plans provide two-way communication, which is important to reform efforts. The DAC is established by legal statute.
Steve Schultz reported the Continuous Student Success information will be brought to the Board in September, as soon as data is received and recommendations developed. He thanked Jim Gebhard and Ron Rowley for representing the Board on the DAC.
Board Members and the Superintendent thanked Karen Foster and the DAC Committee for their work.
H-2. Progress Monitors: Steve Schultz & Cathy Haller
Larry Walling was available to answer data questions. Cathy Haller gave a PowerPoint presentation which included:
Progress monitor position roles and work processes: working as an advocate for each student, reviewing transition data, ensuring information is communicated, meeting and supporting students, working with staff, encouraging increased parent involvement, working to support interventions, and maintaining records.
Current data showing number of students, average number of risk factors, attendance and grade point average;
Current data for monitored students in CSAP Math, Reading, & Writing; SMART Goals for monitored youth in attendance, behavior and academics. The
data presented is based on grades 6-10.
Board members were also given a list of at-risk factors for student identification. Mr. Robinson asked if the information is available, regarding the SES and ethnicity of
these students. Cathy Haller does not have that information, but she will pull the data and get back to him. Cathy believes there is some commonality among ELL, ESL and students identified to work with progress monitors.

Steve Schultz indicated that risk factors are used broadly across the spectrum to
include gifted students. The need is greater than originally thought; additional time has been added at the high schools. It is important to connect students to relationships within the school.
Mr. Robinson asked about students who may not do well in school, but have a talent or strength in a specialized area, such as music, mechanics or a physical activity. By encouraging the student to maximize their strengths, these other areas can be addressed. Cathy Haller responded that at the building-level, through the Response to Intervention (RTI) process; they work as advocates for students, getting to know them, doing interest inventories and working through that information to bring back to the broader group to look at interventions and supports; it is part of the process to look at student strengths.
Dr. Mills emphasized the importance of connecting with the student who can become “anonymous” in a big school system. We are growing in the number of students we want to monitor and help as a support system. Progress monitors work in an advocacy role and provides support for the student and the teacher. Over time there will be real power in these connections.
Board members and the Superintendent thanked Steve and Cathy for their presentation and their work in this area.

H-3. Extended learning Update: Steve Schultz introduced the team leading extended learning: Cathy Haller, Lee
Carlton, and Steve States. Recognition was voiced for a number of people who have worked on the Extended Learning Committee this summer to ensure the success of the program: Terri Requa, Rudy Malesich, Kim Babble, Jo Pifer, John Pomaski, Ken Haptonstall, and John Keck.
The report included the logistics of classes at nine sites K-8 and one high school site. Enrollment this year is 2,147 students, 1,636 of those students are “red-zone” learners – this was the district focus. The majority is participating in remediation. Busing and lunch is provided. If students were recommended by their teachers to attend, there was no charge for tuition. 125-140 teachers are involved. Teachers were engaged in two-days of staff development.
Mr. Robinson asked if there is value in serving breakfast or a morning snack. Steve States replied teachers have commented this would be a good thing to have, and through the Extended Learning budget, snacks have been provided especially for the younger students.
Dr. Mills noted that the district is looking at extended learning as a gift of time; additional time is needed for some students to learn. He is proud of this team and their leadership, and will look forward to an update when data is available in the fall.
The Extended Learning Leadership Team thanked and recognized the work of the teachers, who really make a difference for kids.
H-4. Parent Academy: Mike Gallegos Mike Gallegos provided a PowerPoint presentation, outlining information on the
Parent Academy, as a possible opportunity to be utilized next school year. The information regarding the model was presented at a national conference he attended in Dallas, Texas. This is a program which is renowned in the Texas area and has a proven track record.

The purpose of this outreach program is to get parents involved in public education
and teach them how they can help their students. There are six areas for parents to learn: parenting, communicating, volunteering, learning at home, decision making and collaborating with the community.
Dr. Mills indicated the District has some great programs in place, such as Food for
thought and Family Centers. The Parent Academy would increase the efforts in a broad-based direction.
The Minority Student Success Advisory Committee will help with the implementation.
The budget will come from community entities, businesses, and the school district. A stipend would be provided to presenters, and classes would be held in three or four district areas. All families of district students would be included.
Mike Gallegos continued his report by reviewing the demographics of District 51 schools. He emphasized that parental involvement is a key factor in the effort to increase student achievement.
Board members discussed literature and research, regarding parental involvement as one of the most important factors in student success. Other areas of discussion included funding and sponsorships within the community.
Dr. Mills added the program is currently in the proposal stage; costs will be analyzed and an update will be brought back to the Board in the fall.
H-5. Business/Investment Report: Tim Mills & Vi Crawford Vi Crawford reported the budget is on track; we are getting close to the close-out of
the fiscal year at the end of the month. Mr. Rowley indicated concern regarding the costs for natural gas.
H-6. Expulsion Report: Tim Mills
Dr. Mills reported there have been 109 expulsions as of May 31, 2007, compared to
85 at this same time last year. Structures are in place to support expelled students in the district. Out of 21,000 students, 109 is a small percentage.
Mr. Rowley spoke briefly about zero tolerance in discipline cases; there is some debate nationally whether zero tolerance is the best policy for students. A balance may be useful.
Mr. Robinson is concerned about elementary students being expelled. Dr. Mills emphasized the importance of maintaining safe and orderly schools where
students can grow. In mandatory areas, expulsion is necessary. He assured the Board that administrators and staff work hard to support these students.

L. BOARD OPEN DISCUSSION
Dr. Mills thanked the Board for nominating him for the P-20 Council; it is important
for our district in looking at an educational system from kindergarten through graduate programs. He will bring updates forward as available.
Dr. Mills closed by recognizing the Board for their support and commitment to the students of District 51and thanked them for a great year. The Board’s work has included: 57 meetings were held where three or more board members were in attendance, and over 125 resolutions have been adopted. Board members have fielded calls from parents and attended many community functions.
M. FUTURE MEETINGS: Reviewed A Special Meeting will be held on June 27. Details will be forthcoming.

NOW THEREFORE, BE IT RESOLVED, that the Board of Education of Mesa County Valley School
District 51 does hereby approve the usage of the beginning fund balances as specified in the
plan below for the fiscal year beginning July 1, 2007, and ending on June 30, 2008.
"A budget adopted pursuant to this article shall not provide for expenditures, interfund transfers, or
reserves, in excess of available revenues and beginning fund balances. If the budget includes the
use of a beginning fund balance, the school district board of education shall adopt a resolution
specifically authorizing the use of a portion of the beginning fund balance in the school district's
budget. The resolution, at a minimum, shall specify the amount of the beginning fund balance to be
spent under the school district budget, state the purpose for which the expenditure is needed, and
state the school district's plan to ensure that the use of the beginning fund balance will not lead to
an ongoing deficit." and

Borrow Unencumbered Money from Other District Funds

WHEREAS, C.R.S. 22-44-113 authorizes the borrowing of unencumbered moneys from any
one fund, except the Bond Redemption Fund, and
WHEREAS, in order to meet ongoing obligations of any current fund it may be necessary to
borrow up to $2,000,000, and
WHEREAS, estimated unencumbered moneys not to exceed $2,000,000 may exist in any of the
district funds, except the Bond Redemption Fund, during FY 2007-08,
NOW THEREFORE, BE IT RESOLVED, that the Board authorizes the borrowing of up to
$2,000,000 from unencumbered moneys from any district fund except Bond Redemption
Fund, for the benefit of any other fund effective July 1, 2007, such moneys to be repaid to
said funds not later than June 30, 2008.

Computer fee pays for all in class paper and printing (black/white & color) as well as other materials as required for projects. For non-computer class printing in color,
there is a charge of $.25 a page and for those out of class who print multitudes of unnecessary or inappropriate materials in black/white there is a charge of $.10 per page

PE - $10.00 This fee pays for their PE uniforms
Rental Fee - $60.00 Band does not charge any "fees". However, instruments rent for $60.00 per year
(set by the District). Students who do not rent the "large" instruments from the school pay approximately $15 - $30 per month from a local music store for their instrument
Music - $14.00 - Band -
Students need to purchase a Band Method Book (Standard of Excellence) for their particular instrument which costs $6.95 at a local music store.
Those playing woodwind instruments need to purchase reeds which cost any where from $2.00 to $3.85. If the teacher sells them to the student, the student gets
a discount and do not have to go to the music store when theirs breaks in class. Also, the students are required to wear a tux shirt which they may purchase at Hobby Lobby for $13.95, or because the teacher can get a break in price, the
students may purchase a shirt through the school for $20.00. Choir - $16.00
The only fee in choir is for the purchase of the white tuxedo shirt, tie & book which the Choir teacher can purchase for $16.00. 7th and 8th grade choir members wear the shirt.
There is an offer by the teacher to "buy back" the shirt the end of the school year. Students may sell their shirt to the choir department for half price. These used shirts are offered the following year to students who
would rather spend just $7.00. Used shirts can be sold back for $3.50.

WHEREAS, on September 20, 2005, the Board of Education of Mesa County Valley School District
51, adopted four major focus goals which align with the District’s Strategic Plan AIM of Continuous Student Success; and WHEREAS, one of the four goals adopted is to “Design and implement systemic and instructional reforms that establish rigor, relevance and relationships in all District 51 high schools;” and
WHEREAS, the Board of Education initiated a high school reform action step to address graduation requirements to add relevancy to the four-year high school experience; and THEREFORE, amends the Performance Based Policy to include the following graduation requirements:

Project Management Services For
Columbine Elementary School Phase 2

WHEREAS The Board of Education approved the appropriation of funds for Phase 2 of
the Columbine Elementary School Construction and Relocation Project (herein the “Columbine
Project”) on April 17, 2007; and
WHEREAS, in response to a request for interest in providing project management
services as the Owner’s Representative for the Project, Blythe Design + Co (herein “Blythe”)
submitted satisfactory information establishing the firm’s qualifications; and
WHEREAS, Blythe served as the District’s Project Manager during the initial phases of
work on the 2004 Bond Construction Projects under a contract entitled “Agreement for Project
Management Services For School Facilities Capital Projects” (herein the “PM Agreement”); and
WHEREAS, Blythe has submitted a proposal (herein Proposal”) to amend and extend the
terms of the PM Agreement to cover project management services for the Columbine Project, a
copy of the Proposal being attached hereto as “Exhibit A”; and
WHEREAS, the Proposal, being within the 2004 Bond Construction budget, is acceptable
to the Board.
NOW THEREFORE, BE IT RESOLVED that the Board of Education hereby accepts the
Blythe Proposal to amend and extend the terms of the PM Agreement to cover project
management services for the Columbine Project and directs the Superintendent to notify Blythe of
the Board’s acceptance and authorizes the Superintendent, with the advice of District legal
counsel, to execute such other and further contract documents as may be necessary to effectuate
the purpose and intent of this Resolution.

Resolution For Approval of Lease Agreement with Xerox Corporation
Print Shop/Copy Center Copier

WHEREAS, the District’s copy center/print shop requires a color copier that meets
specific criteria; and
WHEREAS, Xerox Corporation (Xerox) submitted a proposal for the provision of a new
digital color copier that best meets such criteria, such new copier to be leased to the District for
three (3) years under the terms specified in an equipment lease agreement; and
WHEREAS, the administration recommends acceptance of Xerox’s proposal with
modifications as shown in the Lease Agreement attached hereto (the “Lease”); and
WHEREAS, although the District’s obligations under the Lease are contingent upon
annual appropriations, the administration has reserved sufficient funds to pay the minimum
monthly rental payments to become due under the Lease during the term thereof;
NOW, THEREFORE, BE IT RESOLVED that the Board of Education hereby approves
the Contractor’s proposal with modifications as set forth in the attached Lease, and authorizes the
superintendent to enter into the same on behalf of the District. FURTHER RESOLVED that
present cash reserves of the District in an amount sufficient to make all minimum rent payments to
become due under the Lease shall be and are hereby pledged irrevocably and held for payment of
same in all future fiscal years covered by the term of the Lease.

(A.F.S.C.M.E.) Union and district representatives met and conferred on June 8, 2007, and
Whereas: The items agreed to include:
Salary: An increase of 3.6% Last year’s 1% non-base building increase will remain on the salary schedule and become base building in lieu of the January and June bonus contingency agreed on for certified staff.
Insurance: The district’s current contribution will increase to $325.00 for full time employees.
Now Therefore, Be It Resolved the Board of Education of Mesa County Valley
School District 51 approves these salary and benefit increases for A.F.S.C.M.E.

WHEREAS, upon such acceptance, the said Contractor submitted to the District a
construction contract for the said project, together with a Labor, Material and Performance Bond,
the same being acceptable to the District;

the said construction contract, ratifies execution of the same by the Superintendent and further
approves the Labor, Material and Performance Bond, copies of which contract and bonds shall be
affixed hereto.
