Ebarle and Bureau of Local Employment (BLE) Director Dominique Rubia-Tutay, attended the World Economic Forum (WEF) on ASEAN held on 11-13 September 2018. Present in the event as well were the country’s key government officials, namely Secretary Ramon Lopez (Department of Trade and Industry), Undersecretary Jose Gabriel La Vina (Department of Agriculture), Undersecretary Karen Singsong (Department of Finance), and Ambassador Noel Servigon (Philippine Embassy, Hanoi). With the theme "ASEAN 4.0: Entrepreneurship and the Fourth Industrial Revolution," the discussions revolved around finding new approaches to regional governance, sharing countries' experiences in addressing the challenges of the Fourth Industrial Revolution (4IR), defining new development models and dynamism for ASEAN economies, and shaping policies to develop smart infrastructure systems in the region. ASEAN priorities in the 4IR Priorities for the region include increasing inputs in education and employment creation, continuing development of hard and soſt technologies, and accelerating structural reforms and innovation-driven development. Right policies on 4IR must be put in place to safeguard data privacy and cybersecurity. Support to entrepreneurship Central to a number of discussions is entrepreneurship and the rising Small and medium-sized enterprises (SMEs), particularly innovative start-ups that maximize the use of technology. SMEs are seen to create more employment with greater flexibility for workers. 24 September 2018 – �e second level of evaluation for the 2017 National Search for Best PESO (SBP) entries reached its conclusion as Bureau of Local Employment (BLE) Director Dominique Rubia-Tutay validated the ratings presented by the BLE-Employment Service Program Management Division (ESPMD) Screening Committee.

Each of the 2017 Search for Best PESO categories was assigned to individual screening teams from the BLE-ESPMD who, a�er a scrupulous process of evaluation and multiple re-evaluations, ended up with decisive scores for each of the forty-six (46) entries from the di�erent regions.�e scores of each entry were carefully scrutinized to determine probable discrepancies and/or inconsistencies, which were addressed consequently, to ensure

Despite the transition from the previous 2013 SBP Manual to its current 2016 version, this year’s SBP nominees exhibited commendable preparations to vie for the top spot in respective categories.

�e presentation of the 2017 Best PESO Awardees will be held on 26 October 2018, during the 18th National PESO Congress’ Awards Night. �is year’s announcement of the 2017 Best PESOs is expected to be much more exciting with surprises and �rsts that are about to be unveiled.

new forms of jobs will emerge in the world of work. Hence, promoting Information and Technology (IT), Science and Technology, Engineering and Math (STEM), and so� skills should be prioritized to equip the workforce with the necessary skills set required by new jobs in the 4IR.

In preparing the Filipino workforce

for the 4IR, the Department will continue its initiatives in updating labor market information reports and career guidance advocacy including career congresses, to bring the 4IR opportunities and challenges into the consciousness of the government, industry, and academe.

At the national level, the government will continue advancing Science, Technology and Innovation as a vigorous strategy in the national development and industry plans. Moreover, supporting an enabling legislative agenda is crucial to the bene�ts of

AI and other emerging technologies for our workforce, including the safety nets to transition workers who may be a�ected by disruptions of the 4IR.

Michael Gravador, 24 years old, has a Bachelor’s degree in Hospitality Management in Negros Oriental State University, Dumaguete City. He is from Santa Catalina, a municipality in Negros Oriental which is 98 km away or about 3 hours from Dumaguete City.

He is currently undergoing his internship as a food and beverage attendant at Casablanca Restaurant and Delicatessen in Dumaguete. He is renting a small accommodation in Dumaguete for the training.

Prior to JobStart, Michael did not have any job experience. He shared that a�er graduating, he had been looking for a job for 4 months until he found out about JobStart. When asked how he learned about the program, he said that a friend recommended it to him. He was told that the program is looking for people who are searching for work.

Stepping stone to one’s dream

“�e Life Skills Training helped me discover my personality more,” he said. He liked the lessons on building personality and con�dence and handling people’s di�erences. He also shared that his communication skills have improved.

He applied in Casablanca because it is related to his course of study. When asked about his goals and dreams, he happily shared that he wants to become a manager at a hotel someday. He knows that his training in Casablanca is a stepping stone toward reaching his dreams.

He also shared that training in the food and beverage industry has helped him improve his time management skills and how he handles people’s complaints.
