Facts and Figures: National and Regional
The goal of UBE programme is to ensure access to free,
compulsory education from Early Childcare Development (ECD),
Primary and Junior Secondary Schools Education to all Nigerian
children. Statistical facts and figures for the nation and the six
regions using the Basic Performance Indicators of access, quality
and equity are provided in Appendix I. It is on the strength of
these that the following seventy-seven Figures have been
generated to give meaning to the Facts and Figures.
NUMBER OF ECD CENTRES AND SCHOOLS
In the above chart, there are 23,249 public ECD centres, 59,007
primary and 11,295 Junior Secondary schools in Nigeria. The
number of ECD centres indicates that 39 percent of the total
number of primary schools have ECD centres. This shows that
more efforts need to be intensified to encourage states to
establish more such centres in order to prepare children for
primary education.
From the above chart, South West geo-political zone has the
highest number of ECD centres with 6,190 which represents 26.6
percentage of the total number of ECD centres in the country
while North East has the least with 1,236 which accounts for 5.3
percent. North Central has 2,761 (11.9 percent), North West has
4,096(17.6 percent), South East and South South have 4,394
(18.9 percent) and 4,572 (19.7 percent) respectively.
The National number of stand-alone ECD centres is 223. North
Central Zone recorded the highest number with 94 while South
West has the lowest.
At the National level, number of primary schools with ECD
centres stands at 23,026. At the primary school level, North West
has the highest number of primary schools with 17,496 while
South East has the lowest with 5,424 schools. However, South
West zone has the highest number of Primary Schools with ECD
centres while North East has the lowest.
North Central has the highest number of Junior Secondary
schools with 2,335 (20.7 percent) while South East has the least
with 1,251 (11.1 percent). North East has 1,687 (14.9 percent),
North West has 2,191 (19.4 percent), South South has 1,733 (15.3
percent) and South West has 2,098 (18.6 percent).

PUPIL ENROLMENT IN BASIC EDUCATION SCHOOLS
Out of 26,430,730 total enrolment in basic education, there are
1,825,857 pupils (7 percent) in ECD, 20,291,709 (77 percent) in
primary and 4,313,164 students (16 percent) in JSS.
South West zone has the highest number of gross and net
enrolments while North East has the least enrolments.
Outstanding numbers of gross and net enrolments in primary
schools are recorded for North West zone, while South East zone
has the least enrolments due to the population of zone.
North West and South West zones have comparable enrolments
while other zones are also comparable.
North West zone has incomparable pupil In-take in primary
schools to other zones, while South East has the lowest.
Pupil In-take in JSS is higher in North West than other zones.

The chart above shows male (54 percent) and female (46
percent) of pupil In-take in primary schools.
The chart above shows male (55 percent) and female (45
percent) of pupil In-take in JSS.
Male pupils account for 51 percent of gross enrolment in ECD,
while the females represent 49 percent. This shows a difference
of 2 percent in the distribution.
Male pupils account for 54 percent of gross enrolment in primary
schools, while the females represent 46 percent. This shows a
difference of 4 percent in the distribution.
Male pupils account for 56 percent of gross enrolment in primary
schools while the females represent 44 percent. This shows a
difference of 6 percent in the distribution.
A difference of 2 percent is recorded between male (51 percent)
and female (49 percent) in Net enrolment in ECD.
A difference of 4 percent is recorded between male (54 percent)
and female (46 percent) in Net enrolment in primary schools.
A difference of 6 percent is recorded between male (56 percent)
and female (44 percent) in Net enrolment in primary schools.

South East recorded the highest number of pupils expected to
transit from ECD to primary schools while North East has the
lowest.
The proportion of pupils expected to transit from primary to JSS
by zones is higher in North West while the least is recorded
against South East zone.
The chart above shows that both male and female have equal
proportion (50 percent) of expected transition from ECD to
primary schools.
Male accounts for 55 percent of the proportion of pupils
expected to transit from primary to JSS while female stands at 45
percent.
There is relative parity on pupil enrolment among all the zones.
Interestingly, in South West it is one to one but South South
recorded 1.02 which means higher number of females than
males.
South West recorded the highest GPI of 1.03 while North West
recorded the least with 0.71

In JSS, South East recorded the highest GPI of 2.75. This is a clear
indication of more girls than boys in schools. Generally, in the
southern states there are more girls than boys in schools while
there are more boys than girls in schools in the northern states.
This chart shows the percentage of early and late starters as
against the normal school age in ECD across the zones. ECD is the
education for children between ages 3 to 5. All the zones
recorded significant percentages of normal school age of about
80 percent and above. The highest percentage of early starters is
recorded in North Central with 13.9 percent while that of late
starters is recorded against North West with 10.9 percent.
Official primary school age in Nigeria is 6-11. By age 6, most
children (87 percent and above) across the six zones have
entered schools. The highest percentage of early starters is
recorded in North Central with 5.3 percent while that of late
starters is recorded against North Eastern region with 8.7
percent.
Junior Secondary School has an entry age of 12. By age 12, most
children (70 percent and above) across the zones have entered
schools. There are no significant differences between the
percentages of official school age enrolled across all the zones.
The highest percentage of early starters is recorded in South
South with 11.7 percent while that of late starters is recorded
against North East region with 23 percent.
The chart above shows ECD enrolment trend from 2007-2010. It
shows a rise and fall pattern of enrolment trend.
The chart above shows primary school enrolment trend from
2007-2010. It shows even distribution pattern with just a slight
decrease in 2010.

The chart above shows JSS enrolment trend from 2007-2010. It
indicates a drop in enrolment in 2009 and a sharp increase in
2010.
TEACHING STAFF IN BASIC EDUCATION SCHOOLS
There are 43,765 teachers in ECD, 564,569 in primary and
133,338 in JSS. These represent 6, 76 and 18 percentages
respectively.
South West zone has the highest number of ECD teachers with
10,759 while North East has the least with 3,255.
North West zone has the highest number of primary school
teachers with 147,446 while South East has the least with 55,444.
South West zone has the highest number of JSS teachers with
36,410 while North East has the least with 12,561.
Out of 43,765 ECD teachers, 9,704 which represent 22 percent
are males while 34,061 representing 78 percent are females.

In primary schools, South East has the highest gender parity
index of 3.7 while North West has the least with 0.3.
In JSS, South East has the highest gender parity index of 2.8 while
North West and North East have the least with 0.3 each.
In ECD, North West zone recorded the worst pupil/qualified
teacher ratio with 1:104 while North Central recorded the fairest
with 1:47
In primary, North West zone recorded the worst pupil/qualified
teacher ratio with 1:132 while South West recorded the best with
1:34
In JSS, North West zone recorded the worst student/qualified
teacher ratio with 1:53 while South West recorded the best with
1:30
A comparatively review on ECD teachers by gender reveal a
downward trend between 2008 and 2010.

The review for primary school teachers between 2008 and 2010
shows an upward trend.
The upward trend in JSS teachers by gender between 2008 and
2010 is significant.
The above chart shows percentage of teachers with computer
literacy at all the three levels. ECD and Primary have nine percent
each while JSS has 17 percent.
The South West Zone has the highest percentage of teachers with computer literacy in ECD (17percent), Primary (26 percent) and JSS (29 percent). North West zone recorded the lowest for ECD (5 percent) and JSS (8 percent) while North East zone has the lowest at the Primary level with 4 percent.
The above chart shows percentage of teachers registered with
TRCN at National level. ECD has 40 percent, Primary has 50 have
50 percent while JSS has 56 percent.
The South West Zone has the highest percentage of teachers registered with TRCN in ECD (60 percent) and JSS (79 percent). South South has the highest at the primary level with 88 percent. North West zone recorded the lowest across all levels with ECD
(22 percent), Primary (25 percent) and JSS (24 percent).

The above chart shows the number of ECD teachers with
specialization in ECD. There are 3,093 males and 8,971 females
with specialization in ECD at the national level.
At the national level, there are 12,064 teachers with
specialization in ECD. South West accounts for the highest with
3,480 teachers while North East has the least with 802.
NON-TEACHING STAFF IN BASIC EDUCATION SCHOOLS
The chart above shows the proportion of non-teaching staff in
basic education level. ECD, primary and JSS have 8 percent, 26
percent and 66 percent respectively.
Out of 7,377 non-teaching staff in ECD, South South has the
highest number with 2,539 (34 percent) followed by South West
which has 1,975 (27 percent) while North East has the least with
384 (5 percent) followed by South East with 534 (7 percent).
Other zones, North Central and North West have 1,133 (15
percent) and 812 (11 percent) respectively.
Out of 57,134 non-teaching staff in primary schools, North West
has the highest number with 14,167 (25 percent) followed by
South South which has 13,386 (23 percent) while South East has
the least with 3,164 (6 percent) followed by North East with
6,412 (11 percent). Other zones, South West and North East have
12,239 (21 percent) and 7,766 (14 percent) respectively.
Out of 22,402 non-teaching staff in JSS, South West has the
highest number with 6,767 (30 percent) followed by South South
which has 6,408 (29 percent) while North East has the least with
1,470 (7 percent) followed by South East with 1,802 (8 percent).
Other zones, North West and North Central have 4,182 (19
percent) and 1,775 (8 percent) respectively.

CONDITION OF CLASSROOMS IN BASIC EDUCATION
SCHOOLS
There are 42,143 classrooms in ECD centres, 416,110 in primary
schools and 69,610 in JSS. A significant proportion of these
classrooms are not in good condition. New constructions and
renovation of the existing classrooms are required to
accommodate the teaming population of school children.
At primary school level, North West zone recorded the highest
number of classrooms while South East recorded the least.
At secondary school level, South West zone recorded the highest
number of classrooms while North East recorded the least.
On national average, pupil/total classroom ratio in ECD is 43
pupils to a classroom while pupil/good classroom ratio is 102
pupils to one good classroom. In primary schools, pupil/total
classroom ratio is 49 pupils to a classroom while pupil/good
classroom ratio is 109 pupils to one good classroom. In JSS,
Students/total classroom ratio is 62 students to a classroom
while pupil/good classroom ratio is 125 students to one good
classroom
By national standard, pupil/good classroom ratio is 1:25 in ECD.
As shown in the table above, none of the zones meets the
standard. This means that large proportion of the classrooms in
ECD centres are not in good condition and as such they are
grossly inadequate. The situation is worse in North East having
the highest (1:136) than South West being the least with 88
pupils to one good classroom.
The ideal pupil/good classroom ratio in primary schools is 1:35.
North East has the highest ratio of 136 pupils to a good
classroom while South West has the least of 85 pupils to one
good classroom. This means that good classrooms in primary
schools across all the zones are grossly inadequate.

Student/good classroom ratio in JSS is worse in South South zone
having the highest ratio of 166 students to one good classroom
than North Central which has the least of 105 students to one
good classroom. All the zones have high ratio of student/good
classroom.
STREAMS/ARMS IN BASIC EDUCATION SCHOOLS
ECD has a total of 59,746 streams, 514,091 streams in primary
schools and 82,646 streams in JSS.
South West zone recorded the highest number of streams in ECD
with 15,011 while North East recorded the least with 3,217.
North West zone has the highest number of streams in primary
with 119,098 while South East has the least with 59,277 streams.
There is relatively high number of streams in South West (21,243)
compare to other zones.
PERSONNEL OF LOCAL GOVERNMENT EDUCATION
AUTHORITIES (LGEAs)
The above chart shows number of administrative staff in Local
Government Education Authorities (LGEAs) by zones. North West
recorded the highest number of staff with 28,901 while South
East recorded the least with 6,808.

20 percent.
At the National Level, 18 percent of LGEA staff are computer
literate. The South West zone has the highest percentage with 36
percent while the North East zone has the lowest with 10
percent.

BOARD (SUBEBs)
The above chart shows number of administrative staff in States
Universal Basic Education Boards (SUBEBs) by zones. North
Central recorded the highest number of staff with 1,972 while
South West recorded the least with 966.
North West has the highest percentage of SUBEB staff in schools
supervision with 28 percent while North East has the least with
11 percent.
At the National Level, 80 percent of LGEA staff are registered
with TRCN. The South West zone has the highest percentage with
61 percent while the South South zone has the lowest with 20
percent.
