BearingPoint has been engaged by the USAID to implement the Technical Assistance for

Policy Reform II (TAPR II) project. TAPR II directly support Strategic

Objective-16 (SO 16), which is entitled "Environment for Trade and

Investment strengthened." The project is divided into seven components, and

the third, component C – Macroeconomic stability, is designed to modernize

the tax regime and the administrative agency.

Private sector development is facilitated by a tax system that is easy to comply with, has moderate

tax rates, and is administered fairly and efficiently with certainty regarding

tax liabilities. In the absence of such a system, private enterprises will

be crippled in their efforts to expand, economic activity will be driven

underground; and foreign investment inflows will be severely constrained.

Concurrent with the policy reform the component's activities will also support

a comprehensive modernization of tax administration with a view to meeting

the need for consistent application of the tax laws. In this context, an

important role in realization of the above-mentioned objectives will play the

new "Integrated Tax Management Administration System (ITMAS)".

On the other hand, The ITMAS will play a key role in the modernization of

the merged organization by improving the efficiency and effectiveness of Tax

operations including VAT preparations, development and application.

Duties:

The ITMAS project manager is appointed by ETA Commissioner, Tax Minister, under umbrella of Minister Office. He has the authority to run the project on a day to day basis within the tolerances set by the ETA Project Board with principal objective to produce a final product which is capable of achieving the benefits defined in the project scope

ITMAS Project Manager main accountabilities (regarding project execution phase) are:

1. Performs the overall day-to-day management of the project to ensure that project objectives are achieved within time/cost/quality constraints, whilst managing stakeholder expectations

2. Full management/leadership of the PMO, Project Management Office 3. Initiate and coordinate meetings with different parties involved in the

project, for the purpose of the high-level solution analysis and clarify the overlaps between different parts of the project

4. Follow up and coordinate the execution of all project activities and their progress,

5. Follow up all communications and correspondences in and out the project as he is the focal point of all project activities.

6. Directs and motivates the project teams to achieve the all set targets and project’s objectives.

7. Select and manage the project team; allocate resources for all the activities to be performed by the Contractor.

8. Reports project progress to the ETA steering committee and ETA project board to ensure the project’s overall direction and integrity

9. Prepare periodical and necessary reports to the executive and steering committee,

10. Prepare and evaluate the monthly progress report to the Minister 11. Give hands in evaluating and Follow up the execution of corrective

actions. 12. Performs management of the risks of the project, including the

development of contingency plans 13. Escalates in case of a major problem and suggest and coordinate in the

search for the solution 14. Prepare and study change control requests. 15. Responsible for project completion and production of the lessons

learned report

In addition, ITMAS Manager insures the validation of all the Subcontractor’s deliveries including the project plans, the project reports, the documentation and the products and moreover has the final authorized Contractor signature on the all deliverables acceptance certificates.

In addition to direct, manage, and follow-up the main project activities included:

Modules/Functional testing, Prototyping, Data Migration/cleansing, Pilots, and Implementation/Rollout.

ITMAS Manager is responsible to communicate internally towards the ETA top management, on the ITMAS project, the followed implementation strategy in order to avoid some external decision may affect the choices made on the ITMAS project.

ITMAS Manager is responsible to obtain the required resources or interfaces for all the works performed by ETA.

Four main teams (around 60 human resources) are under the ITMAS Project Manager responsibility:

• Functional/Business Team including Functional/Business Integration Consultants and Functional/Business Consultants, which belong to the operational tax authority entities but are reporting to the PM for their tasks related to the ITMAS project (about 10 part-time Functional/Business Managers and 2 full-time Functional/Business Managers, in addition to about 20 Functional/Business Consultants)

• Project IT Team including the Analysis Team (business analysts), the Development/Testing Team (in charge of all potentially required Contractor’s software development in relation with the ITMAS project in addition to the ETA first-level Module/Functional testing) and the support team (in charge of the system environment and operation) (about 4 part-time Functional Managers and 20 full-time Analysts/Developers/Testers/Supporters, in addition to about 5 part-time Analysts / Developers and 4 full-time Support and Operation)

2. Conduct, supervise, manage, and facilitate implementation plans of EDEMAUs project training plans, which targeting training of more than 12,000 of workers, representatives of MOF, from all AUs allover state of Egypt, mentioned plans cover in addition to training time plans, Labs,

3. Plan, supervise, manage, and facilitate of conduction and execution of all project MIS components including MS Project Plans, DBs and excel sheets in addition to its mutual required interfaces

4. Supervise, follow-up and coordinate process of evaluation and modification of Project Applications, in addition to all activities and requirements regarding implementation at remote sites (requirements for operation at AUs)
