The Chesapeake Section, American Water Works Association, the Chesapeake Water Environment Association, and the Water & Waste Operators Association will hold a combined Annual Conference (2012 Tri-Association Conference) and Exhibition at the Roland E. Powell Convention Center in Ocean City, Maryland from August 28 through August 31, 2012. The Conference Committee has planned the Conference program and schedule, as well as negotiated blocks of rooms at conference rates with several local hotels. Please check the Associations’ websites (www.csawwa.org and www.wwoa-cwea.com) frequently for Conference updates regarding program, hotel accommodations, registration, golf outing, Engineers Without Borders Fun Run/Walk, and other Conference updates.

The Tri-Association Conference will be held on the 2nd floor of the Ocean City Convention Center. There will be 135 technical presentations in 6 concurrent sessions and up to 133 exhibitors. The full Operator’s Challenge Competition is back again this year.

Due to its previous success, we are again providing a Cyber Café, located in Room 209, which will include several PCs and a printer. The Conference Committee has arranged for free wireless Internet access at the Convention Center for attendees and exhibitors.

The Pre-Conference and technical sessions have been approved by the Maryland Board of Certification (BOC) and course codes assigned. The 2012 Tri-Association Conference again includes a ‘process credits track’ in Room 206 dedicated to treatment process presentations. This year there are five 1-hour sessions and ten 1/2-hour sessions, each

The Convention Center is located at 4001 Coastal Highway, between 40th and 41st streets. There are 1,200 parking spaces at the Convention Center. Anyone with a Tri-Association Conference name badge can ride the Ocean City buses at no charge.

Our intent is to provide several options to those that are looking for great-value, additional TRE training credits. The offerings on Tuesday afternoon this year are:1. hours)Each workshop offers interactive training, either through the use of expert panels with moderated questions, or by having a hands-on equipment training style presentation workshop. Also new this year is that the Pre-Conference Workshops require specific registration, with a nominal registration fee. We are doing this to provide a better workshop environment for both the attendee and the trainers themselves. Accordingly, the Conference reserves the right to cancel workshops that do not have a minimum number of registered attendees. Attendees can either choose an alternate workshop or receive a refund of the pre-conference fee.

RooM 201 1:00 PM – 5:00 PMbuilding an Asset management Plan for your utility – A “Hands-on” Approachcourse # 5099-12-05Primary Trainer: Gage Muckleroy, gHd inc.$30 registration feeAsset management’s “tool bag” is comprised of literally hundreds of techniques and practices. Many of the practices and techniques that make up what is currently recognized as best practice – for example, “failure mode analysis” and “risk analysis” – have been around for decades. What is new is the management framework around which these practices are now organized. Best practice imposes structure and order to this extensive “tool bag.” This structure assists the manager in selecting the relevant processes and practices that are most cost effective at a given point in time and for a specific asset challenge. Successful management can be said to start with asking the right questions. Only by starting with the right questions can we find good

answers unique to the utility’s operating environment and its various asset classes. This framework answers five core questions about assets that all managers of infrastructure should continuously pose to their management teams:

• Question 1: What is the current state of my assets?

• Question 2: What is my required level of service?

• Question 3: Which assets are critical to sustained performance?

• Question 4: What are my best O&M and CIP investment strategies?

• Question 5: What is my best long-term funding strategy?

Recent developments include passage of Maryland House Bill 987 – “Stormwater Management - Watershed Protection and Restoration Program” that requires each county and municipality subject to a NPDES Phase 1 MS4 permit to establish an

In addition, USEPA’s regulatory initiative to draft national stormwater regula-tions continues but at a greatly reduced pace with no clear date at this time for issuance of draft regulations. This Pre-Conference Workshop will address the current state of stormwater regulations and programs nation-ally and in the Tri-Association area specifically. Various speakers will discuss not only the regulatory horizon but specifically how local counties and municipalities are addressing stormwater issues.

RooM 203 1:00 PM – 3:00 PMWater reusecourse # 5101-12-05Primary Trainer: Brian aylaian, Aecom$15 registration feeThis course offers a general introduction and overview of the topic of water reuse nationally and more specifically within the state of Maryland, tailored towards opera-tions staff with limited experience on water reuse. The major topics covered in this course include drivers for reuse, regulations in the state of Maryland, treatment technologies, typical reuse applications and detailed case studies, health and safety concerns, operational issues, energy impacts and future trends. At the end of the workshop, an interactive discussion is conducted that takes the class through a hypothetical local reuse project which facilitates a review of all of the presented course content.

RooM 203 3:00 PM – 5:00 PMHands on sensor maintenance Workshop course # 5102-12-05Primary Trainer: daniel edwards$15 registration feeOnline sensors have become an integral component of many utilities’ operations throughout the water industry (both water and wastewater) and have been applied for many purposes, including but not limited to improving performance, saving chemical costs and providing warnings of contamination or upset events. In addition, sensors have been growing in cost and complexity and therefore preventative maintenance is becoming more important.

This workshop will focus on typical water and wastewater sensor maintenance through hands-on demonstrations and a short background on installa-tion requirements. The workshop will involve at least three sensor manufacturers which will rotate through different sensors. Each sensor will be discussed for 15-20 minutes during the 2 hour workshop, and will include pH/ORP, residual chlorine, turbidity, DO, nitrate, and a centralized multiparameter wet chemical analyzer for water and wastewater applications. At the end of this training, the participant will be able to identify the maintenance needs for a variety of sensors. In addition, the participant will be able to identify applications for sensors to improve process performance, save chemical costs and provide warn-ings of contamination or upset events.

The participants will be given examples of how Hydrogen Sulfide can adversely impact wastewater collection systems. They will also be able to know how to monitor for Hydrogen Sulfide in the workplace and the health and safety hazards associ-ated with being exposed to it while working.

construction management projects. This includes master planning studies, district extension reports, and design and construction supervision of supply wells, pump stations, storage facilities and treatment systems.

Dennis joined AWWA in 1986 and is extremely involved in the New York Section AWWA and Long Island Water Conference Operator Training Programs. He has been the instructor for over 20 NYSAWWA training seminars over the past 10 years and is a member of the NYSAWWA Education and Program Committees. He has established the NYSAWWA Top Ops Competition and coordinates the Regional competitions throughout New York State.

WeF national RePResentatiVechris browning 2011-2012 Treasurer

Chris Browning is the 2011-2012 Treasurer of the Water Environment Federation (WEF), an interna-tional organization of water quality professionals headquartered in Alexandria, Va.

Chris is Vice President of McKim and Creed, a full-service consulting firm offering a range of engineer-ing, surveying, and planning services with offices throughout the Southeast. Chris heads up the Water/Wastewater Technology practice where his duties include client services, business development and technical assistance with a focus on improving facili-ties/infrastructure operations and utility management.

During his more than thirty years in the water profession, Chris has developed extensive senior level management experience in various Georgia utilities including Fulton County, Gwinnett County, Cobb County, Marietta, and Columbus.

A WEF member since 1977, Chris has held multiple leadership and committee roles within WEF. He has served on the House of Delegates and the Long Range Planning Committee as well as Chair of the Constitution and Bylaws Committee and the HOD Parliamentarian.

Also, an active member of the Georgia Associa-tion of Water Professionals (GAWP), Chris has served on the GAWP Board of Directors since 1994. He has served as the organization’s WEF Section Chair, the PWOD Director and currently, as Chair of the Georgia Water and Waste Water Institute. His other profes-sional affiliations include: the American Water Works Association, American Public Works Association, Phi

Kappa Phi National Honor Society, and the Select Society of Sanitary Sludge Shovelers.

He has been honored with the WEF Service Award (1997), WEF Outgoing Director Award (2005), Arthur Sidney Bedell Award (2004), WEF Past Chair Award (2009), GAWP Life Member Award (2008), GAWP Charles Jones Award (2005), and GAWP Hugh A. Wyckoff Award (1996).

Chris is a Class 1 Wastewater Treatment Plant Op-erator and a Class 3 Water Treatment Plant Operator in the state of Georgia. He received his B.S. in Civil En-gineering from Southern Polytechnic State University (Marietta, Ga.) and a Master of Public Administration from Columbus State University (Columbus, Ga.).
