    Premier Christy Clark presents PM Modi with 100 Year Journey book as the official

    On April 16, during Prime Minister Narendra Modis economic, social, and cul-tural visit to Vancouver, Premier Christy Clark presented the 100 Year Journey book as the offi-

    cial gift from the Province of British Columbia. The commemorative publi-cation includes 100 se-lected stories of British Columbias South Asian pioneers spanning the

    past century. A single copy of the hard cover edition was specially hand made for the occasion.

    At a private meeting held shortly before Canadas official state dinner for the visiting Prime Minister, the BC Premier discussed the experiences of South Asian Canadians as an important part of Canadas past, present and future.

    I met with Prime Min-ister Modi to talk about strengthening cultural, social and of course eco-nomic ties between Brit-ish Columbia and India.

    The Indian PM Narendra Modis Canada Visit Dr Hardyal Singh Aulakh

    Indias prime minister, Narendra Modi, has pronounced his three-day visit to Canada a success, expressing the hope and confirm-ing, in a parting toast, that a new partnership has begun. Although India and Canada have so much in common, we havent been in each others thoughts for so many years, said Prime Minster Narendra Modi, in a translated farewell speech.

    On the other hand, Prime Minister Harper marked the conclusion of Modis visit as highly productive. This visit which included stops in Ottawa, Toronto, Vancouver, and Surrey, was Modis first-ever visit to Canada after he took over as the prime minister of India. And perhaps it was the first bilateral visit by an Indian prime minister in the last around four decades.

    The visit could be termed productive in that several commercial agreements between Ca-nadian and Indian companies were reached with a combined value of over $1.6 billion. These agreements will benefit sectors, such as aerospace and defence, education, mining, energy, infrastructure, information & communication technology, and sustain-able technologies. This means a significant growth taking place in the India-Canada bilateral commercial relationship in the years to come.

    According to one of the agreements, Cam-eco, a Saskatchewan-based company, will supply India with over seven million pounds of uranium during the next five years. To this

    end, on November 6, 2012, Prime Minister Stephen Harper, together with the then In-dian Prime Minister Dr Manmohan Singh, announced the conclusion of negotiations for the Administrative Arrangement (AA) between Canada and India that will allow the implementation of the Nuclear Coop-eration Agreement (NCA), signed between these two countries in June 2010.

    Furthermore, both PM Harper and PM Modi welcomed the progress made on negotiating a Bilateral Foreign Investment Promotion and Protection Agreement (BFIPPA), and both agreed to intensify discussions on finalizing the outstanding issues.

    In addition, the prime ministers partici-pated in a number of cultural events where they got the opportunity of meeting with members of the Indo-Canadian community. Prime Minister Harper used this opportunity to pay rich tributes to this community for the tremendous contributions made to enrich the social, cultural, and economic fabric of Canada.

    Although PM Narendra Modi had to en-counter angry demonstrations by certain sections of the Indian diaspora, with some demonstrators branding him even a butcher of minorities in India, his Canada visit was, on the whole, a great success, assessed from diplomatic as well as commercial standpoints, and as suggested by the joint statement issued by the two leaders reaf-firming their resolve to further expand the new strategic partnership between the two countries.

    Since the introduction of our Climate Action Plan in 2008, British Columbia has been recog-nized as a world leader in the fight against climate change.

    That doesnt mean we should rest on our laurels so were taking the next steps forward, building on past and present success.

    Last week, Environment Minister Mary Polak and I announced Climate Action Plan 2.0. Mike Bernier, Parliamentary Secretary for Energy Literacy and the Environment, will chair the

    team. With his impressive climate credentials during his time as mayor, Dawson Creek became a leader in clean energy and climate action Mike is the right person for the job.

    The first step will be the formation of a new Climate Leadership Team, consist-ing of leaders from B.C. businesses, First Nations, academia, and the environ-mental sector. The Climate Leadership Team will pro-vide advice and recommen-dations to government as we develop Climate Action Plan 2.0.

    Our climate actions led to tangible, long-term success in reducing B.C.s green-

    house gas emissions. Last year, we announced that we had reached our first GHG emissions reduction target of 6% below 2007 levels by 2012.

    At the centre of our plan is North Americas first and most comprehensive carbon tax. Thanks in large part to our carbon tax, our strong, diverse economy is grow-ing, emissions are falling, and because the carbon tax is revenue neutral weve cut taxes.

    We dont always appreciate the international recogni-

    tion our climate leadership receives, but theres increas-ing global recognition not only that carbon pricing is necessary to reduce GHG emissions, but that B.C.s broad-based, revenue-neu-tral carbon tax is a success-ful model to follow. Just last week, I was invited to the World Bank-International Monetary Fund spring meet-ings in Washington, D.C. to speak about our carbon tax the first time a Canadian premier has been invited to speak at the forum.

    Last December, Minister Polak represented B.C. at the United Nations climate change conference in Lima Peru, meeting people from

    all over the world who want-ed to know more about our carbon tax.

    This year, Mike Bernier spoke at the Massachusetts Institute of Technology in Boston at the invitation of Massachusetts legislators, who are considering a car-bon tax of their own. He also presented our carbon tax success story to Canadas premiers when he represent-ed B.C. at last weeks First Ministers climate summit in Quebec City.

    Whether at the national or subnational level, B.C. continues to encourage gov-ernments to take action to combat climate change to meet or beat our carbon tax. There are reasons to be encouraged. Recently, both Oregon and Washington have committed to carbon pricing through the Pacific Coast Collaborative, and have expressed keen inter-est in learning more about our Climate Action Plan and carbon tax as they prepare plans of their own.

    British Columbia remains committed to achieving our legislated GHG reduction targets of 33% below 2007 levels by 2020, and 80% below by 2050, and Climate Action Plan 2.0 will help us get there and keep the eyes of the world squarely on B.C.

    Surrey Ceremony to Remember B.C. WorkersThe annual Day of Mourning on April 28th commemorates workers who have been killed as a result of their jobs. Surrey is joining more than 30 communities across the province at the City Works Yard at 7:30 a.m., Tuesday April 28th to mark the day.

    In 2014, 173 B.C. workers died, 98 were the result of occupational dis-ease primarily resulting from exposure to asbestos decades ago.

    The Canadian Labour Congress initiated a national Day of Mourning ceremony April 28, 1984. Canada was the first country to formally com-memorate workers whod been killed at work. Today, the Day of Mourn-ing is observed throughout the world.

    Budget 2015 Demonstrates Commitment to Jobs, Growth, & Security in Abbotsford

    Member of Parliament Ed Fast today wel-comed the federal budget, which de-livered on the Conservative gov-ernments commitment to return to balance by 2015. It is the first

    Canadian balanced budget since the global economic crisis of 2008-

    2009. Canada is the first of the G7 economies to achieve that goal.

    Since the depths of the recession, Canadas economic recovery has seen the creation of 1.2 million new jobs, said Fast. I am pleased that we have been able to achieve our goal of a balanced budget by bring-ing government spending under control, while continuing to reduce the tax burden on Canadians.

    The government announced that the small business tax rate will by reduced from 11% to 9% over the next four years. The budget also confirmed increases in the Universal Child Care Benefit, income-splitting for families, and an increase to $10,000 in the an-nual contribution limit for Tax-Free Savings Accounts.

    I am very pleased that every Ca-nadian family with children under the age of 18 will see increased monthly support from our govern-ment, said Fast. Today, the aver-

    age family of four with two income earners receives annual has tax cuts and benefits totalling $6,600 more than they received in 2006.

    The budget also provided for more flexibility for seniors by reducing the minimum withdrawal limits for Registered Retirement Income Funds. It also included an addition $300 million to improve the abil-ity of national security agencies to protect Canadians against terrorist threats.

    Unlike previous federal govern-ments, which balanced their bud-gets on the backs of the provinces and municipalities, our Conserva-tive government continues to in-crease federal transfers, explained Fast. As a former Abbotsford City Councillor, I remember how difficult it was in the 1990s to cope with federal downloading of funding responsibilities. We have no intention of repeating that ex-perience.

    B.C. grants $1.7 million to fight invasive plants

    The B.C. government is distrib-uting over $1.7 million in new grants to help control the spread of invasive plants in the province, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced today.

    The 29 grants will be given to regional invasive species committees, local governments and the Invasive Species Council of British Columbia to sup-port their activities and the goals of the provincial Invasive Plant Program. This funding is additional to the $735,000 already allocated by the Ministry of Forests, Lands and Natural Resource Operations for invasive plant control and management in 2015-16.

    Invasive plants are species that have been introduced into British Columbia from other areas. They displace native vegetation, can cause significant eco-nomic and environmental damage, and may pose health risks to people and animals. Invasive plants can disrupt natural ecosystems, reduce biodiversity,

    increase soil erosion, alter soil chemistry and adversely affect commercial crops.

    The Invasive Species Council of B.C., regional invasive species committees, local governments, government min-istries and other stakeholders work together to raise public awareness of invasive plant concerns, identify and map invasive plant populations, and treat high-priority sites to control the spread of invasive plants.

    The Invasive Species Council of B.C., based in Williams Lake, assists with program co-ordination and communi-cations, collaboratively develops best management practices, and helps in-crease public awareness and reporting of invasive species provincewide.

    Regional invasive species committees are non-profit societies that provide a forum for land managers and other stakeholders to co-ordinate invasive plant treatments and to participate in outreach and educational opportunities. There are currently 12 regional invasive species committees in B.C.

    UFV School of Business students recently completed a semester-long market research project aimed at increasing attendance at the Abbots-ford Agrifair. The project was part

    of the Business Research Methods course under the supervision of in-structor David Dobson and provided a valuable hands-on learning experi-ence and real client-based work, and

    helped connect students with a strong local community organization.

    Five teams conducted research fo-cused on increasing attendance at Agrifair in the under 25 demograph-

    ic. Primary research included five focus group sessions and a large and detailed community survey. Second-ary research pertained to literature reviews and data collection from UFVs library of academic journals.

    Surrey-Delta residents are reminded that the second aerial spray targeting gypsy moth is scheduled to begin Monday, April 27 and end Thursday, April 30 between 5:20 a.m. and 7:30 a.m. weather per-mitting.

    People who wish to minimize their expo-sure should remain indoors with their win-dows and doors closed during the spraying and for at least 30 minutes after.When the four-morning spray has been completed, a third round of spraying is tentatively scheduled to begin May 11, 2015.

    and forest soil throughout the province. It is effective only in a caterpillars stomach, and is specific to their digestive system.

    The areas: 4,576 hectares around 64 Ave. and 176 St. in Surrey and 204 hectares between Highways 10, 99 and 91 in Delta will be sprayed with Foray 48B to eradicate the introduced moth. Residents immediately next to the treatment areas may hear the low-flying helicopter as it turns around and realigns.

    Mammals humans, livestock and pets birds, fish, amphibians, spiders and bees are not impacted by Btk. The product is biodegradable and breaks down within seven days due to exposure to sunlight.

    Poor weather or wind may cause treat-ments to be postponed with little advance notice. Postponed treatments will be re-scheduled for the next suitable morning.

    Second Surrey-Delta aerial gypsy moth spray set to begin next week

    $2 million continues commitment to adoption services for kids in care

    With another investment of $2 million the Ministry of Children and Family Development is determined to find forever homes for more children and youth in care through adop-tion and guardianship, announced Minister Stephanie Cadieux during a forum focused on adoption and permanency for First Na-tions, Aboriginal and Mtis children.

    This funding will again increase the number of home studies being done so a greater number of families are approved to adopt or permanently care for children and youth. Home studies are mandatory because they help social workers assess the strengths and parenting abilities of the adoptive family or guardian. These assessments help ensure that only the very best family matches are made for each child and youth needing a permanent home. Funding will also go to organizations and agencies that will prepare plans that focus on finding permanency for children and youth in care.

    As well, a good portion of the funding will assist children and youth in preparing for the transition to their permanent home. This includes work to map their genealogy to help them make precious cultural and family con-nections. During the permanency planning process, if such a connection is discovered, the ministry can reach out to the community and ensure available family connections are made in some cases permanently through adoption.

    The ministry is intent on accelerating home studies throughout B.C. to shorten wait times for prospective adoptive parents, and will also focus on child-specific recruitment working to find permanency for children and youth through people they already have in their lives.

    Class s izes in British Colum-bia remain low and stable while the number of students suc-cessfully moving to the next grade has reached record highs, according to the Ministry of Edu-cations latest data on class size and grade to grade transitions.

    In 2013-14, successful transition rates reached record levels across all grade levels. Of note, there have been steady, significant improve-ments in the transition rates for grade 11 stu-dents over the past de-cade, particularly for Aboriginal and Eng-lish Language Learning (ELL) students as well as students with special needs. Grade to grade transitions, particularly in the senior grades, are important predictors of successful high school completion.

    The transition rate for students entering grade 12 increased by 7 per-centage points, rising to 89% in 2013-14 from 82% in 2003-04. Looking at specific sub-groups, the improve-ments are even more significant:

    the rate for Aboriginal students increased 14 percentage points, ris-ing to 78% from 64%;

    the rate for ELL students increased 14 percentage points, climbing to 83% from 69%; and

    the rate for students with special needs increased by 19 percentage points,

    growing to 85% from 66% a decade earlier.

    In addition, the latest 2014-15 data shows that class size in B.C. remains low and stable. The average number of students per class remains near historical lows and well below the maximum size allowed in provincial legisla-tion. Of the total num-ber of classes in B.C., 41% have fewer than 24 students and 57% have between 24 and 30 students. Only 1.6% of classes have more than 30 students and the majority of these are classes such as band, drama and gym where it is appropriate and ben-eficial to have a large number of students.

    As school districts work to better serve the learn-ing needs of students, the data shows a con-tinued shift in compo-sition of classrooms with respect to students with Individual Educa-tion Plans (IEPs). In recent years, the data shows a trend to fewer classes with three or less students with IEPs and more classes where there are 4 or more stu-dents with IEPs. This shift reflects a move t o w a r d s g r o u p i n g students with similar learning needs so dis-tricts can make better use of specialist teach-ers and educational as-sistants, and an increase in specialized courses specifically designed to help students with learning challenges or special needs.

    NDP Leader Tom Mulcair visits Surrey for the Annual Vaisakhi Parade

    NDP Leader, Tom Mulcair, made a visit to Surreys annual Vaisakhi parade this weekend. Mulcair greeted people taking part in the Vaisakhi activities, sampled some of the food being offered to the crowd and had the chance to speak at several stages.

    As thousands of families headed to New-ton for the annual event, Tom Mulcair joined local MPs Jinny Sims and Jasbir Sandhu as they greeted people taking part in the festival. Mulcair received a warm

    welcome from those who recognized him as he traveled through the streets of Surrey. Many people stopped to take photos with the leader and the local MPs throughout the visit.

    Mulcair stopped to visit NDP volunteers at the tents set up the Federal and Provincial NDP. Volunteers had been busy through-out the day passing out balloons, bags and candy, as well as greeting participants in the annual event.

    Make every day Earth Day with energy efficient electronics

    This Earth Day, BC Hydro is encour-aging British Columbians to take a closer look at when and how they power their electronic devices.

    The amount of electricity used for home electronics has increased by more than 330 per cent since the 1970s. Phantom power also continues to increase thats when electricity is drawn by electronic devices when they are turned off but left plugged in.

    The average Canadian home has more than 25 electronic devices that use standby power these devices can cost individual house-holds about $50 a year in electricity costs.

    BC Hydro recommends unplugging elec-tronics when they are not in use or using an advanced power bar to manage standby power and automatically turn off multiple devices.

    Switching to energy efficient electronics is also a good way to manage your homes energy use. An ENERGY STAR electronic or appliance can make a difference in the long run.

    ENERGY STAR televisions use at least 30 per cent less energy than standard mod-els. If everyone switched to an ENERGY STAR television, we would save enough energy to charge 9,200 phones a year.

    ENERGY STAR laptops or desktops consume between 30 and 60 per cent less energy than conventional models, depend-ing on how they are used. If everyone used a laptop instead of a desktop computer, we would save enough energy to watch 167,000 movies.

    The most efficient ENERGY STAR set top box, or Personal Video Recorder (PVR), is up to 50 per cent more efficient than con-ventional models and could save you more than $20 a year. Approximately 70 per cent of the energy consumption of a PVR goes to standby power thats about 190 kilowatt hours a year or $18 a year.

    BC Hydro is investing $1.6 billion in Power Smart programs over the next 10 years, in-cluding programs for low income customers, business customers and industrial custom-ers. Since 2008, BC Hydros Power Smart programs have saved close to 4,776 gigawatt hours per year of electricity thats enough to power 440,000 homes annually. BC Hydro provides tools, resources and incen-tives to help British Columbians conserve year-round and make every day Earth Day.

    Dominion Bond Rating Service (DBRS) has confirmed British Columbias AA (high) credit rating, praising the Provinces strong fiscal discipline and declining debt bur-den, Finance Minister Michael de Jong announced.

    DBRS affirms that the Provinces out-look for its long- and short-term debt rat-ings are stable, and asserts the trends are supported by B.C.s fiscal performance and financial flexibility.

    DBRS says, The latest budget points to a continuation of sound fiscal perfor-mance in British Columbia, and notes, with labour agreements in place with more than two-thirds of the civil service, this increases the likelihood that spend-ing targets can be met.

    The agency praises B.C.s accounting and reporting practices, saying, The Province continues to adhere to very high accounting and reporting standards, including compliance with GAAP and early adoption of new standards, com-prehensive consolidation of govern-ment entities, early budget releases, established dates for quarterly updates,

    full comparability of budget estimates and public accounts and no reliance on fiscal smoothing mechanisms to balance its budget.

    DBRS points out that B.C. has a low and affordable debt burden, and has one of the most-competitive tax regimes in Canada. The agency expects B.C. to remain one of Canadas economic-growth leaders, noting the Province uses conservative assumptions and modest contingencies in its forecasts.

    B.C. has been rated AA (high) with DBRS since May 2007, when the gov-ernment was upgraded from AA.

    Since November 2004, the Province has received seven credit rating upgrades. British Columbia continues to maintain the highest credit rating possible with Moodys, Standard and Poors and Fitch. Moodys most recently affirmed its Aaa rating in March following Budget 2015 and upgraded its outlook to stable, while Standard & Poors most recently affirmed its AAA rating in May 2014 following Budget 2014. Fitch affirmed the Provinces AAA rating in April 2014.

    New General Manager for YXX

    The Abbotsford International Airport Authority is pleased to announce the appointment of Parm Sidhu as the airports new General Manager, said Chair, Dave Holmberg today.

    Sidhu is replacing previous Gen-eral Manager, Mike Pastro who officially retires on April 30, 2015 after working at YXX since 1987 and serving as the General Manager for more than 9 years.

    Businesses wanting to learn more about the Provincial Sales Tax (PST) can join an interactive we-binar hosted by the provincial government on Wednesday, April 29, 2015, Minister of State for Tourism and Small Business Naomi Yamamoto announced today.

    Gaming grants help organizations assist people in need

    Human and social service organiza-tions that help British Columbians cope with challenging life situations in communities throughout the province shared approximately $66.7 million in com-munity gaming grants during fiscal year 2014-15, Community, Sport and Cultural Development Minister Coralee Oakes said today.

    Food banks, hospice societies, hospital auxiliaries, counselling services, wellness providers, organizations helping people cope with disability or recover from illness are benefiting from community gaming funding. Service clubs, including Rotary, Lions and

    Kiwanis Clubs, as well as Elks Lodges and Knights of Columbus also receive funding.
