Director’s foreword

Dear friends:

I am very pleased to share with you our Annual Re-port, which synthesizes our most relevant activities and achievements of 2018.

2018 marked the first decade of CEEAD. Among our 2018 activities and achievements, I would like to highlight three of them that were performed this year for the first time: Expo CEEAD, CEEAD Observatory and Engrane Awards.

Expo CEEAD is a fair on postgraduate law degrees in Mexico and abroad. It also includes scholarship and financing options.

Our CEEAD Observatory is an initiative that is looking to gather, analyze and generate relevant information to learn about the characteristics of legal education and the pro-fessional practice of law. To start, we conducted a relevant evaluation on the educational implementation of the Accusatory Criminal System in law schools.

Lastly, Engrane Awards for the recognition of individuals and ideas that play an outstand-ing role in the transformation of legal education. These awards were granted within the framework of CEEAD’s Congress on Legal Education by all participant institutions. This year’s Trajectory Award was granted, post-mortem, to our dear friend and ex-counselor: Steve Zamora.

All our achievements have been possible thanks to your help and collaboration. We thank all Mexican and foreign institutions that have supported us during these 10 years. We ap-preciate their trust in granting us donations, providing advice, collaborating on projects, providing contacts or disseminating our work.

We hope to continue working with all of you so we can keep on transforming legal edu-cation in Mexico.

CEEAD is an independent non-profit research center dedi-cated to transforming Legal Education in Mexico.

We develop high-quality, relevant and innovative teaching models for law schools so that they can graduate lawyers committed to the consolidation of the rule of law in our country.

Moreover, our projects are intended to impact:

The database about Higher Education Institutions with Bachelor in Laws (2018-2019) can be consulted in our website: www.ceead.org.mx

Through CEEAD Observatory, we seek to compile, analyze and generate relevant information regarding legal education and the practice of Law in Mexico. Our objective is to dissem-inate reliable data that could lead to educated proposals to improve legal education.

During the first stage of this project, we focused on monitoring the pedagogical implementation of the Adversarial Criminal System (in Spanish SPA). We contacted the 1,443 Law schools that, according to our database, offered the Bachelor in Law during the academic term 2017-2018.

Tools for diagnostics and evaluation We develop diagnostic and assessment instruments regarding the status of le education in Mexico and the teaching of Law specific areas. Only by tanding how Law is taught and practiced in Mexico we can effectively impact toward transformation.

120 institutions fully answered the evaluation instrument and 43 completed the process. We acknowledge their interest and availability to join this project, and transparency by providing us with updated and complete information during this evaluation.

Tools for diagnostics and evaluation

The diagnostics Exam on Skills and Knowledge of the Adver-sarial Criminal Justice System (EXSIPA) evaluates knowledge and academic skills related to the Adversarial Criminal Justice System; so that, Law students, judiciary and practitioners iden-tify their strengths and opportunity areas.

The transition towards the Adversarial Criminal System (SPA) demanded, not only a norm change but also an institutional transformation, even for those not directly involved in its op-eration, like Law schools and judiciary training centers. These institutions had to make fundamental changes in their sylla-bus and other concrete actions to adapt their study plans. Even though these changes were evident in their infrastructure, their effectiveness was uncertain.

During 2018, EXSIPA was taken by:

EXSIPA is a national reach standard-ized test, developed under CENEVAL methodology and it is part of our proj-ect Universities as key players in the im-plementation of the Accusatory Criminal System financed by Merida Initiative in Mexico.

The test takers who received continuous edu-cation or participated in extracurricular activi-ties, such as oral litigation contests or training, have obtained a higher percentage of “Merit” and “Distinction” in their scores.

By means of the project Certification for Justice in Mexico, we seek to contribute to the consolidation of the Criminal Justice System by strengthening education and the professionalization processes of its operatives. We will design and execute a model to train and assess minimum knowledge and skills to perform the roles of Prosecutors, Defenders, Le-gal Advisors, and Mediators.

At the end of the year, we hosted the first working groups meeting with the criminal justice system, human rights, gender perspective, and ethics experts to define the guidelines that will rule the design and construction of an evaluation model and determine which cross-sec-tional contents to include.

Moreover, as part of the strategy for the construction of the political will in the implementation of the eval-uation system, the project foresees the creation of different collaboration networks. Our student network was composed by 60 Law students in 30 Mexican states who collaborate in the research process for the implementation of this project.

In order to design a comprehensive and functional evaluation scheme of the criminal system, we are coordi-nating its development with people and institutions that, either for their trajectory in the academy, civil society or system operators, possess the knowledge, experience and interest for constructing strategies that contrib-ute to the consolidation of the criminal justice system.

» Teaching Methodologies of Human Rights Training

We train teachers to use didactic techniques and tools for strengthening human rights education.

This year we conducted four training sessions in which we held: 124 attendees from 45 institutions at San Luis Potosi, Chiapas, Yucatan, Baja California, Jalisco, Sonora, Michoacan, and Que-retaro.

» The challenges of education in the digital age

We set these challenges based on the characteristics of current students and we proposed some strategies for the classroom.

We conducted this workshop with 35 teachers from Sinaloa.

» Criminal Accusatory System teaching workshops

We promote didactic techniques and teaching strategies in order to develop competencies for the accusatory criminal system.

We shared educational resources and our experience in the pro-motion of Culture of legality in universities, aiming to add this sub-ject to their study plan. We conducted two workshops in which we held:

Educational Resources

Guidelines for strengthening the teaching of the criminal justice system in law schools This set of guidelines aims to expedite law schools in the consolidation of the Criminal Justice System (SJP), through different activities that stimulate the development of the capabilities required for judiciary and prac-titioners.

Since 2011 we have been training and sensitizing law schools faculty about their role in the implementation of the accusatory system. We drafted study plans and carry out activities intended to involve their academic community. Frequently, representatives of law schools expressed their intentions to implement some of our recommendations but were not sure how to get started. Therefore, we designed seven guidelines for universi-ties on how to implement specific actions to promote the consolidation of the criminal justice system.

Ethics and professional responsibility in the criminal system. Teacher’s bookThis book aims to reach two objectives: first, to highlight the importance of ethical deliberation in the practice of the Law; and secondly, to promote this subject in Law Schools.

The teaching of ethics and professional accountability, generally, has been neglected in Law Schools’ study plans, not only in Mexico but in Latin Amer-ica. In the Mexican case, there are no binding codes, institutions nor legal standards to watch over the conduct of lawyers.

We hope this work leads to further reflection in postgraduate cours-es or associations and Law Schools interested in this topic.

The ethical dilemmas and pro-posed debates in the book resem-ble mostly to Criminal Law, since it was conceived with the imple-mentation of the criminal justice system in Mexico as background.

Educational Resources

Guidelines for a pertinent, comprehensive and cross-curricular human rights education in Law Schools in Mexico Thanks to the workgroups and our experience gathered during the imple-mentation of the project “Strengthening Law Schools’ capacities so that they provide future lawyers with a relevant comprehensive and cross-curricular hu-man rights education” we have generated the following guidelines.

The working group that built these guidelines was integrated by people from public institutions, universities and civil society organizations, who share the concern of increasing the quality of the lawyers’ human rights education. With this issue, we seek to support Law Schools that wish to make changes in their plans and syllabus facilitating a concrete proposal for incorporating human rights content.

Alternative dispute resolution (MASC) course syllabusThis syllabus is intended to reach the academic community from other majors. We are proposing them to develop their own learn-ing units based on this syllabus.

MASC are multidisciplinary, since professionals from non legal fields, such as psychology, social work, communications, ac-counting and anthropology can serve as mediators.

This syllabus is the first from a series that we are developing in the project Universities as key institutions for the Consolidation of the Criminal Justice System.

The topics covered on this Congress were:

Where are we headed?

To create didactic materials and exams that contribute to strengthen the training and professionalization of the legal system operators in Mexico.1

To bolster themed researchers networking through the CEEAD Congress on legal education. 4

Expanding our study trips to learn the best practices in legal education in more elite universities in the United States and other countries. 8

Following our multi-annual program of consolidation in the areas of administra-tion, accounting, human capital, communication, institutional connections, mon-itoring and evaluation, and financial sustainability.10

Strengthening our work regarding ethics and professional responsibility, through the dissemination of teaching tools and developing new content.6

Extending the promotion of the Diagnostics Exam on Skills and Knowledge of the Adversarial Criminal Justice System (EXSIPA) to consolidate it as a valuable tool for diagnostics of law schools in the country. 5

Growing our team and infrastructure to reinforce our research capabilities, devel-opment, innovation and implementation as well as the administration and opera-tion of CEEAD.9

Developing an institutional model of learning in digital environments to improv-ing Aula CEEAD.2

To position our CEEAD Observatory in educational institutions, public and private, as a valuable tool of information about legal education in Mexico.3

Institutionalizing Expo CEEAD, reinforcing its objective of sparking the interest of students and legal practitioners into participating in a quality postgraduate pro-gram, by providing them with information, to extend their range of options for a well-informed choice.
