Snow shovels and snow blowers will be replaced by rakes and lawn mowers. Winter gloves will be replaced by garden gloves and baseball gloves. Spring time, like the New Year, is a great time for resolutions and embarking on a challenging project for the new spring and summer seasons. We have already started planning for our summer concert series and dates are quickly filling up for our park pavilions. I’d like to single out and recognize a group of folks who go unnoticed for most of the year, but are always ready to tackle a new job or accept a new challenge for the betterment of our community here in the Village. They are the employees of the Department of Public Works. Collectively, they have worked hard this winter in the face of regular snowfalls, bitter cold weather and water main breaks. They start early in the day collecting refuse and have worked throughout the cold windy days and nights plowing our roads and repairing buried water and sewer lines. Most of us go out only when we must and are thankful for our warm homes. Our DPW employees don’t always have that luxury but are ready and willing to work any job that requires their attention, no matter the weather or the time of day. As the weather gets warmer more and more peoplemake additions to their homes or properties. Thefollowing is a listing of those building projects thatrequire a building permit of some type from theVillage of Colonie prior to any work being done:

CO² DETECTORS AND SMOKE DETECTORSIt is now a New York State law that every residencehave a CO² detector installed. They are available ata wide array of stores and in a wide range of prices.Also, make sure your smoke detectors are workingproperly. Batteries should be changed twice ayear.

A Message from Code Enforcement…

recycling updateThe Department of Public Worksreminds all residents that it is onlynecessary to separate theirrecyclable fiber materials fromtheir recyclable containers. Glass,plastic and metal do not need tobe separated in the recycling bins.They can be commingled. For thehealth and safety of ouremployees, we ask that you rinseall containers. Leftover foodcauses mold and the containerswill not be accepted at therecycling plant. We also ask thatyou step on the large plasticcontainers in an effort to savespace. The fibers such ascorrugated cardboard andnewspapers junk mail andboxboard must be separated fromthe glass, plastic and metals.

The Village will be mailing the April 2014 water billsby March 31, 2014. When you receive your waterbill if you have any questions at all please contactthe Village Hall immediately, 869-7562.

2014 VILLAGE OF COLONIE ELECTIONSOur Village of Colonie elections will be held on Tuesday, March18, 2014. The polls are open from 6 am to 9 pm. If you haveany questions please contact Pat Hurley at the Village Hall,869-7562. If you’re not sure if you’re registered to vote pleasecall the Albany County Board of Elections at 487-5060.

VILLAGE OF COLONIE REGISTRATION DAYThe Village of Colonie Registration Day is Saturday March 8,2014 from noon until 5 pm. If you are not a registered voterwith the Albany County Board of Elections and wish to votein the Tuesday March 18, 2014 election, please come to theVillage Hall, 2 Thunder Road, Colonie, NY on SaturdayMarch 8, 2014 between noon and 5 pm to register. You mustbe at least 18 years of age, a Village of Colonie resident of atleast thirty (30) days, a citizen of the United States and havenot been disqualified by law from voting in Village of Colonieelections. You may also register with the Albany CountyBoard of Elections; the deadline for registering with AlbanyCounty is Friday, March 7, 2014. STREET IMPROVEMENT PROGRAM 2014The street improvement program for 2014 is well under waywith Red Fox Drive, Linda Drive and Terry Court scheduled tobe paved this year. As always, repairs to water mains, firehydrants, sanitary and storm sewer lines will be done prior topaving. After the final course of paving is done any repairs tolawns or driveway aprons will be done. The work will befinished by fall.

SEWER SYSTEM EVALUATION 2014The sewer evaluation program is in full swing. At press time,the village’s contractor National Water Main Cleaning is in theprocess of cleaning and televising both storm and sanitarysewer lines on all of the streets we will pave this summer. Asalways after televising any repair work such as pipe lining orjoint repairs that can be done from inside the lines will be done.Any repairs that require excavation will be completed beforepaving is begun. All of the work will be done by summer.

A Message from Dept. of Public Works…HEAVY ITEM PICK-UPYou need to schedule a pick-up by calling 869-6372 after7am the Friday before you want a pick-up. We will beginaccepting calls on Friday, May 2nd at 7am. The first pick-upwill be on Monday May 5th. Pick-ups will run every week inMay and June except Monday May 26th (MemorialDay).During July and August pick-ups will be every otherweek. They will be on Mondays July 14th and 28th andAugust 11th and 25th. There will be no pick-up on MondaySeptember 1st (Labor Day). Weekly pick-ups will resume onMonday September 8th until the last pick-up on MondayOctober 6th.

Pick-ups are limited to one per year per household and areon a first come, first served basis, 50 houses per weekmaximum.

The Village CANNOT accept any of the following items: cartires, car batteries, hazardous material of any kind (gasoline,kerosene, insecticides, pool chemicals, drain cleaners,ammunition, fireworks) propane tanks, paint or constructiondebris. For safety reasons, please make sure any nails areremover or bent over.

HYDRANT FLUSHINGThe annual flushing of the water system will start March 30thweather permitting. All flushing will be done between thehours of 11 pm and 7 am. Residents might noticediscoloration during this program and should be aware thisis normal and not harmful. However, residents are cautionedto check their water before using their washing machine orany other appliance that uses water. If discoloration persists,please notify the DPW at 869-6372.

LEAF AND BRUSH RECYCLINGSTARTS FOR SEASON MARCH 24TH1. There is no set day for leaf/brush pickup. It is done on acontinual rotation around the Village starting in the springand ending in the fall.

2. Put leaves/grass clippings in brown recycling bags orlabeled barrels ONLY, not to exceed 40 lbs. Do not useplastic bags or boxes. NO ROCKS, GARBAGE, SOD ORPLASTIC MAY BE PLACED IN THE LEAF BAGS.

3. Branches must be cut in lengths of 4 ft. or less andsecurely tied with strings in bundles not to exceed 40 lbs.The diameter of the branches to be bundled MUST BE 3INCHES OR LESS.

The IRS Volunteer Income Tax Assistance(VITA) and the Tax Counseling for theElderly (TCE) Programs offer free tax helpfor taxpayers who qualify.

VITAThe VITA Program generally offers free tax help to peoplewho make $52,000 or less and need assistance in preparingtheir own tax returns. IRS-certified volunteers provide freebasic income tax return preparation with electronic filing toqualified individuals in local communities. They can informtax payers about special tax credits for which they mayqualify such as Earned Income Tax Credit, Child Tax Credit,and Credit for the Elderly or the Disabled. VITA sites aregenerally located at community and neighborhood centers,libraries, schools, shopping malls and other convenientlocations.

ITEMS YOU NEED TO BRINGTo have your tax return(s) prepared at a VITA or TCE site youneed to bring the following information with you:• Proof of identification – Picture ID• Social Security Cards for you, your spouse and

dependents or a Social Security Number verificationletter issued by the Social Security Administration, or

• Individual Taxpayer Identification Number (ITIN)assignment letter for you, your spouse and dependents.

A Message from Colonie Fire Company…

The Chiefs’ office would like to share a few thingswith you. This is the start of a new year andthere are many changes taking place. Our new

firehouse is coming along and we hope to be fullymoved in by early to mid-summer. With the help ofour members and the Village DPW, the new firehouseis really starting to take shape and is looking great.

Winter is upon us and with that there are some safetyissues that we would like to remind everyone about.

First, it’s cold outside! Remember to dressappropriately which includes dressing in layers, andwearing a hat, gloves and a scarf. Also, in the eventyour car breaks down, it is best to always keep asafety kit in your car containing things such as jumpercables, a flashlight, flares, first aid kit, a blanket, handwarmers, matches, a shovel, and a bottle of waterand a few protein snack bars.

Second, we have already been to a few chimney firesthis season. If you have a wood stove and/or fireplace, please make sure to maintain it year round andvisually inspect it (checking the gaskets, firebricks,grates and stove bottoms etc.) a few timesthroughout the winter. Always be sure to keep itclean, and it is best to burn only dry, seasoned wood.

Third, make sure that your furnace is workingcorrectly. A faulty furnace can cause problems somake sure that all carbon monoxide detectors and

smoke alarms have good batteries and are workingproperly. Batteries should be changed every sixmonths. A good habit to get into is to change thebatteries every time you have to turn your clocksahead or back. Also, it is important to be aware thatcarbon monoxide detectors are only good for fiveyears so make sure you check the date and replacethem as needed.

Lastly, be sure to check in frequently with elderly orsick loved ones, friends and/or neighbors as the coldis especially hard on them. If you see newspapers ormail accumulating, their walkways or driveways havenot been shoveled, etc. please check on them. If youare unable to make contact, call 911 and ask that a“welfare check” be done.

All of us here at Colonie Fire Company hope thateveryone stays safe and warm this winter season. Ifyou should have an emergency NEVER hesitate tocall 911 as that is what we are here for.

The President’s office would like to wish everyonea Happy New Year and hopes that this messagefinds you all well. As you have probably seen,

the new firehouse is coming along nicely. We arenow responding to calls out of the new building andwe continue to work diligently on the interior. Wehope to be fully moved in no later than mid-summer.We would also like to extend our heartfelt gratitude tothe Village Trustees and the employees of the DPWfor their unwavering support and work on the ongoingconstruction of our new firehouse.We would like to express our sincerest appreciationduring our Annual Boot Drive and to the residents ofthe Village and all those who attended and supportedour 32nd Annual Turkey Raffle held on November16th. As a result of the amazing support, it was agreat success and yielded the largest turn-out in ourhistory. The turn-out was so large in fact that wefound ourselves unexpectedly having to turn peopleaway because we were at maximum capacity. Pleaseknow that we are tremendously sorry for such aninconvenience and are already making plans for thisyear’s event wherein we can accommodate everyone.

Lastly, we held our annual Rose Sale on February12th, 13th and 14th and once again we would like tothank our community for their tremendous support ofthis great event. Also be on the lookout for ourupcoming calendar drive. Use Phosphorus-Free Lawn Fertilizer

It’s the Law!Most lawns in New York State do not need additional phosphorus for healthygrowth. When you use fertilizer containing phosphorus for your lawn, the raincan wash it into streams, lakes and reservoirs. Fertilizer in water can createexcess algae plant growth and green scum that:• Interfere with boating and swimming• Harm fish populations• Degrade drinking water quality

How do you know if you are using phosphorus-free fertilizer?Look for the zero.

Check the fertilizer bag for a set of three numbers; they represent thepercentage of nitrogen, phosphorus and potassium. The number in the middleshould be a “0.”Phosphorus runoff poses a threat to water quality. Therefore, under New Yorklaw (effective January 1, 2012), phosphorus-containing fertilizer may only beapplied to lawns or non-agricultural turf when:• A soil test indicates that additional phosphorus is needed for growth of a lawn

or non-agricultural turf.or

• The fertilizer is used for newly established lawns or non-agricultural turf during the first growing season.
