We are always trying to enrich the Village community and I think the market will be a great addition. Along with an excellent selection of food and goods there will also be entertainment available. It will be run by market manager and Village resident, Krysta Dennis. Check inside this issue for more info and we hope to see you there. We are very proud of the services that we provide to the residents of the Village. So I continue, as years before, to diligently work on the budget to ensure these services continue. I am looking forward to the Tuesday Nights in the Park concert series with great enthusiasm. The Amphitheater Committee is working on a schedule with another great line up, including some old favorites and new additions. Information on becoming a sponsor is located inside this issue. Watch for this year’s schedule in the next Villager. I am looking forward to another great season and hope to see you all at the concerts. The Colonie Little League will be holding their Opening Day Parade on Saturday April 23rd. It’s a wonderful tradition in the Village, where the ball players, coaches and parents march through Cook Park at 9 a.m. and onto the field for the ceremonial throwing out of the first pitch. Please join me in wishing everyone a great season. The warm weather brings out contractors soliciting residents for repairs to their property. If you are approached by a contractor that you do not know, please be cautious. Do not give them deposit money upfront and if you are unsure of their qualifications, please contact the Village Hall at 869-7562. Be sure to watch for the Easter Bunny. He will be hopping through the Village the weekend of March 19th and 20th with treats for everyone. Frank

I am very excited to announce our newestventure, the Colonie Village Cook ParkFarmer’s Market. We are always trying toenrich the Village community and I think themarket will be a great addition. Along with anexcellent selection of food and goods there willalso be entertainment available. It will be runby market manager and Village resident,Krysta Dennis. A Message from Colonie Fire Co…We are excited to announce that it is time again forour Colonie Fire Company Annual Fish Fry. We’llbe serving up our maritime delights on GoodFriday, March 25th. We will be hosting two timeslots, lunch will be 11am to 2pm and dinner will be

from 4pm to 7pm. We offer theconvenience of Eat In or CallIn for takeout. The meal is afantastic fish fry withcoleslaw, french fries andsoda or coffee. Theseare also available asseparates. For moreinformation, please call869-9306. We lookforward to seeing youthere and thank you for

As the weather gets warmer more and morepeople make additions to their homes orproperties. The following is a listing of thebuilding projects that require a building permit ofsome type from the Village of Colonie prior to anywork being done:

• Pools, both above ground and in-ground

- Any pools installed as of 2006 must havepool alarms

• Fences

• Wood stoves, inserts or fireplaces (wood orgas)

• Decks

• Gazebos

• Sheds, both new and replacement

• Additions or renovations

• New buildings, whether residential orcommercial

• Attached or detached garages

• PODS

• Solar Panels

• Window or door openings if the size ischanging

• Any structural changes to a building

If you are demolishing a building, including agarage, you must apply for a demolition permitprior to any demolition work.

CO² DETECTORS AND SMOKE DETECTORSNew York State law requires that every residencehave a CO² detector installed. They are available at a wide variety of stores and in a wide range ofprices.

Also, make sure your smoke detectors are working properly. Batteries should be changedtwice a year.

A Message from the Chief…Coming in March 2016, look for our redesigned

Colonie Fire Company Calendar complete with afantastic new layout, full color photos, and Villageand Fire Company Events. Our best calendar yet!

Be on the lookout for us March 19th and 20th as weescort Peter Cottontail through the Village for the an-nual Easter Parade. We’ll also be kicking off thespring season on April 23rd as we lead the way inthe Little League Opening Day Parade into CookPark.

Lastly, I want to thank each and every one of youwho came out to support our annual Rose Sale forValentine’s Day. It is your continued patronage andsupport that helps make our events successful yearafter year.

A Message from Village Hall…VACANT AND ABANDONED BUILDINGSIn September 2014 the Village adopted a local law requiringhouses and commercial buildings that are vacant to beregistered with the Village. Most often when there is aproblem in a building that is vacant (broken water lines,flooding, illegal occupation, breaking and entering, overgrown yards and trash, etc.) if we cannot locate anyoneresponsible for the building, the Village fixes the problem attax payer expense. Most often the invoice we send is notpaid since we cannot locate a responsible party. If you areaware of any buildings in your neighborhood that are vacantand/or abandoned, please contact the Village Hall at 869-7562.

APRIL 2016 WATER BILLSThe April Village of ColonieWater Bills will be in the mail by April 1, 2016. When youreceive your bill, please don’twait until the end of the billingmonth. If there are anycorrections to be made to a billthey must be researched andcorrected prior to the 30th ofApril. They cannot be done after that date.

The total amount of the water bill, including any unpaidOctober water amounts, is due and payable by April 30th.Any bills paid from May 1st through May 15th must include a5% penalty on the current amount. After May 15th, any waterand sewer bills that are outstanding will be re-levied onto theJune 2016 Village Property Tax Bill.

JUNE 2016 TAX BILLSVillage of Colonie Property Tax Bills will be in the mail byJune 1st; they are payable by July 1st. Any June orDecember 2015 Sewer Bills or October 2015 or April 2016Water Bills that are still unpaid as of May 15, 2016 will berelevied onto the June 2016 Village Property Tax Bill. If youhave any questions please feel free to contact our office –869-7562.

A Message from Dept. of Public Works…HEAVY ITEM PICK-UPYou need to schedule a pick-up by calling 869-6372 after7am the Friday before you want a pick-up. We will beginaccepting calls on Friday, April 29th at 7am. The first pick-upwill be on Monday, May 2nd. Pick-ups will run every week inMay and June except Monday May 30th (MemorialDay).During July and August pick-ups will be every otherweek. They will be on Mondays July 11th and 25th andAugust 8th and 22nd. There will be no pick-up on MondaySeptember 5th (Labor Day). Weekly pick-ups will resume onMonday September 12th until the last pick-up on MondayOctober 3rd.

Pick-ups are limited to one per year per household and are ona first come, first served basis, 50 houses per week maximum.

The Village CANNOT accept any of the following items: cartires, car batteries, hazardous material of any kind (gasoline,kerosene, insecticides, pool chemicals, drain cleaners,ammunition, fireworks) propane tanks, paint or constructiondebris. For safety reasons, please make sure any nails areremoved or bent over.

HYDRANT FLUSHINGThe annual flushing of the water system will start March 27thweather permitting. All flushing will be done between thehours of 11 pm and 7 am. Residents might noticediscoloration during this program and should be aware thisis normal and not harmful. However, residents are cautionedto check their water before using their washing machine orany other appliance that uses water. If discoloration persists,please notify the DPW at 869-6372.

LEAF AND BRUSH RECYCLING STARTSFOR THE SEASON ON MARCH 21ST1. There is no set day for leaf/brush pickup. It is done on acontinual rotation around the Village starting in the springand ending in the fall.

2. Put leaves/grass clippings in brown recycling bags orlabeled barrels ONLY, not to exceed 40 lbs. Do not useplastic bags or boxes. NO ROCKS, GARBAGE, SOD ORPLASTIC MAY BE PLACED IN THE LEAF BAGS.

3. Branches must be cut in lengths of 4 ft. or less andsecurely tied with strings in bundles not to exceed 40 lbs.The diameter of the branches to be bundled MUST BE 3INCHES OR LESS.

The Village of Colonie dog park is nowopen. The new park is located withinCook Park at the far end by theNorthway. The park boasts twoseparate, well fenced in areas for largeand small dogs. Park rules are postedat the entrance to help ensure properdog park etiquette. Benches and picnictables are in place for dog owners andfriends. There is a designated parkingarea for the dog park. Waste bags andbins are readily available to maintain

proper cleanliness, and a water spigot will be available for use seasonally. If youand your dog would like to enjoy the new park, there are to only a fewrequirements to obtain a permit. Permits are for Village residents only. The fee is$5 per dog and thepermit is good for anentire calendar year.Dogs are required tohave their rabies anddistempervaccinations. Permitsfor 2016 are availableat the Village Hallduring normalbusiness hours. Youwill receive anumbered dog tagthat must beattached to yourdog's collar whileusing the park.

The Easter Bunny and his helperswill be arriving in the Village onSaturday, March 19 and Sunday,March 20th. Starting at 10 am each day, the Easter Bunnywill visit every street in the Village.

Summer YouthEmployment Program

Once again, the Village of Colonie will be partnering withthe City of Albany Workforce Development Youth programin providing summer employment to eligible youth. Thisprogram is contingent on funding approval from the NYSOffice of Temporary and Disability Assistance. Eligible participants must be aged 14 through 20, and theirfamily must be a recipient of public assistance or have afamily income below 200 percent of the federal povertylevel (for example, $39,590 for a family of three). If you are interested in summer employment or have anyquestions, please call Joan or Sue at the Outreach Center218-1030. Unfortunately, we won’t be notified aboutfunding until April or May. You must show proof ofeligibility and enroll in the program. The program normallyruns for 6 weeks but last year there was an extension foran additional few weeks.

St. Michael’s EpiscopalChurch on Killean Park,has been a constantsupport to the OutreachCenter. Thecongregation collectsfood donations monthly,adopts a family duringthe holidays, and givesyear round support to theCenter. We are sograteful to have them as part of our community!

In the continuing effort to support our Drive 25campaign, the Traffic Committee is asking that youcontinue to monitor your speed and keep safedriving habits at all times. Remember that winterweather can still appear at this time of year. It isespecially important to pay attention at all times andkeep speeds to a minimum. Driving in our everchangeable weather is very unpredictable. Sundoesn’t mean good roads. Always think “what if”?What if there is ice on the road or blowing snowpatches. These scenarios can cause normal steeringand braking to become treacherous in a splitsecond. Your best defense is to keep speeds at orunder the posted speed limit. The wrong decision

could be your next decision if you are not beingproactive and paying attention when driving. Againwe ask you to please be mindful of children playingon and around snow banks, as your vision duringinclement weather can be compromised. Beforeleaving in your vehicle, please make sure that allsnow and ice is removed from not only thewindshield and windows but from the hood, roof and trunk of your vehicle as well. Mayor Leak and the trustees have been hard at workover the winter with market manager Krysta Dennis tobring you the Cook Park Farmers Market everyThursday in the Sharon Drive parking lot and pavilion inCook Park. The Market will give Village residents theopportunity to buy farm-fresh produce direct from thefarmers themselves, and artisanal foods and crafts fromthe people who made them.

The VendorsThe market will have a diverse set of offerings, featuringlocally grown vegetables, fruit, local cheeses, milk,eggs, meat (pork, beef, chicken, lamb, and game),sustainably sourced fish, bread, maple syrup, fair tradechocolate, pastries, baked goods, locally made soaps,locally roasted coffee and blended tea, potted plants,cut flowers and herbs, crafts, local wine, beer, spirits,cider and much more!

The MarketWe are committed to offering Village residents a food,shopping alternative that is healthy for them and for theplanet, as well as being a great place to get together.There will also be some local favorites on hand servinghot food if you’d like to sit down, relax, and enjoy theatmosphere with some dinner, or stop over and pick upsomething delicious if you are attending a baseballgame in the park. Over 100 parking spaces areavailable right next to the market in the Sharon Driveparking lot. However, you may not even need them ifyou live in one of the 800 homes within a 15-minutewalking distance of the market. Each market day willfeature a different local music group, and some marketdays will feature a scheduled talk, workshop ordemonstration from our vendors, Cornell CooperativeExtension, and others! Musicians and talks will beannounced closer to market opening.

The Pavilion The pavilion will provide market-goers with shade if it issunny, and shelter on rainy days, as well as accessiblerestrooms; seating in the pavilion to sit down, eat, relax,enjoy the music and warm summer days. The MarketGrand Opening will take place on May 19th for Villageof Colonie residents to enjoy. Come check it out!

Use Phosphorus-Free Lawn Fertilizer

It’s the Law!Most lawns in New York State do not need additional phosphorus for healthygrowth. When you use fertilizer containing phosphorus for your lawn, the raincan wash it into streams, lakes and reservoirs. Fertilizer in water can createexcess algae plant growth and green scum that:• Interfere with boating and swimming• Harm fish populations• Degrade drinking water quality

How do you know if you are using phosphorus-free fertilizer?Look for the zero.

Check the fertilizer bag for a set of three numbers; they represent thepercentage of nitrogen, phosphorus and potassium. The number in the middle

should be a “0.”Phosphorus runoff poses a threat to water quality. Therefore, under New Yorklaw (effective January 1, 2012), phosphorus-containing fertilizer may only beapplied to lawns or non-agricultural turf when:• A soil test indicates that additional phosphorus is needed for growth of a lawn

or non-agricultural turf.or

• The fertilizer is used for newly established lawns or non-agricultural turf during the first growing season.
