Scope of Contract & Details

The purpose of this contract is to provide round the clock

support services to Mechanical Maintenance at ISRPL. This shall

include Static Maintenance, Fabrication Jobs, Scaffolding,

Process Assistance Services etc. at ISRPL as per Scope of Work.

SCOPE OF SUPPLY

PART-A: SCOPE OF OWNER'S SUPPLY

1) Owner will issue the following materials as free of charge

(unless otherwise stated) like plates, flanges, pipes & pipe

fittings, all types of valves, gaskets, nuts & bolts/studs,

gland packing, nozzles, structural steel (Except for Structural

Steel SOR with Contractor Material), lube oils, grease, cotton

waste/cloth etc. shall be supplied as free issue materials from

owner's store or from any other specified location within the

ISRPL Premises. However, contractor has to keep the record of

all the materials issued to them for reconciliation purpose.

2) Crane, Hydra, Forklift will be provided subject to

availability as Free of Charge. Transportation referred in

Contract refers to Transportation within ISRPL Premises.

3) Utility: Utility requirement like Plant Water, Plant Air (

5-6 kg/cm2),Instrument Air(5-6 kg/cm2), nitrogen( 6-7 kg/cm2)

and electricity will be supplied by ISRPL free of charge. For

electricity ISRPL will provide nearest welding receptacle or

single phase power connection. Necessary extension to be done

by contractor with proper cabling as per ISRPL standard and

safety rules and regulations.

4) ISRPL shall provide special PPE's to the workers Free of

Charge like Online Breathing Apparatus, PVC Suits, Canister

Mask.

5) Office Space in Porta Cabin and open space for placing ISO

Container for storing tools/tackles. The space for storage shall

be limited to 20 Feet by 8 Feet. The same needs to be vacated/

removed at the end of Contract Period.

PART-B: SCOPE OF CONTRACTOR'S SUPPLY

1) Contractor has to carry out the job on round the clock basis

with minimum time to complete all jobs within schedule.

2) Contractor has to follow all safety & contractual rules &

regulation of the company every time.

3) All PPE's except special PPE(Point 4 in Scope of Owner's

Supply) is within Contractor's Scope of Supply. It must be

ensured that all items are ISI/CE certified and in good

condition. Contractor should ensure that PPE's are in sufficient

quantity at site.

4)All tools/tackles including non-spark tools,

skilled/unskilled manpower, welding/gas cutting machine,

grinding sets, DP test materials, Hydro testing pump, emery

paper, wire brush, PPE (except special PPE, under Owner Scope),

manual & hydraulic trolley (min 2 nos each),scaffolding

materials all types of consumables & tools (as indicated in

SOR's) etc. This is applicable for all manpower & job-rate SOR's.

5) Above scope of supply is indicative only and not exhaustive

and therefore all other materials/ facilities which has not been

specifically mentioned in ISRPL scope of supply shall be

supplied by the contractor to complete the job in all respect

as per direction of Engineer-in-charge.

6) All electrical appliances like grinding machine, welding

machine shall be properly guarded and supply board must be fitted

with required rating of ELCB. All the machines certified by

Electrical Maintenance Department and only the machines declared

'Fit for Use' shall be allowed at site. (Refer Annexure-1).

7) All lifting tools and tackles including lifting slings of all

capacities should have a valid Load Test Certificate issued by

Govt Approved Agencies. All test certificates to be maintained

by the Contractor and a copy of the same should be submitted to

EIC. All certificates must be identifiable with the equipment.

8) All gas cutting equipment shall be properly fitted with flash

back spark arrestor fitted at both ends (cylinder and cutting

torch end).

9) Compressed Gas Cylinder like Argon, Oxygen, Oxy-Acetylene

should be checked as per the Compressed Gas Cylinder Checklist

and records should be maintained by the Contractor. A copy of

the same must be submitted to EIC. The Contractor should be able

to produce the records of the Compressed Gas Cylinder inside the

complex as and when asked by EIC.

10) Work Permit System of ISRPL shall be followed in without

fail. Accordingly, the contactor shall be responsible for

coordinating the necessary approvals and clearances of different

departments. These activities shall be completely in

contractor's scope and shall not be payable extra.

11) The Contactor shall be responsible for site preparation for

Fabrication Jobs, Confined Space Jobs, Work at Height etc. These

activities shall be completely in contractor's scope and shall

not be payable extra.

12) After completion of job, scrap removal & area cleaning has

to be carried out by the contractor at no extra cost.

13) The Contractor has to follow the SOP for all type of Jobs.

14) Contractor has to deploy desirable manpower as mentioned.

Any additional manpower mobilization as per requirement of work

/ job plan and as advised by EIC/site engineer, shall be arranged

by the contractor without any additional cost

15) Contractor is required to mobilize their resources required

to carry out the job within the time frame to complete the job

as per technical specification, instruction, and satisfaction

of the EIC /Site Engineer.

16) Measurements of all job done and Manpower Mobilized must be

submitted to EIC within 1 day of the execution of Jobs. Work

Measurement Sheets and Attendance Sheets should be complete in

all aspects including Permit Nos, Resource Consumed etc.

17) Reports & Information System: Contractor shall be required

to submit daily reports in approved format for proper

documentation & monitoring. Additionally, monthly reports shall

be submitted covering the physical and financial progress of the

contract.

18) If desired by EIC, the Contractor has to prepare the estimate

for the jobs before starting of the job.

19) If any manpower needs to overstay to compensate for the

absenteeism of the manpower, OT Payment shall not be paid by

ISRPL. The same needs to be borne by the Contractor. However,

if any manpower on supply is overstaying beyond normal working

hours owing to plant requirement as required by EIC, OT Payment

shall be paid by ISRPL.

Special Note for Fabrication Jobs:

1) Welder Certification: Welder certification will be done as

per ASME/Inspection Department Procedure. Welder has to undergo

the qualification procedure at ISRPL. Qualification of the

Welder will be at the sole discretion of ISRPL Inspection

Department. All the test pieces to be brought by the contractor

and any cutting, grinding, welding or any other activities

required for testing shall not be paid. As per ASME Section IX-

2nos bend test is required for the welder qualification, and

alternative is radiography or UT, initial qualification is based

on mechanical test and later test can be covered by alternative

method based on welder performance. These activities shall be

completely in contractor's scope and shall not be payable extra.

2) Contractor has to maintain sufficient stock of DCP Fire

Extinguishers (2 Nos), Fire Water Hose (4 Nos), Non-Asbestos

Fire Blankets (10 Nos) etc for execution of the Fabrication

Jobs. This is completely in contractor's scope

3) Electrode & Filler Wire: Contractor has to use approved

manufacturer & brand of electrode and filler wire and submit

manufacturer batch test certificate and physical verification

has to be done before any use. In case of any discrepancy,

Contractor has to test that lot as per ASME section IIC latest

edition.

If any Electrode/Filler Batch Number Test Certificate is not

submitted for review and found to be used at site, that joint

should be cut and re weld on Contractor cost.

For new manufacturer which is not in approved vendor list have

to conduct electrode qualification test as per ASME section IIC

latest edition. Recommended Brands are Adhor, D&H Secheron, Esab

or brands as per ISRPL approved Vendors.

Vendor is also responsible for baking of Low hydrogen electrode

as per approved ISRPL procedure. As per ISRPL Procedure 1 nos

of Electrode Oven has to be maintained at site.

a) Holding oven for each welder using lower hydrogen electrode

upto 100 degC.

Initial calibration done through manufacturer or other lab and

next calibration done at site by ISRPL Inspection Department.

4)DPT and DPT Test Kit: Contractor shall use approved

Manufacturer & Brand of PT Material. Recommended brands are

Megnaflux, Flowcheck, Orion.

Contractor has to submit Manufacture Test Certificate and

physical verification of batch number with MTC is required.

DPT Test shall be performed by ASNT Level I Person or Person who

has been authorized by ISRPL Inspection Department. ISRPL may

authorize a person after 20 hrs of internal training and

assessment.

5) Contractor shall be responsible for offering jobs for Stage-

Wise and Final Inspection of jobs as per QAP i.e. Fit-Up, Final

Weld inspection, PT Test, Radiographs for interpretation, Hydro

Test, Pneumatic Test, Painting etc.

Any activity not cleared by Inspection Department shall not be

considered for billing and preparation of Inspection Report is

in Contractor's Scope.

6) Contractor shall use calibrated measuring instruments and has

to submit Instrument List with Calibration Status. All

instruments shall be in sound condition with proper

identification and date of revalidation on instruments, it

includes pressure gauges, etc.

7) Contractor shall be responsible for maintaining the material

traceability as per approved ISRPL procedure, in case of any

discrepancy the cost of Check Test (Tensile and Chemical) shall

be recovered from the Contractor.

8) The Pipe Fabrication SOR's are applicable for new pipelines

and modification of pipelines. In case of modification of

pipelines cutting of the joints (includes Socket and Butt

joints) shall be paid separately only if there is any extra

cutting compared to number of welding joints. There are no

separate SOR for Field Joints.

9) Manpower as per Annexure-2 must be tentatively deployed for

Fabrication Jobs

Special Note for Cold Works:

1) Contractor must have sufficient manpower and Tools and

Tackles for the execution of Jobs.

2) Contractor shall maintain minimum 2 nos of Non-Spark Tool

Box.

3) Manpower as per Annexure-2 must be tentatively deployed for

Cold Work.

4) Use of Iron Hammer is not allowed at site without written

permission in the Work Permits. By default, Brass/Non-Spark

Hammers are to be used.

5) Any box-up of Flange, Equipment etc shall be inclusive of

leak testing. Any rework during leak testing eg gasket

replacement, realignment etc will not be paid separately.

6)The Details of Exchanger are as per List provided separately

-Exchanger Details at ISRPL

7) Details of few Cold Work SOR is as per List provided

Special Note for Scaffolding Jobs:

1) The job is meant for providing scaffolding for various

maintenance activities like Mechanical, Civil and Instrument and

Electrical maintenance works in ISRPL Complex.

2) Contractor shall strictly follow ISRPL's SOP/Work Instruction

of scaffolding erection and dismantling.

3) The job shall be irrespective of nature & period like routine

maintenance and shutdown. In shutdown the quantity requirement

may shoot up very high (Approx- 4 times) in short time.

4) The contractor must have sufficient resources to mobilize

sufficient quantity of scaffolding materials, manpower and

transportation of the same for erection and dismantling of

scaffolding on short notice i.e within 24hrs for emergency jobs

and within 14 days for shutdown jobs.

5) Contractor shall necessarily have the following minimum

scaffolding materials for successful completion of job within

time. Contractor should have at least one trolley for carrying

scaffolding pipes inside the plant premises.

i).Scaffolding pipe of different size(as per IS:1239 Medium

Duty)

a. 6 meter MS Plain pipe-400 nos

b. 4 meter MS Plain pipe -400 nos

c. 3 meter MS Plain pipe -200 nos

d. 2 meter MS Plain pipe -200 nos

ii). Base plate (Anti-skid feature) 200 each

iii). Scaffolding Jaali (MS) different size 200 each

iv). Aluminium ladder of different height (6 Feet, 10 feet, 12

feet, 20 feet,long etc.)-12 nos

v). Scaffolding fix clamp -3000 nos

vi). Cuplok Horizontal

a.HZ-3 meter -200 nos

b.HZ-2.5 meter-200 nos

c.HZ-2 meter -200 nos

6) The scaffolding material shall be kept in position i.e. inside

ISRPL complex till the completion of intended job and no extra

claim shall be entertained on this ground.

7) The scaffolding can be renewed only after 21 days and half

rate of the same can be charged depending upon the type mentioned

in SOR.

8) Contractor shall erect model scaffolding duly checked and

certified by Maintenance and Fire & Safety Department , in ISRPL

Complex (about 1~2 in numbers). These activities shall be

completely in contractor's scope and shall not be payable extra.

9) No wooden planks / bamboo/ coir or manila rope shall be used

in scaffolding.

10) The metallic plank used for working platform, toe board,

ladders shall be tied with the ledger / transom pipe strictly

with the scaffolding clamp/ metallic wire only.

11) Manpower as per Annexure-2 must be tentatively deployed for

Scaffolding Jobs

12) Before any planned shutdown the requirement of scaffolding

materials and extra manpower shall be jointly accessed by EIC &

contractor representative and contractor has to arrange the

additional materials and necessary manpower for taking up the

shutdown job in the stipulated time.

13) All the scaffolding material shall be as per following

specification only (13.1 to 13.4).

13.1 PIPES

1. All pipes shall be of Medium Class of 40 mm Nominal Bore size

as per IS 1239 and painted.(minimum specification)

2. All the Pipe ends be preferably blocked/plugged by welding a

cap.

3. All the pipes should be straight and without any

damage/corrosion.

13.2 CLAMPS/SLEEVE COUPLER

1. All the clamps must be of forged material only and sleeve

couplers should be of pressed steel

2. There should be no visual damage and corrosion.

2. Each coupler/clamp shall be capable to handle minimum 1.5 Ton

of load without slippage or distortion. The same may be tested

at ISRPL on sample basis.

4. All the clamps and sleeve couplers shall be Hot Dip galvanized

as per IS 4736.

5. Length of the coupler must not be less than 150 mm.

6. For extension purpose, each pipe should be connected with

other pipe only by means of Sleeve coupler.

13.3 BASE PLATE

1. Base plate size should be a mild steel square plate of 150

X 150 X 6mm thick with 38mm dia. X 150mm long spigot at center.

2. The Spigot (Pipe) should be properly welded and visually

there should be no damage and corrosion.

13.4 SCAFFOLDING JAALI

1. All Jaali shall have a square pipes welded properly without

any bending. Each square pipe of Jaali should have minimum 2.0

mm thickness.

2. There should be no corrosion on pipes and visual damage.

Special Note for Painting Jobs

1) All painting consumables needs to be duly approved by

Inspection Department. Paints shall be of reputed make like

Berger, Asian Paints, ICI, Shalimar or brands as per ISRPL

approved Vendors.

2) The painting has to be done as per the SOP and QAP laid down

by the Inspection Department

Special Conditions of Contract

1. Penalty for damaging property of ISRPL due to negligence of

manpower during maintenance work is 10000 Rs.

2. Failure to mobilize manpower as per Job Schedule/shift

schedule/Requirement will attract penalty for 10000 Rs per

instance if the same is affecting the plant uptime or resulting

in extended maintenance time.

ANNEXURE-1

The Electrical Equipment shall be certified based on the

following criteria. The 'Fit for Use' Certificate will be issued

for 6 months beyond which it will have to be renewed.

Welding Machine:

*Equipment Name plate should be available otherwise manufacturer

test certificate should be available

*63A, 415 V 30mA ELCB with Box for internal protection.

*Input And output Cable Properly Connect with Cable Gland.

*Indication Lamp For Main Supply Indicate should be healthy

condition.

*Earthing Cable for Body Earthing with one side proper lugs and

one side crocodile clamp.

*4 core 4 sq-mm Input cable length required should me minimum

20 meter without any joint.

*Outgoing welding cable without any joint and both length

(Positive and Negative) are same.

*Welding Machine Physical condition good and all screw and bolt

available in machine without missing.

*Machine current variable knob should be available.

Grinding, Cutting and Drilling Machine:

*Equipment Name plate should be available otherwise manufacturer

test certificate should be available.

*Input Cable properly connect with machine without any joint

with plug top, (As per machine Rating)

*Grinding and cutting machine wheel guard and key should be

proper assembled.

Extension Board:

*20A 30 mA 2 pole ELCB as per required Load installed in

Extension board.

*Extension board installed in frame and proper covered.

*Extension board cable required 3 core 2.5 Sq-mm minimum 25

meter.

*Extension board physical good condition with all screw and

bolts.

*Extension board internal terminal should be connect properly.

ANNEXURE-2

A) The tentative total manpower mobilization at site shall be

as below:

1) Site-In-Charge- 1 Nos

The Person shall have minimum experience of 5 years and should

have managed similar sites in the past.

2) Supervisor-5 Nos

1 nos for A,B & G Shifts for Cold Work and 1 No for

Scaffolding and 1 No for Fabrication Jobs. The person shall

have minimum 3 years of experience in similar type of jobs.

3)Fabrication Gang comprising of

Fabrication Fitter 1 Nos

Welder 1 Nos (CS and SS all positions, MMAW and GTAW)

Gas Cutter 1 Nos

Grinder 1 Nos

Rigger 2 Nos

Helper 2 Nos

4)Cold Work

Static Work Fitter 6 Nos

Rigger 13 Nos

Helper 14 Nos

5)Scaffolding Work

Scaffolders 5 Nos

B) The Contractor shall mobilize additional Supervisor, if

required, as per the instruction of EIC, without any additional

cost.

C) Fabrication Gang and Scaffolding Gang will be working in G-

Shift Monday to Saturday. In case of emergency requirement,

Contractor should be able to mobilize additional manpower and

work on round the clock basis.

D) Cold /Static & Work Manpower Deployment (Point No:4)

A Shift: 1 No- Static Work Fitter, 2 Nos-Rigger, 2 Nos-Helper

(On Job Rate Basis) AND 1 No Rigger, 1 No Helper (On Manpower

Basis)

B Shift: 1 No- Static Work Fitter, 3 Nos-Rigger, 3 Nos-Helper

(On Job Rate Basis) AND 1 No Rigger, 1 No Helper (On Manpower

Basis)

C Shift: 1 No- Static Work Fitter, 3 Nos-Rigger, 3 Nos-Helper

(On Manpower Basis)

G Shift: 3 No Static Work Fitter, 3 Nos Rigger, 4 Nos Helper (On

Job Rate Basis)

E) All Manpower will be working in A, B, C and G Shift.

Contractor must have sufficient Manpower to give rotational

weekly-off to the manpower. All G-Shift shall have Sunday as

Weekly -Off. Shift Manpower should be available on all days.

F) Contractor must have sufficient number of Supervisors to meet

the above requirements.

G) For Heat Exchanger, Painting Jobs: Contractor may be required

to mobilize extra skilled manpower as and when the job comes.

H) Contractor has to mobilize additional resources to attend any

eventuality including unplanned shutdown, short shutdown,

breakdown & other top priority job, which shall be executed on

round o' clock basis.

I) Based on Job requirement, the Contractor in consultation with

EIC, may increase or decrease manpower from the mobilized

manpower. This must have prior authorization from EIC.

J) During Bi-Weekly Cleaning usually 1 Day per week contractor

shall have to mobilize total 19-20 manpower to complete the job

in 10hrs.

K) During Grade Change-Over Cleaning usually 2 Day per month

contractor shall have to mobilize additional 19-20 manpower to

complete the job in 32hrs.

Annexure-3

Indicative List of PPE for the Contractor's Scope of Supply:

1) Safety Googles

2) Ear Plugs

3) Hand Gloves (Cotton, PVC, Heat Resistant etc)

4) Overall(Boiler Suit for all personals)

5) Safety Helmet (Yellow Colour)

6) Safety Shoes

7) Welding Helmet

8) Googles for Grinder

9) Apron for Welder/Grinder

10) Safety Belt (Double Hook) duly Certified with fall

arrestor.

Above list of PPE is indicative and not exhaustive and therefore

all other PPE which has not been specifically mentioned in ISRPL

scope of supply shall be supplied by the contractor to complete

the job safely in all respect as per direction of Engineer-in-

charge.

Indicative List of Equipment/Tools and Tackles for the

Contractor's Scope of Supply:

1) Welding Rectifier Machine (3-Phase) with MMAW and GTAW

Above list is indicative and not exhaustive and therefore

Contractor has to bring all tools and tackles/ equipment

required to complete the job safely in all respect as per

direction of Engineer-in-charge.

ROTARY EQPT OPEN/BOX-UP-CLEANING The scope shall involve opening/box-up of Rotary Equipment casing, seal for cleaning/dechoking. The job shall be done under the guidance of the ISRPL Engineer. All equipment piping shall be paid separately as per relevant SOR. Supply of labour, tools and tackles, consumables, transportation of spares/damaged components etc. will be in Contractor's Scope. All spares is in ISRPL Scope of Supply. Any special tools required shall be provided by ISRPL. Rotary Equipment Open and Box-Up for cleaning/dechoking purpose. Only opening or Box-up will be considered as half a unit measurement.

The Scope invloves opening and Box-Up of Dewatering Press Cover, Cage, Coupling Guards, Exhaust Duct Cover. Supply of labour, tools and tackles, consumables, transportation of spares/damaged components etc. will be in Contractor's Scope. All spares is in ISRPL Scope of Supply. Both side opening and Box-up will be considered as a unit measurement. one side opening or box-up shall be considered as 0.25 unit measurement.
