� Brain Drain can be simply defined as large scale emigration of individuals with technical skills or knowledge.

Is it actually an issue??
³Hospitals, both public and private, are unable to treat the patients
because of the shortage of qualified physicians. Engineering firms
are unable to build new structures because of the shortage of
engineers. Schools are unable to teach students, specificallysubjects like mathematics, science and English, because of the
shortage of qualified teachers. In this manner, the brain drain has
adversely affected the whole economic life hindering the economy¶s
ability to grow.´

Two basic sets of factors cause brain drain
Push factors which push the individual out of the developing country· Under employment
· Economic under development
· Low wage/salary
· Over production and under utilization
· Lack of research and other facilities
· Lack of freedom
· Discrimination in appointment and promotion
· Lack of scientific tradition and culture
· Desire for higher qualification and recognition
· Better career expectation
· Lack of satisfactory working conditions

there has been a trade-off between quality and quantity. W hile expanding the

³Even in Sri Lanka, the free availability of education hasn¶t guaranteed good quality.
For instance, at the GCE Ordinary Level exam, about 20 percent fail in mother
tongue, that is, in Sinhala and Tamil, and about 60-65 percent in English, Math and
Science. There¶s a very significant number who wouldn¶t get any mark at all. About
10 percent fail in all subjects.´

addition to general education
± Appointing a panel consisting of qualified personal who directlyreport to the highest level of administration in an institution that
has the responsibility of efficient human resource management.
± Appointing an independent body who should approve the
promotions and appointments taking place in state institutions.
± Constant evaluation of the use of human resource in an institution
should take place
± Every institution should implement a transparent promotion
process

� With the limited resources there may be problems in implementing
the solutions presented.� If a system is introduced to local expatriates to do their savings in Sri
Lanka that will be beneficial.

Role of Law in the issue
When presenting solutions we were mainly focused on making
a Sri Lankan to make the decision by himself not to leave the
country. Enforcing various laws and other regulations mighthave an impact on solving the problem. But as Winston
C hurchill said ³The empires of the future will be empires of the
mind´ we strongly believed that ³empires of mind´ should not
be bound by laws and regulations in a free world.
