THE FOUNDING OFBORDER GUARDS CORPS he Border Guards was initiated in 1834 during the Organic Regulation in Muntenia based on the „Project on the guard of Danube and of the border between Austria and Moldova”. The guarding of the border was ensured in the most important points by the permanent army, and in the secondary points, both on the Danube line and on the mountainous border and towards Moldova by cordonaşi (on the Danube), potecaşi or pichetaşi (in the mountain) who were recruited out of the people living in villages near the border.
The Principalities Union in 1859 brought changes in the border guards structures. Through Decree No 485 of 10 July 1862 the border on Milcov, between the two Romanian states, was abolished. The High Royal Decree Nr. 893/24 July 1864 of Ruler Alexandru Ioan Cuza provided for the organization of Border Guards from Moldova following the model of Wallachian border guards and the unification of the two border guards corps. The unified Border Guards corps was integrant part of the army under the Ministry of War and it was organized on four Inspectorates: Bucharest, Iaşi, Piatra-Neamţ and Piteşti further structured on ten battalions, each with four companies.
A moment of high significance was the ceremony from 1 September 1863 on the plateau of Cotroceni, when the military units were granted new flags. The flags bore the three colours, red, yellow and blue, introduced after the Union Proclamation, as well as the inscription Honour and Fatherland. The border guards were granted two flags: the Danube Cordon and the Mountain CordonThe Royal Decree Nr. 1187 of 31 March 1904 on the Regulation of Border Service in the border points from ports and railway stations laid the functional and relational organizational foundations of the Border Police.
