1) CONFIRMATION OF MINUTES : Minutes of the Preliminary and first meeting of the Executive Council for 2014-2015

held on 27.8.2014 was circulated among the members (vide Circular No.

MIN/20/2014-2015/468 dated 7th November, 2014).

This needs to be confirmed.

2) FISCAL MATTERS :

a) Pre-Budget Memorandum for 2015-2016 :

The Association had submitted the Pre-Budget Memorandum for the year 2015-2016

to the concerned Ministries/Departments for their consideration/ recommendations.

Copies of the Memorandum have been sent to the Apex Bodies for necessary

support. Copies will be made available to interested members, at the time of the

meeting.

Council may discuss.

b) Meeting with Government Officials :

1. The second Meeting of CII National Committee on Capital Goods and Engineering and an interactive meeting with Dr. Rajan S. Katoch, Secretary, DHI was held on 17th September, 2014 in New Delhi to discuss the status, key issues etc. of the Textile Engineering Industry. Shri Sachin Arora, Joint Secretary of the Association attended the meeting and made a PPT on the TEI.

2. A meeting was held under the Chairmanship of Shri R.K. Singh, Joint Secretary, Department of Heavy Industry on 30th September, 2014 in New Delhi on rationalization of policy regime for import of second hand capital goods.

Shri J. Anand, Vice-Chairman, Shri R. S. Bachkaniwala, Past Chairman, Shri Ketan Sanghvi, Laxmi Shuttleless Looms and Shri Sachin Arora, Joint Secretary of the Association attended the meeting. The Vice Chairman made a presentation highlighting the overview of domestic production and import of weaving machines, capacity and speed of shuttleless looms, proposal for policy intervention etc. at the meeting.

The DHI requested to send ITC (HS) codes based lists of capital goods in textile engineering sector requiring rationalization of the policy. TMMA submitted its recommendation to the DHI.

3. TMMA delegation also met Ms. Babni Lal, Economic Adviser, Ministry of Textiles on 16th October, 2014 and apprised her of the status of the industry, the problems facing it etc.

Referring the above meeting regarding issues raised by TMMA against the comments of CITI on the report of the Expert Committee on the draft report of Vision, strategy and action plan for the Indian Textile and Apparel 2020-25, TMMA made a recommendation to the Economic Adviser, Ministry of Textiles.

4. Meeting with Shri Ajay Shankar, Member Secretary, NMCC was held on 16th October, 2014 to discuss the Vision, strategy and action plan for the textiles and apparel sector.

5. The Department of Heavy Industry had called a meeting to review the progress of proposals under the Capital Goods Scheme on 30th October, 2014 under the Chairmanship of Shri Rajan S. Katoch, Secretary, Department of Heavy Industry to discuss the progress on Loom Development & CFC Projects. Shri S. Chakrabarty, Secretary General made a presentation on the latest progress on Loom Development and CFC project.

6. The first meeting of the Screening Committee was organized by the Department of Heavy Industry on November 26, 2014 for project proposal under the Scheme “Enhancement of Global Competitiveness of Indian Capital Goods Sector”. IL&FS prepared a PPT on Surat CFC which was shared with DHI.

4) ACTION POINTS/PLANS FOR TMMA DURING THE YEAR/NEXT YEAR -

SEMINARS/WORKSHOPS/CONFERENCES & OTHER ACTIVITIES

I. PROJECTS

a) Shuttleless Loom Development Project

TMMA in collaboration with CMTI and consortium of loom manufacturers

proposed to develop high speed shuttleless loom in India. A draft MOU was

prepared and circulated among interested loom manufacturers.

The CMTI submitted the project report to the Government.

A meeting of the Loom development consortium members with CMTI officials

was held on 17th November, 2014 in Surat to discuss about their analysis of

the looms they studied, the estimated expenditure of the project and the

progress of the project. On 26th November 2014, DHI called up for a

Screening Committee meeting for approval of various projects on capital

goods industry in which CMTI on behalf of the consortium & TMMA

presented the loom development project. The project was

positively approved by the committee. On 11th December the DHI has called

up for an Apex Committee meeting in which these projects will get the final

approval.

Besides, the Tripartite Agreement among TMMC, CMTI and TMMA is going

to be signed around the same time.

The Secretary General/Joint Secretary to brief.

b) Common Facility Center (CFC)

TMMA in association with Surat Engineering Vikas Association (SEVA),

Surat and Uka Tarsadia University, Bardoli, Surat proposed establishment of

a Common Facility Centre in Surat. A tripartite Agreement was signed

between TMMA, SEVA and UTU. However due to scarcity of fund the DPR

could not be prepared by IL&FS. TMMA requested the Department of Heavy

Industry to sanction an amount of Rs. 12 lakhs to get the DPR prepared and

submit to the DHI within next three months. A concept note along with the

tripartite agreement has already been submitted to the DHI. A meeting with

the Department of Heavy Industry was held on 26th November, 2014.

Further action is being initiated based on the advices of the DHI.

c) Skill Development Project

The Capital Goods Sector Skill Council (CGSC) formed by FICCI in

collaboration with the Department of Heavy Industry and other stakeholders

under the aegis of National Skill Development Council (NSDC) has been

registered as a society. A contribution of Rs. 5 lakhs was requested by FICCI

& DHI towards the CGSC from all the stake holders. TMMA contributed a

part payment of Rs. 2,00,000/- to FICCI CGSC.

Shri Prakash Bhagwati to brief on the status of the Project.

a) Actions initiated/to be initiated by the Sub-Committees of the Association

Conveners of the respective Sub-Committees to brief the developments of

the Sub-Committee.

So far the Sub-Committees are not active.

b) Seminar on Textile Processing Machinery Sector

Council to decide a date for organizing the Seminar on Processing

Machinery.

c) CII TEXCON 2014

The Confederation of Indian Industry organized a two day Conference

TEXCON 2014 on 15th & 16th October 2014 in New Delhi. The theme of the

Conference was "Role of Indian Textile and Apparel Industry in Changing

Global Supply - Demand Scenario". The Conference deliberated on various

opportunities, technological advancements, latest trends and related issues

relevant to the textile and apparel industry.

There were four plenary sessions during the Conference. Our Chairman Mr.

Prakash Bhagwati was the member of the Core Group of the Organising

Committee and chaired the third Plenary Session, “Textile Machinery

Manufacturing in India – Important Paradigm for Growth". This session

focused on understanding the challenges for investment in machinery

manufacturing in India and also the opportunities.

TMMA sponsored an amount of Rs. 2 lakhs for the Conference.

Mr. Sachin Arora, Jt. Secretary to brief the status of booking of space of TMMA

members at GTTES 2015 is being held from 20th - 22nd January, 2015 at BCEC,

Mumbai through the Association.

An area of 858 sq. mtrs. had been booked by TMMA for the members.

6) ADMINISTRATIVE MATTERS :

A list of members whose subscription is outstanding will be tabled.

The Association has received an application for Associate Membership from Saurer

Textile Solutions Pvt. Ltd., Mumbai. Application will be tabled.

Council may approve.

c) Role of TMMA in GTTES 2015 and ITME 2016

TMMA had sent the following suggestions for consideration of the Steering Committee

of India-ITME Society at its meeting held on 9th December, 2014:

i) Role of TMMA and ITAMMA in GTTES 2015 and similar role for both the

Associations during ITME 2016 to generate income for them.

ii) Promotional activities and roadshows to be organised by TMMA for ITME

2016 on behalf of India-ITME Society in Gujarat, Maharashtra and Punjab/

Ludhiana. TMMA has requested in writing to include these two agenda

points in their Steering Committee meeting scheduled on 9th December,

2014

Council may discuss and recommend

d) Next meeting of the Executive Council

Council may decide a date for the next meeting of the Executive Council which may

be held at Ahmedabad in the factory premises of Truetzschler India Pvt. Ltd.
