Hello Fellow Research Professionals!
As your Board Chair, it is my pleasure to welcome you to the 54th C2ER Annual Conference &
LMI Forum!
In 2004, I attended my first conference in Memphis. It immediately became one of the
highlights of my year. Not only is it a great opportunity to learn about the newest data sources
and latest research and analysis methods, but it provides an unparalleled opportunity to
interact with your peers from around the country. Being able to share insights on research
techniques and challenges is one of the most valuable things I have taken away from the
event.
This year’s conference has extra special meaning for me as I get to welcome you to my
hometown of Pittsburgh. There are few cities that better represent our conference theme -
Discover the Keystones to Transformation. When I moved here 23 years ago, the scars of the
collapse of the steel industry were still raw, and abandoned steel mill lined the rivers. But I
have been fortunate to witness firsthand the remarkable transformation of the region. While
we still remain a center of metals technology, our economy is now much more diversified. The
former mill sites have largely been redeveloped, new attractions have opened and our rivers
have become more than an industrial waterway.
While you are here I hope you get a chance to experience some of what Pittsburgh has to offer.
Our tours will only scratch the surface. Even though I have lived here more than 20 years, I am
still discovering new treasures in this remarkable region.
I also invite you to learn more about the many other services C2ER offers, including our training
program, our cost-of-living index, our on-line publications and our databases on state business
incentives and state economic development expenditures. In addition, please consider
pursuing certification as a Certified Community Researcher (CCR), which demonstrates to
employers your mastery of the concepts of community and economic development research.

Also don’t miss our exhibitors. They play a crucial role in making this conference possible. I
always find a great new product or resource.
Finally, I would like to welcome all of the first time attendees. I am sure you will discover the

On behalf of the Board and staff of the Labor Market Information Institute, I’d like to
welcome you to this year’s LMI Forum, held once again in conjunction with the C2ER
Annual Conference.
Those of us in the labor market information field are passionately committed to developing
high quality employment-related information, and to making it useful and valuable to all
our customers. We hope that comes across in the workforce research-related agenda
items we’ve prepared for this week.
Beyond the events of this week, don’t forget that the LMI Institute offers a variety of
training opportunities, through in-person classes and webinars, general analyst training
and customized training. The Institute also provides superb infrastructure support to the
broader LMI system. In the past year, we’ve developed a clear Vision and Mission, an
action-oriented Strategic Plan, and new membership options so that entities that are not
affiliated with state government LMI agencies can now join the Institute.

This training introduces attendees to U.S. Census Bureau innovative data tools that
release data produced by the Local Employment Dynamics (LED), a collaboration
between the Census Bureau and 53 state partners. These tools provide data on
where workers live and work, wages, and top industries for local areas and
workforce. The online data tools, OnTheMap, OnTheMap for Emergency
Management, LED Extraction tool, and QWI Explorer will be featured through
scenario-based exercises, giving attendees hands-on experience.

State Business Incentives Database
The State Business Incentives Database is a searchable database of incentive programs used by states for
strategic business attraction. The Business Incentives Database includes more than 1,900 incentive programs
across the country categorized according to program category, program type, geographic focus, and business
need.
State Economic Development Expenditures Database
Collected by aggregating state budget data, the Expenditures Database assesses total resources available for
economic development activity across more than 15 functional areas and multiple funding sources using
consistent funding categorizations.

In cooperation with the LMI Institute, C2ER offers a comprehensive training program for economic
development and labor market information analysts and develops and delivers customized training.
Certification

Nothing better illustrates the region’s challenges and accomplishments during the
past 30 years than the Mon Valley. Once the center of the world’s steel industry, the
area was disproportionately impacted when the industry collapsed in the early
1980s. Today most of the sites have been redeveloped to support the economy of
the new Pittsburgh. This tour will visit five former steel mill locations that are
enjoying new life and stop at the Carrie Furnaces. One of two places left in North
America to view a steel mill blast furnace, Carrie Furnaces is anchoring a new mixed-
use development. The tour will conclude in Braddock where unconventional
grassroots development efforts are revitalizing this struggling community.

The region is a home to 53 colleges, universities and post-secondary training
institutions offering over 1,500 academic and professional training programs each
year. This tour will visit two of the most sophisticated training facilities in Pittsburgh:
the Apprenticeship Training Center of the International Brotherhood of Electrical
Workers Local # 5 on the South Side and the TechShop on the East Side. Both
facilities are using cutting-edge technology and innovative training know-how, but
they differ in their approach to skills development. In addition, participants of this
tour will be able to see two city neighborhoods with the most successful urban
redevelopment efforts as well as the neighborhood (Oakland) where the University of
Pittsburgh and Carnegie Mellon University are located.

The skyline of Downtown Pittsburgh has changed considerably in the last 20 years
because of public and private investment in commercial real estate, arts and
entertainment, transportation infrastructure, and public spaces. New office
buildings, stadiums, hotels, and residential buildings have catalyzed the change.
Tour stops include the Cultural District, David L. Lawrence Convention Center, North
Shore sports and entertainment district, Light-Rail expansion, Point Park University,
and Market Square. Participants will meet key leaders to hear about the
transformation and key developments in commercial real estate, sustainability,
cultural amenities, public spaces, and the growing residential market.
