INFORMATION BULLETIN

I. INTRODUCTION

Mahatma Gandhi Postgraduate Institute of Dental Sciences (MGPGI) whichwas originally named as Pondicherry Dental College has been established by PondicherryAdministration in September, 1990 as an Autonomous Institution of the Government ofPuducherry and is administered by a duly constituted Board of Governors headed by theChairman and the Chief Secretary to Govt. of Puducherry, as Vice-Chairman. TheInstitution is functioning at Gorimedu, Puducherry and is being developed as a Centre ofExcellence.

Within a short span, MGPGI has become the “Best institution in the Countryunder the Govt. Sector” with well-equipped Hospital / clinics and laboratories and isstrongly committed to maintain excellence in Dental Education and Research with theultimate goal of achieving the status as one of the “Best Dental Institutions at theInternational level”. Seeing the enormus growth of the college, the Govt. of Puducherryhas upgraded and renamed this college as Mahatma Gandhi Postgraduate Instituteof Dental Sciences (MGPGI). This is the first such Institute in Government sector tofunction as PG Institute in Dental Sciences on par with other Medical institutes of Nationalrepute. The students who have passed out of this Institution are well placed at national andinternational levels.

The Institution has an excellent Library with a vast collection of text books andjournals worth approximately ` 351 lakhs, authored by outstanding experts in the field.

This Institution is affiliated to the Pondicherry Central University.

The sanctioned intake for the under graduate (BDS) course is 40 seats under thefollowing categories.

1. Puducherry Domicile / Residents - 292. Non-Resident Indians/NRI Sponsored / Foreign students - 53. All India Quota - 6

The selection of the candidates for the undergraduate courses, under the Puducherrydomicile category is made purely on merit basis by the Centralized Admission Committee(CENTAC), Govt. of Puducherry based on the marks obtained in the Higher Secondarylevel in science subjects. The seats allotted under the All India Quota are filled in by thecandidates sponsored by the Director General of Health Services (DGHS), Govt. of Indiathrough the Entrance Examination conducted on All India basis.

The candidates seeking admission under the NRI / NRI sponsored / Foreign studentquota are admitted on merit basis based on the marks scored in the equivalent boardexaminations.

The duration of the BDS course is four (4) academic years with one year ofinternship.

Postgraduate Courses (MDS) are offered in the following seven specialities /branches. The duration of the Postgraduate course is three full academic years.

II . ADMISSION PROCEDURE

(a) Basic Requirements for Admission :

An applicant seeking admission under Puducherry Domiciles to the PostgraduateCourses (MDS) should be an Indian National and a domicile / resident of Puducherry.

Candidates should have passed BDS degree (the qualifing examination) of any IndianUniversity recognized by the UGC as well as the Dental Council of India and thePondicherry Central University and must have completed one year of compulsory rotatoryinternship in all the dental departments. The candidates should have registered in theappropriate dental council.

In case the appearance of NEET is made compulsary by the Ministry of Health &Family Welfare, Govt. of India, then the same rule will be made applicable (Subject to thefinal decision by the DGHS / DCI & final verdict of Hon’ble Supreme Court of India).

Candidates should ensure that the BDS degree awarded to them is recognized by theUGC, Ministry of Health & Family Welfare, Govt. of India. If any discripancy found, thecandidature will automatically stand cancelled. Candidates who are completing their intern-ship not later than 31.03.2015 are also eligible to apply.

(b) Seat allocation in various categories :Seven students will be admitted during 2015 – 2016 to the first year MDS course, throughPGDEE 2015, by Puducherry domiciles / residents and NRI / NRI sponsored/ ForeignStudents as detailed below:-

Allocation of seats are as per the norms of DGHS, New Delhi and thereservation policies of the Govt. of Puducherry.

(c) Criteria for Residents / Domicile / Nativity :-

The following shall be the criteria prescribed for determining persons as Resident of thisUnion Territory of Puducherry :-

1. The candidate or whose parent (either Mother or Father or Both) or Guardian (inthe case of Children who have lost both the parents) has been residing continuouslyin this Union Territory for at least 5 years preceding the date of application.

2. Those who have passed B.D.S. or any other public examination and for that purposehad undergone academic studies continuously for 5 successive academic years immediatelypreceding the qualifying examination (including the year of the qualifying examination)in recognized educational institution(s) located in Puducherry UT and having theirresidence in Puducherry UT for 5 years continuously during that period.

3. Children of Central / State Government servants / Defence Personnel / Centralparamilitary forces / Employees of Public Sector Undertakings wholly or substantiallyrun either by the Central Government or by the Puducherry UT administrationposted and serving in the Puducherry UT for atleast a minimum period of one yearprior to the last date of submission of application.

4. Children of Defence personnel who were killed or disabled in action and childrenof Central Government servants / Puducherry UT Government servants / Defencepersonnel / Employees of Public Sector Undertakings as referred in category 3who died while in service in Puducherry U.T.

5. French Nationals residing in the Puducherry UT and covered by the terms of Treatyof Cession shall be treated on par with the candidates who produce the prescribedPuducherry UT residence certificate. Such French nationals will not be required toproduce residence certificate, instead they should produce a certificate of registrationissued for this purpose from the French Counsulate at Puducherry. Children of theseFrench Nationals shall not be considered for admission under the quota of non-residents.

6. Nativity by birth: The applicant should have been born in the Union Territory ofPuducherry and should have been ordinarily residing within the Union Territory priorto the date of application. In order to satisfy the criterion of “Ordinarily resident”,the person should have been staying either by himself or with his family within theUnion Territory of Puducherry continuously with a clear intention of residing therepermanently, but for temporary absences from such place of residence for reasons

of job or education, etc. As long as the applicant is able to establish satisfactorilyhis intention to return to his place of residence on the conclusion of such temporaryabsence, he may be considered to be a person ordinarily residing in the UnionTerritory.

7. Nativity by continous residence: The applicant should have been residing continuouslyfor five years in the Union Territory prior to the date of the application.

III. APPLICATION FOR ADMISSION

(A) Application Procedures for Puducherry Domiciles :

1. Application for admission should be made in the prescribed form.

2. Application forms along with Information Bulletin can be downloaded from theinstitute website (http://mgpgi.puducherry.gov.in). Duly filledin application formtogether with the prescribed fee by a Crossed Demand Draft for `̀̀̀̀2,000/- ( `̀̀̀̀600/- for SC Candidates) drawn in favour of the DEAN, MAHATMA GANDHIPOSTGRADUATE INSTITUTE OF DENTAL SCIENCES, PONDICHERRY,payable at STATE BANK OF INDIA, PONDICHERRY should be submitted.Money Orders / Postal Orders/ Cheques, etc. shall not be accepted.

3. All applications duly completed, should be addressed to the DEAN, MAHATMAGANDHI POSTGRADUATE INSTITUTE OF DENTAL SCIENCES,GORIMEDU, PONDICHERRY – 605 006. The application should be submittedon or before 02.01.2015 (by 05.30 p.m.) either in person or by registered post. TheInstitute shall not be responsible for any postal delay.

4. Applications which are incomplete, defective or received after the due date and timeshall be rejected summarily, and no correspondence will be entertained in this regard.No responsibility will be taken by this Institute for any postal delay or non receipt/ loss in transit.

5. The Service candidates applying for PGDEE (open competition) must submittheir applications in the prescribed form (downloaded from institute website),through proper channel “Forwarding Note” as in the application form toreach the office of the Dean on or before the due date and time failingwhich the candidate shall not be permitted to sit for the examination

(PGDEE). In case delay is anticipated, they should submit an ADVANCE COPYOF THE APPLICATION with the copies of all documents. The Service Candidateswill be allowed to sit for the PGDEE Exam only on receipt of the forwardingnote from the Government / Employer.

6. The Attested copies of the following certificates should be submitted along withthe application form.

i. Birth Certificate / SSLC Mark List / Proof of date of Birth.ii. BDS Degree or Provisional Pass Certificate.

iii. Registration Certificate Under Dentist Act. from the State Dental Council.iv. Internship Completion Certificate. If internship is not completed, a certificate from

the Head of the Institution may be furnished. The registration certificate has to besubmitted after completing the internship.

v. Nationality Certificate from the competent authority (Obtained on or after 01.10.2014).vi. Caste Certificate from the competent authority for applying against the seats reserved

for MBC / OBC / SC (Obtained on or after 01.10.2014).vii. Residence Certificate from the competent authority (Obtained on or after 01.10.2014).viii.Transfer Certificate issued by the Head of Educational Institution last studied.ix. Conduct Certificate issued by the Head of Institution last studied.

Note : It is the duty of the candidate to ensure that he / she belongs to particularcommunity for which he / she has applied. If, the candidate fails to substantiatehis / her claim, his / her application will be considered under Generalcategory subject to payment of balance application fees, failing which his /her application will be treated as cancelled. No correspondence shall beentertained in this regard.

(b) Application Procedures for NRI / NRI sponsored / Foreign Students :1. Application forms along with Information Bulletin can be downloaded from the

institute website (http://mgpgi.puducherry.gov.in). Duly filledin application formtogether with the prescribed fee by a Crossed Demand Draft for `̀̀̀̀4,000/- orequivalent cost in US Dollars drawn in favour of the DEAN, MAHATMAGANDHI POSTGRADUATE INSTITUTE OF DENTAL SCIENCES,PONDICHERRY, payable at STATE BANK OF INDIA, PONDICHERRYshould be submitted. Money Orders / Postal Orders/ Cheques, etc. shall not beaccepted. No responsibility will be taken by this Institution for any postaldelay or non-receipt / loss in transit.

2. All payments shall be made by crossed Demand Draft only, drawn in favour of theDean, Mahatma Gandhi Postgraduate Institute of Dental Sciences, Pondicherrypayable at State Bank of India / Nationalised Banks at Pondicherry.

3. The following attested copies of certificates must be submitted alongwith theapplication for M.D.S. Courses.

i. Birth Certificate / SSLC Mark List / Proof of date of Birth.ii. BDS Degree or Provisional Pass Certificate recognised by the DCI / Pondicherry

Central University.iii. Registration Certificate Under Dentist Act from the State Dental Council as

applicable to foreign students.iv. Internship Completion Certificate.v. Transfer Certificate/Migration Certificate issued by the Head of the Institution

/ University last studied (Whichever is applicable).vi. Conduct Certificate issued by the Head of the Institution last studied.

vii. Foreign students should hold passport / produce valid visa obtained from theconcerned Indian Mission abroad.

viii. Certificates regarding NRI / NRI Sponsored / Foreign Students i.e. a) Proofof NRI sponsorer / NRI, b) Valid Visa, c) Undertaking by sponsorer (NRI),d) Latest pay certificate / Employment certificate of sponsorer.

4. The application in the prescribed form complete in all respects alongwith copies ofall certificates/documents should reach the office of the Dean, Mahatma GandhiPostgraduate Institute of Dental Sciences, Gorimedu, Pondicherry–605 006,on or before 02.01.2015, 05.30 p.m.) either in person or by Registered post.The Institute shall not be responsible for any postal delay.

5. Applications which are incomplete, defective or received after the due date shallsummarily be rejected and no correspondence shall be entertained in this regard.

6. It would be convenient if the candidates arrange themselves to receive anycommunication by post in India.

7. Foreign Nationals (students) shall follow the directions issued by the Govt. of Indiafrom time to time wherever applicable to them.

IV. PGDEE

1. Students seeking admission under Puducherry domiciles and NRI / NRI Sponsored /Foreign Students should take up the Postgraduate Dental Entrance Examinationconducted by the Institution at MGPGI, Pondicherry only.

2. The names of the eligible candidates to appear for the PGDEE-2015 will bedisplayed on the Institute website (http://mgpgi.puducherry.gov.in) and on theInstitute notice board. The admit card should be downloaded from theInstitute website. The candidates are instructed to affix the copy of the samephotograph in the downloaded admit card as in the application form.

Note : Those who have problem in downloading the Admit card should contact theDean / Registrar / Assistant Registrar (Academic) with a photograph attestedby a Gazetted Officer / Head of the Institution on 16.01.2015, before 3.00p.m. The issue of such Admit card shall be provisional.

3. There shall be only one paper of three hours duration consisting of 200 MultipleChoice Questions.

4. The competitive entrance examination will be conducted only in ENGLISH andconsist of objective type of questions of BDS standard. Each correct answer willcarry one mark. More than one answer indicated against a question will be deemedas incorrect response and awarded Zero Marks. There will be no negative marks.

5. The examination will be conducted from 9.00 a.m. to 12.00 noon on18.01.2015 at MGPGI campus, Puducherry and first counselling for the successfulcandidates in the PGDEE will be held on 17.04.2015 at 10.00 a.m. at the premisesof the Institution.

6. Merit List would be drawn category wise based on minimum percentagemarks according to DCI regulations as given below:

CategoryGeneral (UR) / NRI : 50 % marksOBC / SC / ST : 40 % marks

In order to be eligible for admission to any Postgraduate course at MGPGI, itshall be necessary for a candidate to obtain minimum of 50 % marks in thePGDEE for the current academic year. However, in respect of candidates belongingto Scheduled Castes, Scheduled Tribes, Other Backward Classes the minimummarks shall be 40 %. Candidates who secure less than the minimumpercentage of marks in the Entrance Examination will not be considered foradmission and their names will not be included in the Merit List.

7. (a) A merit list of candidates for Puducherry Domiciles / Residents and NRI/ NRI Sponsored / Foreign Students will be prepared separately on the basisof total marks obtained in the competitive entrance examination.

(b) Determination of inter-se merit of candidates obtaining equal marks :

In case of two or more candidates obtaining equal marks in the competitiveentrance examination, the inter-se merit of candidates will be determined as under :

(c) There is no provision for rechecking/re-evaluation of the answer sheetsand no query in this regard will be entertained.

8. The candidates are advised to see the results on the Notice Board, MGPGI/MGPGI Website.

9. All the candidates (Puducherry Domicile) will be considered for selection againstOpen General Category seat. Once the Open General Category seats have been filledup as per the merit list, the remaining seats under the reserved categories, (as the casemay be) viz., MBC / OBC / SC will be filled up. In the event of a candidate notreporting for the first round of counselling / absent the seat falling vacant shall befilled only in the subsequent round of counselling as deemed fit after obtainingapproval from the competent authority

10. It is the responsibility of the candidates to ascertain whether they possess therequisite qualification for admission. Having been called for admission / counsellingdoes not necessarily mean fulfillment of eligibility for admission.

11. The selected candidates will be required to submit all the documents in original atthe time of admission.

Note: As regards the selected candidates who fail to produce the required documentsin original at the time of admission, their admission is liable to be cancelled.No request / correspondence will be entertained in this regard.

12. Candidates are advised to take enough number of photocopies of the documentsbefore submitting the original documents to this Institution.

13. Canvassing in any form will be considered as a disqualification.

14. The candidates who are provisionally selected should bring all the certificates /documents in original at the time of admission, failing which the provisionaladmission offered shall be cancelled. In the event of a candidate not reporting forthe first round of counselling / absent the seat falling vacant shall be filled only in

the subsequent round of counselling as deemed fit after obtaining approval from thecompetent authority.

15. All admissions made are provisional and subject to the approval of the PondicherryUniversity.

16. The classes for I MDS Course shall commence from 15.05.2015. (Subject to change)

17. The Institute has excellent hostel facilities for Gents and Ladies separately. It iscompulsory for the P.G. Students to stay in the Hostel.

Selection Procedure for NRI / NRI sponsored / Foreign Students :

1. One seat for MDS Course at Mahatma Gandhi Postgraduate Institute of DentalSciences is permitted to be filled in by NRI / NRI Sponsored / Foreign Students forthe academic year 2015-2016.

2. In order to be eligible for admission to any Postgraduate course at MGPGI, itshall be necessary for a candidate to obtain minimum of 50 % marks in thePGDEE for the current academic year. Candidates who secure less than theminimum percentage of marks in the Entrance Examination will not beconsidered for admission and their names will not be included in the Merit List.

3. Admission under the above mentioned category will be made to the I year ofMDS course based on the merit list of marks scored in PGDEE under theseparate quota for NRI / NRI sponsored / Foreign students and the qualifyingexams recognised by Ministry of Health, Govt. of India / Dental Council ofIndia / Pondicherry University.

4. The candidates are advised to see the results on the Notice Board, MGPGI/MGPGI Website.

5. Candidates provisionally selected for admission from among the NRI / NRI Spon-sored/ Foreign Students should attend the counselling on 17.04.2015. No communica-tions shall be sent to the applicant who are not selected and no correspondence in thisregard shall be entertained.

6. The candidates who are provisionally selected should bring all the certificates /documents in original at the time of admission, failing which the provisional admissionoffered shall be cancelled.

7. All admissions made are provisional and subject to the approval of the PondicherryUniversity.

8. The classes for I MDS Course shall commence from 15.05.2015. (Subject to change)

9. The Institution has excellent hostel facilities for Gents and Ladies separately. All P.G.Students are required to stay in the Hostel.

If any candidate fails to join the course or discontinues the course at any time, the feesonce paid shall not be refunded in any case. Those who discontinue the course, willhave to pay a penalty of `̀̀̀̀50,000/- (subject to change) to this Institution as per theundertaking. The emoluments for the month in which he / she discontinues the courseshall be forfeited, and they should also give one month’s prior notice. In the event of failureto give one month’s notice, one month’s emoluments in lieu thereof will be recovered.

Institute Fees for NRI / NRI sponsored / Foreign Students :

1. Collection of US $ 40,000/- (payable by US Dollors only) for MDS course as one timeadmission fees and ` 1.25 lakhs (Rupees One lakh twenty five thousand only) as annualfees (including all types of fees). All payments shall be made by crossed demanddraft only. No cash transaction is entertained.

2. University Recognition fee / Examination fee / Development fee and Sports fee or anysuch other fee as prescribed by the Pondicherry Central University shall be borne by thestudent.

3. If any candidate fails to join the course or discontinues the course at any time, the feesonce paid shall not be refunded in any case and they will get their certificatesback, only after paying the fees for the remaining part of the course.

Relaxation may be considered only in absolutely essential circumstances. It shallnot be the matter of right. Hostel Fees has to be paid separately as prescribed bythe Institute from time to time.

VI. MEDICAL EXAMINATION

Candidates who are provisionally selected for admission should get themselves medicallyexamined by the Medical Board, Mahatma Gandhi Postgraduate Institute of DentalSciences, Puducherry and produce a Medical Fitness Certificate in original at the time ofadmission.

VII. CONTRACT

All Postgraduate students will be covered under the Residency Scheme on contractservice and they will be required to enter into separate contract for the first year, second yearand third year of the course as the case may be. If any candidate discontinues the courseat any time he / she will have to abide by all the terms and conditions as per the contractexecuted by him/her. In respect of service candidates the same will be governed by theexisting rules, apart from enforced rules from time to time.

VIII. EMOLUMENTS

(a) Emoluments for Puducherry Domiciles and All India Quota :

The candidates admitted to postgraduate courses through open competition will betaken as “Junior Resident” during the period of the course. The total duration of the salaryperiod of Junior Residents will be only 3 years and they will be paid as admissible underthe rules in force from time to time per month based on satisfactory performance.

a) If any student is found guilty for non compliance of rules and regulations andalso unsatisfactory performances or misbehaviour or misconduct or disobediencereported by HOD / Guide / Warden and approved by the Dean shall not receive anysalary for the said / mentioned period.

b) The postgraduate can also be suspended / other action may be taken on thegrounds mentioned above.

c) If necessary any disciplinary matter can be referred to a committee constitutedby the Dean.

A Performance report will be sought from HOD / Guide in this regard andsubject to approval from the Head of the Institution. The following emolument willbe paid if found satisfactory.

1. I MDS - `24,000 (Total)2. II MDS - `24,000 (Total)3. III MDS - `24,000 (Total)

During the period of the Junior Residency, the candidates should not be in receipt ofany Scholarship / Financial Assistance / Salary etc. from other sources.

(b) No Emoluments for NRI / NRI Sponsored / Foreign Students :

No Salary will be paid to NRI / NRI Sponsored / Foreign Students admitted to MDScourse. Penalty can be levied for non performance / unsatisfactory work.

(c) The period of Postgraduate course is strictly full time and continuous. Private practicein any form is strictly prohibited. Those who are found to be doing private practice inany form shall be debarred.

IX. DUTIES AND RESPONSIBILITIES

Duties and responsibilities of the Postgraduate students will be as fixed by MahatmaGandhi Postgraduate Institute of Dental Sciences, Pondicherry from time to time.They will be required to perform such work as may be needed in the legitimate interest ofpatient care in the hospital / laboratory work / teaching schedule.

All the postgraduate students are required to attend annual academic events likeconferences, conventions etc. every year and participate in scientific deliberations failingwhich he / she may be detained from appearing in the University Examinations.

X. HOURS OF WORK

Continuous active duty for Resident Doctors (All Postgraduate Students) will notnormally exceed 12 hours at a time subject to exigencies of work. The resident doctors willalso be required to be on call duty / emergency not exceeding 12 hours at a time.

XI. LEAVE

Junior Residents / Postgraduate students can avail only 30 days of leave in an academicyear. The leave that is not availed during a year cannot be carried forward to the subsequentyear. The leave cannot be considered as a matter of right.

XII. DATE OF JOINING

Selected candidates must join the course after medical examination before thestipulated date given in the letter of selection. The selected candidates should pay therequisite fees as stipulated in the selection order. The admission of candidates who fail topay the requisite fees by the stipulated date in the letter of selection or fail to join the courseon the stipulated date, will be treated as cancelled. The vacant seats shall then be offered tothe candidate in the waiting list in the order of merit. Uner any circumstances, extensionof joining time will not be allowed.

Admission to the course will be provisional, subject to the recognition of the qualifyingexamination of the individual candidates by the Pondicherry Central University.

XIII. REGISTRATION WITH THE PONDICHERRY CENTRALUNIVERSITY

Candidates who have been provisionally admitted to the postgraduate courses in thisInstitute, should register themselves with the Pondicherry Central University in the prescribedform along with BDS degree certificate in original or provisional BDS pass certificate etc.and the Registration Fee as required by the Pondicherry Central University.

Candidates who have been provisionally admitted and who have qualified for the BDSdegree from any University other than the Pondicherry Central University should apply forrecognition of qualifying examination in the prescribed form, together with a coursecertificate in original from the Principal of the Institute from where he / she has passedBDS showing the duration of the course along with the required fee as prescribed by theUniversity.

XIV. WARNING

In case any candidate is found to have supplied false information or certificate etc., oris found to have withheld or concealed information in his / her application form, he / sheshall be debarred from admission and if already admitted, the admission will be cancelledwithout prejudice to other disciplinary action.

XV. DISCIPLINEi. The Institute aims at maintaining the highest standard of discipline / professionalism

amongst the students. The students should abide by any general or special rulesprescribed by the Institute in regard to discipline and conduct from time to time.

ii. All students shall attend Seminars / Discussions / Clinics / Labs etc. regularly andobtain minimum attendance as prescribed by the Pondicherry Central University

iii. Students shall not associate themselves with any political party or organization within oroutside the Institute premises.

iv. Use of alcohol and intoxicating drugs inside the Institute are strictly prohibited.

v. Students shall desist from agitations and demonstrations.

vi. Every student shall carry an Identity Card issued by the Institute Authorities.

vii. Any act of disobedience or misconduct will be dealt seriously.

PROGRESS IN STUDIES :

A Postgraduate student / Resident is expected to keep steady progress in his / herstudies. If a student is found to be indifferent in studies or his / her attendance is poor,

he / she may face termination / rustication from the Institute or may be detained fromappearing in the University examination.

A Postgraduate student may have to buy the Instruments / materials etc., ifrequired for the PG Programme as proposed by Guide in consultation with the Headof the Department and the Head of the Institution.

The PG students should complete the requirements before appearing for the Universityexamination and should get satisfactory report from the HOD concerned and Head of theInstitution.

RAGGING IS STRICTLY PROHIBITED :

Ragging is strictly prohibited. If any student indulges in any form of ragging,he / she will be immediately suspended from the Institute and also other legalactions shall be initiated as per the directions issued by the Hon’ble Supreme Courtof India / Government from time to time if necessary.
