Brockton Purchases Streetlights from National GridMayor Linda M. Balzotti todayannounced that the City of Brocktonrecently finalized the purchase of street-lights from National Grid, yielding theCity a total of $649,656 in first-year savingsalone.As part of the deal, Brockton pur-chased 7,734 streetlights from NationalGrid. In the past, residents wanting toreport a broken street light would have tocontact National Grid. Residents now caneasily contact the Highway Departmentat (508) 580-7810 between the hours of8:30 a.m. and 4:30 p.m. Monday throughFriday to report streetlight outages. Crescent Credit Union & Brockton Postal MergeCrescent Credit Union and BrocktonPostal Employees Credit Union haveagreed to merge. Both are member-owned credit unions in Brockton andexpect to complete the union by the endof March, subject to regulatory andmember approvals. Both credit unionsare state-chartered and will operateunder the Crescent Credit Union name,charter and bylaws once the merger isfinalized. Officials of both credit unionscited improved economies of scale andmore efficient operations as reasons forthe merger. Crescent is a state charteredcredit union, established in 1919. The SEED Corporationhas loan funds availablefor small businesses inthe City of Brockton,and is seeking loan applications. “Wewould like to reach out to businessesin Brockton which need loans up to$200,000 for working capital, equip-ment or real estate,” stated MariaGooch-Smith

Due to the economic recession andits impact on small businesses, lastyear SEED was able to secure anothermillion dollars in grant funds forloans. Altogether, SEED has over $5million in capital for loans up to$200,000, which can be used for work-ing capital, inventory, machinery andequipment, furniture and fixtures andrefinancing business credit card debtwith high interest rates. SEED alsohas access to another $5 million fromthe U.S. Small BusinessAdministration (SBA) for micro loansup to $50,000.

In the past, SEED has partneredwith the Brockton 21st CenturyCorporation, the Metro SouthChamber of Commerce, and the OldColony Planning Council to establisha Revolving Loan Fund for Brocktonbusinesses.

Micro loans up to $50,000 are avail-able for existing and start-up smallbusinesses including home basedbusinesses. Loan funds can be usedfor: working capital, inventory,machinery and equipment, furnitureand fixtures and refinancing businesscredit card debt with high interestrates. The term on the loans is up tosix years and the current rate is 6 per-

cent fixed. SEED can also lend

up to $200,000 forworking capital, equip-

ment, furniture and fixtures, andreal estate. The term on the loans isup to 10 years with longer repay-ment periods, if necessary. Interestrates range from 5 percent to 6 per-cent fixed depending on whetherthere is bank participation.

Under the SBA 504 Program, SEEDcan provide up to 40 percent of thefinancing needed in participationwith a bank for the purchase of build-ings and equipment. SEED’s portioncan range from $120,000 to $5 millionfor most small businesses, and $5.5million for manufacturing businesses,at a fixed interest rate below marketfor 20 years, currently 4.2 percent.

SEED is a non-profit economicdevelopment corporation certified bySBA in 1982 to assist small businessesin the region. Under various loan pro-grams, SEED makes loans from $1,000to $5.5 million to assist small business-es to grow and create jobs. Trade & Export Grants Available

The MassachusettsOffice of InternationalTrade and Investment(“MOITI”), in collaboration with theMassachusetts Small BusinessDevelopment Center Network(“MSBDC”) and the MassachusettsExport Center, has unrolled theMassachusetts State Trade and ExportPromotion Grant Program (“STEPProgram”). MOITI, through a grant fromthe United States Small BusinessAdministration (“SBA”), will providegrants to eligible Massachusetts smallbusinesses for the purpose of increasingexport sales of their goods and services.

Grants under the STEP Programwill be capped at $10,000 per business toreimburse for costs associated with proj-ects, activities or services undertakenduring the period September 30, 2012 toSeptember 30, 2013. Each grant recipi-ent will be required to provide a matchto cover at least 25% of the totalapproved cost for any project, activityor service (the “Match”).

The STEP Program is intended tohelp offset international business devel-opment and related marketing costs forsmall businesses. Grant proceeds maybe used for specific international busi-ness development and marketing costs,including foreign trade show and con-ference participation, MOITI and/or U.S.Department of Commerce (“DOC”)sponsored trade missions, use of the U.S.

Department of Commerce’sGold Key service and otherDOC services, foreign busi-

ness-to-business matchmaking services,translation and product localization-related services, including compliancewith foreign regulatory requirements,and targeted advertising in overseasindustry trade publications.

In awarding grants, MOITI andMEC will likelihood that theproject/initiative will lead to new orincreased export sales of goods andservices, likelihood that the project/ini-tiative will lead to job creation inMassachusetts, and, the applicant’sdemonstrated commitment to increas-ing export sales of its good or services.
