4.0 ENVIRONMENTAL IMPACT ANALYSIS F. HAZARDS AND HAZARDOUS MATERIALS
1. INTRODUCTION
This section analyzes the potential impacts associated with hazards and hazardous materials that couldresult from implementation of the Project. The analysis considers potential impacts associated with thehistorical use of hazardousmaterials on the Project Site and the transport, use, or disposal of hazardousmaterials that couldoccurduringconstructionandoperationof theProject. Theanalysis included in thissectionisbasedonthePhaseIEnvironmentalSiteAssessment(PhaseIAssessment)andHazardousBuildingMaterialSurveyprepared for theProject,whichcollectively identify thepotentialenvironmental concerns(PECs)andrecognizedenvironmentalconditions(RECs),asdefinedinestablishedprofessionalstandards,onthe Project Site. The Phase I Assessment andHazardous BuildingMaterial Survey containmore detailedinformationthanissummarizedbelowandareprovidedinAppendixEofthisDraftEIR.
Oneotherhazards‐related topic, groundwater, is addressed indetail in Section4.G.,Hydrology andWaterQuality,ofthisDraftEIR.
2. ENVIRONMENTAL SETTING
a. Historical Site Uses
TheHarbor‐UCLAMedicalCenter,originallynamed theLosAngelesCountyHarborGeneralHospital from1951to1978,wasfoundedin1943astheU.S.Army’sPortofEmbarkationStationHospital,areceivingpointand hospital for servicemen returning from the Pacific during World War II. Facilities included anadministrationbuilding, a collection ofArmybarracks and cottages, and a hospital that providedmedicalservicesforservicemenandtheirfamilieslivinginthearea.By1946,thefacilitywassoldaswarsurplusbythefederalgovernmenttotheCountyforthedevelopmentofLosAngelesCountyHarborGeneralHospital(HarborGeneralHospital), toprovideCounty‐basedmedical careandhospital services to the increasinglypopuloussouthwesternpartoftheCounty.
Theexistinghospitalbuilding(ExistingHospitalTower),locatedintheeasternportionoftheCampus,wasdevelopedonpreviouslyvacantlandandcompletedin1962.TheHospitalreplacedanumberoftheoriginalArmyfacility’swoodenbarracksandcottages.Nearlyone‐thirdoftheoriginalbarracksremaininusetodayas clinics, offices, shops, storage, laboratories and related facilities, augmented by temporary modularbuildingsandtrailers.
The firstmajor expansion of the 1962Hospital building, the Surgery and Emergency RoomReplacementProject,wascompleted in2013.TheProject increasedthesizeof theexistingemergencyroomandaddedsurgerysuites,adultandpediatrictriage,anewentrancelobby,andawaitingarea,aswellasanewhelistopand544‐spaceparkingstructure.

b. Existing Conditions
Theexisting72‐acreHarbor‐UCLACampusiscurrentlydevelopedwithapproximately1,279,284squarefeetofdevelopedfloorarea.Thecentralcampusfacilitieswereconstructedpriorto1960, includingthewood‐framebarracksandtemporarybuildings.TheProjectSitestillcloselyfollowstheoriginaleast‐west‐orientedstreetgridestablished in the1940s.TheHospital, related treatment facilities,and themajorityofCampussupport facilities (i.e., facilities management and utilities) occupy the eastern third of the Harbor‐UCLACampus,while outpatient services, includingMFI and the related Imaging Center, CII, and other facilities,occupy thewestern end of the Campus. Patient diagnostic facilities, administration offices, and facilitiesmanagementfunctionsarescatteredthroughouttheCampus.
Tenantson theHarbor‐UCLACampus includeLABioMed, theHarbor‐UCLAProfessionalBuilding, and theChildren’s Institute, Inc. (CII). LABioMedoccupies anumber of olderbuildings throughout the 16.5‐acrearea encompassing the central portion of the Harbor‐UCLA Campus and is consolidating its operationswithinasmaller11.4‐acreleasehold(LABioMedCampus)inthesouth‐centralportionoftheCampus.TheHarbor‐UCLA Professional Building houses nine clinical departments that provide a range of clinicalspecialties, a laboratory, radiology, nuclearmedicine and a pharmacy. CII occupies a 23,435‐square‐footfacilityknownastheBurtonE.GreenCampusinthenorthwesterncorneroftheCampus.
Harbor‐UCLAMedicalCampus issurroundedbyurbanuses.Commercialuses(mostlyneighborhoodretailbusinesses), medical/dental services, the Harbor‐UCLA Medical Center Employee Children’s Center, amultifamily residential apartment complex, and single‐family residentialneighborhoodsate located to thenorth, across Carson Street. Neighborhood retail uses, medical services, condominium complexes, twomobilehomeparks,andwholesaleandlightindustrialusesarelocatedeastoftheProjectSite.Single‐familyandmulti‐familyresidentialneighborhoods,theabandonedUnionPacificRailroadright‐of‐way,andanoff‐sitesurfaceparkinglotservingLABioMedaretothesouthandwestoftheProjectSite.
(1) Hazardous Materials Database Site Listings
AspartofthePhaseIAssessment,environmentalagencydatabasesthatlogknownhazardoussiteconditionswerereviewedtoascertainwhethertheProjectSiteoranyadjacentpropertieswerelistedonFederal,State,or localdatabases. Thesedatabases listpropertiesby locationandprovidehistoric informationregardingpast use andpresenceof hazardous conditions. Identificationof thedatabases searched and the findingsregardingtheProjectSiteandadjacentsitesfollows.
(a) Project Site
TheHarbor‐UCLAMedicalCenterwaslistedintheFederalResourceConservationandRecoveryAct(RCRA)Large‐Quantity Generator (LQG) list in 2008 for several chemicals including metals, nitroglycerine,formaldehyde, ignitablehazardouswastes,acids,andnon‐halogenatedsolvents. Therewerenoviolationsforthislisting.Harbor‐UCLADiagnosticImagingat21828SouthNormandieAvenue,whichisontheHarbor‐UCLA Campus, was listed as a small quantity generator (SQG) by RCRA in 1996. The listing showed noviolations.
The State Water Resources Control Board GeoTracker lists several Leaking Underground Storage Tanks(LUSTs)ontheHarbor‐UCLACampus.RegulatoryactivitiesrelatedtotheseLUSTs,includingtankremovals,

UST sampling reports, soil andwater investigationwork plans, and site assessment reports, date back to1994andcontinueduntil2000.
Specifically,theGeoTrackerdatabaseidentifiesasiteontheeasternsideoftheHarbor‐UCLACampus,nearthecentralplant(akapowerplant)withacleanupstatusof“Open–SiteAssessment”asofMarch17,2015.Additionalreportsandinvestigationscitedinthedatabasebetween1994and2000identifyadditionalsoilcontamination associated with diesel USTs near the then‐proposed Emergency Room expansion loadingdock; at a fuel stationnearBuildingT‐1;near thediesel andamber fuelUSTsassociatedwith the centralplant;nearfiveUSTslocatedneartheHospital’shazardouswastestorageareathatwereremovedin1994;andinseveralotheron‐sitelocations.Soildetectionlevelsrangedfromnon‐detecttolowtomoderate,andwhilesiteclosures,soilexcavations,andsoilvaporremediationwererecommendedforsomeofthesesitesin the regulatory documentation cited by the GeoTtracker database, it is not known whether allrecommendedactionsweretakenandthereforetheclosurestatusof thesesites isuncertain,asdiscussedfurtherbelow.
TheEmergencyResponseNotificationSystem(ERNS)Listcitestwolistingsforanapproximately30‐gallongasolinestoragetankleakin1994. Basedonthedateandactivity, it isassumedthesewererelatedtotheremovaloffiveUSTsin1994.1
TheHarbor‐UCLAMedicalCenterwaslistedinthefollowingnon‐ASTMdatabases:HistoricalUST,CaliforniaHazardous Material Incident Report System (CHMIRS), Hazardous Waste Information System (HAZNET)FacilityandManifestData,CaliforniaFacilityInformationDatabase(FID)UST,andStatewideEnvironmentalEvaluationandPlanningSystem(SWEEPS)UST.Basedonthelistingsinmultipleenvironmentaldatabases,primarily forUSTs andhazardouswaste, thePhase IAssessment concluded that theLUSTs cited in thesedatabases, and the uncertain status of related cleanup and closure, constitute recognized environmentalconditionsontheHarbor‐UCLACampus.
The HAZNET database lists that Harbor‐UCLA had over 1,000 listings from 1993 to 2013 of variouschemicalsbeingremovedfromthesiteunderhazardouswastemanifests.HAZNETdoesnottrackviolationsand the presence of a facility on the database does not necessarily indicate that a concern exists at theProjectSiteatthistime.Accordingly,thePhaseIAssessmentdeterminedtheHAZNETlistingisnot,initself,consideredtorepresentanenvironmentalconcern.
AccordingtoinformationcontainedontheSouthCoastAirQualityManagementDistrict(SCAQMD)FacilityINformationDetail(FIND)Database,2Harbor‐UCLA’saddressislistedasLACoHarbor‐UCLAMedicalCenterwithanactivestatus.Equipmentwithanactivepermitstatusincludetwoemergencygenerators,threelownitrogenoxideburners,andthreeboilers,allofwhichhadanissueddatein2013.ThesiteaddressisalsolistedasLACoDeptHealthSrv,UCLAHarborMedHo.,withactivepermitsfortwo“EthyleneOxide(ETO)Sterilization Hospital” issued in 2000, four emergency generators issued in 1999, and a “Control ETOSterilizationHospital” issued in2000. Noviolationsregardinguseof thisequipmenthavebeenrecorded.

(b) Adjacent Properties
TheStateLeakingUndergroundStorageTank(LUST)databaselistsfouroutof10facilitiesadjacenttotheHarbor‐UCLAMedicalCenterCampusaspotentialenvironmentalconcernsduetothepresenceofgasolineinunderlyingsoiland/orgroundwater:
Unocal #4944 at 1259West Carson Street, located adjacent to the northwest, is reported to havegroundwaterflowtowardsthesite.
Tony’s Unocal at 1259West Carson Street, located adjacent to the northwest, is reported to havegroundwaterflowawayfromthesite.
Mobil#11‐MAFat21700SouthVermontAvenue,locatedadjacenttotheeast,isreportedtohavesoilandgroundwaterdatathatshowslowtonon‐detectconcentrationsoftotalpetroleumhydrocarbons(TPHs)andvolatileorganiccompounds(VOCs).
Shellat911WestCarsonStreet,locatedadjacenttothenortheast,isreportedtohavegroundwaterflowingtangentialtothesite.
BasedonthevaryinggroundwaterflowdirectionsandproximityofseveralLUSTcasestothesite,thereisapossibility that groundwater beneath the site is impacted with petroleum hydrocarbons from off‐sitefacilities. GroundwaterdepthsbeneaththeHarbor‐UCLACampusarebetween48and60feetbelowgradesurface(bgs),withahistorichighgroundwaterdepthof30 feetbgs;shallowerperchedgroundwatermayperiodicallybeencounteredinthearea.Theremainingsixsitesarereportedasnotbeinganenvironmentalconcerntothesite.Foraddressesandlistingsofthesites,refertoSection6.14,StateLeakingUndergroundStorage Tank (LUST) Lists: Distance Searched –¼mile, of the Phase 1 HazardousMaterials AssessmentReport,providedinAppendixE.
SeveralpropertiesintheProjectvicinitywerelistedontheRCRAdatabase.ExxonMobilOilCorp.at21700SouthVermontAvenue,totheeastanddown‐gradientofthesite,waslistedasaLQGin2002andaSQGin2009.NorgeVillageCleaners,locatedat1161WestCarsonStreet,adjacenttothenorthwestanduptocross‐gradientofthesite,andShellServiceStation, locatedat911WestCarsonStreet,adjacenttothenorthandcross‐gradientofthesite,werelistedasSQGsin1993and2002.Violationswerenotfoundforanyofthesethree facilities. Based on the absence of reported violations, the Phase I Assessment determined thatpresenceofthepropertyontheRCRAdatabasewasnotconsideredtorepresentaconcerntotheProjectSite.
Several adjacent propertieswere also listed on the UST Registration List. Tosco/Unocal #30769 at 1259West Carson Street, located adjacent to the northwest and cross‐gradient of the site (e.g., at the sameelevation),MobilOilCorpS/S#18‐MAGat21700SouthVermontAvenuelocatedadjacenttothenortheastanddowngradientofthesite,andTorranceHarborShellat911WestCarsonStreetlocatedadjacenttothenortheastofthesitearealllistedontheUSTdatabase.Theselistingsalonearenotindicativeofareleaseandwouldnotbeconsideredarecognizedenvironmentalconcerntothesite.

(2) Potentially Hazardous Materials on the Project Site
SmallquantitiesofhazardoussubstancesarecurrentlyusedontheportionoftheProjectSiteoccupiedbytheHarbor‐UCLAMedicalCenter.Thesesubstancesincludecommonhospitalmaterials(e.g.rubbingalcohol,carbondioxidecylinders,needles),centralplantsecondarycontainmentnecessities(e.g.anti‐foam,bleach,pressure oil), and other cleaning agents (e.g. bleach, clout drums, phosphoric acid drums). Significantevidenceofreleasesorspillswasnotobservedatthesiteandisthereforenotconsideredanenvironmentalconcern. See Table 4.F‐1, HazardousMaterials Stored at the Harbor‐UCLA Campus, for a detailed list ofhazardousmaterialsandtheirlocations.

Small quantities of hazardouswastewere observed in designatedbuildings on the site. Six storage shedswithsecondarycontainmentwerelabeledforflammable,corrosive,oxidizing,andpoisonousmaterials.Fiveoftheshedscontainedfireclosetswithsmallquantitiesofacid,ammoniumsulfate,methanol,etc.Thelastshedcontainedusedfluorescentlightbulbs.Severalgasolinecanistersand,emptydrums,anemptynitrogentank,andanelectricaltransformerwereseenonthesite.Stainingorsignsofreleasewerenotobservedinoradjacenttothehazardouswastestorageareaandisthereforenotconsideredanenvironmentalconcern.

(a) Underground Storage Tanks (USTs)
FourUSTsarepresentinthecentralplantareaoftheCampus;twosupplyboilersandholdamberfuelandtwosupportemergencybackupgeneratorsandholddiesel fuel. A fifthUSTidentifiedasan interceptor islocatedbeneaththehelistopandisusedasanemergencyspillcollectionsystemforpotentialhelicopterfuelrelease. Thepresenceof theseUSTsat thecentralplantrepresentsapotentialenvironmentalconcernforthesite.DetailsabouttheseUSTscanbefoundinTable4.F‐2,USTsontheHarbor‐UCLACampus.
(b) Aboveground Storage Tanks (ASTs)
ASTswereobservedinthecentralplantareaandadjacenttoLABioMedbuildings.Atotalof12ASTswereobserved in the central plant’s boiler chemical storage area, cooling tower chemical storage area, coolingtower storage shed, adjacent to the cooling tower storage shed, the eastern edge, and outside the powerstation. The contents varied from sulfuric acid to liquid oxygen. The ASTs adjacent to the LA BioMedbuildingscontaineddieselfuel.DetailedASTinformationcanbefoundinTable4.F‐3,ASTsontheHarbor‐UCLACampus.Noindicationsofspills,leaks,orstainingwereobserved.
(c) Polychlorinated Biphenyls (PCBs)
PCBsarehazardousmaterialsthatwereformerlyusedinsuchapplicationsashydraulicfluids,plasticizers,adhesives, fireretardants,etc. Severalon‐site facilitiesareconsideredpotentialcontenders forcontainingPCBs. Pole‐mounted transformerswere observed alongMedical FoundationDrive,Medical CenterDrive,SouthDrive,andbetweenseveralbuildingsatthesite.Pad‐mountedtransformerswerealsoobservedatthepower station and adjacent to LA BioMed buildings. Staining or signs of release was not observed.

Lightballasts,usedasbuildingmaterialforthesite,manufactureduntilthelate1970scommonlycontainedPCBs.Becausethebuildingwasconstructedbeforethe1970s,itisassumedthattherewillbePCBspresentin the light ballasts on the site. No leaks or damage was observed in association with the electricalequipment.TheLADWPwouldberesponsiblefortheclean‐upofanyPCBsonthesite.
(d) Asbestos‐Containing Materials (ACMs)
Asbestos is anaturally‐occurringmineralmadeupofmicroscopic fibers thathasbeenwidelyused in thebuildingindustryforavarietyofuses.Suchusesincludeacousticandthermalinsulationandfireproofing.Itis often found in ceiling and floor tiles, linoleum, and pipes, as well as on structural beams and asphalt.However,asbestoscanbecomeahazardwhenthefibersseparateandbecomeairborne.Asbestoshasbeenlinkedwithlungdiseasescausedbyinhalationofairborneasbestosfibers,anditsuseinbuildingwasbannedby1978.
Based on the age of the building construction (prior to 1980), it is possible that ACM is present in thestructures.ACMsobservedattheHarbor‐UCLAMedicalCenterincludesdrywall,jointcompound,vinylfloortile,mastic, insulation, cloth tape, coating, caulking, acoustic ceiling tile, gray carpet,buttonboard, transitepipe,linoleum,ducttape,venttape,whitecovebase,glue,asphaltshingles,thermalsysteminsulation,silverpaint, and sealant. (Detailed results froman asbestos survey areprovided inTable 1 of theHarbor‐UCLAHazardousBuildingMaterialSurveyinAppendixE.)Priortorenovationordemolitionactivitieswhichwoulddisturb identifiedACMs, a licensed abatement removal contractor shall be contacted to remove theACMsandperformstabilizationactivitiesasrequired.
(e) Lead‐Based Paint (LBP)
Leadisanaturallyoccurringelementandheavymetalthatwaswidelyusedasamajoringredient inmostinterior and exterior oil‐based paints prior to 1950. Lead compounds continued to be used as corrosioninhibitors,pigments,anddryingagentsfromtheearly1950sto1972,whentheConsumerProductsSafetyCommissionspecifiedlimitsonleadcontentinsuchproducts.Lead‐basedpaint(LBP)isofconcernbothasasourceofexposureandasamajorcontributortoleadininteriordustandexteriorsoil.Basedonthedateofbuildingconstruction,itispossiblethatLBPhasbeenusedonthepropertyinthepast.Forthepurposesofidentifying LBP on the site and for the Lead‐Containing Surfaces (LCS) Survey, any lead‐based surface isconsidered a LCS. (Detailed results from the LCS survey are provided in Table 2 of the Harbor‐UCLAHazardous Building Material Survey in Appendix E.) Identified LCSs shall not be disturbed. Prior torenovation or demolition activities which would disturb identified LCSs, a licensed abatement removalcontractorshouldbecontactedtoremovetheLCSsandperformstabilizationactivitiesasrequired.
(f) Mold
ReviewofsitedocumentationrevealednodocumentedcasesofmoldorwaterintrusioneventsoccurringattheProjectSite,andnomoldwasobservedduringsitereconnaissance.
(3) Other Potential Hazardous Materials on the Project Site
ThePhaseIAssessmentalsoanalyzedpotentialhazardsrelatedtoradonandleadindrinkingwater.Radonis a naturally‐occurring, colorless, odorless gas that is a by‐product of the decay of radioactivematerialspotentially present in bedrock and soil. Based on a review of statistical and testing data in Los Angeles

County,radonisnotconsideredtorepresentanenvironmentalconcernattheProjectSiteandnoadditionalinvestigationwasrecommended. Potablewatersupplied to theProjectSitemeetsorexceedsalldrinkingwater standards, including those for lead, in accordancewith applicabledrinkingwaterquality standards(refer to Section 4.M.1,Water Supply, of this Draft EIR for further discussion). As such, lead in drinkingwatertestingwasnotconducted.
AccordingtotheCityofLosAngelesDepartmentofBuildingandSafety,theProject isnot locatedwithinamethanehazardsiteorbufferzone.3Furthermore,accordingtotheCaliforniaDepartmentofConservation,DivisionofOil,GasandGeothermalResources(DOGGR)records,nooilwellsarelocatedontheProjectSite.4
c. Regulatory Setting
(1) Federal
(a) Hazardous Materials Management
Theuse,storage,anddisposalofhazardousmaterialsaresubjecttoFederal,State,andlocalregulationsasfurtherdiscussedbelow.
The Federal Resource Conservation and Recovery Act (RCRA) (42 U.S.C. secs. 6901‐6992k) regulates thegeneration, transportation, treatment, storage,anddisposalofhazardouswaste. UnderRCRAregulations,generatorsofhazardouswastemust registerandobtainahazardouswasteactivity identificationnumber.RCRAallowsindividualstatestodeveloptheirownprogramfortheregulationofhazardouswasteaslongasit is at least as stringent asRCRA. The State of California has developed the CaliforniaHazardousWasteControlLaw(HWCL)(HealthandSafetyCodesec.25100etseq.and22CaliforniaCodeofRegulations[CCR]sec. 66260.1 et seq.) and the U.S. Environmental Protection Agency (USEPA) has authorized RCRAenforcementtotheStateofCalifornia.PrimaryauthorityforthestatewideadministrationandenforcementofHWCLrestswithCaliforniaEPA’s(Cal‐EPA)DepartmentofToxicSubstancesControl(DTSC).
TheFederalOccupationalSafetyandHealthActof1970,whichisimplementedbytheFederalOccupationalSafetyandHealthAdministration(OSHA),containsprovisionswithrespecttohazardousmaterialshandling.FederalOSHArequirements,assetforthin29CodeofFederalRegulations(CFR)Section1910,et.seq.,aredesignedtopromoteworkersafety,workertraining,andaworker’sright–to‐know.TheU.S.DepartmentofLaborhasdelegatedtheauthoritytoadministerOSHAregulationstotheStateofCalifornia. TheCaliforniaOSHAprogram(Cal‐OSHA)(codifiedintheCCR,Title8,or8CCRgenerallyandintheLaborCodesecs.6300‐6719)isadministeredandenforcedbytheDivisionofOccupationalSafetyandHealth(DOSH).Cal‐OSHAisvery similar to the Federal OSHA program. Among other provisions, Cal‐OSHA requires employers toimplementacomprehensivewritten Injuryand IllnessPreventionProgram(IIPP) forpotentialworkplacehazards,includingthoseassociatedwithhazardousmaterials.

The Safe Drinking Water and Toxic Enforcement Act (22 CCR sec. 12000 et seq.), Proposition 65, listschemicalsandsubstancesbelievedtohavethepotentialtocausecancerordeleteriousreproductiveeffectsinhumans,restrictsthedischargesoflistedchemicalsintoknowndrinkingwatersourcesatlevelsabovetheregulatorylevelsofconcern,requirespublicnotificationofanyunauthorizeddischargeofhazardouswaste,andrequiresthataclearandunderstandablewarningbegivenpriortoaknownandintentionalexposuretoalistedsubstance.
At the local level, the County of Los Angeles Fire Department Health Hazardous Materials Divisionadministrateshazardouswasteinspectionsforgeneratorsandmonitorstheiractivities,includinghandling,storage, transportation, and disposal. Specifically, business and facilities that handles hazardous wasteand/ormaterialsatanyonetimeduringayearequalto,orgreaterthanatotalvolumeof55gallons,atotalweightof500pounds,or200cubic feetofacompressedgaswillbeconstitutedasahazardousmaterialshandler andmust report hazardouswaste information to the California Environmental Reporting System(CERS).5 The Health Hazardous Materials Division’s Hazardous Waste Program provides a detailedGenerator Requirements Summary Chart to give inspectors a list of requirements as they apply to LargeQuantity Generators (LQGs), Small Quantity Generators (SQGs), and more.6 Different documentationrequiredincludemanifests,biennialreports,personneltrainingplans,andcontingencyplans.
(b) Polychlorinated Biphenyls
PCBsare regulatedby theEPAunder theToxicSubstancesControlAct (TSCA).These regulationsban themanufactureofPCBsalthoughthecontinueduseofexistingPCB‐containingequipmentisallowed.TSCAalsocontainsprovisionscontrollingthecontinueduseanddisposalofexistingPCB‐containingequipment. ThedisposalofPCBwastesisalsoregulatedbyTSCA(40CFR761),whichcontainslifecycleprovisionssimilartothoseinRCRA.InadditiontoTSCA,provisionsrelatingtoPCBsarecontainedintheHWCL,whichlistsPCBsashazardouswaste.
(c) Airport Safety Provisions
The Federal Aviation Administration (FAA) has established an advisory circular with regard to safetyconcernsassociatedwiththeconstructionofhigh‐risebuildingssincesuchbuildingsmaypresentahazardtoaircraftoperations.7 FederalAviationRegulationsTitle14Part77,ObjectsAffectingNavigableAirspace,establishesminimumstandardstoensureairsafetybyregulatingtheconstructionoralterationofbuildingsorstructuresthatmayaffectairportoperations.8
TheFAA requires that Form7460‐1,Notice of ProposedConstructionorAlterationbe filedwith theFAAregional office prior to construction of buildings that are 200 feet or greater in height from the gradedterrain. Any structure that exceeds an overall height of 200 feet above ground level should generally be

marked and/or lighted.9 However, this determination is made by FAA and depends on terrain features,weatherpatterns,geographiclocation,numberofstructures,andoveralllayoutofdesign.10
(2) State
(a) Underground Storage Tanks (USTs)
Underground Storage Tanks are regulated under Subtitle I of RCRA and its regulations which establishconstruction standards for new UST installations (those installed after December 22, 1988), as well asstandards for upgrading existingUSTs and associatedpiping. Since 1998, all non‐conforming tankswererequiredtobeeitherupgradedorclosed.
The State regulatesUSTspursuant toHealth and Safety Code,Division 20, Chapter 6.7, andCCRTitle 23,Division 3, Chapter 16 and Chapter 18. The State’s UST program regulations include among others,permittingUSTs,installationofleakdetectionsystemsand/ormonitoringofUSTsforleakage,USTclosurerequirements, release reporting/corrective action, and enforcement. Oversight of the statewide USTprogramisassignedtotheStateWaterResourcesControlBoard(SWRCB)whichhasdelegatedauthoritytotheRegionalWaterQualityControlBoard(RWQCB)andtypicallyonthelocallevel,tothefiredepartment.TheLAFDadministersandenforcesFederalandStatelawsandlocalordinancesforUSTsattheProjectSite.Plans for theconstruction/installation,modification,upgrade,andremovalofUSTsare reviewedbyLAFDinspectors.Ifareleaseisdocumentedthataffectsgroundwater,theprojectfileistransferredtotheRWQCBforoversight.
(b) Oil and Gas Fields
TheCaliforniaDivisionofOil,GasandGeothermalResources(DOGGR)istheStateagencyresponsiblefortheoversight of drilling, operation,maintenance,plugging andabandonmentof gas, oil andgeothermalwells.DOGGR established a regulatory program for the management of these resources, emphasizing theirresponsible development through sound engineering practices that protect the environment, preventpollution and ensure public safety. DOGGR recommends that construction of buildings over or in theproximityofplugged andabandonedoilwells shouldbeavoided, and if not feasible, thenpluggingor re‐pluggingwellsshouldbeperformedtocurrentDOGGRstandards.TheProjectSitedoesnotcontainactiveorabandonedgas,oilorgeothermalwells.
(c) Asbestos‐Containing Materials
InCalifornia,anyfacilityknowntocontainasbestosisrequiredtohaveawrittenasbestosmanagementplan(also known as an Operations and Maintenance Program [O&M Program]). Removal of ACMs must beconductedinaccordancewiththerequirementsofSouthCoastAirQualityManagementDistrict(SCAQMD)Rule1403. Rule1403 regulations require that the following actionsbe taken: (1) a surveyof the facilityprior to issuance of a permit by SCAQMD; (2) notification of SCAQMD prior to construction activity; (3)asbestos removal in accordancewith prescribed procedures; (4) placement of collected asbestos in leak‐tightcontainersorwrapping;and(5)properdisposal.

Cal‐OSHAhasestablishedlimitsofexposuretoleadcontainedindustsandfumes.Specifically,CCRTitle8,Section1532.1establishes the rules andprocedures for conductingdemolitionand constructionactivitiesand establishes exposure limits, exposuremonitoring, and respiratory protection forworkers exposed tolead.
(3) Local
(a) Methane Gas
TheCountyofLosAngelesMethaneGasMitigationStandards,Title26,Ordinance110.3andOrdinance110.4establishesrequirementsforbuildingsandenclosedstructureslocatedinareasclassifiedasbeingeitherinamethanezoneormethanebuffer zone.TheLandfillGasProtectionSystemensures the safetyofbuildingsandtheiroccupantsfromgasgeneration/migrationthatexistsonasite.Requirementsfornewconstructionwithinsuchzonesincludeagascontrolsystem,gasmonitoringsystem,gasmonitoringprogram,contingencyplan,andacovenantandagreement.TheCountyhaspreparedaMethanePackagethatdetailsthecodesandlawsthatpertaintomethanegas fortheCountyofLosAngeles.11TheCountyalsoprovidesmapsofmajorwastesystemsandoil/gaswelllocationswithintheCountyofLosAngeles.PursuanttotheCountymapping,theProjectSiteisnotlocatedinamethanezoneormethanebufferzone.
3. ENVIRONMENTAL IMPACTS
a. Methodology
Theevaluationofhazardousconditionsandmaterialsassociatedwithconstructionand/oroperationoftheProjectisbasedontheProject’sPhaseIHazardousMaterialsAssessment,containedinAppendixE,preparedbyNinyo&Moore inApril 2015. ThePhase IAssessment identified the potential presenceof hazardousmaterialsoccurringontheProjectSite.ThePhaseIAssessmentmethodologyincludedasitesurvey,visualobservation, interviews regarding currentpropertyusageand conditions, reviewofhistorical information(historic records sources, historic aerial photographs and topographic maps, historic city directories,propertytax files,LosAngelesCountyDepartmentofPublicWorks(BuildingandSafetyDivision)records,andSanbornFireInsuranceRateMaps)andreviewofregulatoryagencydatabasesandfilespertainingtotheProject Site. The findings of the various reports and data base searches were reviewed to identify thepotentialhazardousimpactsforconstructionand/oroperationoftheProject.
Impacts regarding potential impacts associatedwith oil fields andmethanewere evaluated by review ofStateregulatoryguidelinesandmappingofthelocationofsuchfieldsandzones.Impactsregardinghigh‐risebuildingeffectsonairoperationswerebasedonreviewofFAAregulations.
b. Thresholds of Significance
ThepotentialforhazardsandhazardousmaterialsimpactsisbasedonthresholdsderivedfromtheCounty’sInitialStudyChecklistquestions,whicharebasedinpartonAppendixGoftheStateCEQAGuidelines.Thesequestionsareasfollows:

The Projectwould also introduce ongoing operations thatwould involve the use ofcommon chemicals/materials associatedwithnormalhospital andmedical researchuses. As cited in theRegulatory Section above, improvements to the Harbor‐UCLA Medical Center Campus would beimplementedincompliancewithregulatorycompliancemeasuresthatprovidesafetyfrompotentialcontactwith hazardous materials. Demolition/construction activities would be implemented pursuant tocompliancemeasures thataddresspotential contaminationof earthandotheron‐siteutility facilities, andProject operations would be subject to compliance measures for the handling of common householdhazardouswastematerials,andnon‐useofhazardousmaterials.

(1) Hazardous Materials Management
ThresholdHAZ‐1:WouldtheProjectcreateasignificanthazardtothepublicortheenvironmentthroughtheroutinetransport,use,ordisposalofhazardousmaterials,orthroughreasonablyforeseeableupsetandaccidentconditionsinvolvingthereleaseofhazardousmaterialsintotheenvironment?
Impact StatementHAZ‐1: Project construction involves the demolition of existing buildings, grading, andexcavation,which could result in the potential release into the environment of hazardousmaterialsduring removal and/or remediation of existing on‐site USTs, ASTs, PCBs, ACMs, and LBP, or thedisturbance of on‐site soil that may be contaminated by past USTs on the Campus or underlyinggroundwater that may be contaminated by nearby off‐site LUSTs. These represent potentialenvironmentalconcernsontheHarbor‐UCLACampusandtheirdisturbanceisconsideredapotentiallysignificantimpact.Projectoperationswouldrequirethestorage,use,anddisposaloflimitedquantitiesof hazardous materials and waste routinely used in hospitals and related facilities, in a mannerconsistent with manufacturer’s recommendations and applicable regulatory requirements. Thepotential for upset and accidental conditions resulting in the release of thesematerials is low andrelatedimpactsareconsideredlessthansignificant.
The Harbor‐UCLA Medical Center Campus Master Plan Project would include the following: (1) a NewHospitalTower;(2)newandrenovatedoutpatientcarefacilities(tobeprovidedinnewoutpatientbuildingsand in portions of the renovated Existing Hospital Tower); (3) other services and facilities, including

administrative office, warehouse/storage areas, day care, limited commercial services (e.g., coffee stand,sundry shop); (4) long‐term buildout of the LA BioMed Campus; (5) new Bioscience Tech Park; and (6)Medical Center Campus support facilities, including new and renovated infrastructure, utilities, parking,roadways, and pedestrian and bicycle circulation improvements. Some existing buildings would bedemolishedandreplacedwhileothers,suchastheExistingHospitalTower,wouldbemodifiedfordifferentuses. Projectconstruction,tobeimplementedinphasesoverthecourseofapproximately15years,wouldrequiretheremediationofbuildingsandequipmentidentifiedashavingACMs,LPB,andPCBs;theremovaland/or relocationofUSTsandASTs thatpresently contain,orhavecontained in thepast, fuels andotherpotentially hazardous materials; and the disturbance of soil potentially contaminated with hazardousmaterialsastheresultofon‐siteoroff‐siteLUSTs. Remediationofthesematerialswouldbeconductedbyqualifiedprofessionals inaccordancewithregulationsgoverningtheseactivities, includingSCAQMD’sRule1403(ACBMs);Cal‐OSHArules(LBP);thefederalToxicsSubstancesControlAct(PCBs);and,forUSTs,RCRASubtitle I, the State Health and Safety Code, and LAFD’s enforcement of the State’s applicable CCRregulations,withoversightbytheRWQCBwheregroundwatermaybeaffected.Nonetheless,construction‐relatedactivitieshavethepotentialtoresultinaccidentalupsetandreleaseofhazardousmaterialsintotheenvironment,whichisapotentiallysignificantimpact.
Construction also would involve the short‐term use and disposal of hazardous substances such as paint,adhesives,surfacecoatings,finishingmaterials,andcleaningagentsduringbuildingfinishingactivities.Theuseanddisposalofsuchmaterialswouldtakeplace inaccordancewithapplicable federal,state,and localregulationsgoverninghealthandsafetyandsuchactivitiesarenotanticipatedtocreateasignificanthazardtothepublicorenvironment.Relatedimpactswouldbelessthansignificant.
Projectoperationswould involve theuseandstorageof limitedquantitiesofhazardousmaterials suchascleaning solvents, painting supplies, andpesticidesused for landscaping. Additionally,wast generatedbygeneralhospitaloperationstypicallyincludesregulatedmedicalwaste,“sharps”containers,pharmaceuticalwaste,chemowaste,andpathologicalwaste,andthenatureoffuturehospitaloperationsontheCampuswillnotsignificantlydifferfromexistingdailyoperations.Furthermore,futureexpandedLABioMedoperationsandoperationoftheproposedBiotechScienceCampusontheHarbor‐UCLACampuswouldinvolvetheuseoflimitedquantitiesofpotentiallyhazardousmaterialstypicalofthoseusedinbiomedicalresearchfacilities.AllpotentiallyhazardousmaterialsandwastehandledontheHarbor‐UCLACampuswouldbeused,stored,anddisposedofinaccordancewithmanufacturerinstructionsandapplicablefederal,state,andlocalhealthand safety regulations. Accordingly, impacts related to the routine transport, use, and disposal of suchmaterialswouldbelessthansignificant.
Mold,radon,andleadindrinkingwaterwerenotconsideredtorepresentanenvironmentalconcernattheProject Site. The Project Site is also not located within a methane hazard site or buffer zone. Projectimplementationwould,therefore,resultinlessthansignificantimpactswithrespecttothesehazards.

There are no schools within aquarter‐mile of the Harbor‐UCLA Campus and impacts related to the emissions or handling ofhazardousmaterialsincloseproximitytoschoolswouldbelessthansignificant.However,achildcarefacilitylocatedimmediatelynorthoftheMedicalCenterCampus,whichcouldbepotentiallyaffectedbyaccidentalreleasesofhazardousmaterials. Assuch, impacts inthisregardareconsideredpotentiallysignificant.
Thereare11publicschoolswithinathree‐mileradiusoftheHarbor‐UCLACampus,butnopublicorprivateschools within a quarter‐mile. Although Project construction activities could result in the release ofhazardousmaterials, such releaseswouldnot takeplacewithin aquarter‐mileof anexistingorproposedschoolandthepotentialforimpactsonschoolswouldbelessthansignificant.Althoughnopublicorprivateschools are located in proximity to the Medical Center Campus, the Harbor‐UCLA Kindercare child carecenter is locatedalongthenorthsideofCarsonStreetapproximately200feetnorthof theMedicalCenterCampus. Since constructionactivitieswouldhavea limitedpotential to result in the incidental releaseofexisting sources of contamination, and thus could affect children and staff at the facility, impacts to theexisting child care facility would be considered potentially significant. However, implementation ofapplicable mitigation measures identified below would reduce the potential for adverse effects on theexistingchildcarecentertoacceptablelevels.
ThresholdHAZ‐3: WouldtheProjectbelocatedonasitethatisincludedonalistofhazardousmaterialssites compiled pursuant to Government Code Section 65962.5 and, as a result, could create a significanthazardtothepublicortheenvironment?
Impact StatementHAZ‐3: Harbor‐UCLA is listed on several environmental databases due to inconclusivedocumentation regardingproper remediationand site closure following1994 removalof fiveon‐siteUSTs, aswell as the presence of Large and Small Quantity Generators of hazardous waste on theCampus. Four adjacent off‐site properties to the eastwere also listed due to the potential for LUSTpetroleumhydrocarboncontaminationofunderlyinggroundwater.AsstatedunderThreshold/ImpactStatementHAZ‐1,constructioncouldresultinthereleaseofhazardousmaterialsduetodisturbanceofpotentially contaminated on‐site soil and/or groundwater; this is a potentially significant impact.HazardouswastegeneratedduringProjectoperations isnotconsideredahazardtohumanhealthortheenvironmentandrelatedimpactswouldbelessthansignificant.
AtthelocationsoffiveUSTsremovedin1994,somestainingandmoderatehydrocarboncontaminationofnearby soil samples were observed, according to the Phase I Assessment prepared for the Harbor‐UCLACampus. Documentationofcleanupactivitiesatthislocationdoesnotextendpast2000andit isnotclearwhether proper soil excavation, soil vapor remediation, and site closurewere completed. Moreover, thepotential extent of possible contamination of underlying groundwater with petroleum hydrocarbonsoriginatingwithnearbyoff‐siteLUSTsisnotknown,althoughthepotentialforProject‐relatedexcavationtointercept groundwater at depths of 48‐60 feet bgs, or historic high groundwater at 30 bgs, is low.Nonetheless,Projectconstructionactivitieshavethepotentialtoresultinasignificanthazardtothepublicor environment as the result of disturbance of potentially contaminated soil and groundwater due to theunknowncleanupstatusofthedocumentedUSTs.Thisisconsideredapotentiallysignificantimpact.

(2) Airport Safety Provisions
ThresholdHAZ‐4:WouldtheProjectresultinasafetyhazardforpeopleresidingorworkingintheprojectareaiftheProjectSiteislocatedwithinanairportlanduseplan;orwheresuchaplanhasnotbeenadopted,withintwomilesofapublicairportorpublicuseairport;orwithinthevicinityofaprivateairstrip?
ImpactStatementHAZ‐4: Harbor‐UCLA isnot locatedwithinanairport landuseplanor the vicinityofaprivateairstrip;thenearestpublicairportsarebetweenfourand11milesaway.TheProjectproposesrelocationoftheexistinghelistoptoatemporaryand,ultimately,permanent locationontheHarbor‐UCLA Campus during Master Plan Project buildout. Helistop operations during construction andfollowing buildout would not differ substantively from existing helistop operations in terms of thenumberof flights,compositionof thehelicopter fleet,orproposed flightpaths. Project‐relatedsafetyhazardsduetoairportorhelistopoperationswouldbelessthansignificant.
Thenearest airports to theHarbor‐UCLACampus include Zamperini Field inTorrance (fourmiles away),HawthorneMunicipal Airport (sevenmiles away), Compton/Woodley Airport (ninemiles away), and LosAngeles InternationalAirport (elevenmiles away). Becauseof thisdistance,Projectoperations, includinghelicopter operations, are not anticipated to interfere with operations of these or any other airports orairstrips.
(3) Emergency Response Plans
ThresholdHAZ‐5: Would the Project impair implementation of or physically interferewith an adoptedemergencyresponseplanoremergencyevacuationplan?
ImpactStatementHAZ‐5: Impactsregardingemergencyresponseplanswouldbe lessthansignificant. TheProjectwouldnotusehazardousmaterialsorhaveon‐sitehazardous conditions thatwould conflictwith or obstruct implementation of any emergency response plans. Further, the Projectwould notinterferewithemergencyaccessroutes.
There are no current or anticipated future conditions on the Harbor‐UCLA Campus that would impairimplementationof anyexistingemergency responseplansorevacuationplans. ThepresenceofpotentialandrecognizedenvironmentalconditionssuchasPCBs,ACMs,andLBPinon‐sitebuildingsandtheremovalofASTsandUSTsandanyassociated soil or groundwater contamination,wouldbeadequately addressedthroughrequiredcompliancewithregulationsgoverningpublichealthandsafety,aspreviouslydiscussedunderThreshold/ImpactStatementHAZ‐1.
TheProjectwouldnotrequiretheuseofhazardousmaterialsforconstruction,otherthansuchmaterialsasas paint, surface coatings, and other materials during building finishing activities, as discussed underThreshold/Impact StatementHAZ‐1. With respect to operations, the use and disposal of such hazardousmaterials as cleaning solvents, painting supplies, and pesticides, aswell asmedicalwaste and hazardousmaterials associatedwith biomedical operations,would take place in accordancewith applicable federal,state, and local regulationsgoverninghealth and safety and suchactivities arenot anticipated to create asignificanthazardtothepublicorenvironment.Relatedimpactswouldbelessthansignificant.

The Project would implement on‐site provisions for public safety, including plans to address on‐siteemergencyincidents.Forfurtherdiscussion,refertoSection4.K.1,FireProtectionandEmergencyMedicalServices,andSection4.K.2,PoliceProtection.
Implementation of the Master Plan Project would not adversely affect existing emergency access routes.AlthoughCampusingressandegresswouldbemodifiedtocreatedistinctionsbetweenaccessandparkingfor thegeneralpublicandstaff, includinganewsignalizedpublicentranceonCarsonStreetaswellasanunsignalized staff entranceonVermontAvenuewouldbe created. Vehicular access and circulationwouldavoid conflicts with traffic movements on local roadways and would facilitate the provision of on‐siteemergencyservices.Duringconstruction,adjacentstreetsmaybetemporarilyaffectedduetoconstructionactivity, such as temporary lane closures. Such occurrenceswould be implemented in accordancewith aconstructiontrafficmanagementplan,asstatedinSection4.L.,TransportationandTraffic,ofthisDraftEIRwhich would allow for responses to emergency accessibility needs. The existing helistop would betemporarilyrelocatedtothewesternendoftheCampusduringconstructionoftheNewHospitalTower,andaccommodationswouldbemadetopatienttransportbetweenthetemporaryhelistopandExistingHospital,untilsuchtimeasthenewpermanenthelistopisoperationalaspartoftheNewHospitalTower.
These Project features, together with regulatory compliance, would avoid the need to generate newemergency plans beyond those that would normally be implemented to address on‐site emergencysituations, and would avoid adverse impacts regarding the implementation of existing evacuation plans.Relatedimpactswouldbelessthansignificant.
e. Cumulative Impacts
As described under Existing Conditions, the Phase I Assessment identified all potentially hazardousconditionsintheProjectvicinityandconcludedthatbasedondistance,topography,assumedgroundwatergradient,currentregulatorystatus,and/ortheabsenceofreportedreleases,noneof thesitessurroundingthe Project Site listed in agency databases are considered to represent a likely past, present, ormaterialthreatofreleasethatwouldadverselyaffecttheProjectSite.Thiswouldalsobethecasefordevelopmentonnearbyproperties.
All development in the Project vicinity would be subject to the same local, regional, State, and FederalregulationspertainingtohazardsandhazardousmaterialsastheHarbor‐UCLAMasterPlan.Therefore,withadherence to such regulations, the Project’s incremental contribution to cumulatively significant impacts,consideredtogetherwithrelatedprojects,wouldbelessthancumulativelyconsiderable.
ImplementationofProjectDesignFeaturePDF‐TRAF‐1,which requires thedevelopmentofa constructiontrafficmanagementplanforProjectcomponentsthatcouldrequireoff‐sitelaneclosuresandtrafficdetours,wouldensuretheProject’scontributiontocumulativelysignificantemergencyorevacuationplanswouldbelessthancumulativelyconsiderable.
4. MITIGATION MEASURES
The following mitigation measures are required to reduce potential impacts described in the ImpactStatementsHAZ‐1,HAZ‐2,andHAZ‐3toalessthansignificantlevel.

MM‐HAZ‐1: TheabatementofACMs,LBP,andPCBsinexistingon‐sitebuildingsshallbeconductedinaccordance with the recommendations of the Hazardous Building Materials SurveypreparedfortheHarbor‐UCLACampus,whichareasfollows:
The identified ACMs and surfaces containing LBP shall not be disturbed. Prior torenovationordemolitionactivitieswhichwoulddisturbidentifiedACMs,andLCSs,alicensedabatementremovalcontractorshallremovetheACMsandLCS,andperformpaint stabilization activities as needed. The licensed abatement contractor mustmaintaincurrentlicensesasrequiredbyapplicablestateorlocaljurisdictionsfortheremoval,transporting,disposal,orotherregulatedactivities.
TheidentifiedsurfacecontainingLBPshallnotbedisturbed.AnyLBPinanon‐intactconditionshallbeabatedorthecomponentproperlyremovedorencapsulated.Leadcontaining ceramic tiles shall be removed prior to demolition activities. Any leadrelated removal activities shall be performed in accordancewith theOSHALead inConstructionStandard,Title8CaliforniaCodeofRegulations(CCR)1532.1.
Proper LBP waste stream categorization is required. Prior to any demolitionactivities, a composite sampleof therepresentativeLBPmaterial (ceramic tilesandlooseandflakingpaint)shallbeanalyzedfortotalleadforcomparisonwiththeTotalThresholdLimitConcentrationinaccordancewithEPAreferencemethodSW‐846.Ifthe concentration of total lead is greater than or equal to 1,000 milligrams perkilogram(mg/kg), theLBPwastematerialmustbedisposedat a landfillwhichcanreceive suchwastes. If the concentration is less than50mg/kg the samplemay bedisposedasconstructiondebris,ifitistoremaininCalifornia.Ifthetotalleadresultisgreater thanor equal to 50mg/kg and less than1,000mg/kg, the samplemust befurtheranalyzed for soluble leadby theWasteExtractionTest forcomparisonwiththe SolubleThresholdLimitConcentration asdescribed inTitle22CCR66261.24a.Additionally, if theresult isgreaterthanorequalto100mg/kgthesamplemustbefurtheranalyzedforleachableleadbytheToxicityCharacteristicLeachingProcedurefor comparison with the Resource Conservation and Recovery Act (RCRA) limits.Based on the results of the soluble and leachable analysis thewastematerial mayrequiredisposal as aRCRA‐Hazardouswasteornon‐RCRA‐ (California‐)Hazardouswaste.
Miscellaneoushazardousbuildingmaterialsshallberemovedandproperlyrecycledordisposedbythe licensedabatementcontractorprior torenovationordemolitionactivities. Contractor shall provide proper manifesting for all hazardous materialsremoved and recycled to prove the disposal of all materials was completed inaccordancewithlocal,state,andfederalrequirements.
Abatement monitoring consulting services shall be performed by a third‐partyenvironmental consultant, to includeoversightofabatementcontractoractivities tobeperformedinaccordancewiththeabatementspecifications,dailyairmonitoring,clearances (asbestos and lead), verification of complete removal of hazardousmaterials,andpreparationofacloseoutreportsummarizingtheabatementactivities.

The Soils Management Plan shall be implemented duringexcavation and grading activities for proposed improvements in the areas identified inthe Phase I assessment as containing potential soil contamination to ensure that siteclosure isproperty implemented andany contaminated soils encounteredareproperlyidentified,removedanddisposedofoff‐site.Theplanshallincludethefollowing:
A qualified environmental consultant shall be present as necessary during gradingandexcavationactivitiestomonitorcompliancewiththeSoilsManagementPlanandtoactivelymonitorthesoilsandexcavationsforevidenceofcontamination.
Any soil encountered during excavation or grading activities that appears to havebeenaffectedbyhydrocarbonsoranyothercontaminationshallbeevaluated,baseduponappropriate laboratoryanalysis,byaqualifiedenvironmentalconsultantpriortooff‐sitedisposalatalicensedfacility.
Allidentifiedcontaminatedsoilsshallbeproperlyremoved,handledandtransportedto an appropriately licensed disposal facility, in accordance with the SoilsManagementPlanpreparedforeachrespectivedevelopmentphase.
5. LEVEL OF SIGNIFICANCE AFTER MITIGATION
Potentially significant impacts related to hazards and hazardousmaterials would be less than significantwith compliancewith applicable regulatory requirements and implementation of the requiredmitigationmeasures.
