January 2019 MESSAGE FROM THE EXECUTIVE DIRECTOR Joanne E. Dunne, CAE Happy New Year! I hope that you enjoyed the holidays, although they seem so long ago already. 2019 has been interesting so far. January began with unseasonably warm weather. The government shut down, affecting many in the metropolitan Washington area. Then a major snow storm hit and now we're experiencing an Arctic chill, not to mention a full lunar eclipse. Never a dull moment, I guess! Despite it all, we at WPS are very busy planning for 2019. The CME Committee is developing an outstanding slate of programming and a new format is being rolled out this year. We will hold two full-day Symposia; each will feature two separate CME workshops, one in the morning and one in the afternoon with lunch in between. You can attend the full day program or choose to attend only one of the sessions. The full-day program will offer 7 CMEs and the half-day programs 3.5 CMEs. The Presidential Symposium will be held in early April and the Fall Symposium will be held in September. Watch for details coming soon! Exciting news for our ECP members! WPS is fortunate to have received several APA and Area 3 grants to support a new series of programs aimed at ECPs, including in December, a $10,000 2019 Innovative Grant. This grant will help support the development of the programs and cover speaker expenses. These programs are designed for ECPs, but RFMs and other WPS members are certainly invited to attend. Watch for information in the next month or so. The first WPS Board of Directors' meeting of the year will be held on Saturday, February 2, 2019. At this meeting, the Board will approve the 2019 budget and review the slate for the 2019 election which will open in mid-February. Finally, if you have not yet renewed your APA/WPS membership for 2019, do it today!! Membership expired December 31, 2018 and you don't want to miss any important information and programs for the year. DC Mayor Signs Behavioral Health Parity Act of 2018 On January 16, 2019, DC Mayor Muriel Bowser signed into law the Behavioral Health Parity Act of 2018. The legislation was first introduced in November 2017 and it has been a long road to approval, although it fulfills the requirements of the Federal 2008 Mental Health Parity Act which was passed a decade ago. Both APA and WPS have been strong supporters and advocates for passage of this bill. The law requires health insurers offering health benefits plans in the District to comply with the requirements of the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 and any guidance or regulations implementing the act. It requires the Department of Insurance, Securities, and Banking to enforce the requirements of the act, to impose annual reporting requirements on health insurers and the department, to bar health insurers from imposing non-quantitative treatment limitations on the provision of benefits for mental health conditions or substance use disorders unless certain enumerated requirements are met. It also requires Medicaid to provide coverage for medication-assisted treatment prescribed for the treatment of substance use disorders, and authorizes the Mayor to issue rules to implement the provisions of the act. Four hundred years after Virginia lawmakers first met in Jamestown, the state's General Assembly opened on January 9, 2019. This will be a tight, 46-day session testing, among other things, lawmakers' abilities to agree on what to do with a $1.2 billion federal tax windfall. The DC Council held its first Legislative Meeting of the two-year session known as Council Period 23, on January 8, 2019. The Committee of the Whole will meet for the first time on January 22, 2019. The Committee on Health & the Committee on the Judiciary & Public Safety will hold a Joint Public Oversight Roundtable on January 28, 2019 on "The District Government's Strategy and Actions to Combat the Opioid Epidemic." Anyone wishing to testify at the roundtable should contact the Committee on the Judiciary and Public Safety via email at [email protected] or (202) 724- 8275, and provide their name, telephone number, organizational affiliation, and title (if any), by close of business Thursday, January 24 . Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals will be allowed a maximum of three minutes. U.S. District Court Judge Reed O'Connor in Texas ruled the ACA unconstitutional without the requirement of an enforceable individual mandate after Congress repealed the tax penalty associated with it. The Affordable Care Act has provided coverage to roughly 2.8 million Americans with substance use disorders and 1.3 million Americans living with serious mental illness. New CME module on Central Appalachia and the Opioid Epidemic APA's Division of Diversity and Health Equity has recently published a CME module on Central Appalachia and the Opioid Epidemic. Attempts to understand the opioid epidemic have repeatedly engaged with constructions of multiple "cultures" such as the Appalachian culture, substance use culture, psychiatric/health care culture, and political policy culture. This CME module will explore and critique these cultures which are considered integral to the opiate epidemic in Appalachia and the way these cultures impact Appalachian mental health. Happy New Year! I hope that you enjoyed the holidays, although they seem solong ago already. 2019 has been interesting so far. January began withunseasonably warm weather. Never a dullmoment, I guess!

Despite it all, we at WPS are very busy planning for 2019. The CME Committeeis developing an outstanding slate of programming and a new format is beingrolled out this year. We will hold two full-day Symposia; each will feature twoseparate CME workshops, one in the morning and one in the afternoon withlunch in between. Before holding face-to-face meetings with their federal legislators and staff,attendees will learn first-hand APA's federal legislativeagenda for 2019. The experience will include insightsfrom APA's leadership and staff on the inner workingsof Congress and the legislative process as well ashands-on advocacy training so that attendees areprepared to go on the Hill and lobby for our profession.Attendees are also asked to bring their white coat orborrow one from a colleague, so we can remind CapitolHill of psychiatry's place in the House of Medicine.
