Andrew Slavitt

Acting Administrator

Centers for Medicare & Medicaid Services (CMS)

Andy Slavitt is the Acting Administrator for the Centers for Medicare & Medicaid Services (CMS). A leader with decades of experience, Andy has shaped and delivered important health care services and programs for millions of consumers. As Acting Administrator, Slavitt oversees programs that provide access to quality health care for 140 million Americans, including Medicaid, Medicare, and the Children’s Health Insurance Program, and the Health Insurance Marketplace. Slavitt and the CMS team are focused on improving quality, health outcomes, access and affordability while addressing health disparities and protecting program integrity, including combatting health care fraud. Since joining CMS on July 8, 2014 as Principal Deputy Administrator, Slavitt has been integral to strengthening the performance of the Health Insurance Marketplace and the success of the 2014 Open Enrollment season. Since taking the role in February, Slavitt's focus as Acting Administrator is on strengthening CMS's role in helping the health care delivery system meet the evolving needs of consumers by transforming the way care is paid for, providing the tools to make the system thrive and by fostering simplicity and transparency.

Daniel F. Kane

Director

Office of Acquisition & Grants Management (OAGM)

Daniel F. Kane is the Director of the Office of Acquisition & Grants Management (OAGM) within the Centers for Medicare & Medicaid Services (CMS). Mr. Kane has served in this role since 2010. In this role, he is CMS’s Head of Contracting Activity and Chief Grants Management Official. He is responsible for the award and administration of all CMS contracts and discretionary grants that are subject to the Federal Acquisition Regulation and established grant guidelines. He is also responsible for planning, organizing, coordinating, and managing all activities required to support the CMS mission requirements and maintain an agency-wide acquisition and grant program amounting to over $9 billion annually.

Mr. Kane has over 29 years of experience in federal procurement, and 24 of those years have been with CMS. He previously served as a Deputy Office Director, Group Director, Division Director, Contracting Officer, and Contract Specialist. Before joining CMS, he served as a Contracting Officer with the National Aeronautics and Space Administration (NASA) and the Department of Defense (DOD).

Mr. Kane received his undergraduate degrees in business from the University of Maryland. He also holds a Master of Business Administration (MBA) degree from Central Michigan University and a Master’s Degree in National Resource Strategy from the National Defense University in Washington, DC. He also completed the Council for Excellence in the Government Fellows Program. Additionally, Mr. Kane is an active participant on the National Contract Management Association’s Board of Advisors.

Angela Billups, Ph.D.

Senior Procurement Executive

Associate Deputy Assistant Secretary for Acquisition

U.S. Department of Health and Human Services

Dr. Billups is the Associate Deputy Assistant Secretary for Acquisition directing the Office of Grants and Acquisition Policy and Accountability (OGAPA) - Division of Acquisition. Angela joined HHS in January 2011, and serves as the HHS’ Senior Procurement Executive providing all policy and acquisition oversight for HHS’ Heads of Contracting Activities within the Operating Divisions. She provides Department-wide leadership in acquisition and contracting through policy development, workforce development, performance measurement, and program support all while fostering creativity and innovation in the conduct of these functions throughout the Department. Before coming to HHS, Angela was the Director for Base Realignment and Closure/Joint Base Integration, at the Army Contracting Command, integrating strategies and changes for Congressionally-mandated initiatives on behalf of acquisition and contracting professionals worldwide. Dr. Billups has successfully integrated major, geographically distant organizations to provide efficient contracting services across the globe. She also served as the Principal Assistant Responsible for Contracting (PARC) at the Pentagon where she led a workforce of 300 contracting professionals, and provided guidance and oversight for Department of Defense customers in the National Capital Region. She has held several positions supporting the Department such as developing Joint Contracting Offices and establishing Joint Contingency Contracting Policy along with leading several E-Business transformation initiatives focused on improving and integrating financial, logistics and acquisition systems.

Teresa L.G. Lewis

Director

Office of Small and Disadvantaged Business Utilization

U.S. Department of Health and Human Services

Teresa Lewis is a career member of the Senior Executive Service. She assumed her duties as the Director, Office of Small and Disadvantaged Business Utilization (OSDBU), Department of Health and Human Services (HHS), on November 6, 2011. Teresa is responsible for developing policy and initiatives; implementing and managing the Department’s small business program. She is also responsible for ensuring that all small businesses have the “maximum practicable opportunity” to participate in providing goods and services to HHS. The OSDBU also oversees HHS’s efforts to increase the participation of Minority Serving Institutions of Higher Education and Historically Black Colleges and Universities in HHS programs and activities. As OSDBU Director at the Department of the Treasury, March 30, 2008 – November 5, 2011, Teresa ensured that small businesses were able to market their goods and services; and receive their fair share of contracting opportunities. Under Teresa’s leadership, Treasury met four of its five prime contracting goals in Fiscal Year 2010 and all of its prime contracting goals in Fiscal Year 2011, including goals for service-disabled veteran-owned small businesses and small businesses located in historically under-utilized business zones (HUBZone). Teresa served over 10 years in various positions at the U.S. Small Business Administration Headquarters, such as the Director, Office of Management and Technical Assistance/8(a) Business Development Program (May 2006 - March 2008); Assistant Administrator, Office of Federal Contract Assistance for Veteran Business Owners (April 2005 – May 2006); Procurement Policy Analyst, Office of Policy Research, Office of Government Contracting (May 2002 – April 2005); Area Director (East Coast), HUBZone Empowerment Program Office (June 2000 – May 2002); and Senior Eligibility Specialist, Team Leader, Office of Small Disadvantaged Business Certification and Eligibility (June 1998 – June 2000). She came to the Small Business Administration following six years of Government contracting experience as a contract specialist with the Department of the Air Force and the Department of Commerce. Teresa is a retired Major from the United States Air Force. A native of High Point, North Carolina, Teresa received a Master of Arts Degree, with honors, in Procurement and Acquisition Management from Webster University, St Louis, Missouri and a Bachelor of Science Degree in Business Administration from the University of North Carolina at Greensboro. Teresa is the recipient of the 2011 SBA Administrator’s Leadership Award.
