1 EU Insight – Increasing Access to Higher Education in Europe

Simply put, more must be done to increase access to higher education in the European Union. This statement succinctly summarises the results of a recently published report by the European Commission—Modernisation of Higher Education in Europe: Access, retention and employability 2014—the second in a series focused on higher education in Europe. Why this is so has much to do with the role that knowledge, and subsequently education, plays in fulfilling the long-term developmental objectives the European Union has set for itself.

The report

Modernisation of Higher Education in Europe: Access, retention and employability 2014 is based on a study conducted by the Eurydice Network, which looked at 36 different education systems within the Europe (including all 28 EU Member States). The aim of the study was to evaluate the extent to which the European Commission’s modernisation agenda, which “supports higher education systems in Europe in responding to the needs of our increasingly knowledge-based economy and societies”, is being implemented across Europe. Why access to higher education is important

According to the European Commission, “knowledge [is] at the heart of the Union’s efforts for achieving smart, sustainable and inclusive growth…and higher education in particular and its links with research and innovation, plays a crucial role in individual and societal development, and in providing the highly skilled human capital and the articulate citizens Europe needs to create jobs, economic growth and prosperity”. Yet even with this lofty goal in mind, the majority of governments within the EU have so far failed to institute proper measures to support access to higher education.

What is behind this outcome?

The report names three distinct factors—an overly narrow focus on quantification, insufficient retainment and transition to labour market—as contributing to the slow pace widening participation in higher education in the European Union has taken so far.

The first of these factors concerns governments’ placing too much emphasis on just increasing numbers, a practice which unfortunately limits access to many social groups and contributes to a lack of diversity. For example, one group not yet addressed by participation widening efforts are young people from disadvantaged families. Additionally, those with disabilities tend not to be included in widening efforts.

The second factor is the lack of sufficient retainment strategies for individuals once they gain access to higher education. Specifically, this refers to the lack of measures to help prevent students from dropping out, in particular those from

underserved and underrepresented groups. Currently, not enough support is offered in terms of the mode of study (part vs full-time), timeframe (how long should it take to complete programme/degree), and information and guidance to those most at risk.

The third, and last, factor is employability. Because employability is a complex concept with more than one definition, this also means that more than one approach exists to how it might be measured (i.e. employment-based vs. competence-based). This lack of clarity in turn blurs understanding of the type of training students actually need in order to obtain jobs following completion of their degree programmes; all too often measures and policies (if they exist at all) confuse or conflate employment for the things (skills, previous work experience, mode of study) which actually account for one’s ability to be employed.

However, beyond these factors, perhaps the most crucial reason underlying the problems associated with the widening of participation in higher education is a general lack of systematic monitoring processes. According to the report, all EU countries plus the eight additional European countries included in the study do have some type of policy measure in place to support higher education. The problem, unfortunately, is that at the current moment such measures are uneven and “insufficiently developed to provide an evidence-based picture across Europe”.

To date, only one EU member state has truly stepped up to address this challenge—Ireland

2 Feature – Interview with representatives of Associations of Brazilian Postgraduate Students and Researchers in Europe

On the occasion of the IVth edition of the European Conference of Brazilian Students and Researchers that was held in the Netherlands on 18 April, EURAXESS Links Brazil interviewed the organizers.

This feature brings you information on why and how Brazilian researchers based in Europe should associate themselves with one another. In it, researchers also share their view on mobility and present the main outcomes of the event.

What is Apeb-NL? How many researchers are associated?

APEB-NL is the acronym of Association of Brazilian Researchers and Students in the Netherlands (Associação de Pesquisadores e Estudantes Brasileiros nos Países Baixos em português). We have now 43 active members and 311 registered followers in social media.

Similar structures exist in other European countries. Where are they located? What are the main objectives of the network and how many Brazilian researchers do you reach?

Besides the APEB-NL (we are the youngest, being only one year old), there are other similar associations in the United Kingdom (precursor; ABEP-UK), France (APEB-Fr), Portugal (APEB Coimbra) and Spain (APEC Cataluña and APEB Salamanca). Since May 2014 we are members of the APEBE (European APEBs) network. The main objective of an APEB is to support Brazilian researchers in Europe and after they are back to Brazil. For instance the APEB-NL has as main goals:

a. Be a forum for debate and dissemination of Brazilian scientific and cultural production in the Netherlands;

b. Articulate and promote cooperation between Brazilian and Dutch scientific and cultural communities;

c. Support the academic, scientific and cultural projects in progress, through enhanced integration of members and facilitating the insertion of new Brazilian students and researchers in the Netherlands;

d. Act together with Brazilian research institutions, proposing and overseeing policies to encourage and promote scientific and cultural work involving Brazil and the Netherlands;

e. Assist in personal development, adequacy and quality of local programs and research; assist with professional and personal contacts and opportunities.

In summary, we aim to promote the network and strengh the network that already exists. The exact number of Brazilians we reach is difficult to measure because all the APEBs use social media and we count only followers in each page. However, it is common that assigned non-followers are often checking our information and promoting some of our publications online. As an example, our website is available since April 2014 and we now receive up to more than 90,000 visits. Obviously, a visitor can make different visits during ths time, but it remains an impressive number.

What are the main advantages for a researcher of being associated to Apebs? How does one become a member?

As indicated above, an APEB member will have the support of the association when looking for opportunities and contacts for internship of work. For example, some company representatives registered for the IV European Conference of Brazilian Students and Researchers in the Netherlands (April 18), solely to find new talents or to start collaborative research with the participants. Usually those companies contact us and we send the information to the specific members related to the subject. To promote this network, the official language of the conference was English. There are also cases of members experiencing difficulties during their stay abroad and we indicate the possible directions to solve the problems. To become a member, it is necessary to register on our website and show that you are involved with research linking Brazil and Europe.

All of you are currently or recently carried out research in Europe. What were the benefits of mobility on your career?

Yes, at the moment all of the board of directors is currently performing research in Europe. Some of us are now European residents (like me and the Brabant representative, Fernanda França), but always maintaining the link with Brazil when performing research. The mobility is crucial to allow for the growth of a researcher. Not only because of the cliché improvement of language skills and the perception of cultural differences, but because doing so allows for direct contact with other researchers and research groups around Europe. We live in a world with many possibilities of online communication, but the personal contact is still of great importance when starting collaborations.

What would you say to Brazilian researchers to motivate them?

Go abroad, integrate with new cultures, publish in English and do not forget that networking is the key.

Having conducted research both in Brazil and in Europe, what are the best aspects of either research community?

Both are multicultural. Therefore, it is difficult to divide the aspects related to research communities precisely. Depending on the country in Europe, the similarities with Brazil will be greater or minimal. Mobility and collaboration within Europe is facilitated to include groups from different countries in large consortia, and most partners are communicating and publishing in English. Hence, improving the quality of the work and the number of reached researchers around the world. In Brazil, there is growth in the number and quality of scientific

productions and the research community is very aware of the importance of mobility not only inside the country (with the size of a continent) but with the rest of the world.

In your opinion, what could be done to further enhance international scientific cooperation and the mobility of international researchers?

The first thing will be to improve the mobility of international researchers. However, only mobility is not sufficient to improve scientific cooperation. Mobility programmes can be considered efficient when the researcher who goes abroad is able to strengthen his/her network and, importantly, is capable to innovate.

Do you intend to stay linked to Europe after returning to Brazil? How?

I have been living in Europe for 8-9 years. However, I am an associate researcher of the Federal University of Pará (null contract), and together with Professor Sheyla Domingues, I am head of the group of Reproductive Biology of Wild Mammalian in Amazonia. Therefore, the link with Brazil still exists. On the other hand, our representative in Brazil, Professor Dr Marcio Pereira, went back to Brazil after his PhD, became a Professor at State University of Mato Grosso do Sul, and remains linked to Europe. All members of the board of directors have this common characteristic: we want to link and keep linked wherever we are.

What were the main conclusions of the event?

It was a success. Up until to now we got many compliments from participants and keynote speakers. We had participants from Sweden, France, UK and, of course, from the Netherlands. Among them researchers from academia and from the private sector; a total of 83 participants. The opening was supported by the Brazilian Embassy (Ambassador Piragibe Tarragô) and Consulate (Deputy Consul General Pedro Magalhães), followed by Han Dommers education representative from EP-Nuffic (the Netherlands) and Dr Fábio Castro from the Center of Latin America Studies (CEDLA). We had two panels, one focused on Science & Technology and another on Human Sciences. The future of biological research was discussed, along with alternatives for animal studies, water technology, gender questions, migration, superdiversity, cultural shock, the human side of business, etc. In both panels, all presentations were followed by stimulating discussions. Also, we had contests for oral and poster presentations to promote new talents. Besides this, we had a picture presentation (Brasilidade) from the Brazilian/Dutch photographer and journalist Margô Dalla. During our coffee breaks, lunch and closing cocktail we promoted the network among participants. It was great to see people exchanging cards and making new scientific contacts while enjoying typical Brazilian snacks and drinking caipirinhas.

What’s next for Apeb-NL (or APEBs)?

We are now organizing the conference reports for our members and sponsors, and we have a list with options for upcoming workshops to be discussed. The other APEBs are also intensively working and there is an agenda to be posted with all the activities before the summer. Also, we need to decide which APEB will host the V European Conference. About the II APEB-NL Annual meeting, this week we already received an invitation from two universities to prepare the 2016 conference together. For sure, with a greater number of participants!

The Joint Road Show 2015 will bring together representatives from Higher education Institutions and public agencies from Austria, Australia, France - Campus France Brasil (government agency), Germany, Holland, Ireland, Hungary, Canada, New Zealand and Switzerland. EURAXESS Links Brazil will also attend in Brasilia, Salvador, Rio de Janeiro, Bauru, and Curitiba.

PhD Matchmaking events will be held in Rio de Janeiro, Bauru and Florianópolis. Take the opportunity to meet representatives from many European universities and discover the courses and opportunities they offer. 3.2 Launch of EURAXESS Science Slam and workshop on scientific communication – USP, 27 May 2015

The 2015 edition of our scientific communication competition, EURAXESS Science Slam, will be launched at the University of São Paulo (USP), on 27 May 2015, in the context of a workshop on scientific communication organized by EURAXESS Links Brazil with the support of USP.

The event aims at discussing and promoting creativity in communicating research, based on the exhibition of performances of previous EURAXESS Science Slam winners and finalists, including the live presentation of Vanessa Cardoso, winner of last year competition. Tips on how to apply will also be provided.

The workshop is free and open to students and researchers from São Paulo. As the number of seats is limited, online registration is requested.

The EURAXESS Science Slam is an annual competition organized by EURAXESS Links is all locations where it is based (ASEAN, Brazil, China, India, Japan, North America).

In the country, the competition is open to researchers from all research fields (PhD students and above) based in Brazil. Registrations for the competition will be open until 15 September 2015.

4 News & Developments 4.1 European Union 4.1.1 European Commission launches scientific debate on

how to feed the planet The European Commission has launched an online consultation on how science and innovation can help the EU ensure safe, nutritious, sufficient and sustainable food globally. The discussion is linked to the theme of this year's Universal Exhibition (Expo Milano 2015) "Feeding the Planet, Energy for Life", which aims to go beyond cultural activities and open a real political debate on global food security and sustainability.

The paper was presented on 13 April in Brussels by Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, and responsible for the JRC, together with Franz Fischler, Chairman of the Expo 2015 EU Scientific Steering Committee.

Commissioner Navracsics said: "The European Union has a vital role to play in tackling the challenges associated with food and nutrition security and sustainability. Expo 2015 offers us a great opportunity to showcase what the EU is already doing in this field. I hope it will also breathe new life into our efforts and further foster international collaboration. I commend the work of the Joint Research Centre and look forward to working on these issues closely with my colleagues, in particular my fellow Commissioners in charge of agriculture, health, research, environment and development." Chairman Franz Fischler said: "I believe that science and innovation are crucial if we are to guarantee access to safe and nutritious food for all, produced in a sustainable way. We have worked hard to ensure that Expo 2015 has a strong scientific dimension. I hope that the consultation and the discussion paper will steer a global debate." The consultation will underpin the debate on a future research agenda to help tackle global food and nutrition security challenges. It will focus on the areas where the EU's research efforts can have the strongest impact, such as how to improve public health through nutrition, increase food safety and quality, reduce food loss and waste, make rural development more sustainable, increase agricultural yields through sustainable intensification, as well as how to better understand food markets and increase access to food for people around the world.

The consultation is available online for input by all interested stakeholders until 1 September. The results of the consultation will be published on 15 October, ahead of World Food Day, and will contribute to shaping the EU's legacy for Expo 2015. They will complement the scientific programme taking place at the EU's Expo Pavillion, which will bring together experts and decision makers from around the world.

4.1.2 European Fund for Strategic Investment The European Fund for Strategic Investment will be a package of measures to unlock public and private investments in the real economy of at least EUR 315 billion over the next three years (2015- 2017). The Investment Plan consists of three strands: (1) mobilising investment finance without creating new public debt; (2) supporting projects and investments in key areas such as infrastructure, education, research and innovation and (3) removing sector-specific and other financial and non-financial barriers to investment. The EFSI is a major step toward job creation and growth in the European economy.

Carlos Moedas, European Commissioner for Research, Science and Innovation, stressed the importance of investing in research and innovation in Europe. As for the EFSI, the Commissioner was convinced that "the new European Fund for Strategic Investment will further support research and innovation, by leveraging more public and private sector financing for "high risk high reward projects".

4.1.3 European Commission launches €3m prize to improve air quality in cities

A prize of €3 million will be awarded to the person or team that develops the best material to reduce the concentration of particulate matter in urban areas, the European Commission announced on 16 April. The aim is to improve air quality in cities and reduce the serious health risks posed by particulate matter (PM), the air pollutant which has the most severe impact on health.

The Horizon Prize on materials for clean air aims to stimulate innovative thinking to find a material-based solution to the problem. The material can be made from any chemical substance (e.g. plastic, concrete, asphalt, etc.) capable or reducing PM concentration in the air (e.g. by capturing it).

Carlos Moedas, European Commissioner for Research, Science and Innovation, said: "Poor air quality is a major problem for health and the environment. Air pollutants kill half a million Europeans every year. Under Horizon 2020, we are continuing to invest in key enabling technologies, such as advanced materials, to reduce particulate matter in the air for the benefit of everyone."

The prize is open to established scientists as well as other innovators. It leaves applicants total freedom to come up with the most promising and effective solution. The award criteria just require the solution to be affordable, sustainable, innovative and well-designed.

As of today, the rules of contest are available online. Contestants will be able to submit their entries from 26 January 2017 until 23 January 2018.

4.1.4 European Inventor Award finalists 2015: inventors behind 15 ground-breaking innovations selected

Their inventions make day-to-day life easier, create economic value and generate employment. They sometimes even save lives. The European Patent Office (EPO) announced on 21 April the 15 finalists for the European Inventor Award 2015. With this prestigious annual award, the EPO honours scientists and engineers in five categories whose inventions have been patented by the EPO and have contributed to technological progress, social development and economic growth. The 10th edition of the award will be held in Paris on 11 June, when the winners will be announced at a ceremony attended by prominent representatives of the worlds of politics, business, research and industry. Once again the public will select the winner of the Popular Prize, which will be decided by online voting in the run-up to the ceremony.

More than 300 individuals and teams of inventors were proposed for this year's award, 15 of whom have been selected as finalists by the independent international jury. The 2015 finalists are from 11 countries: Austria, Australia, China, France, Japan, Latvia, the Netherlands, Sweden, Switzerland, the UK and the US. Their inventions cover a wide range of technological fields including biochemistry, civil engineering, energy, electronics, industrial chemistry, material science, medical technology, nutrition and physics.

"These ground-breaking inventions showcase Europe's role as a prime technology region and a hub of innovation for inventors from all over the world," said EPO President Benoît Battistelli. "The European patent system not only provides appropriate conditions to inventors from around the world for realising their creativity but also incentivises investors and entrepreneurs to strengthen their R&D activities and thus contribute to the economic prosperity of a region of 600 million people. These inventions once again show that the development of the European economy lies in its innovative capacity."

4.1.5 A new Wave of Scientific Transatlantic Cooperation On 16 April 2015, the Minister for Agriculture, Food and the Marine, Simon Coveney T.D. joined Carlos Moedas, European Commissioner for Research, Science and Innovation, and Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries in Brussels, along with Canada’s Minister of Fisheries and Oceans Gail Shea, to announce the first trans-Atlantic mapping survey to take place under the Atlantic Ocean Research Alliance.

The Irish research vessel, RV Celtic Explorer will undertake a mapping expedition between St. John’s, Newfoundland, Canada and Galway in Ireland in June of this year, as scientists from the Marine Institute, Ireland will be joined by a multi-national team made up of USA, Canadian and European ocean mapping experts. This is an important step following the agreement reached at Galway in May 2013 and is an example of scientific diplomacy in action.

Speaking from Brussels, Minister Coveney said “Information from the sea-floor is vital for the sustainable management of the Atlantic as well as to important

industries such as fisheries, aquaculture and tourism. Ireland has developed a world-leading reputation for sea-bed mapping and is also very committed to the implementation of the Galway Statement and so I am delighted to put at the disposal of the team, Ireland’ state-of the art research vessel-RV Celtic Explorer.”

Commissioner Moedas stated "I am committed to harnessing the societal and economic value of our oceans, while protecting fragile marine ecosystems. Under Horizon 2020 we have invested just under EUR 70 million to support the Galway Statement follow-up. The first calls delivered excellent project proposals involving international teams. I am glad that this investment is being leveraged to make our transatlantic vision a reality.”

Commissioner Vella welcomed the announcement, stating. “One of the priorities of my mandate is Ocean Governance. Our wish is that the EU continues to be fully engaged in this subject. The sea-bed mapping expedition announced today illustrates the EU's capacity as a global leader and partner. The 'Celtic Explorer's' mission across the north Atlantic will be undertaken by crews from 'both sides of the pond'. This embodies the spirit of cooperation that we need in the field of Ocean Governance. Their work will help inform the mapping of the European seabed, which is set to be completed by 2020. I congratulate all those involved".

Welcoming the initiative, the Honourable Gail Shea, Canada’s Minister of Fisheries and Oceans said “Canada recognizes the importance and complexity of Atlantic Ocean science. Our nations’ cooperation is key to broadening our scientific understanding of the Atlantic Ocean and helping to ensure it remains healthy, resilient and productive. This is why our scientists are collaborating through the Galway Statement to pool resources, share expertise and advance our science goals.”

The announcement was made at the European Commission hosted event, “The Atlantic-Our Shared resource. Making the Vision Reality, which was a follow- up to the May 2013 signing of the Galway Statement on Atlantic Ocean Research Cooperation between the EU, Canada and the United States of America.

This event is the launch pad for all the Galway Statement follow-up projects funded with the first Horizon 2020 Blue Growth calls - the main financial instrument on the EU side implementing the Galway Statement commitments.

With a view to translating commitments into investments, the European Commission has earmarked around EUR 70 million in calls under Horizon 2020, the EU Research and Innovation Programme for the period 2014-2015.

4.1.6 Foresight 2025: integrated and fast-evolving standards key to innovation

A JRC foresight study suggests the European standardisation system should accelerate and rely on an integrated strategy. The study argues that this is the only way standardisation will be able to keep pace with technological

developments and societal challenges, stimulating innovation and fostering competition.

In an ever-more globalised economy with increasingly fierce competition, European industry will need to rely more on new, advanced manufacturing systems and technologies, for which new or upgraded standards will be needed on a regular basis to ensure quality and performance throughout the production and distribution system.

The study focuses on a 2025 vision and identifies five priority areas: integration, which aims at having standards that can cope with converging technologies and infrastructures, and assure interoperability and interconnectivity; environmental sustainability, focused on resource efficiency, zero waste and energy neutrality; quality and performance; services, meaning that consumers' demand for high-quality services as part of any product package will need to be addressed and "de-risking", referring to having standards that provide confidence towards innovative solutions and ensure protection from potential risks to health, security, safety and privacy.

The foresight study was carried out at the request of the European Commission’s Directorate-General for internal market, industry, entrepreneurship and SMEs and with the participation of the Directorate-General for research and innovation. It was presented on 21 April at StandarDays - Your chance to discover the world of European Standards, held in Brussels.

The study also provides a template to identify standardisation needs so that they can be addressed earlier and in a more systematic way.

4.1.7 Cheap and renewable electricity anywhere Most wind energy comes from turbines 150 metres above ground level. Winds at this altitude are however weak and intermittent, with most wind farms operating at only 25 - 30% of their capacity. EU-funded researchers have developed a prototype wind energy system that works at much higher altitudes, where winds are stronger and more constant, increasing electricity production dramatically. A commercialised product is in the pipeline.

Science with and for Society will help build effective cooperation between science and society, to recruit new talent for science and to pair scientific excellence with social awareness and responsibility.

The networking event will be of particular interest and relevance to members of the Science with and for Society research community who are looking for networking and funding opportunities within Horizon 2020. It will be mainly targeted at the researchers and other stakeholders preparing for the first and second calls of Horizon 2020 relevant to the Science with and for Society programme.

This event is organized by SiS.net2, the international network of National Contact Points (NCPs) in the field of Science with and for Society in Horizon 2020 in cooperation with the European Commission.

4.1.9 European Commission Foresight fiches: "Global Trends to 2030"

The set of European Commission Foresight fiches, analysing global trends to 2030, which was developed in the preparation of ‘The Future of Europe is Science’ report, is now available. This report was presented by the President’s Science & Technology Advisory Committee (STAC) at the "Future of Europe is Science" conference in Lisbon in October 2014.

At a time when the new European Commission announced that it will concentrate on bold initiatives, it is important to recall that any policy decision has complex ramifications. Indeed, an increasing number of decisions affect several policy portfolios, and they need to take into account an increasing number of parameters, like geo-politics, economics, finance, security, health, environment, climate change, sociology, urbanisation, ageing society, and integrate fundamental European social values such as gender equality and ethics. In addition, technological breakthroughs are accelerating as never before in history and social innovation (e.g. social media) augments the speed of information gathering and dissemination.

Because societies become ever more complex, collaborative long-term anticipation must replace the "silo" thinking habits and the short-termism that has characterised many aspects of policy-making in Europe.

Foreseeing is not sufficient anymore because it is only a tactical extrapolation of current trends; it is the future of the past. Foresighting however is strategic because it is based on more disruptive views; it is about the future of the future. But foresight needs also to become more integrated and collaborative, using coproduction of knowledge by means of "concurrent design" approaches. These will foster anticipatory and more consistent policies and thus lead to more visionary governance.‘The rougher the seas the more connected the watch-

Europe invented the modern world despite a resource poor continent because we used the most precious resource we have: our brains. Europe’s real strength lies in its diversity that is a powerful driver of innovation. Where different minds meet, there is inspiration. This is why the network of foresight experts has such great potential. It is an excellent way to obtain a comprehensive analysis that integrates various scientific, technological, but also social aspects. This is encompassed in the concept of Responsible Research and Innovation.

‘We cannot predict the future, but we have the opportunity to invent it, based on sound science and technology foresight’.

4.1.10 Smart grids in Europe: outlook and large scale application

On 1 April 2015, the JRC released two reports in the area of smart grids, which looks at how smart grids research and innovation can help achieve the Energy Union's targets of secure, sustainable, competitive and affordable energy.

The first report, entitled "Smart Grids Laboratories Inventory 2015" is a first edition of a periodic report that will gather and disseminate information on the smart grid laboratories active in Europe and beyond. The report presents the results of a survey carried out to obtain a complete overview of smart grid technologies operational at laboratory level in order to identify trends and gaps in smart grids research and innovation.

The report highlights that the surveyed smart grid laboratories, which invested on average around EUR 1 million to set up their facilities, are mainly serving industrial customers, followed by utilities, academia and governments.

The JRC, along with the report, has also launched a webpage with information from the participating laboratories. In the future, it will be merged with the existing inventory of smart grid projects in Europe. The objective is to create an interactive platform to share best practices and knowledge on smart grid activities, facilities, technologies and standards.

In the second report, "A Smart Grid for the City of Rome", the JRC investigates whether smart grid technologies can be profitably scaled up to a large city scale. To this end, the JRC in collaboration with ACEA (Rome's Electricity Distribution System Operator) applied, for the first time, its Smart Grid Cost-Benefit Analysis to a full-scale smart grid urban project. This scale-up would entail expanding the impact area from a thousand consumers to more than 1 million. The central result is that the overall outlook for the extension to Rome of the smart grid project is positive from both the private investor and the societal perspective.

This analysis, which is based on data coming from daily grid management and

real demonstration testing, helps evaluate the costs and benefits of developing a smart grid. In particular, the report makes an effort to monetise the several effects of interventions on software and physical infrastructure aimed at improving operation automation, constantly monitoring the health status of the grid (reducing the risk of failures and the consequent costs), and allowing for integration of more distributed generation (such as solar and wind power), thereby decreasing fossil-fuelled generation and CO2 emissions.

Both reports have been presented at Innogrid, the European Research & Development conference for electricity transmission and distribution grids taking place on 31 March-1 April 2015 in Brussels, by JRC Director, Giovanni De Santi. The conference was attended by experts from industry, associations, EU institutions, projects, NGOs and EU Member States contributing to the exchange of information and debates on the development of future electricity grids.

4.1.11 U-Multirank 2015 edition The European Comission global university ranking tool, U-Multirank, which assesses the performance of more than 850 higher education institutions worldwide, recently released its second set of results.

Particularly interesting for students and PhD candidates, the tool allows or the comparison of the performance of more than 1,200 higher education institutions, 1,800 faculties and 7,500 study programmes from more than 83 countries.

4.2 Brazil 4.2.1 Aldo Rebelo calls for domestic industry stimulus to

encourage innovation in the country Innovation is needed. This was the mantra that can be extracted from the public hearing of the Minister of Science, Technology and Innovation, Aldo Rebelo, at the Commission of Science, Technology, Innovation and Communication of the Senate on 7 April. The debate to explain the agenda and MCTI projects had a strong connotation of the need to stimulate innovation for Brazil to maintain a leading role in the world economy.

The Minister’s analysis is that the Brazilian innovation system needs to be changed. Even if he considers it "appropriate to the level of a developing country", Aldo Rebelo demanded stronger participation of the Brazilian industry for the country to be able to compete in the high-tech market in the future. He said that fostering the creation of new industries with local content is essential to ensure that research and development will be made in Brazil.

"We have many national companies. We have Embrapa, Petrobras, Embraer, Vale ... The problem is that companies invest in R&D in their home countries, because it is where they receive incentives and resources from governments to innovate", said Aldo Rebelo.

However, so there is innovation, it is necessary to have research. According to the Minister, it is necessary to stimulate the transfer from researchers to the productive sector, given that it is in the industry that this activity is carried out in full.

"Brazil has more researchers in the public area. Innovation is made in the productive sector. The researcher has to be at work in the productive area for the country to be competitive", he considered.

The President of the Commission of Science, Technology, Innovation and Communication of the Senate, Senator Cristovam Buarque (PDT-DF) echoed the words of Aldo Rebelo. "This is our challenge: how to make Brazil an innovative country. Because, today, we are not part of the group of innovative countries", he said.

The reflection of this is the number of patents obtained by Brazilian companies. The country appears in a marginal position in the world ranking of industrial property. The only leading sector in this regard is agrobusiness, which shares with the United States and China the leading role of innovations in the area. For Aldo Rebelo, this is the consequence of heavy investments at Embrapa. However, this amount is totally public.

4.2.2 Aldo Rebelo supports government actions to foster innovation and charges again recomposition of FNDCT

The Minister of Science, Technology and Innovation, Aldo Rebelo, stated, on the occasion of the nomination ceremony of Luis Fernandes as President of the Financier of Studies and Projects (FINEP); at the Commission of Science, Technology, Communication and Information (CCTCI) of the Chamber of Deputies, that the Brazilian Research and Industrial Innovation (Embrapii) and the Knowledge Platform programme are the main flags to develop the country.

"Ongoing actions have been having auspicious results at Embrapii and Knowledge Platforms. Embrapii has made the effort to unite the public and private sectors. Competitiveness takes place around a product or a service that goes to the market, and this effort has to be mixing the public innovation system intelligence with private capacity, which is who places the product on the market", said Aldo Rebelo.

Once more, the Ministry spoke on the issue of budget replacement of the ministry, which has suffered successive losses of income sources and suffers from the strong contingency costs imposed by the federal government. Again, Aldo Rebelo stressed the importance of creating new recipes for the Ministry, through the National Scientific and Technological Development Fund (FNDCT).

Main financing source of the fund, CT-Petro - coming from the exploitation of oil royalties - was migrated to the Pre-Salt Social Fund. The accumulated amount is intended solely for health and education. Aldo Rebelo criticised the withdrawal of science, technology and innovation from that share.

4.2.3 Aldo Rebelo calls for Brazil to democratise and universalise digital technologies

The Minister of Science, Technology and Innovation, Aldo Rebelo said on 23 April at the opening of the International Seminar Brazil 100% Digital, that the digitalisation of public services needs to focus on the aspiration to integrate the poorest and most distant portion of the national population. The event debated on 23-24 April innovative mechanisms of interaction between government and society, based on local experiences and from other countries.

"Of course, the construction of an agenda for a 100% digital Brazil is more a platform, a goal, a dream, a daring and ambition that this seminar wants to attain from our own experience and from the most enriching experiences from all over the world, which we wish to share to democratize and universalize information and communication technology [ICT] for Brazilian society", said the minister.

In his lecture on strategies for technological development and innovation, Aldo Rebelo defined three main concerns of the investments of his Ministry: the universalisation of public services, boosting the economy and cyber defence.

"The first point means access, with more speed and efficiency, to education, health, public safety, transportation. The second issue seeks to increase not only the participation of ICT in our GDP, as well as the competitiveness of the Brazilian economy. The third issue is not just a reference to the technology used by the military to preserve the sovereignty and security of the country, but understands the defence of collective privacy, to protect interests of citizens and commerce".

This seminar is the first initiative to build the Digital Agenda for Brazil, a document that will erect guidelines for the country to effectively become a leading nation in the use of digital technologies.

4.2.4 In the Butantan Institute, Minister says he intends to reduce bureaucracy of research

Visiting the Butantan Institute in Sao Paulo on 17 April, the Minister of Science, Technology and Innovation, Aldo Rebelo, said he plans to remove bureaucratic obstacles to conducting research.

"The MCTI is conducting an inventory to remove the obstacles that exist between research and researchers", he said next to the director of the Institute, Professor Jorge Kalil, and before an audience of researchers, teachers and laboratory coordinators.

According to the minister, this survey will list the cases where problems such as regulation affect the development of science in Brazil. At the invitation of the director, Aldo toured the campus facilities, visited the Special Laboratory of Applied Toxicology, the Multipurpose Plant Vaccines against rabies and dengue, the Central Stock of Immunobiology supplies and the Pharmaceutical Water Treatment Center, responsible for water used in the production of vaccines.

Kalil made a presentation on the functioning of the institution and the Butantan Innovation in Biotechnology Institute (IIBB), research and scientific development cooperation platform that acts as an incubator and accelerator of innovative projects of Butantan itself or its public partners and private.

4.2.5 For the Mines and Energy Minister innovation is critical to ensure energy supply

Speaking at the Federation of Industries of the Rio de Janeiro State (Firjan), the Minister of Mines and Energy, Eduardo Braga, pointed out the need to invest in new technologies to ensure the supply of electric power in Brazil. Innovation, he said, is an important part in achieving this goal.

"We are adding technological innovation, more transmission lines, diversifying the source of power generation by introducing vigorously solar energy, and combining solar power with hydropower. We are preparing strongly to win the 2015 challenge and be able to deliver a model and electrical system from 2016 onwards that will be cheaper, safer and with more technological innovation", said the minister.

Among the technological innovations mentioned by the minister, is a study on the use of photovoltaic in floats in a limited area of hydroelectric reservoirs. According to Eduardo Braga, the pilot project should be put to the test for a period of 120 days.

4.2.6 Innovate Programme in Brazil wants to attract foreign investments in R&D

The Innovate programme in Brazil was released in New York, an initiative to attract the installation of research and development centres of foreign multinational companies, which is a new focus of the federal government. The project supports investors interested in installing R&D centres in the country in four industrial sectors: renewable energy; information and communication technology; oil and gas; and health.

The launch is the first step to present the Brazilian opportunities for innovation specialists, executives of foreign companies that develop R&D in Brazil, and representatives of public institutions. From now on, the federal government will select some of the companies mapped to show the advantages of investing resources in the country.

The programme is managed by the Ministry of Development, Industry and Foreign Trade (MDIC) and the Brazilian Agency for Export and Investment Promotion (Apex-Brazil). To guide the strategy, both mapped more than 150 companies with the potential for investing in these sectors in Brazil. In addition to detecting the companies, the document provides an x-ray of the current scenario of the major countries working in these areas.

"There are three reasons for foreign investors to choose Brazil as a destination for R&D centres. The first is that our domestic market is not shrinking. The second is that we have many talents and the number of people who complete a college degree in Brazil grew 380% from 1998 to 2012. The third is that the government offers various incentives for each of these sectors", said the secretary of Innovation of the Ministry, Marcos Vinicius de Souza.

The Innovate in Brazil programme provides updated information on Brazil for those looking for the ideal place to invest in R&D. The site www.innovateinbrasil.com.br provides access to data on the domestic consumer market, labour qualification, technology infrastructure, existing innovation centres in the country and available government incentives with the specifications of each one.

4.2.7 Languages without Borders will be in all federal universities from May

All 63 public universities of the country's federal system will provide English courses through the Languages without Borders (ISF) programme until the second semester of this year. According to the Ministry of Education, the initiative, which has started in 43 higher education institutions, will be operational in the other 20 that make up the public network from May, with classroom courses of English.

The objective of Languages without Borders is to provide opportunities for undergraduate and graduate students in academic internationalisation programmes, whether as a fellow of the Science without Borders (CsF) program or other student mobility initiatives. For now, the nuclei of foreign languages at the federal universities offer places for regular classes only in English.

Up until March of this year, 61,947 vacancies already had enrolled students in classroom English courses and 714,999 in the virtual platform My English Online (MEO). "The classroom courses are geared towards internationalisation, both for students who will participate in exchanges abroad, as well as for teachers who will work with international students", said Simone Sarmento, vice president of the ISF - English.

Students who apply to classroom courses from the ISF must have at least an intermediate level in English. To know the level of English proficiency, the ISF programme allows students and employees of the Federal universities enrolled in the online programme platform to take, free of charge, the TOEFL ITP examination. As of May, this examination will be required for applicants who plan to attend classroom English classes.

4.2.8 Minister Berzoini defends investment in ICT to foster innovation in telecom

The Communications Minister, Ricardo Berzoini, was the guest of the general committee of the Chamber of Deputies. Weekly, a minister goes to the Plenary to be heard by deputies. In his speech to parliament, Berzoini spoke of his Ministry’s plans and projects. In particular, he presented investment in the development of telecommunication technologies as key for the country.

Berzoini defended a policy for the development of hardware, software and applications to stimulate innovative activity in Brazil and leverage the economy. According to him, this action would be essential to place the country among the world leaders on the issue of innovation.

"Brazil has to position itself as a producer of technology. We have companies that develop products to compete in the high-tech market. We have to put Brazil in the first places in the application and equipment development on the world market to be a leader in innovation. We need to encourage this sector for Brazil to produce what Brazilians develop", said the Minister.

Regarding the impending spending cuts to be made by the federal government, Ricardo Berzoini anticipated that he will fight to keep investments on the Geostationary Satellite Defence and Strategic Communications (SGDC) project. The Minister considered the project as a priority for the country. The equipment is being built in France, with joint investment between MiniCom and the Ministry of Defence, through the Visiona company, a joint venture between Telebras and Embraer responsible for integration of the satellite.

The satellite is expected to be launched next year. The specific date, however, has not yet been released by the project leaders.

The National Policy on Broadband was also on the agenda. The Minister admitted that, despite the average increase of 59% on the level of access throughout the country, the numbers fell short of expectations. Nevertheless, Brazil should register a growth of 2.2 times its current status in the coming years, according to data cited by the Minister. Increased access will be guided by the expansion of the network of fibre optic cables and satellite signals.

4.2.9 Apex-Brazil seeks dialogue with MCTI to enlarge national export base

The diversification of exported products is one of the challenges that Brazil has to face to establish itself as one of the giants of the world economy. One way is to produce higher value-added products, which have a higher market price. With this premise, the president of the Brazilian Trade and Investment Promotion Agency (Apex-Brazil), David Barioni, met with the Minister of Science, Technology and Innovation, Aldo Rebelo. The agenda of the meeting was the support of MCTI in seeking to increase research and development investors in the country.

"We intend to change a little the portfolio of Brazilian exports and increase exports of products with high added value and, therefore, we need science, technology and investment", said the president of Apex-Brazil.

At first, the intention of the agency is to invest in the semiconductor, oil and gas, medical sciences, technology and communication fields. They were chosen as they have industrial parks already consolidated.

"It is indispensable for Apex-Brazil being together with science and technology, because commodities are already well represented in the spreadsheet of Brazilian exports and already have their own maturity. But other sectors still need this support”, added Barioni.

4.2.10 New IDB structure will prioritise investment in technological innovations

The Inter-American Development Bank (IDB) has a new corporation. Provisionally called "Newco", the structure will have a capital of $2.03 billion, of which $725 million will come from the institution resources, while the rest will be brought by member countries during the next ten years.

The International Affairs Secretary of the Ministry of Planning, Budget and Management (MOP), Claudio Puty, represented Brazil at the annual meeting of the IDB in South Korea, which dealt with the subject. For him, the new structure will drive significant private resources to Latin America and Caribbean countries, which in the coming years should prioritise infrastructure, education, technological innovation and economic activities of low carbon activities.

"[Newco] will contribute to the balanced economic growth in Latin America and the Caribbean, with income distribution, gender equality and environmental sustainability", said Puty. The expectation, in his assessment, is that the new structure will extend the fundraising to private investments aimed at the economic, social and sustainable development of the region.

With the new corporation, there will be a clear separation between the resources of the bank aimed at the governments and the private sector. The entity will be created within the Inter-American Investment Corporation (IIC), which will absorb the other three "windows" of the bank's relationship with the companies.

The IDB is the main source of multilateral financing and expertise for the development of Latin America and the Caribbean. The bank lends funds to national, provincial, state and municipal governments, as well as private sector companies and civil society organizations.

Many European higher education institutions, funding agencies and researchers take part in the event and give lectures. This is the case for the European Erasmus Mundus Action 3 ALISIOS project, which will hold its 3rd Workshop on “Enhancing recognition of degrees and credits between Brazil and Europe: Implications for collaboration, mobility and internationalisation” at the conference.

A workshop on Erasmus+ and Horizon 2020 will also be held with the participation of Monika Holik, Head of Unit, European Commission and Bárbara Costa, head of International office at Universidade do Porto.

4.3 Cooperation EU, Member States, Brazil 4.3.1 MCTI and EU discuss possibilities to broaden

cooperation At a meeting on 9 April with the Minister of Science, Technology and Innovation, Aldo Rebelo, the European Union Ambassador in Brazil, Ana Paula Zacarias, stressed the importance of cooperation between the country and Europe in the field.

"Over these 15 years, it has been an extremely important partnership, both for us and for the Brazilian side, because it allows for the internationalisation of their scientists, their research, universities, and to send students, teachers and researchers to Europe and also bring students and European teachers here", she said.

Under the Science without Borders programme, Ana Paula noted that the first 12 Brazilian researchers have already been chosen for the post-doctoral exchange in the Joint Research Centre (JRC) laboratories.

The ambassador also pointed out that the Horizon 2020 programme can be an opportunity to expand the joint actions for scientific and technological development of Europe and Brazil. It is the largest European Community instrument specifically targeted at supporting research and innovation, with a budget of EUR 77 billion for the period 2014-2020.

Ana Paula Zacarias delivered to the holder of MCTI a letter from the new EU commissioner responsible for the science and technology sector, Carlos Moedas. In the message he emphasised that cooperation with Brazil is a EU priority and there is great potential for collaboration for mutual benefit in the fields of bio-economy, marine research, biofuels, energy, nanotechnology and information and communication technologies (ICT).

The head of the International Affairs Office of the MCTI, Ambassador Carlos Henrique Cardim, also attended the meeting.

4.3.2 CNPq and the UK seek to expand their partnership At a meeting held on 31 March at the CNPq, in Brasilia, the entity’s chairman, Hernan Chaimovich, and the UK ambassador to Brazil, Alex Ellis, discussed strategies to enhance the partnership between the two countries. Among the

The ambassador highlighted the successful partnership held with the Newton Fund under the Reflora programme, and expressed the expectation of increasing actions to be performed with the CNPq, including the attraction of British researchers to Brazil.

The meeting was also attended by the Director of Science and Innovation of the British Embassy - Dr. Julia Knights, the Infrastructure and Education Analyst -. Caio Jacon and the CNPq Presidency Advisor - Daniel Natalizi.

4.3.3 Aldo Rebelo emphasises cooperation in research and innovation with Sweden

On 31 March, the Minister of Science, Technology and Innovation, Aldo Rebelo, received the chairman of the Swedish financial group Skandinaviska Enskilda Banken Administration (SEB), Marcus Wallenberg, who addressed the technology transfer process associated with the development of the fighter aircrafts Gripen NG. In 2013, the federal government announced the purchase of 36 fighter jets to the Brazilian Air Force (FAB), acquired from the company Saab, controlled by the SEB group.

"There has been, in recent years, a bilateral effort for us to reach the agreement on fighters, but this has only been possible because we have a solid track record of cooperation between Brazil and Sweden", said the minister. "The partnership in the field of the aircraft industry is a high point of our relationship in the sense of durability, depth and confidence. I believe that today we reaffirm and renew the bonds of friendship and collaboration".

Wallenberg said that SEB prioritises the aircraft industry as an applied research area and noted that the fighters development project should take place in both countries in parallel. "Saab will take 150 Brazilian engineers and technicians to Sweden, where they can study the aircraft technology. This is necessary precisely for them to return to the country and to run all manufacturing, assembly and development", he explained.

The executive highlighted the "large Brazilian experience" in the production of commercial aircrafts and argued that bilateral cooperation can help bring to the national defence industry the latest technology generation. "This strategic relationship that is beginning should last at least 30 years. It is a project that, like any fighter, has a continuous development, which is why we need to bring industry and universities on board to the initiative".

During the meeting, the ambassador of Sweden in Brazil, Per-Arne Hjelmborn, informed Aldo Rebelo, that the Swedish Minister for Industry and Innovation, Mikael Damberg, is scheduled to travel to Brazil from 20 to 22 May, when he also plans to meet with other key interlocutors the federal government. The idea is to discuss ways to expand scientific cooperation in areas such as mining, pulp and paper.

4.3.4 MCTI and British Embassy discuss new cooperation opportunities

In a hearing held on 23 April, the Minister of Science, Technology and Innovation, Aldo Rebelo, received the British ambassador in Brasilia, Alexander Ellis. They discussed bilateral cooperation in the area.

"We already have a very strong base between Brazil and the United Kingdom in the area of science, research and innovation", said Ellis. "We talked today about areas in which we can work more, such as space and bio-economy".

The ambassador reminded participants of the Newton Fund as a funding instrument. "It is are close to R$ 250 million, joining the two participants", he noted.

Alexander Ellis also highlighted the potential for academic collaboration: "When a Brazilian researcher publishes an article with a British researcher, he has a higher impact than with any other nationality. The combination of the two cultures is very effective in terms of research".

The meeting was also attended by the director of Science and Innovation of the British Embassy, Julia Knights.

4.3.5 Partnership between IAC and French Centre already has research with rubber

A partnership involving researchers from the Agronomy Institute (IAC), in Campinas, and Coopération Internationale en Centre de Recherche Agronomique pour le Développement (CIRAD) has already improved research with genetic improvement of rubber. The purpose is to provide geneticists with additional tools that can be used in the development of molecular genetic maps and to study genetic diversity of the species, giving rise to natural latex. In practice, the technologies involved in the partnership help reducing time in research on genetic improvement and hence accelerate the availability of new technologies to the industry. The goal is to get new clones faster and more prematurely, making possible the start of the bleeding process four years after planting.

The project, called RUTHIS (Rubber Tree High throughput SNP discovery for the improvement of marker assisted selection efficiency), aims to develop molecular markers of the SNP (Single Nucleotide polymorphism) type for rubber. Also participating in the study are students of the IAC Graduate Diploma in Tropical and Subtropical Agriculture, students of the Molecular Biology and Genetic Engineering Centre (CBMEG), the State University of Campinas

5.1.4 International Doctoral Programme in Economics The International Doctoral Programme in Economics is a four-year program offered by Scuola Superiore Sant'Anna, Italy, and the University of Strasbourg, France.

Students will be offered one year of intensive course work by an international Faculty, and will then proceed to supervised research work, yielding an original dissertation to be discussed in a final, public examination. Moreover, the Programme is part of a European network involving and supporting inter- European exchanges of research students and faculty.

5.2.2 AUSTRIA – OeAW Doctoral Fellowship Programme The Austrian Academy of Sciences (OeAW) is offering Doctoral fellowships to enable young, excellent doctoral candidates from all disciplines and nationalities to carry out their PhD project within a definable period of time in Austria.

Applicants must have obtained their master’s degree less than 2 years prior to the deadline. Upon successful application, they must enrol in a doctoral programme in Austria. The fellowship provides a gross annual sum of EUR 35,000 for a duration of 24 to 36 months.

5.2.3 BELGIUM – Postdoc fellowships to non-EU The Federal Science Policy Office (BELSPO) implements a fellowship scheme for highly qualified non EU researchers (i.e. postdoctoral level or equivalent experience), granting them an opportunity to work during 6 to 18 months in a Belgian research team.

5.2.4 BELGIUM – International Networking of the Federal Scientific Institutions (FSIs) Call for proposals

WHAT? Call to fund networking activities between Belgian Federal Scientific institutions and universities and research institutions in the non-profit sector in Brazil (among other countries)

WHO ? Proposals must be submitted by the coordinator (of an FSI). A proposal must involve no fewer than two partners from two different institutions (one an FSI and one from abroad) and no more than five (including the FSI coordinator). Women and young researchers are encouraged to participate in the networking.

5.2.5 BELGIUM – Travel Grants for Long Stays Abroad WHAT? FWO grants to support researchers who will be staying abroad for at least 5 weeks and at most 12 months for research purposes. The grant covers the travel expenses and a fixed daily allowance of EUR 66.00/day or EUR 1,650.00 per month.

WHO? Applicants must be affiliated with a university in the Flemish Community (or to a university college of the corresponding association) or belong to the scientific staff (of the Dutch-speaking community) of a federal or Flemish scientific institute. Applicants must have the nationality of one of the member states of the EEA or of Switzerland, or have obtained your degree in the EEA or Switzerland. If not, you must have held an appointment of at least 50% at a Flemish university for at least one year. There is no nationality requirement for postdoctoral level candidates.

Submission deadline: no later than 3 months before departure. Applicants must attach the invitation of the host institution.

5.2.6 BELGIUM – Giuseppe Chiari International Award for Coatings Sciences 2014-2015 Call for Proposals

WHAT? 12 -24 months support to researchers with an Estonian PhD degree or those with equivalent international research qualifications to continue their independent research careers in strong collaborative research groups.

5.2.8 FRANCE – Institut des hautes études scientifiques IHÉS Call for visiting researchers

The Institut des Hautes Études Scientifiques (IHÉS) encourages theoretical research in mathematics, physics and human sciences methodology. It is a reference point for excellence in the international scientific community, with significant achievements in mathematics and theoretical physics.

Each year, IHÉS welcomes some 200 mathematicians and theoretical physicists from all over the world (post-doctoral and senior researchers) for periods ranging from a few days to one year (maximum two years in exceptional cases).

IHÉS visitors are given complete freedom in their research, allowing them to change fields if they so desire. IHÉS offers invited researchers a per diem, office space in the scientific building and free accommodation in its nearby housing estate. The sole criteria for selection is scientific excellence.

5.2.9 FRANCE – Associate Research Directors call for proposals 2016 (short term incoming)

WHAT? Funding to invite international scientific experts from across the globe for one or two months at Fondation Maison des sciences de l’homme and enables them to carry out work in France

Road Safety on Five Continents (RS5C) call for abstracts

RS5C is an international conference in the road safety area aiming to increase road safety globally. The 17th RS5C conference will be held in Rio de Janeiro, Brazil, May 17-19th 2016. 5.2.11 IRELAND – Science Foundation Ireland (SFI) Industry fellowship Programme 2015

WHAT? Programme aiming at facilitating exchanges between academia and industry to stimulate excellence through knowledge transfer and training.

Fellowships can be awarded to academic researchers wishing to spend time in industry worldwide and to individuals from industry anywhere in the world (including Ireland) wishing to spend time in an eligible Irish Research Body.

Fellowships can be for between 1 and 12 months in duration if full time or for up to 24 months if part time. The maximum Industry Fellowship award amount is EUR 120,000 direct costs.

5.2.12 IRELAND – Enterprise Partnership Scheme (Postdoctoral)

The Enterprise Partnership Scheme is an innovative initiative whereby the Irish Research Council, in partnership with private enterprises and public bodies, awards co-funded postgraduate scholarships and postdoctoral fellowships to the most promising researchers in Ireland. The total value of the Enterprise Partnership Scheme Postdoctoral Fellowship will be up to a maximum of EUR 45,895 in any approved year.

5.2.13 NORWAY – Personal Visiting Researcher Grants WHAT? The Research Council of Norway (RCN) funds this grant, the objective of which is to help strengthen Norwegian research groups by offering visiting foreign researchers (postdoctorate level or higher) the opportunity to perform research in Norway. The grant may cover stays for visiting researchers from one to 12 months.

All research fields and nationalities are eligible. Candidates must first obtain authorisation for the sabbatical leave from the institution to which they are contractually bound. Monthly allowance of EUR 750 (2014), length 3 months – 1 year.

5.2.16 UK (British Academy) – Leverhulme Small Research Grants

WHAT? Up to £10,000 grants to facilitate primary research in the humanities and social sciences, including collaborative projects

WHO? postdoctoral scholars who are ordinarily a resident in the United Kingdom. Applications from international groups of scholars are welcome, provided there is a UK-based scholar as lead applicant.

5.2.17 UK – Leverhulme Trust Visiting Professorships The Leverhulme Trust Visiting Professorships are awarded to UK institutions that wish to invite an eminent researcher from overseas to enhance the knowledge and skills of academic staff or the student body within the host institution.

Applications in all subject areas are considered with the exception of clinical and pharmaceutical research.

The scheme covers maintenance, travel expenses and research costs. Visiting Professorships can last for 3 to 12 months.

WHO? Applications must be made by a member of academic staff, based in the UK. The host institution must agree to administer the grant, and to provide appropriate facilities for the Visiting Professor.

- Additional quota for Post Doctoral fellowship in Brazil up to 36 months, to keep the researches and contact with the Special Visiting Researcher during his/her absence in Brazil.

Beside the outstanding visiting researcher, the modality also funds a PhD student to spend up to 3 years at the visiting researcher host institution abroad and a post-doc student to carry out research in Brazil and insure the project continuity in the absence of the visiting researcher.

The proposal to receive a Special Visiting Researcher can only be submitted by the host researcher in Brazil, exclusively by Internet. Candidates should pay attention to the CV format required.

- Young talent attraction (BJT)

The Science without Borders program also attracts young scientists to Brazil, mainly Brazilians, through the award of the Young Talents scholarship (BJT). The goal is to encourage the establishment of young talented researchers in Brazil, living abroad, with outstanding scientific or technological work in the areas covered in the programme (see above).

The selected grants are awarded for up to 36 months. Two different levels are envisaged (level A outstanding candidates/level B candidates with prominent scientific production). An additional allocation for a scholarship Scientific Initiation - IC or Technological and Industrial Initiation - ITI can be requested for the period corresponding to the execution of the project.

5.3.2 BRAZIL (Capes & CNPq) – GERMANY (DAAD) joint programme for doctoral scholarships

DAAD - CAPES and CNPq jointly offer scholarships to carry out a full PhD, "sandwich" PhD and double PhD in Germany. The selected candidates will be awarded a 6 months language course in Germany.

Candidacies via the Carlos Chagas /CNPq platform. Deadline: 15 May 2015.

5.3.3 BRAZIL – UK (RCUK) Newton fund joint call on infectious desases

The Medical Research Council and the Council for Economic and Social Research, both in the UK, announce the launch of a call in partnership with the National Council of State Research Support Foundation (Confap) and the National Council for Scientific and Technological Development (CNPq). The subject area is neglected infectious diseases.

The call will finance research for 2-3 years for competitive and innovative international collaborations between Brazil and UK scientists. The British will invest £ million (approximately US $ 9 million), with Brazilian counterpart. The agencies should support 8-14 projects.

The areas covered in this call refer to biomedical, social or economic studies on common diseases in the lower classes of the population. Proposals should address the following diseases: dengue, chicungunha, leishmaniasis, chagas

5.3.4 BRAZIL (FAPESP) – ISRAEL (Weizmann Institute of Science) call for proposals

WHAT ? Call for joint research projects in Life Sciences, with a preference to Cancer and/or Inflammation Research.

FAPESP and WIS are prepared to fund the projects with a total of up to US$70.000 per project/per year – as a general rule, the funding is for two years with a balanced contribution from the institutions.

WHO? Applicants from Israel and from the State of São Paulo must satisfy the eligibility criteria of WIS and FAPESP, respectively.

Deadline: 29 May 2015.

5.3.5 FAPESP – Belmont Forum new call for proposals WHAT? The call for proposals aims at fostering research on climate, environmental and related societal change in mountain regions, considering both new measurements, recovery of existing data, and the development and use of integrated modelling strategies by adopting a strong trans and inter-disciplinary approach.

The call for proposals encourages the formation of new international networks for 18 to 36 months, beginning in 2016.

WHO? Funding should support proposals that combine significant contributions by scientists from at least three of the participating countries. Depending on all conditions of eligibility and peer review being met, the budget earmarked by FAPESP for this call will be equivalent of up to EUR 1 million.

Proposals will be processed by FAPESP as Regular Research Grants for up to 24 months or as a Thematic Project Research Grants for up to 36 months, upon discretion of the proponent.

Deadline for submission of pre-proposals is 1 June 2015 (a pre-proposal stage is followed by a full proposal stage for the projects that successfully go through the previous stage).

5.3.6 BRAZIL (FAPESP) – UK (NERC) call for collaborative research

The São Paulo Research Foundation (FAPESP) and the Natural Environment Research Council (NERC), one of the Research Councils UK, are opening a new opportunity for funding collaborative projects between researchers in the United Kingdom and in the State of São Paulo, Brazil.

The focus of the new FAPESP-NERC partnership will be in Earth System Science and Global Environmental Change research.

The Belmont Forum is a group of institutions to encourage research on global changes.

The call is included in the Belmont Forum Collaborative Research Action on “Mountains as Sentinels of Change - 2015” and is supported by Belmont Forum selected funding agencies from different countries including FAPESP for the participation of researchers in the State of São Paulo, Brazil.

A research matching application (https://igfagcr.org/user/register) is available to all researchers interested in the Belmont Forum opportunities. This database is available now and searchable for those interested in finding a collaborator with a certain background or within a specific topic area.
