1 EU Insight – Innovation Union

Scoreboard 2015

On 7 May 2015, the European Commission released its latest study on the state of innovation in the European Union. Like its predecessors, the Innovation Union Scoreboard 2015 (now in its 14th edition), provides a comparative assessment of the research and innovation performance of the 28 EU Member States and selected associated and neighboring countries. The aim of the assessment is to help Member States identify and better understand areas of strength and/or weakness regarding innovation and to determine appropriate actions to facilitate their respective innovation performances. The report To determine the state of affairs concerning innovation across individual Member States, the report draws on a methodology used in previous editions. This methodology is based on a composite indicator, which is comprised of 25 different individual indicators. This composite indicator, known as the “Summary Innovation Index,” summarises a range of indicators” which are broken down into three main types—Enablers, Firm activities and Outputs—and eight key dimensions. (*because of changes to some of the indicators used, a direct comparison with the results of the 2014 Scoreboard was not possible) According to this year’s report, although stable, innovation in the EU is stalling, and in some cases, is in decline. The reasons for this finding are manifold, but key amongst them are lingering effects of the 2008 financial crisis. For many Member States, the financial crisis has had a major impact on private sector innovation, with many innovation firms going into decline, less patents applied for, investments in venture capital shrinking, and high-tech products importation and general product sales being down, to name just a few of the problems affecting this sector. In addition to this finding, this year’s Scoreboard also points out that the decline in innovation is present in 13 of 28 Members States. However, not all is bad news for Europe in relation to innovation. Even though 13 Member States demonstrate a poor or weakening performance in terms of innovation, the remaining 15 have, however, actually improved their performance. This is especially true for Malta, Latvia and Bulgaria. Also to come out the Innovation Scoreboard is the fact that while convergence in terms of innovation growth is occurring, it is happening too slowly. Categories and Leaders Using the performance indicators for innovation mentioned above, the Member States were divided into four classifications. These performance groups are broken down into the following types: innovation leaders, innovation followers, moderate innovators, and modest innovators. Ranked in the top group of innovation leaders are Sweden, Germany, Denmark and Finland. These countries are in turn followed by Austria, Belgium, France, Ireland, Luxembourg, the Netherlands, Slovenia and the UK. Behind these two groups are Croatia, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Italy, Lithuania, Malta, Poland, Portugal, Slovakia and Spain. While the last group, that of modest innovators is made up of Bulgaria, Latvia and Romania. These rankings position the various EU Member States in terms of their innovation performance relevant to the EU average. Countries in the first category of innovation leaders are all well above the EU average, while those in the second innovation followers

group are either above or close to the average. Those in the moderate innovators category are viewed as performing well below the EU average.

Figure 1: EU Member States’s innovation performance Of all the countries studied, Sweden performs the best innovatively. Furthermore, all the countries listed in the top group have remained stable from the previous year (2014), with only Cyprus and Estonia changing group membership (downward). Where change becomes most obvious is within the various groups themselves. For example, amongst the innovation leaders, Finland and Germany have exchanged places. To further understand how EU Member States are performing, the Innovation Union Scoreboard 2015 also assessed other European and non-European countries. Among European countries, Switzerland is the top performer in general, outperforming all EU Member States combined. Whereas globally, South Korea and the United States rank as the best innovators. Professor Carlos H. de Brito

FAPESP

Professor Carlos Brito Cruz, could you tell us about your roles and responsibilities as scientific director of the Foundation for Support to Research of the São Paulo State (FAPESP)?

FAPESP receives financing from tax payers in the São Paulo State for the development of science & technology in the state.

We deal with 25,000 funding proposals per year. As the scientific director of FAPESP, I am responsible for organizing the peer review process of those proposals and to decide on funding, as well as for the implementation and following up on the performance of the selected proposals.

I am also responsible for communicating with the scientific community of the São Paulo state, and to propose to the superior council of FAPESP new programs and new actions required to foster the development of science & technology in the state.

Are you specifically involved in FAPESP's internationalization?

FAPESP sees international cooperation as very important in order to foster opportunities for researchers in the São Paulo state to develop cooperation projects in collaboration with researchers from other countries, taking advantage of the significant quality and quantity of researchers in the state.

We work with three different types of cooperation agreements:

I. with research funding agencies from other countries or international organisations;

II. with universities/research organisations to provide seed money for researchers in the São Paulo state and other countries may interact during 12 months in order to prepare projects which will be submitted for evaluation under I;

III. with enterprises from other countries in order to co-finance projects that will be implemented in universities in the São Paulo state or abroad.

From now on, FAPESP PhD and post-doc fellowships open to foreigners are also published on the EURAXESS JOBS platform. Where do you see the biggest opportunities for increased cooperation between Europe and Brazil?

FAPESP’s interest is to foster cooperation with Europe in all areas of research.

We fund 1,000 post-doctorate scholarships per year in the São Paulo state, and candidates from Europe can apply to those scholarships.

We also have the Young Investigator Award (YIA), which provides funding for 70-80 foreign researchers to start their research in Brazil.

In your opinion, what could be done to further enhance international scientific cooperation and, more specifically, the mobility of international researchers?

There has been an increasing number of research projects that have been

Brito Cruz was a resident researcher at AT&T's Bell Laboratories, in Holmdel, New Jersey and was also the Director of Unicamp's Physics Institute from 1991 to 1994 and from 1998 to 2002; Rector for Research at this University from 1994 to 1998, and the President of FAPESP from 1996 to 2002.

He is a member of the Brazilian Academy of Sciences since 2000.

conceived, prepared and then developed jointly by Brazilian and foreign researchers, and we hope that this number will be further increased in the future. These joint projects should contribute for mobility to become more fluid.

Our approach is to foster the need for international mobility through these cooperation projects.

Do you know of any initiative in São Paulo / Brazil that provides practical help to foreigners when they decide to relocate to Brazil (as does EURAXESS all the way around)? I am thinking about the issue of visas, for example.

There are offices dedicated to providing that kind of support for foreign researchers in the best universities in the São Paulo state, such as USP, Unicamp, Unesp, Mackenzie Institute, usually under the deputy dean for international relations.

FAPESP organizes regular FAPESP week abroad, including one in London in 2013 and Munich in 2014. Will you visit other EU countries soon? Are you also cooperating with Asia?

We plan to hold FAPESP weeks in Barcelona and Buenos Aires in this first semester.

Regarding Asia, we held one in China last year and are envisaging to hold one in Japan this year.

Going back to your personal experience (research stays in Rome and Paris), how do you compare the two research environments in Europe and in Brazil?

Based on my personal experience, the research environment at European universities in general is similar to that in the best Brazilian universities.

The European Commission initiatives in the research field have brought excellent opportunities to foster collaboration with Brazil.

In the São Paulo state, researchers have more access to funding for basic research, while in the EU the focus has changed to innovation.

As FAPESP scientific director, would you rather support incoming or outgoing mobility? What about as a scientist?

For FAPESP, both incoming and outgoing mobility are important.

Outgoing mobility serves Brazilian researchers, who can come into contact with the best research institutes abroad.

Incoming mobility allows the best international researchers to come to Brazil to share their experiences with our researchers.

3 EURAXESS Links Brazil activities 3.1 Video competition: My research on climate and

sustainable development in 180 seconds

In the lead-up to the 21st Climate Conference – COP21 to be held in Paris on 7-8 December 2015, the Embassy of France, in partnership with EURAXESS Links Brazil, Institut français, CNRS, IRD, CIRAD and CliMates are organizing a video competition on climate and sustainable development.

The competition is pretty similar to the EURAXESS Science Slam, and consists of submitting a video presenting the applicant’s research on climate and sustainable development in 180 seconds in a clear, original and convincing manner.

The video competition is organised under the Caravane du Climat.

Prize: a trip to Paris during the weeks preceding the COP21, a research expedition in Amazonia or a trip on a research vessel amongst others!

3.2 EURAXESS Science Slam – submissions process open!

The submission process for the EURAXESS Science Slam Brazil 2015 is now open and will stay open until 15 September 2015.

Researchers (from masters students to advanced researchers) of all nationalities and research fields currently based in Brazil can apply. It is a fun way to communicate your research project to an audience of non-experts.

What you need to do to join the competition:

1. Be creative and develop an original idea to present your research project to the world: Tap dancing, singing, old-school presentation, scientific equipment – all is allowed.

2. Let us know how you pretend to show your research at the finals, either :

• Making a 3-minute max. video of the presentation to be held in the LIVE finals with your camera phone (or equivalent), or

• setting a Skype interview with EURAXESS Links Brazil country representatives.

Make sure the presentation is in English or Portuguese. 3. Post your video on EURAXESS Science Slam Brazil Drop-it-to-me

platform. The requested upload password is: “Science_Slam_2015”. Or send us the link to your video at [email protected].

The five best candidates will be invited by EURAXESS to attend the LIVE finals to be held at Casa da Ciência in Rio de Janeiro during the National Science and Technology Week (19-25 October 2015).

Finalists will present a topic related to their research to an audience of non-experts. The slam will be given in English or Portuguese in less than 10 minutes and can be supported by video and audio material, PowerPoint slides and any other kind of media available, as well as by scientific equipment.

The performances of the participants will be judged by the audience and the jury of European and Brazilian researchers and communicators.

Prize:

The winner will be awarded a free trip to Europe where he or she will meet European Commission policy officers along with the winners of the other EURAXESS Science Slams organized in ASEAN, China, India Japan, and North America. He/She will also have the opportunity to travel to a European research institution of his/her choice!

3.3 Science without Borders Roadshow 2015 Charlotte Grawitz, EURAXESS Links Brazil country representative, joined the Joint Road Show 2015 together with representatives from higher education institutions and public agencies from Austria, France, Germany, Holland, Ireland, Hungary, and Switzerland. She delivered a presentation on what Europe offers to young Brazilian fellows, European funding and Science without Borders opportunities at JRC.

Thank you to all participants who attended EURAXESS presentations and stopped by our booth to learn about opportunities in Europe.

3.4 Tour of Brazil event Paulo Lopes, EURAXESS Links Brazil country representative, attended the first event of the "Tour of Brazil 2015", which was held in Vitória, Espírito Santo, on 21 May under the theme of "Cooperation between Technological Innovation Brazil and the European Union”.

The event was held at the Federal University of Espírito Santo (UFES) and the programme included topics such as opportunities for bilateral cooperation in technological innovation, innovative initiatives in the State of Espirito Santo and presentations of the European research program Horizon 2020 and EURAXESS. Local authorities and the Head of the EU Delegation in Brazil, Ambassador Ana Paula Zacarias, as well as other representatives of the EU Delegation in Brazil and from the Embassies of Austria, Czech Republic, Norway and Belgium, were also present.

The "Tour of Brazil" is an initiative of the EU Delegation in Brazil and the embassies of EU Member States and aims to inform interested parties about the programmes and cooperation opportunities to strengthen bilateral relations between the EU and its Member States and the Brazilian states in areas of common interest in the science, technology and innovation fields.

SME Instrument One-hundred and sixty-one companies from 23 countries have been selected in the latest round of Horizon 2020 SME Instrument Phase 1. For each project, the

participants will receive EUR 50,000 to finance feasibility studies. They can also request up to three days of business coaching.

The EUR 2 million five-year EU-PolarNet programme brings together 22 of Europe’s internationally-respected multi-disciplinary research institutions to develop and deliver an integrated European polar research programme that is supported by access to first-class operational polar infrastructures. 4.1.4 Ukraine joins Horizon 2020 to work with EU in science and research

Researchers, businesses and innovators from Ukraine will now be able to fully participate in Horizon 2020, the European Union's research and innovation funding programme, on equal terms with EU Member States and other associated countries. This is thanks to the Agreement for the Association of Ukraine to Horizon 2020, signed in Kyiv (Kiev) by Carlos Moedas, European Commissioner for Research, Science and Innovation, and Serhiy Kvit, Minister of Education and Science of Ukraine. Commissioner Moedas said: "I am very pleased to welcome Ukraine into our EU research funding programme Horizon 2020. Ukraine has chosen to invest in its knowledge and in its people. Chosen to contribute to the common goals of the wider science and technology community. Ukraine's great research and innovation potential offers promising partnerships for Europe. And Ukraine will now have access to the full spectrum of activities funded under Horizon 2020, helping to spur its economy. I hope Ukraine will make the most of these opportunities." 4.1.5 Pint of Science Festival also in Europe The festival took place over three days in the evenings of Monday 18th – Wednesday 20th May 2015. It happened simultaneously in the UK, Ireland, France, Italy, USA, Spain, Germany and Australia.

In 2012 Michael Motskin and Praveen Paul were two research scientists at Imperial College London. They started and organised an event called ‘Meet the Researchers’ which brought people affected by Parkinson’s, Alzheimer’s, motor neurone disease and multiple sclerosis into their labs to show them the kind of research they do. It was inspirational for both visitors and researchers. They thought if people want to come into labs to meet scientists, why not bring the scientists out to the people? And so Pint of Science was born. In May 2013 they held the first Pint of Science festival which featured some of the biggest names in their fields to explain their ground-breaking work to lovers of science and beer. It was a phenomenal success of course!

The aim of the organisers is to deliver science talks in a fun, engaging and approachable way by bringing them to a pub close to you. They will bring you the most interesting and knowledgeable scientists around to give a talk about their research. You just sit back, sip your drink, listen and then you can either ask questions, have a drink with them or even tell them about your crazy idea to save humanity.

4.2 Brazil 4.2.1 ST&I Minister emphasises technology parks as a path

to high technology in Brazil The Minister of Science, Technology and Innovation, Aldo Rebelo, highlighted that investment in technology parks is the way for Brazil to generate industries and high-tech services on the occasion of his visit to the Technological Park of Uberaba (MG).

"We value technology parks because they are the seed and the country's promise for high-tech", Rebelo said. "Brazil needs to generate high-tech jobs, high-tech tributes, industry and high-tech services, and this goal can only be achieved with instruments such as technology parks", he said.

Already in operation, with an area of more than 10 million square meters, the complex is part of the Inova Uberaba Program, intended to transform the city into a national benchmark in science, technology and innovation (ST&I). The area offers over 200 lots of about 1,300 m2 for business, industry and educational and research institutions, laboratories, meeting rooms and video conferencing, amphitheatres and convention centre.

Among the main fields of knowledge in the park are agribusiness, biotechnology, energy, information and communication technologies (ICTs) and

4.2.2 For Finance Minister investment in innovation will be critical to economic recovery

The finance minister, Joaquim Levy, demanded more investment in innovation in Brazil. For the minister, the investment in knowledge is fundamental for national economic recovery. Investing resources in innovation, according to him, will ensure the growth of the Gross Domestic Product (GDP) in the long run, as it will not have the strong support of primary products as in recent years.

"We need to incorporate, once and for all, the belief that competition is the major force driving innovation. In the next 15 years, Brazil will be without the supercycle of commodities that it has benefited from in the past 15 years", he said.

According to Levy, the government's plan for the resumption of growth is not limited to fiscal adjustment, but also to creating a favourable economic environment for this recovery. "On the whole, it is based on the assessment that the main role of government is to create a venue for society and the private sector to play their roles", said the Minister, participating by video from the XXVII National Development Forum João Paulo Reis Velloso.

4.2.3 Reduction of MCTI budget is close to 25% The Minister of Planning, Budget and Management, Nelson Barbosa, announced on 22 May cuts in this year’s public budget. In total, the readjustment amounts to R$ 69.9 billion, with a division of the reduction between the 39 ministries of the Executive, the compulsory amendments of the Legislative and programmes of the federal government.

For the Ministry of Science, Technology and Innovation (MCTI), the cut was 25%. The Annual Budget Law provided R$ 7.311 billion for the Ministry, but the final budget remains at R$ 5.467 billion.

Other ministries with science, technology and innovation activities also suffered from the cut. The Defence Ministry, for example, lost just under 25% of resources, from R$ 22.645 billion to R$ 17.028 billion.

The Ministry of Communications (MiniCom) had a loss of 23% from the R$ 1.371 billion that it had been allocated for this year. Now, the value is R$ 1.054 billion. Still, the government's promise is to maintain investments in the National Broadband Plan (PNBL) and the Geostationary Satellite Defence and Strategic Communications (SGDC) project.

4.2.4 Government and industry stress the need to work together for innovation

The need for government and industry to work together for innovation and the central role of industrial development for the Brazilian economy were the keynotes of the opening speeches of the 6th Brazilian Congress of Innovation Industry, on 13 May in São Paulo.

"The staircase that leads to the future has science, technology and competitiveness among its unavoidable steps", summarised Aldo Rebelo, Minister of Science, Technology and Innovation (MCTI), who pointed out industrial economy as the only possible way forward for Brazil. According to him, the challenge is marked by a "common denominator", and in this context there is no way to establish barriers between public and private interests, or between what is market and governmental or state interest.

The minister pointed out that there are many ongoing policies and actions effectively implemented on the basis of proposals from the productive sector, for which he thanked the effort to keep the country among industrialized nations. He expressed his commitment to the restoration of the budget of his Ministry and the funds linked to it, as well as the strengthening of initiatives such as the Brazilian Company for Industrial Research and Innovation (Embrapii) established by MCTI with CNI.

Robson Braga de Andrade, president of the National Confederation of Industry (CNI), described a "difficult moment" in the economy, citing the emergence of new costs, reduction on consumption and crisis in countries that make up foreign markets. "We know that the federal government and the states have sought to take the necessary measures", he said. "Brazil needs to have proposals so that, at the end of the required fiscal adjustment, it can have sustainable growth".

Also Luiz Barretto, president of the Brazilian Support Service for Micro and Small Enterprises (Sebrae), considered the theme key for the entire production sector. He assessed that, from the investment point of view, "it is time for caution, but not paralysis". He named the improvement of the legal environment as a priority and, on that front, he spoke of the bill that regulates the innovative activity and the exemption proposed for the import of machinery and raw materials for research and development.

The document read by Pedro Passos, co-founder of Natura, urges the private and public sectors, along with Brazilian academia, to work toward strengthen business innovation in the country. The document highlights the reduction of industrial participation in the Gross Domestic Product (GDP) and the loss of competitiveness and alerts that business expenditure on R&D is far from the target of 0.90% of GDP. It also refers to a survey with 100 business leaders, of which more than 60% answered that the degree of innovation in Brazil is low.

"Innovation is the key to leveraging the investments and the results of scientific and technological development in the country. Innovation is the path to overcoming obstacles to the development of Brazil," says the manifesto.

Minister Aldo Rebelo reiterated that fiscal adjustment is a temporary situation and that the country needs to be prepared for the next stage. He considered that for such a task we must bring together universities, public intelligence and research institutes with the innovative projects of companies.

4.2.5 Study of CNI concludes: innovative activity in Brazil is unsatisfactory

In a context of financial difficulties, Brazil is struggling to return to a strong economy. One reason for the setback of the Brazilian economy was the sharp drop in production and industrial competitiveness in recent years. Much of this is due to the low innovative activity in the productive sector, as pointed out by a survey released on 12 May by the National Confederation of Industry (CNI). The document notes that 62% of entrepreneurs who run innovative businesses consider that the degree of innovation in the country is not satisfactory.

"This research confirms the important role of innovation for the survival of businesses in the global market and the need for an effort to create a favourable environment for innovative businesses in Brazil. No doubt, innovation is the key vehicle for industry to grow and harvest results, even in adverse scenarios, such as the current one", said the national superintendent of the National Institute Euvaldo Lodi, Paul Mól.

Of the total respondents, 54% considered the level of innovation in Brazil as "low", while another 8% rated it as "very low". An additional 35% said "neither high nor low", while only 3% considered Brazil's innovation potential to be "high".

Those who opined that Brazil’s innovation potential is "low" or "very low" justified their opinions by indicating factors that hamper the innovative capacity. According to them, the decline in innovation in Brazil is due to accumulated technological delays over the years. By consequence, the industry is forced to import or copy methods and processes of other countries. In addition, respondents estimate that there is a lack of a culture of innovation in Brazilian companies in general. They also considered as obstacles the lack of incentive policies, the difficulty of interaction between companies and universities and the low education level of professionals.

Despite the difficulties pointed out, 99% of respondents said that innovation is part of the business strategy of their companies. Among the motivations for innovation, entrepreneurship pointed out the competitive advantage, increase of productivity, profit growth and the potential for internationalisation as key factors.

The study also showed that large companies invest more than small and medium-sized companies in innovation. In the first group, 37.5% of large

companies invest more than 5% of their budget in innovation; 10% indicate that the investment is between 3% and 5% of their revenues; and in an other 27.5%, the percentage is between 1% and 3%. In the second group, 21.7% allocate more than 5% of their budget for innovation; 16.7% claim that it is between 3% and 5%, while the majority (31.7%) said that the percentage is between 1% and 3%.

The issue of human resources is seen as a key obstacle by the group of respondents. For 89% of them, newcomer professionals to the labour market are not sufficiently trained. Most companies, of any size, are seeking a specific professional profile to foster innovation. Among the valued features are proactivity, creativity and communication skills.

The promotion of innovative activity also entered the discussion. In the opinion of Paulo Mól, it will be crucial to have new forms of economic subsidy to stimulate small and medium enterprises, in addition to new business, to invest more aggressively in innovation.

"In Brazil, the company that wants to innovate has a bigger offer of finance for credit lines. And having credit available is essential. However, in such cases, it is necessary to return this money later. This removes, for example, micro and small companies, as well as new business. When we talk about significant results of innovation, we speak of radical innovation and this is a risky investment. Therefore, we support the expansion of resources for financing in the form of a grant, non-reimbursable resources, to stimulate more innovation projects. This will increase the funding system and will encourage more private investment”, he said.

4.2.6 MCTI Secretary goal is to increase income of the population by ST&I

After spending just two weeks as the Secretary of Science and Technology for Social Inclusion of the Ministry of Science, Technology and Innovation, the agronomist Eron Bezerra already identified his main objective: verticalizing production and adding value to regional raw materials that will help raising the income level of the population, through science, technology and innovation. "This leads to sustainability, i.e. any process that eliminates political, economic and cultural dependencies", he said.

However, the Secretary also noted the need to create an organizational culture in Brazilian society. He points out that this is the main obstacle in the management of social enterprises.

In addition, he called for the strengthening of the national scientific and technological production.

4.2.8 Science without Borders is positive but needs adjustments to keep growing

The Science without Borders programme (SwB) is one of the main actions of the government of Dilma Rousseff. Through it, 101,000 undergraduate and graduate students will be sent worldwide by the end of 2016 to gain access to new realities and differentiated knowledge. Of this total, 40,000 fellows have returned to the country. All this in pursuit of the improvement of Brazil's capacity to produce knowledge and innovation.

However, this action alone is not enough to transform Brazil in the near future. Nonetheless, the finding of key players of the scientific sector who participated in a public hearing at the Commission of Science, Technology, Communication and Innovation (CCT) of the Senate is that the programme is very positive, providing for the expansion of the "Brazil brand" around the world.

"All the objectives of the Science without Borders programme have been met. But that is not all. It is the Brazilian presence worldwide. For me it is one of the most important results", said the president of the National Council for Scientific and Technological Development (CNPq), Hernan Chaimovich. "With the indicators that we have, this programme is a success", he added.

One of the main criticisms, however, is related to the use of the National Fund for Scientific and Technological Development (FNDCT) as a means of fostering SwB. Estimates are that spending on the programme this year will reach R$ 1.1 billion of the total amount - which represents one-third of R$ 3.3 billion planned for 2015. Without counting the support of CT-Petro, the fear is that research and development activities in the country are relegated to the background.

Despite being a defender of the programme, the president of the Brazilian Society for the Progress of Science (SBPC), Helena Nader, defended the review of the use of the fund to finance SwB. " Science without Borders is emptying FNDCT, which was not made for that. That is not the focus of the fund. The trend is that it will almost disappear for being used to pay scholarships", she said.

Studies made by the government show that the average expenditure per student in foreign universities is R$ 90,000 per year.

The possibility of including areas of knowledge related to human and social sciences has been proposed. The measure, however, was discarded by the President of the Higher Education Personnel Training Coordination (Capes),

4.2.9 BNDES disbursed R$ 1 billion on innovation in the first quarter of this year

Despite registering a decrease of 24% compared with the first three months of 2014, the National Bank for Economic and Social Development (BNDES) managed to disburse R$ 33.3 billion in the first quarter of this year. One of the highlights of the bank’s performance from January to March were the releases for innovation, which increased by 9% over the same period of last year and reached R$ 1 billion.

From R$ 33 billion, the infrastructure sector received R$ 11.7 billion (a 35% share); followed by industry, with R$ 10.4 billion (31%); trade and services, with R$ 7.6 billion (23%); and agrobusiness, with R$ 3.5 billion (11%).

Regarding approvals, the largest share was from industry (40% of total approvals), with R$ 8.4 billion. On infrastructure, BNDES approved R$ 5.8 billion (28% of total). Then, trade and services, with R$ 4.3 billion (20.6% stake) and agrobusiness, with R$ 2.3 billion (11%).

Micro, small and medium enterprises (SMEs) continue with an important participation in financing, accounting for 31% (R$ 10.2 billion) of the total funds released by the bank in the first three months of 2015. The performance was driven by the BNDES Card, whose disbursements grew 16%, totalling R$ 2.8 billion.

4.3 Cooperation EU, Member States, Brazil 4.3.1 Partnership between Brazil and European Union in the

ICT field receives 42 proposals Registration for the 3rd Brazil-European Union coordinated call in Information and Communication Technologies (ICT) received 42 proposals, of which 38 were considered eligible. Of these, five projects will be selected: one in High Performance Computing, another in Experimental Platforms and three in Cloud Computing. The call is an opportunity to explore the potential of Brazilian and European institutions in the search for solutions that translate into benefits for the ICT market and society.

The 42 proposals involve 196 participations of institutions in Europe and 150 in Brazil. There are on average eight institutions collaborating on each project proposal. "These figures show the great capacity for cooperation among various institutions from the two communities and emphasize the sharing of information and scientific and technological knowledge, skilled human resources and R&D infrastructure", says Project Coordinator of the Research and Development Centre on Digital Technologies for Information and Communication of the National Network of Education and Research (RNP), Wanderson Paim.

In Brazil, the initiative is coordinated by the Secretariat for Information Technology Policy (Sepin/MCTI) and RNP, a social organisation supervised by MCTI.

Evaluators will have the month of May to carry out the process of analysing the proposals. After this step, all Brazilian and European evaluators, as well as some representatives of MCTI and RNP, will participate in a selection meeting at the European Commission headquarters in Brussels.

At the event, which takes place from 22 to 25 June, representatives from the European Commission and the Brazilian government will participate in a panel that will celebrate the cooperation agreement and present the list of selected projects. "The expectation is that after the selection, we can still do the hiring of the five selected projects in 2015. The beginning of the implementation of projects can happen at the end of the year or at the latest in early 2016", said Paim.

4.3.3 Brazilian business mission goes to the Iberian Peninsula in search of strategic partnerships

Brazil seeks closer trade relations with Portugal and Spain in search of new business. A Brazilian business mission, led by the vice-president, Michel Temer, will visit the Iberian countries with the participation of 22 companies from different sectors of the economy, such as audiovisual, publishing, electronic games, information technology, solar energy, aviation, among others. Topics such as "Innovation and Technology" and "Small and Medium Enterprises" are at the negotiating agenda.

Member of the delegation, the executive secretary of the Ministry of Development, Industry and Foreign Trade (MDIC), Ivan Ramalho, sees the partnership with the countries of the Iberian Peninsula as important to promote activities that foster the Brazilian productive sector.

"To support the internationalisation of Brazilian companies and encourage exports from Brazil are issues that MDIC considers as priority. We know that the export activity is a privileged channel to promote productivity and economies of scale, encourage innovation and the qualification of the workforce, and strengthen the competitive conditions of the companies involved", Ramalho said.

The mission is organised by the Department of Trade Promotion and Investment of the Ministry of Foreign Affairs (MRE), with support from the MDIC and the Ministry of Agriculture, Livestock and Supply.

4.3.4 Seminar evaluates results of cooperation with UK in the electricity sector

The Ministry of Science, Technology and Innovation (MCTI), in partnership with the British Diplomatic Mission in Brazil and the National Electric Energy Agency (Aneel), promoted in Brasilia the international seminar “Innovation Brazil-United Kingdom: An Approach for the Electrical Sector”.

The seminar, held on 20 May, is part of the Innovation Policy Project for the electricity sector, which is supported by the Brazilian Institute of Information in Science and Technology (Ibict/MCTI). The action seeks to diagnose and evaluate the different forms of fostering innovation in the energy sector, especially in the electricity sector, and the effectiveness of its applicability in Brazil. The project was launched in 2013 by the British Government's cooperation fund, the Prosperity Fund.

The UK today ranks second in the ranking of global innovation index (Global Innovation Index) and in the last two years it rose eight positions. "We made a lot of progress," said the Consul and Deputy Director of UK Trade & Investment in Rio de Janeiro, Matt Woods.

"Investments in R&D and innovation greatly contributed to the recovery of businesses in the global economic crisis of 2010. You can see the direct positive effect on the net revenues and employability."

On the future of cooperation between countries, Woods pointed out the partnership as lasting". This project was just the tip of the iceberg, surely. Our goal is to share knowledge, exchange experiences and innovate together", noted the Deputy Consul.

Project results were presented at the seminar by the Management and Strategic Studies Center (CGEE) and the Carbon Trust, a British organization whose mission is to accelerate the transition to a sustainable low-carbon economy.

The general coordinator of Sectorial Technologies of the Technological Development and Innovation Secretariat (Setec) of MCTI, Eduardo Soriano, said that the partnership with the UK has been one of the priorities within the ministry's policy, especially in the area of energy and innovation. "It is a country that really works in a very interesting way and with different models and approaches, which is very important for Brazil", he said.

The meeting was attended by representatives of government entities, British organizations, such as Ofgem and Energy Innovation Centre, and Brazilian ones, such as the Financier of Studies and Projects (Finep).

4.3.6 British organisation wants partnerships with research institutes in Brazil

Developing initiatives that will drive innovation and will make science more accessible to the general public - this is one of the objectives of the British Innovation Foundation for Science, Technology and the Arts (Nesta, its acronym in English), which visited the Ministry of Science, Technology and Innovation (MCTI) to establish contacts with educational and research institutions from the country, and to initiate partnerships in areas such as governance and cities of the future.

The executive director of Nesta, Geoff Mulgan, cited as an example of the entity's initiatives the Challenge prize, which supports research groups in finding effective solutions to scientific challenges. The exhibitions allow the participation of scientists from around the world, with the possibility of the British public to choose the subject by vote.

For the UK ambassador to Brazil, Alex Ellis, the awards help with "democratizing innovation". The director of Science and Innovation of the British Embassy, Julia Knights, pointed out that the foundation has an interest in working together with Brazil through its mechanisms.

According to the special advisor to the MCTI, Ademar Seabra, Nesta resembles a social organization and has the flexibility to raise funds from various sources and propose innovation policies to the British state, with the involvement of local society. He said that the search for creative solutions covers global issues that directly affect the United Kingdom and humanity.

4.3.7 Brazil and Germany launch a portal on solar thermal energy

The Online Solar Thermal Platform, a product of the Heliothermic Energy Project, aims to gather and disseminate information on solar thermal energy in Brazil. The initiative comes from the partnership between the Ministry of

Science, Technology and Innovation (MCTI) and the German Cooperation for Sustainable Development, through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Brazilian Institute of Information in Science and Technology (Ibict/MCTI) is the Brazilian unit responsible for the portal.

Solar thermal energy is the indirect generation of electricity from sunlight. Besides being considered a low-impact renewable technology, solar thermal energy can provide power whenever needed. With the ability to store thermal energy, the production takes place even on a cloudy day or during the night.

According to the general coordinator of Sectorial Technologies of the Department of Technological Development and Innovation (Setec) of MCTI, Eduardo Soriano, Brazil, as a tropical country, has great potential for harnessing energy from the sun. "The big advantage of solar heliothermic energy is that we can produce both heat for industrial processes and electricity", he noted.

The platform is divided into two sections: an open area and the exclusive area for registered users. There are information pages and news on solar thermal regarding the first area, accessible to all visitors,. The exclusive area, which can be accessed after registering, offers scientific articles and specialized information for those who study or work on the topic.

Users can also find market and research guides, in which companies, government agencies and financial, research and development institutions can register to provide an overview of organisations related to solar thermal energy. The site also has sections on Jobs and Notices, with professional opportunities in the area.

4.3.8 British Ambassador delivers Official Medal of the Order of the British Empire to Scientific Director of FAPESP

On 20 May the British Ambassador to Brazil, Alex Ellis led the ceremony of delivery of the British Empire Order Official medal (OBE), which was granted to Dr Carlos Henrique de Brito Cruz, Scientific Director of the Foundation for Research of the State of São Paulo, FAPESP. Dr Henrique de Brito Cruz is the first Brazilian in the last ten years to receive the title, which recognizes notable people in their areas of expertise in the fields of arts, sciences, public service and philanthropy.

FAPESP is a great partner of UK universities and businesses, as well as of funding agencies for research, seeking to expand its international collaborations. As a major partner of the British government, FAPESP works closely with the British Science and Innovation Network and acts as one of the co-financers of the Newton Fund - a £27 million assistance programme (more than R$ 100 million) focused on research and development in Brazil. FAPESP is the only Brazilian institution that offers programmes under the three pillars of the Fund (People, Research and Innovation), having agreements with over 30 UK institutions, including the British Council, companies such as GSK, BG and BP and research centres as the universities of Birmingham, Cambridge and Edinburgh.

Since 2007, Professor Brito’s support has been crucial for the cooperation between British companies and research institutions in São Paulo, with a significant increase in this partnership in the past six years through proactive and teacher engagement. In 2009, Professor Brito signed an agreement with the Research Councils RCUK - funding agencies to UK research - to create a joint platform for evaluating funding of bilateral research projects, bringing a a number of researchers and scientists from the United Kingdom together with the State of São Paulo. Because of its success, the project was extended for another four years, in 2012.

5.1 European Union 5.1.1 Open calls under Horizon 2020 Access all open calls on the Horizon 2020 Participant Portal. Note that they are allocated to the three pillars of Horizon 2020:

• Excellent Science programme, including:

5.1.2 Human Frontier Science Programme (HFSP) Postdoctoral fellowships

HFSP postdoctoral fellowships encourage early career scientists to broaden their research skills by moving into new areas of study while working in a new country. Two possibilities:

- Long-Term Fellowships (LTF) are for applicants with a Ph.D. in a biological discipline, who will broaden their expertise by proposing a project in the life sciences which is significantly different from their previous Ph.D. or postdoctoral work.

- Cross-Disciplinary Fellowships (CDF) are for applicants with a Ph.D. from outside the life sciences (e.g. in physics, chemistry, mathematics, engineering or computer sciences), who have had limited exposure to biology during their previous training.

HFSP fellowships are for three years. Fellows may choose to stay for up to three years in the host country or use the last year of their fellowship to return to their home country or to move to another HFSPO member country.

5.1.3 European Respiratory Society - Post-doctoral Research fellowships

ERS/EU RESPIRE2 postdoctoral Marie Curie Fellowship opportunities in the broad field of respiratory science, co-funded by the European Union. The programme is aimed at experienced researchers from any discipline and will help fellows to become the future leaders in respiratory research.

5.1.4 Erasmus+ Joint Master Degrees Erasmus+ Joint master degrees (JMD) are offered by an international consortium of higher education institutions. A JMD corresponds to a high-level integrated international study programme of 60, 90 or 120 ECTS (corresponding to one or two years of studies).

Students from anywhere in the world at master's level can apply for these degrees which take place in at least two of the Programme countries represented in the consortium. 121 different consortia are proposing JMDs. Between approximately 13 and 20 student scholarship holders and 4 invited scholars/guest lecturers can take part in each programme annually. In addition to the student scholarship holders, self-funded students can enrol.

5.1.5 BE Mundus open call for sandwich PhD Scholarships for Brazilian PhDs students to undertake a mobility period (6-10 months) in 8 prestigious European universities, with the financial support of the European Commission’s Erasmus Mundus programme. The scholarships cover: Monthly allowance (PhDs: 1.500 EUR); Travel expenses; Full insurance scheme; Tuition fees (if applicable)

5.1.6 Eureka SD - 3rd call for applications Each mobility will have a strong focus on topics related to sustainable development. Check the many eligible fields of study here.

Exchange mobilities are available for the levels Undergraduate, Master’s, Doctorate, Post-Doctorate as well as Academic Staff.

In this third call, there is no scholarships for Brazilian students. Only for candidates from El Salvador, Guatemala, Honduras, and Nicaragua.

Eureka SD is an Erasmus Mundus Action 2 project coordinated by the University of Oldenburg. 5.1.7 IBRASIL - Sandwich PhD scholarships in engineering and technology

The EU funded IBRASIL project “Inclusive and Innovative Brazil” (Erasmus Mundus Action 2 program) grants scholarships to Brazilian and European students for credits mobility and degree mobility within the Higher Education Institutions members of the IBRASIL network.

Scholarships are now available for sandwich doctorates (6 to 10 months) in the fields of Engineering & Technology. Deadline: 31 May 2015.

5.1.8 CERN fellowship programme The European Organization for Nuclear Research (CERN) is offering:

- The Fellowship Programme is addressed to graduates from universities or higher technical institutes in a wide range of applied sciences, computing and engineering with limited or no work experience. Senior Fellowships are awarded to doctorate (PhD or equivalent) graduates whereas Junior Fellowships are intended for BSc or MSc graduates looking to work in a research group. WHO? national of a CERN Member State. However, a limited number of positions are also available to young scientists from Non-Member States with a Senior profile. 5.2.2 ESTONIA - Archimedes Foundation’s short-term visits for doctoral students

The programme brought by the Archimedes Foundation supports the short- term study and research activities of visiting PhD students in Estonian universities. The scheme is aimed at making Estonian universities and doctoral studies more international.

Candidates of any nationality but Estonian, engaged in doctoral studies in any field and affiliated with an institution outside of Estonia can apply for visits of a duration of 1 to 10 months. The scheme covers a monthly stipend for the entire duration of the stay as well as a travel allowance.

5.2.3 French chairs in the State of Minas Gerais The Federal University of the State of Minas Gerais (UFMG) and the French Embassy launched a call for applications for a French Chair in the State of Minas Gerais. The call is open to professors or researchers from French higher education and research institutions. They must be co-directed by a Brazilian professor.

Deadline: 12 June 2015.

5.2.4 GERMANY - "Green Talents Competition- International Forum for High Potentials in Sustainable Development"

5.2.5 ITALY - Fellowship Programme at NATO Defense

College in Rome The NATO Defense College currently offers five fellowships each year in the field of defense and security policy research related to NATO and its partners. The objective is to promote research and political consulting in areas of particular interest to the Euro-Atlantic Partnership Council (EAPC), to NATO's partners in the Partnership for Peace (PfP) and to NATO's Mediterranean Dialogue (MD) partners and Other Military Cooperation (OMC)/Partners Across the Globe (PAG).

This year, two fellowships are available for candidates from PfP countries, two for candidates from MD countries and one for a candidate from an OMC/PAG country. Each fellowship will last for four months, during which the fellow will be located at the NATO Defense College, in Rome, Italy.

The deadline is 30 September 2015.

5.2.6 ITALY - Scuola Normale Superiore PhD courses The Scuola Normale Superiore (SNS) offers fully funded PhD programmes in a variety of fields including humanities, social sciences, natural sciences and engineering,

Students of any nationality who hold or expect to obtain their master’s degree by October 2015 may apply for the PhD courses.

Successful applicants will receive full financial support (tuition fees, monthly allowance) for the entire duration of the course: 3 years (4 years in the neuroscience and biophysical fields). Successful applicants are expected to start working at one of the institutes of the SNS by November 2015.

5.2.7 NETHERLANDS - The Royal Netherlands Academy of Arts and Sciences (KNAW): Visiting Professors Programme (VPP)

The Visiting Professors Programme enables outstanding foreign researchers to spend time working in the Netherlands. The programme acts as an incentive for Dutch science and scholarship. KNAW members, researchers at KNAW institutes, members of KNAW’s De Jonge Akademie (Young Academy) and KNAW Academy Professors can submit nominations for a Visiting Professorship.

Next deadline: 2 November 2015.

5.2.8 POLAND - Thesaurus Poloniae The Thesaurus Poloniae is a fellowship programme of the Ministry of Culture and National Heritage of the Republic of Poland, implemented by the International Cultural Centre in Kraków.

The programme is addressed to overseas individual researchers who carry out research on culture, history and the multicultural heritage of Poland and Central Europe.

The Senior Programme is addressed to university professors and senior lecturers/PhD holders, and Junior Programme addressed to PhD candidates.

Each round of the programme lasts three months, during which time the fellow stays and works in Kraków and receives a monthly allowance.

5.2.9 SPAIN – i-COOP+ programme call for proposals The 2015 call for proposals within the programme for scientific cooperation with developing countries of CSIC is receiving proposals.

The programme is aimed at encouraging collaboration amongst research groups from CSIC and other international institutions of less developped countries, including from Latin America.

Eligibility: The consortia must include at least one research team from CSIC and one from a foreign Institution. The foreign research team can belong to universities, research institutions or technological centers

5.2.10 SPAIN – International Call for Fellowships in Biomedical Imaging M+Visión COFUND 2015

The international call M+VISION COFUND 2015 offering fellowships for researchers in biomedical imaging in Madrid and Boston has been published. The Regional Ministry for Education of Comunidad de Madrid offers 10 fellowships for specialists in advanced research in biomedical imaging. This call is part of M + VISION, a program in collaboration with the Massachusetts Institute of Technology (MIT ) and co-funded by the Seventh Framework Programme of the EU.

Initially, the fellowship lasts for 12 months, but can be extended with a 24-month contract, provided that there is a host organisation (university, research centre, hospital or firm) based in Madrid that hires the researchers during the second and third year. Host organizations will have a co-financing of up to 57% for hiring the researchers.

The economic support consists of:

- Fellowship (first year): EUR 43,000 / year - Employment contract (second and third year): EUR 65,000/year

(employer cost, including social security charges) - Research costs: EUR 2.300/year - Travel costs: EUR 3.300/year

There are two types of fellowships depending on the type of mobility that they include:

- Incoming modality (7 fellowships): the three years of fellowship take place in Spain.

- Outgoing modality (3 fellowships): the first two years of fellowship take place in the United States and the third year in Spain.

5.2.11 SWEDEN - Forte outgoing and visiting fellowships The Swedish research council for Health, Working Life and Welfare offers

- Outgoing fellowships to researchers within Fortes areas of responsibility the possibility to spend time at a foreign research institution. The applicant must be connected to a Swedish research institution.

- Visiting Researchers to carry out research in Sweden in their areas of competency. The Swedish host institution, and specifically the person responsible for the visiting researcher’s stay in Sweden, applies for the grant from Forte.

WHO? Eligible applicants are researchers holding a PhD.

5.2.12 SWEDEN – VINNMER Marie Curie Incoming and Industry Outgoing Fellowships

The purpose of the grant, co-funded by the EU’s Marie Skłodowska-Curie, is to support career development for individuals through mobility. The programme has a funding mechanism for incoming and outgoing transnational mobility for experienced researchers (including a reintegration phase for outgoing mobility), and it promotes active international collaborations between involved organisations. The programme includes the following calls for proposals for individual researchers:

- VINNMER Marie Curie Incoming: Funds international mobility to Sweden with project times of 1–3 years, open to researchers of all nationalities who have at least four years of research experience. The fellowship can cover up to 50% of salary costs as well as additional relevant and justifiable costs relating to mobility. Application deadline of current call: 16 September 2015.

- VINNMER Marie Curie Industry Outgoing: Funds international mobility from Sweden with project times of 1–3 years, open to researchers of all nationalities in industry or research institutes with at least four years of research experience. The fellowship can cover up to 50% of salary costs - additional relevant and justifiable costs relating to mobility. Application deadline of current call: 16 September 2015.

5.2.13 UK (British Council) – Brazil (Confap) - Researcher Connect call

The British Council and Confap launched a call under the Researcher Connect programme, funded by the Newton Fund. The call aims at selecting higher education institutions in 16 Brazilian states to host workshops on scientific communication.

Researcher Connect is a series of short interactive learning modules for researchers at any stage of their career and from any academic discipline. It is a professional development course that focuses on the development of excellent communication skills in international, multi-cultural contexts.

Researcher Connect was developed to help researchers meet the demands of an increasingly competitive global market, where the ability to communicate research effectively is paramount to success.

Deadline : 16 June 2015.

5.2.14 UK - Royal Society Research Professorship This idea behind the scheme is for world-class scientists who would benefit from a period of long-term support to have support to focus on research and collaboration based at an institution in the UK. The Professorships may be awarded in any field across the natural sciences.

The scheme provides salary costs, a one-off start-up grant and research expenses. Appointments are usually made for up to 10 years.

VINNOVA recommends the applicants to the calls above to first apply for a planning grant. Planning grant proposals are submitted to two separate calls depending on what type of project which is planned:

5.2.15 UK (Royal Society) - International Exchanges Scheme and Cost-Share Programme

The Royal Society offers an International Exchange Scheme that is for scientists in the UK who want to stimulate new collaborations with leading scientists overseas through either a one-off visit or bilateral travel.

The scheme covers all areas of the life and physical sciences, including engineering, but excluding clinical medicine.

Both the UK applicant and overseas applicant must:

- have a PhD, or be likely to have a PhD by the time the funding starts;

- hold a fixed or permanent contract at an eligible organisation for the duration of the project (ineligible organisations include industrial, private and commercial organisations, university spin-out companies, government bodies and research institutes and research councils);

- be based in the respective countries at the time of the application.

This entails the UK applicant submitting a proposal to the Royal Society for up to £12,000 and the overseas applicant simultaneously submitting a proposal for an additional amount up to/equivalent to £12,000 to a partner organisation, with whom the Royal Society has a funding agreement. The scheme will close on 1 June 2015.

5.2.16 UK (Royal Society) - Newton Mobility Grants For scientists in Brazil, Mexico, South Africa and Turkey who want to stimulate new collaborations with leading scientists in the UK through either a one-off visit or bilateral travel.

Deadline: 18 June 2015.

5.2.17 PRIVATE – fellowships provided by the Bayer Science & Education Foundation

The regular Bayer Fellowship Programme is geared toward students and trainees in scientific, technical and medical disciplines. It is open to applicants from German-speaking countries wishing to go abroad and foreign applicants who want to go to Germany.

The programme comprises the following areas:

5.3 Brazil 5.3.1 BRAZIL (FAPESP) - UK (ESRC) joint call of

collaborative project on development and welfare in Brazil

The São Paulo Research Foundation (FAPESP) invites researchers in the State of São Paulo to propose collaborative projects with UK researchers which contribute to the economic development and welfare of Brazil within the areas of Healthy Urban Living and the Social Science of the Food-Water-Energy Nexus.

The call is part of the Newton Fund commitment to develop bilateral research partnerships and is being supported and announced simultaneously with the Economic and Social Research Council (ESRC), and the Brazilian State Funding Agencies (FAPs) articulated by the National Council of State Funding Agencies (CONFAP).

In the UK, the call has additional support from the Arts and Humanities Research Council (AHRC) and the Medical Research Council (MRC) under the Healthy Urban Living call, and the Science and Technology Facilities Council (STFC) under the Social Science of the Food-Water-Energy Nexus call.

To support the selected projects the following budgets are available:

I. Healthy Urban Living - Up to £2.5 million is available from the ESRC, the MRC and the AHRC to support UK researchers, with matched equivalent effort (not necessarily equivalent money, reflecting different costs for salaries and fellowships in Brazil and in the UK) from the participating FAPs to support Brazilian researchers.

II. Food, Water, Energy Nexus - Up to £1.25 million is available from the ESRC to support UK researchers, with matched equivalent effort from the FAPs to support Brazilian researchers.

Applicants in the State of São Paulo must note that the requirements for eligibility are those applied normally to FAPESP Thematic Grants. In particular for this Call for Proposals, the duration of proposals submitted to FAPESP will be for up to 36 months.

5.3.2 BRAZIL (Confap) - UK (RCUK) Newton fund joint call on infectious diseases

EURAXESS Services Centres To better plan and organise their stay in a foreign European country, researchers and their families can also benefit from the free and personalised assistance offered by the EURAXESS Services Centres, a network of more than 200 centres located in 40 different European countries.

National Council for Scientific and Technological Development (CNPq). The subject area is neglected infectious disease.

The call will finance research for 2-3 years for competitive and innovative international collaborations between Brazil and UK scientists. In total, up to £4.4m will be made available for this initiative. Up to £2.2m on the UK side (£2m from the MRC and £200k from the ESRC) with equivalent effort matched by the Brazilian funders.

The agencies should support 8-14 projects. The areas covered in this call refer to biomedical, social or economic studies on common diseases in the lower classes of the population. Proposals should address the following diseases: dengue, chicungunha, leishmaniasis, chagas disease, leprosy, schistosomiasis, intestinal infections caused by helminths, rotavirus and emerging virus.

5.3.3 BRAZIL (CONFAP & FAPESP) – UK (BBSRC-Newton Fund & NERC) - Call for Virtual Joint Centres with Brazil, China and India in Agricultural Nitrogen

Applications are invited to enable bilateral research activities in the form of Virtual Joint Centres with one in Brazil, China or India for up to three years in duration.

Within this call, the funding partners seek to explore ways to sustain or improve current levels of crop production with lower energy inputs and reduced environmental impacts, and wish to encourage innovative research which will lead to the production of high yields of crops with lower inputs of nitrogen fertiliser.

To support the areas of this Call for Proposals the UK side will offer up to £3.5 million and the Brazilian partner organizations will match this with equivalent research effort.

Proposals will be processed by FAPESP as Thematic Project Research Grants, Young Investigator Awards, or São Paulo Excellence Chair (SPEC) Awards.

5.3.4 BRAZIL (CONFAP & FAPESP) – UK (British Council) Newton Fund – Joint call to support scientific communication courses for researchers

The opportunity under the Researcher Connect programme has the support of the Newton Fund.

Teachers or researchers affiliated with higher education or research institutions of 17 states are invited to submit applications to participate in the course.

The modules will last three days, will be held in English and will train groups of 20 researchers of any discipline or multidisciplinary area.

There are two course options:
